CRPF man in hospital for 30 months, mother asks: Where is uproar? Long and traumatic road to recovery for 28-year-old constable Jitender Kumar who was severely injured in a blast in Bastar while on election duty in 2014. 131

(Source: Express photo by Prem Nath Pandey) ON FRIDAY evening, as festival lights brighten the street outside Prakash Hospital in Noida, Rupa Devi clasps her son Jitendra Kumar’s hand. As the tears begin to fall, the two CRPF constables sitting next to her — Jugal Kishore and Gurudev — tell her softly, “Your son has braved death and look how he is responding now.” Kishore then waves his hand near Kumar’s face, which is turned towards a corner of the room, and snaps his fingers. The 28-year-old patient’s half-open eyes blink and his lips quiver. In this first-floor room, even a flicker counts as progress. Watch what else is making news: Six years ago, when Kumar told his mother that he had cleared the first round of physical examinations for joining the CRPF, Devi had tried to discourage him. “But I could not stop him. He told me that he was going to serve and protect the nation,” she says. In 2013, Kumar, in his first posting as a constable with the 80th battalion, was sent to Bastar, the ground zero of a deadly war between security forces and Maoists. On April 12, 2014, he was in an ambulance that was blown apart by an improvised explosive device — the blast killed five personnel and two medical attendants. Kumar slipped into a coma. Ever since — two years and six months — Devi and the two constables on duty have been waiting for him to wake up. There is hope. With a gradual improvement in his medical condition, Kumar was taken off the ventilator two months ago. “He is not in coma any more though he is in a state of altered consciousness,” says Dr V S Solanki at Prakash Hospital. But there is despair, too. “The problem we are expecting is in the movement of limbs. At the time of admission, he was in a state of deep vein thrombosis due to the nature of his wounds — on the spine and head. In order to address this, physiotherapy sessions are being given to him. At present, he is able to move on his four limbs,” says Dr Solanki. Kumar was the primary breadwinner of his family, also including his father, who works as a daily wage labourer at Muzaffarpur district’s Dubha village in Bihar, and two younger siblings. Months after the blast, his parents moved to a hospital in Raipur and then Noida. His sister managed to complete her graduate degree from a college in Samastipur, Bihar, but his younger brother dropped out of school. “For the last 30 months, our home is limited to the four walls of a hospital room. How can we leave our son alone? My husband and I used to shuttle between Bihar and Raipur, and now Noida. We cannot leave any of our three children alone,” says Devi. A few days ago, Kumar’s father went to his village but Devi wanted to stay by Kumar’s side for the festival week. “I keep a fast on Chhath here and my husband performs all the rituals on those days in Bihar. For the last two years, I have only been praying and making vows to the gods for my son’s health,” says Devi. “When a CRPF jawan suffers this fate, not a single voice is raised. They also protect the country and its people, and there is a mother that has given birth to them. Where is the uproar?” she asks. According to Dr Solanki, Kumar has “tremendous support” from the hospital, his family and the CRPF, which has posted two personnel with him. R D Jeany Anal, commandant of the 80th battalion, says Kumar’s colleagues “are praying for him, and wishing with all our strength that he recovers, and is with us again”. Narrating the turn of events on the day of the blast, the senior officer says, “The men were providing safe passage to election staff and other paramilitary personnel deployed for the last phase of the general elections in 2014. They were tasked with clearing the road between Jheeram ghati and Darbha on National Highway 30, which had witnessed a deadly ambush on the Congress parivartan yatra in 2013 (when 28 people, including most of the party’s leadership in Chhattisgarh were killed).” According to Anal, the troops were in the process of withdrawing when the blast occurred. “One personnel who was not feeling well due to the heat had to take a lift on one of the ambulances along with nine others. The ambulance had travelled only 300 metres when it came into contact with an IED. The blast ripped the ambulance apart. Apart from those killed, five others were severely injured. They were evacuated to Jagdalpur and taken to Raipur for better treatment,” he says. CRPF officials say Kumar has been given the best possible medical treatment. “The force has paid for the treatment at all times, and we have been ensuring that his salary continues to be deposited on time. Two constables have also been posted with him round the clock,” says an official. According to Dr Solanki, Kumar was admitted in January with multiple injuries on his head, spine, chest, abdomen and lower limbs. “He was critically ill and in deep coma. He underwent several operations of the brain, abdomen and chest. A tracheotomy (hole in the wind pipe to facilitate breathing) and a feeding tube gastrostomy were performed and the patient was on ventilator for months. The injuries have healed and now he responds to painful sensations and loud commands. Injuries and a deep vein blockage of limbs have been resolved, and general health has improved,” says Solanki. “The ENT surgeon expects Kumar to be able to speak normally soon. Soon, the feeding tube will be removed and we will be able to feed him through the mouth,” says Solanki. Meanwhile, it’s the same traumatic routine, every day, in that hospital room. Every morning, after the physiotherapy session, the two constables lift and move Kumar around as much as possible. Gurudev, the other CRPF man on duty, tells the grieving mother: “It might take time but we know that he will be walking and running on his feet very soon

कणखर इंदिराजींचे स्मरण - राजाराम ल. कानतोडे

सोमवार, 31 ऑक्टोबर 2016 - 08:44 AM IST Share Link: http://www.esakal.com/Tiny.aspx?K=tBJF8u पंतप्रधान अटलबिहारी वाजपेयी यांनी ज्यांचा दुर्गा असा गौरव केला होता, त्या इंदिरा गांधी यांचा पंतप्रधानपदाचा कालखंड परिकथा वाटावी इतका विस्मयकारक आहे. भारताच्या आतापर्यंतच्या इतिहासात पंतप्रधान होण्याचा मान मिळालेल्या त्या एकमेव महिला आहेत. बांगलादेशची निर्मीती, गरिबी हटावची घोषणा, पोखरणचा अणुस्फोट, आणीबाणी, सत्तांतर आणि ऑपरेशन ब्ल्यू स्टार यांच्याबरोबरच हरितक्रांती ही त्यांच्या पंतप्रधानपदाच्या कालखंडातील अत्यंत महत्वाची घटना आहे. इंदिराजींची आज पुण्यतिथी. त्यानिमित्त........... एखाद्या देशाची शक्ती त्याने इतरांपासून काय उधार घेतले, यावर नव्हे तर त्याने स्वतः काय कमावले, यावर मोजली जाते, असे इंदिरा गांधी म्हणत असत. याच विचाराला अनुसरून भारताचे पहिले पंतप्रधान पंडित जवाहरलाल नेहरू यांची कन्या म्हणून मिळालेला राजकीय वारसा त्यांनी अत्यंत सक्षमपणे पुढे चालविला. त्या 1959 मध्ये कॉंग्रेस अध्यक्ष झाल्या होत्या. त्यांनी पंडितजींच्या निधनानंतर 1964 मध्ये लालबहादूर शास्त्री यांच्या मंत्रीमंडळात माहिती आणि प्रसारमंत्री स्वीकारले. ताश्‍कंदमध्ये लालबहादूर शास्त्री यांचे हृदयविकाराच्या धक्‍क्‍याने निधन झाले. गुलझारीलाल नंदा यांनी हंगामी पंतप्रधान म्हणून कार्यभार स्वीकारला. कॉंग्रेसमध्ये त्यावेळी सत्तासंघर्ष सुरू झाला. कॉंग्रेस संसदीय नेतेपदाच्या निवडीसाठी मतदान झाले. इंदिराजींनी मोरारजीभाई देसाई यांचा पराभव केला. इंदिराजींनी 1966 मध्ये पंतप्रधान पदाचा कारभार हाती घेतला तेव्हा देशात अन्नधान्याचा तुटवडा जाणवत होता. महागाईने कळस गाठला होता. त्यांची जडणघडण प्रामुख्याने साम्राज्यवादविरोधी आणि समाजवादी विचारांत झाली होती. सोव्हिएत रशियाचा त्यांच्यावर प्रभाव होता, पण टंचाईच्या काळात अमेरिकेचे पंतप्रधान लिंडेन जॉन्सन यांच्याकडे त्यांनी अन्नधान्य आणि आर्थिक मदत मागितली. पीएल-480 कार्यक्रमांर्तंगत गहू आणि आर्थिक मदत पुरविण्याचे आश्‍वासन जॉन्सन दिले, पण त्यांनी खूपच जाचक अटी टाकल्या. इंदिराजींना त्या स्वीकारल्या नाहीत. अमेरिकेने मदत देण्यास विलंब लावला. एकीकडे देश कठीण परिस्थितीतून जात असताना पक्षांर्तंगत आव्हानाचा सामना त्यांना करावा लागला. ज्यांनी त्यांना पंतप्रधानपदासाठी पाठिंबा दिला होता. त्यांनीच विरोध करण्यास सुरवात केला. निजलिंगप्पा कॉंग्रेसचे अध्यक्ष असताना 1969 मध्ये त्यांना पक्षातून काढून टाकण्यात आले. त्यानंतर कॉंग्रेस इंडीकेटची स्थापना केली. प्रत्येक टप्प्यावर राजकीय आव्हानांचा सामना करताना त्यांनी लोककल्याणचे कार्यक्रम जोमाने राबविले. अन्नधान्याच्या टंचाईवर मात करण्यासाठी देशात हरितक्रांती झाली पाहिजे, यावर त्यांनी भर दिला. त्यांच्या काळात ओलिताखाली क्षेत्र दुप्पट झाले. धान्य उत्पादन 72 दशलक्ष टनांवरून 145 दशलक्ष टनापर्यंत पोहोचले. तेल बियांचे उत्पादन 1961 मध्ये गरजेच्या केवळ पाच टक्के इतके होते. ते 1984 पर्यंत सत्तर टक्के इतके वाढले. त्यांनी घडवून आणलेल्या या हरितक्रांतीमुळे देश अन्नधान्याच्या बाबतीत स्वयंपूर्ण झाला. त्यांनी 1969 ते 71 या कालखंडात खासगी क्षेत्रातील 14 बॅंकाचे राष्ट्रीयकरण, संस्थानिकांचे तनखे हक्क करणे, रुपयाचे अवमूल्यन, सार्वजनिक क्षेत्रातील उद्योगांना गती देण्यासाठी विविध निर्णय घेतले. त्यावरच 1971 मध्ये गरिबी हटावची घोषणा देऊन मुदतपूर्व निवडणुकीला त्या सामोऱ्या गेल्या. त्यांना बहुमत मिळाले. पूर्व पाकिस्तानातून भारतात मोठ्या प्रमाणात निर्वासित येत असताना इंदिराजींनी त्यात हस्तक्षेप करून बांगलादेशची निर्मीती केली. या त्यांच्या धोरणाने देशाची मान जगात उंचावली. त्यानंतर 1974 मध्ये राजस्थानातील पोखरणमध्ये अणुस्फोट घडवून जगाला भारताच्या सामर्थ्यांची चुणूक दाखविली. याने लोकांत देशप्रेम जागे झाले. हे घडत असताना दुसरीकडे आर्थिक आघाडीवर मात्र देशावर संकटाचे ढग आले होते. पाकिस्तानबरोबरच्या युद्धाचा देशावर मोठा आर्थिक ताण पडला होता. पेट्रोलियम पदार्थाच्या किंमती भडकल्य होत्या. जागतिक स्तरावर मंदीची स्थिती होती. महागाईने कळस गाठला होता. याविरुद्ध देशात विविध ठिकाणी निदर्शने सुरू झाली होती. या पार्श्‍वभूमीवर जयप्रकाश नारायण यांनी "इंदिरा हटाव‘ची घोषणा केली. आंदोलन जोरात सुरू झाले. त्याला पाठिंबा मिळू लागला. याच काळात राजनारायण यांनी दाखल केलेल्या जनहित याचिकेवर अलाहाबाद हायकोर्टाने निकाल दिला. त्यात इंदिराजींनी सरकारी यंत्रणेचा प्रचारासाठी वापर केल्याचे सिद्ध झाल्याने त्यांची निवड सहा वर्षांसाठी रद्द ठरविण्यात आली. इंदिराजींनी आपल्या पदावरून पायउतार व्हायला नकार देत देशात 25 जून 1974 ला आणीबाणी लागू केली. आणीबाणीत वीस कलमी कार्यक्रम जाहीर केला. आणिबाणी हा देशाच्या इतिहासातला काळा कालखंड होता, असे त्यांचे विरोधक म्हणतात. इंदिराजींचे समर्थक मात्र आणीबाणी कशी गरजेची होती, याचसंबंही अनेक मुद्दे मांडतात. पुढे 1977 मध्ये त्यांनी आणिबाणी मागे घेऊन देशात निवडणुका जाहीर केल्या. या निवडणुकीत त्यांचा मोठा पराभव झाला. त्या स्वतःही हरल्या. जनता पक्ष सत्तेवर आला. मोरारजी देसाई पंतप्रधान झाले पण अंर्तगत संघर्षामुळे जनता पक्षाचे सरकार पडले. त्यानंतर 1980 मध्ये पुन्हा निवडणुका झाल्या. मोठ्या फरकाने इंदिराजींनी बहुमत मिळविले. त्यानंतर पंजाबमध्ये खलिस्तानची चळवळ सुरू झाली. त्याविरूद्ध ऑपरेशन ब्ल्यू स्टार मोहीम लष्कराने हाती घेतली. सुवर्णमंदिरात घुसून जर्नेलसिंग भिंद्रनवाले आणि त्यांच्या सहकाऱ्यांना ठार करण्यात आले. त्याचा परिणाम म्हणून इंदिराजींची त्यांच्याच दोन सुरक्षारक्षकांनी 31 ऑक्‍टोबर 1984 रोजी हत्या केली. इलेक्‍ट्रॉनिक्‍स, हवामान व सागरी विकास ही खाती त्यांच्या कालखंडात सुरू झाली. "या देशाची सेवा करताना मला मरण आले तर तो मी माझा सन्मान समजेन. माझ्या रक्ताचा एकएक थेंब या देशाच्या एकतेला आणि अखंडतेला सुरक्षित ठेवील,‘ असे म्हणणाऱ्या इंदिराजींनी देश सर्व क्षेत्रात देश स्वयंपूर्ण व्हावा, यासाठी प्रयत्न करतानाच आंतरराष्ट्रीय स्तरावर भारताची मान उंचावणारी भूमिका पार पाडली. त्यांनी विनम्र अभिवादन!!

त्यापेक्षा चीनी मालावर बहिष्कार घाला-"सोशल मीडिया‘वरच्या "शेअर‘ व "लाइक‘च्या मानसिकतेत आपण अडकलो आहोत. म्हणूनच दिवाळी साजरी करताना, "एक दिवा हुतात्म्यांच्या नावानं लावा‘ किंवा "जवानांना संदेश पाठवा‘ असल्या "इव्हेंट‘च्या नादी आपण लागतो. देशाच्या पंतप्रधानांनी सैन्यातील जवानांसोबत दिवाळी साजरी करणे, देशवासीयांच्या आनंदात त्यांना सामील करून घेणे इथपर्यंत ठीक आहे.-


तलवार, नांगर अन्‌ जवानांचा 'पीपली लाइव्ह' - श्रीमंत माने, नाशिक सोमवार, 31 ऑक्टोबर 2016 - 07:57 AM IST Share Link: http://www.esakal.com/Tiny.aspx?K=yBJF5K Tags: Exclusive, blog, social, Maratha Kranti Morcha, Army सावध व्हा! भीती अशी आहे, की जे शेतकऱ्यांचं झालं तेच जवानांचं होईल की काय? कारण आधी शेतकरी आत्महत्यांबाबत पूर्णपणे बधीर झालेलो आपण सगळे आता सीमेवरील तणाव, युद्ध, हौतात्म्य या गोष्टींकडे "इव्हेंट‘ म्हणून पाहण्याच्या मानसिकतेत अडकलो आहोत. ही मानसिकता देशासाठी अत्यंत घातक आहे. या गोष्टी राजकारणी व माध्यमं दोन्हींनी अधिक गंभीरपणे हाताळायला हव्या आहेत. अन्यथा यातून कल्पनेपलीकडच्या मोठ्या संकटांना निमंत्रण देऊन बसू. वर्षातले सहा महिने हातात तलवार अन्‌ उरलेल्या दिवसांत नांगर हाती धरणारी लढवय्या जमात अशी मराठ्यांची ओळख. गेले काही महिने या समाजाचे राज्याच्या जिल्ह्याजिल्ह्यांत प्रचंड मोर्चे निघताहेत. या निमित्तानं साडेतीनशे वर्षांनंतर समाज एकत्र आल्याचा अभिमान व्यक्‍त होतोय. मोर्चावेळी पाळावयाच्या आचारसंहितेमागं तो अभिमानच आहे व त्यातून तलवार-नांगराच्या परस्परसंबंधी रिवाजाचीच उजळणी होतेय. परंपरेचाच विचार करता, रस्त्यावर आलेल्या मराठा समाजाचं भावविश्‍व प्रामुख्याने ज्या दोन क्षेत्रांमध्ये सामावलंय, त्या शेती व सैन्य या दोन्हींबाबत एकत्र विचार करण्याची वेळ आली आहे. नांगराची चर्चा वेगवेगळ्या पातळ्यांवर सुरू झालीय. तलवारीची चर्चा जरा अधिक संवेदनाशील गांभीर्याने व्हायला हवी, अशी परिस्थिती आहे. शेतकऱ्यांच्या आत्महत्यांची समस्या हाताळणारा म्हणून ज्याची खूप चर्चा झाली, तो "पीपली लाइव्ह‘ चित्रपट माध्यमं व राजकारण्यांच्या तिच्याकडं पाहण्याच्या दृष्टिकोनावर टीका करणारा होता, असं समजलं गेलं खरं. पण वस्तुस्थिती तशी नव्हतीच. शेतकऱ्यांप्रति तो खोटा कळवळा होता. नथ्था व त्याचा भाऊ शेतीतलं उत्पन्न दारू पिण्यावर उधळायचे किंवा केवळ बॅंकांची जप्ती टाळण्यासाठीच आत्महत्येचा डाव आखला गेला वगैरेमधून प्रत्यक्षात त्या चित्रपटानंही शेतकऱ्यांच्या वेदनांची खिल्लीच उडवली होती. किंबहुना आपली सरकारी व्यवस्था ज्या पूर्वग्रहदूषित नजरेनं आत्महत्यांकडं पाहतात, तिचंच प्रतिबिंब "पीपली लाइव्ह‘च्या कथानकात व सादरीकरणात उमटलं होतं. बघा, एकदा तो चित्रपट येऊन गेल्यानंतर चॅनल, सिनेमा अशा मुख्य प्रवाहातल्या दृक-श्राव्य माध्यमांमधून शेतकरी आत्महत्या हा विषय जवळजवळ संपला. राजकारणातही तो अडीच वर्षांपूर्वी केंद्रात व नंतर राज्यात सत्तांतर होईपर्यंतच होता. आता पूर्वीच्या सत्ताधाऱ्यांकडून तो अधूनमधून चर्चेत येत असला, तरी त्यात "पीपली लाइव्ह‘ पूर्वीची धार नाही. शेतकरी आत्महत्या अजिबात थांबलेल्या नाहीत. कदाचित वाढल्यातच व त्यांच्याकडे पाहण्यातल्या सगळ्यांच्या संवेदना मात्र पूर्णपणे बोथट झाल्या आहेत. हा खरंतर बाजारकेंद्रित सामाजिक-आर्थिक, राजकीय किंवा सांस्कृतिक व्यवस्थेचा परिणाम आहे. या व्यवस्थेची काही वैशिष्ट्यं असतात. एखाद्या विषयाचं गांभीर्य कमी करायचं असलं, की दोन उपाय; पहिला- अगदीच अनिवार्य होईपर्यंत अनुल्लेखानं मारायचा आणि दुसरा- उल्लेख टाळणं अशक्‍य झालं की त्याची नको नको त्या अंगानं चर्चा करायची. लोकांनी "आता थांबवा‘, म्हणेपर्यंत त्याचं चर्वितचर्वण करायचं. शेतकरी आत्महत्यांचं तसंच झालं. म्हणूनच आता यवतमाळ किंवा उस्मानाबादसारख्या दूरवरच्या जिल्ह्यांमधल्या एखाद्या आत्महत्येची मुंबई-नागपूर-पुण्यानं दखल घेणं तर दूर. त्या जिल्हा मुख्यालयाला किंवा ज्या गावात, पंचक्रोशीत आत्महत्या झाली असेल तिथंही "हे रोजचंच झालंय‘ म्हणून ती बेदखल असते. बाजारकेंद्रित म्हणा की बाजारू म्हणा, पण त्या व्यवस्थेचं आणखी एक वैशिष्ट्य आहे, ते म्हणजे लोकांना सतत "इव्हेंट‘मध्ये अडकून ठेवायचं. काहीतरी घडतंय असा सामूहिक भास निर्माण करायचा. त्यातूनच आपण गेल्या काही वर्षांमध्ये शेतकरी आत्महत्यांचं गांभीर्य कमी केलं. त्याआधी आदिवासी मुलांच्या कुपोषणबळींबाबतही असंच घडलं. आता शेतकऱ्यांच्या व्यथा व वेदनांप्रमाणेच सैन्यदलातील जवान ज्या संकटांना सामोरे जात आहेत, त्याकडंही आपली ही व्यवस्था "इव्हेंट‘ म्हणूनच पाहते आहे. परिणामी "जय जवान, जय किसान‘ घोषणा देणाऱ्या भारतात आता किसानांपाठोपाठ जवानांबाबतही काळजी वाटायला लागलीय. लाखोंच्या संख्येतील पाकसमर्थित अतिरेक्‍यांचे आव्हान आपण जितके समजतो त्याहून मोठे आहे. एक मोठा टापू सर्वांगाने अतिरेक्‍यांच्या नियंत्रणाखाली आहे. कोणत्याही कारणाने म्हणा, पण चीनसारखी शेजारची महाशक्‍ती प्रत्यक्ष-अप्रत्यक्षरीत्या पाकिस्तानच्या पाठीशी आहे. परराष्ट्र धोरण व सीमेचे रक्षण या दोन्ही दृष्टींनी हा खूप गंभीर विषय आहे. ते गांभीर्य लक्षात न घेता आपल्यातल्या उठवळ मंडळींना लोकांना देशप्रेमाचे नुसतेच उमाळे यायला लागलेत. वैयक्‍तिक व सार्वजनिक आयुष्यात आचार व विचारांनी भ्रष्ट असणारे, करचुकवेगिरीसारखी देशविघातक कृत्ये करणारेही गळ्याच्या शिरा ताणून देशप्रेमावर बोलताहेत. सारं काही "फिल्मी‘ सुरू आहे. "टीव्ही चॅनल‘साठी तर सीमेवर शत्रूंशी प्राणपणानं लढणाऱ्या जवानांचे शौर्य, त्यांचं बलिदान हा "डेली सोप‘ बनलाय. दोन देशांमधलं युद्ध जणू बंदुका, तोफा अन्‌ रणगाड्यांनी, लढाऊ विमाने व अण्वस्त्रसज्ज पाणबुड्यांनी नव्हे, तर टीव्हीच्या पडद्यावर कर्णकर्कश आवाजात घुमणाऱ्या ललकाऱ्यांनी लढलं जातं, असं वाटण्यासारखं वातावरण आहे. अत्यंत प्रतिकूल वातावरणात सीमांचे रक्षण करणाऱ्या जवानांचे बाहू फक्‍त आपलं चॅनल पाहूनच फुरफरतात, त्यांना लढण्याची स्फूर्ती मिळते, अशा आविर्भावात हे सारं सुरू आहे. शूर जवानांच्या हौतात्म्याचा बाजार मांडला गेलाय. हे सगळं अत्यंत उथळ, बाजारू व बटबटीत व झालंच तर प्रचंड संवेदनाहीन आहे. एकीकडं माध्यमं ही अशी उथळ, तर दुसरीकडं प्रत्येक घटनेचा, गोष्टीचा "इव्हेंट‘ साजरा करण्याच्या घट्ट मानसिकतेचं आपलं राजकारण. या दोन्हींचा एकत्रित परिणाम देशावर नवी व गंभीर संकटांना निमंत्रण देणारा असेल. देशाच्या राजकारणानं सैनिकी प्रशासनाची व लष्करी डावपेचांची किती चर्चा करावी, याला निश्‍चितपणे मर्यादा आहेत. पण सध्या त्यांचे कोणालाच भान उरलेले नाही. आधीच्या झालेल्या किंवा न झालेल्या आणि पंतप्रधान नरेंद्र मोदी यांनी "छोटी दिवाळी‘ म्हणून उल्लेख केला, त्या 29 सप्टेंबरच्या "सर्जिकल स्ट्राइक‘वरून देशाने अशीच उथळ चर्चा केली. राष्ट्रीय सुरक्षा सल्लागार अजित डोभाल यांच्या वैयक्‍तिक कर्तबगारीच्या "सोशल मीडिया‘वरील "पोस्ट‘पासून ते कुठल्याशा विमानात कोणी धनवान देशभक्‍ताने सैनिकांच्या भोजनासाठी मोजलेल्या पैशाच्या अफवेपर्यंत बरंच काही सुरू आहे. लष्करी डावपेच जणू थेट मुख्यालयातून आगाऊ जाहीर केले जात असावेत, अशा पद्धतीने उठसूट कोणीही देशाच्या संरक्षण धोरणावर बोलायला लागलंय. "सोशल मीडिया‘वरच्या "शेअर‘ व "लाइक‘च्या मानसिकतेत आपण अडकलो आहोत. म्हणूनच दिवाळी साजरी करताना, "एक दिवा हुतात्म्यांच्या नावानं लावा‘ किंवा "जवानांना संदेश पाठवा‘ असल्या "इव्हेंट‘च्या नादी आपण लागतो. देशाच्या पंतप्रधानांनी सैन्यातील जवानांसोबत दिवाळी साजरी करणे, देशवासीयांच्या आनंदात त्यांना सामील करून घेणे इथपर्यंत ठीक आहे. पण आपल्या आवाहनावरून इतक्‍या लाख लोकांनी संदेश पाठविले वगैरे उथळ दावे करण्याने आणखी गुरफटत चाललो नाही काय? इतकीच युद्धजन्य स्थिती असेल, तर कसली दिवाळी साजरी करतोय आपण अन्‌ कसले भाकड संदेश पाठवतोय जवानांना? बुर्झ्वा समाजातल्या अंगभर सोनं घातलेल्या महिला "व्हिडिओ‘वरून जवानांना संदेश देताहेत. असला वांझोटा व पुळचट त्याग काही कामाचा असतो का? त्यागच करायचा असेल तर दिवाळीच्या उत्सवाचाच करायचा ना! ज्या गावांतल्या जवानांना वीरमरण आलं, त्यांनी कुठं दिवाळी साजरी केली? पण तसं कोणी करणार नाही व "दिवाळी साजरी करू नका‘ असं सांगणारही नाही. कारण त्यातून बाजाराचं नुकसान होणार. म्हणजे सैन्याबद्दल प्रेम कमी व बाजाराचं आकर्षण अधिक. मेणबत्ती संस्कृतीचाच हा नवा अवतार. मेणबत्त्या पेटवून देशाच्या सीमांचे रक्षण होणार आहे काय? शुक्रवारी व शनिवारी मिळून 24 तासांत आपल्या चार जवांनाना वीरमरण आलं. हरियाना, हिमाचल, बिहार व महाराष्ट्र या राज्यांमध्ये त्यांच्या मूळ गावी देण्यात आलेला शेवटचा निरोप वगळला तर चौघांच्या मृत्यूची एकत्रित दखल आपण अभावानेच घेतली. सामान्य माणसे रोजीरोटीच्या चक्रात अडकलेली असतात. शेतीमधून कुटुंबाचे भागत नसेल तर घरातल्या तरुण मुलांनी थोडं नोकरीकडंही वळायला पाहिजे, अशा विचारातूनच कमीबहुत शिकलेली तरुण मुले सैन्यात पाठविण्याची मानसिकता जन्म घेते. मराठे, शीख वगैरे ज्यांना शौर्याची परंपरा व पार्श्‍वभूमी आहे, असे समाज सैन्यातल्या नोकरीकडे शौर्य गाजवण्याचा व देशाच्या ऋणातून उतराई होण्याचा मार्ग म्हणूनही पाहतात. पण त्या अभिमानाकडेही उपजीविकेचे साधन म्हणूनच पाहिलं जातं. खेड्यापाड्यांत सकाळी-संध्याकाळी छाती फुटेपर्यंत धावण्याचा सराव करणाऱ्या, दंड-बैठका काढणाऱ्या तरुण पोरांशी बोललं म्हणजे वास्तव समजेल. आर्थिकदृष्ट्या प्रगत समाजाला मुलांच्या करिअरसाठी वेगळी क्षेत्रे खुणावत असतात. हाती थोडा पैसा असलेल्यांना प्राणाची जोखीम असलेल्या सैन्यातील नोकरीचे आकर्षण कमी असते. युद्ध आणि वीरमरणाचा "इव्हेंट‘ करून आपण ती जोखीम घेण्यास बाध्य असलेल्यांना एक फसवं वलय देऊ पाहत आहोत. हे टाळायला हवं. जरा गंभीर होऊया. जय जवान, जय किसान !!! मुंबईच्या न्हावा शेवा बंदरात कस्टम विभागाने कारवाई करत बेकायदेशीर चिनी बनावटीचे फटाके जप्त केले. बेकायदेशीरपणे आयात करण्यात येत असलेले व जप्त करण्यात आलेल्या या फटाक्यांची किंमत ३८ कोटी ३२ लाख रुपये एवढी प्रचंड आहे. कर्कश आवाज आणि ध्वनिप्रदूषणामुळे चिनी फटाक्यांवर बंदी घालण्यात आली आहे. मात्र, तरी देखील समुद्रमार्गे ‘चायनीज’ फटाके आयात केले जात असल्याचे पुन्हा एकदा समोर आले आहे. दरम्यान, कस्टम विभागाच्या सतर्कतेने हा साठा जप्त होऊ शकला. चिनी बनावटीचे फटाके अतिशय धोकादायक, प्रचंड आवाज करणारे आणि वायू प्रदूषण करणारे आहेत. त्यामुळे या फटाक्यांवर सरकारने बंदी घातली आहे. मात्र, तरीही चोरट्या मार्गाने त्याची आयात होत आहे.

दोन दशकापूर्वी जॉर्ज फर्नांडिस यांनी ‘पाकिस्तान नव्हे, चीन हा भारताचा पहिल्या क्रमांकाचा शत्रू आहे,’ असे म्हटले होते तेव्हा गदारोळ उठला होता. ते जॉर्ज यांचे विधान आज वेगवेगळ्या अर्थाने खरे ठरत आहे. संरक्षणक्षेत्रात चीन हे भारतापुढे मोठे आव्हान आहेच, परंतु आर्थिक (त्यांचा जीडीपी सलग तिसऱ्या तिमाहीत ६.७ टक्के राहिला असल्याची बातमी गेल्याच आठवड्यात प्रसिद्ध झाली आहे) क्षेत्रातही त्याचे आव्हान मोठे होत आहे.


शहरातल्या व्यापाऱ्याला त्याच्या दारात भारतातच उत्पादन झालेल्या स्वस्त वस्तू विकायला मिळाल्या तर तो चिनी वस्तूंच्या मागे कशाला जाईल? आणि ग्राहकही भारतीय वस्तूंनाच प्राधान्य देतील यात शंका नाही. ‘मेक इन इंडिया’ ही कल्पना जर योग्यरित्या राबवली गेली तर भारताला खरेच फायदा होईल. स्वतःच्या उत्पादनांच्या विक्रीची जी व्यवस्था चीनने देशांतर्गत उभी केली आहे, तीच भारताला भारताअंतर्गत उभी करावी लागेल… काही वर्षांपूर्वीची घटना आहे. मुंबईतील एका उपनगरात वाण्याच्या दुकानात दोन गोणींमध्ये कांदे ठेवले होते. एका महिलेने त्यातले आकाराने मोठे दिसणारे व चांगले कांदे निवडले. दुसऱ्या गोणीतल्या कांद्यापेक्षा ते स्वस्त होते. दुकानदार एवढेच म्हणाला, ‘बहेनजी, वो प्याज पाकिस्तान से आया है’… हे ऐकल्याबरोबर त्या मराठमोळ्या महिलेने कांदे पटकन बाजूला ठेवले आणि दुसऱ्या ‘भारतीय’ कांद्यामधून निवडायला सुरुवात केली. दुकानदाराने ते ‘भारतीय’ कांदे ‘पाकिस्तानी’ कांद्यापेक्षा महाग असल्याचे सांगितले, तरी तिने भारतीय कांदेच निवडले. ही घटना सांगोपांगी नव्हती तर, माझ्या समोर घडली असल्याने कायम मनात राहिली. तसे पाहिले तर कृषी क्षेत्रात अशी देवाणघेवाण चालूच असते. वेगवेगळ्या देशांतून भारत अन्नधान्य आयात करतो आणि काही देशांना आपण पिकवलेले धान्य निर्यातही करतो. आपण ते खाताना धान्य कोणत्या देशातून आले आहे, याचा विचार करत नाही. इथे कांद्याचा दोष नव्हता, ज्या देशातून तो आला होता त्याचा होता, हे उघड आहे. तोच कांदा दुसऱ्या कोणत्याही देशातून आला आहे, असे दुकानदाराने सांगितले असते तरी त्या महिलेने नक्की घेतला असता. आजच्या घडीला पाकिस्तानबरोबरच चीनचेही नाव घेतले जात आहे आणि चिनी वस्तू खरेदी करू नका, असा धोशा प्रसिद्धीमाध्यमांतून लावला जात आहे. पाकिस्तानवरचा राग खूप जुना आहे. चीन हा जुनाच शत्रू असला तरी त्यांची उत्पादने न घेण्याच्या आवाहनामागे चीनने सुरक्षा परिषदेत भारताला कायम सदस्यत्व मिळण्यास केलेला विरोध आणि पाकिस्तानी दहशतवादी मसूद अझर याला अधिकृतपणे दहशतवादी जाहीर करण्यास केलेला विरोध, ही दोन कारणे आहेत. कोणत्याही देशाचे नाक दाबायचे असेल तर लष्करी बळाचा वापर आणि आर्थिक नाड्या आवळणे हे दोन प्रभावी उपाय मानले जातात. सध्या लष्करी बळाचा प्रश्नच येत नाही, त्यामुळे ‘चिनी वस्तूंवर बहिष्कार घाला’, या मागणीला जोर आला आहे. सत्ताधारी भारतीय जनता पक्षाचे लाडके बाबा रामदेव यांनीसुद्धा या प्रकारचे आवाहन केले आहेच. china-vs-india आज वस्तुस्थिती अशी आहे की, भारत ज्या देशांकडून आयात करतो त्या देशांमध्ये चीनचा क्रमांक पहिला लागतो. आपण सुमारे १२०० कोटी अमेरिकन डॉलर इतक्या मूल्याची निर्यात करतो, पण आयातीचा आकडा साधारणपणे ६२०० कोटी अमेरिकन डॉलर इतका आहे. हा फरक (ट्रेड डेफिसिट) प्रचंड आहे. अमेरिकेबाबत उलटी स्थिती आहे. आयातीपेक्षा निर्यातीचा आकडा २००० कोटी अमेरिकन डॉलरने जास्त आहे. या दोन्ही देशांच्या आकडेवारीत केवळ वस्तूंच्या आयातनिर्यातीचे आकडे आहेत. सेवा आणि थेट परकीय गुंतवणूक याचा उल्लेख नाही. तो केल्यास चित्र वेगळे दिसेल. आपल्या एकूण निर्यातीपैकी सर्वात जास्त म्हणजे १६ टक्के निर्यात आपण अमेरिकेला करतो. चीनचा क्रमांक चौथा लागतो. ती टक्केवारी केवळ ३.५ आहे. चीनकडून भारत जी आयात करतो त्यात गेल्या दोन वर्षांत २० टक्क्यांनी वाढ झाली असे ‘इंडियास्पेंड’चा अहवाल सांगतो. आपण काय काय आयात करतो? मोठ्या ऊर्जा प्रकल्पांपासून ते अगदी छोट्या पिनांपर्यंत. इतकेच नाही तर गणेशमूर्तीही चिनी कंपन्या बनवतात, असे सांगितले जाते. मोबाइल फोन, लॅपटॉप्स, खते, कीबोर्ड, एवढेच नव्हे तर टीबी आणि कुष्ठरोगावरची औषधे, अँटिबायोटिक्स, मुलांची खेळणी, सेट टॉप बॉक्सेस, टीव्हीचे सुटे भाग आणि बरेच काही आपण चीनकडून आयात करतो. आपण चीनला कापूस, तांबे, पेट्रोलियम पदार्थ आणि औद्योगिक मशीनरी हेच निर्यात करतो. आपण चीनकडून जे आयात करतो त्या वस्तू भारतात बनत नाहीत का? नक्कीच बनतात. तरी भरपूर व अत्यंत कमी खर्चातले मनुष्यबळ आणि त्यांनी उत्पादन केलेल्या वस्तूंसाठी उत्तम बाजार व्यवस्था असल्याने चीन या वस्तू अत्यंत कमी खर्चात उत्पादन करून भारताला विकतो. या वस्तू तुम्हीआम्ही घेता कामा नये, हे सांगणे पटतेही. परंतु, स्वस्त वस्तूंचे आकर्षण असणाऱ्या भारतीय ग्राहकाच्या हे कसे गळी उतरावायचे? आपण रोज वर्तमानपत्रात चिनी फोनच्या जाहिराती पाहतो. नामांकित कंपन्यांपेक्षा म्हणजे अॅपल, सॅमसंग, मायक्रोसॉफ्ट कंपनीच्या फोनपेक्षा ते फोन खूप स्वस्त असतात. सुविधा मात्र जवळपास सारख्याच असतात. नसतो तो फक्त दर्जा. पण स्वस्तात मिळतो म्हणून भराभर घेतला जातो. चिनी माल स्वस्त असतो, पण मस्त नसतो, हे जेव्हा कळेल तेव्हाच या वस्तूंचा वापर थांबेल. अलीकडेच एका वर्तमानपत्रात आलेल्या बातमीनुसार एका प्रसिद्ध चिनी ब्रँडचे पंधरा लाख फोन गेल्या तीन महिन्यात भारतात विकले गेले. आधी त्यांना दहा लाख फोन विकायला सहा महिने लागत असत. ज्या वेगाने चिनी फोनचे ब्रँड भारतात येत आहेत आणि लोकप्रिय होत आहेत ते पाहता अनेक आव्हाने आपल्यासमोर उभी राहणार आहेत. म्हणूनच चिनी मालावर बहिष्कार घालायच्या मागणीकडे दोन दृष्टींनी पाहिले पाहिजे. भावना म्हणून चिनी वस्तूंवरील बहिष्कार योग्य वाटतो. आर्थिक आणि औद्यागिक वस्तुस्थिती मात्र वेगळी आहे. ग्राहकाने अगदी ठरवून चिनी मालावर बहिष्कार घातला तर कालांतराने त्याचा परिणाम जाणवायला लागेल. पण थोड्या चढ्या भावाने तो या वस्तू घ्यायला तयार आहे का ? सकाळी उठल्यावर टूथपेस्टपासून ते रात्री झेापेपर्यंत असंख्य वस्तू आपण वापरतो. त्यातल्या बऱ्याच वस्तू बिगरभारतीय कंपन्यांनी तयार केलेल्या असतात. त्याही वापरणे बंद करावे आणि पूर्ण ‘स्वदेशी’ व्हावे असाही प्रयत्न अथवा प्रचार मध्यंतरी झाला. हीच नस ओळखून बाबा रामदेवही त्यांच्या उत्पादनांचा प्रचार/प्रसार करताना ‘भारतीयत्वा’वर भर देत असतात. त्यांच्याही उत्पादनांना मोठी मागणी आहे आणि भल्याभल्या आंतरराष्ट्रीय कंपन्या त्यामुळे खडबडून जाग्या झाल्या आहेत. बाबांच्या उत्पादनांबाबतचे वाद अथवा त्यांच्या पाठीमागचा राजकीय आशीर्वाद सध्या बाजूला ठेवले तरी हेच ‘भारतीयत्व’ अधिक प्रमाणात अंमलात यायला हवे याबाबत दुमत असण्याचे कारण नाही. इथेच सध्या बोलबाला असणाऱ्या ‘मेक इन इंडिया’ची गरज खऱ्या अर्थाने भासते. शहरातल्या व्यापाऱ्याला त्याच्या दारात भारतातच उत्पादन झालेल्या स्वस्त वस्तू विकायला मिळाल्या तर तो चिनी वस्तूंच्या मागे कशाला जाईल? War between the United States and Pakistan is imminent, if one goes by the talk in DC at every other forum on the subject. There is a strange tendency in think-tank and policy circles to sensationalize U.S.-Pakistan relations, at times giving the bilateral relationship far more significance in U.S. foreign policy discourse than what it deserves. In the midst of the frenzy in U.S.-Pakistan relations, there is a serious need to ask what exactly has gone wrong beyond the over-discussed and obvious “trust deficit,” “Haqqani network” and the “transactional” nature of the relationship—all of which is the product of the underlying problem, not the root cause. The answer might be less sensational, and have more to do with bureaucratic failure in the relationship. Based on my experience in the government of Pakistan, and through interviews with key civil and military officials in Pakistan and discussions with American officials, I have been able to flesh out what drives U.S.-Pakistan relations to the edge—those little bureaucratic things that don’t come to the surface and are not so interesting to discuss at forums. The first issue is ruptured communication and messaging on both sides, which leads to misplaced expectations, double-talk and unneeded suspicion. It almost appears that U.S.-Pakistan relations suffer from a chronic oversized bureaucracy that is unable to coordinate messaging—not just between the two countries, but also between the institutions within the two countries, driving relations to the edge over every strategic or ideological clash in the war on terror. Officials on the Pakistani side complain of receiving mixed signals from the United States, with the State Department saying one thing and the Pentagon saying another. Officials cite how within the span of a single day, different branches of the U.S. government have a different take on Pakistan’s role in the war on terror, fluctuating anywhere from “appreciation” to “do more” and “backstabbing.” Moreover, lack of clarity on America’s Afghan peace strategy, according to senior Pakistani military officials, also creates a communication gap that quickly escalates into suspicion. Lack of clarity on aid is also a concern, where the U.S. Congress takes Pakistan to task for taking so much money and not delivering enough, without going into the details of how much aid actually gets delivered to Pakistan and what really is its effectiveness. Too much talk on aid and pressing Pakistan on the subject is another irritant that constantly puts Pakistan on edge while raising expectations in the United States. The sentiment is the same on the American side, which finds itself frustrated over Pakistan’s duplicity. The frustration is not only due to Pakistan’s support for the Haqqani network, but even more so because Pakistan has been going in circles over its position on the Haqqani network for a long time. Pakistan’s complete silence regarding its obvious support for the Haqqani network has not only allowed the lobbies in Washington, DC, to frame Pakistan as directly involved in the loss of American lives, but more importantly convinced American officials not to expect honest talk from its major ally in the war on terror. The absence of blunt and candid conversation between the two sides has immensely complicated the relationship, which now requires a full reset. It is deplorable that the United States and Pakistan, engaged together in a long war, have ceased to talk and listen to each other directly and instead either rely on intelligence snooping or else let think-tank reports and discussions build perceptions about each other. There may be a need for both sides to have a track 2 dialogue, to bring the governments back to the same page and build trust measures. The second issue in U.S.-Pakistan relations is a result of serious political and bureaucratic failures by the government of Pakistan, which lacks a vision and policy for its relations with the United States. While the United States has a clear policy and knows exactly what it wants from Pakistan—to ensure its support in Afghanistan, reduce the risk of nuclear fallout and push the government to eliminate militancy in its borders—the government of Pakistan does not know what it wants from its relations with the United States, both in the long term and the short term. Given the fact that America has been Pakistan’s closest and oldest ally, having no extensive policy on the United States from the civilian political leadership and the bureaucracy is a reflection of incompetency. The only strand of policy on the United States is that developed by the Pakistan military in the context of security and the ongoing war. However, even that policy is little more than a wish list of F16s, hardware and other equipment, with a vague sense of how to enable American support against India and Afghanistan. Period. U.S.-Pakistan relations are bound to remain turbulent and transactional in nature, not because both countries want it, but mostly because the government of Pakistan is unable to come up with a strategic plan to engage the United States on the civilian front and change the discourse from matters of security to economics and trade. Pakistan, as a smaller partner in this relationship, has to drive and push for its national interests vis-à-vis the United States instead of the United States having to educate the government of Pakistan on what Pakistan’s national security and economic challenges are. The reversed role that the United States has been playing is well exemplified in the shape of the Kerry-Lugar-Berman Bill—an American attempt to help Pakistan develop a good five-year deal to develop itself. The lack of homework on Pakistan’s side regarding its policy on the United States, and the overwhelming expectations to deliver from the American side, set the two countries off-balance on an already delicate relationship that is tied to Afghanistan. The third, and perhaps trickiest, issue is the lingering past and irritants that shape the mindset on both sides. The Pakistani establishment is still overly cautious in its relations with the United States due to its past experience of being abandoned at the end of the Cold War and thrown under the bus by the United States with the enforcement of the Pressler Amendment. There is a genuine sentiment in the Pakistani establishment and the public at large that the United States is going to withdraw from Afghanistan in haste, and abandon Pakistan to deal with the mess alone. Pakistan’s move to bring China into the Afghan peace process is precisely out of that concern: to have a backup in case the Americans lose patience and abandon the region. No amount of assurance has been able to convince Pakistan that the United States is likely to stay in the region and is interested in a long-term alliance with Pakistan, especially when messaging from the U.S. Congress continues to be dominated by threats of sanctions and putting Pakistan on the State Sponsor of Terrorism list. Then there is a constant irritant in the form of F16s, which have become a domestic symbol of American duplicity in Pakistan. Given that there is an impasse on the issue, Pakistan needs to leave the matter behind and move on. At this moment, Pakistan needs to reduce as many irritants as possible, in order to strengthen its relations with the United States. On the part of the United States, it may also have to let go of the irritants it faces, which include Pakistan’s previous efforts to cut deals with militant groups to prepare for a political settlement, which the Americans have seen as Pakistan playing a double game. The fourth and last major issue is that of timelines—essentially the pivotal issue that leads U.S.-Pakistan relations to rock bottom. Given that there is a lack of communication and differences in strategic interests, the challenge, according to almost all the military officials I interviewed in Pakistan, has been to get America to agree on timelines. According to senior military officials in Pakistan, the U.S. war against terrorism has been a victim of American domestic electoral politics and timelines. The U.S. strategy in the war has been to get quick results and move on, while Pakistan has continued to advocate a long-term strategy that included a quick political settlement with the militant groups, which the United States resisted to accept for a long time. The issue of timelines is still a major thorn in the relationship, with the Pakistani establishment viewing the killing of Mullah Akhtar Mansour in a drone strike as a U.S. attempt to speed up the process because it was pressed on its own timelines. As one senior Pakistani military general commented, “Wars are not won during lunch breaks. It is won with patience that the American side lacks.” If the two sides can agree on timelines, U.S.-Pakistan relations can show significant improvement. While the think tanks and the media in Washington and Islamabad predict a total collapse in U.S.-Pakistan relations due to an impasse over the Haqqani network and other issues, the relationship has endured for over six decades, with a history of close cooperation on matters of security and intelligence. Relations are suffering, not because of the inherently different interests or evil designs between the two countries, but mostly because of the bureaucratic and logistical issues that have risen due to deep engagement in a long war that is nowhere near its end. 'तुम्ही ठेवल्यात कशाला चायनीज माळा दुकानात? खरंतर तुम्ही चायनीज माल विकायलाच नाही ठेवला पाहिजे' त्या माणसाने सात्विक संतापाने म्हटलं. दुकानातल्या बाकीच्या गिऱ्हाईकांनी लगेच त्याला दुजोरा दिला. 'काही काही बारीक माळा इंडियन नाही मिळत अजून म्हणून ठेवाव्या लागतात चायनीज माळा. काय करणार'? दुकानदार ओशाळून म्हणाला. 'ह्या वर्षी चायनीजचा डिमांड कमी झालाय का हो'? मी विचारलं. 'हो ताई, खूपच कमी झालाय. जवळ जवळ पन्नास ते साठ टक्के खप घटलाय चायनीज मालाचा. जो येतो तो इंडियनच वस्तू मागतोय', दुकानदार म्हणाला. 'हा सगळा सोशल मीडियाचा परिणाम आहे ताई'. चायनीज वस्तूंचा बहिष्कार ही आता केवळ कवीकल्पना राहिलेली नाही. ह्या दिवाळीत त्या बहिष्काराचा चांगलाच परिणाम बाजारात दिसून येतोय. स्वतः चायनीज दूतावासालाही ह्याबाबत अधिकृत स्टेटमेंट द्यावं लागलं इतका मोठा ह्या बहिष्काराचा आर्थिक परिणाम आहे. अखिल भारतीय विक्रेता संघटनेने तर म्हटलंय की ह्या वर्षी दिवाळीशी संबंधित चायनीज मालाचा खप जवळजवळ तीस ते चाळीस टक्क्यांनी घटेल असं त्यांना वाटतंय. चिनी दूतावासाने दिलेल्या अधिकृत निवेदनात म्हटलंय की चायनीज मालाचा भारतात बहिष्कार झाला तर त्याचा चीनच्या अर्थकारणावर काहीच परिणाम होणार नाही, कारण भारत ही चीनसाठी मोठी बाजारपेठ नाहीच आहे. चीनचं असं म्हणणं आहे की त्यांच्या एकूण निर्यातीतला फक्त दोन टक्के वाटा भारताचा आहे. पण हे अर्धसत्य आहे, कारण चिनी मालावर घातलेल्या अघोषित बहिष्काराचा परिणाम चिनी निर्यातीवर अगदीच नगण्य असता तर चिनी दूतावासाला असं अधिकृत निवेदन देण्याचा खटाटोप का करावा लागला असता? सामाजिक आणि आर्थिक बहिष्कार हे सर्वसामान्य लोकांच्या हातात असलेलं हत्यार वेळप्रसंगी किती प्रभावी बनू शकतं ह्याचं यंदाच्या दिवाळीतला चिनी बनावटीच्या मालावरचा बहिष्कार हे एक आदर्श उदाहरण आहे. -शेफाली वैद्य

Military Budgets in India and Pakistan: Trajectories, Priorities, and Risks , Key Findings


 Personnel costs in India’s defense budget are crowding out investments in military modernization. These budgetary trends will negatively impact India’s defense posture, particularly with respect to air power.  Domestic politics, bureaucratic inertia, and fiscal constraints make it unlikely that recent trends in Indian defense spending – namely, declining capital budgets relative to personnel costs – can be reversed in the near to medium term.  Pakistan’s defense budget is higher than official estimates. Although Pakistan has increased the transparency of its defense spending in recent years, the country’s budget documents raise more questions than answers.  In the long run, Rawalpindi will either have to make tough choices about defense priorities, strategy, and national objectives, or dedicate a larger portion of government spending to defense.  Pakistan’s ability to purchase big-ticket weapons systems from the United States and Western countries will be increasingly difficult unless it can do so at concessionary rates, which seems unlikely.  India spends at least four percent of its defense budget on nuclear weapons, while nuclear weapons account for at least 10 percent of Pakistan’s military spending. In 2016, Pakistan will spend at least $747 million on nuclear weapons, and India will spend $1.9 billion.  In the long run, India’s relative resource advantage will feed Pakistan’s worst-case perceptions of the conventional military balance. Absent a reevaluation of the utility of nuclear weapons, Pakistan will continue to offset India’s conventional forces with investments in nuclear weapons, especially those that are difficult to keep safe and secure.  States that seek to substitute nuclear for conventional capabilities do so at great peril to themselves as well as others. Pakistan’s military will increasingly have to make this choice, unless it receives an even bigger slice of the budget pie. If Pakistan responds to defense budget shortfalls by increasing reliance on nuclear weapons, it will heighten its national security dilemmas. Abstract The national security of India and Pakistan will hinge on the manner in which each state converts economic power into military strength. This report examines current trends in defense spending in India and Pakistan. First, I examine defense spending in India and argue that India’s military modernization efforts will be delayed by trends in the defense budget and its management. Next, I explore defense spending in Pakistan and conclude that the country’s actual defense budget is likely higher than the estimates provided in official defense budget documents. I conclude by estimating how much of the defense budget in each country is dedicated to nuclear weaponrelated capabilities, and argue that Pakistan’s reliance on nuclear weapons will increase as India’s relative advantage in defense spending and conventional military power grows in the years ahead. India’s economy is eight times larger than Pakistan’s, and may be 15 times larger in 2030. Absent reconciliation between India and Pakistan, how each state converts economic power into military strength will reflect longstanding grievances. India’s advantages are diminished by an ad hoc approach to defense budget management and other constraints, but long term trends point to Indian ascendance. Pakistan cannot match India conventionally in the long term, and any attempt to do so will exhaust its economy. Responding to adverse defense spending trends with increased reliance on nuclear weapons, especially short-range weapons, may be a cost effective approach, but it is likely to diminish Pakistan’s national security. India’s Defense Budget • India’s defense budget is growing at an impressive clip, but rising personnel costs are crowding out resources for modernization. Since the mid-2000s, an increasing share of India’s defense budget has been dedicated to pensions and personnel costs, while capital outlays – investments in weapons systems – are decreasing relative to the rest of the budget. • Declining capital budgets will delay military modernization efforts and reduce projections of India’s advantages over Pakistan, particularly with respect to air power. India’s plan to purchase French Rafale aircraft, for example, has been delayed and downsized in part due to declining capital budgets for aircraft. • Recent trends in Indian defense spending – declining capital investments relative to personnel costs – are likely to continue for the foreseeable future. New Delhi has committed to increases in military salaries and pensions which leave less room for modernization. Meaningful budgetary reform in the defense ministry is unlikely to materialize in the near-future, because implementing reform within India’s defense bureaucracy has been so challenging. Pakistan’s Defense Budget • Pakistan spends more on defense than its official estimates suggest. Pakistan leaves out important components of the defense budget, and there is reason to believe that offbudget financing supplements official spending. • The inter-service distribution of the defense budget reflects the preeminence of the Pakistan Army. The Army receives nearly half of the country’s defense budget, and is by far the largest service in terms of troop strength. The Army has overspent its allocated defense budget every year since 2009. The practice of exceeding its allocated budget is in stark contrast to India, where services routinely underspend their budgets. • Rawalpindi has already begun to receive less military assistance from the United States, as US troop strength in Afghanistan has declined. US military aid accounted for 21 percent of Pakistan’s defense budget between 2002-2015, and now accounts for less than 11 percent. Pakistan will rely on China for major conventional platforms going forward, but Beijing’s support and subsidies are likely to be less than what Washington provided. India’s relative resource advantage will continue to feed Pakistan’s worst-case perceptions of the conventional military balance. It is unlikely that Rawalpindi will be persuaded by arguments that India’s conventional warfighting advantages are not as great as they appear on paper. Rawalpindi’s Strategic Dilemma • In the face of India’s growing conventional advantages Rawalpindi may be tempted to increase reliance on nuclear weapons, which would increase Pakistan’s security dilemmas. Other states have tried this, only to reverse course. • The question for the Pakistan Army is not whether it will compete with India, but how. Nuclear weapons are useful for deterrence, but not warfighting. There is no substitute for military capabilities necessary for conventional defense and internal security. श्रीनगर, दि. 29 - पाकिस्तानने अजूनही आपल्या कुरापती सुरु ठेवल्या असून सीमारेषेवरील भागांमध्ये गोळीबार करत आहे. कुपवाडाच्या माछिल सेक्टरमध्ये गस्त घालणा-या लष्करी तुकडीवर दहशतवादी हल्ला करण्यात आला, ज्यामध्ये बीएसएफचे दोन जवान शहीद झाले आहेत. शीख रेजिमेंट्सचे मनदीप सिंह आणि नितीन सुभाष अशी शहीद झालेल्या जवानांची नावे आहेत. शहीद जवान नितीन सुभाष महाराष्ट्राचे सुपूत्र असून सांगलीचे रहिवासी आहेत. एकीकडे देश दिवाळी साजरी करत असताना दुसरीकडे सीमारेषेवरील जवान मात्र शत्रूशी जीवाची बाजी देऊन लढत आहेत. भारताच्या सर्जिकल स्ट्राईकनंतर पाकिस्तानने तब्बल 53 वेळा शस्त्रसंधीचं उल्लंघन केलं आहे. जम्मू काश्मीरमधील कठुआ सेक्टरमध्ये पाकिस्तानकडून तोफमारा करत शस्त्रसंधीचं उल्लंघन करण्यात आलं. सकाळी 7 वाजून 20 मिनिटांनी पाकिस्तानने हल्ला करण्यास सुरुवात केली. बीएसएफने चोख प्रत्युत्तर दिलं आहे. सीमारेषेवरील तणाव लक्षात घेता सीआरपीएफने काश्मीरमध्ये सुरक्षा वाढवली असून चेक पॉईंट्सही वाढवली आहेत. पंतप्रधान नरेंद्र मोदी यंदाची दिवाळीही बॉर्डरवरील जवानांबरोबर साजरी करत आहेत. यावेळी ते उत्तराखंडमध्ये भारत-चीन बॉर्डर परिसरात इलाके माना पोस्टवर तैनात असलेल्या आईटीबीपीच्या जवानांबरोबर असतील. शनिवार मोदी चमोली डिस्ट्रिक्टला पोहोचतील. आधी बद्रिनाथ मंदिरात दर्शन घेतील. यावेळी नॅशनल सेक्युरिटी अॅडव्हायजर अजित डोभालही त्यांच्याबरोबर असतील. दरम्यान, मोदींच्या #Sandesh2Soldiers कॅम्पेनद्वारे आतापर्यंत जवानाना 10 लाखांपेक्षा जास्त शुभेच्छा संदेश पाठवण्यात आले आहेत. सलग तिसरी दिवाळी जवानांबरोबर - केंद्रीय मंत्री धर्मेंद्र प्रधान यांनी शुक्रवारी ही माहिती दिली. 29 तारखेला सकाळी एअरफोर्सच्या खास विमानाने मोदी गौचरला पोहोचतील. - बद्रीनाथच्या दर्शनानंतर मोदी आयटीबीपीच्या जवानांबरोबर दिवाळी साजरी करतील. चहा-नाश्ताही येथेच घेतील. - उत्तराखंडमध्ये चीनला लागून असलेल्या सीमेवर माना हे अखेरचे गाव आहे. - पंतप्रधान बनल्यानंतर मोदी सलग तिसऱ्यांदा जवानांबरोबर दिवाळी साजरी करत आहेत. - गेल्यावर्षी मोदी अमृतसरच्या खासामध्ये डोगराई वॉर मेमोरियलच्या दौऱ्यावर गेले होते तर 2014 मध्ये त्यांनी सियाचीनमधील जवानांबरोबर दिवाळी साजरी केली होती. जवानांना शुभेच्छा पाठवण्याचे अपील - मोदींनी गेल्या सोमवारी लोकांना विनंती केली होती की, त्यांनी जवानांना दिवाळीच्या शुभेच्छांचे संदेश पाठवावे. - महोबामध्ये एका रॅलीत मोदी म्हणाले होते, दिवाळीला जवानांना संदेश पाठवून त्यांचे मनोधैर्य वाढवावे. काय आहे #Sandesh2Soldiers कॅम्पेन? १९६२ मध्ये भारतीय लष्कराची तयारी नसताना, लष्कराला पुरेशी संसाधने उपलब्ध करून न देता नेहरू सरकारने ‘फॉर्वर्ड पॉलिसी‘ राबवली.. नेहरूंना वाटायचे की सीमेवर भारत- चीन दरम्यान चकमकी झडत राहतील, मात्र त्यातून उद्भवणाऱ्या तणावाचे रूपांतर चीनद्वारे युद्ध पुकारण्यात होणार नाही.. सन १९६२ च्या भारत-चीन युद्धानंतर सुरू झालेली भारतीय अपयशाची चिकित्सा अद्याप सुरू आहे. युद्धानंतर तत्कालीन पंतप्रधान जवाहरलाल नेहरू यांचे आसन डगमगते की काय अशी परिस्थिती होती. सन १९६३ मध्ये झालेल्या लोकसभेच्या ३ पोटनिवडणुकांत कॉँग्रेस उमेदवारांचा पराभव झाला होता, तर नेहरूंना प्रथमच लोकसभेत अविश्वास प्रस्तावाला तोंड द्यावे लागले होते. मात्र त्यानंतर नेहरूंनी, आपल्या अखेरच्या महिन्यांमध्ये, केंद्र सरकारला सावरून घेत देशाला पुन्हा आत्मविश्वास प्राप्त करवून दिला होता. हे करण्यासाठी त्यांना एकीकडे सहा कॅबिनेट मंत्र्यांचा बळी द्यावा लागला, तर दुसरीकडे कॉँग्रेस पक्षाने चीनने केलेल्या ‘विश्वासघाताचे’ कार्ड प्रभावीपणे वापरले. जनतेचा रोष चीनकडे वळवत नेहरूंविषयी सहानुभूती निर्माण करण्यात कॉँग्रेसने यश मिळवले होते. याच वेळी, विरोधी पक्षांनी नेहरूंना खलनायक ठरवत त्यांच्यावर टीकेची झोड उठवली होती; पण या टीकेचा रोख नेहरूंच्या नेतृत्वाचे पतन करण्याकडे अधिक होता. भारताच्या संरक्षण धोरणातील त्रुटी दूर करत राष्ट्रीय सुरक्षेला बळकटी आणण्याचे प्रयत्न झाले नाहीत. परिणामी, सन १९६२ च्या अपयशाच्या चिकित्सेचे राजकारण अजूनही चिघळत आहे. आपल्या अपयशाची इतक्या दीर्घकाळ जाहीर चर्चा करणारा भारत हा जगातील कदाचित एकमेव देश असावा. सन १९६२ च्या युद्धातील पराभवाची कारणे प्रस्थापित करत उपाययोजना सुचवण्यासाठी तत्कालीन नेहरू सरकारने ब्रूक्स-अॅाण्डरसन आणि भगत समितीची स्थापना केली होती. या समितीचा अहवाल ‘अत्यंत गोपनीय’ ठरवण्यात आल्याने तो भारतीयांना वाचायला मिळालेला नाही. आजवर केंद्रातील सर्वच पक्षांच्या सरकारांनी या अहवालाबाबत मौन बाळगले आहे. ब्रूक्स-अॅीण्डरसन आणि भगत यांनी अहवालाची एकच प्रत तयार केली होती, असा सर्वसामान्य समज आहे. मात्र, त्यांनी स्वत:कडे अतिरिक्त प्रत राखून ठेवली असण्याची दाट शक्यता आहे. सन २०१३ मध्ये नेविल मेक्स्वेल नावाच्या ब्रिटिश पत्रकार-लेखकाने त्याच्या ब्लॉगवर या अहवालाचे काही अंश प्रकाशित केले होते. (यानंतर त्याच्या ब्लॉगवर भारतात बंदी आणण्यात आली) अहवालाच्या प्रकाशित अंशांचा काही भाग आणि नेविल मेक्स्वेलने सन १९७२ मध्ये प्रकाशित केलेल्या ‘इण्डियाज चायना वॉर’ या पुस्तकातील निष्कर्ष जवळपास सारखे असल्याचे दिसून आले आहे. यामुळे आता ब्रूक्स-अॅाण्डरसन आणि भगत यांनी नेविल मेक्स्वेलला अहवालाची प्रत उपलब्ध करवून दिली असण्याच्या शक्यतेवर चर्चा सुरू आहे. या अहवालात भारतीय लष्कराच्या वरिष्ठ अधिकाऱ्यांनी प्रत्यक्ष युद्धात घेतलेल्या निर्णयांसह लष्करातील निर्णय घेण्याच्या एकंदर प्रक्रियेवर कडक ताशेरे ओढले असावेत आणि त्यामुळेच अहवाल प्रसिद्ध न करण्याकडे सर्वच सरकारांचा कल असावा असा अभ्यासकांचा अंदाज आहे. लोकशाही व्यवस्थेत लष्कराच्या यशाचे श्रेय जसे सरकारला मिळते तसे लष्कराच्या अपयशाचे खापरसुद्धा सरकारवर फुटत असते. लोकशाहीत निर्वाचित सरकारचे स्थान सर्वोच्च असल्याने या प्रथा योग्यच आहेत. सन १९६२ च्या युद्धाबाबत नेहरूंवर दोन परस्परविरोधी आरोप होतात. नेहरूंचे चीन धोरण अगदीच खुळेपणाचे आणि बोटचेपे होते. चीनबाबत सुरुवातीपासून कठोर भूमिका घेण्याची गरज होती जी नेहरूंनी घेतली नाही आणि चर्चा व करारांच्या माध्यमातून चीनशी मत्री करण्याचे वांझोटे प्रयत्न केले. हा आरोप मुख्यत: भारतात होतो. याबाबत नेहरूंची सखोल भूमिका होती. त्यांच्या मते जागतिक राजकारणात चीनला एकटे पाडल्यास तो देश आक्रस्ताळेपणा करण्याची अधिक शक्यता आहे. त्याऐवजी चीनशी संवाद सुरू ठेवून त्याला आंतरराष्ट्रीय व्यासपीठांवर सामावून घेण्याने चीनशी युद्धाची शक्यता कमी होते. भारताला आपल्या शेजारी दोन शत्रुराष्ट्रे परवडणारे नसल्याने चीनला मित्र बनवण्यात राष्ट्रीय हित आहे, असे त्यांचे मत होते. नेहरूंच्या या भूमिकेनंतरही युद्ध झालेच! मात्र, याशिवाय कदाचित आणखी आधी आणि अधिक भीषण युद्ध होऊन मोठी मानहानी भारताच्या पदरी पडली असती, ही शक्यता नाकारता येत नाही. नेहरूंवर याच्या अगदी विरुद्ध होणारा आरोप म्हणजे त्यांच्या बोलण्यात आणि कृतीत विरोधाभास होता. उदाहरणार्थ, नेहरू सीमा प्रश्नावरील चच्रेसाठी नेहमीच तयार असायचे, पण प्रत्यक्ष चच्रेत थोडीही लवचीकता दाखवायचे नाही. मुख्यत: भारताच्या बाहेरून मोठय़ा प्रमाणात हा आरोप होतो. याच प्रकारे, भारताला युद्ध नको, असे सांगत असताना प्रत्यक्षात सन्याला ‘फॉर्वर्ड पॉलिसी’चे आदेश नेहरूंनी दिले होते. नेविल मेक्स्वेलने आपल्या पुस्तकात नेहरूंच्या ‘फॉर्वर्ड पॉलिसी’ला युद्धासाठी जबाबदार धरले आहे. सन १९५९ नंतरचे नेहरूंचे चीन धोरण या आरोपांची पुष्टी करणारे आहे. सन १९६० मध्ये तत्कालीन चिनी पंतप्रधान चाऊ एन लाय भारतात येऊन गेल्यावर ही सीमा प्रश्नाची चर्चा फलदायी ठरणार नाही हे स्पष्ट झाले होते. सन १९५९ मध्ये दलाई लामांनी भारतात शरण घेतल्यावर भारतीयांमध्ये चीनबाबत कमालीचा राग होता. या पाश्र्वभूमीवर नेहरूंनी सीमा प्रश्नावर लवचीकता दाखवण्याची शक्यता संपुष्टात आली होती. तरीसुद्धा संसदेत विरोधी पक्षांद्वारे सातत्याने होणारी घणाघाती टीका, या टीकेला प्रसारमाध्यमांद्वारे मिळालेली प्रसिद्धी आणि त्यातून तयार झालेले जनमानस या सर्वाना उद्देशून धोरण आखणे नेहरूंसाठी अपरिहार्य झाले होते. या दबावातून भारतीय लष्कराच्या ‘फॉर्वर्ड पॉलिसी’चे तंत्र नेहरूंनी अवलंबले! चीनने दावा ठोकलेल्या प्रदेशांत शक्य तितक्या पुढे जात लष्कराने छोटय़ा छोटय़ा छावण्या प्रस्थापित करायच्या आणि त्या प्रदेशावर आपला हक्क प्रस्थापित करायचा हे ‘फॉर्वर्ड पॉलिसी’चे उद्दिष्ट होते. भारतीय लष्कराची पर्याप्त तयारी नसताना किंवा लष्कराला पर्याप्त संसाधने उपलब्ध करून न देता नेहरू सरकारने ‘फॉर्वर्ड पॉलिसी’ राबवली होती. यामागे नेहरूंची समजूत अशी होती की, सीमेवर भारत आणि चीनदरम्यान छोटय़ा छोटय़ा चकमकी घडत राहणार, मात्र त्यातून उत्पन्न तणावाचे रूपांतर चीनद्वारे युद्ध पुकारण्यात नाही होणार. चीनला घेरण्याच्या अमेरिकी व्यूहरचनेमुळे त्या देशाची झालेली कोंडी, चीनचे सोव्हिएत रशियाशी वाढत चाललेले वाद आणि चीनमधील भीषण अंतर्गत समस्या यामुळे चीनचे नेतृत्व युद्धाच्या भानगडीत पडणार नाही हे नेहरूंचे आकलन होते. नेहरूंना युद्ध नकोच होते, त्यामुळे त्यांनी सीमेवर मजबूत लष्करी फळी उभारण्यास प्राधान्य दिले नव्हते. तसे केल्याने भारत युद्ध करू इच्छितो, असा संदेश चीनला जाईल याची त्यांना खात्री होती. याचा अर्थ असा नव्हता की, भारताकडे पर्याप्त लष्करी सामथ्र्यच नव्हते. खुद्द नेहरूंच्या सरकारने स्वातंत्र्यानंतर लष्कराच्या विस्तारावर लक्ष केंद्रित केले होते. सन १९४९ मध्ये भारताच्या सशस्त्र सेनेची संख्या २,८०,००० होती जी सन १९६२ पर्यंत ५,५०,००० पर्यंत पोहोचली होती. सन १९४७ मध्ये भारतीय वायुदलाकडे ७ लढाऊ तुकडय़ा होत्या, ज्यांची संख्या सन १९६२ मध्ये १९ झाली होती. सन १९६२ मध्ये भारत व सोव्हिएत रशियाने मिग लढाऊ विमानांच्या भारतात निर्मिती करण्याच्या करारावर स्वाक्षरी केली होती. मात्र उपलब्ध लष्करी सामर्थ्यांचा उपयोग करत बचावात्मक सामरिक धोरण आखणे आवश्यक होते जे त्या वेळी भारताकडे नव्हते. सरकार व सन्यदले आणि सन्यदलांमध्ये आपापसात समन्वयाचा ‘स’सुद्धा अस्तित्वात नव्हता हे वास्तवदेखील दुर्दैवाने युद्धाच्या वेळीच उघड झाले. सन १९६२ मध्ये लागलेल्या ठेचेतून आलेला शहाणपणा भारताला सन १९६५च्या युद्धात उपयोगी आला. मात्र जो ‘बूंद से गयी वो हौद से नहीं आती,’ हेसुद्धा तेवढेच खरे! परिमल माया सुधाकर

India seems to be taking its battle to China after flexing its muscles against Pakistan. Soon after permitting a rare visit by US Ambassador to India, Richard Verma, to Arunachal Pradesh—claimed by both India and China—the Modi government has now given the green signal for a visit to the north-eastern state by the Tibetan spiritual leader, the Dalai Lama, who has been living in exile in India since 1959 after fleeing Tibet after a failed uprising against Chinese rule. The Dalai Lama’s visit is expected to take place in March 2017, and the proposed trip has riled China. China on Friday objected to Dalai Lama’s scheduled visit to Arunachal Pradesh, saying the invitation to the Tibetan spiritual leader “will only damage peace and stability of the border areas” as well as its ties with India. A similar visit by the Tibetan spiritual leader in 2009 had drawn protests from China. India at that time had politely but firmly told Beijing that the “Dalai Lama is an honoured guest” and a “is a religious leader” and that India doesn’t “allow him to engage in political activities”. He is absolutely free to travel to any part of the country,” Indian foreign ministry spokesman Vikas Swarup told a press conference on Thursday. “It is a fact that he has a sizeable following among the Buddhists in Arunachal Pradesh who like to seek his blessings. He has visited the state in the past as well as we see nothing unusual if he visits again,” Swarup said. Tawang in Arunachal Pradesh was the so-called point of entry for the Dalai Lama into India when he fled Tibet in 1959. China lays claim to 90,000 sq.km of land or most of Arunachal Pradesh, which India says is an integral part of its territory. According to China, Arunachal Pradesh is part of what it calls South Tibet. According to news reports, China especially wants to hold on to a centuries-old monastery in the region that is seen as a leading centre of Tibetan Buddhism in India. India also says that China occupies 38,000 sq.km (15,000 sq miles) of territory in Aksai Chin plateau in the western Himalayas. Disagreement between India and China over parts of their 3,500-km (2,175-mile) border led to a brief war in 1962. Since then, the two countries have moved to manage the dispute, but many rounds of talks have not yielded much progress. According to Srikanth Kondapalli, a professor of Chinese Studies at New Delhi-based Jawaharlal Nehru University, “India is not worried about upsetting China here.” “And there is a context to it,” Kondapalli said, pointing to several actions of China in the recent past that have upset India. One is China’s continuous shielding of Pakistan and Pakistan-backed terrorism against India. This year, China has twice blocked India’s bid to get Pakistan-based terrorist group Jaish-e-Mohammad chief Masood Azhar declared as a UN-designated terrorist. The first instance was in April and the second earlier this month. India holds Azhar responsible for many terrorist acts in India including the 13 December 2001 attack on India’s Parliament as well the 2 January 2016 attack on the Pathankot airbase. On the record, Beijing says it stands against all forms of terrorism, but it has refused to end its “technical hold” on the ban on Azhar. Again, ahead of the Brazil-Russia-India-China-South Africa or Brics meeting in Goa on 15-16 October, vice-foreign minister Li Baodong told reporters in Beijing that no country should have double standards on terrorism or use it for political gains. With Modi himself taking the lead seeking to isolate Pakistan on the issue of anti-India terrorism following the 18 September attack on an Indian army garrison in Kashmir, Li’s statement suggested that China would not back India’s stance against that of its all weather friend Pakistan. China’s position vis-a-vis India’s application to the exclusive Nuclear Suppliers’ Group (NSG) that sets the rules for global nuclear commerce too has not been accommodative. Beijing has pointed out that India is not a signatory to the nuclear non-proliferation treaty and cannot be admitted into the NSG club. India has said its application seeking admission to the NSG is tied to its need for clean energy and climate change commitments. According to Kondapalli, India has been trying to engage China on all these issues—and at the highest political levels—but Beijing seemed unmoved. “So the Dalai Lama visit could be one way of India expressing its displeasure,” he said

Hare, tortoise and monkey: As China head butts its neighbours and rivals, it is setting itself up for a fall


Such was the apparent chariness of Chinese leaders about their country’s economic and military resurgence being seen as a threat, that in 2006 they amended the political goal of a “peaceful rise” to “peaceful development”. The militaristic overtones of “rise”, it was felt, were best avoided. For years China’s persuasive leaders and scholars claimed that daunting internal battles against poverty and inequality made fears of Chinese expansionism over cooked. Under Hu Jintao, China pledged to build a “harmonious society” and made “soft power” a part of national strategy. Yet less than a decade later, in November 2014, the world held its breath as Chinese leader Xi Jinping and Japan’s Shinzo Abe exchanged one of the frostiest handshakes in recent history in the backdrop of China’s aggressive bid to claim the Senkaku-Diaoyu Islands raising the spectre of armed conflict. Earlier that year, Vietnam erupted in public fury over China’s provocative act of placing an oil rig in disputed waters. If decades of close economic ties with Japan did not deter China’s strong arm conduct, it did not spare a much smaller communist neighbour from its unsubtle power play either. China is eyeing a lot of maritime real estate. The nine dash line claims so much of the South China Sea that it leaves the Philippines and Vietnam with barely a coastline. Military base building in the Spratly Islands is more evidence that China is a “revisionist” power keen on reviving its “natural” hegemony at the cost of neighbours and by swatting aside inconvenient international laws. Given China’s instinct to head butt neighbours and rivals, the swifter pace of India’s military and civil infrastructure development along its border with China is neither a “peer to peer” play nor a case of hare versus tortoise as Kai Xue has misleadingly suggested in these columns (“Who’s The Overconfident Hare?”, 18 October). Rather it’s a belated bid to deter China’s persistent attempts to bend the line of actual control in its favour through repeated “incursions”. China sees itself as a challenger to American dominance. But China needs to consider why the billions of dollars it spends in aid and development do not give it a fraction of the returns Hollywood and Harvard deliver to US. Maybe China’s choice of allies like nuclear blackmailer North Korea and terror junction Pakistan doesn’t exactly inspire confidence of many nations. Amid global economic uncertainty, Chinese leaders are unbeatable when it comes to economic forecasts. In March 2015 Premier Li Keqiang set a 7% goal for GDP. In October he carefully noted the target is not cast in stone. But his fears proved baseless; China grew at 6.9% in 2015. In March this year, China announced a 6.5%-7% growth target. No prizes for guessing what the GDP will finally be. The real problem for China may be a lot worse than a communist cell massaging economic data before release by the national bureau of statistics. China is no longer growing at 9% and it is not folding up either. But it might be stalling. Despite his commitment to reforming state enterprises by giving markets a “decisive role”, Xi has been unable to implement required reforms. China may remain stuck in the middle income trap and worse, Chinese people may realise they have been fed opiates. India’s GDP figures, despite not capturing all relevant data, are more transparent. Its GDP forecasts mirror those of World Bank, IMF and OECD that see a 7.5% growth for 2016, hardly at variance with RBI’s 7.6% prediction for 2016-17. Further, economic statistics are subject to vigorous analysis with a free media ensuring plenty of dissent and discussion. Future trends see faster growth for India. By 2020, China’s growth is expected to stabilise at around 4.8% while India should tick along at 5.7%. So denying the emerging realities won’t help. Rather a pragmatic assessment should fashion China’s policies. Given their preoccupation with ensuring social and political control, the import of this scenario cannot escape China’s leaders. China’s great success in improving the health and education standards of its population is matched by subtle but firm political control. While the party has managed to stay out of the way of the daily lives of common citizens, it relies on a permit system (hukou) to regulate rural-urban migration. A secretive central organisation department charts careers of thousands of officials and government-supported NGOs quietly infiltrate the civil society space. India’s democracy despite its warts and aberrations prevented dictatorships that visited famine and death on millions of Chinese, as during Mao Zedong’s rule. When he set course for China’s rise as a modern nation, Deng Xiaoping advised his colleagues that it might be useful to “hide your strength, bide your time”. He also suggested that the best way to cross a river may be by “feeling the stones underneath”. China’s elites perhaps believe that it is time to get rid of subterfuges. After all 2016 is not 1978. But 2016 happens to be the year of the monkey, an animal more agile than either a hare or a tortoise and one that might recognise the value of testing the strength of a branch before essaying an injudicious leap.

' "Jai Hind! Let's start with a good Jai Hind!" Lieutenant General Syed Ata Hasnain (retd) says energetically as he takes the lectern on a pleasant afternoon in Kasauli. With him on stage is former JNU students union president Kanhaiya Kumar, actress-activist Gul Panag (her father Lieutenant General H S Panag is in the audience) and academic-activist Madhu Kishwar. As expected, it turns out to be a crackling debate on nationalism conducted mostly in Hindi, a nice departure from English language dominated lit fests. Kanhaiya Kumar, the first speaker, stresses that India's nationalism must be based on multiculturalism and ultra nationalism should be confronted and defeated. "We should be careful about a particular kind of nationalism," he says, "being generated based on hatred towards a particular community -- being manifested in the form of cricket nationalism, cinema nationalism and army nationalism." "You can say that you will not allow Fawad Khan to work in India, but when you don't allow Nawazuddin Siddiqui to act in a Ramleela that means your nationalism is not based on the identity of this country, but hatred towards a community," Kanhaiya Kumar says to a round of applause. "There is another nationalism -- army nationalism. 16 men from my family are in the paramilitary. A debate is being portrayed that you cannot say anything against the army," he adds. "We are not against the army, but against the misuse of the army for political goals." Sitting beside him is a general and a general's daughter, a testament to the free flow of thoughts unfolding on stage on day two of the Khushwant Singh Literary Festival. Doffing a hat to the army man sitting beside her, Gul warmly acknowledges her father, the former Army commander in charge of Jammu and Kashmir and the entire Line of Control, in the audience when it is her time to speak. She says she had wanted to join the infantry, but the Indian Army had not started recruiting women at that time. "I am a nationalist, but that doesn't mean I am blind to India's faults. There is a tendency to narrow the definition of nationalism to almost mean pro-government.. "All of us have the right to speak for what we think will make a better India and not be cowed down because we believe our opinion will be the only one." General Hasnain comes to the podium with the robust Jai Hind! and picks up with a point that Kanhaiya Kumar has made to begin his spirited talk on nationalism, most debated in India these days. The general takes on Kanhaiya Kumar's critique of the army and gives us an assessments of the Indian Army based on his experiences. One that is best understood in his own words. . "I reacted to what happened to Nawazuddin Siddiqui in a Times of India middle. In the army, in my unit mandir, the prayer was led by my wife and me and as you know I am a Muslim (Applause). That is what motivated me to write that article (on Nawazuddin). Anywhere you go to in the Indian Army you will find a sarv dharm sthal. If your idea of nationalism is multiculturalism, then you just have to go to the Indian Army. In the J&K Light Infantry, the MMG gun has been transformed to 'Mandir, Masjid, Gurdwara' (Applause). On the day of Eid, if the maulvi is not there, the granthi can lead the namaaz. Yeh Hai Indian Army! Kanhaiyaji, on the misuse of the Indian Army for ultra nationalism -- I want to say stop defining nationalism and patriotism because a lot of time will pass and you won't find that definition. It is better to come to demonstrative nationalism. I am a second generation officer. In 1947 when Partition happened, my father was with his unit in Peshawar. He was the only Muslim in an all Hindu unit. We are both from the Garhwal Rifles which is a purely Hindu regiment. My father's commanding officer asked him that Partition has happened and as the only Muslim officer what had he decided. My father said: 'Jo mulk mazhab ke naam pe banega who shuru mein celebrate karega par zyada din nahi chalega.' 'Par woh mulk jo har mazhab ke saath banega, shuruat mein mushkiliat aayengi, par woh mulk har samay ke liye celebrate karega.' (Applause). (A nation which is constructed on the basis of religion will celebrate, but will not exist for a long time.) (But a nation that takes all religions along will experience difficulties no doubt, but will celebrate for all times to come.) I too joined that regiment and we both became general officer commanding of the Indian Army. That is demonstrative nationalism. On social media when I said I will be with Kanhaiya Kumar on a panel, people started asking me, 'Why?' 'You are nationalist,' they said. I said Kanhiaya is also a nationalist, but I want to say some things to you (the general says, looking at Kanhaiya)... I invite you to come with for seven days with the Indian Army to the Kashmir valley. I'll take you to some areas in the valley that will change your mind. I will take all 16 members of your family that serve in the military because they have not been made to understand what patriotism and nationalism is (Applause). Those who say the Indian Army is persecuting Kashmiris... I was called the People's General. I will tell them that the reality is that the Kashmiri loves the fauj and what all the Indian Army has done, but if you listen to propaganda by Pakistan and other extranational forces, then you will speak with such thoughts. India is only 70 years old -- for the next 170 years these issues will continue because this country is evolving. नक्षल्यांवर प्रहार First Published :28-October-2016 : 05:15:04 पाकव्याप्त काश्मीरात लष्कराच्या लक्ष्यभेदी हल्ल्यानंतर सुरक्षा दलाने आंध्र प्रदेश आणि ओडिशाच्या सीमेवर २४ माओवाद्यांना कंठस्नान घालून फार मोठी मोहीम फत्ते केली आहे. या कारवाईने नक्षलवाद्यांना जबर हादरा बसला असणार यात शंका नाही. कारण एकाच मोहिमेत एवढ्या मोठ्या संख्येत नक्षलवाद्यांना यमसदनी पाठविण्यात आल्याची ही आजवरची पहिलीच घटना आहे. याबद्दल ग्रेहाऊंडस्च्या जवानांचे कौतुक करायला हवे. भारताच्या राष्ट्रीय सुरक्षेला दहशतवादापेक्षाही नक्षलवादाचा अधिक धोका आहे. देशातील १० राज्यांमधील १८० जिल्हे गेल्या अनेक वर्षांपासून नक्षली हिंसाचाराचा सामना करीत असून या काळात नक्षलवाद्यांनी हजारो निष्पाप लोकांचे बळी घेतले आहेत. विशेषत: गडचिरोली ते छत्तीसगडदरम्यान बिजापूर, सुकमा, तेलंगणाचा खम्मन आणि ओडिशातील मलकानगिरीपासून आंध्र प्रदेशच्या विजयवाडापर्यंतचा संपूर्ण पट्टा नक्षलवाद्यांसाठी रेडकॉर्नर बनला आहे. या रेडकॉनर्रमधील नक्षल्यांच्या कारवायांवर अंकुश घालण्याच्या दृष्टीने ही कारवाई महत्त्वाची ठरणार आहे. अलीकडच्या काळात नक्षल चळवळीला बरीच खीळ बसली आहे. यावर्षी आतापर्यंत पोलिसांनी एकट्या बस्तरमध्ये ८६ नक्षलवाद्यांना ठार केले. इतरही राज्यांमध्ये नक्षल्याविरुद्ध दंड थोपटण्यात आले आहे. याशिवाय नक्षल चळवळीत राहून नैराश्य आलेल्या अनेक नक्षलवाद्यांनी आत्मसमर्पणाचा मार्ग अवलंबला आहे. या परिस्थितीचा लाभ विकास यंत्रणांनी घेतला तर ही चळवळ मोडीत निघू शकते. कारण नक्षलवादाची समस्या सामाजिक आणि आर्थिक प्रश्नांशी निगडित असल्याने केवळ बळाचा वापर करून सुटणारी नाही. कायदा व सुव्यवस्था राखण्यासोबतच दुर्गम आदिवासी भागाचा सर्वांगीण विकासही यासाठी तेवढाच महत्त्वाचा आहे. दबाव वाढला की शांत बसायचे आणि सुरक्षा यंत्रणा शिथिल झाली की पुन्हा सक्रिय व्हायचे हे नक्षलवाद्यांचे डावपेच आहेत. त्यामुळे केवळ अशा प्रकारच्या कारवायांनी हा गंभीर प्रश्न मार्गी लागेल असे नाही. याला विकासाच्या सातत्यपूर्ण प्रयत्नांची जोड असावी लागणार आहे. नक्षलवादावर नियंत्रणासाठी शासनाकडून वेळोवेळी वेगवेगळे प्रयोग राबविण्यात आले. सलवा जुडूम हा त्यापैकीच एक होता. काही दिवसांपूर्वी बस्तरमध्ये नक्षलवाद्यांविरुद्ध जवळपास ६० हजार लोकांनी ललकार रॅली काढली होती. मात्र एवढ्याने भागणार नाही. कारण त्यात सातत्याचा नेहमीच अभाव राहिला. आज नक्षलग्रस्त भागातील लोकांनाही हिंसाचार नको आहे. तळपत्या लोखंडावरच हातोडा मारणे केव्हाही चांगले. शासनाने बळासोबतच दुर्गम आदिवासी भागातील लोकांच्या विकासाचे प्रामाणिक प्रयत्न केल्यास नक्षलवादाचा बीमोड होऊ शकतो, अशी आशा बाळगण्यास हरकत नाही. ४) Bookganga :- http://www.bookganga.com/eBooks/Books/details/5660308543730989926?BookName=Nakshalvadache-Avhan:-Chinche-Bhartashi-Chhupe-Yuddha माओवादाचे आव्हान पार्ट २ (google play) https://play.google.com/store/books/details/%E0%A4%AC_%E0%A4%B0_%E0%A4%97_%E0%A4%A1_%E0%A4%85%E0%A4%B0_%E0%A4%B9_%E0%A4%AE_%E0%A4%A4_%E0%A4%AE%E0%A4%B9_%E0%A4%9C%E0%A4%A8_Maovadache_Awhan?id=8R_-DAAAQBAJ&hl=en आणखी संबंधित बातम्या

'लष्कर-ए-तय्यबा' या पाकिस्तानी दहशतवादी संघटनेच्या दहशतवाद्यांनी 2008 मध्ये मुंबईतील वेगवेगळ्या ठिकाणी दहशतवादी हल्ले केले होते. दहशतवाद्यांकडून तीन दिवस हा रक्तपात सुरू होता. या हल्ल्यात 166 निष्पाप नागरिकांचा मृत्यू झाला, ज्यात परदेशी नागरिकांचादेखील समावेश होता. तीन दिवस सुरू असलेला हा दहशतवादी हल्ला संपूर्ण जगाने टीव्हीच्या माध्यमातून पाहिला. यामुळे भारतीय पोलीस आणि सुरक्षा रक्षकांच्या सतर्कतेवर प्रश्नचिन्ह उपस्थित करण्यात आले होते, असा उल्लेखदेखील त्यांनी पुस्तकात केला आहे. १८ सप्टेंबर रोजी बारामुल्ला येथील भारतीय लष्कराच्या उरी ब्रिगेड मुख्यालयावर आत्मघाती सशस्त्र दहशतवाद्यांनी हल्ला चढवला. ज्यामध्ये २० जवान शहीद झाले. उरी हल्ल्यानंतर आक्रमक झालेल्या भारताने थेट पाकव्याप्त काश्मीरमध्ये घुसून हल्ला चढवला. भारतीय जवानांनी २८ सप्टेंबरच्या ( बुधवारी) मध्यरात्री पाकव्याप्त काश्मीरमधील दहशतवाद्यांच्या ४ तळांवर हल्ले करून 38 ते 40 अतिरेक्यांचा खात्मा केला. हे दहशतवादी भारतात घुसखोरी करून घातपात घडवण्याच्या तयारीत होते, मात्र भारताच्या सर्जिकल स्ट्राईकनंतर दहशतवादी संघटना व पाकिस्तानचे धाबे दणाणले होते.

• First Published :27-October-2016 : 17:19:25 • ऑनलाइन लोकमत चीन, दि. 27- पाकिस्तानला दहशतवादी कृत्यांसाठी पाठिंबा देऊन चीन भारतावर वेळोवेळी कुरघोडी करत असल्याचं समोर आलं आहे. त्याच पार्श्वभूमीवर भारतातल्या सोशल मीडियावरून चिनी वस्तूंवर बहिष्कार घालण्याचा जोरदार प्रचार सुरू झाला. अनेक चिनी वस्तूंवर भारतातील व्यापारी वर्ग आणि ग्राहकांनी बहिष्कार घातला. त्यामुळे चीनच्या बाजारावरही त्याचा परिणाम झाला. मात्र आता चीनला जाग आली असून, चीननं भारतानं आमच्या वस्तूंवर सातत्यानं बहिष्कार टाकत राहिल्यास दोन्ही देशांतील संबंध बिघडतील, असा इशारा दिला आहे. "चीनच्या वस्तूंवर बहिष्कार घातल्यास भारतात चीन करत असलेल्या गुंतवणुकीवर त्याचा नकारात्मक परिणाम होईल, यासाठी दोन्ही देशांकडून द्विपक्षीय सहकार्य गरजेचं आहे. मात्र दोन्ही देशांतील लोकांकडून तसा समजुतदारपणा पाहायला मिळत नाही आहे", असे चीनचे भारतातील दूतावास शी लियान म्हणाले आहेत. "दक्षिण आशियात भारत हा चीनचा सर्वात मोठा भागीदार आहे. तसेच जगातील वस्तू निर्यात करणारा सर्वात मोठा नववा देश आहे. भारतातील अनेक व्यापा-यांनी चीनमध्ये बनवलेल्या फटाक्यांसह अनेक वस्तूंवर बहिष्कार टाकला आहे. चीन-पाकिस्तान यांच्यातील जवळिकीमुळेच भारतात चिनी वस्तूंबाबत नकारात्मक प्रचार होतो आहे. मात्र हा बहिष्काराला कोणताही कायदेशीर आधार नाही. दिवाळी या सणाशी संबंधित वस्तूंवरच हा बहिष्कार मर्यादित नसून त्याचा इतर सणांच्या वस्तूंवरही परिणाम होतो", असं शी लियान यांनी सांगितलं आहे. दरम्यान 2015मध्ये भारत आणि चीन द्विपक्षीय व्यापार 71.6 अब्ज डॉलरच्या घरात होता, मात्र तो आता 50 अब्ज डॉलर इतका खाली आला आहे. चीन फक्त भारतात 2 टक्केच व्यापार निर्यात करत असल्याचंही शी लियान म्हणाले आहेत. दिवाळीत वर्धा बाजारपेठेतून ‘चायना मेड’ हद्दपार दिवाळीत वर्धा बाजारपेठेतून ‘चायना मेड’ हद्दपार वर्धा, दि. 26 - दिवाळी हा सर्वात मोठा सण मानला जातो. या सणासाठी नागरिक आसुसलेले असतात. घरांची डेंटींग-पेंटींग, सजावट यासाठी वर्षातून एकदा दिवाळीला खरेदी केली जाते. विविध वस्तूंची खरेदी, रोषणाईसाठी दिवे आदी सर्व वस्तूंची खरेदी केली जाते. दरवर्षी बाजारात चिनी वस्तूंवरच अधिक भर दिसतो; पण यंदा देशात घडत असलेल्या घडामोडी आणि शासनाचे आवाहन लक्षात घेत बाजारातून ‘चायना मेड’ हद्दपार झाल्याचेच दिसून येत आहे. दिवाळी सणासाठी सध्या बाजार सजला आहे. विविध आकर्षक वस्तू बाजारात उपलब्ध करून ग्राहकांची मागणीही वाढत असल्याचे दिसून येत आहे. घरांच्या सुशोभिकरणासाठी झालर, प्लास्टिक व अन्य वस्तंूपासून तयार आकर्षक घंटी, तोरणे बाजारात अवतरली आहेत. या वस्तूंच्या खरेदीसाठी नागरिकांचीही गर्दी होत असल्याचे पाहावयास मिळते. दिवाळी सणासाठी पणत्यांनी बाजार सजला आहे. गत काही वर्षांपासून बाजारपेठेतील प्रत्येक वस्तूंमध्ये ‘चायना मेड’चा शिरकाव झाला होता. यावर्षी मात्र देशपातळीवरील घडामोडींमुळे चिनी वस्तूंचा प्रभाव कमी झाल्याचे पाहावयास मिळत आहे. आकाश कंदील, पणत्या, सजावटीच्या वस्तूंमध्ये चिनी शिरकाव होता; पण यंदा नागपूर, मुंबई यासह देशातील अन्य भागात तयार वस्तूंची भरमार असल्याचे दिसून येते. दुकानदारांनीही यंदा शासनाच्या आवाहनाला प्रतिसाद देत चायना मेड वस्तू विकण्यापासून फारकत घेतल्याचे बाजारात फेरफटका मारला असता दिसून आले. यावर्षी इलेक्ट्रॉनिक्स वस्तूंमध्येही ‘चायना मेड’ला फटका बसत असल्याचे दिसून येत आहे. केवळ मोबाईल सोडले तर अन्य वस्तूंमध्ये ‘मेड इन इंडिया’ला प्राधान्य दिले जात असल्याचेच दिसून येत आहे. घरांच्या सुशोभिकरणासाठी वापरल्या जाणाºया सिरीजमध्येही चायना मेडला हद्दपार करण्यात आले आहे. बहुतांश इलेक्ट्रीशीयन, कारागिर व दुकानदारांनी भारतात तयार झालेल्या सिरीज, विविध प्रकारचे दिवे वापरावर भर दिल्याचे दिसून येत आहे. काही इलेक्ट्रीशियनकडून इमारतींची रोषणाई करण्याचे कंत्राट घेतले जातात. यासाठीही त्यांच्याकडून भारतीय बनावटीच्या सिरीज, दिव्यांचा वापर केला जात असल्याचे सांगण्यात आले आहे.(कार्यालय प्रतिनिधी)

David Devadas Updated: Oct 27, 2016 08:45 IST There’s good news from Kashmir. No, the 'Kashmir problem' hasn’t been solved. None of the problems have been, actually. But it’s good news anyway that the government has decided to wake up to one part of the stinking rot under its nose. The rot has been around forever — at least 1,500 years if one goes by the historical poem, Rajtarangani — but governments of various sorts have either repressed the place or turned a blind eye in or to Kashmir. That tendency has grown by leaps and bounds over the past decade. The particular part of the rot that the government has just decided to acknowledge is that the state police has been compromised. On Saturday, 10 policemen were finally suspended. They are accused of not having resisted when boys who were taking up militancy snatched their weapons. And it's about time too. Enough blood has flowed down the fetid drains of Kashmir while the world at large has pretended that things are as the 'narratives' say they are. They are most certainly not and the mystery of the snatched rifles is a good illustration of that. The accusation against the policemen might as well be that they colluded with the wannabe militants who took their weapons. That would mean that they wear uniforms with the President of India’s police medal but assist and abet those fighting the State. It’s a pretty neat bargain for them, for they get salaries, perks, pensions, facilities and the much-favoured delight of oppressing and extorting from those who are not part of the network of power. So what exactly is the deal with these snatched rifles? Apparently, the organisers and handlers of the new militancy — which has been gradually emerging in south Kashmir over the past five years or so — did not want to send weapons for the new boys without testing them. So boys who wanted to be militants had to prove their militant capabilities by snatching weapons from policemen or paramilitary soldiers. It would seem that would be easy in a place where collusion and the free flow of power and wealth across presumed dividing lines is commonplace. The intriguing thing is how the powers that rule the state — and these powers include a variety of security agencies and forces — managed to not know what was going on. One is speaking here of the basic fact that guns were being snatched, not necessarily that those from whom they were being snatched could be colluding with the loot of their own weapons. That is the amazing vitality of a conflict economy such as this one! On both sides That people of all sorts have been playing both sides simultaneously in this unbelievably vitiated place has been well-known to all but the blind, deaf and mute. Those who have been playing both sides include politicians, bureaucrats, militants and mediapersons, so why would the list not include policemen and others charged with fighting militancy? The uncomfortable fact that stares us in the face is that the police force has been compromised, very deeply compromised, for years. But most of us have gone along with the pretence that lines dividing State and anti-State, 'mainstream' and 'secessionist', friend and enemy, ours and theirs exist. It became clear around a year ago that information had been leaked to militants when one of the most effective operatives of the state police was killed when he went to try and nab one of the most important militants of recent years, and a bunch of highly-trained infiltrators. The victim was a sub-inspector who was nicknamed 'laptop' for his immense skills at cyber tracking. He was said to be a walking-talking encyclopaedia of information on militants. Not only did it become clear that that officer was working with a double (or triple) agent, but also that such a valuable officer whose talent was behind a computer was apparently persuaded to go to the site where he was ambushed and killed by those who he thought he was tracking. Did colleagues who saw him as competition engineer that? Faced with a tongue-lashing from the highest authorities, and public outcry, the state police killed the militant who had ambushed and killed that operative — and they did it with amazing alacrity. They did not, however, nab or kill the group of at least eight Pakistani militants who that operative’s killer had gone to receive soon after their infiltration. Those militants have wreaked havoc against the forces in several militant attacks since the beginning of the year.
