करीत, आपली आणि देशाची आगामी वाटचाल कशी राहील, याचे सूतोवाच केले. इस्लामिक दहशतवादाचे आम्ही जगाच्या भूमीवरून नामोनिशाण मिटविल्याशिवाय राहणार नाही, अशी गर्जना करून त्यांनी इसिस, अन्य दहशतवादी संघटना आणि त्यांना मदत करणार्‍यांना कठोर शब्दांत इशारा दिला. निवडणुकीपूर्वी त्यांनी तर असे म्हटले होते की, एकाही मुस्लिमाला यानंतर अमेरिकेत प्रवेशच नको! त्याची प्रचीती त्यांच्या भाषणातून आली. ओबामा प्रशासनावर अप्रत्यक्षपणे ताशेरे ओढताना ट्रम्प म्हणाले, गेल्या काही वर्षांत वॉशिंग्टन हे फुलले, बहरले, पण त्यातील वाटा जनतेला मिळाला नाही. एकीकडे राजकारणी नेते अधिक धनाढ्य झाले तर इकडे रोजगार गेले, कारखाने बंद पडले. अमेरिकन जनतेला त्यांच्या पाल्यांसाठी उत्कृष्ट शिक्षण हवे आहे, त्यांच्या कुटुंबीयांसाठी चांगला शेजार हवा आहे आणि युवकांना चांगला रोजगार हवा आहे. तो देण्याचा आपला पुरेपूर प्रयत्न राहील. मी ग्वाही पण, हा आता भूतकाळ होता. अमेरिकेच्या नव्या भविष्याकडे आपणा सर्वांच्या एकजुटीने आम्हाला समोर जायचे आहे. यानंतरचा प्रत्येक निर्णय मग तो व्यापार, करप्रणाली, व्हिसा, परराष्ट्र व्यवहार असो, याबाबत आता अमेरिकन जनतेचे हित समोर ठेवूनच आम्ही घेणार आहोत, याबद्दल खात्री बाळगा. आम्ही आमची संपत्ती परत आणू, आम्ही आमचे रोजगार परत आणू. संपूर्ण अमेरिकेत चकाचक रस्ते, महामार्ग, पूल, विमानतळ, बोगदे, रेल्वेचे जाळे विणू आणि आमच्या जनतेला सर्व सुविधा प्रदान करण्यासाठी प्रयत्नांची पराकाष्ठा करू… अशी अनेक आश्‍वासने ट्रम्प यांनी आपल्या पहिल्या भाषणातून दिली. ट्रम्प यांनी एक नवा मंत्रही दिला- ‘बाय अमेरिकन, हायर अमेरिकन.’ अमेरिकन वस्तूच खरेदी करा आणि अमेरिकन कंपनीचीच सेवा घ्या. आम्ही अमेरिकेला पुन्हा मजबूत बनवू, धनाढ्य बनवू आणि गौरवशाली बनवू, असे उद्गार ट्रम्प यांनी काढले. या संपूर्ण भाषणात त्यांनी अमेरिकेतील बेरोजगारी हा मुद्दा आपल्या केंद्रस्थानी ठेवलेला दिसतो. ट्रम्प हे अमेरिकेतील सर्वाधिक श्रीमंत उद्योगपतींपैकी एक आहेत. त्यामुळे त्यांचा भर हा उद्योग, रोजगार, व्यापार यावर असणे स्वाभाविक आहे. ट्रम्प यांच्यासारख्या व्यक्तीच्या हाती अमेरिकेची सत्ता आल्यानंतर जग, आगामी घडामोडी काय असू शकतात, याचा बारकाईने विचार करीत आहे. अमेरिकेच्या नव्या धोरणाचा आपल्या देशावर काय परिणाम होईल, याचा विचार प्रामुख्याने चीन, रशिया, युरोप, ऑस्ट्रेलिया, जपान यांसारख्या देशांसह भारतानेही करणे क्रमप्राप्त आहे. त्याचे कारण म्हणजे आज अमेरिकेत भारतीयांची संख्या ३४ लाख आहे. सोबतच एच-१ बी व्हिसावर काम करण्यासाठी आलेल्या लोकांची संख्या दोन लाख आहे. अमेरिकेत १२ टक्के शास्त्रज्ञ व ३८ टक्के डॉक्टर्स हे भारतीय आहेत. एकट्या ‘नासा’त (नॅशनल एरोनॉटिक्स ऍण्ड स्पेस ऍडमिनिस्ट्रेशन) ३७ टक्के शास्त्रज्ञ हे भारतीय आहेत. ट्रम्प यांनी निवडणुकीपूर्वीच एच-१ बी व एल-१ व्हिसाचे नियम अधिक कडक करण्याचा विचार मांडला होता. तो येत्या काही दिवसांत प्रत्यक्षात कायद्याच्या स्वरूपात येणार आहे. या नव्या कायद्यानुसार आता एच-१ बी व्हिसासाठी साधारणत: ४० टक्के रक्कम अधिक मोजावी लागणार आहे. अमेरिकेत ज्या प्रमुख कंपन्या आपल्या सेवा देतात, त्यात भारतातील अनेक कंपन्यांचा समावेश आहे. नव्या कायद्यानुसार एच-१ बी व्हिसाची मर्यादा एक लाख डॉलर्सपर्यंत वाढविण्यात आली आहे. आतापर्यंत साधारणत: ६१ ते ७१ हजार डॉलर्स अशी मर्यादा होती. याचा भारतातील आयटी कंपन्यांवर मोठा प्रतिकूल परिणाम होणार आहे. या कंपन्यांना आता एवढा मोठा पगार देऊन अमेरिकेत आपले कर्मचारी पाठविताना विचार करावा लागेल, असे बड्या आयटी कंपन्यांचे प्राथमिक आकलन आहे. याचा अर्थ भारताला आपल्याच देशात रोजगाराच्या संधी उपलब्ध करून द्याव्या लागतील. एकीकडे नरेंद्र मोदी ‘मेक इन इंडिया’सारखी मोहीम आखून अधिकाधिक गुंतवणूक करण्यासाठी विदेशी कंपन्यांना प्रोत्साहन देत आहेत आणि त्याला मोठा प्रतिसादही लाभत आहे. जागतिक व्यासपीठावर असे उघडपणे बोलले जात आहे की, भारतात आगामी काळात रोजगाराच्या विपुल संधी उपलब्ध आहेत. अमेरिकेने जी भूमिका घेतली आहे, त्याचा परिणाम केवळ भारतावरच नव्हे, तर अन्य विकसित आणि विकसनशील देशांवरही होणार आहे. अशा देशांती भारतात गुंतवणूक करून नवे उद्योग स्थापन करण्याच्या प्रक्रियेला अधिक गती द्यावी लागेल. भारतात कुशल अभियंते आणि तंत्रज्ञांची सध्या मोठी आहे. पण, दर्जात्मकदृष्ट्या कमी आहे. ही संख्या तातडीने वाढीस लागावी, यासाठी प्राधान्याने लक्ष द्यावे लागेल. ट्रम्प यांचा एच-१ बी व्हिसासाठी पदव्युत्तर व उच्च अभ्यासक्रमांना मात्र सूट देण्याचा विचार दिसतो. पण, सर्वसाधारण रोजगारांच्या बाबतीत त्यांचे धोरण आडमुठे आहे. मायक्रोसॉफ्टसारख्या अमेरिकन कंपनीने आपल्या सात हजार कर्मचार्‍यांची कपात केली आहे. यात भारतीयांची संख्या मोठी आहे. ट्रम्पमुळे चीनवरही परिणाम होण्याची दाट शक्यता आहे. चीनची अमेरिकेतील बाजारपेठ समाप्त करण्यासाठी कठोर आयात कर लावण्याचा ट्रम्प सरकार विचार करीत आहे. गेल्या १५ वर्षांत चीनच्या उत्पादनांमुळे अमेरिकेतील लघुउद्योग बंद पडून ५० लाख लोक रोजगार हरवून बसले आहेत. हे सर्व रोजगार परत आणण्याचे त्यांनी वचन दिले आहे. इस्लामिक दहशतवाद समाप्त करण्याचा नारा देणार्‍या ट्रम्पमुळे पाकिस्तानला मिळणारी मदत यापुढे बंद होण्याची चिन्हे आहेत. पाकिस्तान हा सर्वाधिक धोकादायक देश असल्याचे ट्रम्प यांनी प्रचारादरम्यान म्हटले होते. पाकिस्तानने आता चीनकडे भीक मागण्याचे धोरण अवलंबिले असल्यामुळे अमेरिका चिंतित आहे. अशा स्थितीत ट्रम्प भारताला मदत करण्याची शक्यता अधिक आहे. एक बाब लक्षात घेतली पाहिजे की, ट्रम्प यांना प्रशासनिक किंवा आंतरराष्ट्रीय January 16, 2017 अमेरिकेचे नवनिर्वाचित राष्ट्रपती डोनाल्ड ट्रम्प यांचा या आठवड्यात शपथविधी होत असून, त्यांचा शपथविधी नव्या जागतिक समीकरणाची नांदी असेल, असे संकेत आहेत. आणि या नव्या समीकरणात भारत व पाकिस्तान हे शेजारी देश परस्परविरोधी गटातच राहणार आहेत. चीन व रशिया हे जगातील दोन मोठे साम्यवादी देश. एका देशाने- रशियाने- साम्यवादाला झुगारले, तर चीनने साम्यवादाची भाषा बदलून टाकली. जगातील सर्वात जुने लोकशाही राष्ट्र अमेरिका व साम्यवादी हुकूमशाही असलेला चीन जवळ येत आहे असे वाटत असताना, ट्रम्प यांनी चीनविरुद्ध बिगुल फुंकला आहे. ओबामा राजवटीतच चीन-अमेरिका संबंधात काही गतिरोध निर्माण झाले होते. ट्रम्प यांनी तर उघडउघड चीनच्या विरोधात भूमिका घेतली आहे. परराष्ट्र संबधात म्हणजे मुत्सद्देगिरीत एक शालीनता पाळली जाते. ट्रम्प यांनी मात्र थेट गावठी भूमिका घेत, चीनला विरोध करण्याचे ठरविले आहे. नवी युती जगात ‘कोल्ड वॉर’ म्हणजे शीतयुद्धाची सुरुवात झाली ती रशिया व अमेरिका यांच्यात. सारे जग या दोन राष्ट्रांमध्ये विभागले गेले होते. केवळ आर्थिक संबंधच नाहीत तर लष्करी संबंध, क्रीडाजगत सारे काही या दोन राष्ट्रांच्या गटात विभागले गेले होते. दोन्ही गटांत नसणार्यां्नी एक तिसरा गट स्थापन केला होता, त्यात भारत आघाडीवर होता. शीतयुद्ध संपले, तिसरा गटही संपुष्टात आला. नवी समीकरणे तयार झाली. ट्रम्प सत्तेवर येत असताना जागतिक समीकरणांमध्ये मोठे बदल होत असून, रशिया-अमेरिका या दोन राष्ट्रांची एक घट्‌ट युती तयार होत असताना दिसत आहे. अमेरिकन राष्ट्रपतिपदाच्या निवडणुकीत रशियाने, डेमोक्रॅट उमेदवार हिलरी क्लिटंन यांना अडचणीत आणणार्या काही ई-मेल लीक केल्या. त्याचा फायदा ट्रम्प यांना मिळाला. याचा बदला म्हणून मावळते राष्ट्रपती ओबामा यांनी अमेरिकेतील काही रशियन मुत्सद्यांविरुद्ध कारवाई केली. यावर रशियाचे राष्ट्रपती पुतीन यांनी कोणतीही प्रतिकारवाई केली नाही. पुतीन-ट्रम्प यांच्यात किती सहकार्य व सलोखा आहे, याचा हा एक पुरावा मानला जातो. रशिया-अमेरिका-भारत अमेरिका-रशिया सहकार्य केवळ या दोन राष्ट्रांपुरते मर्यादित न राहता त्यात भारताचाही समावेश होण्याची चिन्हे आहेत. अमेरिकेच्या मनोनित संरक्षणमंत्र्यांनी त्याचा संकेत दिला आहे. चीनवर दबाव ठेवण्यासाठी भारत उपयोगी ठरेल, असे अमेरिकेला वाटते. चीन-पाकिस्तान यांच्यात घनिष्ठ संबंध तयार झाले असताना, त्याला प्रतिशह म्हणून ट्रम्प भारताचा वापर करू शकतात. ट्रम्प यांनी अद्याप सत्ता हाती घेतली नसतानाही त्याचे पडसाद आंतरराष्ट्रीय संबंधात उमटत आहेत. सत्तेवर आल्यानंतर ते काय काय करतील, याचा अंदाज कुणालाही करता आलेला नाही. चीनने अमेरिकेचे एक द्रोण विमान पकडल्यानंतर ते परत करण्याची तयारी चीनने दाखविली होती. त्यावर ट्रम्प यांनी, ते द्रोण चीननेच ठेवून घ्यावे, आम्हाला परत करण्याची गरज नाही, अशी उपरोधिक प्रतिक्रिया दिली. चीनला रोखणे जगाच्या राजकारणात चीनचा दबदबा वाढू द्यायचा नाही, असे अमेरिका व रशियाचे धोरण असल्याचे दिसत आहे. चीनला आता रोखण्यात आले पाहिजे, असे प्रतिपादन ट्रम्पसमर्थक करीत आहेत. यासाठी वेळ पडल्यास भारताला मजबूत करावयाचे, असे या दोन्ही देशांचे धोरण दिसून येते. मधल्या काळात रशियाने भारताला थंड्या बस्त्यात टाकले होते. याचा परिणाम म्हणून रशियाने पाकिस्तानसोबत संयुक्त सैनिक कवायती सुरू केल्या होत्या. कारण, मधल्या काळात अमेरिका-भारत संबधात सुधारणा झाली होती. याचा परिणाम म्हणून अमेरिकेने पाकिस्तानशी आपले संबंध कमी करीत भारताशी आपले संबंध वाढविणे सुरू केले होते. आता ट्रम्प प्रशासन सरळसरळ पाकिस्तानच्या विरोधात भूमिका घेण्याची चिन्हे आहेत. दहशतवादाच्या मुद्यावर पाकिस्तानला खडसावणे सुरू झाले आहे. येणार्याच काळात पाकिस्तानवरील हा दबाव आणखी वाढविला जाईल. याचा परिणाम म्हणून पाकिस्तान चीनच्या अधिक जवळ जाईल, असे मानले जाते. याचा अर्थ चीनचा पाकिस्तानला पाठिंबा, तर अमेरिका व रशियाचा भारताला पाठिंबा, असे समीकरण तयार होईल. भारताचा फायदा बदलत्या जागतिक घटनाक्रमातील भारताची एक चूक म्हणजे भारतीय अधिकार्यांाना अमेरिकेतील मतदारांचा कौल ओळखता आला नाही. अमेरिकेच्या निवडणुकीत हिलेरी क्लिटंन विजयी होणार, हे भारताने गृहीत धरले होते. ट्रम्प विजयी झाल्यानंतर त्यांच्या सल्लागारांशी संपर्क साधण्याची प्रक्रिया भारताने सुरू केली. सध्याच्या स्थितीत भारताला ताकद देणे ही अमेरिकेचीच गरज असल्याने, याचा प्रतिकूल परिणाम भारत-अमेरिका संबधावर होणार नाही. या बदलत्या जागतिक स्थितीचा भारत आपल्या हितासाठी कसा व कितपत फायदा करून घेतो, हे येणार्याध काळात दिसेल. दुधारी तलवार लष्कर व निमलष्करी दलातील जवानांनी सोशल मीडियावर आपल्या तक्रारींचे व्हिडीयो टाकणे सुरू केल्याचे भयावह परिणाम होण्याची शक्यता विचारात घेऊन, लष्करप्रमुख जनरल बिपिन रावत यांनी तकडाफडकी कारवाई सुरू केली, हे योग्य झाले. वास्तविक असे व्हिडीयो टाकणार्यांलना तातडीने लष्करातून बरखास्त करण्यात आले पाहिजे. प्रसिद्धी व ब्लॅकमेलिंग तंत्राचा वापर हे जवान करीत आहेत. कोणतेही लष्कर अशा प्रकारे काम करू शकत नाही. लष्करात फार चांगल्या प्रतीचे भोजन दिले जाते. काही ठिकाणी गडबड असू शकते. पण, त्या स्थानिक गडबडींना मोठे करून जगात भारतीय लष्कराला बदनाम करण्याचा प्रयत्न हे जवान नकळतपणे करीत आहेत. सोशल मीडिया हे कसे दुधारी हत्यार आहे, हे यानिमित्ताने सिद्ध होत आहे. उत्तरप्रदेशात काही काळापूर्वी झालेल्या दंगली सोशल मीडियाचा प्रताप होता! सुरक्षा दळ-सरकारी कर्मचारी यांना आपल्या तक्रारींचे गार्हा्णे मांडण्यासाठी सोशल मीडियाचा वापर करू दिल्यास कोणतेही सरकार काम करू शकणार नाही, कोणतेही सुरक्षा दळ काम करू शकणार नाही. यात प्रसिद्धिमाध्यमे अकारण प्रसिद्धी देत आहेत. यात प्रसिद्धिमाध्यमांनी स्वनियंत्रण पाळावयास हवे होते. टीआरपी मिळविण्याच्या वा वाढविण्याच्या नादात इलेक्ट्रॉनिक प्रसारमाध्यमे सर्व मर्यादा ओलांडू शकतात, हे यानिमित्ताने दिसून आले.

Why Trump has left China worried and how it concerns India


Beijing has been left rattled by the US president-elect's hard talk on Taiwan, trade and the South China Sea. Dealing with the incoming administration of the unpredictable United States President-elect Donald Trump, is a question now consuming diplomats across the world's capitals. This is perhaps all the more the case in China, which has been left rattled this past week by Trump's hard talk on Taiwan, trade and the South China Sea. An entirely new US approach to China under the Trump administration, hinted at in recent days by Trump and his advisers, will have huge ramifications for New Delhi. First, Trump upended nearly 37 years of US diplomatic protocol by speaking on the phone with Taiwan President Tsai Ing-wen. The last US president or president-elect to speak with a Taiwanese leader was Jimmy Carter. Part of the US normalisation of ties with China was an implicit recognition of "One China" - a policy that India and all major countries follow - and a ceasing of diplomatic relations with Taiwan. China regards Taiwan as a runaway province and goes to great lengths to prevent any international recognition of the island. Which was why Trump's move left insiders in Beijing stunned. And Trump didn't stop with the Taiwan call. After he was criticised by the American media for the call, he robustly defended it on Twitter, and went on to slam China for manipulating its currency and militarising the South China Sea. Huang Jing, a leading expert on China's foreign policy at the National University of Singapore who often interacts with top decision-makers in Beijing, told Mail Today, "We have a president-elect who is very immature on international affairs, and is promoting Twitter diplomacy without much expertise in what he's doing." The irony is many in Beijing had initially welcomed Trump's rise because of his apparent fondness for Russia, perceptions of him as pragmatic and transactional - Chinese translations of The Art of the Deal are widely available - and the general dislike for the "more ideological" Hillary Clinton. trumpbdreu_120916110658.jpg An entirely new US approach to China under the Trump administration, hinted at in recent days by Trump and his advisers, will have huge ramifications for New Delhi. How will China respond to the President-elect? "It would be best to stay put, be watchful and see what he will do once he is in the White House in January," said Huang. "At the same time, prepare for radical change. I don't believe Trump, no matter how unpredictable, can stand up to institutions and diplomatic norms established for decades. But if one president manages to do so, then we are all doomed." While it is perhaps too soon to gauge the ramifications of Trump's early moves as president-elect, what's less clear is whether he has himself thought through the possible fall-out of his robust new approach with China. The most immediate likely consequence is an attempt by Beijing to punish or pressure Taipei, rather than confront Washington. China is likely to test whether he will follow words with action. But when Trump has spoken of curtailing US misadventures abroad, how far would he be willing to go? "The Chinese mainland is capable of punishing (Taiwan's) administration for any moves that crosses the red line, and it should use its power without hesitation," said an editorial in the widely-read Party-run tabloid, Global Times. "It is inappropriate to target Trump since he is still a president-elect. China can punish the Tsai administration as a way to convey a message to Trump." What is increasingly apparent is that Trump's moves were not, as some media first suggested, a diplomatic faux pas borne out of ignorance, but more likely a long-planned manoeuvre to signal a new approach to Beijing. In a recent article for Foreign Policy, Trump adviser Peter Navarro, a professor at the University of California Irvine, lambasted the previous US government for reducing arms sales and shunning the interests of Taiwan, a "beacon of democracy". He also slammed the Obama administration's "pivot" to Asia, which spoke of challenging China but did little to stop Beijing's reclamation of islands and building of infrastructure on the South China Sea, describing it as "talking loudly but carrying a small stick". He said Trump will rebuild the Navy, and called for deeper ties with "US partners like Japan, South Korea, India, and even Myanmar and Vietnam" who "view Beijing as a bully and potential aggressor that must be balanced against." This could certainly open new opportunities for India. Contrasting this robust security posture is Trump's impulse to withdraw from the region economically, dealing a death-blow to the 12-member Trans Pacific Partnership trade deal that excludes China. Douglas Paal, vice-president of the Carnegie Endowment for International Peace, notes that a "role reversal" is taking place where China is now leading the push for both regional trade deals and climate agreement. Already, Chinese officials have said they will push the long-drawn-out negotiations on the Regional Comprehensive Economic Partnership, which involves the ten Asean countries plus their six partners, including China, Japan and India. India's big concern is whether the deal will also open up markets for its services and skilled workers, beyond just goods. If the deal is given fresh momentum with the expected decline of the TPP, India will have to take a call sooner rather than later. Cao Heping, director of the Department of Developmental Economy at Peking University, suggested to Bloomberg that the new-found urgency in Beijing could see it "finish the deal with India as an observer". "We don't have to wait for India," he said. "India can choose to join after the benefits are borne out in a couple of years."

Donald Trump is at the Oval Office and the big question on India's mind is how should it open up to an American president who mimicked an Indian call centre worker in one of his campaign speeches? Trump, in most of his campaign speeches, has railed against outsourcing, and has vowed to right trade imbalances of the sort that India currently enjoys with the US. But Trump couldn't be all that bad for India, says former US diplomat William H Avery. Infact, the billionaire could be more of a problem for China and Pakistan, he adds. Double whammy for China China and Pakistan, Avery says, have been using the US as a cash cow for decades: China by running a huge trade surplus ($366 billion in 2015); Pakistan by soaking up US aid (more than $30 billion since 2002), while pretending to fight radical Islam. All signs indicate that Trump would cut down on the flow of cash to both these countries. The US has lost five million manufacturing jobs over the past 15 years, while China has seen rapid growth in its manufacturing sector over the same period. Trump is electorally committed to bringing a material number of lost manufacturing jobs back to the US; the only way he can do so will be to offset Asia’s (especially China’s) labour cost advantage in manufacturing with a combination of tariff and non-tariff barriers. Such a move would come at the worst possible time for China, when a decades-long credit-fuelled investment boom may finally be turning to bust. For China, the potential outcomes of a trade war with the US range from sharply slower growth (best case scenario) to outright recession, which in turn could spark political unrest and, in a worst case scenario, revolution. Would India lose some technology and outsourcing jobs if Trump Administration abandons US free trade policies? Perhaps, though it is harder to slap a tariff on a piece of code coming over the internet from Hyderabad than on a piece of machinery coming over the ocean from Shanghai. Regardless, in the zero-sum great game of Asian powers, China’s loss is India’s gain. And China stands to lose big under President Trump. Bad news for Pakistan India’s other troublesome neighbour, Avery says, is also set to be a big loser in a post-election shake-up of US relations in Asia. Trump has called Pakistan “probably the most dangerous [country]” and has said that “you have to get India involved; India is the check to Pakistan… I would start talking at that level very very quickly”. This statement is a sharp reversal of tone from presidential candidates toward India-Pakistan relationship. Just eight years ago, Barack Obama was hinting at the US mediating in Kashmir. Since then, as president, he has avoided talk of mediation and stuck to the long-standing Washington script of simply encouraging the two sides to “improve their bilateral relations”. Now, however, the man who could be Obama’s successor is tossing out that script and saying, in effect, Pakistan is a problem, and India is part of the solution to that problem: a profound humiliation for Islamabad. Trump would be more likely than any of his recent predecessors to try to influence Pakistan’s policy by threatening to cut off US aid. Trump implied as much when commenting on the case of Dr Shakil Afridi, who infuriated Pakistan’s government for allegedly helping the CIA definitively locate Osama bin Laden in 2011; Afridi has languished in a Pakistan jail ever since. "I think I would get him out in two minutes. I would tell them, ‘let him out’ and I’m sure they’d let him out, because we give a lot of aid to Pakistan," said Trump

AUSTRALIA REQUIRES USA TO BALANCE CHINA


SYDNEY, Australia Sydney Town Hall is central to the civic life of this city. Its marble steps are a favorite meeting place for Sydneysiders. Over the years, this secular cathedral has hosted rallies, political conferences and prime ministers’ funerals. A different kind of occasion had been planned this week at the hall: a memorial concert for the 40th anniversary of the death of Mao Zedong, a man responsible for the deaths of tens of millions of people. The event was organized by Chinese-Australians and businesses intent on currying favor with the government in Beijing. Following protests from other Chinese-Australian groups and concern from the police about public safety, the concert was canceled, as was a similar one scheduled in Melbourne. The episode was a vivid illustration of the increasingly fraught nature of the Australian debate on relations with China. Some businesses, community groups and politicians want to shift Australia toward a closer relationship with Beijing. Other Australians wary of Beijing’s growing influence in the region are pushing back. The public appears divided. In a poll my organization conducted this year asking which country was more important to Australia, 43 percent chose the United States and 43 percent named China. The backdrop for the debate is China’s increasing economic importance to Australia. China is our largest trading partner; exports to China, principally of natural resources, have grown fivefold in the past decade. Chinese investors have been buying stakes in construction projects and land, contributing to a rise in property prices in major Australian cities. But Beijing’s forays into Australia extend beyond typical investments. Australians can now read the Communist Party line in monthly inserts placed in leading newspapers by a Chinese government-backed media group. Chinese-language news outlets in Australia, once loud and diverse, are increasingly wary of angering Beijing. An investigation by the Australian Broadcasting Corporation revealed that rivers of money have been flowing to Australian political parties from companies and individuals with ties to the Chinese government. These donations are not illegal, but the head of Australia’s domestic security agency has said they raise national security questions. The question of how to deal with China’s influence in Australia, a steadfast ally of the United States, is being sharpened by Beijing’s growing assertiveness in the international arena, which includes broad claims in the South China Sea. Chinese investment in Australian infrastructure has caused the most controversy. The Australian government rejected the sale of Australia’s largest private land holding to a Chinese conglomerate and blocked a Chinese bid for a major electricity grid, Ausgrid, on national-security grounds. The grant of a 99-year lease for control of the port of Darwin to a Chinese company said to have links to the People’s Liberation Army alarmed many commentators and surprised the United States. President Obama is reported to have asked Prime Minister Malcolm Turnbull for warning next time Australians make a deal with such strategic implications. The United States regularly rotates Marines through Darwin. For most of Australia’s history, the world was run by liberal Western democracies like our own. But now our largest trading partner, China, has become the most serious rival of our principal ally, the United States. Some Australian strategists argue that we must do more to accommodate China’s rise. They say we should keep our noses out of China’s internal affairs and maritime policies. We should accept that the future regional order will be dominated by China, they argue. Some analysts even suggest that we should use our influence in Washington to encourage the United States to share power with Beijing in Asia. But why should Australians encourage the withdrawal of a longtime ally that remains the global leader, a country that shares our worldview? Why would we tilt toward China, a country that is so different from our own, with a foreign policy that is notably uneven? Would Beijing reciprocate such a gesture? I have never heard an expert on China say that Beijing respects weakness. It is more sensible for Australia to hedge against the risk of uncertain future behavior from China by deepening our connections with other major Asian countries like Japan, South Korea, India, Indonesia and Vietnam, and by keeping the United States deeply engaged in the region. Few Asian countries relish the prospect of a region dominated by one large state. Most prefer a balance of forces in Asia, including the renewed presence of the United States and a general acceptance of international norms and the rule of law. When Australia’s interests align with China’s interests, we should be ambitious about the things we can do together. Last year, for instance, Australia signed a free-trade agreement with China and joined the China-led Asian Investment Infrastructure Bank. But when our interests and China’s interests diverge, then our paths should diverge. Australia’s relations with China will be influenced significantly by how America conducts itself in the region. Most Asian countries welcomed President Obama’s vow to rebalance American foreign policy to focus more on Asia. But the pivot to Asia is running out of steam in his second term. The Trans-Pacific Partnership, the economic centerpiece of the pivot, may not pass Congress, and both Hillary Clinton and Donald J. Trump are opposed to the passage of the treaty. Mr. Trump’s allergy to alliances, sympathy toward strongmen, and support for American retrenchment make for a toxic combination that would corrode America’s position in Asia. If we Australians are to work with international partners, including the United States, to uphold a rules-based order in Asia and influence the future trajectory of Chinese behavior, then Washington must be a reliable partner.

Of China, terror and US trade: Why Hillary will be a safe bet for India Hillary Clinton has been understanding towards India’s concerns with respect to its neighbours Barring any last-minute surprises, Hillary Clinton is well on the road to winning the US presidential election in November. She has surged ahead in the latest public polls while her Republican rival, Donald Trump, is falling behind each day. Her electoral victory will be as historic as was Barack Obama’s. She will be the first woman in US history to serve as president, just as Obama was the first black to occupy the highest office. This should be cause for celebration not only in the US but in democracies across the world, including India. What would a Clinton presidency mean for India? India-US relations will gain from Clinton’s long familiarity with India. She visited India with her daughter Chelsea in 1995 as First Lady and has made several visits since. She was directly engaged in building relations with India as Obama’s secretary of state during 2009-13. I had an opportunity to interact with her during her visit to India in 2009 while I was still serving as the Prime Minister’s Special Envoy on Climate Change. During the delegation to delegation level meeting I was also asked by the then external affairs minister, SM Krishna, to brief her on the situation in Myanmar, where I had served as ambassador. I explained the reasons why India had chosen to engage with the country’s military regime and why isolating it was not an effective policy. When I added that Myanmar’s relative isolation had led to China establishing a dominant position in that country, which was of concern to India she nodded in agreement. Later during dinner the same evening, she focused attention on China and exchanged perspectives on its rising power and influence in Asia. When I mentioned to her the growing feeling among countries in our region that the US was preoccupied elsewhere, she was insistent that the US would reinforce its security and economic profile in Asia rather than retrench as it was seeking to do in the Gulf and Afghanistan. She also conveyed that the US saw India as a key partner in upholding maritime security in the Asia-Pacific region and welcomed the growing naval ties between the two countries. A few years later she led the change in US policy towards Myanmar, even though the military remained entrenched in the country’s governance structure. In a speech she delivered in Honolulu in October 2010, Clinton used the phrase “Indo-Pacific” to describe the ocean space linking the Indian and Pacific Oceans, echoing a description that had become part of Indian security discourse. From a geo-political perspective, the inclusion of the Western Pacific within the scope of India’s security interests had been a recent development but it was now being endorsed by the US secretary of state, who added that the US “was expanding our work with the Indian Navy in the Pacific because we understand how important the Indo-Pacific is to global trade and commerce”. A year later when she visited India again, she made an important speech in Chennai, where she reaffirmed the convergent interests the two countries have in the Asia-Pacific region: “The United States has always been a Pacific power because of our very great blessing of geography. And India straddling the waters from the Indian to the Pacific Ocean is, with us, the steward of these waterways. We are both deeply invested in shaping the future of the region that they connect.” Under a Clinton presidency, expect a renewed and enhanced emphasis on maritime cooperation between India and the US. As secretary of state, Clinton had taken a tough stand on Pakistan’s nurturing terrorist groups and had infuriated her Pakistani hosts in October 2011 by declaring that “…you can’t keep snakes in your backyard and expect them only to bite your neighbours. Eventually those snakes are going to turn on whoever has them in the backyard.” India may take comfort from having a US President who is likely to put enhanced pressure on Pakistan to deliver on the cessation of cross-border terrorism, on which hinges the future trajectory of India-Pakistan relations. However, there is little prospect of the US risking a rupture in its relations with Pakistan, which remains important to US interests in the region. It is on economic and trade issues that there may be a change in US position under Clinton and this may indirectly impact on India. India has been concerned about the US effort to implement the Trans Pacific Partnership (TPP), a mega trade grouping of 13 Asia-Pacific countries, in which India is not included. The TPP threatens to create a new global trade and investment regime with an emphasis less on tariffs than on standards, norms and regulatory coherence. India is ill-prepared to align itself with the TPP criteria and fears being marginalised as a trading nation. During the presidential campaign, Clinton broke with Obama in opposing the TPP, mainly on grounds that it would impact adversely on US businesses and employment. If the TPP is not implemented before the end of the present US administration, Clinton may well put it on ice for the time being or seek to renegotiate some of its terms. This will give India some breathing space, which will be welcome. It is also possible that with the current US Trade Representative demitting office, the US will drop its opposition to India’s membership of the Asia Pacific Economic Community (APEC). Clinton has long-standing and close relations with influential Indian-Americans, a majority of whom support the Democratic Party. On this count, too, a Clinton presidency augurs well for India-US relations. Our bilateral relations have, in the past decade, acquired significant breadth and depth and are on a long-term upward trajectory. Clinton as President will impart both predictability as well as momentum to these relations.

This agreement allows mutual access to military facilities for refuelling—flashback: remember Prime Minister Chandra Shekhar’s secretive one-off okay to refuelling US planes during the first Gulf War against Saddam Hussein’s Iraq? LEMOA also allows for provisioning and replenishment of supplies, a kind of stevedoring exercise, all on a reimbursable basis. LEMOA does not automatically allow for military bases to be set up, and/or the stationing of troops, but these too can be authorised on a case-to-case basis within the framework of this momentous agreement. So it looks innocuous, but is not. China is right on its significance. The other two “foundational” agreements out of four, typically signed between America and its defence partners, are now under discussion. They are the CISMOA (Communications Interoperability & Security Memorandum of Agreement), and the BECA (Basic Exchange & Cooperation Agreement for Geo-Spatial Cooperation). No timelines for their signing, however, have been posted as yet. However, not only did the Pentagon reiterate its support for India’s entry into the NSG (Nuclear Suppliers’ Group), after the recent Chinese block, it mentioned India’s recent inclusion in the MTCR (Missile Technology Control Regime), which does not count China as a member so far, as well. That LEMOA coincided with the visit of US Secretary of State John Kerry to New Delhi, even as Indian Defence Minister Manohar Parrikar is in Washington interacting with US Defense Secretary Ashton Carter. It comes after India was designated as a “Major Defence Partner” during Prime Minister Narendra Modi’s state visit to the US in June 2016. And all of 12 years after the first in the series of four enabling agreements, the GSOMIA (General Security of Military Information Agreement) was signed by the Vajpayee/Dubya Bush governments in 2002. The UPA did not move forward at all on this strategic embrace during its decade in power. This is probably because it was caught up in the web of its own policy history on Nehruvian non-alignment, Indira Gandhi’s time as a satellite of the USSR, and pathological fear of Chinese umbrage carried over into the Manmohan Singh regime. For, India, LEMOA, its own $150 billion defence shopping list inclusive of Make in India over the next decade and its Modi doctrine of “enlightened self-interest” puts it in a unique position. It’s the biggest defence purchase wish-list in the world. Meanwhile, at this juncture of geo-political imperatives, a military alliance with the US acts as a great equaliser vis-a-vis China and gives India time to build up its independent military readiness. Besides, America is not willing, anymore than its NATO or ANZAC allies, plus the emerging realignments in South/South East Asia, to give China any kind of walkover in the world dominance stakes. Instead, China will have to eat a little crow and re-evaluate its own options. It must realise that it is deeply isolated, with only a couple of unstable rogue states in the form of Pakistan and North Korea for company. China’s old “string of pearls” strategy of encirclement of India via inducements to Myanmar, Bangladesh, Sri Lanka, Afghanistan, Nepal, the Maldives, Bhutan etc., now lies in tatters. And Xi Jinping’s grandiose “belt and road” initiative, figuratively taking off from the Old Silk Route is viewed with suspicion in every part of its immediate neighbourhood. As for India’s tried and tested ties with Russia, there will be no let up, and many military initiatives in parallel are indeed on the anvil. But yes, an edge of competition has already crept in and should work altogether in India’s favour. This has already been borne out in the nuclear power context, not only with Russia but also with France and the US—all supplying reactors and know-how. We will, it is clear, cooperate with every other major military power such as Britain and France on a bilateral basis, too; and this includes Israel, Sweden, Italy; and press on with economic cooperation with many in the G-20 and BRICS and other formations like ASEAN/APEC, including China. China too is keen to advance economic cooperation with India in manufacturing, infrastructure—particularly in Indian Railways—and trade. It is for it to resolve its aggressive tendencies, however, because India is no longer willing to be intimidated and has a number of other options. For the moment, in keeping with its customary hubris, China said the signing of LEMOA meant “troubles”. This implies, despite the enigmatic-speak, not so much grief for itself because it is loath to admit that its posturing has been challenged. No, it is troubles for India that is being threatened. India is militarily ill-equipped and much poorer, it is true. But, unlike 1962, it is inconveniently nuclear weaponised. The threat of late, therefore, is of a multi-front conventional war, with Pakistan and China attacking in tandem. India does not have the wherewithal to fight this to win on its own currently, but with a little help from the US, it can and will. Besides, this “troubles” remark came after the Chinese smirk on blocking our NSG bid. Just as other Chinese commentators in a security establishment think-tank growled, when India positioned its supersonic Brahmos missiles, on its north-eastern border areas. Some also grumbled when India positioned over 100 tanks in Ladakh not so long ago. And again when India raised the occupation/genocide/oppression by the Pakistani state in POK/Gilgit-Baltistan and Balochistan. There goes the China-Pakistan Economic Corridor (CPEC), Beijing must be thinking, already being criticised by the jailed Baba Jan’s followers in Gilgit-Baltistan and PoK; and all those tonnes of precious minerals. And so, China allowed that it might “intervene” in Balochistan too. China is most impressed with its own sizeable, largely copied from old US stock, military. It wants the world to fear its conventional and nuclear might. But then, China makes no secret of wanting to control half the world. Never mind what Taiwan, Japan, Vietnam, the Philippines, even Hong Kong, Tibet and others in South/South-East Asia and the Asia-Pacific think. And never mind what the International Court of Justice at The Hague has to say too. China wants the South China Sea for itself, and does not recognise The Hague ruling against it. It has been bumptiously issuing warnings to all and sundry within and without its range. It wants to dominate the Indian Ocean too and has been patrolling it mightily in recent years. China’s mandarin notions on diplomacy also embolden it to ignore the wishes of other members of the UNSC, such as Russia, Britain and France, thinking that being factory to 40% of the world’s manufactured goods is enough leverage. It has been trying, preposterously, from before President Xi Jinping’s time to buy-off the US, purchasing its treasury bonds in trillions, while, sotto voce, threatening monetary destabilisation. It particularly wanted to take advantage of US’ economic troubles post 2008 by upgrading its claims, if not the balance of payments, while attempting to cede a sphere of influence to it. Take the other half of the world, China seemed to say: meaning the Atlantic, the Mediterranean, the North Sea etc. That the ancient, but newly prosperous Chinese, do not understand the implications of trying to parley on the basis of riches acquired thanks to the Nixon-Kissinger tilt against the USSR, with the world’s most technologically advanced military power, seems amply clear. The US, the fact the Chinese try to ignore, is sized at 17 times greater than the next military establishment in line. So, for India, it’s a good eiderdown to get under, while continuing to deal fairly with the rest of the world.

Unravelling LEMOA: Repackaged agreement in Indo-US strategic interest Finally, there's an umbrella arrangement between New Delhi and Washington for the provision of combined training exercises and disaster relief operations. After 12 exasperating years of “….letting ‘I dare not’ wait upon ‘I would’, like the poor cat i’ th’ adage”, the Narendra Modi government has demonstrated geopolitical acumen to finally ink a Logistics Exchange Memorandum of Agreement (LEMOA) with the US. (For readers of more contemporary education, the adage is that the cat loves and wants the fish, but does not want to wet her paws!) Defence minister Manohar Parrikar completed the formality of signing this agreement during his visit to the US from August 29 to 31. The Congress, now in the Opposition, has made all the expected outraged noises, but one rather suspects that this is only to gain whatever little mileage it can from its Left-leaning domestic audience. Amid the media hype in the immediate aftermath of Parrikar’s visit, it may be useful to take an overview of this foundational agreement that forms an important cornerstone of the India-US defence relationship. With the decadal percentage value of India’s openness ratio (the ratio of India’s external merchandise trade to her GDP) hovering at close to 40 per cent, the dominance of the maritime relationship - and in particular, maintaining freedom of navigation and the world’s international shipping lanes (ISLs) - is greater than ever before. Although the term “maritime” encompasses far more that merely the Navy, the India-US maritime relationship is overwhelmingly dominated by the “Navy-to-Navy” relationship. What is LEMOA all about? It is actually nothing more than a repackaged, India-specific “ACSA”. To facilitate its foreign engagement with militaries and defence establishments across the world, the US routinely concludes what are called “Acquisition and Cross-Service Agreements” (ACSAs). In its generic form, ACSA is an enabling agreement that allows the US military to acquire logistic - support, supplies, and services (such as food, fuel, transportation, ammunition, and equipment), either “from” or “to” a foreign government, or, organisations such as NATO, the UN, etc. These agreements are used for contingencies, peacekeeping operations, unforeseen emergencies, or exercises, to correct logistic deficiencies that cannot be adequately corrected by national means. The support received or given is reimbursed under the conditions of the ACSA. As the tempo of the defence and security engagement between India and the US increased through the first decade of the current century, US representatives in the Defence Policy Group (DPG) proposed that an ACSA be signed between the two countries, as had been done with some 76 countries. However, in the 2005 DPG, sensitivity to the imperatives of coalition politics - especially the increasingly shrill opposition of the Left bloc - were in strong evidence as the Indian side stated that ACSA in its generic form presented certain difficulties. The Indian side proposed a change of nomenclature to a “Logistic Supply Agreement” (LSA) and promised to present a revised draft of the original ACSA agreement. This is how the LSA was hived from the ACSA and made into an India-specific logistic agreement. Addressing US concerns, the Indian side agreed to ensure the draft LSA was comprehensive enough to include activities other than merely exercises (disaster-relief and anti-piracy operations being illustrative cases-in-point). US domestic law dictates that until such an agreement is signed, logistic-support, supplies, and services, may be acquired from the nation (or NATO entity), but may not be transferred to it. It is important to recognise that ACSA is a US construct, and, as such, is designed to “benefit the interest of DoD (Department of Defense) forward deployed commands and forces; they are not a grant program. Acquisitions or transfers must be either in cash, replacement-in-kind, or exchange of supplies or services of equal value in support of the operational needs of forward deployed forces. They may not be used to increase inventories, nor can the DoD use them when the desired materiel or service is reasonably available from US commercial sources. Most importantly, DoD acquisition personnel must ensure ACSAs are not used as a routine source of supply for a foreign country”. It is precisely to make the agreement more even-handed, serving the national military interests of India as well as those of the US that the ACSA was redrafted and converted into an India-specific LSA. And yet, for over a decade, the LSA remained unsigned - once again demonstrating (as in the case of the Communications Interoperability Security Memorandum of Agreement, CISMOA) a most peculiar trend of the Indian defence establishment eventually ending-up disagreeing with its own draft! The LSA was then repackaged as LEMOA and has finally passed muster - and not a moment too soon! In the absence of LEMOA, there was no umbrella arrangement for the provision of mutual logistic-support for combined exercises, training, port-calls, humanitarian assistance and disaster relief (HADR) operations, etc. As a consequence, the Indian Navy and the US Navy had no option but to support their bilateral maritime engagement through a series of “ad-hoc” arrangements, such as the Fuel Exchange Agreement (FEA) that permitted, inter-alia, Indian warships deployed on anti-piracy patrols in the Gulf of Aden and elsewhere off the coast of Somalia to embark fuel from US Navy replenishment-tankers whilst underway, thereby obviating the need to break patrol and go into a foreign port to refuel. Also read: How South China Sea dispute affects India Such ad-hoc agreements (based essentially upon personal liaison - what in colloquial Hindi is known as “bhai-bandhi”) are subject to delays and legal challenge within the US and, as such, are far from being optimal. The utility of the LEMOA lies in the comprehensiveness of mutual logistic-support, in terms of supplies and services and includes food, water, transportation, medical services, communications, etc. It may be readily seen that the LEMOA would be of particularly significant utility in enhancing the reach and sustenance of forces operating together at sea during unforeseen situations such as those occasioned by natural disasters. The lack of broad understanding of the LEMOA among the various echelons of the Indian bureaucracy has had some odd manifestations. At one point in time, the Indian home ministry contested the inclusion of provisions related to disaster relief efforts in the scope of the LEMOA, asserting that disaster management was a home ministry function and it was for it to initiate any bilateral support agreement relating to disaster-relief! This highlighted once again, the disproportionate effects of linguistic infirmity (in both “comprehension” and “articulation”). The fact, of course, is that the LSA pertains to logistics-support to units participating in the HADR mission and not to the relief material to be provided to the affected region and do not, in any way impact the management of disasters at the national level (which would continue to remain under the home ministry/ National Disaster Management Authority). In any event, the Indian home ministry could hardly be involved in a “combined” IN-USN effort to provide HADR support to a third country. The provision of logistic support at sea itself will obviate the need for costly and time-consuming operational turnarounds (OTRs), which may not be readily available in the vicinity of the disaster area. The attendant savings of cost and time that such an agreement would enable are quite evident. The agreement obviates the tedious process of seeking case-by-case approvals for logistic support and enables us to respond faster and more efficiently. Also read: Signing LEMOA with US a bold step, but India must be cautious Since the LEMOA is an enabling agreement, rather than being “binding” on any given specifics, and since its scope is clearly defined, India is still free to invoke any or all (or none) of the provisions of this agreement on a “case-by-case” basis. This provides the government of India with the desired flexibility and the discretion to either accept or refuse US requests. It is this central freedom that needs to be understood and grasped by the protagonists in the debate on the other pending “enabling” agreements such as CISMOA and BECA (Basic Exchange and Cooperation Agreement). India needs to demonstrate the self-confidence to be able to invoke such provisions as are relevant to a given case or situation and are in consonance with India’s own national interests - whether within the maritime sphere or otherwise. So what needs to be done from here on? According to some segments of the Left, too much has already been done that ought never have been done and so the short answer is nothing. However, ideological leanings aside, the recently generated impetus must now be capitalised so as to maintain momentum and achieve strategic results. However, apex-level exchanges by the political leadership are not enough and both, India and the US, are far too big (literally and militarily) to be satisfied with a short-term tactical relationship. Bilateral institutional structures need to be rejigged to reflect the seriousness of the relationship and focus maintained on developing the Navy-to-Navy relationship - not just in operational terms, but right across the engagement spectrum. Perhaps the most important maritime features at the operational level are to understand, discuss and take strong and persistent actions to deliberately blur the wholly artificial seams between India, PACOM, CENTCOM and AFRICOM (US Pacific Command, US Central Command and US Africa Command), and, to simultaneously sign the remaining enabling instruments of CISMOA and BECA, without which operational acceleration cannot be fully achieved

Obviously, his advisers — Hillary Clinton was a big fan of G-2 — woke up in time before gains made by the Bush administration with India were squandered. Things warmed up slowly and the trust has certainly grown. But questions remain on how far either is willing to go for the other. To what extent will Washington adjust its broader national security policies in South Asia to bolster India? And how tightly is New Delhi willing to embrace America? It’s noteworthy that the once-reluctant US government today enthusiastically supports making F-16s in India. But will it sell armed Predator drones now that India has joined the Missile Technology Control Regime (MTCR)? Or would the ancient American logic of not altering the basic military balance in South Asia continue to dominate? Defence minister Manohar Parrikar’s Washington foray was to nail down the big things. He managed to lead India to the signing table after more than a decade of indecision and opposition to sign a logistics agreement, allowing the two militaries to use each other’s facilities. It should extend the Indian Navy’s reach in the east. At the same time, US Secretary of State John Kerry and Commerce Secretary Penny Pritzker were in New Delhi for the second Strategic and Commercial Dialogue, leading a team of officials from 12 US agencies. As a senior state department official said, the meetings are an opportunity to “reflect upon where we have come” and “where we want to go”. Obama and Prime Minister Narendra Modi have met seven times since 2014 and will meet again for the G-20 summit in China next month. The key issue for Obama remains the ratification of the climate change agreement to solidify his legacy. Kerry most certainly would have pushed India on that. But India has linked ratification to its membership in the Nuclear Suppliers Group (NSG) where China and a few other countries opposed India’s entry in June. Would Obama spend a bit of his remaining political capital to make things happen before he leaves office? India has met the requirements for admission into the NSG as US officials repeatedly stress. But US diplomatic muscle hasn’t been able to translate eligibility into membership. Yet. On the defence front, progress is more tangible. Parrikar had to judge what technology the US government is actually willing to part with, given the strong pitch by American defence majors offering to shift entire aircraft production lines to India. Company executives talk in superlative terms but all the lethal stuff (air-to-air missiles, Aesa (Active Electronically Scanned Array) radar and systems to identify friend or foe) is controlled by the US government. Lockheed Martin wants to move its F-16/block 70 manufacturing line to India so long as it gets an order of 100 planes from the Indian Air Force. “The F-16s we would produce in India would be the most advanced and tailored to their requirements,” Abhay Paranjape, director of business development, Lockheed Martin Aeronautics, told me. The IAF has already been “shown” the improvements made since F-16 was in the running for the Medium Multi-Role Combat Aircraft (MMRCA). Besides creating jobs under ‘Make in India’, the process would help the country become part of a valuable global supply chain. “What we have offered is unprecedented,” insists Paranjape. But as always, the devil is in the detail. Contrary to some reports, India will not control who buys the planes or spare parts. It would be Washington. Those getting excited about choking off Pakistan and scoring a ‘strategic win’ should hold their horses. The big questions remain unanswered. Would it be licensed manufacturing and broad technology transfer? Or acquisition by India of technology owned by Lockheed? The latter would make India the owner of intellectual property, allowing for more control on exports. Then there is the mother of all dilemmas: Pakistan uses older versions of the F-16s. The IAF may not want to fly the same aircraft. Sweden’s Gripen, which is also in the running, may score on that front. What’s clear is that New Delhi will drill down and vet what’s on offer to get the best deal and bend the arc India’s way

LEMOA strengthens India’s outreach to areas th... India and the United States have just signed the Logistics Exchange Memorandum of Agreement (LEMOA). The agreement formalises an ad-hoc arrangement already in practice and furthers India-US military-to-military cooperation. The agreement, put simply, provides access to each other’s military facilities for fuelling and logistic support on a reimbursable basis. LEMOA, sometimes called a Logistics Services Agreement (LSA), was debated by previous governments as well, but it could not be finalised because of Indian domestic political opposition, which were themselves based on several misperceptions about LSA. But China’s growing military strength and increasing belligerence has led to a conscious strategic choice by New Delhi to get closer to Washington. This has made India a lot more comfortable with the US, which also worries about China’s behaviour and power. LEMOA permits the US and India to use each other’s facilities and provides for easier access to supplies and services for the military forces of the two countries when they are engaged in specific types of activities. These activities are limited to joint military exercises, training, port calls and humanitarian missions and other military activities that both sides mutually agree to undertake. It does not give the US automatic access to Indian military bases or to logistical support, but simply smoothens existing practices. The advantage over the current situation is precisely this: Though the US does currently use Indian military bases and logistics — for example, during joint military exercises — this is managed on a case-by-case basis, which is simply more cumbersome. LEMOA does not necessarily give anything that the US does not already get, but it makes the process more regularised. A big part of the domestic political opposition to LEMOA was based on the misperception that this was an agreement signed by US allies and signing this would therefore make India one too. Nothing could be farther from the truth: In reality, LSA has been signed by around 100 countries, many of which are not US allies. Another misperception about the LSA has been that signing it will make India a party to America’s conflicts and policies, especially in West Asia and East Asia. But this is not true either: Indeed, even most countries formally allied with the US have not been dragged into these wars, let alone those simply signing the LSA. Moreover, India does stand to gain a lot more than lose in practical terms. In one of the more concrete benefits, LEMOA strengthens India’s outreach to areas that were not typically within its reach. With one aircraft carrier in operations, India’s capacity to undertake far sea operations has been fairly limited. Signing LEMOA opens up opportunities such as gaining access to US military bases in Djibouti and Diego Garcia — these are, by no means, insignificant. Indian arrangements with the US for such access open up new options in beefing up India’s logistics capacity for missions in the Indian Ocean. Though India can access such facilities and logistics even now, again, this has to be done on a case-by-case basis, which LEMOA does away with. Lastly, it is politically symbolic — a sign signifying the state of India-US strategic ties. This too worries some commentators, who argue that India should remain independent of both lest China take a more antagonistic line with India. But China’s behaviour has been antagonistic even before, and its behaviour is part of the reason why LEMOA is symbolically important

Saturday, August 13th, 2016 अमेरिकेतील बहुतेक सर्वच मोठ्या विमानतळांवर श्रीमान शाहरुख खानच्या बाबतीत हा ‘हादसा’ वारंवार झाला आहे व तरीही हे सहिष्णू मंडळ अमेरिकेच्या थपडा खाण्यासाठी पुन:पुन्हा त्यांच्या दरवाजात जात आहे. हा ‘काटा’ देशातील त्यांच्या चाहत्यांना सलत आहे. ‘‘तुम्ही माझा असा अपमान करणार असाल तर मला तुमच्या देशात पाऊल ठेवायचे नाही. हा पहा मी निघालो, आल्या पावली परत!’’ असा प्रखर स्वाभिमानी बाणा दाखवून शाहरुख महाशय हिंदुस्थानात परतले असते तर अमेरिकेचेच थोबाड फुटले असते. अमेरिकेत पुन्हा अपमान! पुन:पुन्हा तेथे ‘खान’ का जातात? ‘गड्या, आपला गाव बरा!’ असे विचार अभिनेता शाहरुख खानच्या मनात पुन्हा नक्कीच आले असतील व तेदेखील अमेरिकेच्या लॉस एंजलिस विमानतळावर. हिंदुस्थानी ‘बॉलीवूड’मधील ‘मशहूर’ स्टार शाहरुख खान यास पुन्हा एकदा अमेरिकेच्या विमानतळावर तेथील पोलिसांनी ताब्यात घेतले. झाडाझडती, चौकशी करून सोडून दिले. शाहरुख खानच्या बाबतीत हे प्रकार वारंवार घडत आहेत. याचे कारण त्याचे ‘माय नेम इज खान!’ हिंदुस्थानात सिनेसृष्टीतील खान मंडळींचा चांगलाच बोलबाला आहे. अनेक राजकीय, सामाजिक व इतर विषयांवर ही मंडळी मतप्रदर्शन करून वाद निर्माण करीत असतात. एका खान महाशयांच्या पत्नीला तर हिंदुस्थानात वाढलेली असहिष्णुता असह्य झाल्याने देश सोडून परदेशात जाऊन स्थायिक व्हावे असे वाटले होते, पण हिंदुस्थानात चमकणार्‍या या तार्‍यांचे युरोप-अमेरिकेतील विमानतळांवर जे हाल होतात व त्यांना ज्या अपमानास तोंड द्यावे लागते ते पाहिले की, सगळ्यात जास्त असहिष्णुता युरोप-अमेरिकन मंडळींच्या मनात आहे असेच दिसून येते. गुरुवारी शाहरुख खानच्या बाबतीत लॉस एंजलिस विमानतळावर जे घडले त्याचा निषेध हिंदुस्थानच्या परराष्ट्र मंत्रालयाने करायलाच हवा. ज्या खानांना येथील जनता डोक्यावर घेऊन नाचते त्या खानांचा असा कचरा अमेरिकेच्या विमानतळावर करण्याचा अधिकार अमेरिकन सुरक्षा यंत्रणेला खरोखरच आहे काय? विशेषत: शाहरुख खानच्याच बाबतीत ही असभ्य झाडाझडती पुन:पुन्हा का व्हावी? शाहरुख महाशय हे हिंदुस्थानचेच सन्माननीय नागरिक आहेत व सुरक्षेच्या नावाखाली त्यांना असे ‘उघडे’ करणे अमेरिकेच्या कोणत्या कायद्यात बसते? अमेरिकेतील, घटनेनंतर शाहरुख महाशय दु:खी झाले व त्यांनी सांगितले, ‘‘सुरक्षा व्यवस्थेचा मी सन्मानच करतो, पण प्रत्येक वेळी अमेरिकेच्या इमिग्रेशनमध्ये ‘अटक’ करणे मला काट्यासारखे टोचत आहे!’’ अमेरिकेतील बहुतेक सर्वच मोठ्या विमानतळांवर श्रीमान शाहरुख खानच्या बाबतीत हा ‘हादसा’ वारंवार झाला आहे व तरीही हे सहिष्णू मंडळ अमेरिकेच्या थपडा खाण्यासाठी पुन:पुन्हा त्यांच्या दरवाजात जात आहे. हा ‘काटा’ देशातील त्यांच्या चाहत्यांना सलत आहे. ‘‘तुम्ही माझा असा अपमान करणार असाल तर मला तुमच्या देशात पाऊल ठेवायचे नाही. हा पहा मी निघालो, आल्या पावली परत!’’ असा प्रखर स्वाभिमानी बाणा दाखवून शाहरुख महाशय हिंदुस्थानात परतले असते तर अमेरिकेचेच थोबाड फुटले असते व महासत्तेच्या तकलादू सहिष्णुतेचे बिंग फुटले असते, पण आमच्या बॉलीवूडकरांना स्वदेशावर सिनेमे काढायचे असतात व युरोप, अमेरिकेत जाऊन या अशा थपडा खायच्या असतात. वास्तविक खान मंडळींनी यातून एक धडा घेतला पाहिजे तो म्हणजे, ‘‘सारे जहां से अच्छा, हिंदोस्ताँ हमारा!’’ शेवटी मातृभूमी हीच माता. अमेरिकेसारखी राष्ट्रे आज मुसलमानांना दुय्यम दर्जाची वागणूक देत आहेत व प्रत्येक मुसलमानाकडे संशयाने पाहत आहेत. प्रत्येक मुसलमान हा जणू अतिरेकी किंवा लादेनचाच वंशज असल्याप्रमाणे त्याच्याशी अपमानास्पद वर्तन करीत आहेत. डोनाल्ड ट्रम्पसारखे राष्ट्राध्यक्ष पदाचे उमेदवार तर अमेरिकेतून सर्व मुसलमानांना हाकलून देण्याची गर्जना करीत आहेत. त्यामुळे इतक्या असहिष्णू देशाविषयी बॉलीवूडच्या विचारवंत, सेक्युलर ‘खान’ मंडळींना खरे म्हणजे आकर्षण वाटू नये. हिंदुस्थानातील मुसलमान निदान या अमेरिका प्रकरणातून धडा घेतील व हिंदुस्थानचे गुणगान करतील याविषयी आमच्या मनात शंका नाही. कश्मीरातील तरुण वर्ग सैराट होऊन आज रस्त्यावर उतरला आहे. त्यांना योग्य दिशा दाखविण्यासाठी बॉलीवूडमधील खान मंडळींनी एखादे ‘ट्विट’ करावे. त्याचा निश्‍चितच फायदा होईल. पहा जमतेय का! - See more at: http://www.saamana.com/sampadkiya/punpunha-tethe-khan-ka-jatat#sthash.UJUrEotn.dpuf

PRESIDENT OBAMA INDIA VISIT

चलें साथ साथ... अमेरिकेचे राष्ट्रपती बराक ओबामा यांची भारत भेट आणि उभय नेत्यांनी व्यक्त केलेला अनेक महत्त्वाच्या मुद्यांवर परस्परसंबंध वाढीचा मानस, येणार्‍या काळात अनेक अर्थांनी महत्त्वपूर्ण ठरणार आहे, यात शंका नाही. पंतप्रधान मोदींनी अवघ्या सात महिन्यांच्या कालावधीत अशी काही जादू केली की, आज प्रत्येकच देश भारतासोबत संबंध वाढविण्यासाठी आतुर आहे. मजबूत परराष्ट्र धोरणामुळेच हे शक्य झाले आहे. अनेक देशांसोबत परराष्ट्र संबंध सुधारले आहेत. कारण, मोदींकडे स्वबळावर बहुमत तर आहेच, खंबीरपणे निर्णय घेण्याची क्षमता आणि दूरदृष्टी आहे. ही क्षमता त्यांनी वेळोवेळी लक्षातही आणून दिली आहे. भारताच्या विदेशी गंगाजळीत भरीव वाढ हे एकमेव वास्तव, मोदी सरकार आर्थिकदृष्ट्या भारताला किती सक्षम करण्याची मनीषा बाळगून आहे, त्याचे द्योतक आहे. मोदी सरकारकडे आज प्रत्येकच क्षेत्रात अनुभवी व तज्ज्ञ लोक आहेत. अनेक वर्षे नरेंद्र मोदींना व्हिसा नाकारणारे अमेरिकेचे राष्ट्रपती, भारताच्या प्रजासत्ताक दिनाचे प्रमुख पाहुणे म्हणून आमंत्रण स्वीकारतात, यातच मोदींच्या जादूचा प्रभाव अधोरेखित झाला आहे. विरोधकांनीही (डाव्यांना सोडून) मोदींच्या या करिष्म्याची दाद दिली आहे. भारताने आज दक्षिण आशियातील एक शक्तिशाली देश म्हणून आपली ओळख जगात निर्माण केली आहे. अमेरिकेच्या नजरेतून हे कसे सुटणार? नरेंद्र मोदी हे अमेरिका भेटीवर गेले असताना, त्यांचे झालेले अभूतपूर्व स्वागत अमेरिकेने डोळ्यांत साठवून ठेवले नसते तरच नवल. मोऽदीऽ... मोऽदीऽ... करणारे अमेरिकन जनमानस पाहून एक नवा भारतीय अवतारच जणू आपल्या देशात अवतरला की काय, अशी प्रतिक्रिया अमेरिकन वृत्तपत्रे आणि राजकीय पंडितांनी त्या वेळी व्यक्त केली होती. या सर्व बाबी ओबामांना प्रजासत्ताक दिनाचे पाहुणे म्हणून आमंत्रण स्वीकार करण्यास कारणीभूत ठरल्या. रविवारी बराक ओबामांचे भारत भेटीवर आगमन झाले, तेव्हा राजशिष्टाचार बाजूला ठेवून मोदींनी त्यांचे विमानतळावर स्वागत केले. एवढेच नव्हे, तर स्वत: ओबामांनी मोदींची गळाभेटही घेतली. ही एकच बाब मोदी-ओबामांच्या मैत्रीचा संकेत देण्यासाठी पुरेशी आहे. ओबामांना मानवंदना देण्यासाठी परंपरागत पद्धती बाजूला ठेवून विंग कमांडर पूजा ठाकूर यांची निवड करणे, यातून महिलांना भारतात आदर राखून समान दर्जा दिला जातो, हे मोदींनी देशाला आणि जगालाही दाखवून दिले. मन स्वच्छ असेल तर भारताची संस्कृती गौरवाच्या किती उच्च शिखरावर नेऊन ठेवता येते त्याचे हे उदाहरण. प्रजासत्ताक दिनाच्या पूर्वसंध्येला उभय नेत्यांनी स्वतंत्र चर्चा केली. त्या वेळी अनेक मुद्यांवर ‘चाय पे चर्चा’ झाली. ती उघड करण्यास उभय नेत्यांनी नकार दिला असला, तरी मोदी-ओबामांच्या संयुक्त पत्रपरिषदेत भारत आणि अमेरिका कोणकोणत्या मुद्यांवर परस्परसंबंध आणि परस्परसहकार्य करू इच्छितात, हे जाहीर झाले. अन्य सर्व विषयांपेक्षा सर्वाधिक महत्त्वाचा विषय म्हणजे जगात वेगाने फोफावत चाललेला दहशतवाद! या दहशतवादाचे समूळ उच्चाटन करण्यासाठी अमेरिकेपेक्षा भारत दोन पावले समोर आहे, हे मोदींनी अमेरिकेसह संयुक्त राष्ट्रसंघ आणि ब्राझीलमधील परिषदेत जाहीर रीत्या अधोरेखित केले होते. ही बाब जगाच्या नजरेतून सुटली नाही. योगासारख्या व्यायामाला जागतिक अधिष्ठान प्राप्त करून द्यावे, अशी विनंती मोदींनी संयुक्त राष्ट्रसंघाच्या अधिवेशनात केली आणि १७० देशांनी त्यावर शिक्कामोर्तब केले! त्यात ४० देश हे मुस्लिम होते, हे येथे उल्लेखनीय! मोदींची ही जादू गारुडासारखी जगाला आपल्या कवेत घेत होती आणि देश या घडामोडी पाहत होता. त्यातूनच भारताला संयुक्त राष्ट्रसंघाच्या सुरक्षा परिषदेचे स्थायी सदस्यत्व मिळावे, ही बाब जगाला भावू लागली. अनेक देशांनी भारताची ही मागणी मान्य केली असतानाच, आता अमेरिकाही पुढे सरसावली आहे. असे झाले तर भारताला संयुक्त राष्ट्रसंघात मोठी ताकद प्राप्त होणार आहे. सध्या अमेरिका, चीन, फ्रान्स, रशिया आणि ब्रिटन हे पाचच देश स्थायी सदस्य आहेत. त्याचा विस्तार व्हावा, अशी मागणी मोदींनी लावून धरली आहे. सदस्यत्व मिळाल्यास भारतालाही ‘व्हेटो’चा अधिकार मिळणार आहे. अमेरिकेने भरीव आश्‍वासन दिल्यानंतर आगामी काळात भारतही स्थायी सदस्यांच्या यादीत समाविष्ट होईल, अशी आशा बळावली आहे. दहशतवादाच्या समस्येचे निर्दालन आपण एकट्याने करू शकणार नाही, याची जाणीव अमेरिकेलाही झाली असणार. त्यात खरा आणि प्रामाणिक मित्र म्हणून भारताकडे ओबामांची नजर आहे. एका बाबीचा उल्लेख येेथे करावाच लागेल. पं. नेहरूंनी चीनला स्थायी सदस्यत्वासाठी मंजुरी दिली असता, डॉ. बाबासाहेब आंबेडकरांनी त्याला प्रखर विरोध दर्शविला होता. चीन हा भारताचा कधीही मित्र होऊ शकत नाही, हे आंबेडकरांनी नेहरूंना ठणकावून सांगितले होते. पण, कम्युनिस्टांच्या कच्छपी लागून नेहरूंनी चीनची तळी उचलली आणि नंतर चीनने भारताच्या पाठीत खंजीर खुपसला, हे वास्तव सर्वज्ञात आहे. त्याच वेळी आंबेडकरांनी हेही सांगितले होते की, अमेरिकेला डावलून केवळ साम्राज्यवादी चीन व रशियाला जवळ केल्यास आंतरराष्ट्रीय संबंधांवर त्याचा अतिशय प्रतिकूल परिणाम होईल. पण, नेहरूंनी आंबेडकरांचे ऐकले नाही. त्याचा जो परिणाम व्हायचा तो झाला. अमेरिकेने पाकिस्तानला जवळ केले. आपले नाविक तळ पाकिस्तानात उभे केले. अगदी १९७१ च्या युद्धात अमेरिकन वैमानिकांनी पाकिस्तानी लढाऊ विमानचालकांना प्रशिक्षण दिले होते, हाही इतिहास फारसा जुना नाही. आज काळ बदलला आहे. अतिशय मजबूत असे परराष्ट्रसंबंध मोठ्या देशांसोबत वृद्धिंगत करण्यावर मोदींचा भर दिसत आहे आणि त्याला चांगला प्रतिसादही लाभत आहे. कम्युनिस्ट पक्षाचे लोक ओबामांना विरोध करण्यासाठी निदर्शने करणे, यातच या लोकांना भारताबाबत आस्था नाही, तर चीन आणि रशियाबाबत आहे, हेही उजागर झाले आहे. रशियाचे तुकडे पडले तरी कम्युनिस्टांना अजून अक्कल आलेली दिसत नाही! संयुक्त पत्रपरिषदेत बराक ओबामा यांनी आपल्या भाषणाचा प्रारंभच ‘मेरा प्यारभरा नमस्कार’ या वाक्याने करून भारतीयांची मने जिंकून घेतली, तर शेवट ‘चलें साथ साथ’ या वाक्याने केला. उभय नेते अगदी मनमोकळेपणाने बोलले. ओबामांच्या देहबोलीवरून हे स्पष्टपणे जाणवत होते; तर मोदी भाषणाच्या प्रारंभी म्हणाले, ‘‘राष्ट्रपती ओबामाजी, आपण प्रजासत्ताक दिनाचे प्रमुख पाहुणे म्हणून आमच्या विनंतीचा स्वीकार केला, ही आमच्यासाठी अत्यंत गौरवाची बाब आहे.’’ ओबामा म्हणाले, ‘‘अमेरिका आणि भारत मैत्रीचा नवा अध्याय घोषित करीत आहेत. अणुकरार हा दोन्ही देशांसाठी आवश्यक आहे आणि आता कोणतीही आडकाठी त्यात येणार नाही,’’ हेही ओबामांनी जाहीर केले. संरक्षण दलासाठी अनिवार्य अत्याधुनिक तंत्रज्ञान आणि प्रणाली संयुक्तपणे विकसित करणे, अमेरिकेसोबतच व्यापार ६० टक्क्यांनी वाढविणे, उभय देशांतील जनतेचे संबंध वृद्धिंगत होण्यासाठी संयुक्त प्रयत्न आणि उभय देशांचे परराष्ट्रसंबंध अधिकाधिक वृद्धिंगत होण्यासाठी प्रशासनाच्या माध्यमातून परराष्ट्र धोरणाला सर्वोच्च प्राधान्य, अशा काही बाबी ओबामांनी स्पष्ट केल्या. मोदी माझ्यापेक्षा कमी झोप घेतात, ही बाब मी मोदींना चर्चेदरम्यान आवर्जून विचारली, असेही ओबामा म्हणाले. एकूणच उभय देशातील सामरिक, आर्थिक, तंत्रज्ञान, अणु, व्यापार, दहशतवाद, परराष्ट्र धोरण अशा महत्त्वाच्या मुद्यांवर परस्पर सहकार्याचे स्पष्ट संकेत देत असतानाच, उभय नेत्यांनी वैयक्तिक गुणांवरही आपल्या भाषणात भर देणे, ही बाबही वेगळाच संकेत देऊन गेली. अमेरिकेने खर्‍या अर्थाने भारताला मित्र मानले आणि तशी कृती केली, तर आयएसआयएस, बोको हरामसारख्या दहशतवादी संघटनांना आणि चीन, पाकिस्तानसारख्या आडमुठ्या देशांना वठणीवर आणण्यासाठी वेळ लागणार नाही

अमेरिकन अध्यक्ष बराक ओबामा यावर्षीच्या प्रजासत्ताकदिनाच्या कार्यक्रमाला प्रमुख पाहुणे -US PRESIDENT VISIT सतीश भा. मराठे-

अमेरिकन अध्यक्ष बराक ओबामा यावर्षीच्या प्रजासत्ताकदिनाच्या कार्यक्रमाला प्रमुख पाहुणे म्हणून उपस्थित राहणार असल्याची घोषणा डिसेंबरमध्ये करण्यात आली. हे वृत्त येताच देशातील प्रसारमाध्यमांत वारं संचारल्यासारखे झाले. ओबामा कसे आपल्या कारकीर्दीत भारताला दोनदा भेट देणारे पहिले राष्ट्राध्यक्ष आहेत वगैरे गुणगान सुरू झाले. भारत गेली चार दशके सीमापार आतंकवाद सहन करत आहे. या आतंकवादाचे केंद्रबिंदू आपल्या शेजारी देशात असल्याचे पुरावे आपण वारंवार अमेरिकेला दिले आहेत. परंतु महासत्तेने याकडे हेतुपुरस्सर दुर्लक्ष केले. ९-११ च्या अमेरिकेवरील हल्ल्यानंतर काही प्रमाणात यात बदल झाला. बदल होताना देखील अमेरिकन हितालाच फक्त प्राधान्य देण्यात आले. भारताने मात्र ९-११च्या हल्ल्यानंतर आतंकवादाविरुद्धच्या लढाईत आपण अमेरिकेच्या बरोबर असल्याचे उत्स्फूर्तपणे जाहीर केले होते. तसेच न मागता आपण अमेरिकेला पाठिंबा व सहकार्य देऊ केले होते. काही दिवसांपूर्वी अमेरिकन परराष्ट्र खात्याच्या दक्षिण आशियासंबंधी थिंक टँकचे सदस्य डॅनियल मर्की यांची मुलाखत प्रसिद्ध झाली. सदर मुलाखतीत त्यांनी ‘आतंकवादाबाबत अमेरिकेची दुटप्पी नीती असून वेगवेगळे मापदंड आहेत’, असे सांगितले. अनैतिक असले तरी यापुढेही हेच धोरण कायम ठेवणार असल्याचे ठामपणे नमूद केले. २०१० साली भारतीय संसदेत भाषण करताना ओबामांनी भारताच्या बर्मा देशाविषयीच्या धोरणावर संकेत व शिष्टाचार झुगारून टीका केली होती. बर्मात होत असलेल्या कथित मानवाधिकार उल्लंघनाकडे भारत दुर्लक्ष करत असल्याचा आरोप त्यांनी केला होता. १९७१ साली बांगला देशात झालेल्या नरसंहाराकडे मात्र अमेरिकेने सोयीस्कर दुर्लक्ष केले होते. डॅनियल मर्की यांचे वरील उद्गार भारतासाठी सूचक इशारा आहे. अमेरिकेसाठी पाकिस्तानची अनिवार्यता व गरज लक्षात घेता भारताने कितीही कंठशोष केला, तरीही ते पाकिस्तानची पाठराखण करणारच हे उघड आहे. यामुळे भारतात येऊन ओबामा जगातील मोठी लोकशाही, महात्मा गांधींची भूमी व विचारमूल्ये, तसेच आपली प्राचीनता याचे गोडवे गाऊन भावनिकतेला साद घालण्याचा प्रयत्न करतील. राज्यकर्त्यांनी मात्र हुरळून जाण्याचे व त्यांच्या भूलथापांना बळी पडण्याचे कारण नाही. मुंबई हल्ल्याचा सूत्रधार हफिज सईद पाकिस्तानात दूरचित्रवाणीवर दिसताच आपली प्रसारमाध्यमे गहजब करू लागतात. अन्य एक सूत्रधार झकिउर-रहमान-लखवी याला पाकिस्तानी कोर्टाने जामीन देताच देशात खळबळ माजते. तसेच दाऊद इब्राहिमला भारताकडे सुपूर्द करावे म्हणून मधून मधून मागणी होत असते. मुंबई हल्ल्याचा अन्य एक सूत्रधार डेव्हिड कोरमन हेडली हा सध्या अमेरिकेच्या ताब्यात आहे. याबाबत मात्र कोठेच खळखळ होत नाही. सरकार, राजकीय पक्ष, प्रसार माध्यमे व जनता याबाबत पाठपुरावा करण्याचा आग्रह करताना दिसत नाहीत. हेडलीचे खरे नाव दाऊद गिलानी आहे. पाकिस्तानी परराष्ट्र खात्याचा माजी अधिकारी सय्यद सलीम गिलानी याचा हा मुलगा आहे. याची आई अमेरिकन असून तिचे नाव सेरिल हेडली आहे. डेव्हिड हेडलीने सप्टेंबर २००६ ते सप्टेंबर २००८ या कालावधीत भारतात ८ वेळा भेट दिली. मुंबई हल्ल्यानंतर २००९ साली तो पुन्हा भारतात आला होता. त्याने मुंबईच्या अनेक ठिकाणांची रेकी करून कोठे हल्ला करायचा हे निश्‍चित केले होते. हेडलीला चार बायका होत्या. या सर्वांना त्याने फसविले होते. मादक द्रव्य प्रकरणात त्याला शिक्षा झाली होती. तीन वर्षे शिक्षा बाकी असताना शिक्षेला स्थगिती देऊन त्याला पाकिस्तानात पाठविण्यात आले. हेडली २००५ सालापर्यंत अमेरिकी संस्था डी. ई. ए. (ड्रग एन्फोर्समेंट एजन्सी) साठी काम करत होता. याआधी तो सी. आय. ए. व एफ. बी. आय. साठी काम करत होता. तो एकाच वेळेस अल् कायदा व सी. आय. ए. साठी काम करत होता. ३ आक्टोबर २००९ रोजी त्याला शिकागो येथे अटक केली. याची माहिती भारताला २८ ऑक्टोबर २००९ रोजी मिळाली. ताबडतोब भारताने एन. आय. ए. च्या दोन अधिकार्‍यांना अमेरिकेत पाठविले. तेथे चार दिवस राहूनही त्यांना हेडलीची चौकशी करू देण्यात आली नाही. भारत सरकारच्या पाठपुराव्यामुळे जून २०१० मधे अत्यंत जाचक अटींच्या अधीन राहून व एफ. बी. आय. अधिकार्‍याच्या उपस्थितीत चौकशीची परवानगी मिळाली. आपण कोणते प्रश्‍न विचारावयाचे नाहीत याची यादी एफ. बी. आय. ने आपल्या अधिकार्‍यांना दिली होती. भारत-अमेरिकेदरम्यानच्या प्रत्यार्पण संधी करारानुसार भारतीय भूमीवर अपराध केलेली व्यक्ती अमेरिकेत पकडल्या गेल्यास भारताला त्याचा ताबा मिळविण्याचा पूर्ण अधिकार आहे. परंतु हेडलीवर अमेरिकेत खटला सुरू झाल्यावर त्याने अमेरिकेबरोबर सौदेबाजी केली. त्याने सांगितले की, भारत, पाकिस्तान व डेन्मार्क या देशात प्रत्यार्पण न करण्याच्या अटीवर तो अमेरिकेला सहकार्य करण्यास तयार आहे. ही त्याची मागणी अमेरिकेने मान्य केली. ही कृती आपल्यासाठी आश्‍चर्यकारक व दु:खद होती. मुंबई हल्ल्यात काही अमेरिकन नागरिक मारल्या गेले होते. मारल्या गेलेल्या नागरिकांच्या नातेवाईकांनी अमेरिकेन कोर्टात असा मुद्दा उपस्थित केला की, देशाबाहेर मारल्या गेलेल्या अमेरिकेच्या मारेकर्‍यांबरोबर सौदेबाजी कशी होऊ शकते? कोर्ट हे असे कसे करू शकते? अमेरिकन कायद्यानुसार मारेकर्‍याने दिलेला सौदेबाजीचा अर्ज कधीच मान्य होत नाही. मग यावेळेस असे का करण्यात आले? सौदेबाजीचा अर्ज अजूनपर्यंत मागे घेण्यात आलेला नाही. याचाच अर्थ हेडलीला संरक्षण दिल्याने अमेरिकेचा नक्कीच फायदा होणार आहे. अमेरिकन नागरिकांबरोबर १५० पेक्षा जास्त भारतीय मारल्या गेल्याचे व अनेक जखमी होऊन संपत्तीचे प्रचंड नुकसान झाल्याचे अमेरिकेला काहीच सोयरसुतक नाही, हेच यावरून स्पष्ट होते. यास्तव सरकारने कायदेशीर, कूटनीतिक कौशल्य वापरून दबाव निर्माण करणे क्रमप्राप्त आहे. प्रबळ राजकीय इच्छाशक्ती असल्यास तुलनेने कमकुवत असलेले देशही अमेरिकेशी टक्कर घेऊ शकतात. याबाबतीत गेल्या वर्षी दिवंगत झालेल्या व्हेनेझुएलाच्या अध्यक्षांचे उदाहरण देता येईल. ते अमेरिकेला वेसण घालण्यात बर्‍यापैकी यशस्वी झाले होते. भारताला अमेरिकेची जितकी गरज आहे, त्यापेक्षा त्यांना आपल्या बाजारपेठेची जास्त आवश्यकता आहे. अर्थात आपले राज्यकर्ते याचा कसा उपयोग करतात, हे पाहावे लागेल. अमेरिकन न्यायाधीशाने हेडलीला अजूनपर्यंत शिक्षा सुनावली नाही. याचाच अर्थ अमेरिका त्याला योग्य वेळी बाहेर काढून कदाचित प्लास्टिक सर्जरी करूनही अन्य मोहिमेवर पाठवू शकते. यासाठी आपण जागरूक असणे आवश्यक आहे. भारत सरकारशी सल्लामसलत न करता अमेरिकेने सौदेबाजी का केली, हे आपल्यासाठी कोडे आहे. या प्रकरणात अमेरिकेचा अंतस्थ हेतू असल्याशिवाय असे घडणे शक्य नाही. ही त्यांची कृती आतंकवादाविरुद्ध लढणार्‍या आपल्या एका सहकारी देशाच्या पाठीत खंजीर खुपसण्यासारखी आहे. आणखी एका बाबतीत अमेरिकेने आपल्याशी दगाबाजी केली आहे. अमेरिकन गुप्तहेर संघटना सी. आय. ए. ने आपली गुप्तहेर संघटना रॉ चा उच्चपदस्थ अधिकारी रबींदरसिंग याला फितुर केले. तसेच त्याच्याकडून काश्मीरसंबंधी व चीनसंबंधीचे आपले धोरण, डावपेच, तसेच अन्य बरीच संवेदनशील माहिती प्राप्त केली. यानंतर सी. आय. ए. ने त्याला जून २००४ मधे नेपाळमार्गे पळवून नेले. काठमांडूतील अमेरिकन दूतावासातील सी. आय. ए. एजंटने त्याच्या बनावट पासपोर्टची व्यवस्था केली होती. रबींदरसिंगच्या फितुरी व गद्दारीमुळे देशाचे किती नुकसान झाले, याचा अंदाज गेल्या १० वर्षांत लागला नसल्याचे तज्ज्ञांचे मत आहे. अध्यक्ष ओबामांच्या नियोजित भेटीदरम्यान हेडली व रबींदरसिंग प्रकरणाचे भारताच्या बाजूने निराकरण झाल्याशिवाय अमेरिकेबरोबर कोणतेही सहकार्य व करार करणे शक्य नसल्याचे सरकारने ठामपणे सांगणे गरजेचे आहे. भारतीय जनमानसाचा रेटा त्याकरिता अत्यावश्यक आहे. - सतीश भा. मराठे

PRESIDENT OBAMA VISIT TO INDIA

अमेरिकेने पाकिस्तानला ५३२ दशलक्ष डॉलरची मदत अलीकडेच जाहीर केली आणि याच्या जोडीला 'एच १ बी' व्हिसा देण्यावर र्निबध घालून भारतीय कंपन्या व अमेरिकेतील उद्योगांनाही निराश केले. तर दुसरीकडे भारताने भूसंपादन आणि कामकाज कायद्यात सुधारणा घडवून ते गुंतवणूकदारस्नेही बनवण्याच्या दिशेने पावले टाकली आहेत. या पाश्र्वभूमीवर अमेरिकेचे अध्यक्ष बराक ओबामा यांच्या आगामी भारत- भेटीतून दोन्ही देशांना काय साध्य करणे शक्य होईल, याची ही चर्चा.. अमेरिकेचे अध्यक्ष बराक ओबामा हे यंदाच्या प्रजासत्ताक दिनी भारतात पाहुणे म्हणून येणार आहेत. प्रजासत्ताक दिनाचे प्रमुख पाहुणे म्हणून भारतात येणारे ते पहिलेच अमेरिकी अध्यक्ष आहेत. यापूर्वी जपानचे पंतप्रधान अबे, भूतानचे राजे जिगमे वांगचूक, थायलंडच्या पंतप्रधान शिनावात्रा, इंडोनेशियाचे पंतप्रधान सुसिलो युधोयोनो, दक्षिण कोरियाचे अध्यक्ष ली युंग बाक हे प्रमुख पाहुणे म्हणून येऊन गेले आहेत. प्रजासत्ताक दिनी भारताने यापूर्वी ज्या आशियाई नेत्यांना बोलावले होते, त्यात आशियात भारताच्या पूर्वेला असलेल्या देशांशी संबंध वृिद्धगत करणे हा उद्देश होता. आता भारताने ओबामा यांना दिलेल्या निमंत्रणातून असे दिसते, की अमेरिकेला भारत जास्त महत्त्व देत आहे. शिवाय त्यात भारत-अमेरिका यांच्यातील संबंधांची आणखी मजबुती निर्माण करण्याची निकड दिसते आहे. भारताच्या 'पाहा जरा पूर्वेकडे' म्हणजे (लुक इस्ट) परराष्ट्र धोरणाचे प्रतििबबही त्यात आहे. कारण पॅसिफिक महासागर हा अमेरिकेला पूर्व आशियाचा एकात्म भाग बनवतो. सुरुवातीपासूनच जेव्हा पंतप्रधान नरेंद्र मोदी यांनी अमेरिकी अध्यक्ष बराक ओबामा हे प्रजासत्ताक दिनाचे प्रमुख पाहुणे म्हणून येणार असल्याचे जाहीर केले, तेव्हापासून भारत-अमेरिका यांच्यातील संबंध आणखी उंचीवर जाण्याच्या अपेक्षा व्यक्त केल्या जात आहेत. ही केवळ फोटो सेशनची एक संधी आहे, एवढय़ापुरते याकडे बघण्यापेक्षा त्यातून आपण या कालबद्ध चौकटीत अमेरिकेकडून काय पदरात पाडून घेऊ शकतो याला महत्त्व आहे. गेल्या दशकभराच्या काळात अमेरिका-भारत यांच्यातील संबंध हे भारत-अमेरिका अणुकरार वगळता केवळ वक्तव्यांपलीकडे गेलेले नाहीत. २६/११च्या हल्ल्यानंतर अनेक घटना घडून गेलेल्या आहेत, त्यात अमेरिकी नागरिकाने केलेली हेरगिरी ही महत्त्वाची घटना होती. आण्विक दायित्व विधेयकाने अमेरिकेने भारतातील गुंतवणूक लांबवल्याचे दिसून आले आहे. अमेरिकेने नेहमीच या विधेयकातील तरतुदी भारताने अणुऊर्जा क्षेत्रात अमेरिकी कंपन्यांना गुंतवणुकीसाठी सुलभता असावी, यासाठी सौम्य करण्याची अपेक्षा व्यक्त केली आहे. यावर भारताचे म्हणणे असे आहे, की आम्ही असे करणार नाही. भारताने अजूनही ब्रुसेल्स पुरवणी जाहीरनाम्याला मंजुरी दिलेली नाही. २०१०च्या दौऱ्यात तत्कालीन पंतप्रधान मनमोहन सिंग यांनी ही मंजुरी देण्याचे आश्वासन दिले होते. त्यामुळे द्विपक्षीय अणुकरार होऊन खूप वष्रे उलटली तरी त्याचे अणुतंत्रज्ञानात किंवा प्रत्यक्ष भारत-अमेरिका व्यापारात प्रतििबब उमटलेले नाही. दुसऱ्या बाजूला भारतास असे वाटते, की पूर्व आशिया आघाडीवर अमेरिका आपली संकलित शक्ती वापरू पाहते आहे पण दक्षिण आशियात अफगाणिस्तान व पाकिस्तान येथील परिस्थितीचा भारताच्या संदर्भातून विचार करायची वेळ आली, की अंग काढून घेत आहे. विशेष म्हणजे पाकिस्तानला ५३२ दशलक्ष डॉलरची मदत २००८ मधील मुंबई हल्ल्यातील सूत्रधाराच्या सुटकेनंतर अमेरिकेने जाहीर केली, त्यामुळे भारताला फार वाईटच वाटते यात शंका नाही. याच्या जोडीला 'एच १ बी' व्हिसा देण्यावर र्निबध घालून भारतीय कंपन्या व अमेरिकेतील उद्योगांनाही निराश केले गेले. आता हा विषय ओबामा यांच्या भारत-भेटीत चच्रेला येण्याची शक्यता आहे. त्यामुळे द्विपक्षीय संबंध सुधारताना दोन्ही देशांना अडथळ्यांची शर्यत पार करावी लागणार आहे. पंतप्रधान मोदी यांनी सप्टेंबर २०१४ मध्ये अमेरिकेला पहिली अधिकृत भेट दिली, त्यात दोन भाग होते- एक म्हणजे अमेरिकेतील सदिच्छुकांशी जवळीक साधणे हा एक हेतू होता, कारण त्यांनी २०१४च्या लोकसभा निवडणुकीत प्रचारासाठी सढळ हाताने निधी दिला होता. दुसरे कारण म्हणजे अध्यक्ष बराक ओबामा यांचे प्रशासन व त्यांच्याशी संपर्क वाढवणे. त्यांचे स्वागत हे रॉकस्टारच्या तोडीचे होते. ओबामा व मोदी यांनी संयुक्त निवेदने तर जारी केली, संयुक्तपणे अग्रलेख लिहिले व त्यातील उद्दिष्टे पूर्ण केली जातील असे जाहीर केले. आता चलें साथ साथ - फॉरवर्ड टुगेदर वुई गो हा मंत्र काळाच्या कसोटीवर खरा उतरण्याची. सप्टेंबर २०१४ मध्ये अमेरिका-भेटीत उभय नेत्यांनी हा मंत्र संयुक्त निवेदनात जाहीर केला होता. अमेरिकी अध्यक्ष बराक ओबामा यांच्या भेटीची तयारी करण्यासाठी अमेरिकेचे परराष्ट्रमंत्री जॉन केरी यांनी 'व्हायब्रंट गुजरात' परिषदेच्या निमित्ताने भेट दिली. ते पंतप्रधान मोदी यांना भेटले. दक्षिण व मध्य आशिया कामकाज खात्याच्या उपमंत्री निशा देसाई बिस्वाल यांनी नोव्हेंबर २०१४ मध्ये भारताला भेट दिली होती, त्यात अध्यक्ष ओबामा यांच्या दौरा कार्यक्रमास अधिक सफाईदार रूप देण्यात आले. अमेरिकेचे परराष्ट्रमंत्री केरी यांचा गांधीनगरला येण्यामागचा उद्देश भारताच्या 'मेक इन इंडिया' मोहिमेत सहभागी होण्याचा होता. आता तर जमीन व कामकाज कायद्यात सुधारणा करण्यात आल्या आहेत. हे कायदे अधिक गुंतवणूकदारस्नेही बनवण्यात आले आहेत. अमेरिकी उद्योजक गुंतवणुकीसाठी भारताकडे वळू शकतात. ओबामा यांच्याबरोबर अमेरिकी कंपन्यांच्या मुख्य कार्यकारी अधिकाऱ्यांचा लवाजमा असणार आहे तर मोदी जेव्हा अमेरिकेला गेले होते, तेव्हा त्यांनीही मोठय़ा कंपन्यांच्या मुख्य कार्यकारी अधिकाऱ्यांचे शिष्टमंडळ बरोबर नेले होतेच. अमेरिकेने पंतप्रधान नरेंद्र मोदी यांनी जाहीर केलेल्या 'स्मार्ट सिटी' योजनेत सहभागी होण्याचे मान्य केले आहे. अजमेर, विशाखापट्टणम व अलाहाबाद या तीन शहरांचा त्यात पहिल्यांदा विचार होणार आहे. यूएसएआयडीने भारतातील नागरी सांडपाणी, पाणी व आरोग्य प्रकल्पात भागीदार होण्याचे ठरवले आहे. भारताच्या नागरी विकास कार्यक्रमात अमेरिकेचे सहकार्य असेल हेच यातून उघड होते. प्रदूषणविरहित स्वच्छ ऊर्जा हा एक महत्त्वाचा विषय आहे, त्यात अमेरिका तंत्रज्ञान सहकार्य करणार आहे. भारताला मेक इन इंडिया कार्यक्रम हा विशेष करून संरक्षण क्षेत्रात राबवायचा आहे. त्यात भारताची लष्करी क्षमता तर वाढेल यात शंका नाही पण संरक्षण तंत्रज्ञानातही आपली प्रगती होईल. संयुक्त संशोधन, उत्पादन व तंत्रज्ञान हस्तांतर हे त्यातील टप्पे आहेत. त्यामुळे देशांतर्गत उद्योग व त्याच्या जोडीने रोजगार निर्माण होतील. त्या उद्योगांमध्ये उच्च तंत्रकौशल्ये असलेली माणसे लागतील. त्या मागणीमुळे बुद्धिमान तंत्रज्ञ तिकडे आकर्षति होतील व पर्यायाने देशातील विज्ञान व तंत्रज्ञान संशोधनालाही प्राधान्य मिळेल. यात काही प्राथमिक अडथळे जरूर आहेत, ती आपल्यासाठी कसोटी आहे, कारण आíथक सहकार्यात आपल्याला अनुकूल स्थिती निर्माण करणे सोपे नसते. त्यामुळे भारताला काही धोरणे शिथिल करावी लागतील. संरक्षण क्षेत्रात थेट परकीय गुंतवणुकीला प्रोत्साहन द्यावे लागेल. त्यातूनच भारताच्या संरक्षणसामग्री व तंत्रज्ञान आयातीवर शाश्वत तोडगा निघेल. भारत व अमेरिका जेव्हा दोन्ही देशांतील संबंधांबाबत व्यापक करार करीत आहेत, तेव्हा जागतिक व्यवस्थेला एक वळण मिळणार आहे. द्विपक्षीय संबंधांबाबत परिस्थिती पूर्वीसारखी राहिलेली नाही, गेल्या दहा वर्षांत जे अपेक्षित परिणाम साधणे आवश्यक होते, त्यासाठी जे मार्ग अवलंबायला हवे होते त्याचा बारकाईने अभ्यास केला, तर त्यात बदल झाला आहे. खरी मेख ही तपशिलात आहे. सरतेशेवटी ओबामा यांच्या भारत-भेटीचा फायदा दोन्ही देशांना अतिशय स्पष्ट तपशिलावर आधारित सहकार्य निर्माण होण्यात अपेक्षित आहे. अमेरिका व भारत यांच्यात धोरणात्मक व आíथक भागीदारी दुर्दम्य विश्वासाने सुरू झाली खरी पण पावले पुढे पडली नाहीत; त्यामुळे आता प्रत्यक्ष या धोरणात्मक व आíथक भागीदारीच्या निर्णयांची अंमलबजावणी सुरू करून त्याचे प्रत्यक्ष परिणाम दिसू लागले, तर अध्यक्ष ओबामा यांची भेट दोन्ही देशांसाठी सार्थकी लागली असे म्हणता येईल. *लेखक दिल्लीच्या 'द इन्स्टिटय़ूट ऑफ डिफेन्स स्टडीज अँड अनॅलिसिस' या संस्थेत संशोधन सहायक आहेत व लेखातील मते त्यांची व्यक्तिगत आहेत.

ओबामा यांच्या भारत भेटीचे इंगित First Published :20-January-2015 : 02:50:56 Tweet येत्या सोमवारी प्रजासत्ताक दिनाच्या सोहळ््यासाठी प्रमुख पाहुणे म्हणून येण्यास अमेरिकेचे राष्ट्राध्यक्ष बराक ओबामा यांना राजी करणे ही पंतप्रधान नरेंद्र मोदी यांची मोठी उपलब्धी आहे. अमेरिकी राष्ट्राध्यक्षांनी भारताचे सांस्कृतिक वैभव व लष्करी सामर्थ्य स्वत: अनुभवावे अशी सार्थ अपेक्षा बलशाली भारताने बाळगणे रास्तही आहे. याआधी ब्रिटन व फ्रान्सच्या पंतप्रधानांनी या संचलनास एकाहून अधिक वेळा प्रमुख पाहुणे म्हणून हजेरी लावली आहे व जपानचे पंतप्रधान शिन्झो अबे गेल्या वर्षी या सोहळ््यात भारतीय पंतप्रधानांच्या शेजारच्या आसनावर विराजमान झाले होते. जानेवारीच्या बोचऱ्या थंडीत रायसिना हिलवर होणाऱ्या या नयनरम्य सोहळ््याचे अमेरिकी राष्ट्राध्यक्षांनी साक्षीदार होण्याचा योग आजवर आला नव्हता. यावर्षी ओबामा यांना नरेंद्र मोदी व बदलत्या भारताची अनावर भुरळ टाळणे अशक्य झाल्याने हा योग येत आहे. या सोहळ््यातील ओबामांच्या उपस्थितीने पाकिस्तानमधील सत्ताधाऱ्यांचे व खास करून तेथील लष्करी आस्थापनेचे मन खट्टू होणे स्वाभाविक आहे. दहशतवादाविरोधी अमेरिकेने उघडलेल्या आघाडीत बिनीचा शिलेदार म्हणून सामिल झालेल्या पाकिस्तानमध्येच लपून बसलेल्या ओसामा बिन लादेनला हुडकून अमेरिकेने त्याचा खात्मा करीपर्यंत पाकिस्तान अमेरिकेचा खास मित्र असल्याच्या आविर्भावात होते व त्यामुळे अमेरिका व भारत जवळ येण्याच्या प्रत्येक घटनेने इस्लामाबादच्या कपालावर आठ्या पडत असत. त्यामुळे भारतीय प्रजासत्ताक दिनासाठी ओबामांनी हजेरी लावण्याचा धक्का पचविणे पाकिस्तानला जड जाणे स्वाभाविक आहे. मात्र ओबामांच्या या दिल्ली भेटीकडे हिमालयाच्या पलीकडे असलेल्या आत्मविश्वासू चीनला मात्र फारशा वेगळ््या अर्थाने पाहावासे वाटत नाही. जवाहरलाल नेहरू आणि त्यांच्या राजकीय वारशावर मोदी कडाडून टिका करीत असले तरी नेहरुंच्या परराष्ट्र धोरणाचा मुख्य आधार असलेल्या अलिप्ततावादाचे मात्र ते कट्टर समर्थन करताना दिसतात. अलिप्ततावादी धोरणात भारताची पाळेमुळे आजही घट्ट रुजलेली आहेत, याची दखल गेल्या आॅक्टोबरमध्ये ‘पिपल्स डेली’ या चीनच्या सरकारी मुखपत्राने सर्वप्रथम घेतली होती. गेल्या वर्षी जपानच्या दौऱ्यात मोदींनी व्यापार-उद्योगाशी संबंधित अनेक करारमदार केले तरी ज्याने चीनला बाधा पोहोचू शकते असा संरक्षणविषयक करार जपानसोबत करण्याचे त्यांनी खुबीने टाळले, हेही चीनला जाणवले आहे. शिवाय चीनच्या वाढत्या महत्वाकांक्षेला आवर घालण्यासाठी आशियातील सत्ता सारिपटावरील प्याद्यांची फेरजुळणी करण्याच्या अमेरिकेने सध्या अंगिकारलेल्या डावपेंचात भारत सहभागी होईल, अशी भीतीही बिजिंगच्या मनात नाही. पण भारत आणि अमेरिकेच्या अधिकाधिक घट्ट होत असलेल्या आर्थिक संबंधांकडे मात्र चीन नक्कीच लक्ष ठेवून आहे. २००८ पर्यंत जोमात असलेले हे संबंध त्यानंतर उतरणीला लागले. या पार्श्वभूमीवर भारताविषयी बुश यांच्याहून पूर्णपणे वेगळी अशी मनोभूमिका बाळगून ओबामा अमेरिकेत सत्तेवर आले. १९३० च्या दशकानंतर अमेरिकेत आलेल्या सर्वाधिक खडतर मंदीचा यावर प्रभाव जास्त होता. त्या मंदीमुळे फेब्रुवारी २००८ ते फेब्रुवारी २०१० या काळात अमेरिकेच्या ‘जीडीपी’मध्ये ५.१ टक्क्याने घट झाली व ८३ लाख रोजगार बुडाले. अर्थव्यवस्थेतील या उलथापालथीची झळ बसलेल्यांचे कैवारी म्हणून सत्तेवर आलेल्या ओबामांनी अमेरिकेतील रोजगारांच्या मुलावरआलेल्या‘आऊटसोर्सिंग’विरुद्ध जणू युद्धच पुकारले. अखेरीस या ‘आऊटसोर्सिंग’रूपी अभिशापाचे भारत हे प्रतिक बनले आणि ओबामा आपल्या प्रत्यही प्रत्येक भाषणात बंगळुरूचा उल्लेख करू लागले. या सोबतच ओबामांनी कायदे व नियमांत बदल केल्याने अमेरिकन कंपन्यांना ‘आऊटसोर्सिंग’ करणे महाग झाले व भारतीयांना अमेरिकेत नोकरीसाठी व्हिसा मिळणेही कठीण झाले. भारत अण्वस्त्र प्रसारबंदी कराराचा सदस्य नाही. शांततामय विकासाच्या कामांसाठी अणूऊर्जा तंत्रज्ञान मिळण्यासाठी अशा सदस्यत्वाची पूर्वअट आहे. तरी २००८ मध्ये अमेरिकेने रूढ वाट सोडून भारताशी नागरी अणूतंत्रज्ञान हस्तांतरण करार केला. परंतु अल्पावधीतच दोन्ही देशांच्या संबंधांमध्ये पुनाहा दुरावा आला व अमेरिकेने आखडता हात घेतल्याने भारताच्या दृष्टीने हा कायदा निरर्थक ठरला. अमेरिकन कंपन्यांकडून मिळणारी कामे रोडावल्याने भारतातील आयटी उद्योगाचा विकास खुंटला आणि परिणामी पगारदार मध्यमवर्गाकड़ून भारतीय अर्थव्यवस्थेस मिळणारा रेटाही मंदावला. भारतात मोदी सत्तेवर आले आणि द्विपक्षीय संबंधांमध्ये नवी आशा पल्लवीत झाली. आधी २००२मधील गुजरात दंगलींना आवर घालण्यातील कथित अपयशामुळे कॅपिटॉल हिलवर मोदींविषयी चांगले मत नव्हते. परंतु मोदी पंतप्रधान होताच वॉशिंग्टनमधील धुरिणांना असे जाणवले की भारतातील याआधीच्या नेत्यांप्रमाणे मोदी विचारवंत नाहीत, तर अमेरिकेसारखीच तेही धंद्याची भाषा बोलणारे चाणाक्ष नेते आहेत. त्यामुळे प्रजासत्ताक दिनाचा सोहळा उरकताच ओबामा व मोदी लगेच दोन्ही देशांच्या व्यापार-उद्योग विश्वातील धुरिणांच्या परिषदेत सहभागी होतील, यात नवल नाही. बराक आणि मिशेल ओबामा मायदेशी परतण्यापूर्वी त्यांच्यासोबत आणखी एक व्यापारी परिषद होईल. या बैठकांमध्ये भारत-अमेरिका संबंधांचा भावी रोख ठरेल. अर्थात गेल्या सप्टेंबरमध्ये मोदी अमेरिकेला गेले तेव्हाच याची पूर्वतयारी केली गेली होती. खरेतर चीनमधील वाढती स्पर्धात्मक कारखानदारी ही अमेरिकेची अर्थव्यवस्था मंदावण्याची खरी मेख होती. त्यामुळे ‘आऊटसोर्सिंग’चे खापर भारतावर फोडण्यात रास्त तक्रारीहून प्रचारी आविर्भाव जास्त होता हे उघडपणे कबूल करण्यासाठी दिल्ली भेट ही ओबामांना नामी संधी आहे. चीनचा मार्ग खुंटल्यावर ‘जगाची कार्यशाळा’ होण्याची भारताला उत्तम संधी आहे. कुशल कामगार-कर्मचारी निर्माण करणारे, आवश्यक पायाभूत सोयी-सुविधा उभ्या करू शकणारे व लोकशाहीचा अविभाज्य भाग असलेले निषेध-नाराजीचे सूर आटोक्यात ठेवू शकणारे नेतृत्त्व लाभले तर जागतिक अर्थव्यवस्थेत भारत चीनचे सध्याचे स्थान नक्कीच घेऊ शकेल. खरंच, मोदी हे करू शकतील का, याच नजरेने ओबामा त्यांच्याकडे पाहात आहेत! हरिष गुप्ता
