Does the BJP stand for anything?

For weeks now, I have been meaning to draw attention to the Bharatiya Janata Party’s abysmal performance in Opposition but something more topical has intervened. Now that the events in Karnataka have made the BJP the topic of the week, I finally have my chance to proffer some humble advice to our leading Opposition party. First, my views on what happened in Karnataka. I have serious problems with the sanctimonious tones that the Lokayukta took when he damned the chief minister through a media trial. He is now guilty till proven innocent and this is against the fundamental principle of Indian justice. If we end up with a Lokpal, he will behave in exactly this way and those who support Anna Hazare’s campaign, should pay heed. Ironically, the BJP was almost the first political party to leap on to Hazare’s dodgy bandwagon without noticing how dangerous it is for Indian democracy to allow leftist crusaders to force their will on an elected government.
The BJP’s reckless support for Hazare and Baba Ramdev is of a piece with the role it has played in Opposition since 2004. It is as if the party’s senior leaders have no political ideas of their own and so are forced to pick them out of newspaper headlines and news bulletins on our 24-hour news channels. When the story dies, so does the BJP’s cause of the moment which is why the party that once upon a time was considered a welcome rightist alternative to Congress, looks increasingly like a bad joke.
If it was genuinely rightist in its economic views, it should have protested vigorously when the Prime Minister agreed to pour taxpayers money into schemes like MNREGA. Even its creators now admit that it has served mostly to spread corruption down to the village level. And, it has created difficulties in the agricultural labour market by handing out dole. This has caused such a crisis that the Ministry of Agriculture itself recently asked that MNREGA be suspended in seasons of sowing and harvesting. Yet, not only has the ‘rightist’ BJP remained silent about the scheme’s flaws, it has allowed it to spread to states it rules.
The National Advisory Council itself is something the BJP should have objected to but never has. From its dubious lawmakers, now comes a food security bill that makes no sense. If it is ever implemented, we might need to start importing shiploads of food grain as we used to do in socialist times when India was famous only as ‘a land of starving millions’.
If the BJP had played its role as a `rightist’ party, it would have noticed that in the past few months, India has stopped being an attractive investment destination. This is because of a total absence of economic reforms and because of a return to the licence raj through the back door. Dr Manmohan Singh’s second term in office has seen the closure of major projects after huge investments have been made. It has seen Atal Bihari Vajpayee’s beloved highway programme come to a virtual standstill and the BJP has remained silent.
More puzzling still is the inability of the BJP to speak up even when senior members of the Congress Party have openly declared that Hindutva terrorists are more dangerous to India than the jihadi groups Pakistan sends us. This is so outrageous that political commentators who despise Hindutva, have spoken up but the BJP’s senior leaders have remained silent. So the question that we need to ask is whether the BJP stands for anything at all? Does it have ideas on governance that are different to Congress? Does it have a vision of India that is different to Congress? Does it have a foreign policy that is different to Congress? Does it believe in free markets or a subsidised socialist economy? Does it oppose hereditary democracy?
If its senior leaders are back from Karnataka and ensconced in their comfortable homes in Lutyens’ Delhi this Sunday morning, they would do well to spend some time thinking about these questions. In trying to answer them, they may discover the real reasons why they were defeated in two successive general elections. I have space here for only a small hint. Nobody wants to elect an Opposition party that is just a bad facsimile of the Congress Party. If this is the only choice that the BJP can offer, then it will continue to remain in Opposition because if Congress has learned one thing from its many decades in power, it is the ability to create a semblance of responsible governance.
It knows the tricks of the trade well. And, judging by recent events in Karnataka, with that endless dithering over whether the chief minister should go or stay, even this is more than we can say for the BJP

श्रीनगर: कुपवारा जिल्ह्यात भारत-पाकिस्तान प्रत्यक्ष ताबा रेषेजवळ काल (शनिवारी) रात्री सैन्यदलाचे जवान व दहशतवाद्यांमध्ये झालेल्या चकमकीत तीन जवान ठार झाले. 

ताबा रेषेजवळच्या फुर्कीन गली येथील टेम्पल चौकीजवळ काही दहशतवाद्यांची हालचाल दिसून आल्याची माहिती मिळाल्यानंतर सैन्याच्या १९ राजपूत रायफल्सच्या जवानांची तुकडी तेथे पाठविण्यात आली.

जवानांनी आव्हान दिल्यानंतर दहशतवाद्यांकडून गोळीबार करण्यात आला, त्यानंतर दोन्ही बाजूंनी मोठ्या प्रमाणावर गोळीबार झाला. या चकमकीत दोन जवानांचा गोळी लागून जागीच मृत्यू झाला तर तीन जखमी जवानांना उपचारासाठी रुग्णालयात हलविण्यात आले. श्रीनगरमधील बदामीगढ कॅन्टॉनमेन्ट येथील ९२ तळ रुग्णालयात उपचार सुरू असताना जखमींपैकी एका जवानाचा मृत्यू झाला.

आढळलेले दहशतवादी पुन्हा ताबा रेषेच्या पाकव्याप्त काश्मीरकडच्या बाजूला पळून गेले असण्याची शक्यता आहे, असे सूत्रांनी सांगितले. अशा प्रकारे दहशतवाद्यांनी भारतीय सीमेमध्ये घुसखोरी करण्याचा प्रयत्न केल्याची गेल्या तीन दिवसांमधली ही दुसरी घटना आहे.

२७ जुलैला जेव्हा भारत व पाकिस्तान यांच्यामध्ये नवी दिल्लीत चर्चा सुरू होती तेव्हाही दहशतवाद्यांनी घुसखोरीचा प्रयत्न केला होता; त्यावेळी एक अधिकारी हुतात्मा झाला तर दोन जवान जखमी झाले आणि दहशतवाद्यांचा प्रयत्न हाणून पाडण्यात आला.

MumbaiThe state of affairs in the Mumbai police is merely a metaphor for the prevailing ethos in the other police forces of the land. The rivalry between the offices of the police commissioner, the anti-terrorism squad and the crime branch, all headed by Additional Director-General of Police level officers, is legendary. A great deal of the muck became public knowledge during 26/11 and in the investigations in its wake. Besides the inter-personal issues, is the more serious issue of corruption, often in association with the underworld. As part of its job, the police needs to keep tabs on the underworld, but some of the associations go way beyond the call of duty. Indeed, several police personnel are on the payrolls of  known dons like Chhota Shakeel and Dawood Ibrahim.
As much was acknowledged by the police brass when they launched “Operation Clean House” in the wake of journalist Jyotirmoy Dey’s sensational killing recently. Over the years, the police had built up a core of personnel whose specialty was to gun down criminals. Though most were shot after they were arrested and disarmed, a cult of “encounter specialists” was built up to portray these people as brave officers ready to risk their lives in shootouts with the bad guys, whereas they were, in fact, carrying out illegal and extra-judicial killings.
Not surprisingly, some of these officers became heroes of the counter-terror effort, ever ready to gun down the dreaded Pakistani terrorist, even if it never became clear whether the person killed was even a Pakistani, leave alone a terrorist. Its star, Pradeep Sharma, with a “score” of 103 killed, was dismissed from the force two years ago for links with the underworld, but reinstated by an administrative tribunal. Sharma claimed he had been framed by the Chhota Rajan gang.
Earlier, in July 2005, Inspector Aslam Momin was sacked for his alleged nexus with the Dawood Ibrahim gang. Another “encounter specialist” Daya Nayak, an aide of Sharma, had been suspended for several years by the Mumbai police on corruption charges, but he, too, has since been reinstated. The so-called specialist officers of other cities, too, have been corrupted by power and money. In Delhi, “encounter killer” Inspector Rajbir Singh was himself shot dead by a property dealer in 2008.
The condition of the police in India’s vast hinterland is even worse. Where the encounter specialist delivers—usually an alleged criminal or terrorist’s head—the mofussil police gives back nothing. In fact it takes what it can from everyone—the landless peasant, the landlord, shop-keeper, rickshawallah, you name it. The idea of a scientific investigation is completely alien to them.

Incompetence
In a recent book, Shishir Gupta has pointed out that the police were unable to get on to the trail of the so-called Indian Mujahideen terrorist group because of the shoddy manner in which the UP police dismissed the Dashashwamedh Ghat blast of 2005 as a gas cylinder blast. Amazingly, Gupta says that another bomb which was planted in a pressure cooker failed to go off, and a police inspector who seized it, threw away its innards and took the utensil home for use in his kitchen.
Such forces botch up investigation to the point where it is difficult to separate truth from falsehood and the guilty from the innocent. This is the way the police has made a hash of the investigation into the Diwali serial blasts of October 2005 in Delhi, and the July 2006 train blasts in Mumbai.
According to a report, the same seems to have happened with the Varanasi blast of December 2010 where the police has not been able to obtain the electronic trail of the suspects. An email sent minutes after the blast in the name of
Al Fateh and two calls made through a cell phone by a person near the Sheetla Ghat were traced to Mumbai. This could have provided a lead to the most recent incident in Mumbai.
In all this the Union government has taken a peculiar stand. In the wake of 26/11 it created the National Investigation Agency to look into cases of terrorism since they often had ramifications across state lines. But now it seems to have developed cold feet. In Mumbai, it has forced the NIA to play second fiddle to the Maharashtra ATS headed by Rakesh Maria. It has also gone along with the idea that the “first responder”, the UP Police, would be a better bet in investigating the 2010 Varanasi blast than the NIA. This flies in the face of evidence that both forces have seriously blotted their copybooks in terrorist investigations.

Requirement
The forensic investigation of terrorist attacks, especially bomb blasts, is a difficult affair which requires an enormous amount of expertise and time. Ideally every bit of the improvised explosive device that has not vapourised is collected for analysis that can lead to the unique “fingerprint” of its fabricator. Unfortunately, anyone who has witnessed the aftermath of a post-bombing scene in India will realise that in the crush of humanity—police, rescuers and do-gooders and onlookers—evidence is often rubbed out. This is not to say that the police makes an effort to preserve the evidence; it does not. In any case it lacks the expertise and culture of patient investigation and usually collects its evidence through arrests and “sustained interrogation” of suspects. In this, things have changed little from the working style of the police in the Mughal times.
Equally specialised is the issue of preventing terrorist attacks. While there is a good case for sound conventional policing and the activisation of the beat system, there is also the fact that connecting the dots to prevent a terrorist attack requires a different mind-set and training. It is for this reason that metropolitan cities like London and New York have embedded specialists in their police stations. In fact the counter-terrorism efforts of these two cities would be instructive for the manner in which they not only look at current threats, but ahead into that very real future where you can be hit by a chemical, biological or nuclear weapon. In the meantime, we flounder along building castles of sand and impress no one but ourselves with our sterling efforts.

DEFINING SPIRITUAL HEALTH

मानसिक आरोग्य म्हणजे काय हे आपण सहज सांगू शकतो, पण मानसिक स्वास्थ्य म्हणजे काय? मानसिकरीत्या स्वस्थ कोणाला म्हणावे?
W.H.O. या जागतिक संस्थेनुसार केवळ आजाराचे नसणे म्हणजे स्वास्थ्य नव्हे. त्यासोबत भावनिक वा आत्मीक सुखही असावे लागते, अशी व्यक्ती कोण वा ती कशी वागते याबाबत आता जाणकारांत एकमत आहे.
१) अशी व्यक्ती प्रसन्न, समाधानी, आशावादी वा उत्साही दिसते.
२) अशा व्यक्तीचे जवळच्या लोकांशी असलेले संबंध निकोप व सकस असतात.
३) अशा व्यक्तीस आपल्या भावना सहजरीत्या वा यशस्वीरीत्या हाताळता येतात व कठीण प्रसंगांचा सामना समर्थपणे करता येतो.
४) अशा व्यक्तीस आयुष्य अर्थपूर्ण वाटते वा आवडीच्या कामात संपूर्णपणे समरस होता येते.
म्हणजेच आजाराच्या नसण्यापलीकडे जाऊन या व्यक्तींमध्ये अजूनही बरेच काही असावे लागते, असते.
अशा भाग्यवान व्यक्तींच्या वागण्यात एका प्रकारची तृप्ती दिसून येते. ही मंडळी उतावीळ किंवा घाईत दिसत नाहीत. नव-नवीन अनुभवांचा आस्वाद घेण्याची त्यांची तयारी असते. रोजचे जगणे त्यांना आनंदी वाटते व भविष्य आशादायी. ही मंडळी मोकळेपणाने हसू शकतात- स्वत:वरही! या मंडळींचे वर्णन ‘स्वत:त मस्त’ असेही करण्यात येते.
विपरीत परिस्थितीशी सामना करण्याचे चिवट बळ त्यांच्यात दिसून येते, पण फक्त तेवढेच नाही, तर अशा परिस्थितीतून एखाद्या चेंडूप्रमाणे वर उडून पुन्हा पूर्वपरिस्थितीत परतण्याचा दणकटपणाही त्यांच्यात असतो  (resilience). त्यांच्या काम करण्याच्या पद्धतीत एक विशिष्ट प्रकारची ध्येयनिष्ठा वा ध्येयासक्ती पाहायला मिळते. आपल्या सर्व कामांना वा परस्परसंबंधांना ही माणसं अर्थपूर्ण करण्याचा प्रयत्न करीत असतात. लोक जोडण्याची कला त्यांच्यात प्रकर्षांने जाणवते.
पण परस्परसंबंध जपणे जसे महत्त्वाचे तसेच स्वत:ची काळजी घेणेदेखील महत्त्वाचे असते आणि म्हणूनच ही मंडळी काही छंद मोठय़ा हौसेने जोपासतात. यापैकी काहींसाठी तर त्यांचे कामच त्यांचा छंद असतो. निवडलेल्या कामात (वा छंदातदेखील) नैपुण्य वाढविण्यात ते प्रयत्नशील राहतात. काळ-वेळ, तहान-भूक विसरून ते या कामांत स्वत:ला गुंतवू शकतात.
श्रम-निवांत व काम-विरंगुळाच्या वेळात साधण्याचा त्यांचा सतत प्रयत्न असतो. वैयक्तिक आयुष्यातील हे दोन्हीही कप्पे त्यांना तेवढेच महत्त्वाचे वाटतात. ‘काहीतरी कमविण्यासाठी काहीतरी गमवावे लागते.’ या नियमानुसार ‘स्वत:चा वेळ’ जपण्यासाठी मग ते व्यावसायिक आयुष्यातील काही फायदेशीर शक्यतांवर पाणी सोडायलाही मागे-पुढे पाहत नाही.
कोणत्याही बदलास- मग तो वैयक्तिक असो, व्यावसायिक असो वा सामाजिक असो- हे घाबरत नाहीत. बदललेली परिस्थिती ही स्वत:तल्या क्षमता वाढविण्याची संधी आहे, असे समजून ते नवीन परिस्थितीशी जुळवून घेण्याचा प्रयत्न करतात.
सर्वात महत्त्वाचे म्हणजे त्यांच्यात स्वाभिमान व आत्मविश्वास तुडुंब भरलेला जाणवतो. त्याचबरोबरीने ते आपल्या सर्व गुण-दोषांसकट एक माणूस म्हणून स्वत:चा संपूर्ण स्वीकार करीत असतात. एक व्यक्ती म्हणून ते स्वत:ला कोणाहीपेक्षा कमी लेखत नाहीत, तसेच कोणलाही देवत्व बहाल करीत नाहीत.
मग तुमच्या-आमच्यासारख्यांनी हे गुण स्वत:त जोपासण्यासाठी किंवा असलेले गुण वाढविण्यासाठी काय करावे?
त्यासाठी आपल्याला अनेक पद्धती उपलब्ध आहेत.
काहींच्या मते योग, ध्यान, सेवा, दया, क्षमा व कृतज्ञता यातूनच हे साध्य करता येऊ शकते.
‘पॉझिटिव्ह सायकॉलॉजी’चे जनक डॉ. मार्टिन सेलिगमन यांच्या मते आपण स्वत:तल्या गुण-सामर्थ्यांना (सिग्नेचर स्ट्रेन्थ) ओळखून त्यांचा विकास केला पाहिजे. त्यांच्या मते आपल्याला आपले काम (किंवा छंद) इतक्या तल्लीनतेने करता आले पाहिजे, जणू ध्यानावस्थाच. यालाच ते flow  असे संबोधतात व याहीपुढे जाऊन ‘भव्य’ अशा कोणत्याही अर्थपूर्ण उद्दिष्टास स्वत:ला नि:स्वार्थीपणे वाहून घेतले पाहिजे (meaning)). या दोन्हीही अवस्था (flow and meaning) स्वत:त प्रयत्नपूर्वक जोपासता येतात व याच आयुष्यास आनंद देतात.
डॉ. अ‍ॅलबर्ट एलिस यांनी हेच सर्व एका मानवतावादी, लवचिक, विवेकी व विज्ञानाधारित विचारसरणीद्वारेही करता येते, असे सांगणारी  फएइळ (REBT (Rational Emotive Behaviour Training) नावाची वैचारिक पद्धत लोकांसमोर मांडली.  फएइळ नुसार आयुष्यात क्लेश अटळ आहे, पण त्याचा आपल्याला कितपत त्रास होईल हे मात्र आपण ठरवू शकतो. स्वत:चा व इतरांचा माणूस म्हणून स्वीकार व न बदलता येणाऱ्या परिस्थितीचा बिनशर्त स्वीकार आपला मानसिक त्रास कमी करू शकतो.
REBT याला विवेकशुद्ध विचार असे नाव देते. विवेकशुद्ध म्हणजे लवचिक, कोणताही कट्टरपणा टाळणारा, वास्तवावर आधारित, विज्ञाननिष्ठ व स्वत:चे हित व ध्येय जपणारा. लगेच मिळणारे सुख व काही विलंबानंतर मिळणाऱ्या सुखामधून लांब पल्ल्याने मिळणारे सुखच शक्य तोवर निवडावे. स्वत:चे हित हे बऱ्याच अंशी सामाजिक हितावर अवलंबून असते हे ओळखून डॉ. एलिस यांनी  responsible hedonis ही संकल्पना मांडली- म्हणजे स्वत:चे हित जपावे पण सामाजिक भान बाळगून. पद्धत शिकण्यास सोपी आहे व तिच्या अवलंबाने रोजच्या जीवनातील क्लेश बऱ्याच अंशी कमी करता येतात. मानसिक स्वास्थ्य जरी फक्त मनोक्लेश व मनोविकाररहित जीवन नसले तरी क्लेशरहित मनच उत्साही राहू शकते व अर्थपूर्ण जीवनाचा शोध घेऊ शकते. नाही का

EDITORIAL SAMANA LOKPAL CORRUPTION


देशाला मजबूत सरकारची व ताठ कण्याच्या नेत्याची गरज आहे. लोकपालसारखी बुजगावणी म्हणजे थोतांडच आहे.

हे तर बुजगावणेच!येणार येणार येणार म्हणता अखेर लोकपाल नावाचा प्राणी या भूतलावर अवतरला आहे. त्याने प्रत्यक्ष जन्म घेतला नसला तरी तो कसा असेल, काय करील, त्याचे वागणे-बोलणे कसे असेल याबाबत एक कागदी मसुदा तरी केंद्रीय मंत्रिमंडळाच्या बैठकीत मंजूर झाला आहे. आता हे विधेयक संसदेत पेश होईल. मग ते कदाचित गृहखात्याच्या स्थायी समितीकडे जाईल. त्यावर चर्चा होईल आणि त्यानंतर ‘लोकपाल’ बाळाच्या जन्माचा पाळणा हलेल. पंतप्रधानांना लोकपालाच्या हातोड्याखाली आणावे अशी मागणी अण्णा हजारे व त्यांच्या मंडळाने केली होती. सरकारने ती मान्य केली नाही. प्रधानमंत्र्यांना लोकपालाच्या कक्षेत आणले नाही. त्यामुळे हजारे व त्यांच्या मंडळाचे चेहरे कोमेजले असतील. ‘लोकपाल’च्या मुद्यावर अण्णा हजारे १६ ऑगस्टपासून उपवास करणार होते, पण सरकारने लोकपालचा मसुदा मंजूर केल्याने उपवासाचे काय होणार? महाराष्ट्रात श्रावण सुरू होणार असल्याने लोकांचे उपवासवगैरे सुरूच राहतील. या श्रावणात अण्णांची एकादशी सुरू झाली तरी सरकारचे धोरण हे जंतरमंतरची पुनरावृत्ती होऊ द्यायचे नाही असेच आहे. पुन्हा सरकारने कोणापुढे किती झुकावे, हा प्रश्‍न आहेच. कोणतीही निवडणूक न लढविता, जबाबदार्‍या न घेता ‘हम करे सो कायदा’ या धोरणाने देश चालणार नाही. देशाची व समाजाची, खास करून तुमच्या त्या लोकपालाची इतकीच काळजी असेल तर अण्णा-केजरीवाल पार्टीने निवडणुकीच्या रिंगणात उतरावे, स्वत:सह पाच-पंचवीस खासदारांनी निवडून यावे आणि मग त्यांना हवे ते करून घेण्याचा अधिकार प्राप्त करावा, पण उपवासाने देश चालवता येणार नाही. महात्मा गांधींच्या उपवासाने या देशाचे जेवढे नुकसान करायचे तेवढे केलेच आहे आणि या देशातील पंचवीस टक्के जनता ही नेहमीच
उपासमारीची बळीठरते. त्यांना मोसंबीच्या रसाचा प्याला घेऊन कुणीच जात नाही, पण लोकपालच्या नावावर सध्या हवा तसा तमाशा चालला आहे. मुळात या देशाला त्या लोकपालची खरोखरच गरज आहे काय? सध्या असलेल्या कायद्याची अंमलबजावणी एका मजबुतीने केली तर सगळेच बेलगाम घोडे ठिकाणावर येतील. न्यायालये, संसद, प्रशासन, वृत्तपत्रे या चारही स्तंभांनी आपापली कर्तव्ये काटेकोरपणे पार पाडली तर कशाला हवा तो तुमचा लोकपाल? या देशाला कुणी राष्ट्रपिता नाही तसा लोकपालही असू शकत नाही. लोकांचे पालनपोषण लोक स्वत:च करीत असतात व इतकी वर्षे लोकांनी हाती गांडीव धनुष्य घेतले म्हणूनच देश टिकला. लोकपाल येणारच असेल तर मग न्यायालये, प्रशासन, संसदेने काय करावे? अण्णा हजारे यांच्या मंडळास हवा म्हणून त्यांना हवा तसा लोकपाल आणायचा हे बरोबर नाही. भ्रष्ट व बदमाश राज्यकर्त्यांवर अंकुश हवाच, पण तो अंकुश लोकांचाच असला पाहिजे. लोकशाही हे आपल्या देशात थोतांड बनले असले तरी लोकांचा काही अगदीच पचपचीत दुधीभोपळा झालेला नाही. संसदेत व विधिमंडळात गोंधळ होतो व तो चुकीचा असला तरी लोकांच्या भावना त्यामागे असतात. एकप्रकारे तो संतापाचाच स्फोट असतो. लोकपालच्या समितीवर चार निवृत्त न्यायाधीश व एक केंद्रीय मंत्री असेल असे म्हटले आहे. अर्थात लोकपालच्या समितीवर कोणीही असले तरी ते सर्व याच मातीतून निपजलेल्या हाडामांसाची माणसे आहेत व मतलबी वारे त्यांच्या अंगावरून गेलेले आहेत. भ्रष्टाचाराच्या बाबतीत आता कोणीच कुणाचा भरवसा देऊ शकत नाही. खुद्द हजारे यांच्या मंडळातील ‘भूषण’ बाप-बेट्यांवरही नाही म्हटले तरी चिखल उडालेलाच आहे.
या चिखलफेकीपासूनसध्या तरी कोणीच मुक्त नाही. अण्णा हजारे व त्यांच्या मंडळाने सरकारी कारकुनापासून ते पंतप्रधानांपर्यंत सगळ्यांनाच लोकपालच्या टाचेखाली आणण्याचा प्रयत्न चालवला होता. राज्य सरकारांचा भ्रष्टाचारही लोकपालाच्या कार्यकक्षेत असावा ही अण्णा मंडळाची मागणीही केराच्या टोपलीत गेली. या देशातील भ्रष्टाचार संपायलाच हवा. भ्रष्टाचारी प्रवृत्तींना धडा मिळायलाच हवा. कारण भ्रष्टाचार हाच देशाचा खरा शत्रू आहे. अतिरेकी आणि दहशतवाद हे तर मोठे शत्रू आहेतच, पण दहशतवादामुळे हिंदुस्थानचे जेवढे नुकसान झालेले नाही त्यापेक्षा कितीतरी अधिक नुकसान भ्रष्टाचारामुळे झाले आहे. येथील कित्येक हजार कोटी रुपये आज काळ्या बाजारातून स्विस बँकेत पोहोचले. शेवटी हा पैसा येथील सामान्य जनतेच्याच खिशातून गेला आहे. तेव्हा आज जी काही आपल्या देशाची दूरवस्था आहे त्यासाठी भ्रष्टाचारी राज्यकर्ते आणि नोकरशहाच सर्वाधिक जबाबदार आहेत. त्यामुळे अशा भ्रष्टाचार्‍यांना जरब बसायलाच हवी, पण लोकपाल नावाचा अवतार जन्मास आल्यामुळे ती बसेल, असे समजण्याचे कारण नाही. भ्रष्ट राज्यकर्ते आणि भ्रष्ट प्रशासन यांना सत्तेवरून हाकलणे हाच त्यावरील जालीम उपाय आहे आणि तो शेवटी जनतेच्याच हाती आहे. या देशाला एका मजबूत सरकारची व ताठ कण्याच्या नेत्याची गरज आहे. लोकपालसारखी बुजगावणी म्हणजे तसे थोतांडच आहे. देशाच्या शंभर कोटी जनतेने मनाचा निर्धार करून एक स्वच्छ प्रतिमेचे सरकार निवडून द्यावे. त्या सरकारला कुबड्या नकोत तर संपूर्ण बहुमत मिळवून देण्यातच राष्ट्रहित आहे

चिखली - नागरिकांकडून पोलिसांना दारूधंद्याबाबत माहिती कळविली जाते... काही वेळात गस्तीवर असलेले पोलिस तिथे येतात... पोलिस दिसल्यावर दारूअड्ड्यावरील लोक निघून जातात... अनेक नागरिक त्यांना पकडण्याची पोलिसांकडे विनंती करतात; मात्र, पोलिस बघ्याची भूमिका घेत तेथून काढता पाय घेतात. त्यानंतर नियंत्रण कक्षाला ही माहिती कळवणार असल्याचे काही नागरिकांनी सांगितले. त्यानंतर पोलिस पुन्हा तिथे आले. त्यांनी नागरिकांना खडेबोल सुनावून नाइलाजास्तव कारवाई केली. हा प्रकार शुक्रवारी भोसरी ठाण्याच्या हद्दीत घडला. या कारवाईत गावठी दारूचे तीन कॅन, बाटल्या, प्लास्टिक मग, ग्लास पोलिसांनी ताब्यात घेतले. 

भोसरीतील पेठ क्रमांक 10 मध्ये अवैध दारूधंदे सुरू असल्याचे भ्रष्टाचार निर्मूलन समितीच्या कार्यकर्त्यांनी शुक्रवारी सकाळी पोलिसांना कळविले. काही वेळाने गस्तीवर असलेले भोसरी पोलिस ठाण्याचे पोलिस कर्मचारी बालाजी तडाखे, विठ्ठल जाधव, प्रमोद पटेकर हे व्हॅनसह त्या ठिकाणी आले. त्यांनी दारूअड्ड्यावर तर कारवाई केली नाहीच, उलट नागरिकांनाच शिवराळ भाषेत धमकावले; तसेच दारूअड्ड्यावर कारवाईचा आदेश नसल्याने आम्ही कारवाई करू शकत नाहीत. तुम्हाला गरज असेल, तर वरिष्ठ पोलिस अधिकाऱ्यांना कळवा, पोलिस ठाण्यात रीतसर तक्रार द्या, असे म्हणत ते निघून जाऊ लागले. तोपर्यंत दारूअड्ड्यावर दारू पीत बसलेले लोक निघून गेले; मात्र भ्रष्टाचार निर्मूलन समितीचे शहर उपाध्यक्ष चंद्रकांत उदगुडे, संतोष यादव, संघटक शांताराम खुडे यांनी नियंत्रण कक्षाला कळविणार असल्याचे सांगितले. पोलिस पुन्हा घटनास्थळी येण्यास तयार झाले.

Lessons from Mumbai

The three serial blasts in Mumbai are a grim reminder to the Indian people that we are extremely high on the terrorists’ radar. We cannot afford to lower our guard nor take any satisfaction in reeling out statistics that Mumbai has been attacked by terrorists after a gap of thirty one months. Why is it that Mumbai is repeatedly chosen as a target of terrorist attacks? The reason is obvious. An attack on Mumbai hurts Indian economy.

It is globally highlighted. It stands in a chain of a large number of major attacks starting from the 1993 serial blasts, the train blasts and the attack on 26/11 amongst the major ones. The spirit of Mumbai is entrepreneurship. The spirit of Mumbai is pluralism, it is resilience. But the spirit of Mumbai cannot be soft towards terror. The spirit of Mumbai cannot be to suffer an attack and wait for the next one. These repeated attacks on Mumbai must necessarily convince the whole of India that we need a system ranging from intelligence, prevention and punishment where it is not possible to attack any place in India. If somebody succeeds in still attacking India thorough terror, we should ensure that he pays a heavy price. No body has dared to attack USA after 9/11 even once. Let this be the spirit of Mumbai that this will be the last attack.

India lives with a traumatic neighbourhood. Even though facts relating to the latest attack are still being investigated and it is only fair that one reaches no final conclusion. However, there appears to be little doubt that organisations like the LeT and JuD were created and inspired from across the border. They were intended to destabilise parts of India. The voluminous evidence available both in Kasab’s trial in Mumbai and in the Chicago trial conclusively establish this. Our neighbour on the western border has used terrorism as an instrument of State policy. There is hardly a major global terror attack where a Pakistani connection is not discovered. Pakistan has been correctly described as an epicenter of global terror. The world’s best known terrorist Osama Bin Laden logically could have found refuge only in Pakistan. The Indian Mujahidin was externally created and externally supported in order to pass off as an organisation of domestically home grown insurgents. A large number of attacks in recent years in India have been attributed to the Indian Mujahidin. It was lying low with the arrest of a large number of it’s cadres. It now appears to have regrouped.

How does India react to repeated incidents of terror? Obviously, we must go through the ritual of condemning them. We must mourn the dead and provide relief to the injured. But what kind of signal must the Indian society, particularly those in Government, give against terror.

TADA was brought in by Shri Rajiv Gandhi to investigate terror acts and punish the terrorists. Some States misused it against the farmers but it was not repealed. When it was correctly used against the terrorists responsible for the 1993 serial blasts in Mumbai, a campaign for it’s repeal was launched and TADA was repealed. POTA was repealed on the ground that we did not need a special law against terror. Those who opposed a special law against terror are now seeking to introduce a highly discriminatory special law to deal with communal violence wherein only one community can be punished. When the terrorists found refuge in Batla House, some senior politicians decided to question our security forces who participated in the Batla House encounter. Vote bank politics compelled some to visit the family members of the suspects of Azamgarh to show solidarity with them. One Congress Party politician prefers to visit the families of the accused rather than the victims of a terror attack. It is vote bank and vote bank politics alone which is responsible for delaying punitive action against the conspirator in the Parliament attack. The National Counter Terrorism Centre promised to be created by September 2009 has still not been created. Some mainstream political parties have succeeded in sending a clear political message that you can commit a terror attack and get away. Till such time that National Security considerations are not polluted by vote bank politics we will not be able to make sure that Mumbai Is not attacked again.

Maoist insurgency is yet another challenge to the national security. When the Home Minister attempted to take a strong position against it, his own Party wanted the Central Government to adopt an alternative approach. When Maoists attack India’s democracy you hear rationalisation of why people turn Maoist rather than a condemnation and resolve against them. Has national security ever been on the agenda of those who claim to be the repositories of the Civil Society or the National Advisoy Council? The spirit of Mumbai must lead to a national resolve that all steps, political, administrative and security related must be taken to eliminate terror. The spirit of Mumbai cannot be repeatedly attacked by terror and have no revulsion against it.

Those who favour engagement with Pakistan must necessarily remember that Pakistan today is in a turmoil. It is ostensibly a part of the war against terror. It is also in alliance with those who perpetuate terror. Unless Pakistan decides to become less radical, more transparent, more democratic and a nation de-linking itself from terror the success of any engagement with it would be doubtful. The dividing line between state and non-state players in the context of Pakistan has been obliterated. India’s foreign policy has to retreat the Indo- Pak Joint statement of January 2004 that talks will be conditioned on Pakistan’s territory not having used for terror against India.

Hurts the credibility of Kashmiri separatists and India’s left-liberal intellectuals
The filing of a criminal complaint by the FBI against Syed Ghulam Nabi Fai of the Kashmiri American Council, which is also known as the Kashmir Center, is being dismissed by many Indians because it is the outcome of a souring US-Pakistan relationship. Whatever be the cause of its timing, there are many unintended consequences of the episode; the collateral damage is hurting many others: the Kashmiri separatists, and the Indian Left-liberal intelligentsia which associated with Fai and his Kashmir Center in Washington DC.

First, the Kashmiri separatists. For the last 15 years, the Kashmiri separatist leadership — with different monikers of hardliner, moderate, Gandhian and pro-Azaadi — has thrived on a popular myth created about them being the true representative of the Kashmiris. Although mainstream political leaders like Omar Abdullah and Mehbooba Mufti have won popular elections which have seen more than 60% electoral participation, they have often been dismissed — and often by many well-meaning Indians — as not being representatives of the electorate but merely an outcome of Kashmiris’ yearning for an administrative machinery in the state. Of course, many continue to ignore the recent Panchayat elections in Kashmir where 80% Kashmiris turned up to vote in defiance of a public boycott call given by what Western magazines like The Economist call the tallest Kashmiri leader, Syed Ali Shah Geelani.
With their support in the state being limited to parts of Srinagar and areas like Sopore, the separatists draw their credibility from the international support provided to them. This international support was not generated due to the “moral, diplomatic, and political support” provided by the Islamic Republic of Pakistan but an organised intelligence operation run across the globe by its military spy agency, the Inter Services Intelligence (ISI).
Herein lies the bigger tragedy. Those claiming to speak for the Kashmiris have taken the Kashmiris for a ride. They are stooges and mouthpieces of the ISI, with their purses provided by their puppeteers at the ISI headquarters in Rawalpindi. It shouldn’t surprise us though because these self-styled Kashmiri leaders have never even spoken a word about the terrible situation in other parts of Kashmir — the one under Pakistani occupation: Pakistan occupied Kashmir and Gilgit-Baltistan. This also perhaps explains why Mr Geelani continues to favour Kashmir’s merger with Pakistan even while trying to ride on the sentiment of Azaadi among a section of young Kashmiris.
The Geelanis and the Mirwaizs and the Yasin Maliks are not the representative of the Kashmiris. They are the stooges of the ISI. When they start pontificating about talking to India, India’s point-blank reply should be: Take us to your masters.
From the Haqqani network to the Lashkar-e-Taiba, more revelations tell us that the militancy in Kashmir was not started or stoked by Pakistan, but owned, controlled, funded and manned by the Pakistani military-jehadi complex. Kashmir was a handy battleground for Pakistan to hurt India and Kashmiris the unsuspecting victims of Pakistan’s malice. The militancy and violence in the state came down once India was able to put a mechanism in place that reduced the infiltration from across the Line of Control. The drop in violence was possible only because the indigenous Kashmiri component in the militancy is insignificant.
Many commentators have suggested that the stone-pelting incidents witnessed in certain urban areas of Kashmir Valley in the summer of 2010 were an expression of their popular anger against the Indian state, because the militancy had subsided. While there is an element of truth in this contention, reportage from the ground (last year by Samar Halarnkar and this year by Smita Prakash) has highlighted the role of Pakistani money in organising these stone-pelters. The state government did make mistakes in its handling of the situation (and it is a credit to the state government that they have prevented a encore this year) but if it were not for the financial and organisation support provided by the ISI and ISI-backed proxies in Kashmir, the stone-pelting protests would not have been of the magnitude witnessed last year.
It is to the credit of the ISI that it has done its job well. There are some unresolved issues in Kashmir, as they are in nearly half the districts of the country. But where the ISI has succeeded is in hyping the problem in Kashmir out of proportion. It has shaped the popular narrative about Kashmir, not only abroad but also in India.
This brings us to the question of the Left Liberal intelligentsia in India which has, wittingly or unwittingly, helped the ISI in furthering its aim. Despite the vocal pronouncements and actions by some of these people, it would be preposterous to conceive of them as being anti-India. They were, now that the ISI-Fai relationship is in the open, to use that popular Cold War term, “Useful Idiots”. They have been used by the ISI against India and Indians.
The argument that these intellectuals should not be criticised for attending the ISI-sponsored conference but for their views expressed there doesn’t hold much water. The Indian speakers lent credibility and respectability to these partisan events and biased the global narrative against India.
Furthermore, sections of the India media (notably Praveen Swami and Seema Sirohi) have flagged Fai and his events for nearly a decade now. It was evident to most other observers that Fai was an integral component of the Pakistani propaganda machinery on Kashmir. Attending these events raises serious question marks about the judgement and wisdom of these intellectuals and experts. Even if they were useful idiots, they were — and dare I say, are — idiots. It is in our interest to identify, acknowledge and treat them as idiots, whether it is on Kashmir or any other issue of national interest.
This holds a salutary lesson for many Indian media personalities, intellectuals, commentators and experts. They would be well-advised to seek wiser counsel before accepting free junkets in the garb of conferences and seminars, especially when it comes to issues related to Pakistan.
Finally, the Government of India. The FBI charge-sheet has been met with a stony silence by the GoI so far. Perhaps the MEA has been kept busy with the India-US Strategic Meeting this week and will soon take cognisance of this issue before the Pakistani delegation arrives in Delhi next week.
What else should GoI do? GoI must focus on the other two Kashmir Centers — in London and Brussels — and press upon the British government and the EU Parliament to probe them and shut them down. GoI must simultaneously bring to book those Kashmiri leaders who are proved to be on the payroll of the ISI.
The opportunity has presented itself to India to set the narrative about Kashmir right: locally, nationally and internationally. In football parlance, this is like an open goal available to the striker which India cannot afford to miss.
Alas, we in India are used to seeing such open chances being wasted often. One fears that this will be no different now.

तुमच्या मुलीच्या लग्नाला दीडच वर्ष होतायत. लग्नानंतर मुलीने सासरी जाण्याची पध्दत आपल्याकडे आहे. साहजिकच दोन्ही घरांच्या लाइफस्टाइल, संस्कृती, आचार-विचार यात फरक असणं स्वाभाविक आहे. नवीन पद्धती शिकणं अवघड नसलं तरी, माहेरच्या पद्धती सोडण्याबाबत, विसरण्याबाबत मुलींना खूप अडचणी येतात आणि हे स्वाभाविक आहे. अशा वेळी दोन्ही कुटुंबातील वडीलधाऱ्या माणसांनी समजूतदारपणा दाखवणं अपेक्षित आहे. पण तसं घडत नसावं असं दिसतंय. काळानुरूप पतीपत्नीचं नातं अधिक दृढ विश्वासाचं होत जातं. त्यानुसार ते उभयता आपली जीवनपद्धती स्वत: निश्चित करतील. याबाबत त्यांना त्यांचं स्वातंत्र्य द्यायला हवं. अशा वेळेस तुमच्या मुलीच्या जावयाच्या नात्यात बाधा येणार नाही, तेढ निर्माण होणार नाही याची काळजी घेणं आवश्यक आहे. नवविवाहितांनी एकमेकांना समजून घ्यावं, मोकळेपणाने सुसंवाद साधावा अशी परिस्थिती प्रयत्नपूर्वक निर्माण करायला हवी. शक्यतो आक्रमक भूमिकेऐवजी सामोपचाराची, पण आग्रही भूमिका तुम्ही स्वत: घेऊ शकता तुमच्या जावयाला विहिणबाईंना तशी जाणीव करून देण्याचा प्रयत्न करायला काहीच हरकत नाही.
एकाच वेळी अनेक प्रश्नांचा गुंता वाढवण्याऐवजी एकेक प्रश्न सुरळीतपणे सोडवण्याची भूमिका घ्यायला हवी. मुलगी जावई यांचे नातेसंबंध अधिक सृदृढ, निकोप व्हायला हवे. त्यानंतर मुलीच्या करियरच्या प्रश्नाची उकल समजूतदारपणे परंतु आग्रही भूमिका घेऊन करणं महत्त्वाचं आहे. तुमची मुलगी एकदा नोकरी/व्यवसायात स्थिर झाली की तिच्या सासूच्या भूमिकेत नक्कीच अपेक्षित बदल होईल असा विश्वास ठेवा. मात्र त्याचबरोबर घरातील वडीलधाऱ्यांना आदराने प्रेमाने वागवणंही महत्त्वाचं आहे, याचंही महत्त्व मुलीला समजावून द्या.

आमच्या लग्नाला वीस वषेर् झालीत. दोन मोठी मुलं आहेत. माझ्या पतीचा स्वत:चा व्यवसाय आहे. सुरुवातीला व्यवसायात अस्थिरता होती. त्यामुळे खडतर दिवस काढावे लागले. वैयक्तिक आवडीनिवडींचा मी विचारच केला नाही. घरखर्चाबद्दल मला खूप तडजोड करावी लागली. आता व्यवसाय चांगला चालून उत्पन्नही चांगलं आहे. पण नवरा माझ्याशी नीट वागत नाही. मुलांची काळजी घेत नाही. घरात आजही दहा रुपये मनाप्रमाणे खर्च करता येत नाही. त्याचवेळी पती मात्र मित्रमंडळीमध्ये खूप खर्च करतात. मुलांच्या मागण्या पूर्ण करताना माझा जीव मेटाकुटीस येतो. कधी कधी खूप नैराश्य येते. विशेष म्हणजे पतीला कुठलंही व्यसन नाही. इतरांशी ते चांगले वागतात. मग मलाच त्रास का? या परिस्थितीतून कसं बाहेर पडायचंय?

गेली वीस वर्षं तुम्ही खूप त्रासात काढली आहेत आजही परिस्थितीत मनासारखा बदल नाही. पण कृपया हताश निराश होऊ नका. गेली वीस वषेर् आथिर्क परावलंबनामुळे तुम्हाला खूप त्रास झाला आहे. तेव्हा आता आथिर्क स्वावलंबनासाठी चिकाटीने प्रयत्न करा. त्यात सातत्य असणं गरजेचं आहे. सुरुवातीला कितीही छोटं काम करावं लागलं, कमी पैसे मिळाले तरीही प्रयत्नात खंड पडू देऊ नका. आपल्या ऐपतीनुसार आवडीनुसार जे शक्य असेल त्या कामाला लगेच सुरुवात करा. अगदी फॉल बिडींग असो किंवा कोणताही गृहउद्योग असो. एका दिवसात बदल होईल असा चमत्कार अपेक्षित नसला तरीही आथिर्क स्वावलंबनामुळे घरातील महिलेकडे बघण्याच्या दृष्टिकोनात नक्कीच चांगला बदल होतो. सुरुवात करणं महत्त्वाचं आहे. आपल्या प्रयत्नांना अनेकांचं सहकार्य मिळेल नक्कीच यश मिळेल. त्यामुळे पतीच्या वागण्यातही बदल होईल. मुल मोठी असली तर त्यांनी त्यांच्या मागण्या अतिशय विनम्रपणे, गोडीत त्यांच्या वडिलांनाच सांगाव्यात यासाठी प्रयत्न करा. घरातील जमाखर्चाचा हिशेब ठेवा तो दरमहा पतीला आग्रहाने दाखवा. मोठे, आकस्मिक खर्च येऊ शकतात याची जाणीव पतीला गोडीगुलाबीने करून द्या. त्यासाठी तरतूद करण्याची आवश्यकता पतीला पटवून देणंही महत्त्वाचं आहे. हे सगळं करताना कोणत्याही प्रकारे कटूता येणार नाही विनाकारण वाद होणार नाहीत याची मात्र दक्षता घ्या.

आमच्या लग्नाला वषेर् झालीत. लग्न झाल्यापासून बायकोचा वेगळं रहाण्याचा हट्ट होता. मी एकुलता एक मुलगा असल्याने ते शक्य नव्हतं. माझ्या बहिणीने सुद्धा बायकोला मिळून-मिसळून आनंदात रहा असं सागितलं. पण उलट माझी बायको बहिणीशी भांडली. तेव्हा आईने समजूतदारपणे मला बायकोबरोबर वेगळं रहायला सांगितलं. बायकोच्या पहिल्या डिलिव्हरीनंतर आम्ही वेगळं राहू लागलो. पण स्वच्छता ठेवणं, मुलाचा सांभाळ करणं बायकोला अवघड जात होतं. त्यामुळे मुलगा सतत आजारी पडायचा. तेव्हा तिला खूप समजावलं. पण उपयोग झाला नाही. त्यात पुन्हा दिवस गेले. दुसऱ्या बाळंतपणाला ती माहेरी गेली ती, बरेच महिने झाले तरी आलेली नाही. मला आमच्या मुलांच्या भविष्याची काळजी वाटते. यातून मार्ग काढण्यासाठी कृपया मार्गदर्शन करावं.

आपण जी माहिती दिली आहे, त्यातून पत्नीची नेमकी तक्रार काय आहे, हे समजत नाही. तिच्या समस्या/अडचणी काय आहेत हे शांततेने तिला विचारा. त्यासाठी कोणताही पूर्वग्रह ठेवता नेहमी वारंवार तिला भेटायला जा. तिने एकदम परत रहायला यावं असा हट्ट करू नका. कमी अंतराने तिला दोन बाळंतपणं करावी लागली. त्याचा तिच्या शरीरावर/मनावर प्रतिकूल परिणाम होण्याची शक्यता नाकारता येत नाही. तसंच वेगळं रहायला गेल्यावर एकदम सगळी जबाबदारी पार पाडणं तिला झेपत नसेल. सध्या तरी नियमित पत्नीला मुलांना भेटण्याचा प्रयत्न करा. तिच्या मुलांच्या आरोग्यासाठी शक्य तितकी जास्त मदत सर्वार्थाने करा.
संघर्ष मतभेद टाळून पत्नीशी मोकळेपणाने सुसंवाद साधा. तुम्ही पती मुलांचा पिता म्हणून प्रभावीपणे जबाबदारी पार पाडू शकता असा विश्वास तिला द्या. तिच्या आईवडिलांशी भांडण करता आदराने संवाद साधा. तुमच्यासाठी दोन्ही मुल मुलांची आई (पत्नी) अत्यंत महत्त्वाचे आहेत याची जाणीव तिला प्रयत्नपूर्वक करून द्या. पत्नीकडून तिच्या अडचणी/समस्या समजावून घेतल्यानंतर प्रामाणिकपणे त्या सोडवण्यासाठी पुढाकार घेऊन प्रयत्न करा. मग तुमचे पत्नीचे संबंध हळूहळू पूर्वपदावर येतील ती नक्की तुमच्याबरोबर रहायला परत येईल असा दृढ विश्वास मनात ठेवा. तुमच्या पत्नीच्या प्रश्नांमध्ये इतरांचा सहभाग कमीत कमी राहील यासाठी प्रयत्न करा.
