URBAN NAXALS- DGP PRAVEEN DIXIT-माओवाद्यांची शहरी भागातील कामाची दिशा स्पष्ट करणारे

कम्युनिस्ट पार्टी ऑफ इंडिया (माओवादी) पक्षाचे ‘स्ट्रॅटेजी अँड टॅक्टिज ऑफ इंडियन रिव्होल्युशन’ हे पुस्तक वेगवेगळ्या चकमकींदरम्यान जप्त करण्यात आले. ते आजही डिजिटल माध्यमातून उपलब्ध करून दिले जाते. या पुस्तकाचा भाग २ हा माओवाद्यांच्या कार्यपद्धतीवर आधरित आहे. त्यातील प्रकरण क्रमांक १३ हे माओवाद्यांची शहरी भागातील कामाची दिशा स्पष्ट करणारे आहे. यात माओवादी संघटनांनी तीन अस्त्रांना जादुई अस्त्र संबोधले आहे. ती म्हणजे पक्ष, संयुक्त मोर्चा आणि सैन्य. यातील हा संयुक्त मोर्चा म्हणजेच, सोप्या भाषेत अर्बन किंवा शहरी माओवादी.


शहरी माओवादात प्रामुख्याने विद्यार्थी, बेरोजगार युवा, अविकसित लोक, महिला, जंगलवासी, भूमिहीन व गरीब शेतकरी अशा घटकांवर लक्ष केंद्रित केले जाते. यासाठी विषय निवडून कृती समिती, संप समिती, संघर्ष समिती, आंदोलने अशी आखणी केली जाते. काही आंदोलनांमध्ये शिरकाव /घुसखोरी केली जाते. आपल्या समस्या सशस्त्र क्रांतीशिवाय सुटूच शकत नाहीत, असे धडे दिले जातात आणि त्यातून गृहयुद्धासारखी परिस्थिती निर्माण केली जाते. एवढेच नाही तर सैन्य आणि निमलष्करी दलात त्यांची घुसखोरी करून त्यांना घातपाती कारवायांसाठी प्रवृत्त केले जाते. माओवादी चळवळीसाठी शस्त्रे, दारूगोळा, औषधे, तांत्रिक मदत, दळणवळण यंत्रणा, इलेक्ट्रॉनिक साहित्य, प्रचार-प्रसार, नवीन नेतृत्त्वाची उभारणी आणि नवीन भरती इत्यादी कामे ही शहरी माओवादाच्या माध्यमातून केली जातात.


उदाहरणच सांगायचे तर, मिलिंद तेलतुंबडे हा यवतमाळ जिल्ह्यात वणी येथील कामगार संघटनांतील तरुण नेता होता. तो वेस्टर्न कोलफिल्ड्समध्ये कार्यरत होता. माओवाद्यांच्या सीसी सदस्यांनी त्याला बल्लारपूर परिसरात माओवादी विचारसरणीत अंतर्भूत केले. सन १९९८मध्ये तो भूमिगत झाला आणि सन २००५मध्ये सीसी सदस्य झाला. त्याने विदर्भातील तरुणांना मोठ्या प्रमाणात आपल्या जाळ्यात ओढले. सुदर्शन रामटेके हा सार्वजनिक बांधकाम विभागात काम करणाऱ्या एका कर्मचाऱ्याचा मुलगा. तो माओवादी चळवळीत सामील झाला. प्रारंभी त्याने केंद्रीय समितीसाठी स्टेनो म्हणून काम केले. पण, पुढे चळवळीसंबंधीचा त्याचा दृष्टिकोन स्पष्ट झाला आणि त्याने आत्मसमर्पण केले. राजुऱ्यात शिवाजी महाविद्यालय आहे. तेथे ‘देशभक्ती युवा मंच’च्या माध्यमातून राजा ठाकूर हा तरुण माओवादाशी जोडला गेला. नंतर तो गडचिरोलीत एका चकमकीत मारला गेला. संतोष शेलार (चळवळीतील नाव पेंटर), प्रशांत कांबळे (चळवळीतील नाव लॅपटॉप) अशी किती तरी उदाहरणे आहेत. पुण्यातील झोपडपट्टी परिसरात सांस्कृतिक आघाडीच्या नावाने असेच जाळे टाकण्यात आले. तरुणांना जाळ्यात ओढायचे आणि भीमाशंकरच्या जंगलात प्रशिक्षणासाठी घेऊन जायचे, ही त्यांची पद्धत.


आपला देश हा महामानव, भारतरत्न डॉ. बाबासाहेब आंबेडकर यांनी तयार केलेल्या राज्यघटनेच्या पायावर उभा आहे आणि माओवाद नेमकी हीच राज्यघटना नष्ट करण्याचा प्रयत्न करीत आहे. बहुपक्षीय लोकशाही, निवडणुका, मतदानाचा अमूल्य अधिकार, विचारस्वातंत्र्य, प्रसार माध्यमांचे स्वातंत्र्य, न्यायव्यवस्था हे माओवाद्यांना मान्य नाही. सर्व फुटीर शक्ती एकत्र आणणे आणि त्यातून देशाच्या प्रगतीला बाधा आणणे, कायम अशांतता ठेवणे हेच त्यांचे हेतू.


माओवादी फ्रंटल संघटनेची कार्यपद्धती वैविध्यपूर्ण आणि गुंतागुंतीची आहे. जनसामान्यांमध्ये अस्तित्वात असलेल्या घटनात्मक यंत्रणा आणि एकूणच लोकशाही प्रक्रिया याविरोधात ते रोष/असंतोष निर्माण करतात. असे गुन्हे बेकायदा कृत्य प्रतिबंधक कायद्याच्या (यूएपीए) कक्षेत येत नाहीत. विविध न्यायालयांनी देखील या अनुषंगाने यूएपीएच्या मर्यादांवर बोट ठेवले आहे. त्यामुळेच विशेष जनसुरक्षा कायद्यासारख्या स्वतंत्र कायद्याची राज्याला गरज आहे. त्यातून खऱ्या अर्थाने अशा घटनांमध्ये कायदा आणि सुव्यवस्थेची स्थिती हाताळण्यास मदत होईल.


मुख्यमंत्र्यांनी याबाबत विधानसभेत निवेदन केले. जनसामान्यांमध्ये संविधान आणि घटनात्मक व्यवस्थेविरोधात असंतोष निर्माण करणे आणि त्यातून सशस्त्र माओवादी विचारांचा प्रसार करणे हा उद्देश माओवादी संघटनांचा आहे. त्यास पायबंद घालण्यासाठीच हा कायदा आहे, असे निवेदनात स्पष्ट केलेले आहे. हा कायदा भारतीय संविधानाच्या कलम १९च्या चौकटीत बसणारा आहे. अभिव्यक्ती स्वातंत्र्य अमर्याद असलेच पाहिजे; पण, ज्या अभिव्यक्ती स्वातंत्र्यामुळे सार्वजनिक सुरक्षा, सुव्यवस्था आणि राष्ट्रीय सुरक्षा धोक्यात येईल, त्याला अभिव्यक्ती स्वातंत्र्य म्हणता येणार नाही. आणि माओवाद्यांची कार्यपद्धती निवडणुका, न्यायालय, विधिमंडळ अशा स्तंभांना जनसामान्यांमध्ये बदनाम करणे आणि लोकशाहीच्या विश्वासार्हतेवर प्रश्नचिन्ह निर्माण करणे, हीच आहे. या कायद्याची महाराष्ट्रात सर्वाधिक गरज का आहे? माओवादाचा प्रसार करणाऱ्या सर्वाधिक ६४ इतक्या फ्रंटल संघटना या महाराष्ट्रात आहेत, असे केंद्रीय गृह मंत्रालयाचा एक अहवाल सांगतो. महाराष्ट्रात वेगाने होणारे शहरीकरण आणि जंगलांतील कारवायांमध्ये आलेले मोठे अपयश यामुळे माओवादाचा मोठा प्रसार आता शहरांतून होतो आहे. गेल्या काही वर्षांत माओवाद्यांकडून जे साहित्य जप्त करण्यात आले, त्यातून माओवादी संघटनांच्या शहरांतील विस्ताराचे सज्जड पुरावे मिळाले आहेत. माओवाद्यांच्या राष्ट्रीय स्तरावर कार्यरत केंद्रीय कार्यकारिणीत सुद्धा याबाबत निर्णय झालेले आहेत.


आंध्र प्रदेश आणि तेलंगण या राज्यांत जंगलातील माओवाद्यांच्या कारवायांमध्ये घट झाली आहे. पण, त्या राज्यांनी किमान १२-१४ फ्रंटल संघटनांवर बंदी घातली आहे. वाढता शहरी माओवाद हे त्याचे कारण. छत्तीसगडमधील कारवाई लक्षात घेतल्यास किमान ४८ संघटनांवर अशी बंदी आहे. प्रामुख्याने सांस्कृतिक आघाडी, विद्यार्थी आघाडी, नागरिक हक्क समिती, वकील संघटना अशा नावाने संघटना काढून माओवादाच्या प्रसाराला हातभार लावला जातो. काही कारवाई झाली की, सामाजिक कार्यकर्त्यांवर, मानवाधिकार कार्यकर्त्यांवर कारवाई झाली, असा अपप्रचार केला जातो. पण, वस्तुतः ते बंदी असलेल्या ‘सीपीआय माओवादी संघटने’चे सदस्य असतात. त्यांचे प्रमुख लक्ष्य प्रदीर्घ युद्ध जिंकणे आणि २०४७मध्ये लाल किल्ल्यावर ‘सीपीआय माओवादी’चा झेंडा फडकाविणे हा आहे. केवळ आणि केवळ अशाच संघटनांसाठी हा कायदा आहे. कायदा व सुव्यवस्था हाताळताना ज्या तरतुदी अन्य कायद्यांमध्ये नाहीत, अशा तरतुदींचा हा कायदा आहे. त्यावर आक्षेप घेणाऱ्यांनी हा कायदा आधी समजून घ्यावा. त्यातील पुढील काही बाबी लक्षात घेता बेबंद अधिकारांचे वा राजकीय दबावाचे आरोप अतार्किक ठरतात.


१) एखाद्या संघटनेवर बंदी घालायची असल्यास त्यासाठी सल्लागार मंडळाची तरतूद आहे. हे सल्लागार मंडळ न्यायालय नियुक्त करीत असते. त्यामुळे सरकार या कायद्याचा दुरुपयोग करू शकत नाही.


२) एखाद्या संघटनेवर बंदी घातल्यानंतर पुढील कारवाईसाठी किंवा गुन्हा दाखल करण्यासाठी पोलिस उपमहानिरीक्षक दर्जाच्या अधिकाऱ्याची परवानगी अनिवार्य आहे.


३) आरोपपत्र दाखल करण्यासाठी अपर पोलिस महासंचालक दर्जाच्या अधिकाऱ्याची परवानगी आवश्यक आहे.


महाराष्ट्राने ४० वर्षे माओवादाशी जंगलात लढा दिला. पण, शहरी भागात ५० वर्षांपासून कार्यरत माओवादी संघटनांवर कारवाई केली नाही. ही कारवाई वेळीच न केल्यास राज्याच्या सामाजिक व्यवस्थेसमोर गंभीर संकट निर्माण होऊ शकते. संविधान आणि लोकशाही न मानणाऱ्या माओवादी फ्रंटल संघटनांवर कारवाई हाच महाराष्ट्र विशेष जनसुरक्षा कायद्याचा मुख्य गाभा आहे.

नक्षलबारीमध्ये लाल रंगाचा अस्त!-tarun bharat-editorial

 प. बंगालमधील माओवाद्यांचे उगमस्थान असलेल्या नक्षलबारीची आजची काय अवस्था आहे, यावर या निमित्ताने प्रकाश टाकल्यास लाल रंगाचा तेथून अस्त का होऊ लागला आहे, त्याची कल्पना येईल.

प. बंगाल हे राज्य एकेकाळी डाव्या चळवळीचा बालेकिल्ला म्हणून ओळखले जात होते. पण, या राज्यातून आता साम्यवाद्यांच्या अस्तित्वाला ओहोटी लागल्याचे दिसून येते. या राज्यातील साम्यवाद्यांची सत्ता जाऊन तेथे गेल्या दहा वर्षांपासून तृणमूल काँग्रेसची सत्ता आहे. पण, गेल्या दहा वर्षांतील या सरकारचा कारभार लक्षात घेऊन प. बंगालमधील जनता तृणमूल काँग्रेसलाही धडा शिकविण्याच्या तयारीत असल्याचे दिसून येत आहे. प. बंगालमध्ये भारतीय जनता पक्षास मिळत असलेला प्रचंड प्रतिसाद लक्षात घेता, येत्या 2 मेनंतर त्या राज्यातील चित्र पालटण्याची चिन्हे दिसत आहेत. काही दिवसांमध्येच ते चित्र स्पष्ट होईल. पण, प. बंगालमधील माओवाद्यांचे उगमस्थान असलेल्या नक्षलबारीची आजची काय अवस्था आहे, यावर या निमित्ताने प्रकाश टाकल्यास लाल रंगाचा तेथून अस्त का होऊ लागला आहे, त्याची कल्पना येईल. 

सिलिगुडी हे उत्तर बंगालमधील एक व्यापारी केंद्र. या सिलिगुडीपासून अवघ्या २५ किलोमीटर अंतरावर वसले आहे नक्षलबारी हे एक लहानसे खेडे. पण, या खेड्यात उगम पावलेल्या नक्षलवादी-माओवादी चळवळीमुळे या गावाचे नाव सर्वदूर पसरले. या माओवादी चळवळीचा संस्थापक असलेल्या चारू मुजुमदार याचे हे गाव. चारू मुजुमदार याच्यावर चीनचा नेता माओ झेडाँग याचा अत्यंत प्रभाव पडलेला होता. तसेच चिनी क्रांती, व्हिएतनाम युद्ध, क्युबन क्रांती याने भारावून गेलेल्या चारू मुजुमदार यास सशस्त्र क्रांतीचा मार्ग हाच सर्व समस्यांवर उपाय असल्याचे वाटत होते. १९६७ मध्ये चारू मुजुमदार याच्या नेतृत्वाखालील गटाने मार्क्सवादी कम्युनिस्ट पक्षापासून फारकत घेतली आणि १९६९ मध्ये भारतीय साम्यवादी पक्ष (मार्क्सवादी-लेनिनवादी) पक्षाची स्थापना केली. सशस्त्र शेतकर्‍यांच्या क्रांतीची हाक चारू मुजुमदार याने दिली. चारू मुजुमदार याच्या चळवळीस प्रारंभी प्रतिसादही मिळत गेला. पण, आता ही मार्क्सवादी-लेनिनवादी सशस्त्र क्रांतीची चळवळ तिच्या जन्मस्थानीच संपुष्टात आल्याचे दिसत आहे. या गावामध्ये लेनिन, स्टालिन, माओ, चारू मुजुमदार आदी साम्यवादी चळवळीच्या नेत्यांचे पुतळे दिसून येत असले, तरी या गावामध्ये आता भाजपचे कमळ फुललेले दिसून येत आहे. साम्यवादी आणि तृणमूल काँग्रेसच्या कारभाराला कंटाळलेल्या जनतेला आता परिवर्तन हवे असून, भारतीय जनता पक्ष सत्तेवर यावा, असे या भागातील जनतेला वाटत आहे. पंतप्रधान मोदी चांगले काम करीत असल्याने राज्यामध्ये भाजपचे शासन यावे, असे नक्षलबारीमधील जनतेला वाटते. “आम्ही डाव्या राजवटीचा कारभार पहिला आहे. त्यानंतर ममता बॅनर्जी यांच्या सरकारचा कारभार पाहिला आहे. आता आम्हाला भाजपला संधी द्यायची आहे. आम्हा कोणालाही डाव्या पक्षांचे आणि तृणमूल काँग्रेसचे हिंसाचाराचे राजकारण नको आहे,” असे त्या भागातील जनतेचे मत आहे. तसेच तेथील मुस्लीम समाज भाजपच्या बाजूने उभा असल्याचे दिसून येत आहे. मुस्लीम समाजाची मते एक तर तृणमूल काँग्रेसला किंवा अन्य पक्षास मिळत असत. पण, यावेळी मुस्लीम मतदारही आम्ही भाजपला मत देणार असे उघडपणे बोलत असल्याचे पाहता, या राज्यामध्ये परिवर्तन होण्याची चिन्हे दिसत आहेत. रोहिंग्या आणि बांगलादेशी मुस्लिमांना परत पाठविले पाहिजे, असे या मुस्लीम समाजाचेही म्हणणे आहे.

 दार्जिलिंग या लोकसभा मतदारसंघामध्ये सिलिगुडी, नक्षलबारी हा भाग येतो. २०१९ साली झालेल्या लोकसभा निवडणुकीत या मतदारसंघातून भारतीय जनता पक्षाचे राजू बिश्त हे तृणमूल काँग्रेसच्या उमेदवाराचा पराभव करून निवडून आले होते. प. बंगालमध्ये परिवर्तन होण्याची चिन्हे गेल्या लोकसभा निवडणुकांपासूनच प्रकर्षाने दिसून येऊ लागली होती. नक्षलबारी भागातील जनता शिक्षण संस्थांपासून वंचित आहे. या भागाचा म्हणावा तसा विकासही झालेला नाही. जनतेला रोजगाराच्या पुरेशा संधीही उपलब्ध झालेल्या नसल्याने जनता तृणमूल काँग्रेसच्या कारभाराला कंटाळली आहे. ममता बॅनर्जी सरकारच्या काळातील प्रचंड भ्रष्टाचार आणि तुष्टीकरणाचे राजकारण यांनी जनता वैतागलेली आहे. त्यामुळे या भागातील जनता भाजपच्या मागे उभी राहत असल्याचे खासदार बिश्त यांचे म्हणणे आहे.

 नक्षलबारी परिसरामध्ये राष्ट्रीय स्वयंसेवक संघाने जे कार्य केले आहे, त्यामुळे येथील डाव्या चळवळीचा बालेकिल्ला ढासळला असल्याचे दिसून येत आहे. संघ परिवाराकडून चालविण्यात येत असलेल्या शारदा विद्यामंदिरामधून विद्यार्थ्यांना आधुनिक शिक्षणाबरोबरच नैतिकतेचे, सुसंस्कारांचे पाठ दिले जात आहेत. शिक्षण, संस्कार आणि सेवा हे ध्येय ठेवून हे विद्यामंदिर त्या भागात कार्यरत आहे. आज बंगालमध्ये भाजपला जो उत्तम प्रतिसाद मिळत आहे, त्यास या राज्यामध्ये राष्ट्रीय स्वयंसेवक संघाने जे मूलभूत कार्य उभे केले आहे, ते कारणीभूत असल्याचे म्हटले तर ते चुकीचे ठरणार नाही. संघाच्या कार्यकर्त्यांनी केलेल्या कठोर परिश्रमामुळे या भागात संघाच्या कामाचा विस्तार झाला असल्याचे विरोधकही मान्य करतात. नक्षलबारी चळवळीचे जनक असलेल्या चारू मुजुमदार याचा मुलगा आणि मार्क्सवादी-लेनिनवादी नेता अभिजित मुजुमदार यानेही संघ कार्यकर्त्यांनी केलेल्या कामामुळे नक्षलबारी भागात संघकार्याचा विस्तार झाला असल्याची कबुली दिली आहे. लाल रंगाकडून भगव्या रंगाकडे जे परिवर्तन झाले आहे ते एका दिवसात, एका आठवड्यात किंवा एका महिन्यात झालेले नाही. संघाने कित्येक वर्षे जे अविरत कार्य केले त्यामुळे परिवर्तन झाले आहे, असे मत तृणमूल काँग्रेसच्या एका नेत्याने व्यक्त केले आहे. राष्ट्रीय स्वयंसेवक संघ आणि संघ परिवाराने गेल्या अनेक वर्षांपासून जे कठोर परिश्रम केले, त्यामुळे प. बंगालमध्ये आज लाल रंग अस्तास गेल्याचे, तृणमूल काँग्रेसची पाने कोमेजून गेल्याचे दिसत आहे. आता भगव्या रंगाने प. बंगाल राज्य उजळून निघण्याची चिन्हे दिसत आहेत.

नक्षलवादी तरुणांचा भ्रमनिरास-१५ डिसेंबर २०१६ पर्यंत देशभरातले तब्बल १४५० म्हणजे २०१५ सालच्या आकड्यापेक्षा तिप्पट नक्षलवादी शरण आले आहेत.


नक्षलवादी तरुणांचा भ्रमनिरास January 17, 2017024 केंद्र सरकारने काही महिन्यांपासून कठोर धोरण अवलंबण्यास प्रारंभ केल्याने, सरकारला नक्षलवादी चळवळीचा कणा मोडून काढण्यात चांगले यश मिळाले आहे. या चळवळीचा प्रभाव कमी होत असल्याने आणि तिच्यातली मूळ प्रेरणा नष्ट होत असल्यामुळे, नक्षलवादी तरुण तिच्यातून बाहेर पडत आहेत आणि पोलिसांपुढे शरणागती पत्करत आहेत. चालू वर्षी अशा शरण आलेल्या आणि नवे सरळ आयुष्य सुरू करणार्‍या नक्षलवाद्यांच्या संख्येत वाढ झालेली दिसत आहे. २०१५ साली ५७० नक्षलवादी शरण आले होते. त्यापूर्वीच्या वर्षातही अशा शरण आलेल्या नक्षलवाद्यांची संख्या तीनशे ते चारशेच्या आसपास असे; पण नक्षलवाद्यांच्या विरोधातली सरकारची कारवाई दोन पदरी आणि तीही मोठी प्रभावी आहे. तिच्यामुळे हा फरक पडला आहे. नक्षलप्रभावी भागात विकास योजनांचा अभाव असल्यामुळे गरिबी वाढलेली असतेच, पण रोजगार मिळत नाही. सरकारी यंत्रणाही त्यांच्या विकासाबाबत उदासीन असते. त्यामुळे नक्षलवाद वाढलेला असतो. अशा भागात सरकारने विकास कामांना गती दिली आहे. मात्र, नक्षलवादी चळवळीच्या ज्येष्ठ नेत्यांना एक गोष्ट माहिती आहे की, विकास झाला की, नक्षलवाद कमी होतो. म्हणून या लोकांनी सातत्याने विकास कामांत अडचणी आणायला सुरुवात केली. सरकारने या अडथळ्यांची दखल घेतली आणि निर्धाराने तसेच पोलिसांच्या बंदोबस्तात विकास कामे जारी ठेवली. त्याचा परिणाम होऊन काही प्रमाणात नक्षलवादी शरण आले. नाहीतरी आता आता आदिवासी तरुणांत शिक्षणाचे महत्त्व वाढत चालले आहे. तसेच त्यांना या विचारांविषयीचे आकर्षण कमी वाटायला लागले आहे. एक ना एक दिवस या देशातले दिल्लीतले सरकार बरखास्त होईल आणि तिथे नक्षलवाद्यांचे सरकार येईल, हे आदिवासी तरुणांना दाखवले जाणारे स्वप्न सत्यात कधीच उतरू शकणार नाही, ही वस्तुस्थिती त्यांना कळायला लागली आहे. अशी जाणीव झालेल्या नक्षलवाद्यांनी शरणागती स्वीकारणे पसंंत करायला सुरुवात केली आहे. एका बाजूला नव्याने आकर्षित होणारे तरुण कमी आणि शरण येऊन या मार्गापासून दूर जाणारांची वाढलेली संख्या, यामुळे ही कथित चळवळ आता दुबळी होत चालली आहे. नक्षलवादी चळवळीला आता मतभेदांचेही ग्रहण लागत आहे. संघटनेतले अनेक ज्येष्ठ कार्यकर्ते नव्या आणि तरुण नक्षलवाद्यांना वाईट वागणूक देतात. असे तरुण आत येताना ध्येयाच्या धुंदीत असतात, पण त्यांना वातावरण आवडेनासे झाले की ते बाहेर पडतातखोल विद्रोहाच्या खाणी नसíगक श्रीमंती राखून असलेल्या देशातील बहुतेकशा प्रदेशांमध्ये आदिवासींचे आजही वास्तव्य आहे. हेच प्रदेश कोळसा व तत्सम खनिजांच्या खाणींचे मुख्य स्रोत आहेत. वनसंपत्ती ओरबाडून मालमत्ता करणाऱ्या या बुभुक्षेने देशभरात या लोकसमूहाला थेट संघर्षांत ओढले आहे. गडचिरोलीतील ठाकूरदेव यात्रेच्या निमित्ताने असाच खाणविरोधी जनसंघर्ष आकाराला येत आहे. नक्षलग्रस्त एटापल्लीपासून २२ किलोमीटरवरील सूरजागड या छोटय़ाशा पहाडी गावात चार दिवस सुरू राहिलेल्या खरे तर या धार्मिक यात्रेत पारंपरिक ढोल-पागईसह यंदा ‘मावा नाटे, मावा राज’ (माझ्या गावात माझेच राज्य) सारख्या घोषणांचा नाद दुमदुमताना दिसला. परिसरातील ७० गावांतील हजारो आदिवासींनी हजेरी लावलेली ही यात्रा खाण प्रकल्पाविरोधात चळवळीचे व्यासपीठ बनली. जवळपास १४ बडे उद्योग येथे खाणीसाठी दशकभरापासून गळ लावून होते. पकी लॉइड मेटल्सने सरकारकडून लोहखनिज उत्खननाचा परवाना पटकावण्यात यश मिळविले. गेल्या वर्षी एप्रिलमध्ये सूरजागड पहाडावर खाणींचे काम सुरू झाले. विरोधाचे हत्यार उपसलेल्या नक्षलींना खंडणी चारून गप्प करणारी किमया कंपनीने साधल्याने हे शक्य झाले. पण नोटाबंदीच्या परिणामी डिवचल्या गेलेल्या या नक्षलींच्या मागण्या कंपनीही त्याच कारणाने पूर्ण करण्यात हतबल ठरली. त्याचा परिणाम म्हणून दोन आठवडय़ांपूर्वी सूरजागड येथे कंपनीच्या ८० ट्रक्स नक्षलींनी भस्मसात केल्या. त्यानंतर ३० डिसेंबरला अनेक मंत्री-अधिकाऱ्यांच्या फौजफाटय़ासह मुख्यमंत्री देवेंद्र फडणवीस आणि राज्यपाल नजीकच्या सिंरोच्यात दाखल झाले. त्यांच्या निमित्ताने राज्याच्या मुख्यमंत्र्यांचे तब्बल २८ वर्षांनंतर या नक्षली िहसेत होरपळत असलेल्या भागाला पाय लागले. ‘या मागास भागावर प्रेम आहे’ असे मुख्यमंत्री फडणवीस म्हणाले खरे, पण त्यांचे पुढचेच वाक्य – ‘सूरजागड प्रकल्प होणारच!’ समस्येकडे पाहण्याची एकंदर प्रशासकीय दृष्टीच अशी की, प्रकल्पविरोधी माओवादी िहसेचा बीमोड करून हा प्रकल्प पूर्णत्वाला जाणारच असे मुख्यमंत्र्यांना म्हणावेच लागले. खरे तर माओवाद्यांच्या खंडणीखोर गटाने कंपनीकडून चिरीमिरी स्वीकारत या प्रकल्पाला वाट मोकळी करून दिली.

Pakistan Conquered-the Sharif duo (Nawaz and Raheel) have apparently sold ‘unconquerable ’Pakistan for a lark, themselves getting richer by millions


Pakistan Conquered By Lt Gen Prakash Katoch Issue: Net Edition | Date : 08 Sep , 2016 Speaking on the occasion of Defence Day of Pakistan on September 6, army chief Raheel Sharif stated, “I want to make it clear to all enemies of Pakistan that Pakistan has always been strong and today it is invincible…… Be the challenge military or diplomatic; on the borders or within the cities, we know our friends and foes all too well.” He said the greatest example of a relationship based on mutual respect and principle of equality in the region is the Pak-China friendship, adding, “CPEC is the paramount evidence of this relationship… I would like to assure that we shall not allow any external force to obstruct it and any such attempt will be dealt with iron hands.” Raheel’s assertion “we know our friends and foes all too well” sounds hollow because the Nawaz duo (Nawaz and Raheel) have sold the country to China… The Pakistani media went hyper quoting Raheel Sharif in saying Pakistan is “unconquerable”. But the unsuspecting Pakistani public is unaware that this emphasis on invincibility and unconquerable is to hide the fact that Pakistan stands conquered already. Raheel’s assertion “we know our friends and foes all too well” sounds hollow because the Sherif duo (Nawaz and Raheel) have sold the country to China with whom Pakistan claims its friendship is “higher than the mountains and deeper than the ocean”. Pakistan has been duped thoroughly by China; conquering Pakistan without firing a shot in line with teachings of Sun Tzu. A cost benefit analysis of the $46 billion Kashgar-Gwadar 3000 kms CPEC reveals that only $11 billion are coming from Chinese government for construction of roads and rail links. Pakistan will have to repay 80% of this investment to China, so in actual term this Chinese investment will only be 20%. At the moment the terms of repayment are not publicized but if China is charging interest and in case of default repayment, China is capable of extracting all $11 billion repayment back from Pakistan, if not more. The worst part is that bulk of the construction force and labourers are coming from China despite Pakistan footing 80% or more of costs. Raheel Sharif’s boys are to provide security, for which naturally Pakistan bears all costs. The balance $35 billion investment is by China’s private sector for construction of coal based power plants. Coal for these plants will come from China under pretext of less ash environment pollution, not using cheaper coal available in Pakistan; the beauty being that Pakistani consumers will have to pay 27% extra costs for the electricity they purchase. Of course the Pakistani government has the option to subsidize the electricity for consumers but with that much extra burden on the exchequer. …CPEC is a masterstroke of Xi Jinping which gives China tremenduous strategic advantage while costing little to the Chinese government… China’s overt trumpeting of the One Belt One Road (OBOR) belies the fact that it has little money in her kitty for such massive projects, what with her outstanding debt, interests repayment and state of global market. To top this, China is faced with mounting workers protests and unemployment. OBOR simply exploits the country goes through with some 800 Chinese companies ready to invest and provide employment to millions of Chinese waiting in the wings – all at the cost the country hosting OBOR. In the case of the CPEC, China will be the lion that feeds with some bones thrown Pakistan’s way. But China gets much more in strategic terms, leave aside the economic benefits. The CPEC will service as China’s energy and goods demands from the Gulf region through this shorter route. At the same time, movement of oil tankers through the longer sea route turns out to be 11 times cheaper. The CPEC is a masterstroke of Xi Jinping which gives China tremenduous strategic advantage while costing little to the Chinese government: one, should the Straits of Malacca get blocked, China has the CPEC as alternative; two, Gwadar as Chinese nuclear submarine base dominates eastern end of Persian Gulf, giving leverage for quid pro quo in South China Sea; three, CPEC connection to Pakistan’s Omari naval base makes it accessible to China, giving greater domination over Persian Gulf coupled with Gwadar, and; four, rail link of CPEC and multiple development projects provide avenue for movement and deployment of weapon systems in silos and even rail mounted missiles to support future operations in the Indian Ocean Region. Pakistani military scholar Agha H Amin had prophesied in 2008 (repeated in 2012), “There is no doubt that Pakistan will be a semi autonomous Chinese province by 2030…” What does Pakistan get out of the CPEC aside from being the sucker? Sure the army is going in for more raisings to protect the CPEC but with the type of Chinese influx in the offing including Chinese labourers, local discontent is going to be immense with locals denied employment. Whatever little employment is offered to locals will also breed discontent with obdurate attitude of Chinese bosses lording hurting self-respect of locals, this coupled with the discontent in Gilgit-Baltistan and Sindh, together with continuing Pakistani genocide in Balochistan is setting the stage for internal nightmare for the Pakistani army along the 3000 kms CPEC. No external interference will actually be needed. Pakistan will perhaps have to divert troops from her borders to control the situation or alternatively ask for more PLA troops, which China will readily oblige but with provided costs for such deployment are borne by Pakistan. So instead of PLA troops guarding the CPEC (dubbed motorway in Gilgit-Baltistan) in civil attire and in civil trucks presently, the CPEC could well see uniformed PLA and Pakistani military milling around the entire 3000 kms of the CPEC, with locals warned to stay away. Raheel Sharif might as well order his army to start wearing the Chinese star on their caps or the Chinese flag on their right shoulder. Pakistani military scholar Agha H Amin had prophesied in 2008 (repeated in 2012), “There is no doubt that Pakistan will be a semi autonomous Chinese province by 2030 or so… Pakistani Baluchistan by 2030 would be a completely Chinese run show.” While Amin’s prophesy appears coming true, it looks China aims to realize this picture much before 2030. In the case of CPEC, the Sharif duo (Nawaz and Raheel) have apparently sold ‘unconquerable ’Pakistan for a lark, themselves getting richer by millions… The question remains is how did the powers that be in Pakistan ink such a one-sided agreement? This should not be difficult to guess. Just a month and a half earlier, London-based investigative journalist and consultant James D Crickton had made a startling revelation based on in-depth research that both former Pakistan President Pervez Musharraf former Army Chief General Ashfaq Pervez Kayani have bank accounts in Switzerland with several million US dollars stashed in them. Nawaz Sharif himself has attained dubious fame through the Panama Papers. Chinese treat the leadership of any country as the centre of gravity, and anyway believe in buying their way through everywhere. In recent times, John Ashe, a former UN ambassador from Antigua and Barbuda who was UNGA President from 2013 to 2014, was accused in federal court in New York for taking more than $1.3 million in bribes from Chinese businessmen, including developer Ng Lap Seng. In the case of CPEC, the Sharif duo (Nawaz and Raheel) have apparently sold ‘unconquerable ’Pakistan for a lark, themselves getting richer by millions – that is how posterity will probably remember them. One can only have sympathy for the Pakistani public.

PM MODI IS the PRIME TARGET of the INDIAN MEDIA. But it takes different shapes. A 19 year old lady Sniper was keeping a watch with her binocular on a road that led to a NATO military base when she observed a man digging the road. She shot him. It turned out that he was a bomb maker for the Taliban, and was burying an IED (Bomb)that was to be detonated when a Canadian patrol walked by 30 minutes later. It would have certainly killed and wounded several Canadian soldiers. The interesting fact of this story is that from a distance of 725 yards, she shot the Terrorist as he was bent over burying the bomb. The shot went through his butt and into the bomb, which detonated. Regretfully, Terrorist was blown to Pieces. The Canadian Army made a Motivational Poster of her with following caption: “Folks, that's a shot 25 yards longer than seven football fields! And the last thing that came out of his mouth was his ass!” That is Canada! But had it been India, likely aftermath would have been something as; 1. J&K State declares hartal and violent demonstrations follow. 2. Indian Civil Right Groups demand an enquiry. 3. Teesta Setalwad says the man was just answering nature's call and files a case against Modi accusing him of ordering the fire. 4. Late Hussain (God bless his soul) would have drawn a bare butt to honour the slain victim. "The Hindu" would have hailed Hussain's freedom and artistry. 5. Team Barkha Dutt, Rajdeep Sardesai, Pronoy Roy et al, will debate for a week if it was correct to fire at the butt. 6. The Sniper Girl faces departmental Enquiry and Suspension. 7. Manmohan, Mulayam, Mamta, Laloo, Rahul, Digvijay, Nitish, Kejri (all PMs in the making if are able to replace Modi) & Mehbooba, are sleepless and want the Government to pay a Compensation of Rs. One Crore to the victim's family!! Please do not let our anti-Culture, anti-Religious & anti-National MEDIA have a field day and last laugh at us and our Troops who are defending us with their Lives. MODI CHINA VISIT HOW SUCCESSFUL

स्वप्नांची विक्री आशिया खंडातील दोन्ही देशांची लोकसंख्या जगाच्या लोकसंख्येच्या ३३ टक्के आहे.पंतप्रधान नरेंद्र मोदी यांना स्वप्न पाहणे आणि स्वप्नांची विक्री करणे आवडते. दौरा अमेरिकेचा असो, र्जमनीचा असो की चीनचा; या देशांची गुंतवणुकीची क्षमता लक्षात घेऊन त्यांनी भारत आता कसा बदलला आहे, भारतात गुंतवणूकपूरक वातावरण कसे तयार झाले आहे, याचा पाढाच वाचायला सुरुवात केली. भारताला जागतिक हब बनवण्याचे स्वप्न त्यांनी पाहिले आहे. 'मेक इन इंडिया' आणि 'सोल्ड ओव्हर वर्ल्ड' हा त्यांचा नव्या युगाचा कानमंत्र आहे. भारत व चीनचे संबंध मैत्र-शत्रुत्व या स्वरूपाचे आहेत. चीनचे अध्यक्ष शी जिनपिंग यांच्या भारत दौर्या च्या वेळी भारताची कुरघोडी काढण्याची संधी चीनने दवडली नव्हती. आताही मोदी चीनला जाण्याच्या अगोदर चीनच्या सरकारी वृत्तपत्रांत मोदी यांच्यावर टीका झालीच होती. मोदी जेव्हा चीनमध्ये होते, तेव्हाही भारताच्या नकाशातून काश्मीर आणि अरुणाचल प्रदेश गायब करण्याचा प्रताप दाखवलाच!. भारत व चीन यांच्यातील व्यापारात १५ वर्षांपूर्वी अवघी एक अब्ज डॉलर्सची तूट होती. ती आता ३८ अब्ज डॉलर्सवर गेली आहे. या पार्श्वयभूमीवर मोदी यांच्या दौर्याजत २१ करार झाले असले आणि त्यातून २२ अब्ज डॉलर्सची गुंतवणूक भारता येणार असली, तरी प्रत्यक्षात भारत व चीनमधील व्यापारी तूट कमी करण्यासाठी हे करार उपयुक्त आहेत का? हा खरा प्रश्न आहे. भारतात गेल्या वर्षभरात जगाच्या तुलनेत गुंतवणुकीला अतिशय पूरक वातावरण असताना अवघी चार हजार शंभर अब्ज डॉलर्सची गुंतवणूक झाली आहे. चीनमधील मोठमोठय़ा कंपन्यांच्या मुख्य कार्यकारी अधिकार्यां्शी मोदी यांनी संवाद साधला. चीन हा जगाचा कारखाना असला, तर भारत हे त्याचे बॅक ऑफिस असल्याचा उल्लेख करून मोदी यांनी उद्योजकांच्या भावनांना साद घातली. चीनने पाकव्याप्त काश्मीरमध्ये मोठी गुंतवणूक केल्याच्या पार्श्वयभूमीवर मोदी यांच्या चीन भेटीला जास्त महत्त्व होते. चीनच्या अध्यक्षांनी त्यांच्या भारत दौर्याकची सुरुवात जशी मोदी यांच्या होमस्टेट असलेल्या गुजरातपासून करून नवा पायंडा पाडला, तसाच पायंडा मोदी यांनी चीनच्या दौर्या त पाडला. राजशिष्टाचार बाजूला ठेवून जिनपिंग हे मोदी यांच्या स्वागताला आले असले, तरी त्यातून दोन्ही देशांतील कटुता थोडीच दूर होणार आहे. आशिया खंडातील या दोन्ही देशांची लोकसंख्या जगाच्या एकूण लोकसंख्येच्या ३३ टक्के आहे. त्यामुळे या दोन्ही देशांत सीमावाद मिटला किंवा किमान सीमेवर शांतता राहिली आणि व्यापारउदीम वाढला, तर त्यात दोन्ही देशांचे हित आहे; परंतु आता चीनची स्पर्धा भारताशी नाहीच. ती अमेरिकेशी आहे. शस्त्रास्त्र उत्पादनातला जगातील दुसर्याि क्रमांकाचे राष्ट्र, अशी चीनची ओळख झाली असून आशिया-पॅसिफिक प्रांतात तसेच दक्षिण आफ्रिकेतील राष्ट्रांवर त्याची शस्त्रास्त्र बाजारपेठ अवलंबून आहे. सीमेवरचा तणाव कमी करण्यासाठी सातत्यपूर्ण संबंध आणि चर्चेवर मोदी यांनी भर दिला असला, तरी पाकिस्तानसारख्या राष्ट्राशी चीनचे भारतापेक्षा जास्त आर्थिक संबंध आहेत, हे विसरून चालणार नाही. दरवर्षी लाखो कोटी रुपयांच्या गुंतवणुकीचे आकडे तोंडावर फेकले जातात; परंतु त्यापैकी फक्त काही कोटी रुपयांची गुंतवणूक होते, हा अनुभव आहे. मोदी यांच्या दौर्यातत मुख्यमंत्री देवेंद्र फडणवीस होते. औरंगाबादमध्ये तेथील उद्योजकांनी गुंतवणुकीची दाखवलेली तयारी प्रत्यक्षात आली, तरी खूप झाले. जिनपिंग यांच्या दौर्या्च्या वेळी महाराष्ट्राच्या वाट्याला तीन मोठे प्रकल्प येतील, असे जाहीर करण्यात आले होते; परंतु प्रत्यक्षात त्यापैकी एकाही प्रकल्पाचे काम सुरू झालेले नाही.

NARENDRA MODI FORTHCOMING VISIT TO CHINA

पंतप्रधान नरेंद्र मोदी यांनी आपल्या शेजारी राष्ट्रांना भेटी देण्याचा सिलसिला सुरू केला. त्याचप्रमाणे शेजारील राष्ट्रांचा प्रमुखांना भारतभेटीवर बोलावून उत्तमरीत्या यजमानपदही निभावलं. वर्षभर असे अनेक समारंभ आपण पाहिले. यातील लक्षात राहणारा समारंभ होता तो चीनच्या अध्यक्षांच्या भारतभेटीचा! अमेरिकेचे अध्यक्ष भारतभेटीवर येण्याबाबत जेवढी उत्सुकता होती तेवढीच उत्सुकता चीन अध्यक्षांच्या भारतभेटीवेळीही होती. 'हिंदी चिनी भाई-भाई' हा आजचा नारा नव्हे. मात्र इतिहासानं यानंतरचे परिणामही बघितले आहेत. म्हणूनच चीनच्या अध्यक्षांनी भारतभेटीवर येण्यामागे अनेक संदर्भ जोडले गेले होते. बदललेले सरकार भारत-चीन दरम्यानच्या या ताणलेल्या संबंधांना सुरळीत करण्यासाठी नेमके कुठले प्रय▪करणार याबाबत देशातच नव्हे तर जगभर कुतूहल पाहायला मिळालं. मात्र या भेटीला बरेच दिवसही उलटूनही फारसं काही हाती लागलं असं म्हणता येणार नाही. उलटपक्षी इतिहासाची पुनरावृत्ती करत चीननं सीमेवर अतिक्रमण करण्याचा करायचा तो उद्योग केलाच. दरम्यानच्या काळात या आपल्या शेजारी राष्ट्रानं पाकिस्तानशीही जवळीक करू पाहिली. चीनच्या अध्यक्षांच्या पाकिस्तान भेटीला भावनिक संदर्भ जोडला गेला. त्यांच्यामध्ये बर्याच मोठय़ा रकमेचे करार झाले. पाकिस्तानची लष्करी ताकद वाढवण्याच्या दृष्टीने चीननं देऊ केलेलं सहाय्यही दुर्लक्षित करून चालणार नाही. या सगळ्या पार्श्वभूमीवर आता नरेंद्र मोदी चीनला भेट देत आहेत. तसं पाहता गेले काही महिने नरेंद्र मोदींनी परदेश दौर्यांचा सपाटाच सुरू केला आहे. चीनला भेट हा याचाच पुढचा टप्पा ठरावा. पण चीनशी असणारे तणावग्रस्त संबंध लक्षात घेता या दौर्याला वेगळं महत्त्व मिळत आहे. या दौर्याच्या निमित्ताने काही मुद्दय़ांचा आढावा घ्यावा लागेल. पहिली बाब म्हणजे चीन आणि पाकिस्तान हे दोन देश जवळ येत आहेत याचा भारतानं नकारात्मकदृष्ट्या विचार करता कामा नये. हे दोन्ही स्वतंत्र देश आहेत. त्यांच्या दरम्यान करार होणं हा या दोन देशांमधील संबंधांचा भाग आहे. त्यामुळे भारताला त्या संबंधित प्रत्येक गोष्टीची काळजी करण्याचं कारण नाही. चीनला पाकिस्तानशी मैत्री हवी आहे. त्याचबरोबर त्याला भारताशी दुश्मनी परवडणारी नाही. त्यामुळे त्यांनी पाकिस्तानशी मैत्री वाढवली म्हणजे भारताशी दुश्मनी जाहीर केली असा अर्थ काढता कामा नये. फक्त त्या देशाशी केलेल्या मैत्रीचा आपल्यावर दुष्परिणाम होणार नाही याची काळजी घेणं गरजेचं आहे. पंतप्रधान नरेंद्र मोदी चीन दौर्यामध्ये नेमकी हीच बाब स्पष्ट करतील. दुसरा मुद्दा म्हणजे पंतप्रधानांनी चीनच्या सीमेत प्रवेश केला म्हणजे आता या देशाशी आपले गाढ संबंध निर्माण होतील असंही समजण्याचं कारण नाही. या देशाचं शत्रुत्व आपण अनुभवलं आहे. 'भाई भाई' असल्याचा कांगावा करत चीनने भारतावर आक्रमण केलं होतं. आजही भारताचा काही भूभाग त्यांच्या ताब्यात आहे. अशा एखाद दुसर्या भेटीमुळे ते हा भूभाग परत करतील, अशी शक्यता नाही. म्हणूनच भारतातील नागरिकांची चीनविषयक मतं लक्षात घेणं पंतप्रधानांसाठी आवश्यक ठरणार आहेत. कारण या भेटीचे परिणाम देशपातळीवर बघायला मिळतील. त्याचप्रमाणे अगदी स्थानिक पातळीवरही आंतरिक परिणाम बघायला मिळतील. पंतप्रधानांच्या चीन दौर्यामुळे सीमा प्रश्न सुटेल अशा गैरसमजात राहणं चुकीचं ठरेल. हा दौरा आर्थिक व्यवहारांना चालना देऊ शकेल. यामुळे कुठलेही मोठे प्रश्न सुटणार नाहीत. कारण सीमा प्रश्नासारखे मुलभूत प्रश्न सोडवण्याची प्रक्रिया वेगळी असते. मात्र या दौर्यामुळे सीमेवर परिणाम बघायला मिळू नयेत अशी अपेक्षा आहे. कारण पंतप्रधान चीन दौर्यावर जातात याचा अर्थ आता या दोन देशांदरम्यान सगळं काही अलबेल होणार असं समजून सीमा सुरक्षा व्यवस्था शिथिल करण्यात आली अथवा या कामात कुचराई झाली तर ती अक्षम्य ठरेल. शत्रू हुशार असतो. पूर्वीदेखील आपण हा अनुभव घेतला आहे. तत्कालीन पंतप्रधान अटलबिहारी वाजपेयी लाहोरच्या भेटीवर असताना त्यांच्याशी गोड गोड बोलणार्या मुशर्रफ यांनी काही दिवसांतच कारगिलवर आक्रमण केलं होतं हे विसरून चालणार नाही. म्हणूनच या दौर्यादरम्यान अथवा नंतरही सुरक्षा व्यवस्था, हेरगिरी पूर्वीच्याच सक्षमतेनं व्हायला हवी. त्यामध्ये ढिसाळपणा येता कामा नये. हा आपला शेजारील देश कितीही बलवान असला तरी त्याच्यातही उणिवा, कमतरता आहेत. भारताने त्याला या उणिवांची जाणीव करून द्यायला हवी. सीमावाद तब्बल ५0 वर्षे चिघळत पडला आहे. याबाबत फार बोलणी झाली नाही तरी हा प्रश्न छेडला जायला हवा. पंतप्रधानांच्या चीन दौर्यामध्ये व्यापार-उद्योगविषयक बरेच करार संभवित आहेत. भारतातील कोणत्याही नवीन क्षेत्रामध्ये चीनचा सहभाग असू शकतो याबाबतही या दौर्यामध्ये चर्चा होईल. या दौर्यादरम्यान सैन्य कराराची अथवा सुरक्षा कराराची कोणतीही शक्यता नाही. पंतप्रधान नरेंद्र मोदी जगभर आपली, पर्यायानं भारताची छबी प्रस्थापित करत आहेत. चीनमध्येही हा प्रय▪होईल यात शंका नाही. अलीकडेच पंतप्रधानांनी चिनी सोशल मीडियावर अस्तित्व दाखवून दिले. दौर्यातही नागरिकांवर छाप पाडण्याचा त्यांचा प्रय▪असेल. हे इमेज बिल्डिंगचं काम करायलाच हवं. ते राष्ट्रहितासाठी महत्त्वपूर्ण ठरेल. चीनमधील मोठी जनसंख्या भारताबाबत जाणून घेण्यास आतूर आहे. त्यांच्यापर्यंत भारताची सद्यस्थिती, भविष्यातील ध्येयधोरणं पोहोचायलाच हवीत. सोशल मीडिया हे यासाठी प्रभावी माध्यम आहे. म्हणूनच पंतप्रधान या माध्यमाद्वारेही चिनी जनतेपर्यंत पोहोचू इच्छित आहे. शेवटी शासन निर्णय घेत असलं तरी ते निर्णय देशातील नागरिकांसाठीच असतात. हे लक्षात घेऊनच नरेंद्र मोदी या दौर्यात मुत्सद्देगिरी दाखवतील, अशी अपेक्षा वाटते.

CHINESE PM VISIT TO PAKISTAN

चिनी अध्यक्षांच्या पाक-भेटीत झालेले करार आणि पाकिस्तानातून जाणारा चीनचा महामार्ग, हे भारतीय हितसंबंधांना बाधा आणणारे आहेतच. रशिया आणि चीन हे दोन देश अमेरिकेच्या गटात नसूनही पाकिस्तान या दोन्ही देशांची मर्जी राखून आहे आणि त्याच वेळी तो अमेरिकेलाही हवाहवासा आहे. पाकिस्तानचे हे वाढते आंतरराष्ट्रीय संबंधही आपल्यासाठी धोक्याची घंटा वाजवणारेच आहेत. पंतप्रधान नरेंद्र मोदी आंतरराष्ट्रीय राजकारणात नवनवे 'मित्र' जोडण्यात मग्न असताना त्यांच्या शपथविधीचे साक्षीदार, शेजारील पाकिस्तानचे पंतप्रधान नवाझ शरीफ यांनी एकाच वेळी चीन आणि अमेरिकेकडून मिळवलेली भरघोस मदत भारताची चिंता वाढवणारी आहे. चीनचे अध्यक्ष क्षी जिनिपग पाकिस्तानच्या दौऱ्यावर आहेत. जिनिपग यांचे पाकिस्तानात येणे मोठय़ा भावाने घरी येण्यासारखे आहे, अशी प्रतिक्रिया पाक पंतप्रधान नवाझ शरीफ यांनी व्यक्त केली. पाकिस्तानात पोहोचण्याच्या मुहूर्तावर जिनिपग यांनी डेली टाइम्स या पाकिस्तानी दैनिकात स्वत:च्या नावाने एक लेख लिहून आपले पाकिस्तानात येणे हे कसे भावाच्या घरी येण्यासारखे आहे असे म्हणत पाक चीन भाईभाईची नांदी गायिली. त्या लेखाचे 'पाक चीन दोस्ती िझदाबाद' हे शीर्षकच या दोन देशांत काय सुरू आहे, त्याची साक्ष देण्यास पुरेसे ठरेल. त्यांचा हा दौरा पाकिस्तानला काय आणि किती मिळाले याच्या बरोबरीने या चिनी दानशूरतेचा भारतावर काय परिणाम होणार या दृष्टिकोनातून अत्यंत महत्त्वाचा आहे. त्यांच्या या पाक दौऱ्याच्या निमित्ताने भारताच्या तुलनेत पाकिस्तानची एक उल्लेखनीय बाब अधोरेखित झाली. तिचीही दखल घ्यायला हवी. ही बाब म्हणजे परस्परविरोधी आंतरराष्ट्रीय ताकदींना आपल्या हितासाठी वापरून घेण्याची पाक क्षमता. इतिहासात ती अनेकदा दिसून आली. परंतु वर्तमानातही ती तितक्याच क्षमतेने टिकून आहे. तेव्हा आधी ती समजून घ्यायला हवी. पाक हा सौदी अरेबियाच्या आíथक मदतीवर मोठय़ा प्रमाणावर अवलंबून आहे. परंतु तरीही नवाझ शरीफ यांनी गेल्या आठवडय़ात सौदीच्या मदतीसाठी येमेनमध्ये पाक फौजा पाठवायला सपशेल नकार दिला. त्याआधी सौदीने पाकला सहज गंमत म्हणून, कोणत्याही परतफेडीच्या अटींशिवाय १०० कोटी डॉलर दिले. त्यानंतर अमेरिकेचे अध्यक्ष बराक ओबामा यांनी तितक्याच रकमेचे साह्य़ पाकिस्तानला मंजूर केले. हे साह्य़ साधेसुधे नाही. तर ते अत्याधुनिक शस्त्रास्त्र नियंत्रण प्रणालीच्या रूपात आहे. महत्त्वाचे म्हणजे शरीफ यांना त्यासाठी अमेरिकेचा अध्यक्ष बराक हा आपला कसा मित्र आहे हे दाखवावे लागले नाही की त्यांना चहा पाजावा लागला नाही. वास्तविक अमेरिका आणि चीन यांचे संबंध तसे तणावपूर्णच आहेत. तरीही पाकिस्तानने मात्र या दोन्ही देशांची मर्जी उत्तमपणे सांभाळलेली आहे. जिनिपग यांच्या ताज्या दौऱ्यात हे दिसून आले. दहशतवादाविरोधात लढण्यासाठी पाकिस्तान कशी प्रयत्नांची शर्थ करीत आहे, असा निर्वाळा जिनिपग यांनी दिलाच. पण त्याच वेळी आतापर्यंतची विक्रमी गुंतवणूक पाकिस्तानसाठी जाहीर केली. म्हणूनच या दौऱ्याचे फलित भारतीय हितसंबंधांच्या परिप्रेक्ष्यातून पाहायला हवे. ४६०० कोटी डॉलर्सची गुंतवणूक ही चीनची आतापर्यंतची सर्वात मोठी परदेशी गुंतवणूक आहे. एवढी रक्कम म्हणून तर ती महत्त्वाची आहेच. परंतु त्याच बरोबरीने या पशातून पाकिस्तानात काय केले जाणार आहे, ते देखील महत्त्वाचे आहे. या पशातून उभा राहणार आहे तब्बल ३ हजार किलोमीटरचा महामार्ग. पश्चिम चीनपासून थेट ग्वादर या बंदराला जोडणारा. चीन-पाकिस्तान आíथक मार्ग असे त्याचे नामकरण करण्यात आले आहे आणि चीनला तो केवळ तीन वर्षांत पूर्ण करायचा आहे. या असल्या प्रकल्प उभारणीतील चीनचा लौकिक लक्षात घेता इतके भव्य काम तीन वर्षांत कसे पूर्ण होईल असा भारतीय किंतु मनातदेखील येऊन चालणार नाही. हा रस्ता चीन तीन वर्षांत उभारेलच. तो पूर्ण झाल्यावर पश्चिम आशियातील तेल वा नसíगक वायू वाहून नेण्यासाठी चीनचे तब्बल १२ हजार किमी वाचणार आहेत, हेदेखील आपण लक्षात घ्यावयास हवे. यास अनेक परिमाणे आहेत. त्यातील सर्वात महत्त्वाचे म्हणजे आंतरराष्ट्रीय ऊर्जा बाजाराची फेररचना. आणखी फार फार तर चार-पाच वर्षांत अमेरिका ऊर्जा क्षेत्रात स्वयंपूर्ण होईल. तूर्त तो देश पश्चिम आशियातील तेलाचा सर्वात मोठा खरेदीदार देश आहे. अमेरिकेची या तेल वापराबाबत स्पर्धा आहे ती फक्त चीनशी. अमेरिका तेलाच्या उपलब्धतेबाबत स्वयंपूर्ण झाल्यावर त्यास या वाळवंटातील गुंतवणुकीची इतकी गरज लागणार नाही. तेव्हा अमेरिकेच्या अनुपस्थितीने निर्माण होणारी पोकळी भरून काढेल तो चीन. तेव्हा या पाक महामार्गास त्या अर्थाने महत्त्व आहे. त्याच वेळी हा महामार्ग तयार झाल्यावर चीनचा या परिसरातील एकूणच दबदबा वाढेल. अगदी आपल्यासाठी भळभळती जखम असलेल्या पाकव्याप्त काश्मीरमधेही चीनची सरळ उपस्थिती असेल. तूर्त िहदी महासागरात चीन सक्रिय नाही. पण या नव्या पाक महामार्गामुळे तसे करणे चीनसाठी सहजसाध्य होणार आहे. पाकिस्तानचे ग्वादर बंदर उभे आहे ते मुळात चिनी अर्थसाह्य़ावर. नव्या महामार्गाने ते अधिकच चिनी होईल. या आधीही चीन आणि पाकिस्तान यांच्यातील संबंध ही आपल्यासाठी मोठीच डोकेदुखी आहे. आता ती अधिकच होईल. पाकिस्तानचा अणुबाँब तयार झाला केवळ चोरटय़ा चिनी साह्य़ामुळे. या पाश्र्वभूमीवर पाकिस्तानातील ही थेट चिनी गुंतवणूक आपली झोप उडवणारी ठरेल हे निश्चित. जिनिपग यांच्या या एकाच दौऱ्यात आपल्यासाठी डोकेदुखी असणाऱ्या या दोन देशांत तब्बल ५१ विविध करार झालेत यावरून या उभयतांमधील मधुर संबंधांचा अंदाज बांधता येईल. चीनचे हे पाक औदार्य अमेरिकेच्या दानशूरतेपेक्षा अधिक आहे, ही बाबदेखील महत्त्वाची ठरते. यास आणखी एक कोन आहे. पाकिस्तान आणि रशिया या दोन देशांतील सुधारत चाललेल्या संबंधांचा. रशियाशी चांगले संबंध ही इतके दिवस आपली मक्तेदारी होती. पण आपले आणि अमेरिकेचे संबंध सुधारत असल्यामुळे रशियाने या प्रदेशात पाकिस्तानला चुचकारायला सुरुवात केली. आता हे संबंध भारत आणि रशिया या समीकरणाइतके नाही, तरी पूर्वीपेक्षा बरेच सुधारले आहेत. तेव्हा एकाच वेळी चीन आणि रशिया या दोन देशांशी पाक उत्तम समीकरण राखत आहे. या दोन्ही देशांतील समान धागा म्हणजे त्यांचा अमेरिका विरोध. रशिया आणि चीन हे दोघेही अमेरिकेच्या गटात नाहीत. पण तरी पाकिस्तान या दोन्ही देशांची मर्जी राखून आहे आणि त्याच वेळी तो अमेरिकेलाही हवाहवासा आहे. इतके दिवस चीनला विगुर मुस्लीम बंडखोरांनी सतावले होते. मूळचे तुर्की असलेले हे बंडखोर संपवण्यासाठी त्या देशाला आता पाकिस्तानची मदत अधिकृतपणे घेता येईल. ही सर्व लक्षणे आपल्यासाठी काही निश्चितच चांगली नाहीत. उलट धोक्याची घंटा वाजवणारीच आहेत. तेव्हा यास तोंड देण्याचा एक सोपा मार्ग दिसतो. तो म्हणजे अधिक अमेरिकाधार्जणिे बनण्याचा. पण त्यातही पुन्हा धोका आहे. एका देशाच्या इतके कच्छपि लागणे आपणास परवडणारे नाही. पंतप्रधान नरेंद्र मोदी पुढील महिन्यात चीन दौऱ्यावर जातील तेव्हा त्यास ही सर्व पाश्र्वभूमी असेल. त्या दौऱ्यात जिनिपग हे मोदी यांना आपल्या गावी नेऊन झोपाळ्यावर बसवून त्यांचे आदरातिथ्य करणार आहेत किंवा काय, हे अद्याप कळावयास मार्ग नाही. परंतु आंतरराष्ट्रीय संबंधांचा हा झुला त्यांनी आपल्यापासून दूर नेला आहे हे निश्चित. आंतरराष्ट्रीय व्यवहारांत कोणीच कोणाचा मित्र नसतो. मात्र मित्र भासणाऱ्याच्या शत्रूशी आपली मत्री हवी हेच यातून दिसून येते चीनचे राष्ट्राध्यक्ष शी जिनपिंग यांनी अखेर पाकिस्तानचा दौरा केलाच. चीनची पाकिस्तानशी होत असलेली जवळीक ही भारताच्या दृष्टीने तशी धोकादायकच मानली पाहिजे. जी शिनपिंग हे गेल्या वर्षी सप्टेंबरमध्येच पाकिस्तानचा दौरा करणार होते. परंतु, इमरान खानच्या राजकीय पक्षाने नवाझ शरीफ सरकारविरुद्ध पुकारलेल्या आंदोलनामुळे दौरा स्थगित करावा लागला होता. पाकिस्तानात त्यावेळी मोठ्या राजकीय उलथापालथी होण्याची शक्यता निर्माण झाली होती आणि त्यामुळेच अस्थिरताही निर्माण झाली होती. पाकिस्तानात दाखल होण्यापूर्वीच शी जिनपिंग यांनी पाकिस्तानचे गोडवे गायले. पाकिस्तानात चाललो म्हणजे आपल्या भावाकडे चाललो आहोत, अशी भावना माझ्या मनात असल्याचे सांगत शी जिनपिंग यांनी पाकच्या जिभेला मधाचे बोट चाटवल्यासारखे केले. वास्तविक चीनला पाकिस्तानशी मैत्री करण्याची तशी काहीही गरज नाही. परंतु, आशिया खंडातील मोठा प्रतिस्पर्धी असलेल्या भारतावर कुरघोडी करण्यासाठीच चीनने आपल्या अध्यक्षांचा पाक दौरा आखला, हे न ओळखण्याएवढा भारतही आता दूधखुळा राहिलेला नाही. ‘चीन-पाकिस्तान मैत्री अमर रहे’ या मथळ्याखाली शी जिनपिंग यांनी स्वत: पाकच्या डेली टाईम्स या वृत्तपत्रात लेख लिहिला आहे. तसे पाहिले तर चिनी राष्ट्राध्यक्षांची ही पहिलीच पाकभेट आहे. असे असतानाही पाकमध्ये जाताना आपल्याला अजिबात परके वाटत नाही आणि पाकला आपल्या हृदयात स्थान आहे, असे जे शी जिनपिंग यांनी म्हटले आहे, ते भारताला डिवचण्यासाठीच आहे, हे लक्षात यायला वेळ लागत नाही. माझ्या तरुणपणी मी पाकविषयी बरंच ऐकलं होतं आणि त्यावेळच्या आठवणी आजही माझ्या मनात ताज्या आहेत. जगाचं आकाश चीनसाठी पाकमुळंच मोकळं झालं आणि संयुक्त राष्ट्रसंघटनेत पाकच्या पाठिंब्यामुळेच चीनला स्थायी सदस्यत्व मिळालं, हे सांगायलाही शी जिनपिंग विसरले नाहीत. यावरूनच त्यांची भारतविरोधी खोडी लक्षात येते. हिंदी-चिनी भाईभाई करीत भारतावर आक्रमण करणार्या चीनवर अजिबात विश्वास ठेवून चालणार नाही. चीनच्या गोड बोलण्याला भुलणार्या पाकिस्तानलाही एक दिवस ड्रॅगनचे फूत्कार सहन करावे लागतील. आशिया खंडात स्वत:चे निर्विवाद वर्चस्व कायम राखण्यासाठी चीनकडून पाकिस्तानचा वापर केला जाईल आणि नंतर चिनी-पाकिस्तानी भाईभाई करीत एक दिवस ड्रॅगन पाकच्या गळ्याभोवती घट्ट फास आवळेल, हे सांगायला कुणा ज्योतिषाची गरज नाही. चीनला पाकिस्तानची गरज केवळ भारताला शह देण्यासाठी आहे. चीन पाकिस्तानला भरभरून मदत करेल, पाकचे गोडवेही गाईल, जी जी मदत करता येणे शक्य आहे ती सगळी करील. पण, गरज संपली की पाकला नेस्तनाबूत करण्यासही मागपुढे पाहणार नाही, हे पाकिस्तानच्या लाचार राज्यकर्त्यांनी समजून घेतले पाहिजे. ब्रिटिशांना एकसंध भारत नको होता, त्यामुळेच त्यांनी हिंदू-मुसलमानांत फूट पाडून अखंड भारताचे विभाजन केले. धार्मिक आधारावर भारतात भांडणे लावून दिलीत अन् नंतर पद्धतशीर योजना आखून भारताचे तुकडे पाडले. आज पाकिस्तानची जी अवस्था आहे, ती कमालीची वाईट आहे. पाक भारताचा अविभाज्य भाग असता, तर कदाचित तिथे समृद्धी नांदली असती, तिथले जीवनमानही चांगले राहिले असते. पण, ब्रिटिशांच्या कटकारस्थानाला बळी पडलेल्या तेव्हाच्या नेत्यांनी आज पाकिस्तानवर लाचारीची वेळ आणली आहे आणि पाकमधील आजचे नेतेही आंतरराष्ट्रीय समुदायाचा डाव ओळखण्यात अपयशी ठरले आहेत. चीन आपला वापर करून घेत आहे, हे जर पाकने लक्षात घेतले नाही आणि भारताविरुद्ध चीनची साथ दिली, तर त्याचे आणखी वाईट परिणाम हे पाकिस्तानमधील जनतेलाच भोगावे लागणार आहेत. चीनला पाकिस्तानशी तसे काहीच देणेघेणे नाही. चीनच्या मनात पाकिस्तानबद्दल असलेला कळवळा हा संपूर्णपणे कृत्रिम आहे आणि स्वार्थी आहे. विशिष्ट मुद्यांवरच चीन पाकिस्तानला पाठिंबा देतो, हे तिथल्या नेत्यांच्या लक्षात येत नाही असे नाही. पाकिस्तानातल्या नेत्यांचे राजकारणही भारतद्वेषावरच आधारित असल्याने देशातील जनतेला भारताविरुद्ध भडकवणे, भारताविरुद्ध अपप्रचार करीत राहणे हा उद्योग तेथील नेते सातत्याने करीत आले आहेत. म्हणूनच पाकी नेते चीनला साथ देत आहेत. चीनच्या राष्ट्राध्यक्षांचे त्यांनी जे जंगी स्वागत केले, जी अभूतपूर्व सुरक्षा व्यवस्था त्यांना पुरविली, ती भारतद्वेषातूनच. १९५० च्या उत्तरार्धात जेव्हा भारत आणि चीन यांच्या संबंधात दुरावा निर्माण होण्यास सुरुवात झाली, तेव्हापासून चीनने पाकिस्तानशी जवळीक करण्यास प्रारंभ केला. भारताशी प्रतिकूल असल्याने पाकिस्तानच्या भौगोलिक स्थितीचा लाभ उठवण्याची चीनने ठरविले आणि आजतागायत चीनचा तसला उद्योग सुरू आहे. १८ एप्रिल १९५५ रोजी बांडुंग येथे अलिप्त राष्ट्रांची परिषद भरली होती. त्याचवेळी भारताचे पंतप्रधान पंडित जवाहरलाल नेहरू आणि चीनचे तत्कालीन राष्ट्राध्यक्ष माओ यांच्यात मतभेद निर्माण झाले होते. तेव्हापासून आजतागायत भारत-चीन संबंधात तणावच राहिला आहे. मधल्या काळात १९६२ साली चीनने भारतावर आक्रमणही केले होते. त्यामुळे तर दोन्ही देशांच्या परस्पर संबंधांमध्ये आणखी तणाव वाढला होता. आज बांडुंग येथे जे संमेलन होते आहे, त्याला उपस्थित राहण्यासाठी चीनचे अध्यक्ष शी जिनपिंग पाकिस्तानमार्गे पोहोचले आहेत, हे लक्षात घेतले आणि चीनमध्ये पाकिस्तानबाबत जी भावना आहे ती लक्षात घेतली, तर चीनची भूमिका स्पष्ट होते. ही स्पष्ट भूमिका लक्षात घेऊनच भारतालाही आपले परराष्ट्र धोरण ठरवावे लागेल, त्याचप्रमाणे संरक्षणसिद्धताही करावी लागेल. १९६२ सारखी स्थिती पुन्हा उद्भवणारच नाही आणि चीन पुन्हा आगळीक करणारच नाही, याची कसलीही शाश्वती नाही. संयुक्त राष्ट्रसंघटनेत स्थायी सदस्यत्व मिळावे यासाठी पाकिस्तानने चीनला मदत केली होती, असा उल्लेख शी जिनपिंग यांनी त्यांच्या लेखात करणे याचा अर्थ आपण समजून घेतला पाहिजे. वास्तविक, तेव्हाचे आपले पंतप्रधान पंडित नेहरू यांनीही चीनसाठीच वकिली केली होती आणि त्याची आठवण भारतीयांना करवून देत भारतात नेहरूंविरुद्ध असंतोष पसरवायचा हा शी जिनपिंग यांचा हेतू स्पष्ट दिसतो आहे. तोही भारतीय राज्यकर्त्यांनी लक्षात घेतला पाहिजे. देशातील आम जनतेची धारणा तर अशीच आहे की, स्वत:चा दावा मजबूत करण्याऐवजी पंतप्रधान असताना नेहरू यांनी संयुक्त राष्ट्रसंघटनेत चीनला स्थायी सदस्यत्व मिळावे यासाठी पाठिंबा दिला होता. त्यामुळे तेव्हाच्या निर्णयावरून भारतीय जनतेत रोष निर्माण करण्याचा आजच्या चिनी राज्यकर्त्यांचा हेतू भारतीय राजकारण्यांनी लक्षात घेतला पाहिजे. जे झाले ते झाले, त्यावरून अंतर्गत राजकारणात कॉंग्रेसला ठोकण्याचे काम विरोधी पक्षांना करता येईल. पण, त्यावरून देशात फूट पडू नये याकडे लक्ष देणे आवश्यक आहे. पाकिस्तानने ५०-६० वर्षांपूर्वी जशी आपली हवाई सीमा चीनसाठी खुली केली होती आणि जगाशी संपर्क करण्याचा चीनचा मार्ग मोकळा केला होता, तसाच तो आजही राहावा, शिवाय पाकिस्तानच्या सामुद्रिक हद्दीचाही वापर जागतिक व्यापार वाढविण्यासाठी आणि आशिया खंडात आपली ताकद वाढविण्यासाठी करावा, हा चीनचा मुख्य हेतू आहे. हा हेतू साध्य करण्यासाठीच चीनने पाकिस्तानला आर्थिक पाठबळ दिले आहे, हे उघड आहे. मे महिन्यात भारताचे पंतप्रधान नरेंद्र मोदी चीनचा दौरा करणार आहेत. त्यावेळी देशाला वाटणार्या सर्व चिंता मोदी यांनी चीनपुढे स्पष्टपणे मांडतीलच. चीनसोबत भारताचा भौगोलिक मुद्यांवरही वाद आहे. तो वाद कमी करण्याच्या दृष्टीने आणि भारताचा चीनने बळकावलेला भूभाग पुन्हा परत मिळविण्यासाठीही आगामी काळात प्रयत्न करावे लागणार आहेत. चीनने पाकिस्तानशी केलेली मैत्री ही भारतासाठी कधीही परवडणारी नाही. चिनी ड्रॅगनचे फूत्कार आणि पाकिस्तानकडून दहशतवादाला घातले जाणारे खतपाणी, या दोन्ही बाबी भारताला परवडणार्या नाहीत. या दोन्ही आघाड्यांवर भारत सरकार कशी भूमिका पार पाडते यावरच देशाचे भवितव्य अवलंबून आहे. आशा करू या- मोदी सरकार सर्व आघाड्यांवर यशस्वी शिष्टाई करेल.

NAXAL ATTACKS IN CHATTISGARH-जनतेचा उठाव हेच खरे उत्तर

अवघ्या तीन दिवसांच्या अंतराने शेजारच्याच छत्तीसगड राज्यात नक्षल्यांकरवी सुरक्षा दलाच्या जवानांवर चार भीषण हल्ले चढविले जावेत आणि त्यात डझनभर जवान शहीद व्हावेत आणि हतबल होऊन या नरसंहाराकडे बघत बसण्यापेक्षा प्रशासनाला काहीही करता येऊ नये, यात केवळ प्रशासनाचाच नव्हे, तर माणुसकीचाही पराभव आहे. नक्षल्यांची दहशतच इतकी घोर की धारातिर्थी पडलेल्या जवानांचे मृतदेह जागेवरून हलविण्याचे धाडसही करविले जाऊ नये. या पार्श्वभूमीवर महाराष्ट्रातील गडचिरोली जिल्ह्यातील ज्या सातशे गावांनी नक्षलवाद्यांना प्रवेशबंदी केली त्या गावातील सारे गावकरी निश्चितच अभिनंदनास पात्र ठरतात. प्रत्यक्ष बंदुका रोखून चालून येणाऱ्या सशस्त्र बंडखोरांच्या टोळ्यांना असे नि:शस्त्र व निर्भय आव्हान जे देतात त्यांच्या धाडसाला व शौर्य वृत्तीला आपणही सलामच केला पाहिजे. देशातील दीडशेवर जिल्ह्यांत पोहोचलेली ही बंडखोरी तिच्या ३७ वर्षांच्या इतिहासात असे आव्हान प्रथमच अनुभवत असेल. नक्षल्यांचा पुंडावा मोडून काढण्यासाठी सरकारने पोलिसांच्या मदतीला सीमा सुरक्षा दलाच्या पलटणी उभ्या केल्या. काही राज्यांनी त्यासाठी स्वतंत्र पथकांची उभारणी केली. नक्षलग्रस्त राज्यांचे सहा मुख्यमंत्री त्यांच्या बंदोबस्तासाठी एकत्र आले. त्यांनी या बंडाचा बीमोड करण्यासाठी संयुक्त मोहिमांची आखणी केली. छत्तीसगडच्याच ‘शहाण्या’ राज्यकर्त्यांनी त्यासाठी नागरिकांच्या व आदिवासींच्या हातात बंदुका देऊन त्यांनाच शस्त्रधारी बनविण्याचा उद्योग करून पाहिला. एकट्या महाराष्ट्राच्या तुरुंगात चार हजारांवर संशयित नक्षली गेल्या काही काळापासून खितपत आहेत. मात्र एवढे सारे होऊनही नक्षल्यांचे बंड शमले नाही. सरकारांच्या या अपयशाचे महत्त्वाचे कारण आपल्या मोहिमेत त्यांनी जनतेला विश्वासात सोबत घेणे टाळले हे आहे. नक्षल्यांचे ऐकले तर सरकार मारणार आणि सरकारचे ऐकले तर नक्षली मारणार या शृंगापत्तीत आधीच दारिद्र्याने गांजलेला आदिवासींचा मोठा वर्ग सापडला होता. नक्षली बंडखोर सरकारला भीत नाहीत. त्यांना खरी भीती वाटत आली ती जनतेची व तिच्या नेतृत्वाची. पण आपले राजकीय नेतृत्व स्वत:ची सुरक्षितता सांभाळत शहर विभागातच नक्षल्यांवर आजवर टीका करताना दिसले. त्यांच्या प्रदेशात जाऊन त्यांना आव्हान देण्याचे धाडस त्यातल्या कोणी केले नाही. ज्या स्थानिक पुढाऱ्यांनी तसा प्रयत्न केला त्यांना नक्षल्यांनी थेट कापूनच काढले. नक्षल्यांना दुसरे भय आहे ते आदिवासींमधील नव्याने शिकलेल्या प्रामाणिक तरुणांचे. उद्या हे तरुण आदिवासींचे नेतृत्व करतील आणि त्या स्थितीत त्यांच्यावरील आपली पकड सैल होईल ही त्यांना भेडसावणारी खरी चिंता आहे. तसा अनुभव गडचिरोली जिल्ह्यात त्यांनी अनुभवलाही आहे. मात्र या तरुणांची संख्या मर्यादित आहे आणि त्यांनाही शासनाचे म्हणावे तसे पाठबळ मिळाल्याचे कधी दिसले नाही. अशावेळी स्वत:चा बचाव करण्याचा एकच मार्ग त्या परिसरातील लोकांपुढे शिल्लक राहिला. तो म्हणजे आपल्या रक्षणासाठी स्वत:च पुढे होणे. गडचिरोली जिल्ह्यातील आदिवासी गावांनी आता तोच मार्ग स्वीकारला आहे. यातील सहाशेवर गावांना सरकारने प्रत्येकी तीन लक्ष रुपयांचे विकासानुदान देण्याचे आता जाहीर केले आहे. नक्षली अत्याचाराच्या खऱ्या व क्रूर स्वरूपाची जाणीव शहरी भागांना नाही. परिणामी त्या भागांना नक्षल्यांचे खरे स्वरूपही कधी कळले नाही. आदिवासींच्या मुलांनी शिकायचे नाही असे बजावणाऱ्या नक्षल्यांनी नववी पास झालेल्या मुलांना धाक घालण्यासाठी त्यांच्या डोळ्यादेखत त्यांच्या घरातली माणसे मारली आहेत. त्यांनी सरकारी नोकरी पत्करायची नाही असे बजावून त्या मुलाखतींसाठी गेलेल्या तरुणांना त्यांनी भर चौकात आणि भरदिवसा कापून काढले आहे. आदिवासी स्त्रियांनी वनविभागाची वा सरकारची कोणतीही कामे करायची नाहीत अशी बंदी त्यांच्यावर नक्षल्यांनी घातली आहे. याहून भीषण प्रकार हा की आपल्या दलातील पुरुषांची ‘भूक’ भागवण्यासाठी त्यांनी वयात आलेल्या आदिवासी मुलींचे मोठ्या प्रमाणावर अपहरणही केले आहे. या मुलींपैकी ज्या त्या जाचातून मोकळ्या झाल्या त्यांचे अनुभव कोणत्याही संवेदनशील माणसाच्या अंगावर शहारे उभे करणारे आहे. आपल्या मुलींचा अशा अपहरणापासून बचाव करण्यासाठी त्यांच्या गळ्यात लग्नाआधीच खोटी मंगळसूत्रे घालण्यापर्यंत व वयात आलेल्या मुलींना घरात डांबून ठेवण्यापर्यंतचे उपाय अनेक आदिवासी पालकांनी अवलंबिलेले दिसले आहेत. पण नक्षली अत्याचारांची जाणीव झालेला नव्या तरुणांचा एक वर्गही आता उदयाला आला आहे. जनतेचा व या तरुणांचा आताचा नक्षलविरोधाचा पुढाकार हेच नक्षली बंडखोरीला खरे व परिणामकारक ठरणारे उत्तर आहे. जनतेचा असा उठाव सर्वत्र उभा राहिला तर त्यामुळे आदिवासींचे जनजीवन सुरक्षित होतानाच देशातील लोकशाहीदेखील स्थिर व मजबूत होईल. गडचिरोलीतील शूर आदिवासींच्या या पुढाकाराकडे आशेने पाहून त्यांना साथ देणे यासाठीच आवश्यक आहे.

FOR GODS SAKE BUY INDIAN -BOYCOTT CHINESE GOODS

दिवाळीची खरेदी करण्यापूर्वी नुकतीच नवरात्रीची धामधूम व गडबड संपली. नवरात्राचे दिवस कसे भारावल्यासारखे निघून जातात कळतच नाही. आता सगळ्यांना वेध लागलेत ते दिवाळीचे! नुकतीच मी दिवाळीसाठी काही सामान खरेदी करण्यासाठी बाजारात गेली होती तेथील सुसंवाद- ‘‘ए, या पणत्या कशा दिल्यात रे! काकू, मोठ्या ६० रु. डझन व लहान ५० रु. डझन.’’ ‘‘बापरे, काही भाव सांगतोस का रे. ४० व ३० रु. डझन दे.’’ हो, नाही करता करता त्याने बिचार्याने ३० रु. डझन या भावाने त्या पणत्या दिल्या. या प्रसंगाने माझ्या मनात विचारांचे काहूर माजले. खरेच हे योग्य आहे का? आपण सोफिस्टिकेटेड म्हणविणारे लोक, बाजारात लहान दुकानदारांशी घासाघीस करतो. हेच बिचार्यांचे कमाईचे दिवस आहेत. आपल्याला महागाई जाणवते; ते तर गरीब व कष्टाळू लोक आहेत. त्यांनी या दिवसात थोडे पैसे जर कमविले तरच ते दिवाळी साजरी करू शकतील. दुसरा एक प्रसंग. मी भाजीबाजारात गेली होती. दोन बायका एका महागड्या गाडीतून उतरल्या व भाजीवाल्याशी भाव करू लागल्या. ६० रु. किलोचे टोमॅटो त्या ४० रुपयात मागत होत्या. शेवटी दुकानदाराने ५० रु. किलो या भावाने टोमॅटो त्यांना विकले. अशा कोत्या वृत्तीला काय म्हणावे आपण? स्टेटस् जपणार्या बायका मोठ्या मॉल्समध्ये जाताात तेव्हा फिक्स रेट व महागडे कपडे खरेदी करतातच ना? तेथे भाव करतात काय? मोठ्या हॉटेलमध्ये गेल्यावर वेटरला ५० ते १०० रु. टीप पटकन देऊन टाकतो आपण. मग या गरिबांशी घासाघीस का? ऑटोवाल्यांना मीटरप्रमाणे किंवा तसेच भरमसाट पैसे मोजतो, पण रिक्षावाल्यांशी कटकट करीत असतो. याला सोफेस्टिकेटेड म्हणायचे का? आता दिवाळीपूर्वी खरेदी करण्यासाठी बरीच गर्दी वाढत आहे. माझी सगळ्यांना नम्र विनंती आहे की, त्यांनी दिवाळीसाठी खरेदी करताना खालील बाबी लक्षात ठेवाव्यात : १) कृपया, ‘चायना मेड’ वस्तूंची खरेदी करू नका. त्याऐवजी आपल्या कारागिरांनी बनविलेल्या वस्तूंचीच खरेदी करा. २) लवकरात लवकर खरेदी करा, जेणेकरून नंतर बाजारात अफाट गर्दी झाल्यावरचा त्रास वाचेल. ३) कृपया, अधिक घासाघीस करू नका. कारण मोठ्या मॉल्समध्ये आपण फिक्स रेटच्या वस्तू खरेदी करतोच. ४) इको फ्रेंडली दिवाळी साजरी करा. ५) फटाके कमीत कमी फोडा किंवा काहीच न फोडलेत तर अतिउत्तम. कारण त्यामुळे प्रदूषणाचा त्रास वाचेल. ६) आपल्या घरी काम करणार्या माणसांना त्या महिन्याचा पगार तेवढाच अधिक द्या. वर्षांतून एकदा त्यांना अपेक्षा असणारच. ७) जवळच्या एखाद्या झोपडपट्टीत गरीब मुलांना फराळाचे, कपडे व फटाके द्या. बघा, आपल्याला किती आत्मिक समाधान मिळते ते! आपल्या मुलांना पण चांगले वळण लागते व योग्य संस्कार होतात. ८) मिठाईऐवजी ड्रायफ्रुट दिल्यास ते पौष्टिकही असतात व टिकतात. कारण या दिवसात खव्यात जास्त प्रमाणात भेसळ असते. ९) मिठाई चांगल्या दुकानातूनच घ्यावी व लगेचच संपवून टाकावी. १०) दिवाळीत आपल्या भागातील सफाई कामगारांनासुद्धा काहीतरी भेटवस्तू व मिठाई अवश्य द्या, जेणेकरून वर्षभर ते व्यवस्थित स्वच्छता ठेवतील. ११) शक्य असल्यास घरीच फराळाचे बनविल्यास दर्जा व वस्तुमानात तडजोड करावी लागणार नाही. १२) फराळाचे पदार्थ खाताना गोड पदार्थाचे कमीत कमी सेवन करण्याचा प्रयत्न करावा, जेणेकरून आपल्या प्रकृतीवर ताण पडणार नाही. १३) फटाके उडवीत असताना मुलांजवळ स्वत: उभे राहून लक्ष ठेवा, जेणेकरून अपघात टाळले जातील. १४) रस्त्यांवर फटाके उडवीत असताना येणार्या-जाणार्या वाहनांवर लक्ष ठेवा. १५) पणत्या व दिव्यांच्या माळा लावल्यावर घरचे मोठे ट्युबलाईट कमीत कमी वापरा, जेणेकरून विजेची बचत होऊ शकेल. १६) दिवाळीत फक्त ‘स्वदेशी’ वस्तूंचाच वापर करा. माझी सगळ्यांना नम्र विनंती आहे की, सगळ्यांनी गरिबांशी खूप मोलभाव न करता, दिवाळीत चायना मेड वस्तूंचा वापर टाळावा. सगळ्यांना दिवाळी आनंदाची व सुखाची जावो व नवीन वर्षात भरभराट होवो, हीच ईश्वरचरणी प्रार्थना! चैत्र पाडव्याची गुढी असो अथवा दिवाळीतील आकाशकंदील, पणत्या अन्‌ शुभेच्छा पत्रके बहुतेकांना या सर्व वस्तू "मेड इन चायना'च हव्या असतात. स्वस्त, मस्त आणि आकर्षक या वैशिष्ट्यांमुळे "चायनीज वस्तू' ग्राहकांच्या पसंतीस उतरत असून, भारतीय बाजारपेठांवर त्यांनी आक्रमण केले आहे. "चायनीज फास्टफूड' आणि "चायना मोबाईल' भारतीयांच्या अंगवळणी कधीच पडले आहेत. अगदी खेड्यापासून महानगरापर्यंत प्रत्येकाच्या ओठावर "चायना' नाव पोचले आहे. भारतीय सण, उत्सवांचे महत्त्व ओळखून त्यानुसार चायना कंपन्यांनी आपली उत्पादने तयार केली आहेत. पुणे, पिंपरी-चिंचवड सारख्या शहरात "चायना बाजार' नावाने स्वतंत्र दालनेच आहेत. चिनी बनावटीच्या गुढ्यांचे चैत्र पाडव्याला, तर गणेश मूर्तींचे गणेशोत्सवात जोरदार स्वागत झाले. आता दिवाळीच्या पार्श्वठभूमीवर प्रत्येक दुकानामध्ये चायना मेड वस्तू बघायला मिळत आहेत. आकर्षक व भडकपणामुळे चायनीज आकाशदिव्यांनी ग्राहकांना वेड लावले आहे. त्यांची विक्री जोरात सुरू आहे. "देशी बनावटीच्या कापडी व प्लॅस्टिकच्या आकाशदिव्यांची जागा आता चायनीज दिव्यांनी घेतली आहे. आकर्षक, टिकाऊ व घडी करून ठेवण्याची सोय यामुळे त्यांना ग्राहकांची पसंती मिळत असल्याचे सांगितले. चायनीज फटाके, पणत्या व शुभेच्छा पत्रकेही बाजारात उपलब्ध आहेत. कमी आवाज करणारे, स्वस्त आणि फुटल्यानंतर आकर्षक दिसणारे म्हणून ते ग्राहकांच्या पसंतीला उतरले आहेत. विद्युत रोषणाईची नवनवीन तोरणेही विक्रीसाठी आली आहेत. फळे, फुले व पानांच्या आकाराच्या पणत्या स्वस्त आणि चकचकीत असल्यामुळे त्यांनाही मोठ्या प्रमाणावर मागणी आहे. याखेरीज रांगोळी काढण्याचे वेगवेगळ्या आकारांचे साचे, रंगसंगतीचे छापे, प्लॅस्टिक फुलांच्या माळा व तोरणेही बाजारात विक्रीसाठी आले आहेत. चायनीज "म्युझिकल' शुभेच्छा पत्रेही ग्राहकांच्या पसंतीला उतरली आहेत. मराठी, हिंदी व इंग्रजी भाषेतील "दिलखेचक' मजकूर आणि दीर्घकाळ टिकण्याची हमी यामुळे या शुभेच्छा पत्रांनाही चांगली मागणी आहे. • येथील वस्त्रनगरी दिवाळीसाठी सज्ज झाली आहे. बाजारपेठेत रंगीबेरंगी आकाशकंदील, शोभेच्या वस्तू, रांगोळी, कपडे यांचे स्टॉल उभारण्यात आले आहेत. बाजारपेठेत सरासरी वीस टक्क्यांनी महागाईमध्ये वाढ दिसत असून, ७५ टक्के चायना मालाने बाजारपेठेवर वर्चस्व निर्माण केले आहे. निवडणूक निकालानंतर बाजारपेठेत खरेदीसाठी गर्दी दिसत आहे. तर दिवाळीच्या पूर्वसंध्येला बाजारपेठेत मोठी गर्दी झाली होती. इचलकरंजी शहरातील मेन रोडसह जनता चौक, गांधी पुतळा चौक, डेक्कन चौक या परिसरात स्टॉल उभारण्यात आले आहेत. यामध्ये आकर्षक आकाशकंदील, रांगोळी, शोभेच्या वस्तू, पणत्या, मेणबत्या, रंगीबेरंगी हार, लहान मुलांसाठी खेळणी, किल्ल्यावरचे साहित्य, तयार किल्ले, सैनिक यांसह कपड्यांचे स्टॉल यांचा समावेश आहे. कापड मार्केट, बीजेपी मार्केट या परिसरातही कपड्यांची दुकाने सजली आहेत. बाजारपेठेमधील वस्तूंमध्ये सुमारे ७५ टक्के वस्तू चायना मेड आहे. स्थानिक तयार झालेल्या वस्तूंपेक्षा या वस्तूंची किंमत तुलनात्मकरीत्या खूपच कमी असल्याने ग्राहकही त्याकडे आकर्षित होत आहेत. बाजारपेठेमध्ये वीस ते पंचवीस टक्क्यांनी सर्व वस्तूंमध्ये वाढ झाली आहे. वस्त्रनगरीमध्ये मालक व कामगार असे दोन मुख्य वर्ग असल्याने बोनस वाटपानंतरच खऱ्या अर्थाने खरेदीला सुरुवात होते. गत चार दिवसांपासून बोनस वाटप झाल्यामुळे बाजारपेठेत गर्दी फुलू लागली आहे. दरवर्षी दिवाळीला वस्त्रनगरीत करोडो रुपयांची उलाढाल होते. त्या पार्श्वभूमीवर दुकानदारांनी व स्टॉलधारकांनी मोठ्या प्रमाणात माल भरला आहे. NO WAR NO PEACE WITH CHINA-GEN HASNAIN INDIAN ARMY

The games being played from Depsang (2013) to Demchok and Chumar have long gone on and “tolerance for ambiguity” has its limits. Military professionalism usually does not demand this kind of tolerance at tactical levels. I would be at a loss to give any orders to my subordinates in such a situation, and in the army we are used to giving crisp and clear orders; to introduce diplomacy at the tactical level is a folly because it complicates the situation. One needs to climb down from the lofty pedestal of strategy to the sub-tactical level to get a measure of how things play out on the frontlines and why diplomacy cannot be conducted from the end point of bayonets. Everyone knows there is a non-existent border between Ladakh and Tibet. India has claim lines that extend into China’s perceptions of its territory and vice-versa. The two armies and border forces stay away from these but proceed to patrol areas to the limit of their perceived claim lines, thus leading to transgressions and “intrusions”. The problem — unlike the LoC with Pakistan, which is a temporary line where ground positions rest — is that there is no line temporarily accepted by India and China along their border. Progressive border protocols have recognised this, but no agreed procedure to first settle such a temporary line without prejudice to subsequent agreements has ever been arrived at. The protocols, however, have recognised the need for immediate disengagement should there be an impending clash based on individual perceptions. In recent years, this too has been largely ineffective in the face of the People’s Liberation Army’s (PLA) attempts to heckle, extract advantage or send messages to not only India but the world that China will not accept any compromise on its territorial claims. China seems to believe it can follow a dual-track policy of benefiting from economic and diplomatic engagement while continuing to remind the other nation that it has territorial issues to settle. With Vietnam, the policy led to a dangerous standoff involving the PLA’s navy. China’s approach to Vietnam has been tentative due to the psychological effects of the setback it suffered on the battlefield during the 1979 Sino-Vietnamese war; with India, the clear victory in the border war of 1962 emboldens Beijing. That is why the media, if no one else, needs to remind China about the 1967 standoff at Nathu La and how it was triggered by such similar intransigence to China’s disadvantage. At Nathu La, the PLA attempted to intimidate the Indian army unit with continuous propaganda aired through loudspeakers; in Chumar and Demchok, as also in other places, it is banner warfare. Infantry units of the Indian army that face such situations, thrive on their honor and achievements — the standoffs mentioned above can sometimes lead to situations where that honor is perceived to be compromised. In the heat of such repeated events, a larger conflagration could likely be triggered, with resultant strategic effects at the political level. If there is nothing as clear as war, there is nothing as hazy and difficult to comprehend as “no war no peace”. That is why the army has included “tolerance for ambiguity” as one of the important qualities to be assessed in its officer cadre. Not many understand the finer nuances of this quality but no better situation exemplifies it than that which exists along the LAC. Clearly, the predicament at the tactical and sub-tactical levels needs to be kept in mind while the entire gamut of relations with China is played out; there is much to be gained from being within the loop of detail in such situations and it is good to see the army chief having a direct line to the prime minister. There is no shortage of explanations for Chinese actions, ranging from the PLA’s rogue attitude towards the political leadership in Beijing to the reminders to India and other nations about its policy of securing its economic interests without compromising on its territorial disputes. From a study of the Chinese media as well as interactions with officials during a recent visit to China, I could sense that Beijing will continue to woo potential partners for economic cooperation. However, it is apprehensive about Japan and Vietnam, with whom it has similar festering disputes in the maritime arena. Talks on economic cooperation with India without effective reminders about outstanding boundary disputes may have sent contrary signals to these two countries. It was important, therefore, to adopt a similar posture for all its potential economic partners. The possibility of an emerging US-India-Japan axis — the portents of which appeared after Prime Minister Narendra Modi’s visit to Japan and may materialise after his imminent visit to the US — is definitely a factor unnerving China. Military posturing in such a situation sends a signal of being in control. That such military posturing can go awry in the face of a trigger does not appear to have been taken into account by China. In fact, Beijing would do well to realistically analyse India’s military potential, which may appear weak but, in effect, is sufficient to dent China’s image should there be a localised showdown. Keeping India away from US-Japan linkages is a legitimate strategy for China, but not at the cost of risking a military conflagration. PM Modi’s plainspeaking may have sent an appropriate message that India will not cow down before military posturing. But President Xi Jinping’s strange strategy of seeking enhanced friendship in the backdrop of a border standoff is unlikely to be drawn back. As for handling the sub-tactical to the strategic, India’s various agencies must adopt a holistic consultative approach with loads of “tolerance for ambiguity”.

CHINA NEW SILK ROUTE INDIA SHOULD BE WARY OF

President Xi Jinping will soon be arriving for his maiden visit to India. While in Delhi, he is bound to raise one of his pet projects — the New Silk Road. During a visit to Kazakhstan in September 2013, the Chinese President for the first time spoke of the New Silk Road. He called it an ‘economic belt’. A month later, during an ASEAN meet, he unveiled a 21st century ‘Maritime Silk Road’ plan. For Beijing, there are various ideological and economic reasons for reopening these terrestrial and maritime routes. According to Xinhua news agency, President Xi’s proposal of ‘one belt and one road’ brought “a new connotation for the old Silk Road, and new vibrancy for the cooperation among pan-Asia, Asia and Europe.” Beijing believes that their new strategy will help in reproducing the spirit of the old route while promoting economic cooperation, cultural exchanges and friendly relationships. What was the Silk Road? Wikipedia explains: “It is a series of trade and cultural transmission routes that were central to cultural interaction through regions of the Asian continent connecting the West and East by linking traders, merchants, pilgrims, monks, soldiers, nomads, and urban dwellers from China to the Mediterranean Sea during various periods of time.” The 6,437 km route got its name from the business in Chinese silk carried out by intrepid traders as earlier as the Han Dynasty (206 BC – 220 AD). The most renowned part of the ‘route’ was the Central Asian section; the Chinese emperors always took great interest in the safety of this portion. For centuries, the mythic Silk Road had witnessed, with no hindrance, a flow of goods, technologies, philosophies and religions. The civilisations of China, India, Persia, Europe, and Arabia greatly benefited from the safety of the Central Asian roads. Buddhism and other Indian cultural and spiritual achievements transited through this route. In June 2014, the corridor of the Silk Road between Xian and Tianshan, the mountain range in Central Asia was even acknowledged by UNESCO as a World Heritage Site. The new project is so dear to President Xi that The People’s Daily (PD), the mouthpiece of the Communist Party of China recentlycelebrated the ‘renaissance’ of the route by holding grand functions in Beijing, Xi’an, and Quanzhou. The daily announced: “Two reporting teams consisting of more than 60 journalists, celebrities, opinion leaders will work along the Silk Road economic belt starting from Xi’an, and the Maritime Silk Road from Quanzhou respectively for about two months.” The Chinese Government used three keywords to define the new project. The first word is ‘Connection’: For Beijing, the concept of revitalising the ‘Silk Road’ is not only for economic development or due to globalisation, it is also is an important component of the ‘Chinese Dream’. The second keyword is ‘inheritance’. China feels that compared with the old Silk Road, the New Silk Road’ extends both in space and time: “Ways of transportation have changed …while the warmth and amity of wayfarers have been inherited from generation to generation.” The third key word is ‘Record’, Beijing wants the world to ‘record’ that Xi’an is a big city with blooming scientific research, education and industries; and Quanzhou, the ancient ‘City of Light’ of Marco Polo, an important centre of development in modern China. China also wants to build a ‘Maritime Silk Road’ (MSR). Beijing asserts its need to boost ties with port cities in Asia through a ‘Maritime Silk Road’ starting from Fujian province and linking all the littoral countries of the region. When Chinese Special Representative Yang Jiechi met his Indian counterpart, National Security Adviser Shivshankar Menon for ‘border talks’ in New Delhi in February 2014, Yang conveyed an invitation for India to join the MSR. According to the spokesperson of the Ministry of Foreign Affairs, Hua Chunying: “The purpose is to integrate all kinds of ongoing cooperation especially cooperation on connectivity in the spirit of (ancient) silk road so that they can connect with each other and promote each other and accelerate regional countries’ common development.” For India, it is a rather vague proposal, which can’t make Delhi forget China’s assertive moves, particularly the network of military bases and commercial facilities along important sea lines of communication, from the Chinese mainland to Africa. India is seriously concerned by the strategic Chinese bases in Pakistan, Sri Lanka, Myanmar, Bangladesh and the Maldives. The concept of a ‘String of Pearls’ (a term long ago coined by the US Department of Defence) is no longer in the realm of ‘ideas’, it has become a worrying reality for Delhi. Another question that Narendra Modi will have to take up with Xi: while China is wooing India to join the Silk Road journey, is Beijing really serious to open trade and cultural exchanges across the Himalayan barrier? One of the objectives of the new railway line linking Lhasa to Shigatse is to connect South Asia to the Silk Road. Yang Yulin, deputy director of the railway office of the Tibet Autonomous Region (TAR) government announced that during the 13th Five-Year Plan (2016-2020) period, the construction of a railway connecting Shigatse with Kyirong in northern Nepal and with Yatung, in the Chumbi Valley between India and Bhutan, will start. But while Beijing speaks of a link between the New Silk Road and South Asia, the Chinese leadership has systematically refused to open up the old Himalayan routes, particularly for the Kailash/Manasarovar yatra. When Prime Minister Narendra Modi raised the issue of opening an alternate route for the pilgrimage during his meeting with Xi Jinping during the last BRICS summit, the Chinese president remained silent. During his recent visit to J&K, the Ladakh Autonomous Hill Development Council (LAHDC) presented the PM a memorandum requesting the reopening of the Demchok road as an alternative route to Kailash/Mansarovar: “Demchok in Ladakh provides the easiest and the safest access to Kailash Mansarovar. From here pilgrims can approach the holy mountain and the sacred lake in two days. This would also give the much needed fillip to the local economy.” It appears that Beijing has again vetoed the project. Why then try to entice India into a New Silk Road project when all the passes to Tibet and Xinjiang (the main traditional pass was the Karakoram pass, near the disputed Depsang Plains) remain closed? The next logical step would be to progressively reopen Himalayan passes to trade and human exchanges (and why not to tourism), and once the Himalayan belt has recovered its vitality, India could think of participating in projects such as the New Silk Road. Security threats, external and internal, have dogged us through our history, and even though we are stronger than we have ever been - indeed a nuclear weapons power - the sense of insecurity remains. It is not surprising, therefore, that the Narendra Modi government has made it clear that when it comes to security, terrorism remains a major concern. Rejecting Pakistan's criticism of Modi's "proxy war" remarks during his visit to Ladakh, the Indian official spokesman said last Thursday that terrorism was not only a "core concern in our relations with Pakistan" but that it remained a "real and present danger" to the country. TERRORISM :: We may not have had a major terror attack since 2008, but terrorism remains an issue that worries people. This was brought out by a Pew Global Attitudes poll earlier this year which revealed that while people were concerned about economic, political and corruption issues, nearly nine in 10 respondents, some 88 per cent, said that terrorism was a "very big problem," and that Pakistan (47 per cent) and the Lashkar-e-Tayyeba (20 per cent) posed the greatest threat to India. Nineteen per cent said the Maoists were a threat, but just six per cent chose China. The low figure for China is a measure of the Indian complacency about not just the rise of China, but the growth of its military capabilities - some of which are aimed at us. Already Chinese influence is lapping on our shores in the form of Chinese trade, and aid in South Asia matching or exceeding that of India. In 2012, India's trade with SAARC countries was some $17 billion, and Chinese totalled $25 billion. There is little India can do in the short term to prevent the growth of Chinese influence in its geopolitical backyard. But the Modi government has shown itself to be clearly aware of the dimensions of the challenge. Its initial measures will, hopefully, clear the political detritus that has accumulated over the years and set the stage for a phase of more rewarding and friendly ties in the coming years which will coincide with the revival of high, sustained Indian economic growth. What is more worrisome, and somehow largely ignored, is the growth of Chinese military power and the consequences it can have for us. In the last 10 years or so, India has become more aware of this and activated new airfields, fast-tracked border defence construction and raised new military formations on the border with Tibet and Xinjiang. Slowly, but surely, India's strategic deterrent capability with regard to China is shaping up through the Agni V long-range missile and the Arihant nuclear propelled ballistic missile submarine. NUCLEAR FORCES :: But these efforts pale into insignificance when placed against the massive and comprehensive modernisation being undertaken by China of both its conventional and nuclear forces. In this build up, it is benchmarking itself against the United States. But it is very obvious that the capabilities that the Chinese are building up for a possible conflict with the US, will have negative consequences for India. Observers often tend to focus on specific Chinese achievements such as the J- 20 fifth generation fighter, or the anti-ship ballistic missile (ASBM) or WU14 hypersonic vehicle. But the reality is that the Chinese developments have been comprehensive. In the naval area, for example, it is not just the ASBM or the aircraft carrier, but cruise missiles, UAVs, submarines, destroyers, amphibious ships, patrol craft and so on. More disturbing are reports on the Chinese strategic force modernisation. A report in the South China Morning Post in early August, sourced from official documents, indicated that China planned to increase its nuclear and conventional warheads held by its strategic force, known as the 2nd Artillery Command. NO FIRST USE :: Most estimates of the Chinese nuclear arsenal place it at a "bare minimum" level of around 200-250 warheads, with land-based missiles as the primary delivery system. However, over the years, the Chinese have been modernising the land-based missiles, as well as developing their submarine-based arsenal. As of now their three Type 094 submarines do not have operational missiles, but these are being developed. An accidental release of information by a Chinese environment outfit has confirmed the reports of the existence of the DF-41 ICBM with sufficient range to target most of the United States from China. US intelligence sources say that these missiles could also have multiple warheads. Like some Indians, the Chinese are also worried that their 'No First Use' pledge can leave them vulnerable to a surprise first strike. Chinese worries have centred around what the US calls "Prompt Global Strike" technologies - hypersonic vehicles, terminally guided ballistic missiles, reusable unmanned spacecraft and scramjets. The US says these are for use with conventional warheads, but they can also be armed with nuclear warheads, too, and so, the precision and speed of the strikes could have devastating consequences for global deterrence stability. To counter this, the Chinese have carried out ballistic missile defence tests in 2010, 2013 and in July this year. And in January this China surprised the world with its own test of the WU 14 hypersonic boost glide vehicle and experts say that they are just years behind the Americans in this area. Such systems have huge implications for India because if China was concerned about US use of such technologies for a first strike, so does India have to worry that China, which is developing similar technologies, can pursue similar goals. These are not technologies you can acquire off the shelf - they require an enormous amount of R&D effort, of the kind simply not visible in India. What is remarkable, however, is that no one seems to be even talking about these issues, leave alone doing something about them

POWERFUL JAPAN OPPERTUNITIES FOR INDIA

Second Thoughts in Beijing: 'We Are Still Facing a Powerful Japan' Yanmei Xie, Huffington Post | 21 Aug 2014 BEIJING - After two years of tension, China and Japan are at last inching toward some sort of detente, gingerly sounding out the possibility of a meeting between Chinese President Xi Jinping and Japanese Prime Minister Shinzo Abe at November's Asia-Pacific Economic Cooperation (APEC) summit in Beijing. The opportunity is as fragile as it is fleeting and requires both sides to proceed with extreme caution. The meeting of the two countries' foreign ministers in Myanmar's capital of Naypyidaw last week was a significant step. Just days before, Xi received former Japanese Prime Minister Yasuo Fukuda, who was reportedly on a "stealth mission" to Beijing to broker a rapprochement. Prior to these encounters, high-level engagement had been frozen since September 2012, when a dormant dispute over a group of islands - called Diaoyu by China and Senkaku by Japan - was reignited. Although Xi and Abe had a brief encounter during last year's APEC summit in Bali, the unplanned meeting was so awkward that Beijing did its best to downplay it. The renewal of contacts marks a significant change from December 2012, when Abe visited the controversial Yasukuni shrine to Japan's war dead, including 14 Class A war criminals. For China, the shrine symbolizes Japan's refusal to atone for its aggression in World War II. After the visit, the Chinese foreign ministry declared: "Abe himself closed the door of dialogue with the Chinese leaders. The Chinese people do not welcome him." Several factors are altering China's calculations. Beijing is eager to make the APEC summit another testament to its emergence as a major power and visible awkwardness with Japan would detract from that. China also wishes to demonstrate magnanimity as the host country. Besides, Beijing's sparring with Abe has produced underwhelming results. An international public relations blitz following Abe's Yasukuni trip -- to remind the world of Japan's past aggression and warn of resurgent militarism - resulted not in a chorus of condemnation of Tokyo but in wariness of excessive Chinese rhetoric. Nor did harsh criticism of Abe undermine his standing at home. Abe appears able to maintain sufficient domestic popularity to serve out his term until 2016. Ignoring him and hoping for a more pro-China successor, which appeared to be Beijing's earlier gambit, now seems unproductive at best. Abe has steadfastly shown that he does not compromise under Chinese pressure. Instead he pushes back; his administration has moved to better prepare the Self Defense Force for a challenge from China, including by boosting its capability, shifting its defense posture to the southwestern flank and tightening the U.S.-Japan alliance. A STILL POWERFUL JAPAN This has contributed to a rethinking of strategy in Beijing. "People have realized the stakes are so high," is how one Chinese strategist puts it. "We are facing a still-powerful Japan." Even so, a Xi-Abe summit is far from certain. Beijing has preconditions: Abe has to make it clear he will not visit Yasukuni again as prime minister, and Tokyo must admit the Diaoyu/Senkaku Islands are disputed. The first requires Abe to shelve his nationalist instinct and reconnect with his pragmatist side, as he did in his first term. The second is not politically viable for Abe, so requires finding a diplomatic formulation that might allow both countries to claim victory or at least save face. Meanwhile, the slightest disturbance could deepen mistrust, extinguishing the halting progress made towards engagement and dashing the chances for a bilateral summit. PLAYING THE HISTORY CARD The island dispute needs to be quarantined and kept out of the headlines. That is why Tokyo's move earlier this month to give official names to 158 remote islands in the East China Sea, including five that are also claimed by Beijing,was not helpful. It invited a rebuke from China and fueled popular anger. Nor is it constructive for China to keep playing the history card. Repeated reminders of imperialist Japan's cruelty in World War II exacerbate an already red-hot Chinese nationalism and choke off room for diplomacy. For their part, Abe and senior officials in his administration have to stay away from comments and actions that suggest revisionist views on the war. A Xi-Abe meeting by itself will not unfreeze Sino-Japanese relations. But it could stop the deterioration in relations and set the tone for the two sides to begin talks on managing flashpoints, of which there are so many - from fishing rights to competing maritime patrols, risky naval encounters to fighter jets flying dangerously close to each other. If these continue to be neglected, Asia's two most powerful nations could drift into a conflict they do not want and, in all likelihood, neither would be able to control.
