अफगाणी शिखांचा संहार -तत्पूर्वी नागरिकत्व सुधारणा कायद्यात हिंदू, शीख आदी अल्पसंख्यकांचाच उल्लेख का, असा प्रश्न देशातल्या तमाम शहाण्यांनी केला होता. अशा सर्वच कथित बुद्धीमंतांना त्याचे उत्तर आताच्या गुरुद्वारावरील हल्ल्यातून मिळाले असेल, अशी अपेक्षा बाळगायलाही हरकत नाही-महाMTB

अफगाणिस्तानातील गुरुद्वारात मुजाहिदांनी केलेल्या बॉम्बहल्ल्यांत २७ शिखांचा बळी गेला. तत्पूर्वी नागरिकत्व सुधारणा कायद्यात हिंदू, शीख आदी अल्पसंख्यकांचाच उल्लेख का, असा प्रश्न देशातल्या तमाम शहाण्यांनी केला होता. अशा सर्वच कथित बुद्धीमंतांना त्याचे उत्तर आताच्या गुरुद्वारावरील हल्ल्यातून मिळाले असेल, अशी अपेक्षा बाळगायलाही हरकत नाही.



सध्या संपूर्ण जगाला कोरोना विषाणूजन्य महामारीने विळखा घातलेला असून प्रत्येक ठिकाणी मदतकार्य, बचावकार्य सुरू असल्याचे दिसते. देशादेशातील प्रत्येक व्यक्तीचे जीवन वाचले-वाचवले पाहिजे, अशी भावना अनेकांच्या मनात जागत असल्याचेही पाहायला मिळते. मात्र, अशा संकटाच्या काळातही जिहादी-दहशतवादी मानसिकतेच्या संस्था, संघटना धर्मांधपणापायी आपल्याहून भिन्न धर्मीयांचा जीव घेत आहेत. अफगाणिस्तानची राजधानी काबूल शहरातील शोर बाजार परिसरात असलेल्या एकमेव गुरुद्वारावरील झालेला फिदायीन हल्ला त्याचाच दाखला. गुरुवारी इथल्या गुरुद्वारामध्ये १५० हून अधिक शीख भाविक वैशाखीसाठी एकत्र जमले होते आणि त्याचवेळी आत्मघाती मुजाहिदांनी बॉम्बहल्ला केला. मुजाहिदांच्या या हल्ल्यात २७ शिखांचा बळी गेला तर अनेकजण जखमी झाले.


भारताने व भारतीयांनी गुरुद्वारावरील या हल्ल्याचा निषेध केला तसेच मृत्युमुखी पडणार्‍यांप्रति सहानुभूतीही व्यक्त केली. दरम्यानच्या काळात गुरुद्वारावरील हल्ल्याची जबाबदारी इस्लामिक स्टेट म्हणजेच ‘इसिस’ या संघटनेने घेतली. इसिसच्या या कबुलीजबाबातूनच हे स्पष्ट होते की, इराक व सिरियात या संघटनेचा खात्मा झाल्याचे दिसत असले तरी अफगाणिस्तानात ही संघटना सक्रिय आहे. तसेच जगावर भीषण आपत्ती कोसळलेली असताना आम्ही आमच्या कट्टरतेसाठी निरपराधांचे प्राण घेतच राहू, हेही या संघटनेने दाखवून दिले. अर्थात केवळ माझाच धर्म श्रेष्ठ अशा वर्चस्ववादी प्रवृत्तीचे लोक इतरांच्या विध्वंसावरच लक्ष केंद्रित करणार! तथापि, अफगाणिस्तानात हे आजच घडत नसून इथल्या अल्पसंख्याक म्हणजेच हिंदू, शीख, बौद्ध, जैन वगैरेंचा संहार अनेक वर्षांपासून सुरू आहे. परिणामी, तिथे मुस्लीम वगळता इतर सर्वच धर्मीयांची संख्या नगण्य झाल्याचे दिसते.


अफगाणिस्तानातील हिंदू-शिखांसहित इतरांच्या कत्तलींची सुरुवात १९७० पासून झाली. हिंदू व शिखांना संपवण्यात इथले मुजाहिदी लढवय्ये आणि तालिबानी दहशतवादी आघाडीवर होते. मुजाहिद म्हणजे रशियाच्या लाल सेनेविरुद्ध अमेरिका आणि पाकिस्तानच्या संरक्षणासाठी युद्ध करणारे लढवय्ये. हे लढवय्ये जिहादसाठी लढत असून तालिबान आणि त्यांच्यात थोडाफार फरक आहे. रशियन सैन्य अफगाणिस्तानात घुसल्यापासून मुजाहिदांना अमेरिका व पाकिस्तानने पाठबळ दिले. तेव्हापासून रशियन सैन्याबरोबरच अल्पसंख्य हिंदू व शिखांनाही त्यांनी मारायला सुरुवात केली. ५० वर्षांपूर्वी काबूल व परिसरात ७ लाखांपेक्षा अधिक हिंदू व शीख राहत होते. परंतु, अफगाण युद्ध संपेपर्यंत १९९० साली त्यांची संख्या लाखावर आली आणि १९९० साली लाखभर असणार्‍या हिंदू व शिखांची संख्या पुढच्या ३० वर्षांत केवळ ३ हजारांवर आली.


म्हणजेच गेल्या पाच दशकांच्या कालावधीत अफगाणिस्तानातील हिंदू व शीख होत्याचे नव्हते झाले. परंतु, इतक्या मोठ्या प्रमाणावर असलेल्या हिंदू व शिखांचे नेमके काय झाले? तर मुजाहिद आणि तालिबानी दहशतवादी या दोघांनीही इथल्या अल्पसंख्याकांवर जुलूम-जबरदस्ती केली. सामाजिक बहिष्कार आणि दडपशाही ही तर रोजची बाब झाली. इथल्या हिंदू व शिखांची घरे ओळखीच्या खुणांनी रंगवली गेली. मंदिरांची, गुरुद्वारांची तोडफोड केली, घरेदारे, दुकाने लुटली. अनेकांचे एकतर धर्मांतर केले किंवा जे त्याला तयार नव्हते, त्यांची हत्या केली. तसेच जे वाचले त्यांनी अफगाणिस्तानातून पलायन करत अन्य देशांत आश्रय घेतला. २१ व्या शतकातली शिखांवरील अत्याचाराची दोन उदाहरणे तर अतिशय हिडीस आहेत. २०१० साली तालिबानी दहशतवाद्यांनी दोन शिखांची हत्या करून त्यांचे मुंडके गुरुद्वारावर लटकावले, तर २०१८ साली अफगाणिस्तानच्या राष्ट्रपतींना भेटण्यासाठी जाणार्‍या शिखांच्या बसवर हल्ला करत २० पेक्षा अधिकांचा बळी घेतला. परंतु, इथल्या हिंदू व शीख समुदायावर सातत्याने हल्ले होत असताना संयुक्त राष्ट्रसंघ किंवा जागतिक मानवाधिकार आयोग वगैरेंनी त्यावर एक शब्दही उच्चारला नाही. जागतिक समुदायाने अफगाणिस्तानातील हिंदू व शिखांप्रति सहानुभूतीही दाखवली नाही. म्हणूनच बॉम्ब व बंदुकीच्या हल्ल्यांत ठार होणार्‍या या हिंदू-शिखांना जगण्याचा अधिकार नाही का, नव्हता का? हा प्रश्न निर्माण होतो.



अफगाणिस्तानातील मुजाहिदांच्या हल्लेखोरीमागे पाकिस्तानचाही हात आहे. भारत सरकारने गेल्या काही वर्षांत अफगाणिस्तानमध्ये अनेक विकासकामे केली. तसेच कित्येक अफगाणी विद्यार्थी भारतात येऊन शिक्षणही घेत आहेत. विकासकामांमुळे व अफगाणी जनतेच्या प्रगतीसाठी काम केल्यामुळे तिथली जनता भारतावर प्रेम करताना दिसते तर पाकिस्तानबद्दल त्यांना आपुलकी वाटत नाही. परिणामी, अफगाणिस्तानच्या विकासातील भारताच्या योगदानामुळे पाकिस्तानचा जळफळाट झाला. मागील काही महिन्यांपासून तालिबान व अफगाण सरकारमध्येही शांतता चर्चा सुरू आहे. या घडामोडींमुळेही पाकिस्तान खवळला व त्याने तिथल्या अल्पसंख्याकांना लक्ष्य करायला सुरुवात केली, जेणेकरून अफगाणिस्तान सरकारची प्रतिमा खराब होईल. पाकिस्तानने यासाठी अफगाणिस्तानातील ‘इसिस’ संघटनेला कामाला लावले व म्हणूनच आताच्या गुरुद्वारावरील हल्ल्यामागे पाकिस्तानचाही हात असल्याचे समजते. अशा परिस्थितीत भारत सरकारने केलेल्या नागरिकत्व सुधारणा कायद्याचे महत्त्व लक्षात येते. कारण पाकिस्तान, बांगलादेश आणि अफगाणिस्तानातील हिंदू, शीख, बौद्ध, जैन वगैरे अल्पसंख्याकांवर अन्याय होतच आहे. त्याची उदाहरणे आताही समोर येत आहेत.

जगातली कोणतीही संस्था, संघटना त्यांच्या साह्यासाठी पुढे येताना दिसत नाही. त्यामुळे भारतालाच या सर्वांची जबाबदारी घेणे क्रमप्राप्त होते व तेच काम मोदी सरकारने केले. दरम्यान, अफगाणिस्तानातील गुरुद्वारावरील हल्ल्यानंतर पंजाबचे मुख्यमंत्री कॅप्टन अमरिंदर सिंग यांनीही भारत सरकारला विनंती केली. अफगाणिस्तानातील सर्वच शीख समुदायातील नागरिकांना एअरलिफ्ट करावे, जेणेकरून त्यांचे जीव वाचतील, असे त्यांचे म्हणणे आहे. अफगाणिस्तानातील हिंदू व शिखांवरील अन्याय-अत्याचाराची तीव्रता यातूनच स्पष्ट होते. इतकेच नव्हे तर नागरिकत्व कायद्यात हिंदू, शीख आदी अल्पसंख्यकांचाच उल्लेख का, असा प्रश्न देशातल्या तमाम शहाण्यांनी केला होता. अशा सर्वच कथित बुद्धीमंतांना त्याचे उत्तर आताच्या गुरुद्वारावरील हल्ल्यातून मिळाले असेल, अशी अपेक्षा बाळगायलाही हरकत नाही.

दोन पोलिस कर्मचारी जखमी, सभेवरुन परतणार्‍यांचा हैदोस

सीएए आणि एनआरसी विरोधात आज अकोला क्रिकेट क्लब मैदानावर झालेल्या तहफ्फुजे कानुने शरीअत कमिटी या मुस्लिम समाजाच्या संघटनेच्या सभेनंतर घराकडे परत जाणार्‍या जमावाने मदनलाल धिंग्रा चौकात ट्रफिक कर्मचार्‍यांसाठी लावलेल्या बुथवर तुफान दगडफेक केली. या दगडफेकीत एका महिला पोलिस कर्मचार्‍याच्या डोळ्यास दूखापत झाली आहे. तर दूसर्‍या एका दगडफेकीत मुख्यालयात तैनात पोलिस कर्मचारी उमेश यादव याला पायाला दगड लागला असून तो जखमी आहे. गांधी रोडवर उभ्या असलेल्या गाड्यांना समाजकंटकांनी लक्ष केले. समाजकंटकांद्वारे काही ऑटोमध्ये बसलेल्या महिलांसोबत छेडछाड करण्यात आली असून ही अत्यंत लाजीरवाणी बाब अकोल्यात आंदोलनानंतर झाली.

 अकोला क्रिकेट क्लब मैदानावर आयोजित सभेनंतर घराकडे जाणार्‍या मुस्लिमांनी काही ठिकाणी दगडफेक करत कायदा आणि सुव्यवस्था बाधित आणली. दरम्यान, या दगडफेकी बसस्थानक चौकात उभ्या असलेल्या प्रमोद धर्माळे यांना लाठीने मारहाण केली. तर बसस्थानक चौकात उभ्या असलेल्या सुधीर शर्मा या ऑटोचालकाच्या ( एमएच 30 बीसी 1089) ऑटोवर दगडफेक करण्यात आली. त्यात मोठ्या प्रमाणात ऑटोचालकांचे नुकसान झाले. तर वझे फोटो स्टुडिओचे मालक सारंग वझे यांच्या वॅगन आर (एमएच 37 ए 29) या वाहनावर सर्वच बाजूने दगडफेक करत ते फोडण्यात आले. त्यांच्या वाहनावर लक्ष करत ते फोडण्यात आले. त्याच बरोबर आर्य समाज मंदिरात लग्नसाठी आलेल्या वर्‍हाड्यांच्या गाड्या फोडण्यात आल्या. यात (एमएच 30 एझेड 7816 ) आणि अजून एका वाहनाची तोडफोड झाली. तर बसस्थानक परिसरात राहूल कानडे या ऑटोचालकाच्या वाहनातील महिलांची छेडछाड करण्यात आली तर त्याचा ऑटो क्रमांक एमएच 30 बीसी 1844 याची तोडफोड करण्यात आली. महिलांची छेडछाड करण्याची लाजीरवाणी बाब अकोल्यात आंदोलनकर्त्यांनी का केली असा प्रश्न उपस्थित होत आहे. संवेदनशील अकोला शहरात हिंदू समाजाने शांतता पाळली असून या घटनांनी समाज मनात तीव्र संताप आहे. दरम्यान, पोलिसांनी या पैकी काही घटनांचे चित्रीकरण केले असून बस स्थानक ते गांधी चौक मार्गावरील सीसीटीव्ही फुटेज पोलिसांनी तपासणे सुरु केले आहे.

सुधारित नागरिकत्व कायदा (सिटीझन अमेंटमेंट अ‍ॅक्ट अर्थात सीएए) व राष्ट्रीय नागरिक नोंदणीवर (नॅशनल रजिस्टर ऑफ सिटीझन-एनआरसी) बहिष्कार टाकण्यासाठी आज क्रिकेट क्लब मैदानावर जाहीर सभेचे आयोजन करण्यात आले होते. तहफ्फुजे कानुने शरीअत कमिटीने या जाहिर सभेचे आयोजन केले होते. त्यानंतर अकोल्यात ही तोडफोड झाली. या आयोजन समितीत मुफ्ती -ए-बराब मौलाना अब्दुल रशिद रजिवी कारंजवी, मौलवी सफदर खान कासमी,मुफ्ती अशफाक कासमी, हाफिज मकसूद, मौलाना शाहनवाज खान, हाजी मुदाम, साजिद खान पठाण, रफिक सिद्धीकी, जावेद जकारीया, नकिर खान,मोईन खान, शेख अजीज सिकंदर यांचा समावेश होता. दरम्यान, सिटी कोतवाली पोलिसात गाड्या, ऑटो फोडणार्‍या समाजकंटाकांच्या विरोधात तक्रार दाखल करण्यात आली आहे. दरम्यान, पोलिसांनी काही संशयितांना ताब्यात घेतले असून पोलिसांनी या घटनेला अत्यंत गांभीर्याने घेतले असून सर्वांना शांततेचे आवाहन केले आहे

देशद्रोही लिखाण-ANTINATIONAL WRITING-TARUN BHARAT

देशद्रोही लिखाण पंतप्रधान नरेंद्र मोदींनी सूत्रे हाती घेताच, देशात आगळ्यावेगळ्या चैतन्याचे वातावरण निर्माण झाले आहे. मागील संपुआ सरकारच्या जनविरोधी कारभार, भ्रष्टाचार, सीमेवरील सुरक्षेबाबत बोटचेपे धोरण अशा सर्व निष्क्रियतेमुळे जनता अक्षरश: कंटाळली होती. ती बदला घेण्याचीच वाट पहात होती. अशा वेळी राष्ट्रासाठी जीवन अर्पण करणार्‍यांच्या मांदियाळीतील एक वीर नरेंद्र मोदी यांच्यात त्यांनी आशेचा नवा किरण बघितला आणि संपुआ सरकारला बेदखल केले. आज आंतरराष्ट्रीय व्यासपीठावर भारताला वैभवाच्या आणि प्रतिष्ठेच्या शिखरावर पोहोचविण्याचे काम अवघ्या सहा महिन्यांत मोदींनी करून दाखविले. सर्वांत महत्त्वाची बाब अशी की, अल्पसंख्यक समुदायाने कधी नव्हे एवढे प्रेम मोदींना दिले. उत्तरप्रदेश, बिहारसह अन्य सर्वच राज्यांत अल्पसंख्यकांनी आपल्या मताचे पारडे भाजपाकडे वळविले. मोदींबद्दलच्या विश्‍वसनीयतेच्या यशाचा रथ असा चोहोबाजूने दौडत असतानाच, काही प्रसिद्धी माध्यमे विनाकारण विषपेरणी करण्याचे कारस्थान करीत आहेत. विरोधी पक्ष तर यात आघाडीवर आहेतच, पण आता प्रसिद्धी माध्यमांकडेही मोदी सरकारने लक्ष देण्याची वेळ आली आहे. देशातील सर्वसामान्य जनतेला उर्दू समजत नाही. पण, या भाषेत प्रकाशित होणारी हजारो वृत्तपत्रे आहेत. यातील बहुतेक वृत्तपत्रे ही सतत सांप्रदायिक सद्भावाला तडा देणारे आणि विघटनवादाला प्रोत्साहन मिळेल असे लिखाण करीत असतात. मोदी सरकार केंद्रात आल्यानंतर झालेल्या सर्वच विधानसभा निवडणुकांमध्ये मतदानाचे प्रमाण कधी नव्हे एवढे वाढले आणि सर्वच राज्यांमध्ये भाजपाची सरकारे सत्तारूढ झाली. सध्या दहशतवादग्रस्त जम्मू-काश्मीर आणि नक्षलग्रस्त झारखंडमध्ये विधानसभा निवडणुकांची प्रक्रिया सुरू आहे. या दोन्ही राज्यांमध्ये निवडणुकांवर बहिष्कार घालण्याचे आवाहन या दोन्ही दहशतवादी संघटनांनी केले होते. पण, या आवाहनाला झुगारून आतापर्यंत झालेल्या दोन टप्प्यांत दोन्ही राज्यांमध्ये विक्रमी मतदानाची नोंद झाली आहे. कधीकाळी जम्मू-काश्मीरमध्ये २०, ३०, ४० टक्के मतदान होत असे. यावेळी प्रथमच हे मतदान काश्मीरमध्ये ७० टक्क्यांच्या वर, तर झारखंडमध्ये ६० टक्क्यांच्या वर गेले आहे. हा एक शुभसंकेत मानला पाहिजे. कारण, या दोन्ही राज्यांमध्ये लोक कुशासन, भ्रष्टाचार आणि दहशतवादाला कंटाळले आहेत. त्यांना फक्त हवा आहे तो विकास आणि ही विकासाची गंगा केवळ नरेंद्र मोदी आपल्या दारापर्यंत आणू शकतात, असा दृढविश्‍वास त्यांच्यात निर्माण झाला आहे. पण, या संपूर्ण प्रक्रियेत कट्टरपंथीयांसोबतच काही उर्दू वृत्तपत्रेेही सहभागी होत असल्याची बाब पुढे आली आहे. दिल्लीतून प्रकाशित होणार्‍या ‘जदीद’ या वृत्तपत्रात काश्मिरी जनतेला भडकावण्याचे व त्यांच्या मनात संघर्ष करण्याचा विचार पुन्हा पेरण्याचा प्रयत्न या वर्तमानपत्राने केला आहे. एस. एम. आसीफ या वर्तमानपत्राचे संपादक आहेत. दिल्लीव्यतिरिक्त जयपूर, पाटणा, लखनौ, सहारनपूर, मुंबई आणि पश्‍चिम बंगालमधूनही हे वृत्तपत्र प्रकाशित होत असते. जदीदने गेल्या २७ ऑक्टोबरच्या अंकात थेट आग ओकली आहे. या लेखात म्हटले आहे की, ‘‘२७ ऑक्टोबर तो काळा दिवस आहे, ज्या दिवशी भारताने काश्मिरी जनतेच्या स्वातंत्र्यांचा हक्क हिरावून घेतला होता आणि रात्रीच्या अंधारात येऊन काश्मीरवर कब्जा केला होता. गुलाम काश्मीरवर भारताच्या बेकायदेशीर कब्जा करण्याच्या त्या दिवसाला आता ६७ वर्षे लोटली आहेत. दरवर्षी प्रत्यक्ष नियंत्रण रेषेच्या दोन्ही बाजूचे लोक २७ ऑक्टोबर हा दिवस काळा दिवस म्हणून साजरा करतात. जम्मू-काश्मीर हा भारताचे कधीही अंग नव्हता. पण, फाळणीनंतर भारतीय फौजा बळजबरीने घुसल्या आणि जम्मू-काश्मीरवर त्यांनी कब्जा केला. आज सैन्याच्या बळावर ते काश्मिरींच्या हक्कावर गदा आणत आहेत. ‘काश्मिरी कौम’ अजूनही स्वातंत्र्यासाठी संघर्ष करीत आहे. वर्तमानपत्राने पुढे असेही तारे तोडले आहेत की, काश्मीर वादात पाकिस्तान हाही एक पक्ष आहे. म्हणून पाकिस्तानने काश्मीरच्या मुक्ततेसाठी आपली भूमिका वठविली पाहिजे. काश्मीरच्या स्वातंत्र्यासाठी अनेकांनी प्राणाची आहुती दिली आहे आणि यापुढेही जोपर्यंत स्वातंत्र्य मिळत नाही, तोपर्यंत ही कुर्बानी कायम राहील. काश्मीरचा पाकिस्तानात विलय हा केवळ नाराच नव्हे, तर काश्मिरींच्या इमानचा एक हिस्सा आहे. भारत ज्या प्रकारे युद्धविरामाचे उल्लंघन करीत आहे, त्या गुन्ह्यासाठी भारताविरुद्ध जागतिक न्यायालयात खटला दाखल केला पाहिजे.’’ हे सर्व लिखाण वाचल्यानंतर कोणत्याही राष्ट्रभक्त भारतीयाच्या तळपायाची आग मस्तकात गेल्याशिवाय राहणार नाही. बुधवारीच केंद्रीय मंत्री अरुण जेटली काश्मीरमध्ये होते. श्रीनगरच्या आपल्या जाहीर सभेत त्यांनी ठणकावून सांगितले की, यात कोणतीही शंका नाही की, काश्मीर हा भारताचा अविभाज्य घटक आहे. असे असताना, हे उर्दू वृत्तपत्र सरळसरळ सरकारविरुद्ध देशद्रोहाची भाषा वापरत असताना, सरकार गप्प का आहे. लक्षणीय बाब म्हणजे या वृत्तपत्राच्या संपादकाला पोलिस संरक्षण देण्यात आले आहे. त्याच्या जाहिरातीही सुरू आहेत. मग सरकारला या वृत्तपत्रात काय छापून येत आहे, हे पाहण्यासाठी वेळ मिळू नये, ही बाबच मनाला खटकणारी आहे. सरकारचा माहिती व प्रसारण विभाग, प्रेस कौन्सील मूग गिळून का बसले आहे, हेच समजत नाही. देशात अलीकडे सौहार्दाचे, बंधुभावाचे, सांप्रदायिक सद्भावाचे वातावरण तयार होत असताना ही वृत्तपत्रे सरळसरळ त्याला छेद देणारे लिखाण करीत आहेत. केवळ जदीदच नव्हे, तर यापूर्वी दिल्लीतूनच प्रकाशित मशरिक व हमारा समाज या वृत्तपत्रांमधूनही असे राष्ट्रद्रोही लिखाण करण्यात आले होते. त्यावेळी संपुआ सरकारने त्याकडे दुर्लक्ष केले. पण, आता तर मोदी यांच्या नेतृत्वातील रालोआचे सरकार आहे. या सरकारने आतातरी अशा वृत्तपत्रांवर कडक कारवाई केली पाहिजे. केवळ हीच वर्तमातपत्रे नव्हे, तर अजीजुलहिंद या वृत्तपत्रानेही पश्‍चिम बंगालच्या वर्धमान जिल्ह्यात तृणमूल खासदाराच्या घरी झालेल्या बॉम्बस्फोटाचे समर्थन केले आहे. वृत्तपत्र म्हणते की, ‘या घटनेच्या आडोशाने केंद्रीय तपास यंत्रणा भाजपाच्या इशार्‍यावर मुसलमानांना बदनाम करण्याचे कारस्थान करीत आहे. यामागचा The name and address of the recipient was Ranthambore Rana, resident of D-55, Defence Colony, New Delhi. I do not know any such person but the bunch of papers and the two DVDs contained very disturbing information. (When a Manushi volunteer went to check at the given address, we found someone else living there.) They provide in-depth information with detailed documentation regarding an unholy partnership between Finance Minister P. Chidambaram and directors of premier TV channel—NDTV. It took me days to go through and make sense of these papers, which I also got vetted by a senior lawyer. Even so, I was diffident in putting this information in the public domain lest I make an error of judgement. However, on 6 December 2013, former Law Minister and now MP, Shri Ram Jethmalani sent a letter to Mr Chidambaram directly accusing him of receiving a bribe of Rs. 5000 crore and then getting it laundered by NDTV and harassing Srivastava who attempted to inquire into this economic offence. (Click here to view Srivastava's account to his lawyers). Chidambaram has not denied or rebutted anything. Rather, he offered to get himself inquired by his own subordinates. Following this exchange of letters between a former Law Minister and the present Finance Minister of the country, I felt compelled to share the information I had received with the public at large. As per the information in these papers Chidambaram, whose job it is to stand guard over public money and state revenues, is allegedly involved in a Rs.-5,500 crore money laundering scam in collaboration with NDTV and consequent tax evasion of Rs. 3,500 crore. To facilitate this loot, two IRS officers of 1999 Batch were paid a huge amount of bribe and illegal gratification, including an ‘all expenses paid’ pleasure trip with family to Europe for one officer while the other officer was sent on pleasure jaunt to Mauritius. This claim is supported by documentary evidence presented by Srivastava in the High Court. The two DVDs I received contained a video-recorded conversation between S.K. Srivastava, 1987 batch Indian Revenue Service Officer and a small team of lawyers. After having studied the papers and going over the video-recorded conversation twice over, I phoned S.K. Srivastava and asked for an appointment. I met him with a Manushi volunteer at his residence in Pandara Park, in the hope of interviewing him to confirm or refute the authenticity of those documents and the DVDs. He took no time in confirming that the papers were genuine and that he stood by all that was stated in those IRS and court documents. However, he said he had no idea how the conversation got to be recorded or why and who sent me the DVDs. When I tried probing him further, he refused to answer them saying that as a government official he is not allowed to speak to the media or give interviews for public consumption. However, he did share the names and phone numbers of his lawyers, including that of Advocate S.K. Gupta (mob. no.: 9811211218), who has for years defended him in court against the powerful adversaries like NDTV and Chidambaram. From his house, I headed for the Supreme Court chamber of Advocate S.K. Gupta (chamber No. 57, Old Lawyers Chambers), who also confirmed the authenticity of the documents. He saw the two DVDs on his computer monitor and confirmed that that the particular conversation recorded on the DVD indeed took place in his office. But, he said he had no idea how and why it came to be video recorded. The battle waged by S.K. Srivastava is no less mind-boggling and benumbing than that of ISRO scientist Nambi Narayanan against forces out to subvert India. As per Srivastava’s lawyer, these cases have been allegedly engineered by NDTV and a host of corrupt IRS officers working allegedly at Chidambaram’s behest to break Srivastava’s resolve to unearth this scam and have the guilty punished. The papers reveal how Srivastava, when he could not be coaxed or threatened into submission by NDTV and its agents within the Income Tax department from exposing the huge scam, was issued four charge sheets and repeatedly put under suspension—totaling to a period of more than 3 years—allegedly due to the personal vested interests of Chidambaram on illegal grounds and false charges of sexual harassment of two female IRS officers. The officers are alleged to have received huge bribe and illegal gratification and one of them had even got her spouse (Abhisar Sharma) employed by NDTV while she was its Assessing Officer, while another was in-charge of foreign tax division (FTD) of the CBDT and personally camped in Mauritius to arrange transfer of money laundered by NDTV through U.K. subsidiary. Two Delhi-based women IRS officers, who are allegedly partners in the NDTV scam, were set up to make false allegations of sexual harassment against Srivastava. But he put together a pile of evidence to prove to the court and to the official enquiries that the two women officers were on the payroll of NDTV. Both these women were proved liars in court for lodging false complaints. Srivastava also managed to get his suspension orders quashed by the Central Administrative Tribunal since they were patently illegal. By all accounts, Srivastava had an outstanding service record and was found to have merely done his duty with due diligence. Therefore, he could get his suspension orders quashed by court. Since, in 2010, Chidambaram was no longer at the helm of affairs in the Finance Ministry, the government not only accepted those orders but also implemented them! Chidambaram has also tried transferring Srivastava far away from Delhi but Srivastava was successful in getting his Mangalore transfer quashed by CAT because it was found to be politically motivated. It is noteworthy that the previous Finance Minister, Mr Pranab Mukherjee who is now the President of India, had allowed the investigations initiated by Srivastava to go on! But after Chidambaram became Finance Minister, he is alleged to have taken active interest in keeping Srivastava from investigating the illegal activities of NDTV and its directors—just as in his capacity as the Home Minister, he did not allow CBI to cooperate in the 2G scam investigations regarding money laundering by NDTV, as requested by Srivastava before the court of CBI Special Judge Saini. Srivastava, in his submission in the 2G scam case, had alleged that NDTV has laundered a huge chunk of this money for compromised politicians. Chidambaram as Home Minister got two FIRs registered against Srivastava for reporting about the corruption of those two female IRS officers of 1999 Batch. The ostensible charge was that Srivastava had outraged their modesty and committed offences U/s 509 of IPC, 1860. As part of their resolve to browbeat Srivastava, vested interests in collusion with NDTV obtained a mischievous medical report from a private hospital, VIMHANS, Delhi that Srivastava is suffering from a mental disorder and, therefore, whatever he says doesn’t merit being taken seriously by the court. Srivastava describes in the video recording how he defeated that conspiracy by getting himself examined by doctors in five reputed government hospitals like AIIMS, Hindu Rao and Safdarjang. This medical report was later withdrawn by VIMHANS at the mere hint of an inquiry by the Medical Council of India (MCI). Advocate S.K. Gupta says he has been again and again offered inducements and enticements by NDTV and a host of corrupt IRS officers to stop him from defending and protecting Srivastava. Nevertheless, he has withstood all those pressures because he believes in the rightness of Srivastava’s cause. Srivastava’s battle has been going on in the courts for several years now. The documents that I received are part of court records and hence in the public domain. We are posting the unedited version of the DVDs sent to me (barring a small section, which has unsubstantiated charges, unlike the rest of the conversation) because the case has been successfully hushed up by the media for obvious reasons. A brief summary of the case is given below: Srivastava’s Allegation against P. Chidambram •That P. Chidambaram received several thousand crores by way of bribes, which NDTV laundered through dummy companies. Using his power positions, Mr Chidambaram has scuttled all attempts at inquiry. •P. Chidambaram’s counter case: S.K. Srivastava is indisciplined and should be removed from government service. CBDT under P. Chidambaram told the Delhi High Court that Srivastava’s "performance ... has not been satisfactory" and "the department ... are not satisfied with the manner of his work". A Partial List of NDTV’S Alleged Illegal Acts No 1: SCAM OF RS. 5,500 CRORE PLUS: •NDTV allegedly laundered Rs. 5,500 crore by raising funds through “private placements”, from undisclosed investors in NDTV subsidiaries based in UK and Holland. •The sums raised by it through dubious investors not only paid off its Rs.-3,500 crore liability but left an amount in excess of Rs. 2,000 crore to be transferred to another account. •These funds were transferred to a Mauritius-based NDTV subsidiary. •These funds were then routed to several other NDTV subsidiaries in India. •These Indian subsidiaries were later merged with NDTV Ltd., India without giving a fair share holding right to the companies of Mauritius or UK or Holland. •Shockingly, both, the UK- and Holland-based NDTV subsidiaries, were closed down and so was the Mauritius company! •Why would investors in UK and Holland allow such actions if this were not a plain money-laundering scheme? •At present dollar values, with penalties and interest, the scam exceeds Rs. 5,500 crore. •Shockingly, none of the UK- and Holland-based subsidiaries of NDTV appeared in the annual reports filed that year by NDTV India and subsequently no critical details were provided to the relevant ministry when special intimation was filed before it for condoning the lapse. None was asked for either! It is alleged by Srivastava that this money itself is “illegal”; it is not a case of undeclared business profits or money on which income tax has not been paid. It is money transferred out of the country, received as bribes by ministers, politicians or public servants or just one unknown politician through the same hawala route that terrorists use! No 2: SCAM OF RS. 300 CRORE •NDTV allegedly showed false exports to Star TV in Hong Kong under section 80 HHF of the Income Tax Act. This act defrauded the government of revenue worth at least Rs. 300 crore at present value. •NDTV claimed illegal income tax deductions without making any actual exports and by bringing in Indian rupees instead of foreign exchange as stipulated in supporting judgements! •This deduction was allowed by an Income Tax officer Sumana Sen (IRS 99005) whose husband, Abhisar Sharma, has been an employee of NDTV, a fact that she had concealed all through her employment. •Going against service conduct rules, Sumana Sen accepted a gift of a luxurious all expenses paid European holiday from NDTV, whereby the latter allegedly also paid her shopping bills. All this totals to an expense of Rs. 1 crore. She filed false reports that her involvement with NDTV was in her official capacity. She claimed eligibility for accepting this Rs. 1 crore holiday as one of the perks allowed to her husband as an employee of NDTV. Records show that NDTV has incurred no such expense on any of its employees, including Abhisar Sharma. Srivastava’s allegation that it was a bribe to Sumana Sen for giving undue tax rebates to NDTV has been backed by solid documentary evidence. •Sumana Sen failed to inform the Income Tax Department that her husband was an NDTV employee while she was handling their tax matters. This is an obvious case of conflict of interest. In fact, she manipulated her transfer to the Circle under whose jurisdiction NDTV and its directors—including Prannoy Roy, Radhika Roy, Barkha Dutt, Vikram Chandra, etc.—come for the purpose of income tax assessment. •In order to pre-empt S.K. Srivastava from proceeding with these inquiries, Sumana Sen and her collaborationist filed false charges of sexual harassment against S.K. Srivastava. Srivastava alleges that P. Chidambaram had set up these women and used their false cases to suspend him and harass him through various unholy means.•Ashima Neb undertook a tour of Mauritius with her companion for about 10 days and incurred huge expenditure on shopping, hotel stay, etc., while claiming to spend a princely sum of Rs. 60,000 only on everything from air travel to hotel stay to local travelling to shopping to food, et-all! for both , she and her companion accompanying her. •All these cases against Srivastava were quashed yet P. Chidambaram continues to harass him and has set up another illegal inquiry that has been stayed by the Central Administrative Tribunal (CAT). Even though P. Chidambaram has been named by Srivastava in the inquiry, Chidambaram has not had the courage to file a reply. She handed the cheque to NDTV through her husband Abhisar Sharma, then an NDTV employee (a direct conflict of interest, not statutorily disclosed by her, therefore illegal), in gross violation of the rules of refunding dues! The refund was not admissible and she passed illegal orders to illegally pay money to NDTV from government accounts! Due to relentless battle waged by Srivastava and because of some still remaining honest IRS officers like the incumbent CIT, Delhi V and his subordinates, the I.T. Deptt. in Delhi could no longer ignore the fraud and loot of the public exchequer and public money. It has now succeeded in levying income tax on Rs. 900 crore of laundered money in one assessment year alone, i.e., 2009-10. Another Rs. 2000 crore of laundered money and bribe paid to public servants is under consideration for similar action. The fraudulent acts and conduct of NDTV is made out from their abject inability to cross-examine Srivastava who recorded his statement on oath and offered to be cross- examined by NDTV. Nor could it rebut documentary evidence submitted by Srivastava to the I.T. Deptt. But, all because of Chidambaram’s clout, the Dispute Resolution Panel (the DRP II, Delhi) of the Income Tax Department still managed to save NDTV and Chidambaram himself, as it did not ask for the list of investors who contributed the Pound Sterling 300 million to NDTV and its subsidiary in the UK, and then forgot to recover their money as that would have revealed the link of Chidambaram with NDTV, as alleged by Srivastava. The DRP has not exercised its powers to order search of NDTV to recover that list and the Member (Inv.), CBDT, who is known to be a blue-eyed boy of Chidambaram and was deputed by him to harass the Chief Minister of his home state, has simply turned a blind eye to this case to cover up the link between NDTV and Chidambaram. There is a lot more to this case than the above-mentioned scams. Since Srivastava’s battle is unlikely to get a proper hearing in mainstream media, I am posting his account in Hindi on YouTube. Was all this material sent to me because I am seen as someone similarly battling mainstream media’s partisan conduct and conspiratorial silence on many issues? I am in no position to judge these issues but feel strongly that this case deserves to be known widely at least through the social media so that the government can be pressured into starting a fair probe into these allegations. In a statement issued to CNS, AAP leader and Lok Sabha candidate for Srinagar parliamentary seat Dr Raja Muzaffar Bhat said that Aam Aadmi Party would resist any move of the Government for granting further extension in the lease agreement post April 2014 as AAP believes that granting extension would directly affect the local population which has suffered tremendous losses from the last more than six decades. He said that the party hopes that high level committee constituted few months back under the chairmanship of Chief Secretary would look into the human aspect first and ensure that the field firing range is shifted from Tosamaidan to some uninhabited area of the state. “If lease agreement is extended AAP would hold state wide agitation over this issue,” the statement reads.

नरेंद्र मोदी च्या, पाटण्यातील आयोजित सभेपूर्वी झालेळॆ बॉम्बस्फोट पाकच्या गोळीबारात लष्करी अधिकारी हुतात्मा प्रत्यक्ष नियंत्रण रेषेवर (एलओसी) उरी सेक्टरमध्ये पाकिस्तानी सैन्याने पुन्हा एकदा शस्त्रसंधीचे उल्लंघन करत केलेल्या गोळीबारात भारतीय लष्करातील कनिष्ठ विभागातील एक अधिकारी हुतात्मा झाला.गोळीबाराच्या या घटनेनंतर श्रीनगर-मुझफ्फराबाद बससेवा तात्पुरती बंद करण्यात आली आहे. दहशतवाद्यांना सीमेवरून घुसविण्यासाठी पाककडून हा गोळीबार करण्यात आल्याचे सूत्रांनी सांगितले.पाकिस्तानकडून या वर्षभरात 130 वेळा शस्त्रसंधीचे उल्लंघन करण्यात आले आहे. गेल्या आठ वर्षांत यावर्षी सर्वाधिकवेळा घोषणा पाहायला मिळत आहेत. इंटरनेटवरील विविध वृत्तपत्रांची संकेतस्थळे व सोशल नेटवर्किंगवरील विविध साइटस या थेट मत मांडण्यासाठी हक्काचे व्यासपीठ ठरले आहे. भारतीय सैनिकांची मनोधैर्य वाढविण्यासाठी फेसबुकवर विविध पेजेस तयार झाली असून, एका प्रतिक्रियेवर अनेक प्रतिक्रिया पडत असल्याचे दिसत आहे. भारतीय सैनिकांच्या कामगिरीची छायाचित्रे, व्हिडिओ मोठ्या प्रमाणात शेअर होताना दिसत आहेत. इंटरविश्वात फक्त भारत-पाक विजय. - पाकिस्तानच्या संकेतस्थळावर भारताच्या बाजूने मतप्रवाह. - भारत-पाक युद्धाचे व्हिडिओ पाहण्याचे प्रमाण वाढले. इंडियन मुजाहिदीनचा हात पाटणा येथील सभास्थळाजवळ साखळी बॉम्बस्फोट घडविण्यात इंडियन मुजाहिदीनचा हात असल्याचा संशय असून स्फोटांसाठी 'बोध गया'चे मॉडेल वापरण्यात आले.बॉम्बस्फोटांनंतर पोलिसांनी चार संशयितांना अटक केली आहे. इम्तियाज अन्सारी, ऐनुल, अख्तर आणि कलीम अशी त्यांची नावे आहे. यातील ऐनुल हा स्फोटात जखमी झाला असल्याने त्याला रुग्णालयात दाखल करण्यात आले आहे. इम्तियाजच्या घरी पाटणा पोलिसांनी टाकलेल्या छाप्यात डिटोनेटर, ज्वालाग्राही पावडर, प्रेशर कुकर बॉम्ब, जिहादी साहित्य, हातोडी, रॉकेल, सीडी तसेच स्फोटकांमध्ये वापरले जाणारे फ्युज आढळून आले. त्यानंतर पोलिसांनी इम्तियाजचा भाऊ व वडिलांना ताब्यात घेतले असून त्यांची चौकशी सुरू केली आहे. रांचीत शिजला कट आतापर्यंत मिळालेल्या माहितीनुसार सभास्थळी बॉम्बस्फोट करण्याचा कट इम्तियाजच्या रांची येथील घरी रचला गेला होता. मोनू ऊर्फ तहसिन हा या कटाचा सूत्रधार असून तो सध्या अटकेत असलेला दहशतवादी यासिन भटकळच्या गटातील आहे. फोन नंबर मिळाले आणि धागेदोरे जुळले बॉम्ब ठेवण्यासाठी आलेल्या अन्सारी याला त्याच्या बॉसेसनी मोबाइल न वापरण्याचे आदेश दिले होते. त्यामुळे त्याने एका कागदावर काही नंबर लिहून स्वत:जवळ ठेवले होते. अन्सारीला अटक केल्यानंतर हे फोन नंबर पोलिसांच्या हाती लागले. त्यामुळे इतरांचा ठावठिकाणा लागण्यास मदत झाली. गुजरातचे मुख्यमंत्री आणि भारतीय जनता पक्षाचे पंतप्रधानपदाचे उमेदवार नरेंद्र मोदी यांच्या, पाटण्यातील गांधी मैदानावर रविवारी आयोजित जाहीर सभेपूर्वी झालेल्या बॉम्बस्फोटांचा आणि हे नापाक कृत्य करणार्‍या नराधमांचा जेवढा धिक्कार करावा, तेवढा थोडाच आहे. या सभेपूर्वी सात बॉम्बस्फोट होऊन पाच कार्यकर्त्यांना प्राणास मुकावे लागले आाणि सुमारे ५० कार्यकर्ते जखमी झाले. भारतात लोकशाही आहे आणि संविधानानुसार सत्तारूढ पक्षासोबतच विरोधी पक्षांनाही तेवढेच स्थान आहे. सरकारच्या धोरणांकडे जनतेचे लक्ष वेधणे, त्यातील बर्‍यावाईटाची जाण करून देणे, त्या निर्णयांवर आपले मत संसदेत, विधानसभेत तसेच सार्वजनिक रीत्याही मांडणे हे सक्षम विरोधी पक्षाचे कामच आहे. आज भारतीय जनता पक्ष हा देशातील सर्वांत मोठा विरोधी पक्ष आहे. लोकसभा आणि राज्यसभेत या पक्षाकडे विरोधी पक्षनेतेपद आहे. त्यामुळे सत्तारूढ पक्षासोबतच विरोधी पक्षांच्या कार्यक्रमांनाही समान सुरक्षा प्रदान करणे, हे संबंधित राज्यातील सरकारचे कर्तव्य आहे. परंतु, हे कर्तव्य बजावण्यात जदयुचे नितीशकुमार सरकार अपयशी ठरले आहे, असेच म्हणावे लागेल. आमच्याकडून सुरक्षेत कोणतीही हयगय झाली नाही, असे नितीशकुमार यांनी म्हटले असले, तरी सकाळी १० वाजताच्या सुमारासच नवीन पाटणा रेल्वेस्थानकावरील प्रसाधनगृहात पहिला बॉम्बस्फोट घडून आला होता. एक बॉम्ब निकामी करताना एक जवान जखमीही झाला होता. या घटनेनंतर मोदींच्या रॅलीला संरक्षण देण्याची कडक सुरक्षा व्यवस्था बिहार सरकारला करता आली असती. कारण, मोदींची रॅली त्यानंतर चार तासांनंतर सुरू झाली होती. या चार तासांत रॅलीभोवती सुरक्षा कडे उभारता आले असते, घटनेचे गांभीर्य लक्षात घेता, प्रत्येक कार्यकर्त्याची कसून तपासणी करता आली असती. त्याला कुणीही आक्षेप घेतला नसता. पण, तसे झालेले दिसत नाही. नितीशकुमार म्हणाले की, आम्हाला केंद्राकडून रॅलीत काही अनुचित प्रकार घडणार असल्याची कोणतीही कल्पना देण्यात आली नव्हती. यामुळे हे अतिरेक्यांनी घडवून आणलेले स्फोट आहेत, की कुणी बिहारला बदनाम करण्यासाठी राजकीय वैमनस्यातून घडवून आणलेले कृत्य आहे, हे आताच सांगता येणार नाही. या घटनेत एका इसमाला अटक करण्यात आली आहे. त्याने एवढेच सांगितले आहे की, सभास्थळाची आमच्या ११ सदस्यीय चमूने आधीच पाहणी केली होती. पण, ही चमू कोणत्या संघटनेशी संबंधित आहे, हे मात्र सांगण्यास नितीशकुमार यांनी नकार दिला आहे. तपास सुरू असल्यामुळे आताच काहीही सांगता येणार नाही, असे त्यांचे म्हणणे आहे. ते योग्यही आहे. नितीशकुमार म्हणतात, आम्हाला अलर्ट सूचना नव्हती. पण, मोदींच्या सभेच्या चार तासांआधीच एका बॉम्बचा स्फोट झाला होता आणि पेरून ठेवलेला एक बॉम्ब निकामी करण्यात आला असतानाही, अलर्ट सूचनेची आवश्यकता होती का? चार तासांच्या आत बरेच काही करता आले असते. पण, सभामैदानाची सुरक्षा व्यवस्था चोख ठेवण्यात नितीशकुमार यांच्याकडून कसूर झाली, असेच एकंदरीत चित्र आहे. नितीशकुमार यांनी या घटनेचा निषेध केला असला, मृतकांच्या वारसांना पाच लाखांची मदत जाहीर केली असली, तरी तेवढ्याने हा प्रश्‍न सुटणारा नाही. पाच राज्यांच्या विधानसभा निवडणुकींच्या प्रचाराला प्रारंभ झाला आहे. त्यानंतर लगेच लोकसभेच्या निवडणुका आहेत. आज भाजपाकडून नरेंद्र मोदी आणि सत्तारूढ कॉंग्रेसकडून राहुल गांधी अनेक राज्यांमध्ये प्रचारसभा घेत आहेत. त्यामुळे केवळ भाजपाच्या सभांना सुरक्षा प्रदान करण्याचा नव्हे, तर राहुल गांधी यांच्या सभांनाही तेवढीच चोख सुरक्षा व्यवस्था प्रदान करावी लागणार आहे. अनेक राज्यांमध्ये भाजपाची, अनेक राज्यांत कॉंग्रेसची, तर अनेक राज्यांत प्रादेशिक पक्षांची सरकारे आहेत. पण, देशातील प्रमुख विरोधी पक्षांचे नेते हे येत्या लोकसभा निवडणुकीत संपूर्ण देशभर प्रचारासाठी फिरणार आहेत. त्यामुळे बिहारच्या घटनेपासून आतापासूनच सर्व राज्यांनी सावधगिरीच्या उपाययोजना आखण्यास सुरुवात केली पाहिजे. इंटेलिजन्स आणि स्थानिक विशेष शाखांनी आतापासूनच दक्ष राहण्याची गरज आहे.बिहारच्या घटनेमुळे राज्य आणि केंद्रातील इंटेलिजन्स यंत्रणा चौकस दृष्टी ठेवण्यात अपयशी ठरली आहे, असेच म्हणावे लागेल. रेल्वेस्थानकावर पहिला बॉम्बस्फोट झाल्यानंतरच बरीच पळापळ झाली होती. सभेत बॉम्बस्फोट घडवून आणला तर पळापळ होईल, चेंगराचेंगरी होईल आणि यात मोठी मनुष्यहानी होईल, असा बॉम्बस्फोट घडवून आणणार्‍यांचा मनसुबा होता. एकदा बिहारमध्ये यश आले की, मग मोदींच्या सभेला गर्दी होणार नाही, हा या कारस्थानामागील उद्देेश होता, हेही उघडच दिसत आहे. मोदींना देशाचे काहीच कळत नाही, त्यांनी गुजरात सांभाळावे, असा सल्ला कॉंग्रेससह अनेक पक्षांनी दिला होता. पण, मोदींच्या सभांना प्रत्येक ठिकाणी मिळत असलेला प्रचंड प्रतिसाद पाहता, सर्वच पक्षांचे धाबे दणाणले आहे. प्रामुख्याने उत्तरप्रदेश आणि बिहारमध्येही हजारोंच्या संख्येने जनता मोदींचे भाषण ऐकायला येते, हा संकेत सर्वच पक्षांसाठी धोक्याची घंटा आहे. एवढी मोठी घटना घडूनही नरेंद्र मोदी यांनी घेतलेली संयमित भूमिका स्वागतार्ह आहे. त्यांनी सभेची सांगता करताना, सर्व कार्यकर्त्यांना व्यासपीठावरूनच शांत राहण्याचे जाहीर आवाहन केले. घटनेनंतर बोलतानाही त्यांनी कोणतीच तीव्र प्रतिक्रिया व्यक्त केली नाही. बिहारच्या घटनेनंतर देशाच्या अन्य भागातही नेत्यांच्या सभा होतील. त्या वेळी सतर्क राहण्याची गरज आहे. सोबतच अन्य पक्षांनीही सभास्थानी लक्ष देण्यासाठी स्वत:चे स्वयंसेवक ठेवले पाहिजेत. जनतेनेही बिहारच्या घटनेमुळे क्रोधित न होता, शांतताच पाळली पाहिजे. तोच खरा मानवधर्म आहे.

अणुऊर्जा प्रकल्पाच्या विरोधात आंदोलन करणाऱ्या संघटनांना मिळतो परदेशी पैसा ?

प्रगतीला मारक असा आंतरराष्ट्रीय कट रशियाच्या सहकार्याने बांधल्या जात असलेल्या तमिळ-नाडूतील कुडनकुलम विद्युत निर्मिती अणुभट्टीचा वादाचा वणवा, पंतप्रधान डॉ. मनमोहन सिंग यांच्या आरोपाने अधिकच धडाडून पेटला आहे. या अणुभट्टीचे 90 टक्के बांधकाम पूर्ण झाले असल्याने, ती लवकरच कार्यान्वित करण्यासाठी केंद्र सरकारचे प्रयत्न सुरु आहेत. पण, तमिळनाडूतील स्वयंसेवी संघटना आणि परिसरातील ग्रामस्थांच्या विरोधाने हे काम गेली दोन वर्षे रेंगाळले. मुख्यमंत्री जयललिता यांनीही त्या परिसरातील जनतेने विरोध मागे घेतल्याशिवाय, अणु-भट्टी कार्यान्वित करू देणार नाही, अशी आक्रमक भूमिका घेतल्याने केंद्र सरकारची कोंडी झाली.जपानमध्ये झालेल्या भूकंपात "फुकूशिमा' अणु वीजनिर्मिती केंद्रातील अणुभट्ट्यात झालेले स्फोट, त्यानंतर झालेल्या किरणो-त्सर्जनाच्या घटनेने कुडनकुलम प्रकल्पाला विरोध करणाऱ्यांना अधिकच चेव आला. या प्रकल्पामुळे परिसरातील शेती आणि मानवी जीवनाला गंभीर धोका निर्माण होण्याची भीती असल्याने हा प्रकल्पच रद्द करावा, अशी मागणी स्वयंसेवी संघटनांनी लावून धरली. पंतप्रधान डॉ. मनमोहन सिंग यांनी, "अमेरिकन आणि स्कॅनेडियन संस्थांकडून, कुडनकुलम प्रकल्पाला विरोध करणाऱ्या स्वयंसेवी संघटनांना निधी मिळत असल्याचा आरोप केला.या सर्व एनजीओंना आंदोलनासाठी गेल्या 5 वर्षांत 54 कोटी रुपयांचा मलिदा मिळाला आहे. या एनजीओ ख्रिश्चन मिशन-यांचे काम करणा-या सेवाभावी संस्था आहेत. ३२ हजार संघटनाना पाच वर्षात ५५ हजार कोटी रुपयांची रसद स्वत: पंतप्रधानांनीच या रहस्याचे उद्घाटन केले, हे चांगले झाले. तामिळनाडूत रशियाच्या सहकार्याने उभा होत असलेला कुडानकुलम हा अणुऊर्जा प्रकल्प महत्त्वाकांक्षीच अत्याधुनिक व सुरक्षितही आहे. ए.पी.जे. अब्दुल कलामांसारख्या ज्येष्ठ व जगन्मान्य अणुवैज्ञानिकाने तशी ग्वाही देशाला दिलीही आहे. तरीही पर्यावरण व भूसंपादन अशी कारणे पुढे करून त्याविरुद्ध स्वत:ला स्वयंसेवी म्हणविणार्‍या संघटनांनी आंदोलन उभे केले . स्थानिक मतांवर डोळा असणारे राजकीय पक्ष त्यांच्या पाठीशी उभे होण्याची तयारी करू लागले. हा प्रकार या प्रकल्पाच्या उभारणीला विलंब लावणारा आणि त्यावर होणार्‍या खर्चात अनेक पटींनी वाढ करणारा आहे. अशा आंदोलनांनी कोणकोणत्या महत्त्वाकांक्षी प्रकल्पांवरील खर्च आजवर किती पटींनी वाढविला याचा हिशेब करण्याची व त्या नुकसानभरपाईसाठी संबंधितांना जबाबदार धरण्याची वेळ आता आली आहे. शिवाय या आंदोलनांचे छुपे प्रायोजक, पुरस्कर्ते आणि त्यांना पैसा पुरविणारे देशविरोधक यांचाही शोध घेणे गरजेचे झाले आहे. सरकारच्या माहितीनुसार अमेरिकास्थित नऊ एनजीओ कुडानकुलम प्रकल्पाला विरोध करत आहेत.

कुडानकुलम प्रकल्पाला विरोध करणार्‍या संघटनांना अमेरिकेतील दात्यांकडून पैसा मिळतो , ही गोष्ट अतिशय स्पष्टपणे पंतप्रधानांनीच आता सांगितली असल्याने स्थानिक म्हणविणार्‍या या आंदोलनाचे छुपे जागतिक असणेच उघड झाले आहे. पंतप्रधानांच्या या आरोपाला दुजोरा देणारे भाष्य भारतातील रशियाच्या राजदूतांनीही केले आहे. अमेरिकेच्या वकिलातीने ‘आपण या वक्तव्यांची चौकशी करीत’ असल्याचे अर्धवट कबुली व अर्धवट तक्रार सूचित करणारे विधान केले आहे. ‘स्वत:ला स्वयंसेवी म्हणवीत राजकीय व सामाजिक उपद्रव उभे करणार्‍या ३२ हजार संघटना देशात आहेत आणि त्यांना गेल्या पाच वर्षात ५५ हजार कोटी रुपयांची रसद परदेशातून मिळाली आहे. अशी रसद पुरविणार्‍या देशांत अमेरिका, इंग्लंड, फ्रान्स, इटली आणि स्पेन यांच्यासह पाकिस्तानचाही समावेश आहे. यातल्या सरळ मार्गाने येणार्‍या पैशाचा आकडा ५५ हजार कोटींचा असला तरी तशी मदत येण्याचे इतर मार्ग आहेत आणि त्याचा हिशेब सरकारजवळ नाही. या पैशाचा समाजसेवेसाठी वापर करणार्‍या काही आदरणीय संघटना देशात आहेत आणि त्या समाजाला ठाऊक आहेत.देश विरोधी संघटनाकाँगेस फॉर कल्चरल फ्रीडम' नावाची संघटना पूवीर् शीतयुद्धाच्या काळात होती. या संघटनेला 'सीआयए'तफेर् पैसा पुरवला जात असे. या संघटनेशी जयप्रकाश नारायण यांच्यापासून भारतातील अनेक दिग्गज संबंधित होते. 'भारतात सत्तरच्या दशकात 'ब्लिटझ' आणि 'करंट' अशी दोन साप्ताहिकं निघत असत. त्यापैकी ब्लिटझ हे एकीकडं कम्युनिस्टांच्या जवळची भूमिका घेत असे. उलट 'करंट' हे अमेरिकी हितसंबंधांची पाठराखण करीत असे. भारतात नव्वदीच्या दशकात हवाला प्रकरण गाजलं. त्यात राजीव गांधी यांच्यापासून सर्व पक्षांच्या नेत्यांना पैसा मिळाला. अलीकडंच गुलाम नबी फई या मूळच्या काश्मिरी असलेल्या अमेरिकी नागरिकाला तेथे शिक्षा झाली. पाकच्या 'आयएसआय' या गुप्तहेर संघटनेतफेर् काश्मीर प्रश्नावर जनमत बनवण्यासाठी पैसे घेऊन तो प्रचार करीत होता. या फईनं घेतलेल्या अनेक परिसंवादांना भारतातील कित्येक बुद्धिवंत वारंवार उपस्थित राहत असत.अशा परिसंवादाचा मुख्य उद्देश कश्मीर प्रश्‍नावर भारतविरोधी आणि पाकिस्तानच्या बाजूने प्रचार करणे. आपल्या देशाचे अनेक विचारवंत आणि पत्रकार ,फईसारख्या पाकिस्तानी प्रेमी संस्थांना खूश करण्याकरता भारतविरोधी भाषणे करतात. हे करण्याची फी म्हणून त्यांना विमानाच्या फर्स्टक्लासने यायचा-जायचा खर्च, ३-४ दिवस फाईव्ह स्टार हॉटेलमध्ये रहाणे आणि वरती रग्गड पॉकेटमनी मिळतो. २-३ दिवसांत एवढी चांगली कमाई कोणाला नको असते. विकासविरोधी आंदोलने उभारण्यासाठी व राजकीय कारणांसाठी करणार्‍या संघटनाही येथे आहेत आणि त्यांचीही माहिती सार्‍यांना आहे. एकेकाळी देशातील काही पक्ष रशिया वा अमेरिका यांच्याकडून उघडपणे मदत घेत त्यांच्या कार्यकर्त्यांनाही हा पैसा मिळत असे. आता हा पैसा ‘स्वयंसेवी’ या गोंडस नावाने उभ्या झालेल्या संघटनांकडे वळता आहे. सरदार सरोवराला विरोध करून त्याच्या उभारणीत अडथळे आणणार्‍या काही स्वयंसेवी संघटनांना मिळालेल्या विदेशी पैशाची, जाहिरात गुजरात सरकारने ‘नियतकालिकातून प्रकाशित केली होती. नक्षलवादी चळवळीच्या र्जमनीतीलमदत येत असे .पंतप्रधान च्या मुलाखतीमुळे तथाकथित समाजसेवकांपासून विकासप्रक्रियेच्या विरोधात अहोरात्र हातात झेंडा घेतलेल्या मेधा पाटकर यांची चांगलीच गोची झाली आहे. भारताच्या प्रगतीला मारक ठरू शकतील असे कट आंतरराष्ट्रीय पातळीवर आखले जात असतात व त्याला देशातून फूस मिळत असते. सुरक्षित प्रकल्पफुकूशिमाचा अणुप्रकल्प हा जवळ जवळ चाळीस वर्षांपूर्वीचा आहे. आता तंत्रज्ञानात बरीच प्रगती झाली आहे. त्या वेळच्या तंत्रज्ञानात आणि आताच्या तंत्रज्ञानात जमीन-अस्मानाचा फरक आहे. शिवाय फुकूशिमाची दुर्घटना अणुप्रकल्पात बिघाड झाल्यामुळे घडलेली नव्हती, तर महाप्रलयकारी सुनामी लाटेमुळे या प्रकल्पातून किरणोत्सार झाला होता .आज अणुभट्ट्यांना जरा जरी धोका झाला तरी भट्ट्या आपोआप बंद करण्याची यंत्रणा विकसित झाली आहे. त्याचबरोबर आपले जे प्रकल्प उभारले जात आहेत, तो भाग काही भूकंप प्रवण क्षेत्रात अथवा सुनामीच्या पट्ट्यात नाहीत.आगामी काळात भारताला ऊर्जेची मोठी टंचाई भासणार आहे. याचा विचार करता पुढील काळात या ऊर्जेची गरज अणुप्रकल्पच भागवू शकतो, आणि देशाची ऊर्जेची गरज अणुप्रकल्पातून भागणार असल्याने अनेक विघ्नसंतोषी कट करत आहेत.भारतासारख्या विकसनशील देशाला तर ऊर्जेशिवाय पर्याय नाही. ऊर्जेची कमतरताच विकासाचा अडसर आहे, कुडानकुलम, जैतापूरसारखे अणुप्रकल्प महत्त्वाकांक्षी आहेत. देशाच्या प्रगतीसाठी क्रांतिकारी टप्पे आहेत . हे अणुप्रकल्प कार्यान्वित झाल्यास देशाची ऊर्जेची गरज भागू शकेल .
प्रगतीला मारक असे आंतरराष्ट्रीय कट विदर्भातील वैनगंगेवरील प्रकल्प बांधून पूर्ण झाला. पण त्यात अजून पाणी अडविले जात नाही. वर्धा नदीवरील प्रकल्पांचे कालवे बांधणे संथ गतीने चालते. मिहान या महत्त्वाकांक्षी प्रकल्पाचे आता मढेच व्हायचे राहिले आहे. एन्रॉन पूर्ण झाले, पण त्यात किती अडथळे उभे राहिले ,दूर विलंबाने खर्च किती पटींनी वाढला? या योजना रखडायला लावून व त्यावरील देशाचा खर्च वाढवून ही स्वयंसेवी माणसे कोणत्या देशाच्या अर्थकारणाला हातभार लावतात? देशाच्या विकासाची गती रोखून धरण्यात जगातील कोणत्या व किती देशांचे(चिन /पाकिस्तान) हित दडले आहे? थोड्या पैशाच्या दानतीवर त्यांना त्यांचे हित पुढे रेटता येत असेल तर, ते तसे करतीलच. तेवढय़ा मोबदल्यात त्यांना आमच्या स्वयंसेवी संघटना साथ द्यायला तयार असतील तर त्यांचे साहाय्य ते देश घेतीलही. प्रश्न पैसे देणार्‍यांचा वा ते घेणार्‍यांचा नाही. या व्यवहारात ज्याचे वाटोळे होते वा होणार आहे त्या देशाचा व समाजाचा, म्हणजे आपला आहे. त्यातून विदेशी पैशावर स्वदेशात स्वयंसेवी म्हणविणार्‍या माणसांना समाजसेवक म्हणून येथे मिरविता येते. ही माणसे देश व समाजाला सेवेचा आणि शांतीचा, चारित्र्याचा आणि नीतिशुध्दतेचा उपदेश करतात आणि आपणच खरे गरिबांचे उद्धारकर्ते असल्याचा आव आणतात. असंतोषाच्या जागा शोधत देशभर वणवणणारी ही माणसे खरे तर देशद्रोही आहेत.पैसे कधीच उघडपणं पुरवला जात नसतो. परकीय हात' उघडपणं कधीच दिसत नाही आणि तो तसा असल्याचं सिद्ध करता आलं पाहिजे. अगदी कायदेशीर व सनदशीर मार्गानं परकीय निधी मिळत असूनही तो पैसा खरोखरच कोठून येतो, हे कळणं कठीणच असतं. कुडनकुलम येथील अणुऊर्जा प्रकल्पाच्या विरोधात आंदोलन करणा-या ज्या काही संस्थांना परदेशी निधी मिळत असेल, तर याचा आडाखा पुराव्याच्या आधारेच बांधावा लागेल. कुडानकुलमला विरोध करणार्‍यांमागे विदेशी पैसा उभा आहे, याचा छडा लावला पाहिजे. सगळ्याच, ३२ हजार स्वयंसेवी संस्थांना आजवर मिळालेला विदेशी पैसा व त्याचा त्यांच्या संचालकांनी केलेला देशविरोधी व विकासविरोधी वापर याची शहानिशाही त्यांनी केली पाहिजे. तसे झाल्याखेरीज आम्ही डोक्यावर घेतलेली सामाजिक क्षेत्रातील खोटी दैवते आमच्याही लक्षात यायची नाहीत आणि आम्ही दुर्लक्षिलेली खरी दैवते दुर्लक्षित राहण्याची व्यवस्थाही कायम झाल्याखेरीज राहणार नाही. Misuse Of Foreign Funds For Anti India Activities: Do We Really Care?

New Delhi, March 2: We never expected but Prime Minister Dr. Manmohan Singh has got one stand right. At last, he has initiated the issue of the NGOs which receive foreign funds and misuse it against developmental activities.

Recently, Prime minister stated that, “American NGOs are funding the protests that hold India back from building the nuclear reactors it needs to meet fast-growing energy needs”. Dr. Manmohan Singh said this in an interview published in Science magazine on Friday, 17 February. Among the plants suffering delays is the Kudankulam power station, which was due to open last year. Progress on the reactor has been halted by protesters over safety fears.

Prime Minister has said that, “The atomic energy programme has got into problems because these NGOs, mostly I think based in the United States, don't appreciate the need for our country to increase the energy supply”. Prime Minister also blamed protests against genetically modified crops on groups he said were funded from the United States and Scandinavian countries.

After Prime Ministers verbal attack on NGOs and misuse of foreign funds, a debate has started in India. The Bharatiya Janata Party has demanded that the Centre come out with a ‘white paper’ on the issue of non-governmental organizations getting foreign funds and “working against public interest.”

Misuse of foreign funds against National Interest is not a new concept. Entire Catholic mission has propelled its Conversion movement entirely on foreign funds. Some so called and self proclaimed Rights activists have gain name and fame on such foreign funds working relentlessly against the nations interest.

The latest report of the Home Ministry showed that more than Rs10,000 crore was sent to India during 2009-2010, mostly from the USA and Europe to NGOs in India. The report says that while it is not proper to make sweeping generalisations, it is necessary to note that the NGO sector in India is vulnerable to the risks of money laundering and terrorist financing. “Therefore, necessary steps for rigorous enforcement as well as coordination with foreign countries for law enforcement will continue. Our efforts for coordination with State police organisations and other specialised organisations will also continue towards this direction,” the report said.

The report, approved by Union Home Secretary RK Singh in January 2012, revealed that major donors from abroad and receivers in India are Christian Missionaries and Church-sponsored NGOs. “The list of foreign donors is topped by the Gospel For Asia Inc of the USA (Rs232.71 crore) followed by Fundacion Vicente Ferrer, Barcelona, Spain (Rs228.60 crore) and the World Vision Global Centre of the USA (Rs197.62 crore),” said the report of Home Ministry on foreign contribution and regulation for the period of year 2009-2010.

These three are evangelical organisations. The fourth largest donor, Compassion International, is also from the US (Rs131.57 core) and belongs to the same category.

The India Today, in its story ‘Freelancers of God - Independent churches mushroom across India attracting foreign funds’ (published on 9 May 2011) has given an account of indian Christian missionaries who are propelling their ‘work’ to convert Hindus to Christianity with the help of foreign funds.

The India Today story says that, “The preachers are not trained in theology. They often play with the sentiments of people and lure them with incentives and create communal tension. Most new pastors work among Dalits in the region. They also widely use faith-healing methods, which are not popular among mainstream churches. Political parties such as the Congress and the Akali Dal have refused to make conversions a controversy and the VHP and Bajrang Dal have accused both parties of playing to the Christian vote bank.”

Senior French journalist and writer Francois Gautier reveals in his article that, “The foreign funds sent for Gospel cause has a huge but obscure impact. Out of seven states in North East India four have absolute control of the Church. Most of the North East subversive groups / Terrorist outfits including Maoists have definite connection with Evangelical groups. 45% of non-arab foreign funds coming to India are utilized through Churches for conversion and camouflaging services, while 40% Arab foreign funds are coming to boost up Jihad and Islamic services. Christian Fathers and nuns are living most lavish life in India by utilizing the money collected from overseas in the name of service to the poor people of the third world.”

Francois Gautier has busted the myths of the so called ‘social and human rights activists like Medha patkar. In his article ‘The Truth about Medha Patkar’, Gautier has given a reference of letter of Dr Urmilaben Patel, member of the Congress Working Committee, written to Shri Pranab Mukherjee, Minister for External Affairs. Patel wrote that, “You are kindly aware, that Narmada Bachao Andolan (NBA) headed by Medha Patkar is actively involved in opposing all hydro projects in India. I have recently received material which I find quite disturbing. I specifically draw your attention into the message of Ms. Patkar using the words of "pressurizing the UPA government", and "honouring" a Supreme Court Judge for a favourable verdict, as is explicit in the emails.”

Gautier gives details of exchange of confidential emails between Patkar and Patrick McCully, Ex. Director, International Rivers Network (IRN) based at Berkeley (United States). This mail conversation exposes how Patkar ‘reports’ to Patrick every details of the case and which Judge ‘favoured’ her and should be ‘honoured’ at a function in London.

Gautier writes, “She also sends a soft copy of the judgment and the profiles of Justice C K Thakker and Justice Altamas Kabir. Patrick reverts on July 17 congratulating Patkar, and suggesting that five or six people associated with managing "this verdict" be honoured at a function in London (UK). The mail says: "...We must honour Judge Kabir for supporting you. Please explore the possibility. He will retire in 2013 - a very useful man for your future battles.”

It might be mentioned that the verdict was written by hon'ble Justice Kabir, says Gautier. No need to explain more on this nexus and face off of Medha Patkar. It seems that Patkar has received several international awards for fighting ‘battle’ for unknown foreign hands. India populace is totally ignorant about these kinds of facts.

It is always demanded to inspect the income source of the infamous Teesta Setalvad and her NGO ‘Citizen for Justice and Peace’. Teesta Setalvad is always been in clouds of mystery for her activities and how she raised funds for her NGO and how does she managed expenses of providing legal help and from which source, she got money to lure witnesses for the cases against Narendra Modi in Gujarat riots. Her bank statements with specific details are out suggesting how Setalvad allegedly used money to buy witnesses and how through manipulative activities, false submission before different probe panels and courts were allegedly filed. Again the pointer turns to the source of foreign funds. But no one wants make understand the fact.

No scope for Indian Media to escape in case of foreign funding issue. Gospels of Charity in Spain, Southern Baptist Church, World Christian Council, St. Peters Pontifical Church Melbourne, Joshua Society, Berne , Switzerland are some of the sponsorers which funds major Indian Media which ‘speaks for’ secularism and human rights in India.

The analysis of the Home Ministry’s 42-page report shows that 14,233 NGOs received foreign contribution of Rs10,337.59 crore. The biggest fund inflow to NGOs has come from the USA (Rs3,105.73 crore) followed by Germany (Rs1,046.30 crore) and the UK (Rs1,038.68 crore). These three countries have topped in the donors’ list of Home Ministry for many years.

As per the report, most the funding has been generated from Christian missionaries of USA, Germany and UK and the donor missionaries have also formed their Indian subsidiaries. The other toppers come from Italy (Rs583.47 crore), the Netherlands (Rs509.46 crore), Spain (Rs437.25 crore) Switzerland (Rs302.06 crore), Canada (Rs297.98 crore), France (Rs189.12 crore) and Australia (Rs148.28). The eleventh big donor to Indian NGOs is from UAE with Rs133.15 crore.

According to MHA figures, the funding for Christian mission agencies has shown a regular increase. Also, over 80 percent of the voluntary organisations receiving foreign funds are Christian Mission agencies. “The highest amount of foreign contribution was received by the World Vision of India, Chennai, Tamil Nadu (Rs 208.94 crore).

The Foreign Contribution Regulation Act (FCRA) was passed in 1976. This act regulates receipt of funds by non-governmental organisations (NGOs). It is managed by the Union ministry of home affairs. It is very easy for the Home Ministry to track the foreign funds and their channels in the country.

Prime minister’s remarks have sparked the battle against the Misuse of Foreign Funds for anti India activities. This battle should continue and each individual, organization should be made answerable for the source and its expenses.
