E TERROR ई-तिकीट टेरर फंडिंगप्रकरणी नवी धक्कादायक माहिती उघड- :29-Jan-2020 अवघ्या 40 सेकंदात बुक करायचे अर्ध्यापेक्षा जास्त रेल्वे तिकीटा



रेल्वे सुरक्षा दलाने रेल्वेतील बेकायदेशीर ई-तिकीट रॅकेटचा पर्दाफाश केल्यानंतर, अटकेतील आरोपींच्या चौकशीतून धक्कादायक माहिती समोर आली आहे. हे रॅकेट अवघ्या 40 सेकंदात अर्ध्यापेक्षा जास्त रेल्वे तिकीटा बुक करायचे, अशी ही माहिती आहे. या प्रकरणात 26 जणांना अटक करण्यात आली आहे. आतापर्यंतची ही सर्वांत मोठी कारवाई ठरली आहे. तिकीट बुक करणारी टोळी कार्पोरेट कंपनीप्रमाणे काम करायची. यासाठी सॉफ्टवेअर इंजिनिअर्सची एक चमू दुबईतून काम बघायची. भारतात एक प्रमुख, व्यवस्थापक, मुख्य विक्रेते आणि एजंट असे सुमारे 20 हजार लोक यात कार्यरत असल्याचे एका इंग्रजी वृत्तपत्राने दिले आहे. 

रेल्वे सुरक्षा दलाला हा घोटाळा उघडकीस आणून, त्याची पाळमुळे खणून काढण्यासाठी दोन महिन्यांचा कालावधी लागला. या रॅकेटचा सूत्रधार हमीद अशरफ असून, तो दुबईत वास्तव्याला आहे. त्याला 2016 मध्ये उत्तरप्रदेशच्या गोंडा येथे तिकिटात फेरफार केल्याप्रकरणी अटक करण्यात आली होती. 2019 मध्ये गोंडा येथे झालेल्या बॉम्बस्फोटही हात असल्याचे पुरावे तपास यंत्रणांकडे आहेत. अटक करण्यात आलेल्यांमध्ये भारतातील या रॅकेटचा सूत्रधार गुलाम मुस्तफाचाही समावेश आहे. त्याला बंगळुरूतून अटक करण्यात आली. या रॅकेटची विभागवार सूत्रे सांभाळणार्‍यांना हस्तकांनाही अटक करण्यात आली आहे.



रेल्वेची ऑनलाईन बुकिंग सुरू झाल्यानंतर 40 सेकंदातच अर्ध्यापेक्षा जास्त तिकिटे खरेदी केली जात असत. यासाठी देशातील 20 हजार एजंट्‌सने असे सॉफ्टवेअर वापरले होते, ज्यामुळे सिक्युरिटी क्लिअरन्स करण्याची आवश्यकता पडत नव्हती. या प्रक्रियेत ओटीपीही द्यावा लागत नव्हता. या रॅकेटमधील गुरुजीनावाने ओळखल्या जाणार्‍या व्यक्तीचा शोध घेतला जात आहे. रॅकेटमधील पैशांची व्यवस्था तो सांभाळत होता.



या रॅकेटचा आणखी एक म्होरक्या गुलाम मुश्तफा हा सॉफ्टवेअर डेव्हलपर असून, त्याला रेल्वे सुरक्षा जवानांनी भुवनेश्वर येथून अटक केली आहे. त्याच्याजवळ 563 आयआरसीटीसी आयडी, स्टेट बँक आणि 600 ग्रामीण बँकांच्या 2400 शाखांची यादी आढळून आली. या सर्व बँकांमध्ये त्याची खाती असल्याचे चौकशीतून समोर आले आहे. या रॅकेटचा संबंध पाकिस्तान आणि अफगाणिस्तानातील अतिरेक्यांशी असल्याचा संशय आहे. ई-तिकीट व्यवहारातून मिळणारा पैसाही अतिरेक्यांना मिळत असल्याची माहितीही उघडकीस आली आहे. ई-तिकिटांच्या विक्रीतून हे रॅकेट प्रत्येक महिन्याला सुमारे 15 कोटी रुपयांची कमाई करत असे.

तुम्ही सोशल मीडियावर दिवसातले किती तास खर्ची घालता? हा प्रश्‍न दुर्लक्षित करण्याजोगा नक्‍कीच नाही. जर सोशल मीडिया आणि इंटरनेटच्या सान्‍निध्यात तुम्ही अधिक काळ व्यतीत करीत असाल, तर ती धोक्याची घंटा आहे, हे वेळीच ओळखलेले बरे. इंटरनेटने जगाला ‘ग्लोबल व्हिलेज’ बनविण्यात महत्त्वपूर्ण भूमिका बजावली असली, तरी हेच इंटरनेट आता जगभरातील लहान मुले, किशोरवयीन मुले आणि युवकांना मोठ्या संख्येने इंटरनेट व्यसनी (सायबर अ‍ॅडिक्ट) बनवीत चालले आहे. अमली पदार्थांचा व्यापार जगभरात ज्या वेगाने पसरला, त्याहीपेक्षा किती तरी अधिक वेगाने इंटरनेट पसरले असून, त्याचे व्यसन जडणार्‍या व्यक्‍तींचे प्रमाणही तितक्याच झपाट्याने वाढत आहे. 
सद्यःस्थितीत विशेषतः युवावर्गामध्ये सायबर व्यसनाधीनतेचे आणि त्यातही सोशल मीडियाचे व्यसन जडण्याचे प्रमाण वेगाने वाढत आहे. या पार्श्‍वभूमीवर अमेरिका, चीन, दक्षिण कोरिया आणि अल्जेरियासह जगातील अनेक देशांमध्ये या व्यसनातून लोकांना बाहेर काढण्यासाठी खास क्लिनिक सुरू करण्यात आली आहेत. आपल्या देशातील दिल्‍ली आणि बंगळुरू शहरांमध्येही सायबर व्यसनमुक्‍ती केंद्रे उघडण्यात येत आहेत. वस्तुतः, देशभरातच नव्हे, तर संपूर्ण जगात सायबर व्यसन ही प्रचंड मोठी समस्या होऊन बसली आहे. लहान मुले आणि किशोरवयीन मुलांमध्ये वाढत असलेले हे इंटरनेटचे आणि सोशल मीडियाचे व्यसन कमी करण्यासाठी अशा प्रकारच्या व्यसनमुक्‍ती केंद्रांची गरज निर्माण होणे दुर्दैवी आहे. या केंद्रांमध्ये व्यसनाधीन व्यक्‍तीचे जीवन ‘ऑफलाईन’ करण्याचा कसोशीने प्रयत्न केला जातो. इंटरनेट आणि सोशल मीडियाच्या डिजिटल व्यसनामुळे लोक आपल्या जीवनातील मूळ समस्यांपासून दूर पळू पाहत आहेत, हा सर्वात मोठा तोटा आहे. त्याचप्रमाणे मूलभूत चिंतन आणि विवेकी विचार कमी होत चालला आहे. लोकांचा सामाजिक परीघही संकोचत चालला असून, गर्दीतही माणूस एकटा होत चालला आहे. सायबर व्यसन ही मनाची अशी स्थिती आहे, ज्यामुळे लोक ऑनलाइन गेम, नेट सर्फिंग आणि सोशल नेटवर्कवर दिवसातील सर्वाधिक वेळ व्यतीत करू लागले आहेत. या व्यसनाला वेळेची मर्यादा उरलेली नाही. त्यामुळे स्वतःवरील नियंत्रण कमी होत चालले आहे. इंटरनेट मिळाले नाही, तर लोक अधीर, बेचैन होऊ लागले आहेत. कधी कधी तर, ते नैराश्याच्या गर्तेतही सापडू लागले आहेत. या व्यसनाने ग्रस्त लोक खोटे बोलणे, समस्यांंपासून दूर पळणे अशा टप्प्यांमधून अखेर नकारात्मक मनःस्थितीपर्यंत पोहोचत आहेत. 
एका सर्वेक्षणानुसार भारतात 18 ते 30 वयोगटातील पाचपैकी तीन जण असे आहेत, ज्यांच्या हातात मोबाइल नसल्यास ते असे काही बेचैन होतात, जणू त्यांचा एखादा अवयवच कुणी तरी गायब केला आहे. यातील 96 टक्के लोक सकाळी उठल्याबरोबर सर्वात आधी सोशल मीडियावर हजेरी लावतात. सत्तर टक्के युवकांचे असे म्हणणे आहे की, ई-मेल आणि सोशल मीडिया चेक केल्याशिवाय ते जगूच शकत नाहीत. कॅस्पर्सकी लॅब या जागतिक पातळीवरील आयटी सुरक्षा फर्मने टप्प्याटप्प्याने केलेल्या सर्वेक्षणानुसार, एकूण 1007 भारतीय युवकांमधील 73 टक्के असे होते, ज्यांना डिजिटल व्यसन जडल्याचे दिसून आले. असंख्य युवक रात्री उशिरापर्यंत जागून आभासी 
दुनियेत आपला बहुमूल्य वेळ खर्ची घालतात. काही किशोरवयीन आणि युवावस्थेतील व्यक्‍ती तर सातत्याने आभासी दुनियेतच राहतात आणि गेम खेळणे, व्हिडीओ पाहणे, बातम्या आणि वृत्तान्त वाचणे, ई-कॉमर्स साइट्स पाहणे, चॅट करणे, ट्वीट-रीट्वीट करणे आणि सोशल मीडियावर आपले अनुयायी तयार करणे, एवढेच काम सदासर्वकाळ करतात. सर्वेक्षणाच्या निष्कर्षांनुसार, फोन हरवणे हा त्यांच्यासाठी प्रचंड मोठ्ठा धक्‍का असतो. गेल्या वर्षी दहा देशांमधील दहा हजार लोकांच्या मुलाखती घेऊन केलेल्या एका सर्वेक्षणात असे आढळून आले की, 53 टक्के भारतीय दर तासाला इंटरनेटवर जातात. हा आकडा जागतिक सरासरीच्या 51 टक्क्यांपेक्षा जास्त आहे. यातील 77 टक्के लोक सोशल नेटवर्किंग साइट्सवर दररोज लॉगइन करतात. गेल्या दोन वर्षांपासून 
स्मार्टफोनवरून केले जाणारे व्हॉइस कॉल आणि एसएमएसमध्ये वीस टक्क्यांची घट झाली आहे आणि मेसेजिंग तसेच नेटआधारित व्हॉइस कॉलची संख्या अनुक्रमे दहा आणि बावीस टक्क्यांनी वाढली आहे. 
आपल्या कामाचा वेळ आणि रिकामा वेळ यातील फरक कळेनासा होऊन व्यक्‍ती जेव्हा सोशल मीडियाला अधिक महत्त्व देऊ लागते आणि स्मार्टफोनला चिकटून राहू लागते, तेव्हा या व्यसनाची सुरुवात झाली आहे, असे ओळखावे. 
डिजिटल व्यसनामुळे देशातील युवकांना बेरोजगारीच्या चटक्यांचीही जाणीव होईनाशी झाली आहे. भारतासाठी चिंतेचा विषय असा की, 2017 ते 2019 या कालावधीत बेरोजगारीचा दर 3.4 वरून 3.5 टक्के वाढणार असला, तरी 15 ते 24 वर्षे वयोगटातील बेरोजगारांचा दर 2019 मध्ये 10.7 टक्के एवढा असेल. 2014 मध्ये हा दर 10 टक्के होता. अहवालानुसार, देशभरातील 11 टक्के लोकसंख्या सध्या बेरोजगार आहे. ही अशी मंडळी आहेत, जी काम करण्यास सक्षम असूनही बेकार आहेत. या अहवालाव्यतिरिक्‍त श्रम मंत्रालयातील श्रम ब्यूरोच्या सर्वेक्षण आकडेवारीनुसार, बेरोजगारीचा दर सध्या गेल्या पाच वर्षांतील सर्वोच्च पातळीवर पोहोचला आहे. 
भारतात डाटा अत्यंत स्वस्त दरात उपलब्ध होत आहे. त्यामुळे कमी उत्पन्‍न गटातील लोकही स्मार्टफोन घेऊन त्याचा वापर करीत आहेत; परंतु त्याचा चांगल्या कारणांसाठी वापर होण्यापेक्षा दुरुपयोग होण्याचे प्रमाण सर्वाधिक असून, ते वाढत चालले आहे. एका सर्वेक्षणानुसार, गरीबवर्गातील सुमारे 92 टक्के युवक इंटरनेटचा वापर करीत असून, 65 टक्के लोकांकडे स्मार्टफोन आहे. दुसरीकडे, चांगली कमाई असलेल्या घरांतील, तब्बल 97 टक्के मुले इंटरनेटचा वापर करीत असून, 69 टक्के मुलांकडे स्मार्टफोन आहेत. आपल्या दैनंदिन जीवनावर हे आभासी जीवन प्रभाव पाडत आहे आणि आपण व्यसनाधीन आहोत, हेच बहुतांश लोकांना समजत नाही. अजूनही वेळ गेलेली नाही. आपण आपल्या युवा पिढीचा इंटरनेट व्यसनाधीनतेच्या दुष्परिणामांपासून बचाव करू शकतो. घराघरांत आई-वडील त्यांना या व्यसनाची भयावहता लक्षात आणून देऊ शकतात.

डिजिटल भारत व माहितीची सुरक्षितता By arun.patil

डिजिटल व्यवस्था वेगाने वाढत आहे. 21 व्या शतकातील मानवी जीवनाचा बोटांकन हा अविभाज्य, अपरिहार्य घटक बनत आहे. आधारकार्ड, करपत्रक, बँक खाती, भ्रमणध्वनी, प्रवेश परीक्षा, पासपोर्ट, परस्पर निधी, विमा, महसूल नोंदी, जन्म-मृत्यू नोंदी, खरेदी-विक्री नोंदी, रेशनकार्ड, भत्ता नोंदी, पेमेंट कार्ड, प्रवास नोंदी, शिक्षण नोंदी आदी अनेक स्वरूपात व्यक्‍तीच्या व्यक्‍तिगत वित्तीय, जैविक तथा शैक्षणिक नोंदीचे बोटांकीकरण होत चालले आहे. या सर्व गोष्टी आधारकार्डशी जोडण्याचा शासनाचा प्रस्ताव आहे.
अशा खासगी माहितीचा (ऊरींर) गैरवापर, चोरी किंवा अनधिकृत वापर व हस्तांतर होण्याची शक्यता मोठी आहे व ती वाढली आहे. एका 2016 च्या वर्षात क्रेडिट/डेबिट कार्ड/रकमांची 32 लाख प्रकरणांत चोरी झाल्याची अधिकृत माहिती आहे. साहजिकच, या सर्व प्रक्रियेत माहिती हस्तांतर प्रक्रियेतील खासगीपणा, गुप्‍तता या बाबींत व्यक्‍तीच्या दृष्टीने महत्त्वाची असणारी सुरक्षा (उूलशी डशर्लीीळीूं) व खासगीपणावर अतिक्रमण हे महत्त्वाचे सामाजिक, आर्थिक व राजकीय प्रश्‍न होत आहेत. लोकशाही निवडणुकीत मतदारांचा कल विशिष्ट नेत्याकडे, राजकीय पक्षाकडे, विचार सरणीकडे वळविणे अशी माहिती साध्य करू शकणार्‍या, त्यांचे विश्‍लेषण करू शकणार्‍या केंब्रिज अ‍ॅनॅलिटिका तथा फेस बुकसारख्या जागतिक संस्थांच्या बाबतीत घडले हे आता सर्वज्ञात आहे.
सर्वोच्च न्यायालयाने या बाबतीत आस्ते कदम जात खासगीपणाचा हक्‍क मूलभूत हक्‍क मानणे योग्य ठरेल, अशी भूमिका घेतली आहे. व्यक्‍तिगत आवश्यक कागदपत्रे आधारकार्डशी जोडण्यासंबंधात मुदतवाढ मिळाली आहे. प्राईस वाटर-कूपर्स तसेच असोकॅमच्या मते माहिती सुरक्षा (उूलशी डशर्लीीळीूं) प्राप्‍त करण्यासाठी येणारा प्रतिव्यक्‍ती खर्च तसा नाममात्र असतो. 12 अंकांचे आधारकार्ड सुरक्षित करण्यासाठी 16 अंकांची आभासी सुरक्षा व्यवस्था करता येते, अशी भूमिका आधारच्या ‘युडाई’ने घेतली आहे.
माहिती जितकी अधिक, तिची विद्युतक यांच्या आधारे नोंदणी जितकी अधिक, तितक्या अधिक प्रमाणात माहिती अधिकाधिक असुरक्षित होत जाते.
सध्या देशात 119 कोटी लोक आहेत. त्यासाठी 119 कोटी आधार कार्डे आहेत. ती वाढताहेत. वस्तू व सेवा कराखाली 200 लाख विक्रेत्यांची नोंद झाली आहे. प्राप्‍तिकर खात्याकडे 600 लाख व्यक्‍तींची माहिती आहे. पासपोर्ट सेवा केंद्राकडे 2500 लाख नागरिकांची नोंद आहे. ई-गव्हर्नन्स खाली 7000 लाख अर्ज विविध दाखले, ओळखपत्रे, प्रमाणपत्रासाठी आले आहेत. इतक्या प्रचंड प्रमाणात संकलित होणारी ही माहिती डिजिटल पद्धतीने संगणक स्मृती व्यवस्थेत संचित होत आहे. संगणकाची तांत्रिक बैठक सर्वच संस्थांसाठी एकच असल्यामुळे त्यातून अंतर्गत व बाह्य गळती वा चोरी होण्याची प्रचंड मोठी शक्यता आहेच.
माहिती सुरक्षित ठेवण्यासाठी नागरिकांनी पुढील प्रकारची काळजी व खबरदारी, सावधगिरी पाळण्याच्या सूचना सामान्यतः दिल्या जातात.
समान पासवर्ड वापरू नयेत, पासवर्ड लिहून देऊ नयेत, व्यक्‍तिगत माहिती मर्यादितच द्यावी, सार्वजनिक वाय-फायचा वापर टाळावा, सार्वजनिक प्रिंटरवर माहितीच्या कॉपीज काढू नयेत, बँक व्यवहार शक्यतो व्यक्‍तीशः करावेत.
या सर्व गोष्टी लक्षात घेता आधार कार्डाशी इतर सर्व माहिती व्यवहार सक्‍तीने संलग्‍न करणे निश्‍चितच धोक्याचे आहे.
विशेष म्हणजे, माहितीचा गैरवापर कोण, कसा, किती, केव्हा व कशासाठी करेल हे कळणे फार कठीण आहे. वेगवेगळ्या प्रशासकीय व्यवस्थेत अनेक प्रकारच्या प्रवृत्तीच्या व्यक्‍ती असतात. त्या केव्हा मोहाला बळी पडतील, हे स्पष्ट नसते. व्यवस्थेत सातत्याने व्यवस्थापकीय व तांत्रिक बदल होत असतात. साहजिकच, 100 टक्के माहिती सुरक्षा देण्याचे आश्‍वासन फारसे विश्‍वसनीय नाही, अशी 100 टक्के माहिती सुरक्षा कल्पनेचा खेळ मानावा लागेल.
सध्या खबरदारी म्हणून युडाई या संस्थेने 16 अंकांचा आभासी पासवर्ड वापरण्याची सोय केली आहे. सेक्युरिटीज एक्स्चेंज बोर्ड ऑफ इंडियाने सायबर सेक्युरिटी नेट व सायबर रेसिलिअन्स फ्रेम तयार केली आहे. बिगर वित्तीय संस्थांसाठी भारतीय रिझर्व्ह बँकेने आयटी फ्रेमवर्क केले आहे. तसेच बँकांसाठी सायबर सेक्युरिटी तयार केली आहे. भारतीय विमा नियामक मंडळाने विमा कंपन्यांसाठी सेक्युरिटी नोट तयार केली आहे. तसेच केंद्रीय वीज खात्याने कॉम्प्युटर इमरजन्सी रिस्पॉन्स टीम (उएठढ) 4 ठिकाणी केली आहे.
एकंदरीत पाहता, माहितीची नोंदणी, वर्गीकरण, संरक्षण, हस्तांतर आदी बाबतीत संगणक क्षेत्रात ज्या वेगाने बदल होत चाललेत, ज्या वेगाने मानवी समाज संगणक व डिजिटलचा वाढता वापर करणार त्याच्याच अनेक पटींनी समाजातील विघातक घटक त्याच परक्यांच्या माहितीचा वापर स्वतःच्या फायद्यासाठी, इतरांच्या नुकसानीसाठी करण्याची प्रवृत्ती व प्रेरणा वाढतच जाणार. व्यक्‍तीच्या खासगी जीवनावर सार्वजनिक व छिद्रान्वेषी घटकाचे सतत वाढते लक्ष राहणार. एका अर्थाने हा व्यक्‍ती स्वातंत्र्याचा संकोच आहे. म्हणूनच माहितीच्या सुरक्षेचा (उूलशी डशर्लीीळीूं) विचार करताना व्यक्‍ती स्वातंत्र्य, खासगी मालमत्ता व खासगीपणा हे महत्त्वाचे निकष ठरतात. ज्या सामाजिक, तंत्र वैज्ञानिक बदलाने व्यक्‍ती स्वातंत्र्याचे आकुंचन होण्याची शक्यता असते, त्याच्या बाबतीत राज्य धोरणाचा निकष ‘स्वातंत्र्याचे रक्षण’ हाच एकमेव असू शकतो, असलाच पाहिजे.

अत्याधुनिक सायबर हल्ल्याला तोंड देण्यासआपण कितपत सक्षम आहोत? विनोद तळेक

आगामी काळात हा विषय फक्त सायबर गुन्ह्यांशी लढण्यासाठी यंत्रणा विकसित करणे, एवढ्यापुरताच मर्यादित राहणार नाही, तर समाजात सायबर गुन्हे तसेच त्यांच्या धोक्याबाबत एक व्यापक जागृती निर्माण करणे ही बाब सायबर सुरक्षेत अपेक्षित असणार आहे. त्या अनुषंगाने शालेय अभ्यासक्रमातच जर या विषयाचा समावेश केला तर अधिक व्यापकपणे सायबर सुरक्षेबाबत जागृती होऊ शकेल, असे मत मांडले जाऊ लागले आहे. इस्रायलसारख्या देशात या योजनेवर कामालाही सुरुवात झाली आहे.
सध्याच्या डिजिटल युगात एक व्यक्ती साधारण चार ते पाच इलेक्ट्रॉनिक वस्तूंचा वापर करते. मोबाइल फोन तर हल्ली सर्वदूर पोहोचला आहे, क्लाऊड सेवांमुळे तर आपले डेस्क टॉप्स, लॅपटॉप, टॅब्स आणि मोबाइल एकाच पातळीवर जोडले गेले आहेत. सोशल नेटवर्किंगच्या माध्यमातून अजस्र माहितीची देवाणघेवाण केली जात आहे. अशा वेळी आपल्यापैकी प्रत्येक जण पाचव्या टप्प्यातील सायबर हल्ल्याच्या कक्षेत आला आहे. अवघे विश्व एकमेकांशी संलग्न होऊ घातल्याने कल्पना करा की, हवाई वाहतूक, दळणवळण किंवा आरोग्य व्यवस्थेशी संबंधित एखाद्या शासकीय प्रकल्पाशी संबंधित माहिती स्रोतांवर सायबर हल्ला झाला, तर त्यावर उपाययोजना केली जाणापूर्वी होणाऱ्या हानीची कल्पनाच न केलेली बरी. एकट्या दुकट्या हल्लेखोराद्वारे फक्त गंमत म्हणूनही एखाद्या देशाच्या माहिती स्रोतांवर हल्ला करणे आता सहज शक्य आहे. किंबहुना असे प्रकार यापूर्वीही झाले आहेत. शिवाय हल्लेखोरांनाही आता अत्याधुनिक तंत्रज्ञान सहज उपलब्ध असल्याने अतिशय अत्याधुनिक अशा सायबर हल्ल्यांना तोंड देण्यासाठी अधिकाधिक सक्षम आणि तितकीच वेगवान सुरक्षा यंत्रणा वापरण्याची गरज आहे. मात्र, आपल्याशी संबंधित माहितीस्रोतांवर असा हल्ला होऊ शकेल अशी कल्पनाच नसल्याने अनेक बड्या कंपन्या आणि प्रकल्पांमध्ये सायबर सुरक्षेची अद्ययावत यंत्रणाच विकसित नसल्याची गंभीर बाब समोर आली आहे. २०१७ मध्ये अनेक देशांच्या उद्योग आणि अर्थव्यवस्थांना हादरवणाऱ्या, ‘लॉकी रॅन्समवेअर’ आणि ‘वॅन्नाक्राय’सारख्या अत्याधुनिक सायबर हल्ल्याच्या घटनांद्वारे अवघ्या सायबर विश्वाचा गाफीलपणा प्रकर्षाने दिसून आला. इस्रायलमधील तेल अविव येथे गेल्या महिन्यात पार पडलेल्या सायबर टेक परिषदेतही ही चिंता व्यक्त करण्यात आली.

२०१७ हे वर्ष सायबर सुरक्षेच्या दृष्टीने धोक्याचा इशारा देणारे ठरले आहे. मात्र, ही फक्त आगामी धोक्याची नांदी असून आगामी काळ तर सायबर सुरक्षेच्या दृष्टीने अधिक धोकादायक असेल. याबाबत चेक पॉइंट या सायबर सुरक्षा पुरवणाऱ्या कंपनीचे सीईओ गील श्वेड यांनी सायबर टेक परिषदेत भविष्यातील सायबर सुरक्षेचे चित्र स्पष्ट केले. सायबर हल्ल्यांना तोंड देण्यासाठी जागतिक स्तरावर एकत्रित प्रयत्नांची गरज तर आहेच, शिवाय शासकीय स्तरावरूनही अशी यंत्रणा विकसित करण्यासाठी सक्रिय सहभाग वाढवावा लागेल, असे मत श्वेड यांनी मांडले. आपल्या सादरीकरणात त्यांनी दशकनिहाय आतापर्यंतच्या सायबर हल्ल्याचे विविध टप्पे आणि त्याचा मुकाबला करण्यासाठी आवश्यक असलेल्या सुरक्षा यंत्रणेचे विश्लेषण केले. श्वेड यांच्या मते सायबर हल्ल्यांचे तंत्रज्ञान आता पाचव्या टप्प्यात आले आहे. एेंशीच्या दशकात एकटा दुकटा संगणक सायबर हल्ल्याचा बळी ठरायचा. हा सायबर हल्ल्याचा पहिला टप्पा मानला जातो. पहिल्या टप्प्यातील या हल्ल्याला तोंड देण्यासाठी त्या काळी अँटी व्हायरस सॉफ्टवेअर जन्माला आले. नव्वदच्या दशकात इंटरनेट युगाची सुरुवात झाल्याने इंटरनेटच्या माध्यमातून सायबर हल्ले होऊ लागले, त्यामुळे या प्रकारच्या हल्ल्यांना तोंड देण्यासाठी फायरवॉल हे तंत्रज्ञान विकसित झाले. त्यानंतर २००० च्या दशकात हॅकर्सनी विविध असुरक्षित स्वरूपाची अॅप्लीकेशन हे आपल्या सायबर हल्ल्यांचे माध्यम बनवले. अॅप्सद्वारे झालेले हे हल्ले रोखण्यासाठी इंट्र्युजन प्रिव्हेन्शन सारखी यंत्रणा विकसित केली गेली. २०१० च्या दशकात पॉलिमॉर्फिक कंटेंट म्हणजे बहुस्तरीय माहितीला लक्ष्य करून चौथ्या टप्प्यातील सायबर हल्ले होऊ लागल्यावर त्यापासून आपला माहिती स्रोत वाचवण्यासाठी सॅँडबॉक्सिंग किंवा अँटीबॉटसारख्या आयुधांचा वापर केला जात आहे.

या टप्प्यावरच सर्वात गंभीर मुद्दा उद्भवतो, तो म्हणजे अाजही जागतिक स्तरावरील जवळपास पन्नास टक्के उद्योग किंवा कंपन्या या चौथ्या टप्प्यातील सुरक्षा तंत्राच्या कक्षेबाहेर अाहेत. खासगी स्तरावर तर या टप्प्यातील सुरक्षा तंत्राचा वापर फक्त पाच ते सात टक्के इतका आहे.

अशा परिस्थितीत २०१७ सालात सायबर हल्ला मात्र पाचव्या टप्प्यात पोहोचला आहे. या पाचव्या टप्प्यातील सायबर हल्ल्याचे स्वरूप एकाच वेळी अनेक देशांतील राष्ट्रीय स्तरावरील प्रकल्पांनाही झळ पोहोचेल, इतके उग्र झाले आहे. लॉकी रॅन्समवेअर किंवा वॅन्नाक्राय यांसारख्या सायबर हल्ल्यांनी तर त्यातली भीषणताही दाखवून दिली आहे.

श्वेड यांच्या चेक पॉइंटने सायबर सुरक्षेबाबत केलेल्या एका जागतिक सर्वेक्षणानुसार आपल्या माहिती स्रोतांची सुरक्षा करण्यासाठी कालबाह्य तंत्र वापरणारी उत्पादक कंपनी सायबर हल्ल्याचा बळी ठरल्यास हल्ल्याचे स्वरूप ओळखून त्यावर उपाययोजना करण्यास त्या कंपनी व्यवस्थापनास किमान चाळीस दिवस लागतात. तर साधारण ७ लाख डॉलर्सच्या आसपास त्यावर खर्च होतो. मात्र, अत्याधुनिक आणि काळाशी सुसंगत असे सायबर सुरक्षेचे तंत्र वापरलेल्या एखाद्या कंपनीच्या माहिती स्रोतांवर पाचव्या टप्प्यातील सायबर हल्ला झाला तर त्याचे स्वरूप ओळखून त्यावर उपाययोजना करण्यास अवघे दोन तीन दिवस पुरेसे ठरतात, तसेच त्याचा खर्चही जवळपास शंभर पटींनी घटतो. किमान आज तरी सायबर सुरक्षेचा एक प्रमुख नियम आहे, तो म्हणजे हल्ल्याला तोंड देण्यासाठी सतत नवनव्या तंत्राद्वारे सज्ज राहणे. मात्र आगामी काळात हा विषय फक्त सायबर गुन्ह्यांशी लढण्यासाठी यंत्रणा विकसित करणे, एवढ्यापुरताच मर्यादित राहणार नाही. तर समाजात सायबर गुन्हे तसेच त्यांच्या धोक्याबाबत एक व्यापक जागृती निर्माण करणे ही बाब सायबर सुरक्षेत अपेक्षित असणार आहे. त्या अनुषंगाने शालेय अभ्यासक्रमातच जर या विषयाचा समावेश केला तर अधिक व्यापकपणे सायबर सुरक्षेबाबत जागृती होऊ शकेल, असे मत मांडले जाऊ लागले आहे. इस्रायलसारख्या देशात या योजनेवर कामालाही सुरूवात झाली आहे. तेल अविव विद्यापीठातील सायबर स्टडी सेंटरचे प्रमुख प्रा. इसाक बेन इस्रायल यांनी हा मुद्दा त्यांनी अधिक विस्ताराने स्पष्ट केला.

सायबर सुरक्षा हा विषय इस्रायलमधील शाळांमध्ये अभ्यासक्रमात समाविष्ट झाला, त्यास आता बराच काळ लोटला आहे. कारण आजच्या माहिती आणि तंत्रज्ञानाच्या युगात मुलांना तुम्ही ऑनलाइन जाण्यापासून रोखू शकत नाही. एखादी गोष्ट करू नका, असे सांगितले, तर मुले तीच गोष्ट हमखास करू पाहतात. तेल अविव विद्यापीठाच्या भेटीदरम्यान प्रा. इस्रायल यांनी मुलांच्या मानसिकतेविषयी असे नेमके भाष्य केले. गेल्या तीस वर्षांपासून इस्रायल सरकारसोबत डिजिटल युगाची तसेच सायबर इकोसिस्टिमची निर्मिती करण्यात ज्या मोजक्या व्यक्तिमत्त्वांचा समावेश आहे, त्यापैकी एक आहेत प्रा. इस्रायल. देशातील सायबर जगताचा सरकारशी समन्वय साधत विविध निर्णय घेण्यासाठी स्थापन झालेले नॅशनल सायबर डायरेक्टरेट हीदेखील प्रा. इस्रायल यांचीच संकल्पना आहे. शिवाय शालेय अभ्यासक्रमात सायबर सुरक्षेचा विषय असावा या निर्णय प्रक्रियेतही त्यांचा सहभाग होता.

एखादा रस्ता ओलांडू नकोस, असे तुम्ही कधी तुमच्या मुलाला सांगत नाही, त्याऐवजी रस्ता कसा ओलांडावा याबाबतचे मार्गदर्शन तुम्ही करता, त्याच प्रमाणे ऑनलाइनच्या जमान्यात तुम्ही मुलांना सायबर विश्वातील धोके काय आहेत हे समजावून देतानाच सुरक्षेचेही धडे दिले पाहिजेत. आमच्या माध्यमिक शाळांमध्ये, महाविद्यालयांमध्ये तसेच सैन्य प्रशिक्षणातही सायबर सुरक्षा हा अभ्यासक्रम विविध टप्प्यांमध्ये समाविष्ट करण्यात आल्याची माहिती प्रा. इस्रायल यांनी दिली. प्राथमिक शालेय स्तरावर आम्ही ऑनलाइनवर आपला सुरक्षित वावर कसा असावा, याचे धडे देतो. माध्यमिक शालेय स्तरावर सायबर सुरक्षेची आदर्श आचारसंहिता अभ्यासली जाते. शालांत परीक्षेत तर सायबर सुरक्षा हा विषय अनिवार्य आहे. या विषयात जे विशेष प्रावीण्यासह उत्तीर्ण होतात, त्यांना पुढे सक्तीच्या सैनिक प्रशिक्षणादरम्यान सायबर सुरक्षेशी निगडित अद्ययावत प्रशिक्षण दिले जाते. विशेष म्हणजे या प्रशिक्षणापैकी किमान एक तृतीयांश अभ्यासक्रम हा सायबर विश्वातील नैतिकता जपण्यावर भर देतो. एकदा मुलांना काय नैतिक आणि काय अनैतिक याची कल्पना त्यांना दिली की त्यांच्यावर आपण विश्वास ठेवला पाहिजे, असे ते सांगतात. सायबर सुरक्षेबाबत आज इस्रायल किंवा अमेरिकेपुरते मर्यादित असलेले हे चित्र जगभरातील देशांमध्ये दिसणे गरजेचे आहे. थोडक्यात सांगायचे तर वाढत्या सायबर हल्ल्यांना तोंड देण्यासाठी काळानुरूप तंत्राचा वापर ही बाब जशी आवश्यक आहे. पुढच्या डिजिटल युगाला सामोरे जाण्यासाठी तंत्राचा नैतिक वापर करणारी तंत्रस्नेही पिढी घडवण्यासाठीही विशेष प्रयत्न करावे लागतील.

सोशल मीडिया आणि दहशतवाद


आंतरराष्ट्रीय पातळीवर दहशतवाद संपवण्याचे आणि दहशतवादविरोधी कडक कारवाई करण्याचे दावे पाकिस्तान करत असतो. मात्र, प्रत्यक्षात पाकिस्तानने दहशतवाद संपवण्यासाठी कोणताही पुढाकार घेतलेला नाही. उलट ज्या संघटनांवर बंदी घातलेली आहे अशा संघटना आजही समाज माध्यमांतून सक्रिय आहेत. या माध्यमातून पाकिस्तानमध्ये खुलेआम दहशतवादी विचारसरणी पसरवण्याचे काम या दहशतवादी संघटना राजरोसपणाने करत आहेत. ‘डॉन’ या पाकिस्तानी वृत्तपत्रामध्ये नुकत्याच प्रसिद्ध झालेल्या वृत्तानुसार, बंदी घातलेल्या 64 दहशतवादी संघटनांपैकी 41 संघटना जगातील सर्वात लोकप्रिय असलेल्या फेसबुक या सोशल नेटवर्किंग साईटचा वापर खुलेआम करत आहेत. गेल्या महिन्यात ‘डॉन’ने बंदी घातलेल्या दहशतवादी संघटना ज्यामध्ये शिया आणि सुन्नी संघटना, पाकिस्तानात सक्रिय असलेल्या आंतरराष्ट्रीय दहशतवादी संघटना, बलुचिस्तान आणि सिंध प्रांतात सक्रिय असलेल्या फुटीरतावादी संघटना यांची पडताळणी केली. यामधून ही धक्कादायक माहिती हाती लागली आहे. अहले सुन्नत वल जमात (एएसडब्लूजे) ही संघटना दहशतवादी विचारसरणीचा आणि साहित्याचा विस्तार करण्यात फेसबुकवर कार्यान्वित असणारी सर्वात मोठी संघटना आहे. या संघटनेची 200 पेजेस आणि ग्रुप्स आहेत. जीये सिंध मुत्ताहिदा महाज (जेएसएमएम) या संघटनेची फेसबुकवर 160 पेजेस आहेत; तर सिपह-ए-सहाबा संघटनेची 148 पेजेस आहेत. बलुचिस्तान स्टुडंटस ऑर्गनायझेशन आजाद या संघटनेने फेसबुकवर 54 पेजेस बनवलेली आहेत; तर सिपह-ए-मोहम्मदची 45 पेजेस आहेत. त्या व्यतिरिक्त फेसबुकवर लष्कर-ए-झांगवी (एलईझेड), तहरीक-ए-तालिबान पाकिस्तान, तहरीक-ए-तालिबान स्वात, तहरीक-ए-निफज-ए-शरीयत-मोहम्मदी, जमात -उल-अहरार, 313 ब्रिगेड यांचीही पेजेस आहेत. तसेच शिया संघटना आणि बलुचिस्तानमधील फुटीरतावादी संघटनेव्यतिरिक्त तालिबान-पाकिस्तान यांचाही समावेश असल्याचे म्हटले जाते. या संघटनांच्या फेसबुक खात्यांना आणि पेजेसवरील फुटीरतावादी आणि कट्टरपंथी विचारधारेला खुलेआम मिळणारे समर्थन ही चिंतेची बाब आहे. हत्यारांचा वापर आणि प्रशिक्षण यांच्याशी संबंधित असणार्याम काही समूहांनी यापैकी काही फेसबुक खात्यांना सार्वजनिक पातळीवर लाईक केलेले आहे. ज्या दहशतवादी संघटना समाज माध्यमांमध्ये सक्रिय आहेत त्यांचा मुख्य उद्देश हा तरुणांच्या विचारधारेत परिवर्तन करून, त्यांची माथी भडकावून त्यांना आपल्या विचारधारेत सामावून घेणे असाच असतो, हे सहज लक्षात येते. या संघटना इंग्रजी ऐवजी उर्दू किंवा रोमन उर्दू भाषेतून आपले फेसबुक पेज किंवा समूह चालवतात. यावरून या संघटनांचे लक्ष्य स्थानिक समर्थक मिळवणे हेच आहे. जगभरातील प्रगत देशांसह आशियातील देशांसाठी डोकेदुखी ठरलेली इस्लामिक स्टेट संघटना यामध्ये सर्वात महत्त्वाची भूमिका बजावत आहे. भारताच्या दृष्टीने आणखी एक चिंतेची बाब म्हणजे, या निर्बंध घातलेल्या संघटनांचे एक लक्ष्य जम्मू-काश्मीरही आहे. कारण बहुसंख्य पेजेसवर काही काळापूर्वी मारल्या गेलेल्या दहशतवाद्यांचे उदात्तीकरण केले जाते. तसेच यातील काही पोस्टस्वर जम्मू-काश्मीर विरोधातही लिहिलेले आढळून आले आहे. दहशतवादी संघटनांकडून सोशल मीडियावर राजकीय भाषणे, व्हिडीओ, ऑडिओ आदी गोष्टी शेअर केल्या जातात. ट्विटर, वेबसाईट, ब्लॉग आदी खात्यांची माहिती त्यात दिली जाते. या पार्श्वाभूमीवर भारताने अत्यंत सतर्क राहण्याची गरज आहे. आजच्या काळात युद्धनीती बदलली आहे. पूर्वीच्या काळी केवळ सीमांवर लक्ष ठेवून राहून देशाचे संरक्षण करता येत असे. तसेच त्यावेळी शत्रू हा एकच किंवा प्रत्यक्ष दृष्टिपथात येणारा असायचा. आज परिस्थिती बदलली आहे. इंटरनेटसारखे कोणतेही बंधन नसणारे आणि सहज उपलब्ध असणारे माध्यम उपलब्ध आहे. त्याचा गैरवापर करण्यात या दहशतवादी संघटना आघाडीवर आहेत. पाकिस्तान सुरुवातीपासूनच दहशतवाद्यांचा संरक्षक राहिला आहे. दहशतवादाच्या रोपट्याला खतपाणी घालून मोठे करण्यात या देशाचा सर्वांत मोठा हातभार आहे. आता या सायबर दहशतवादालाही पाकिस्तान मदतच करतो आहे. ‘आयसिस’सारख्या संघटनांनी केलेले हल्ले असोत किंवा भारतात कारवाया करण्याचे फसलेले कट असोत यासाठीच्या नियोजनामध्ये सोशल मीडियाचा हातभार मोठा राहिला आहे. त्यामुळे समाज माध्यमांना आपली विश्वायसार्हता टिकवून ठेवण्यासाठी काही कठोर उपाय योजणे आवश्यक आहे. त्याचबरोबर अशा संघटनांची खाती ज्या देशातून चालवली जातात त्या देशालाही याबाबत जाब विचारण्याची आणि त्यांच्यावर कारवाईबाबत दबाव आणण्याची गरज आहे. फेसबुक, मायक्रोसॉफ्ट, गुगल, व्हॉट्स अॅाप, स्कायपी या सोशल मीडियातील बहुतांश कंपन्या अमेरिकन आहेत. अलीकडील काळात अशा पद्धतीच्या आक्षेपार्ह, माथी भडकावणार्यास किंवा दहशतवादी कारवायांचे नियोजन करणार्याप काही पोस्ट सोशल साईटस्वर केल्या तर त्या हेरून डिलीट केल्या जातात. त्यासाठी विशिष्ट सॉफ्टवेअर तयार केली गेली आहेत. त्यामुळे सोशल मीडियामध्येही या संघटनांवर आता बंधने येऊ लागली आहेत. म्हणून या संघटनांनी 2013 नंतर टेलिग्रामचा वापर करण्यास सुरुवात केली आहे. टेलिग्रामचा मोठा फायदा म्हणजे तुम्ही स्वतःची ओळख लपवू शकता. तसेच टेलीग्राममध्ये मेसेजेस ब्लॉक करणेदेखील अवघड आहे. त्यामुळेच अलीकडच्या काळामध्ये इस्लामिक स्टेटसारखी संघटना ही टेलीग्रामचा मोठ्या प्रमाणात वापर करते आहे. ‘आयसिस’सारख्या दहशतवादी संघटनांचे लक्ष्य युरोप असले तरी तेथील मुस्लिमांपर्यंत सोशल मीडियामार्फत आपला संदेश, विचारसरणी पोहोचवण्यासाठी, या माध्यमांचे कार्य हाताळण्यासाठी त्यांना तंत्रज्ञानाच्या क्षेत्रात पारंगत असणार्याो सुशिक्षित मुस्लिमांची गरज आहे. त्यासाठी ज्या देशामध्ये सुशिक्षित मुस्लिम लोकसंख्या अधिक आहे, अशा देशांकडे या संघटनांचे विशेष लक्ष असल्याचे दिसते. दुर्दैवाने, यामध्येे भारताचाही समावेश आहे. याचे कारण सध्या भारतीय हुस्लिमामध्ये टेक्नोसॅव्ही मुस्लिम तरुणांचे प्रमाण अधिक असल्याचे दिसून येत आहे. दहशतवादी संघटना भारताकडे ‘रिक्रुटमेंट ग्राऊंड’ म्हणून पहात आहेत. त्यामुळेच आपल्याला अधिक सजग राहण्याची आवश्यकता आहे.

सायबर सुरक्षा आणि भारत- अभिजित वर्तक


सध्या जगभर उत्पात माजवणार्या- वॉन्नाक्राय रॅन्समवेअरमुळे जागतिक अर्थव्यवस्थेचे कमीतकमी चार अब्ज डॉलर्सचे (सुमारे २५ हजार कोटी रुपये) नुकसान झाले आहे, असा अंदाज आहे. आधीच्या २०१५ च्या सायबर हल्ल्यात दीड अब्ज डॉलर्सचे नुकसान झाले होते. सायबर हल्ल्यामुळे संगणक व्यवस्था बंद पडते. डाटा चोरीला जातो. हल्ल्यानंतर व्यवस्था पुन्हा उभी करावी लागते. सुरक्षेवर अधिक खर्च करावा लागतो. या सर्व एकत्रित खर्चांमुळे नुकसान वाढत राहते. डिजिटल युगात आपण प्रवेश करून किमान दशक लोटले आहे. एकापाठोपाठ एक व्यवस्था स्वयंचलित (ऑटोमेशन) होत आहेत. काही दशकांपूर्वी कार उत्पादनांमध्ये आलेले ऑटोमेशन आता घरापर्यंत पोचले आहे. स्मार्ट लॉक, स्मार्ट टीव्ही इत्यादींपासून ते स्मार्ट होमपर्यंतचा हा प्रवास सुरू आहे. आजघडीला त्रुटी असल्या, तरी ‘आर्टिफिशिअल इंटेलिजन्स’च्या क्षेत्रात ज्या वेगाने प्रगती होत आहे ती पाहता, येत्या २० वर्षांत घरातल्या दैनंदिन गरजेच्या वस्तू-सेवांचेही ऑटोमेशन होईल, असे दिसत आहे. या पार्श्वआभूमीवर, नजीकच्या भविष्यात डिजिटल/सायबर हल्ल्यांची तीव्रता, स्वरूप आणि त्यापासून होणारे नुकसान वाढत राहील, अशी चिन्हे आहेत. सायबर हल्ल्यांची क्षमता किती वाढू शकेल, या विषयावर १९८० च्या उत्तरार्धापासून चर्चा झडत आहेत. हॉलिवूडमध्ये हा विषय कित्येक चित्रपटांमधून १९९० च्या उत्तरार्धात हाताळला गेला आहे. सायबर सुरक्षा क्षेत्रात काम करणार्याह तज्ज्ञांनी येत्या काळात संगणक व्हायरसमध्ये अधिकाधिक बदल होत जातील आणि त्यामध्ये दहशतवादी संघटनाही शिरतील, असा इशारा दिला आहे. भविष्यातले व्हायरसहल्ले फक्त संगणकापुरता परिणाम घडवणार नाहीत, तर ते मानवी आयुष्यापर्यंत पोचतील, असा इशारा आयबीएम सिक्युरिटी इंटेलिजन्सने २००५ मध्ये दिला होता. मोबाईल फोन, मायक्रोव्हेव अशा इलेक्ट्रॉनिक उपकरणांपर्यंत व्हायरस पोचतील, असे अवघ्या १२ वर्षांपूर्वी वाटले होते. या १२ वर्षांमध्ये तंत्रज्ञान झपाट्याने बदलले आहे आणि त्यामुळे सायबर हल्ल्याची शक्यताही अनेकपटींनी वाढली आहे. डिजिटल युगापासून दूर पळणं हा यावर मार्ग नाही. गुन्हेगारी मानसिकता डिजिटल युगापूर्वी होती आणि डिजिटल युगातही असेल. प्रश्नळ आहे तो आपण डिजिटल युगातल्या सुरक्षिततेची सातत्यानं तपासणी करतो का हा! सध्या तरी याचे उत्तर नकारार्थी आहे. मुद्रित माध्यमांचे आशादायी चित्र २००६ ते २०१६ या दशकात भारतातील वृत्तपत्रांच्या खपामध्ये सुमारे पाच टक्क्यांची वाढ झाली. या काळात इलेक्ट्रॉनिक माध्यमांचा अक्षरश: धुमाकूळ सुरू झाला आणि मोबाईल ‘स्मार्ट’ झाला. याचा परिणाम वृत्तपत्रांवर होणे खरे तर स्वाभाविक म्हणायला हवे. तसा तो जगातल्या प्रगत देशांत होताना दिसतोही आहे. जगातील अनेक वृत्तपत्रे आर्थिक संकटात असून, त्यांचा खप कमी होत असल्याची चर्चा होत असताना, भारतीय वृत्तपत्रांच्या खपात होणारी वाढ लक्षणीय म्हटली पाहिजे. ही वाढ भाषक वृत्तपत्रांमध्ये जास्त झाली आहे, याचे कारण देशातील साक्षरतेमध्ये होत असलेली वाढ. भारतीय साक्षरतेचे प्रमाण ७४ टक्के आहे आणि ते जगाच्या सरासरीपेक्षा (८६.३ टक्के) कमी आहे. मात्र, भारतातील युवकांमधील साक्षरतेचे प्रमाण गेल्या दशकभरात कमालीचे वाढले असून ते ९० टक्क्यांपर्यंत गेले आहे. या साक्षरतेमुळे संगणक वा स्मार्टफोन आदी उपकरणे यांतून, इंटरनेटमुळे उपलब्ध होणार्यात माहितीच्या देवाणघेवाणीची अतिजलद सेवा यांचा उपयोग सर्वाधिक प्रमाणात होऊ लागला. मात्र, या सेवा अद्यापही देशातील सर्वांनाच सहज उपलब्ध आहेत, असे नव्हे. परिणामी हिंदी, तेलगू आणि कन्नड या भाषांमधील वृत्तपत्रांच्या खपात गेल्या दशकभरात मोठ्या प्रमाणात वाढ झाली. २०१३ ते २०१५ या दोन वर्षांच्या काळात भारतीय वृत्तपत्रांचा खप १२ टक्क्यांनी वाढला, तर ऑस्ट्रेलिया, फ्रान्स, जर्मनी, जपान आणि अमेरिका या देशांमध्ये हा खप तीन ते सहा टक्क्यांनी घसरला. त्यातही इंग्लंडमध्ये सर्वाधिक म्हणजे १२ टक्क्यांची घसरण होती. गेल्या दशकभरातच भारतीय इलेक्ट्रॉनिक माध्यमांचा सुकाळ झाला आणि देशातल्या कोणत्याही ठिकाणी किमान ८०० वाहिन्या दिसण्याची सोय झाली. भारतीय नागरिक आजही वृत्तपत्रे, मासिके, नभोवाणी, दूरचित्रवाणी यांसारख्या पारंपरिक माध्यमांवर दिवसातले अडीच तास, तर डिजिटल माध्यमांवर एक तास खर्च करतात. इंटरनेट सुविधा जसजशी गतिमान होईल, तसा हा एक तासाचा अवधीही वाढणार आहे. मात्र, जोवर संगणकाधारित माहितीचा स्रोत भारतीय भाषांमध्ये वेगवान होत नाही, तोवर भाषक वृत्तपत्रांच्या खपात वाढ होणे शक्य आहे. हिंदी वृत्तपत्रांच्या खपातील वाढ सर्वात जास्त म्हणजे सुमारे ९ टक्के आहे. मात्र, मराठी आणि बंगाली वृत्तपत्रांची वाढ दीड टक्का एवढी आहे. याचेही कारण या दोन राज्यांमधील साक्षरतेचे प्रमाण अन्य राज्यांच्या तुलनेत अधिक, हेच असावे. मात्र, सर्वाधिक साक्षरता असलेल्या केरळमधील वृत्तपत्रांच्या खपात मराठीपेक्षाही अधिक वाढ (४.११ टक्के) होते, ही बाब लक्षात घेण्याजोगी आहे. वाचनसंस्कृतीचा प्रभाव हे त्याचे कारण असले, तरीही याबाबतीत अन्य सगळ्याच भाषक वृत्तपत्रांनी आत्मचिंतन करणे आवश्यक आहे. गेल्या १० वर्षांत वृत्तपत्रीय जगात सवादोन कोटींहून अधिक वाचकांची आणि नव्याने नोंदविल्या गेलेल्या दोन हजार वृत्तपत्रांची पडलेली भर याचा विचार करता आता हे वाचक टिकवून ठेवण्याची नवी स्पर्धा निर्माण होईल. –

Kashmir’s video warfare-Dailyexcelsior

Comments on Kashmir clearly follow party lines or media biases, while national interests, national security and national unity come last. After all, TRPs and votes count, national unity has little value. This has resulted in clear stands being adopted, anti or pro Government and since the army and other security forces are part of the Government, they face a similar bias. Kashmir has become a new battleground, with local youth being exploited by Pakistan, anti-national separatists and religious leaders, as also local politicians seeking power, in case elections do come about. Valley media houses and political leaders, who should have been saner elements, seeking to engage the youth, counter false Pak propaganda and challenge comments of separatists and hard-line Imams are shying away, leading to further discontent. The youth are being indoctrinated, incited and made to believe that victory is in sight, clearly a battle for the minds. Nothing could be more disastrous for the future of the region, if youth continue being weaned in anti-national sentiments. In this battle,there emerges a new player, video warfare,deeply impacting mindset of the youth. In this battle, a variety of videos originate from the valley and spread across the nation. Pak cyber warfare cells and their local supporters circulate videos of security forces containing agitations, while some security personnel upload videos of stone pelting and violence. Mass attendance at funerals of those killed in agitations are spread, garnering more supporters and enhancing local anger. The fact that Pak has established multiple cyber warfare cells solely for Kashmir is known to the government. These cells produce and circulate fake videos to enhance indoctrination. Indoctrination is reaching such levels that any anti-national video, including doctored and fake, spreads rapidly across the valley, without anyone even questioning its authenticity, further distancing youth from the mainstream.News channels jump to display such videos in their prime-time shows, without even confirming their authenticity. In recent times, the most rapidly spreading video was that of a local, tied to the front of a jeep, which was moving in to rescue trapped security personnel from a polling booth. Articles and prime-time debates never once focussed on pressures facing the young officer as he was moving in with a small team to rescue security personnel surrounded by overfive hundred screaming and stone throwing youth. It was the video which made all the difference, including inviting negative comments by senior army veterans, after all,a picture is worth a thousand words and a video many times more. Locally, maximum damage is created by Pak doctored videos, filled with fiery songs, religious sermons and martyrdom appeals to incite the youth. These are uploaded on social media sites of specific individuals who spread them at the appropriate moment, often repeating them to enhance impact. Surprisingly, some of these videos are crude and even show fake Indian army soldiers with open beards as alsoabusing in Punjabi accented Kashmiri. Sikhs have their beards properly fixed,others are not permitted beards, while almost all army personnel do not speak Kashmiri, clearly proving that such videos are fake. Simultaneously, the display of these videos in Pakistan encourages their nationals to volunteer as militants and enter the valley. Locals are being asked to rush to encounter sites in mass numbers employing mobile communication networks, WhatsApp, signal or telegram. Intelligence reports indicate that over three hundred WhatsApp groups each with over two hundred and fifty members are in existence solely for this task. The impact is that even before a cordon is established and actions to flush out militants has commenced, youth have begun assembling, armed with stones, giving an impression that they always possess stocks of stones at home. This adds to problems of security forces, resulting in collateral casualties and affecting success of operations. Locals turned militants roam almost freely in their localities, openly displaying weapons, creating videos, circulating them on social media, tempting others to join, daring security forces to launch operations,knowing they possess local support. This scenario has opened a new challenge for the government. The issue is how prepared are they to handle video and mass communication challenges. The easiest action which the governmenthas adopted, is blocking 3G and 4G telecom servicesor downgrading it to 2G and regularly cutting off mobile networks in the region. This cannot be a permanent measure.In case the issue is raised in courts, they may rule against any permanent order, further weakening the government’s stance. The need of the hour is to set up an organization, under the Unified Command, to counter Pak cyber warfare cells. It would have a mammoth task of highlighting errors in fake Pak videos, slowly changing the mindset. Being a Government organization, it could tap multiple communication sources to spread its message. There is also a requirement ofcirculating videos of support provided by security forces, including benefits under the ‘Sadbhavana’ projects of the army and positive Government actions. Sadbhavana and other forms of assistance remain localized, forgotten by the masses, simply because of ‘zero’ publicity. Security forces must first win the information warfare battle, before attacking hearts and minds, aiming to change mindsets. In the rest of the country, despite negative comments by opposition politicians and biased visual media houses, nationalism is on the rise and demands for firmer action garnering support. This is mainly due to rapid spread of videos on social media networks,of agitators targeting hapless police personnel. While increased nationalism may appear a positive trend in the short term, however would be harmful in the long. It could enhance the divide between Kashmiris on one hand and the nation on the other. This could then adopt a complete religious fervour, which is presently being ignored. The Government may contemplate any approach to resolve Kashmir, but changing the mindset and battling Pak and separatist propaganda will remain the top priority. It needs to get involved in the information battle without any delay. Blocking mobile networks should only remain a part of its localized strategy, wherein, prior to any operation being launched, mobile connectivity is cut for short durations, preventing circulation of messages and delaying arrival of flash mobs till operations are under control. Proactive actions must commence and are essential if the battle for the minds is finally to be won.

Cybersecurity is India's Achilles heel Sandeep Kumar Shukla,


Dec 25, 2016, The media is abuzz with reports of India’s quest to go digital and cashless. Are we ready to go fully digital? Never mind that only 17% of Indians own smartphones, and that mobile data costs money. Forget that poverty, illiteracy and lack of awareness is staggering, but the biggest issue is cybersecurity. Have our banks, telecom service providers, mobile phone-makers ensured security of our bank accounts, digital wallets, OTP delivery mechanism and privacy of the transactions? Has the government passed adequate cyber security laws and adopted cyber policies to ensure that a customer is not responsible for cybertheft of his/her funds? Do we have the customer service culture in place for helping victims of cybertheft? In my opinion, the answer to all these are in the negative. On October 20, we found out that 3.4 million debit card accounts were compromised with what could be a case of ATM hacking. Reported cybercrime incidents shot up from 13,301 in 2011 to 3,00,000 in 2015, according to an Assocham report. Unless legally bound, most cybercrimes remain unreported as companies do not divulge their weak defence against cyberbreaches. According to the same report, 72% of financial services and insurance companies surveyed admitted to being victimised by cyberattacks in 2015. According to a KPMG survey in 2015, 17% of the cyberattacks are by internal perpetrators and 56% were resulting from a nexus between internal and external perpetrators. Insider threat is a huge problem world over, and in India it might be worse as we see bank officials, and even the Reserve Bank of India (RBI) employees, caught recently for fraud. Protecting systems from disgruntled personnel is much harder than from external perpetrators. In 2015, the Reserve Bank of India (RBI) imposed certain cybersecurity requirements for banks. The Securities and Exchange Board of India also formulated cybersecurity requirements for stock exchanges. While these requirements are comprehensive and require the banks and exchanges to implement security controls, monitor high privilege users and mandatorily report all breaches, it lacks pragmatism. I spoke to many rural and cooperative bank IT employees and found that no roadmap for gradual implementation of these requirements were provided, resulting in a huge burden on smaller banks lacking in financial wherewithal to implement all these at one go. There should be a cybersecurity maturity model and phased roll-out plan. Hiring adequately trained personnel is hard if not impossible. I have grave doubts if banks of all sizes and functions can do all these. Only paper compliance without actually defending their infrastructures will provide false sense of security. Manpower is probably our biggest problem in cybersecurity. Unfortunately, we do not have enough experts to train people. Most universities lack expertise to offer comprehensive curriculum, resulting in a severe shortage of degree programmes, diplomas or even private training to generate the requisite manpower. The policy makers seem to be confused as to what cybersecurity expertise entails. Most cybersecurity researchers in India are actually experts in cryptography, which is only a tool for cybersecurity. It is rare that a cyberattack is based on breaking cryptographic algorithms. Usually, weaknesses in the implementation of crypto-algorithms compromises a key. But the bigger dangers lurk in the network, in the routers, in the operating system, in the application software and also in the overall architecture and protocols. India mainly needs experts for securing hardware, networking, system architecture, software and protocols. According to some reports, currently we have less than 1,000 people in India with adequate cybersecurity expertise. This is a huge policy failure in projecting manpower requirements and taking actions by academics, institutes and funding agencies. A huge effort by the government is required to rectify cybersecurity manpower development. Terrifying prospects Another terrifying prospect looms in our critical infrastructure sector. Power grid, automated manufacturing, nuclear plants, railway signalling and air-traffic control are so weakly protected and unprepared for cyberattacks that it is staggering. A 2012 style blackout of vast regions of India might happen again, but this time by cyberattack. In 2013, by an act of Parliament, the National Critical Information Infrastructure Protection Centre (NCIIPC) was created. Its function should be similar to cybersecurity sections of the US Homeland Security department. However, due to severe lack of expertise, the NCIIPC has not been adequate in their role so far. The inadequate role of Computer Emergency Response Team (CERT), Delhi, in alerting the industry and research institutes must change to adopt a very proactive and leading role similar to CERT in the US. At present, they seem to be working in firefighting mode, rather than proactive threat intelligence collection, remediation, trend forecasting and warning of relevant entities along with actionable intelligence. The Information Sharing Centres (ISACs) for sector-specific cyberattacks must be proactively formed and brought to action. Except perhaps for the financial industry ISAC, other sector-specific ISACs seem to be non-existent or non-functioning. Though we have adopted a number of positive steps by creating a cybersecurity policy, established CERT and created NCIIPC, we are at least 10 years behind the US, China, Israel, UK and other countries in this regard. Severe lack of cybersecurity product industry also compromises our independence in protecting our infrastructure. The government’s intervention in creating a startup culture in cybersecurity products is urgently required. Finally, our IT law, too, is outdated. We need real experts in cybersecurity to make a revision of the IT Act and lead the various entities. We urgently need to improve by a comprehensive revision of policy, law, business environment, governance and technology innovation. Until then, we have an exposed Achilles heel and we are lucky that no Trojan prince has taken a very serious shot at us

2017 could be a year of cyberwars

Apart from the US Presidential Elections, and India’s overnight demonetization there was a third event in November 2016 that was equally earth shaking but that did not grab media headlines. It was something that will affect, global politics, economics, oil and banking in the coming year and could be the tsunami to hit a rapidly changing world in 2017. The first hints of what the future holds in store for us came on 17 November 2016 when state sponsored terrorists reportedly from Iran placed a digital bomb that exploded destroying computer systems in six government entities including the Saudi Reserve Bank crippling transport and financial systems in the oil rich nation. The Shamoon malaware used by the Iranians were supposedly used in retaliation to a May attack by a self proclaimed Saudi hacker Da3s on the Statistical Center and Registration Office website of the Republic of Iran. The cyber wars between the two nations have been escalating ever since 2012 when the Shamoon malware destroyed 35,000 computer systems with a digital bomb in Saudi Aramco the world’s largest oil producer. The cyber attack on the Saudi central bank was however unprecedented as it manages not only the country’s huge foreign exchange reserves but also interfaces with global commercial banks and manages the electronic payments system for the nation. The malware updates the master boot record of a computer, rendering it inoperable and destroys the data logged within the system almost instantly. Cyber wars could be the flavour of 2017 and the Indian banking system and payments gateways could be a major target. The Bangaluru based hacker group Legion that shot into prominence by hacking the accounts of Rahul Gandhi, Vijay Mallya, Barkha Dutt and Ravish Kumar has reportedly told ET that they have targeted several several financial institutions which have weak security systems and plan to attack more in the future. However the right wing Indian hacker group Legion may not be the real threat to India’s banking system. The real attacks may come just before the financial year ends from hackers financed by the money laundering industry. It is well known that pornography, betting, gaming and money laundering are key drivers of the Internet and India’s recent tough attitude towards black money has posed problems for over a million Indians who possess money on which tax is not paid. From the small pop and mom store in your neighborhood to the big bad distillery owner evading excise duty and income tax operating through offshore companies in Mauritius, Singapore or Panama there are thousands guilty of avoiding taxes in India. So there will be plenty of tax evaders, lawyers and chartered accountants who are actually going to oppose digitization of the payments process in the implementation stage along with real estate developers, businessmen, corrupt Government servants apart from the gold and drug mafia. The cyber attacks against India hence may not generate from Pakistan or China or neighboring nations. The problem in India is that there is a enemy within ( not foreign attackers ) that could start of hacking at our vulnerable digital payment systems or electricity supply or transport network. You could call them as disgruntled citizens or cyber terrorists but they could be difficult to locate as you don't have to carry arms to set off a digital bomb. You have to just log into a computer system that cannot traced back to you and know how to create and set off a digital bomb. The year 2017 could be the year of cyber wars and India needs proper protocols and systems to guard against hacking, particularly of banking and financial data

Cyber technology as potent terror tool in jihadi hands


Thursday, 27 October 2016 | Prabha Rao | in Edit 1 2 3 4 5 0 Local franchises of terror groups with access to basic Internet resources, can increase the scale of propaganda and training content, and make anticipation and prevention of terror attacks difficult, writes PRABHA RAO From its very inception in July 2014, the Islamic State in Iraq and Syria (ISIS)/Daesh utilised cyberspace for propaganda and recruitment in a manner that was both innovative and extremely hard to counter. There is an active digital jihadi group within the IS which has designed effective Android Apps, and used the comparatively secure end-to-end encrypted instant messaging app Telegram, (and to a lesser degree, WhatsApp) for propaganda, weapons procurement, and to direct and publicise lone wolf/wolf pack attacks. As entry into its communication networks is difficult, prevention and countering of such terrorist acts is one of the most challenging tasks confronting intelligence and law enforcement agencies. The cyberjihadis (several groups such as the Cyber Caliphate, and three United Cyber Command have been identified) have proved their expertise on the dark web and have set up several websites for recruitment and tutorials on weapons-making, which can be entered only on invitation. The UCC has been able to hack (April 2016) into the Pentagon, the Department of Homeland Security, and several other federal agencies in the US, and has obtained data of around 43 personnel and put them on a so-called Kill List, which was circulated through a channel on the Telegram, Al Nashir. While the IS has not acted on the Kill List so far, the expertise of the hackers is cause for disquiet. Also, serious attempts have been made in the past one-and-a-half years to establish covert secure, encrypted financial networks. The Paris (November 13, 2015) and Belgium (March 22, 2016) attacks underscored the danger of encrypted messaging. In both cases, security agencies were unable to get any advance information of the terrorist strikes, despite several perpetrators being on their watch-lists. In September this year, an IS-affiliated group, Cyber Kahalifah, began to advertise the use of a lesser known technology, the ZeroNet, as the safest mode of communication. The Zero Net, which is in the public domain and can be downloaded free of charge from https.zeronet.io, is a web-hosting platform which decentralises the hosting of content and allows for asymmetric encryption of domain names and addresses. It offers an unprecedented degree of anonymity. For instance, normally, a website is hosted at a server, and is allotted an IP address, or a series thereof. Users, identifiable by their own unique IP addresses, communicate and interact with the website by specifying the web address (url). Then, a DNS (Domain Name Server), directs the user to the IP address of the website the user wishes to access. Data can then be exchanged between the user and the website. The ZeroNet, on the other hand, can host a single website in a number of locations (for example, user computers), by leveraging Peer-to-Peer (P2P) networks, the most notable of which is BitTorrent. In P2P networks, users (called peers) communicate and share data directly between one another, as opposed to communicating via a central server, as is the case with most websites. A server, called Tracker, connects peers to one another and handles requests for transfer(s) of data. Other differentiators are that ZeroNet ensures the fidelity of the websites themselves is maintained through asymmetric two-way encryption. Authors of a website receive a private key, which enables only he/she to make changes to the website, while interested peers receive the public key (analogous to a website url) which allows them to access the site. This has two consequences: First, the entire build of the website remains on the author’s computer, and not on any server; and second, there is guaranteed verification of the creator of the website and any files downloaded therefrom. The ZeroNet also offers full Tor compatibility, which means that IP addresses can be masked, adding another layer of security. Moreover, ZeroNet claims that it can be used over non-Internet networks as well, such as Bluetooth, which would be a valuable enabler forjihadi networks. Finally, content can be distributed remarkably quickly, and very likely scales with the number of visitors and seeders of the site. Cyber Kahalifah has set up a website on ZeroNet, which in late September gave calls for lone wolf attacks in various countries, and directed visitors to an application called ‘Alrawi’, designed by the IS, which works on Android platforms for logistic and monetary help. The IS’s English online magazine, which had been called Dabiq, has been suspended and the group has brought out a replacement, Rumaiyah(Rome). The Rumaiyah contains explicit exhortations for violent action in the Dar ul-Harb and unsurprisingly has been posted on the ZeroNet. Given the above backdrop, the use of ZeroNet by the Islamic State terror organisation and other terrorist groups is of great concern. With the IS facing international bludgeoning in Iraq and Syria, it is likely that it will lose Mosul and Aleppo sooner rather than later — and possibly Raqqa will follow. The exodus of foreign fighters from the region is now very evident, and the re-migration of a sizeable section to the Af-Pak region is a possibility. The IS is attempting to establish itself in Afghanistan through its franchise, the Wilayat Khorasan, and has been able to attract some Indians there, notably the group of 21 young people from Kerala. One of them, Sajjer Mangalachari Abdullah, from Kozhikode, has now been identified as a key IS recruiter, and is reportedly functioning from Nangarhar in Afghanistan. Attempts to radicalise vulnerable sections are ongoing in India, and the National Investigation Agency has been able to intercept scores of such individuals. International jihadi inter-connectivity could result in the ZeroNet gaining traction in India through these networks. From an Indian security standpoint, this is of particular concern: Local franchises of terrorist organisations with access to even meagre Internet resources, could increase the scale of propaganda and training content, and make prevention and anticipation of terror attacks a Herculean task. Agencies involved in monitoring and law enforcement need to urgently familiarise themselves with the working of ZeroNet, as jihadi groups have shown considerable fleet-footedness in adapting to technological challenges. CERT-In had instructed banks about cyber attacks on October 7 to stay alert in wake of surgical strikes


By Surabhi Agarwal, ET Bureau | Oct 22, NEW DELHI: India's Computer Emergency Response Team (CERT-In), the government's apex watchdog against cyberattacks, had instructed banks to be on heightened alert as recently as two weeks ago even as a malware infection was spreading through their networks and spawning the country's biggest known breach of financial data. The agency, which frequently sends advisories to banks and other financial institutions about possible threats to their systems, had also sent warnings in July and August, a top government official told ET. The latest of these on October 7 warned about 'expected targeted attacks from Pakistan", in the wake of India's counterstrike across the border following terrorist attacks in Jammu and Kashmir. At the time this advisory was sent, more than a month had elapsed since the first complaints stemming from the breach began streaming into banks in early September. The malware infection put 3.2 million debit cards at risk, although the loss — through unauthorised withdrawals across the world — has been pegged at a relatively minor Rs 1.3 crore by the National Payments Corporation of India (NPCI). The government and the Reserve Bank of India have ordered banks and payment gateways to investigate the breach amid concerns that faster, concerted action could have limited the extent of the attack. The worst hit of the card-issuing banks are said to be State Bank of India, HDFC Bank, ICICI Bank, YES Bank and Axis Bank, ET reported on Thursday. All said their systems were intact and that the affected cards may have been used in ATMs outside the networks of the respective banks. CERT-In and the National Critical Information Infrastructure Protection Centre sent an email to banks regarding the rise in ATM frauds following ET’s report. "On October 20, 2016, CERT-In has sent mails to State Bank of India, Axis Bank and HDFC Bank to report an incident to CERT-In as seen in media report stating that 3.2 million debit cards have been used in ATMs that are suspected to have been exposed to malware at the back end. The incident has so far not been reported to CERT-In," said the official cited above. Not reporting the matter is in breach of the rules, said another official. "There is an RBI framework… the Information Technology Act mandates that these incidents have to be reported so of course there is a lapse on the part of the banks," he said. ANALYSING ATTACKS After such incidents are reported, CERT-In starts analysing the attacks along with correlation of the data to ward off similar future attacks, he said. CERT-In had issued warnings to banks in the months before the attack. On July 1, it advised them about cyber attacks planned on their information infrastructure along with the measures to be taken. On August 12 and 24, CERT-In sent alerts to banks regarding backdoor Trojans that steal credentials, alerting them to advanced targeted attacks along with how to look for signs of possible security breaches. 7,000 ATTACKS ON WEBSITES After the strikes across the border, there have been a number of attacks on various Indian websites — some reports put these at 7,000 — by Pakistani hackers. Sivarama Krishnan, executive director of audit and consultancy firm PwC, told ET that in a possible cyber war, India's systems are "fully exposed". "In June 2016, RBI issued an advisory for banks to have a security operations centre," he said. "How many banks have it or how many of them do quality monitoring, people give their money to banks and not to third parties like Hitachi Payment Systems? What kind of message are we sending to the world?" Hitachi Payment Systems, which provides ATM and point of sale services, has denied that the malware infection stemmed from its servers. 'NOT SPENDING ENOUGH' India isn't spending enough on cyber security, Krishnan said. He said several projects aimed at increasing India's cyber preparedness such as the National Cyber Coordination Centre are yet to be started even after getting Cabinet approval. The first official cited above said CERT-In had asked YES Bank about fraudulent ATM transactions in China. The bank is said to have reported the incident to CERT-In on September 21 but hasn't provided logs. YES Bank couldn't be reached for comment late on Friday. It's among the banks that has denied any security breach.

स्मार्ट हेरगिरी

स्मार्ट हेरगिरी September 11, 20160138 Share on Facebook Tweet on Twitter मुळात ‘भ्रमणध्वनी’ या संपर्क साधनाने लोकांना वेड लावलेलच आहे. त्यात आता ‘स्मार्टफोन’ या नव्या प्रकाराने ते वेड आणखीच वाढलेले आहे. इतकी असंख्य ऍप्लिकेशन्स या स्मार्टफोनवर उपलब्ध असतात की, वेड न लागलं तर नवल! आता ह्या ऍप्लिकेशन्सचे आणखी नवनवे प्रकार आपल्या फोनमध्ये उपलब्ध करून देण्याची वेगवेगळ्या मोबाईल कंपन्यांमध्ये स्पर्धा आहे. त्यात ‘झाओमी’ या चीनी मोबाईल कंपनीने खूपच धडक मारली आहे. साधारणपणे माणूस एखाद्या दुकानात जातो नि सतरा प्रकारचे भ्रमणध्वनी उलटेपालटे करून पाहतो आणि मग आपल्या सोईनुसार एखादा खरेदी करतो. जमल्यास किंमत कमी करूनही मागतो. पण, झाओमीचे मोबाईल असे मिळत नाहीत. निदान भारतात तरी, झाओमी कंपनीची ‘रेड मी वन एस’ आणि ‘एम आय- ३’ ही दोन मॉडेल्स् फ्लिपकार्ट या ऑनलाईन संकेतस्थळावरूनच मिळू शकतात. कंपनीने आतापर्यंत ही दोन्ही मॉडेल्स् अनुक्रमे ५ लाख ८० हजार आणि ९५ हजार एवढ्या संख्येत विकली आहेत. लोकांना झाओमीची ही दोन्ही मॉडेल्स् भलतीच पसंत पडली आहेत. कारण, इतर स्मार्टफोन्स्‌पेक्षा त्यांच्यामध्ये जास्त ऍप्लिकेशन्स उपलब्ध आहेत. शिवाय, त्यांचा दर्जाही अधिक चांगला आहे. जगभर सर्वत्र त्यामुळेच झाओमी कंपनीला ‘चायनीज ऍपल’ म्हणून ओळखलं जाऊ लागलं आहे. जगभरात अनेक नामवंत सॉफ्टवेअर कंपन्या आहेत. पण, स्टीव्ह जॉब्सच्या ‘ऍपल’ या कंपनीच्या नावाला एक वेगळंच वजन, एक वेगळाच मान आहे. तर, या चिनी ऍपल झाओमी कंपनीने भारतातल्या अनुकूल प्रतिसादामुळे प्रोत्साहित होऊन भारतीय बाजारपेठेत आता ‘रेड मी नोट’ आणि ‘एम आय-४’ ही आणखी नवी मॉडेल्स् उतरवायचं ठरवलं आहे. झाओमी स्मार्टफोनच्या नानाविध सुबक ऍप्लिकेशन्सवर पब्लिक अगदी फिदा आहे. पण, त्यात काही दोष आहेतच. एक म्हणजे, हा फोन लवकर तापतो आणि बोलण्याचा कालावधी वाढत गेल्यावर बोलण्या- ऐकण्याच्या प्रवाहात अडथळे येऊ लागतात. हे अगदी उघड दोष झाले. पण, वापरणार्‍या सर्वांना, खोल कुठेतरी अशी जाणीव होते की, माझा ‘यूझर डेटा’ कोणीतरी पाहतंय्, कोणीतरी ऐकतंय्. आणि आता भारतीय हवाई दलाने चक्क एक परिपत्रकच काढून आपले कर्मचारी आणि त्यांचे कुटुंबीय यांना सावध केलंय् की, झाओमी कंपनीचे तथाकथित सर्वसामान्यांना परवडणारे स्मार्टफोन्स हे कॅरियर नेम, फोन नंबर, डिव्हाईस आयडेंटीफायर, ऍड्रेस बुकमधले नंबर्स आणि टेक्स्ट मॅसेजेस् या सर्व गोष्टी आपल्या बीजिंगमधल्या मुख्यालयाकडे फॉर्वर्ड करतात. म्हणजेच, झाओमी कंपनीचा प्रत्येक स्मार्टफोन हा एक हेर आहे आणि तो तुमच्या जीवनातील प्रत्येक गोष्ट आपल्या बॉसकडे पाठवतो आहे. पूर्वी स्टॅलिनच्या काळात सोवियत रशियाच्या के.जी.बी. या गुप्तहेर खात्याने हेरगिरीची एक अत्यंत अभिनव, पण निर्दयी अशी पद्धत शोधून काढली होती. नवरा आणि बायको एकमेकांवर नजर ठेवायचे, पालक आणि मुलं एकमेकांवर नजर ठेवायचे, शिक्षक-प्राध्यापक आणि विद्यार्थी एकमेकांवर नजर ठेवायचे, अधिकारी आणि कर्मचारी एकमेकांवर नजर ठेवायचे. साम्यवादी राजवटीविरुद्ध तोंडाने ब्र काढणं सोडा, तसा विचार मनातल्या मनात कुणी केला, तरी केजीबीला तो कळायचा आणि मग तो माणूस एकदम नाहीसाच व्हायचा. आता चीनची ही हेरगिरी त्याच्याही पुढची आहे. हल्ली गंंमतीने असं म्हटलं जातं की, मोबाईल फोन हा तुमच्या अंडरवेअरसारखाच आहे. एक म्हणजे, तुम्ही त्याच्यावाचून राहू शकत नाही. मग आता तुमचा अंडरवेअरच तुमच्यावर हेरगिरी करू लागला आणि तुमच्या सर्व गोष्टी कुणी तिसर्‍या माणसाला कळवू लागला, तर तुमच्या जीवनाचं खाजगी असं राहिलंच काय? आपल्याकडे संतांनी एक फार उत्तुंग कल्पना मांडलीय्. माणूस जे जे म्हणून काम करतोय्, ते परमेश्‍वर पाहतोय्. कितीही लपूनछपून एखादं काम पूर्ण केलं, तरी सर्वव्यापी ईश्‍वरापासून ते गुप्त राहूच शकत नाही. कविवर्य जयदीश खेबुडकरांनी एका सुंदर गीतात ही कल्पना मांडताना म्हटलंय्- ‘आभाळाचा डोळा सारे, खेळ तुझे पाही सावधान होई वेड्या, सावधान होई. साधुसंत सांगून गेले, त्याचा बोध घेई, सावधान होई वेड्या, सावधान होई…’(राम कदमांच्या संगीत दिग्दर्शनाखाली खुद्‌द देशपांंड्यांनी हे गीत गायलंय्) पण, सर्वव्यापी ईश्‍वराच्या आभाळाच्या डोळ्यांची ही जागा, आज चीन घेऊ पाहतोय् आणि तुम्ही पुण्य करताय् की पाप करताय्, यात त्याला काही रस नाहीये्. त्याला रस आहे, तुमच्या लष्करी, हवाई नाविक दलात काय चाललंय् यात! त्याला रस आहे, तुमच्या वैज्ञानिक आणि औद्योगिक जगात काय चाललंय् यात. त्याला रस आहे, तुमच्या व्यापार आणिा आर्थिक क्षेत्रात काय चाललंय् यात. चीनला जागतिक महासत्ता बनायचंय्. आज यासाठी त्याची स्पर्धा मुख्यत: अमेरिका आणि नंतर रशिया व युरोपिय प्रगत देशांशी असली, तरी तो भारताकडे दुर्लक्ष करू शकत नाही. त्यातही जोपर्यंत भारतात नेभळट आणि अस्मिताविहीन अ-राष्ट्रीय लोकांची सत्ता होती, तोपर्यंत भारताची दखल घेण्याचं कारण नव्हतं. पण, आता तसं करून चालणार नाही, याची चीनला जाणीव आहे. त्यामुळेच ही स्मार्ट हेरगिरी किंवा सायबर हेरगिरी वाढत चालली आहे. आता या सायबर हेरगिरी प्रकाराची गंमत अशी आहे की, चीनने भारतात किंवा जगभर चालवलेली ही हेरगिरी हा काही नवा उपक्रम नाही. हे उद्योग अमेरिका आणि युरोपिय देश पार शीतयुध्द काळापासून करतातच आहेत. १९४५ साली दुसरं महायुध्द संपलं. ते संपेपर्यंत ब्रिटन-फ्रान्स-अमेरिका-रशिया यांच्या युतीविरुद्ध जर्मनी-इटली-जापान असं चित्र होतं. पण, जर्मनी-जपान-इटलीचा पराभव आल्यानंतर अमेरिका आणि रशिया यांच्यात आता जगावर वर्चस्व कुणाचं, अशी स्पर्धा लागली. या स्पर्धेने प्रत्यक्ष युध्दाचं स्वरूप घेतलं नाही, पण सतत एकमेकांवर राजकीय, औद्योगिक, वैचारिक कुरघोडी करण्याचे त्यांचे प्रयत्न अखंड सुरू राहिले. त्यालाच म्हणतात युद्ध! या युद्धातला फार महत्त्वाचा भाग म्हणजे, सर्वच क्षेत्रातल्या एकमेकांच्या गुप्त बातम्या काढणं, हा होता. वर्षे उलटत गेली. विज्ञान आणखी पुढारत गेलं. संदेशांची देवाणघेवाण अधिकाअधिक सुंलभ होत गेली. १९७० साली तर हे शीतयुद्ध अगदी कळसाला पोहोचलं. तेव्हा, अमेरिका, ब्रिटन, कॅनडा ऑष्ट्रेलिया आणि न्यूझिलंड या पान देशांच्या गुप्तहेर खात्यांनी एकत्रितपणे एक यंत्रणा निर्माण केली. तिचं सांकेतिक नाव होतं- ‘फाईव्ह आईज्!’ म्हणजे पाच नेत्र. या पाच डोळ्यांनी सोवियत रशियानी आणि त्यांंच्या मित्र देशांवर सतत नजर ठेवायची होती. नंतरच्या काळात अमेरिकेने अक्षरश: असंख्य उपग्रह गुप्तपणे अवकाशात पाठविली. हे उपग्रह पृथ्वीवरून प्रक्षेपित होणारा प्रत्येक दृक अथवा श्राव्य संदेश पकडू शकतात. म्हणजेच ‘फाईव्ह आईज्’ यंत्रणेपासून पृथ्वीवरची कोणतीही गोष्ट गुप्त राहूच शकत नव्हती. पुढच्या काळात संगणक, ई-मेल या गोष्टी जगभर सर्वत्र सर्रास प्रचलित झाल्या. लवकरच त्यात मोबाईल फोनची भर पडली. तेव्हा, या देशांनी ‘फाईव्ह आईज्’ यंत्रणेला पूर्णपणे आत्याधुनिक स्वरूप दिलं आणि नाव ठेवलं- ‘इचेलॉन!’ या यंत्रणेपसून जगातील कोणतीही गोष्ट गुप्त राहू शकत नाही. समजा, तुम्ही हे काम पंचवीस मजली टॉवरच्या बेसमेण्टमध्ये तुमची गाडी पार्क करताय्, तर उपग्रहाचा डोळा वरच्या पंचवीस मजल्यांच्या भिंतींचा भेद करीत हे दृश्य पाहू शकतो. हे तंत्र आता इतलं सुलभ झालं आहे की, मध्यंतरी अमेरिकेने ते भाड्याने कुणालाही उपलब्ध करून दिलं होतं. त्याचा गैरफायदा घेऊन काही आचरट, आंबटशौकी लोकांनी एका अमेरिकन नटीच्या बाथरूममधील दृष्याची व्हिडीओ क्लिप काढून ती ई-मेलद्वारे जगभर फिरवली होती. असो. २००९ साली हॉलिवूडने या हेरगिरीवर ‘इचेलॉन कॉन्स्पिरसी’ नावाचा चित्रपटच काढला. गंमत म्हणजे, अमेरिकन हेरखातं ‘नॅशनल सिक्युरिटी एजन्सी’ उर्फ एनएसएचा एक अधिकारी एडवर्ड स्नोडेन याने या चित्रपटापासून स्फूर्ती घेऊन आपल्याजवळचा सायबर डेटा सर्वत्र प्रसारित केला. अमेरिकेने स्नोडेनला देशद्रोही घोषित केल्यावर त्याने रशियात राजकीय आश्रय घेतला. स्नोडेन प्रकरण आणि चीन व इस्लामी अतिरेक्यांचा वाढता उपद्रव यामुळे ‘फाईव्ह आईज्’ गटाने आपला विस्तार केला आहे. मूळ पाच देशांखेरीज आता यात फ्रान्स, जर्मनी, डेन्मार्क, नॉर्वे, नेदरर्लंड, बेल्जियम, इटली, स्पेन आणि स्वीडन हे नऊ देश सामील झाले आहेत. आता अधिकृतपणे या यंत्रणेचं नाव ‘फोर्टीन आईज्’ असं ठेवण्यात आलेलं आहे. थोडक्यात, अमेरिका आणि पश्‍चिम युरोप पुन्हा एकत्र आले आहेत. अमेरिका, रशिया, पश्‍चिम युरोपीय देश, चीन किंवा इस्लामी देश एकमेकांचं जे काही करायचं ते करोत, आपण आपल्या सायबर सुरक्षेची काळजी घ्यायलाच हवी. त्यासाठीच भारताने इलेक्ट्रानिक्स क्षेत्रातला आशिया खंडातला प्रगत देश जपान याच्याशी हातमिळवणी केलेली आहे. जपान आणि चीन यांचं फार जुनं हाडवैर आहे. शत्रूचा शत्रू तो आपला मित्र! वैयक्तिकरीत्या आपण घ्यायची काळजी म्हणजे, कोणतीही चिनी उत्पादनं ऑनलाईन खरेदी करण्यापूर्वी त्यांच्या कंपन्या नीट तपासून घ्या. ऑनलाईन कंपन्या मागणी नोंदवून घेताना तुमच्या वैयक्तिक जीवनातले अनेक बारीक-सारीक तपशील विचारत असतात. उदा. तुमच्या आईचं मेडन नेम म्हणजे लग्नापूर्वीचं माहेरचं नाव काय? आता आमच्या नावाशी यांना काय करायचंय्? तुमचा माल द्या, पैसे घ्या की विषय संपला..! तेव्हा मुळातच ऑनलाईन खरेदी करायची का, हे ही ठरवून घ्या.

Indian hackers are in their elements: they have hacked into the Pakistan government network, locking their computers and data. Facing the large-scale Indian cyber attack, Pakistani techies are down on their knees - they paid the Indian hackers with Bitcoins so that their systems can be unlocked. However, patriotic Indian hackers have rejected the offer and kept the Pakistani sites under their control. The Indian attack came in the wake of Pakistani hackers defacing Indian sites and circulating videos that say India's recent surgical strike in Pakistan occupied Kashmir (PoK) was fake. The malicious Pakistani propaganda and cyber attack angered the Indian hackers so much that they deployed the Ransomware to lock the network in the neighbouring country. One of the Indian hackers has been identified. Experts in India claim that an 'anonymous' hacker, a member of Telangana cyber warrior, was among those who infected Pakistan government systems and have taken control over hundreds of computers. To counter the offensive, Indian hackers locked Pakistan government computers. "To unlock their data, techies from Pakistan also paid in Bitcoins but 'patriotic' Indians refused to give away the decrypt key to unlock the data. Pakistani officials have been asked to pay the amount again to unlock," a black hat hacker told Mail Today. Sources told Mail Today that Indian hackers are ready to launch a massive cyber attack which can destroy the cyber space of Pakistan. However, they warned that Pakistani hackers will also retaliate. INDIAN AGENCIES ALERT Indian agencies are now on alert to ensure that there is no data loss in the ongoing cyber war. Experts believe that intelligence gathering has increased as the hackers are not only defacing the sites but silently spying into critical network. According to reports, a group of Pakistani hackers - the Pakistan Haxors Crew - has claimed that it had defaced 7,051 Indian websites after India launched surgical strike in PoK. The websites targeted include the official website of the National Green Tribunal (www.greentribunal.gov.in) and Bihar State Electronics Development Corporation (www.biharonline.gov.in.) Indian experts also believe that cyber attacks from Pakistan are state-sponsored but Indian agencies have not retaliated. WHAT 'EDGE' DO INDIAN HACKERS HAVE? However, if the Indian hackers want, they can easily destroy the entire Pakistani cyber space. "Indian hackers are technically sound and can easily spy or steal data from any country. But no one ever tried to bring young talents under one umbrella for information gathering," a hacker told Mail Today. According to security officers, many Pakistani accounts have become active post India's surgical strike. These accounts are used for expanding terror network. Security agency officials said that they have zeroed in on several suspected accounts, including the account of one Salman Chaudhary, who is uploading objectionable content like videos that talk of Pakistan attacking India with nuclear weapons. Chaudhary's account is active since 2014 and his IP address is based in PoK. HOW IT HAPPENED Speaking to Mail Today one of the Indian hackers said it took over three months to infect the Pak computers. Over 100 computers are now under his control, that belong to the education department, government tender website, among others. The hacker said he got 120 bitcoins to release the Pak computers. "The money is being distributed among the trusts involved in education of poor kids," he said

दहशतवादाविरोधातील ऑनलाईन लढाई-By pudhari ट्विटरने दहशतवादाला प्रोत्साहन देणारी दोन लाखांहून अधिक ट्विटर अकाऊंटस बंद केली. यावरून दहशतवादाच्या विखारी प्रचाराची प्रचिती येते. ट्विटरने हे पाऊल उचलून दहशतवादाविरोधात निर्णायक भूमिका घेतली आहे. इंटरनेटवरही दहशतवादाविरोधात ऐक्य दिसले पाहिजे. दहशतवादाला प्रोत्साहन देणारी 2 लाख 35 हजार ट्विटर अकाऊंट्स ट्विटरने गेल्या सहा महिन्यांत बंद केली आहेत. दहशतवादाविरोधातील ऑनलाईन लढाई इतक्या आक्रमकतेने पहिल्यांदाच लढली जात आहे, हे महत्त्वाचे आहे. 2015 पासून आतापर्यंत ट्विटरने साडेतीन लाखांहून अधिक अकाऊंटस बंद केली आहेत. सोशल मीडियाने अशा प्रकारे दहशतवादाविरोधात कठोर भूमिका घेणे आवश्यक होते आणि आहे. अमेरिकेचे राष्ट्राध्यक्ष बराक ओबामा यांनी याबद्दल फेसबुक आणि ट्विटर या दोन्ही कंपन्यांना याविषयी सजग रहायला सांगितले होते. त्याला ट्विटरने चांगला प्रतिसाद दिला आहे. इंटरनेटमुळे दहशतवादाचा प्रसार आणि प्रचार वेगाने होतो, हे आपण अनुभवत आहोत. अगदी साध्या साध्या घटनांवरही अतिशय आक्रस्ताळी प्रतिक्रिया दिल्या जातात हेही अनेकदा पाहण्यात येते. दहशतवादाला प्रोत्साहन देणारा मजकूर असंख्य लोकांना वाहवत नेणारा असतो. ऑनलाईन प्रचारामुळे दहशतवादी गटांकडे जगभरातून भरती होत राहते आणि कितीही मुकाबला केला तरी ही लढाई कधी संपतच नाही, अशी स्थिती आतापर्यंत निर्माण झाली आहे. अर्थात ट्विटरने कठोर पाऊल उचलल्याने दहशतवादाला आळा बसेल असे नाही; पण अशा गटांचे, त्यांच्या समर्थकांचे सामाजिक आणि मानसिक खच्चीकरण जरूर होईल. अरब देशांमध्ये दहशतवादी आणि तेथील सरकारे यांच्यात घमासान युद्धच सुरू आहे आणि यात निष्पाप नागरिकांचा बळी जात आहे; पण दहशतवादाचा धोका सार्‍या जगाला आहे. तो किती भयंकर आहे याचे प्रत्यंतर आपल्याला युरोपात अलीकडे झालेल्या दहशतवादी हल्ल्यांवरून आले आहे. दहशतवादापासून सुरक्षित राहण्यासाठी सर्वच पातळ्यांवर त्याचा मुकाबला होण्याची आवश्यकता आहे. लाखो ट्विटर अकाऊंट्स बंद केली तरी नवी अकाऊंट्स तयार होत राहणार आणि त्यांचा बंदोबस्त केला जाणार. ट्विटरने स्पॅम फायटिंग साधनांचा वापर करून ही अकाऊंट्स बंद केली आहेत. अशा प्रकारे सोशल मीडियाचा वापर करून दहशतवादी आपल्या घातक विचारांचा प्रचार आणि प्रसार करताच त्याशिवाय निधी गोळा करणे, तरुणांची भरती करून घेणे, अन्य साधने जमवणे वगैरे कारवाया करत असतात. केवळ ट्विटरच नाही तर अन्य सोशल मीडिया संकेतस्थळानीही अशी कठोर उपाययोजना करणे आवश्यक आहे. अर्थात एवढ्याने दहशतवादाच्या मुसक्या आवळल्या जाणार नाहीत. त्यांच्या इतर ऑनलाईन अ‍ॅक्टिव्हिटीजवर बंधने येणे आवश्यक आहे. इंटरनेट हे माहितीचे जाळे आहे. तेथे इतके पर्याय उपलब्ध आहेत की एक पर्याय बंद झाला म्हणून काही बिघडत नाही. अन्य अनेक पर्याय असतात. दहशतवादी संघटना त्या पर्यायांचा आपले हेतू साध्य करण्यासाठी वापर करणार आणि करतही आहेत. ट्विटरने उचललेले पाऊल हे खरे तर अगदी छोटे पाऊल आहे; पण त्याने एक सकारात्मक संदेश गेला आहे, की दहशतवादाचा मुकाबला इंटरनेटवरही करता येऊ शकतो. सध्या भले ही गती कमी असेल; पण ज्यावेळी ट्विटरप्रमाणे इतर सोशल मीडियाही दहशतवादाविरोधात प्रभावी उपाययोजना करत असल्याचे समोर येईल तेव्हा खरी ऑनलाईन लढाई सुरू होईल. दहशतवाद्यांबरोबर रणांगणावर लढणे सोपे होत असले तरी त्यांच्या अचानक हल्ले करण्याच्या तंत्रापुढे सारे जग हतबल झाले आहे. रणांगणात कितीही दहशतवादी मृत्युमुखी पडले तर संपूर्ण जगाला हादरवण्यासाठी कोणत्याही देशात गजबजलेल्या ठिकाणी एखादा स्फोट घडवून आणणे पुरेसे असते. असे काम करण्यासाठी एखादा दहशतवादी पुरेसा असतो. त्यामुळेच अमेरिका आणि त्याच्या दोस्त राष्ट्रांनी कितीही हल्ले केले तरी दहशतवादी कारवाया थांबताना दिसत नाहीत. त्यांची दहशत दिवसेंदिवस वाढतच आहे. शिवाय या दहशतवाद्यांचे म्होरकेही कधी समोर येत नाहीत. त्यांच्याबद्दलची खरी माहिती कधी पुढे येत नाही. दहशतवादाचा मुकाबला केवळ शस्त्राने नाही तर सामाजिक, आर्थिक आणि मानसिक पातळीवर म्हणूनच करणे आवश्यक ठरले. तेथेही संपूर्ण जगाने एकत्र यायला हवे. - वैदेही बोंद्रे
