ULFA Peace Accord Marks a Historic Milestone

In a significant development, the Central and Assam governments signed a peace accord with the Arabinda Rajkhowa-led faction of the United Liberation Front of Asom (ULFA) on December 29, 2023. This agreement, although excluding the hardline faction led by Paresh Baruah, represents a historic breakthrough on multiple fronts. 

Foremost, it signifies the culmination of ULFA's 44-year-long armed struggle, which began in 1979 with the aim of establishing a 'sovereign' Assam. The negotiations between the Centre and the pro-talks ULFA faction commenced in 2011 and have now yielded positive results, fostering optimism for accelerated development projects in the insurgency-affected state, supported by financial assistance from the Central government. Furthermore, this pact holds the potential to resolve the socio-cultural conflicts in Assam by addressing concerns related to illegal immigration and land rights for indigenous communities. 

Nonetheless, the Central government must exercise caution as it still needs to contend with the hardline faction of ULFA, led by Baruah, who remains in hiding along the China-Myanmar border. ULFA's outlawed status since 1990, prompted by a series of kidnappings, extortions, killings, and bomb blasts. By ensuring the inclusion of every citizen in the mainstream, lasting peace and the conclusion of a prolonged chapter of insurgency can be achieved

'Golden day': Centre signs peace deal with Ulfa faction

The pro-talks faction of United Liberation Front of Asom (Ulfa) led by Arabinda Rajkhowa on Friday signed a memorandum of settlement with the Centre and Assam government in the presence of home minister Amit Shah, who shared that representatives of the outfit have agreed to abjure the path of violence, surrender all arms, disband the armed outfit, vacate camps housing armed cadres and join the mainstream. Stating that Friday was a "golden day for the future of Assam", Shah said his ministry, as part of PM Modi's vision to free the northeast from "extremism, violence and conflict", has been making sustained efforts to talk to all armed groups in the region with an open mind. "In the last five years, we have signed nine pacts to make peace with insurgent outfits across various northeastern states and to end inter-state border disputes. This has established peace in a large part of the northeast," he said, citing the 87% decline in violent incidents, 90% dip in fatalities and removal of AFSPA from 85% of Assam since 2014. "With the signing of the tripartite memorandum of settlement with Ulfa, peace talks with all armed groups of Assam have reached a logical conclusion," said Shah. He shared that around 750 cadres of Ulfa surrendered on Friday, taking the total surrenders in Assam so far to 8,200. Panel to monitor time-bound implemention of Ulfa peace accord:

The signing event at the home ministry's North Block office was attended by Assam CM Himanta Biswa Sarma, and a 16-member Ulfa delegation led by Rajkhowa and representatives from 13 civil society organisations. "This agreement draws the curtains on Assam's oldest armed resistance pursued by Ulfa, protects the interests of our people & paves way for spurring growth in the region," Sarma posted on X. The Centre and Assam government, as part of the pact, will announce development projects worth Rs 1.5 lakh crore in the state

मणिपूरमध्ये हिंसाचार ,मैतेई समाजाला अनुसूचित जमातीचा दर्जा,अतिक्रमणविरोध...

अतिक्रमणविरोधी कारवाई

मणिपूरमध्ये हिंसाचार ?

मैतेई समाजाला अनुसूचित जमातीचा दर्जा देण्याच्या हालचालींचे निमित्त झाले आणि मणिपूरमध्ये हिंसाचाराचा वणवा पेटला. मात्र, या हिंसाचाराची बिजे गेल्या काही वर्षांपासून पेरली गेली. ती कशी, हे पाहायला हवे.

मैतेई आरक्षण प्रकरण काय आहे?

मणिपूरमध्ये ३४ अनुसूचित जमाती आहेत. त्यातील बहुतांश नागा आणि कुकी समुदायांतील आहेत. राज्यात बहुसंख्येने म्हणजे सुमारे ६४ टक्के लोकसंख्या असलेल्या मैतेई समाजाला अनुसूचित जमातीचा दर्जा हवा आहे. ही मागणी तशी जुनीच. पण, उच्च न्यायालयाच्या ताज्या निर्णयामुळे आरक्षणाचा मुद्दा पुन्हा चर्चेत आला. मैतेईंच्या मागणीबाबत चार आठवड्यांत उचित निर्णय घ्यावा, असे निर्देश उच्च न्यायालयाने १९ एप्रिल रोजी राज्य सरकारला दिले होते. त्यावर कार्यवाही होण्याआधीच ‘ऑल ट्रायबल स्टुडंट्स युनियन ऑफ मणिपूर’ या संघटनेने बुधवारी मोर्चा काढला. त्यास हिंसक वळण लागले.

 

मैतेई आणि कुकींचे म्हणणे काय?

सन १९४९ मध्ये मणिपूर संस्थान भारतात विलीन होण्याआधी आपल्याला अनुसूचित जमातीचा दर्जा होता. मात्र, विलिनीकरणानंतर तो संपुष्टात आला, असे मैतेईंचे म्हणणे आहे. कोणत्याही घटनात्मक संरक्षणाअभावी मैतेई समाजाची पीछेहाट होत असल्याचा दावा याचिकेत करण्यात आला होता. म्यानमार आणि बांगलादेशातून मोठ्या प्रमाणात होणाऱ्या बेकायदा स्थलांतराचा फटका आपल्याला बसत असल्याचेही मैतेई समाजाचे म्हणणे आहे. मात्र, मैतेई समाजाला अनुसूचित जमातीचा दर्जा देण्यास कुकीसह अन्य आदिवासी समुदायांचा विरोध आहे. राज्यात बहुसंख्येने असलेल्या मैतेई समाजाचे राज्याच्या विधानसभेत ६० पैकी ४० लोकप्रतिनिधी आहेत. दुसरे म्हणजे, बहुसंख्येने हिंदू असलेल्या मैतेईतील अनुसूचित जाती आणि ओबीसींना आधीच आरक्षण लागू आहे. त्यामुळे मैतेईंना अनुसूचित जमातीचा दर्जा देण्याच्या हालचाली म्हणजे राज्यात त्यांचे पूर्ण वर्चस्व निर्माण करण्याची तजवीज असल्याचा कुकींचा आरोप आहे.

 

अतिक्रमणविरोधी कारवाईमुळे भडका?

राज्यात फेब्रुवारीमध्ये सुरू केलेल्या अतिक्रमणविरोधी कारवाईपासून असंतोष धुमसत आहे. चुराचंदपूर जिल्ह्यात कुकी-पैतेई-झोमी समाजाच्या वस्त्यांवरील कारवाई ही आणखी एक ठिणगी ठरली. कुकी समाजाचे प्राबल्य असलेल्या जिल्ह्यांत ११ एप्रिल रोजी न्यायालयाच्या आदेशानंतर सरकारने काही चर्चवर कारवाई केली होती. वन आणि पर्यावरण संरक्षणाच्या नावाखाली आपल्याला हुसकावून लावण्याचा प्रयत्न होत असून, मैतेई समाज या जमिनी बळकावणार असल्याची भीती कुकी समाजाला आहे. याआधी राखीव, संरक्षित वनांचे सर्वेक्षण आणि आदिवासींवरील अतिक्रमण कारवाईला कुकींनी विरोध दर्शविला होता. २८ एप्रिल रोजी ‘इंडिजिनस ट्रायबल लीडर्स फोरम’ने चुराचंदपूर जिल्ह्यात आठ तासांचा बंद पाळला होता.

 

मुख्यमंत्री बिरेन सिंह लक्ष्य का?

मणिपूरमधील हिंसाचार हा दोन समुदायांतील गैरसमजामुळे झाल्याचा दावा मुख्यमंत्री एन. बिरेन सिंह यांनी केला आहे. मात्र, या परिस्थितीवरून बिरेन सिंह हेच टीकेचे धनी ठरले आहेत. ते आदिवासीविरोधी धोरणे राबवत असल्याचा आरोप आहे. इम्फाळमधील अनेक दशके जुनी चर्च पाडण्याबरोबरच बहुतांश आदिवासी वस्त्यांच्या जमिनी राखीव वनजमिनी जाहीर करून बिरेन सिंह यांनी आदिवासींना लक्ष्य केल्याचा आरोप आहे. बिरेन सिंह यांचे सरकार आदिवासींना त्यांच्या हक्कापासून डावलण्यासाठी त्यांच्यावर निर्वासित असल्याचा शिक्का मारत असल्याचा आरोप आहे. गेल्या मार्च महिन्यात बिरेन सरकारने कुकी-झोमी गटांबरोबरील शांतता करार मोडित काढला. त्याबाबतही या समुदायांत नाराजी होती. बिरेन सिंह यांच्या कार्यपद्धतीवर सत्ताधारी भाजपच्याच काही आमदारांनी वेळोवेळी नाराजी व्यक्त केली आहे. सध्याचा हिंसाचार रोखण्यातही राज्य सरकार कमी पडल्याचे या आमदारांचे म्हणणे आहे.

 

मणिपूरमध्ये शांतता प्रस्थापित कधी होईल?

मणिपूरच्या खोऱ्यात राहणारा मैतेई समाज आणि डोंगराळ भागात राहणाऱ्या कुकीसह अन्य आदिवासी जमातींमधील संघर्ष जुना आहे. आदिवासी वस्त्यांमध्ये अतिक्रमणविरोधी कारवाई, आरक्षण, प्रादेशिक असमतोल, शांतता करार आदी मुद्यांवरून या संघर्षात भर पडली. तो कमी करून हिंसाचार रोखण्यासाठी राज्याचे नेतृत्व कमी पडल्याचे स्पष्ट दिसते. बिरेन सिंह हे बहुसंख्याक तुष्टीकरणाचे धोरण राबवितात, असा आरोप उघडपणे होऊ लागला आहे. त्यांनी सामंजस्याची भूमिका घेतली नाही तर राज्यात असंतोष कमी होण्याची शक्यता नाही. शिवाय, शांतता करार आणि आरक्षणाचा मुद्दाही निकालात काढावा लागेल.

The ‘land of rising sun’, Arunachal Pradesh will soon be witnessing the inauguration of Tezu Airport.

 

The Tezu airport in Lohit district of Arunachal Pradesh has been re-developed by the Airports Authority of India (AAI) under the Regional Connectivity Scheme (RCS) — UDAN (Ude Desh ka Aam Nagrik) at a cost of Rs 170 crore. This airport will connect the beautiful Tezu town with the rest of the country.

 

The development and modernisation work at the airport includes the construction of a New Terminal Building having an area of 4,000 sq m, a Fire Station-cum-ATC Tower and the extension of runway. The new Terminal Building will be capable to handle 300 passengers during peak hours.

 

Presently, the state has four airports at Pasighat in East Siang district, Tezu in Lohit district, Ziro in Lower Subansiri district and Donyi Polo airport in Hollongi, close to the state capital of Itanagar.

 

Pasighat Airport

 

Popularly known as the ‘Land of the Dawn-lit-Mountains’, Arunachal Pradesh is India’s remotest state and the first Indian soil to greet the rising sun. 

 

However, despite attaining statehood 36 years ago in 1987, the quest for a civilian airport remained a distant dream for the state until 2018 when Arunachal Pradesh became the last of the eight north-eastern States to get on India’s commercial flight service map.

 

 

 

The history was created when the first commercial flight of the Alliance Air, a subsidiary of Air India, landed at the Pasighat airport in Arunachal Pradesh on 21 May 2018.

 

Pasighat, about 570 km northeast of Guwahati, is the headquarters of East Siang district and the State’s oldest city. Earlier, in order to reach Pasighat, people had to travel from Guwahati or Itanagar for almost a day in the hilly terrain.

 

The Pasighat airport was one of six operational advance landing grounds (ALGs) in Arunachal Pradesh and was mostly used by the Armed forces.

 

It was virtually abandoned after the China-India war in 1962 until the Indian Air Force took it over in 2010.

 

The airport was inaugurated in August 2016 with the landing of a Sukhoi Su-30 fighter jet. A civilian terminal was built in 2017 and a test landing of Alliance Air’s commercial flight was carried out in April 2018.

 

The airport has also a strategic significance as it is just 300 kms away from the Indo-China border.

 

Tezu Airport

 

Tezu in the eastern Arunachal, is the headquarters of Lohit district. It is the nearest town to Walong, where a legendary battle between Indian and Chinese soldiers took place between 16 October to 16 November 1962.

 

The city entered onto the aviation map of the country in August 2021, when the first commercial flight of Flybig Airlines flew to Assam’s capital Guwahati. The new airport has made everything much more accessible and connected, especially in the eastern side of the state.

 

The commercial airport in Tezu has also firmed up India’s strategic space by smoothening transport to several high-altitude districts near the India-China border.

 

Donyi Polo Airport

 

Arunachal’s first full-fledged airport at Hollongi, 15 km from Itanagar, the state capital was inaugurated on 19 November 2022 and has been operational since 28 November 2022.

 

The state government has named the airport as "Donyi Polo Airport" to reflect the long-standing indigenous respect for the Sun (Donyi) and the Moon (Polo) among the populace.

 

The airport, also the first greenfield airport in Arunachal Pradesh, has been developed in an area of more than 690 acres at a cost of more than Rs 640 crore.

 

The new airport has connected the capital city with an airport – earlier no airport existed in vicinity of Itanagar, the closest one being Lilabari Airport in Assam’s North Lakhimpur district which was at a distance of 80 km and takes around three hours to reach by road.

 

Also, the new airport is suitable for landing of larger aircrafts — bigger commercial flights wouldn’t land at Pasighat and Tezu. With a runway of 2300 metres, the airport is suitable for the operations of Airbus-320 (A-320) category of aircraft, thereby providing direct flights to metro cities as well as international destinations.

 

To put this in perspective, the new airport will be great for tourism in the central belt of the state, hitherto limited to the western and eastern belt.

 

Connecting NorthEast

 

The northeast has been an important component of air connectivity expansion.

 

in 2013, there only nine airports in the northeast, which has now increased to 17. This means close to about eight new airports have been built in the last ten years, including all the four airports in Arunachal.

 

This dramatic increase in the aerial connectivity of the northeast with the rest of the country, is what was termed as "real Bharat Jodo" by Minister of Civil Aviation (MoCA) Jyotiraditya Scindia on the sidelines of the inauguration of air connectivity from Hollongi airport on 20 November.

 

What lies ahead

 

The emergence of multiple airports in Arunachal is a testimony to how focus on the region has aided its connectivity, creating shared prosperity.

 

The string of airports is expected to be a game-changer for the landlocked state, which shares a border with China to the north and northeast, Myanmar to the east, and Bhutan to the west.

 

The improvements in connectivity is significant in view of the statements by Beijing’s officials asserting China’s territorial claims over Arunachal Pradesh.

 

“The disputed territory in the eastern sector of the China-India boundary, including Tawang, is inalienable from China’s Tibet in terms of cultural background and administrative jurisdiction,” said Dai Bingguo, former Special Representative of China to the border talks with India.

 

Howeevr, the continuing focus on aviation infrastructure development will not only provide the necessary support for the strategic preparedness for the forces in the mountains, but will also augur well for aspiration of local community .

 

Hopes of improved connectivity, tourism and economic growth are riding on them.

बोगिबिल आसाम व अरुणाचल राज्यांना जोडणारा ब्रह्मपुत्रा नदीवरील पूल दुमजली पूल

आसाम व अरुणाचल या ईशान्येतील दोन महत्त्वाच्या राज्यांना जोडणारा ब्रह्मपुत्रा नदीवरील पूल दुमजली आहे. हा बोगिबिल पूल रेल्वे व वाहने या दोन्हींसाठी आहे. तो जवळपास पाच किलोमीटर लांबीचा आहे .त्यामुळे रस्त्याचे १७० किलोमीटर तर रेल्वेचे तब्बल ७०५ किलोमीटर अंतर कमी होणार आहे.

आसामच्या दिब्रुगडला धीमाजीशी जोडणारा हा 4.94 किलोमीटर लांबीचा हा आसाम, ‘बोगीबिल’ पूल देशातील सर्वाधिक लांबीचा ‘रेल कम रोड ब्रिज’ आहे. या पुलामुळे चीनच्या सीमेनजीक हव्या त्या वेळी सामग्रीनिशी सहज जाता येणार आहे.

 

ब्रह्मपुत्रेसारखी महाकाय नदी अनेकदा पात्र बदलते. अशा स्थितीत या साऱ्या प्रतिकूलतेवर मात केल्याशिवाय ईशान्येच्या विकासाला जशी चालना मिळणार नाही.1962 च्या युद्धात चीनने तेथे आक्रमणही केले होते; मात्र या युद्धानंतरही ईशान्य भारताकडे फारसे लक्ष पुरवले गेले नाही.

 

चीनबरोबरच्या युद्धावेळी सीमेनजीकची खडतर स्थितीही भारताच्या पराभवाला कारणीभूत ठरलेली होती. या ठिकाणी रस्ते किंवा अन्य पायाभूत सुविधा नव्हत्या. सैनिकांना रसद जलद गतीने मिळावी, अशी स्थिती त्यावेळी नव्हती. या स्थितीत बदल करण्यासाठी अनेक दशके जावी लागली.

हा पूल दोन मजली असून, वरच्या मजल्यावर तीन लेनचा रस्ता व खालील मजल्यावर दुहेरी रेल्वेलाईन आहे. ब्रह्मपुत्रेच्या जलस्तरापासून 32 मीटर उंचीवर असलेला हा पूल स्थापत्यशास्त्राचा सुंदर नमुना आहे.

ब्रह्मपुत्र नदीच्या दोन टोकांना जोडणारा हा पूल तयार करणे हे मोठे आव्हान होते.या परिसरात मोठ्या प्रमाणावर पाऊस होतो, तसेच भूकंपाची शक्यताही जास्त असते. पण हा पूल 8 रिश्टर स्केलपर्यंतच्या भूकंपाचा धक्का सहन करू शकतो.हा देशातील सर्वात मोठा पूल आहे. भारतीय रेल्वेने हा डबल डेकर पूल तयार केला आहे. याच्या खालच्या डेकवर दोन रेल्वे मार्ग आहेत. तर वरच्या डेकवर तीन लेनचा वाहतुकीचा मार्ग आहे.

भारतीय लष्करासाठी सामरिकदृष्ट्या महत्त्वाचा

१९९७मध्ये माजी पंतप्रधान एचडी देवगौडा यांनी पुलाचं भूमिपूजन केलं. मात्र, प्रत्यक्षात या पुलाचं बांधकाम वाजपेयी सरकारच्या काळात सुरू झालं. तब्बल २१ वर्षांनंतर हा पूल वाहतुकीसाठी सज्ज झाला सुरक्षेच्या दृष्टिनंही 'बोगीबील ब्रिज' महत्त्वाचा आहे. आसाम आणि अरुणाचल प्रदेशला जोडणारा हा पूल भारतीय लष्करासाठी अत्यंत उपयुक्त आहे. आतापर्यंत दिब्रुगडमधून अरुणाचल प्रदेशात जायचे असेल, तर गुवाहाटीमार्गे जावे लागत होते. त्यासाठी 500 किलोमीटरचा प्रवास करावा लागे; मात्र आता या पुलामुळे हा प्रवास 100 किलोमीटरपेक्षाही कमी अंतराचा झाला आहे. पूर्वी धेमाजीहून डिब्रूगड पर्यंत 500 किमीचे अंतर कापण्यासाठी 34 तास लागायचे. आता हा प्रवास केवळ 10 किमीचा असेल आणि तोही 3 तासांत पू्ण होईल.

 

अरुणाचलची सीमा चीनला लागून आहे. इथे चीनकडून कोणताही हालचाल झाल्यास भारतीय लष्कर या पुलाच्या माध्यामातून लवकरात लवकर अरुणाचल प्रदेशमध्ये पोहोचू शकते. 'बोगीबील ब्रिज'च्या खाली दोन रेल्वे लाइन टाकण्यात आल्या आहेत आणि त्याच्यावर तीन पदरी रस्ता आहे. या रस्त्यावरून सैन्याच्या अवजड वाहनं, रणगाड्यांची सहज वाहतूक करता येऊ शकते.

१२०० किमी लांबीचे नवे महामार्ग बांधून पूर्ण

गेल्या चार वर्षांत या प्रदेशात सुमारे १२०० किमी लांबीचे नवे महामार्ग बांधून पूर्ण झाले आहेत, तर कित्येक रस्त्याचं काम सुरू आहे. तसंच त्रिपुरा, मेघालय आणि मिझोराम या तीन राज्यांमध्ये प्रथमच रेल्वे पोहोचली. प्रदेशातील सर्व मीटर-गेज रेल्वे मार्गांचेदेखील ब्रॉड-गेजमध्ये रूपांतर झालं आहे. येत्या काळात मणिपूर भारतीय रेल्वेच्या नकाशावर यावं, यासाठी प्रयत्न सुरू आहेत. दुसरीकडे,'उडान' हवाई वाहतूक योजनेंतर्गत आगरताळा, शिलाँग, झॉल, दिमापूर, इंफाळ, पासीघाट, तेजू, गंगटोक आणि सिल्चर या शहरांना गुवाहाटीशी जोडण्यात आलं आहे. आता अरुणाचल प्रदेशची राजधानी इटानगरच्या विमानतळाचं बांधकाम सुरू आहे.

सारा देश  रस्त्यांनी, रेल्वेमार्गाने, जलमार्गांनीही बारमाही जोडलेला असणे आवश्यक

19 किमी लांबीचा धुबरी फुलबारी पूल हा आसाममधील धुबरी आणि मेघालयातील फुलबारी यांना जोडणारा ब्रह्मपुत्रा नदीवरील 4 लेन पूल प्रकल्प सुरू होत आहे. ही सगळी कामे केवळ ईशान्य भारत सामरिकदृष्ट्या विशेष आहे. लोहित नदीवरील ९.१५ किमी लांबीच्या ढोला-सादिया पुलामुळे आसाम आणि अरुणाचल प्रदेश या दोन राज्यांमधलं अंतर सुमारे सहा तासांनी कमी झालं आहे. याशिवाय ब्रह्मपुत्रेवर तीन आणि सिआंग नदीवर दोन पुलांचं बांधकाम सुरू आहे. या अभियानामुळे पूर्वोत्तर भागातील अंतर्गत वाहतूक आणि या राज्यांची उर्वरित देशाशी संपर्कता या दोन्हीला चालना मिळाली आहे.

सारा देश उत्तम रस्त्यांनी, रेल्वेमार्गाने आणि जलमार्गांनीही बारमाही जोडलेला असणे आवश्यक आहे. ईशान्य भारताच्या विकासाचा आणि सुरक्षेचा हा वेग असाच सुरू राहणे संपूर्ण देशासाठी गरजेचेच आहे. चीनपासून या भागाला जपण्यासाठी तो अधिकाधिक सुसज्ज व विकसित करणे ही काळाची गरज आहे.
