चेन्नईतील आयआयटी मद्रासमध्ये एक विद्यार्थी संघटना आंबेडकर-पेरियार स्टडी सर्कल ही वादाचे केंद्र

जातीचा कांगावा आणि राजकीय भांडवल! ‘वुई डोण्ट कास्ट द वोट, बट वुई जस्ट वोट द कास्ट.’ असं भारतीय राजकारणावर भाष्य करणारं एक मार्मिक वाक्य आहे. भारतीयांच्या या मानसिकतेला बदलून प्रत्यक्ष कामगिरी, लोकसेवा, संपर्क, चारित्र्य अशा विषयांवर आधारित मूल्यमापन करून मतदान करण्याची प्रवृत्ती तयार करण्याकडे या देशातील राजकारण्यांचा विशेषत: प्रमुख राजकीय पक्ष असलेल्या कॉंग्रेसचा कल बिलकूल नाही. उलट, अशा प्रकारच्या जातीय अभिनिवेश आणि अस्मितांना भडकावून देत, गठ्ठा मतदान पदरात पाडून घेण्यासाठी सतत कारस्थाने करण्यातच कॉंग्रेस संस्कृतीने धन्यता मानली आहे. एरवी सतत जातीयवाद, जातीयवाद असा जप करत ओरड करणारी प्रसारमाध्यमेही एखादे प्रकरण सापडले की, त्यातला गैरसोयीचा भाग झाकून हिंदुत्ववादी राजकीय पक्ष, सरकारे यांना झोडपत सुटतात. सध्या मद्रास आयआयटीमध्ये चाललेले एक प्रकरण याचे एक ज्वलंत उदाहरण आहे! दुसरे उदाहरण, मुंबईत एका मुस्लिम महिलेने आपल्याला मुस्लिम असल्याने भाड्याच्या घरातून काढून टाकल्याची तक्रार केली ते एक उदाहरण आहे! चेन्नईतील आयआयटी मद्रासमध्ये एक विद्यार्थी संघटना आंबेडकर-पेरियार स्टडी सर्कल ही वादाचे केंद्र आहे. या संघटनेची मान्यता रद्द करण्याबाबतचा विषय आहे. आयआयटी मद्रास या शैक्षणिक संस्थेने विद्यार्थी संघटनांसाठी काही नियम आणि आचारसंहिता तयार केली आहे. या आचारसंहितेनुसार जातीय विद्वेष पसरविणारी भूमिका या संघटनांनी महाविद्यालयाच्या परिसरात घेऊ नये, असा एक नियम आहे. या एपीएससी (आंबेडकर पेरियार स्टडी सर्कल) संघटनेने अगदी ठरवून अत्यंत आक्षेपार्ह भाषा वापरत, सतत जातीय द्वेष पसरविण्याचा प्रयत्न केल्याची उदाहरणे आहेत. अगदी या संघटनेचे पोस्टर्स, सोशल मीडिया पेजवरील पोस्ट हेच सांगतात. उदा. या आयआयटीमध्ये सर्व देशातील आयआयटीप्रमाणे इंग्रजी नावाबरोबरच हिंदी नावाच्या पाट्या बसविण्याचे ठरले. त्यावर या संघटनेने हे ब्राह्मणीकरण आहे, हे मनुकरण आहे, अशा प्रकारचे आरोप करणारे पत्रक सर्वत्र लावले आहे. केवळ हिंदी नामफलक असा उल्लेख न करता प्रत्येक ठिकाणी संस्कृतप्रचुर हिंदी पाट्या, असा उल्लेख करण्यात आला आहे. पुरोगामी विचारांचा लढा लढण्याचा दावा करणारे जेव्हा जनतेला भडकविण्यासाठी जातींचा आधार घेतात तेव्हा त्यांची कीव येते. सतत अशा प्रकारचे पोस्टर्स लावणे, अशा प्रकारची भडक भाषणे आयोजित करणे असा उद्योग या मान्यताप्राप्त विद्यार्थी संघटना करत होत्या. संस्थेचे नियम धुडकावून हा उपद्व्याप चालला असल्यामुळे या संघटनांची मान्यता रद्द करण्याचा विचार संस्थेने केला. मात्र, यांना जाब विचारताच या विद्यार्थी संघटनेने कांगावा सुरू केला. आम्ही नरेंद्र मोदी यांच्यावर टीका केल्यामुळेच आमची मान्यता रद्द करण्यात येत आहे, असा खोटा प्रचार या लोकांनी सुरू केला. मोदी यांच्याविरोधात काहीही सापडले तर कर्कश आवाजात कांगावा करण्यास टपलेल्या कॉंग्रेसजनांनी आणि काही प्रसारमाध्यमांनी लगेच किंचाळायला सुरुवात केली. लगेच ‘अभिव्यक्तिस्वातंत्र्याची लढाई’ असे शब्द पारजून मंडळी सरसावून उठली! विशेष म्हणजे कॉंगे्रसचे नेते राहुल गांधी यांनी एक मोठा मुद्दा मिळाल्यासारखे या विषयात भडक विधाने करण्याला सुरुवात केली. वास्तविक जातीयवाद तो जातीयवादच! मागास दलित म्हणविणार्‍यांनी केला तरी तो जातीयवादच आणि कथित उच्चवर्णीयांनी केला तर तोही जातीयवादच! या दोन प्रकारांकडे दुहेरी मापदंड लावून पाहता येणार नाही. कानाकोपर्‍यात खुट्ट वाजले की, त्याचा हिंदुत्ववादी संघटनांशी किती संबंध आहे, हे न पाहता लगेच या संघटनांवर बंदी घालण्याची मागणी करणार्‍यांना अभिव्यक्तिस्वातंत्र्याची आठवण, मूलभूत हक्कांची आठवण जराही येत नाही. मात्र, मद्रासच्या आयआयटीमध्ये जर कुणी मनुवादी, ब्राह्मणवादी असे शब्द वापरत जातीय भडका उडविणारी भाषा करू लागला आणि त्याला विरोध कुणी केला की, लगेच अभिव्यक्तिस्वातंत्र्य धोक्यात येते. अगदी असाच प्रकार चेन्नई येथील या आयआयटी मद्रासच्या बाबतीत झाला आहे. जातीय विद्वेष पसरविणार्‍यांना राजकीय पाठबळ मिळता कामा नये. राजकीय कांगावा तर मुळीच करता कामा नये. चेनईत हेच चालू आहे. कथित डाव्या आणि पुरोगामी लोकांनी वारंवार समाज आणि देशाच्या विरोधात कारस्थाने करायची आणि कुणी आक्षेप घेतला की, अभिव्यक्तिस्वातंत्र्याच्या नावाने किंचाळत उठायचे, असे डावपेचच आखले आहेत, असे दिसते आहे. आयआयटी मद्रास या संस्थेने या सर्व प्रकरणात खुलासा केला आहे. त्यांनी म्हटले आहे की, या प्रकाराचा केंद्र सरकारशी काहीही संबंध नाही. आंबेडकर-पेरियार अभ्यास मंडळाची मान्यता काढून घेण्यासंबंधी जी कारवाई करण्यात येत आहे ती या संघटनेने, या शैक्षणिक संस्थेने जे नियम केले आहेत ते मोडल्यामुळे त्यांना मान्यता रद्द करण्याची नोटीस दिली आहे. त्याचा मोदी सरकारशी काडीचाही संबंध नाही. केंद्रीय मनुष्यबळ विकासमंत्री स्मृती इराणी यांनीही खुलासा केला आहे की, या शैक्षणिक संस्थेच्या मान्यतेबाबतचा निर्णय सर्वस्वी चेन्नईच्या त्या संस्थेचा आहे, त्या निर्णयाशी सरकारचा काहीही संबंध नाही. मात्र, प्रसारमाध्यमे आणि त्यांच्या मदतीने कॉंग्रेस, डावे या प्रकरणात मोदी सरकारला टीका सहन न झाल्याने ही बंदी आणली जात आहे, असा कांगावा उच्चरवाने सुरू केला आहे. अभाविपचे राष्ट्रीय महामंत्री श्रीहरी बोरीकर यांनी पत्रकार परिषदेत या प्रकरणावरून राहुल गांधींना तीन प्रश्‍न विचारले आहेत- १. तुम्ही आयआयटीसारख्या एका उत्कृष्ट शैक्षणिक संस्थेला राजकारणाचा अड्डा बनवू इच्छिता काय? २ जर तुम्ही डॉ. बाबासाहेब आंबेडकरांनी लिहिलेल्या राज्यघटनेवर विश्‍वास ठेवत असाल, तर जातीय विद्वेष पसरविणार्‍यांचे प्रवक्ते बनू नका. ३.एखाद्या धर्म, जात यांना शिव्या देणे म्हणजेच अभिव्यक्तिस्वातंत्र्य, अशी तुमची व्याख्या मर्यादित, संकुचित आहे काय? या प्रश्‍नांमध्येच जनतेला या प्रकरणात दडलेले राजकीय स्वार्थाचे इंगीत कळू शकते. याच काळात दुसरे एक प्रकरण मुंबईत पुढे आले आहे. मिसबाह कादरी नावाच्या एका गुजराती युवतीने असा सनसनाटी आरोप केला की, वडाळा येथील सांघवी हाईटस्‌मध्ये तिने भाड्याने घर घेतले. दोनतीन दिवस तेथे राहिल्यानंतर तिला घर देणार्‍या मध्यस्थ एजंटाने तिला घर रिकामे कर अन्यथा तुझे सामान रस्त्यावर फेकून देऊ, असा दम दिला. इतकेच नाही, तर तिला सांगितले की, तू मुस्लिम असल्यामुळे तुला या घरात राहता येणार नाही. केंद्रात मोदी सरकार आणि राज्यात फडणवीस सरकार असल्याने एका महिलेला मुसलमान असल्याने कुणीतरी घरात राहणे नाकारते, असे प्रकरण सकृद्दर्शनी दिसताच, हायपर झालेला मीडिया आणि कथित डावे मल्टिकम्युनल किंचाळत उठले. दोनच दिवसात सत्य बाहेर आले. एजंटाने पोलिसांकडे १६ एप्रिल रोजीच एक पत्र देऊन मिसबाह कादरी या सांघवी हाईटस् मधील फ्लॅटमध्ये कसलीही कागदपत्रे, करार, पोलिसांना न कळविता राहू लागल्या आहेत, असे कळविलेले होते. मुस्लिम असल्यामुळे नव्हे, तर कायदेशीर कागदपत्रे पूर्ण न करता घुसखोरी करून बेकायदेशीर रीत्या त्या फ्लॅटमध्ये राहिल्यामुळे मिसबाह कादरी व त्यांना बेकायदेशीर रीत्या घरात ठेवून घेणार्‍या त्यांच्या मैत्रिणी यांना हा फ्लॅट ठरलेल्या करारानुसार मालकाने सोडायला लावला. सांघवी हाईटस् या इमारतीतील सोसायटीचे सुपरवायझर राजेश नाथुलकर यांनी म्हटले आहे की, या इमारतीत सातव्या आणि आठव्या मजल्यावर गुण्यागोविंदाने मुस्लिम आधीपासून राहात आले आहेत. त्यामुळे मुस्लिम आहेत म्हणून कुणाला नाकारण्याचा काही प्रश्‍नच नाही! मात्र दलित, मुस्लिम, अभिव्यक्तिस्वातंत्र्य असे विषय आले की, डोळे झाकून नरेंद्र मोदी आणि हिंदुत्ववादी संघटना यांना झोडपत सुटण्याचा जो फोबिया या देशातील डावे, समाजवादी आणि आता नवशिके ट्युशनफेम राहुल गांधी यांना झाला आहे. सरकार म्हटले की, त्याच्या विरोधात डोळे झाकून किंचाळत सुटले पाहिजे आणि ते सरकार जर हिंदुत्ववाद्यांचे असेल तर अगदी संयम सोडून ओरड केली पाहिजे, अशी खूणगाठ बांधलेली प्रसारमाध्यमे विशेषत: टीआरपीची भुकेली इलेक्ट्रॉनिक माध्यमे यात अगदी आघाडीवर आहेत. आता प्रसारमाध्यमे आणि डावे, समाजवादी, राहुल गांधी, यांच्या अशा वारंवार ओरडीने त्यांची विश्‍वासार्हता संपत चालली आहे. मोदी, भाजपा, संघ, विहिंप यांच्या विरोधात हे ओरड करतात, याचा अर्थ नक्कीच सत्य वेगळेच असले पाहिजे, असे आता सामान्य लोकांना वाटू लागले आहे. अभिव्यक्तिस्वातंत्र्य, मूलभूत हक्क अशा विषयात लोकशाहीत लोक संवेदनशील आहेत. हे लक्षात घेऊन आधी चुका करायच्या आणि कांगावा मात्र स्वातंत्र्य, मूलभूत हक्कावर गदा आली असा करायचा, या प्रकारचे कारस्थान कुणीही उठून खेळू लागले आहे. उंदराने ‘राजा भिकारी, माझी टोपी घेतली,’ असे आधी ढोल पिटावेत आणि नंतर ‘राजा घाबरला, माझी टोपी दिली,’ अशीही फुशारकी मारावी, अशा बोधकथेप्रमाणे या माकडचेष्टा चालल्या आहेत. हीच किंचाळणारी मंडळी आणि हेच अभिव्यक्तिस्वातंत्र्य, मूलभूत हक्क या देशात बहुसंख्य हिंदूंना मात्र लागू नाहीत. बेकायदेशीर रीत्या फ्लॅटमध्ये घुसलेल्या मिसबाह कादरी यांना मुस्लिम असल्याने घर सोडावे लागले, असा कांगावा करताच ओरडणार्‍या मीडिया, राजकीय पुढारी यांनी काश्मीर खोर्‍यातून आपल्या मालकीची घरे, दारे, संपत्ती सोडून नेसत्या वस्त्रानिशी काश्मिरी पंडितांना आपल्याच देशात निर्वासिताचे जिणे जगण्याची वेळ आली तेव्हा आपल्या तोंडाला कोणते कुलूप लावले होते? जनता आता असल्या कांगाव्याला भुलण्याइतकी मूर्ख आहे असे समजू नका. असल्या वायफाट आक्रस्ताळेपणाला झुगारून देत जनतेने तीन वेळा गुजरातमध्ये आणि नंतर संपूर्ण देशात पूर्ण बहुमताने मोदी आणि भाजपाला निवडून दिले आहे. जातीच्या आधारे, मागासलेपणाचे भांडवल करत, अल्पसंख्यक असल्याचा कांगावा करत कुणी डावपेच खेळेल, तर जनता त्यांना माफ करणार नाही, हे या दीडशहाण्यांनी लक्षात घेतले पाहिजे. समाजाचे मानसशास्त्र न समजणार्‍या माध्यमांना त्यामुळे सतत जनतेने खोटे ठरविले आहे, हेही लक्षात घेतले पाहिजे

दक्षिण चिनी समुद्रातील वावरावरून चीन, जपान आणि व्हिएतनाम या देशांत वाद

चीनची मोठी चाल दक्षिण चिनी समुद्रातील वावरावरून चीन, जपान आणि व्हिएतनाम या देशांत वाद झाला होता.पंतप्रधान नरेंद्र मोदी यांच्या सरकारला एक वर्ष पूर्ण होत असल्याचा जल्लोष एकीकडे साजरा केला जात असताना चीनने उचललेल्या पावलामुळे भारताला कसा धोका निर्माण झाला आहे, याकडे मात्र कुणाचेही लक्ष नाही. मोदी यांची परराष्ट्र नीती भलतीच यशस्वी झाल्याचा गवगवा केला जात आहे. मोदी यांच्यामुळे भारताची जगात कशी प्रतिष्ठा वाढली, प्रतिमा उंचावली याचे गोडवे गायले जात आहेत. श्रीलंका, मंगोलिया आणि व्हिएतनाम यांसारख्या राष्ट्रांना जवळ करून भारत चीनला शह देण्यात कसा यशस्वी झाला, हे मोठय़ा उच्चारवात सांगितले जात आहे. चीनला जागतिक व्यासपीठावर उघडे पाडायला हवे, यात कोणतीही शंका नाही; परंतु सध्या भारत चीनला लष्करीदृष्ट्या शह देण्यासाठी सज्ज नाही, याचे भान ठेवायला हवे. चीनची लष्करी ताकद भारतापेक्षा १८ पट जादा आहे. चीनने ती एका दिवसात मिळवलेली नाही. त्यामुळे त्यासाठी केवळ गेल्या दहा वर्षांतील सरकारला दोष देऊन चालणार नाही, तर १९७५ पासून सत्तेवर आलेल्या सर्व सरकारांकडे त्याचा दोष जातो. गेल्या दहा वर्षांत भ्रष्टाचाराचे आरोप होतील, या भीतीने संरक्षण साहित्याची खरेदी झाली नाही, हा मोठा दोष डॉ. मनमोहन सिंग यांच्या सरकारचा आहेच. तो विसरता येणार नाही. भारतीय नौसेनेची सध्याची स्थिती, कालबाह्य नौका, वारंवार अपघात होणार्यार नौका आणि नव्या नौकांचा नौदलात समावेश करण्याकडे झालेले दुर्लक्ष, याची इत्यंभूत माहिती चीनकडे आहे. त्यामुळेच आता हिंदी महासागरातील भारताच्या वर्चस्वाला शह देण्याची व्यूहनीती चीनने आखली आहे. दक्षिण चिनी समुद्रातील वावरावरून चीन, जपान आणि व्हिएतनाम या देशांत वाद झाला होता. दक्षिण चिनी समुद्राची मालकी कोणाकडे असावी, यावरूनही जपान व चीनमध्ये संघर्ष सुरू आहे. आता त्यात आणखी भर पडणार आहे, ती चीन व भारताच्या वादाची. दक्षिण चीनच्या समुद्रात लाईट हाऊस निर्माण करण्याची योजना चीनने आखली आहे. या योजनेला मलेशिया, व्हिएतनाम, फिलिपाईन्स, ब्रुनेई आदी राष्ट्रांचा विरोध असून त्यामुळे या भागात सध्या तणावाचे वातावरण आहे. चीनचे सैन्य २३ लाख असून लष्करासाठीची तरतूद १४५ अब्ज डॉलर्स होती. याउलट, भारताची तरतूद फक्त ४0 अब्ज डॉलर्सची आहे. दक्षिण चिनी समुद्रातील नैन्शा बेटावर लाईट हाऊस उभारण्यासाठी कोनशिला बसवण्यात आली आहे. आपत्कालीन परिस्थितीत मदत करण्यासाठी हे लाईट हाऊस बांधले जात असल्याचे स्पष्टीकरण चीनच्या परराष्ट्र मंत्रालयाने केले असले, तरी त्यावर कोणीही विश्वाजस ठेवणार नाही. फिलिपाईन्ससारख्या छोट्या राष्ट्रांना शह देण्यासाठी हे पाऊल चीनने उचललेले नाही; परंतु या देशांनीही ऊठसूट चीनची कागाळी करण्याचे कारण नाही, असा इशाराच चीनच्या प्रवक्त्याने दिला आहे. चीनने काढलेल्या एका श्वे तपत्रिकेत अंतराळ, समुद्र, सायबरस्पेस, अण्वस्त्र आदींवर भर देण्याचा मनोदय व्यक्त केला आहे. त्यात नौदलाचाही समावेश आहे. दक्षिण चिनी समुद्र आणि प्रशांत-हिंदी महासागर पट्टय़ात चीनचा वाढता वावर भारत व अमेरिकेच्या दृष्टीनेही धोकादायक आहे. चीनकडे सध्याच एक विमानवाहू नौका आहे. आणखी एका विमानवाहू नौकेची बांधणी अंतिम टप्प्यात आहे. केवळ समुद्रसीमेचे रक्षण करण्यावर चीन समाधानी नाही, तर खुल्या समुद्रावर त्याचे लक्ष आहे. अमेरिकेच्या दक्षिण चीन समुद्रावर टेहळणी करणार्या, विमानाला चीनच्या नौकेने पळवून लावले होते, ही बाब पाहता भारताच्या नौसेनेलाही चीनचे कडवे आव्हान असणार आहे. दक्षिण चिनी समुद्रातील एका बेटावर चीन धावपट्टी बनवत असल्याचे वृत्त गेल्या नोव्हेंबरमध्ये आले होते. उपग्रहाद्वारे मिळालेल्या छायाचित्राच्या आधारे ते वृत्त देण्यात आले होते. स्पार्टली बेटावर ही धावपट्टी बनवली जाणार आहे. त्या बेटावर शेजारच्या अनेक राष्ट्रांनी दावा केला आहे. अमेरिकेने चीनच्या दक्षिण समुद्रातील वावरावर हरकत घेतली होती; परंतु चीन अमेरिकेला जुमानायला तयार नाही. अफगाणी तालिबान्यांशी चर्चा करून पाकिस्तानमधील कारवाया थांबवण्यासाठी चीन प्रय▪करत आहे. अफगाणिस्तानच्या सरकारशी तेथील तालिबान्यांचे गूळपीठ जमले आहे. अशा पार्श्वकभूमीवर भावी काळात भारताला या तालिबान्यांपासून धोका संभवतो. गेल्या आठवड्यात भारतीय राजदूताला मारण्याचा प्रय▪तसेच भारतीय कंपन्यांना त्रास देण्याचा झालेला प्रय▪पाहता चीनची ही व्यूहनीती असू शकते. श्रीलंकेतील चिनी कंपन्यांची कामे रद्द केल्याचा बदला घेण्यासाठी चीन कोणत्याही थराला जाऊ शकतो.

There is a lot of debate about Modi’s 1 year and what is the purpose behind the visits abroad. The article below attempts to throw some light on this issue: Some of the reasons why Modi had to visits so many countries. He does not go for personal pleasure. Judge him by the results he has achieved. The image of India abroad before Modi was at its lowest. India bashing was the order of the day. Smaller countries were treating us with contempt and our government was paralysed into inaction, on all fronts. Narendra Modi is no greenhorn in politics and statecraft. . . He has already achieved more for Gujarat in his tenure as CM there than any Indian state ever had. . . Few hidden (because the main stream media will purposely ignore them) achievements are given below: 1. BJP Govt. convinced Saudi Arabia not to charge “On-Time Delivery Premium charges" on Crude Oil – Young Petroleum Minister Dharmendra Pradhan & External Affairs Minister Sushma Swaraj sealed the deal. Saved the country thousands of crores... . . 2. India will build 4 Hydroelectric power stations + Dams in Bhutan (India will get lion's share in Green energy that will be produced in future from these projects) . . 3. India will build Biggest ever dam of Nepal (China was trying hard to get that) – India will get 83% Green energy produce from that hydro power station for free – in future. . . . . 4. Increased relationship with Japan and they agreed to invest $ 30 Billion in DMIC (Delhi – Mumbai Investment Corridor). That's Rs 200,000 crores by today's exchange rates..... . . 5. Increased strategic relationship with Vietnam and Vietnam has now agreed to give contract of Oil exploration to ONGC-Videsh (UPA was not ready to take this at all because they were worried about China – and getting into a conflict of interests on south China sea). The UPA had always been on the backfoot about every aspect of foreign policy. . . 6. Increase Oil Imports from Iran, despite the ban by USA. . Iran agreed to sell in Indian Rupees and it saved our Forex, not just for now, but protected India from future currency fluctuations. India also gets to build “Chabahar” port of Iran, encircling Pakistan. Because we well have exclusive access for our Naval ships in this port. . . 7. India – Australia (NaMo is first PM to visit Australia after 28 yrs), despite Australia being a major supplier of Coal & Uranium. . . NaMo was able to convince Tony Abbott and now Australia will supply Uranium for our energy production. . . . 8. China leaning President Rajapakse lost elections in Sri Lanka – Remember UPA lost “Hambantota” port development – read latest report of CIA, where they mention RAW has played a major role in power shift of Sri Lanka. Now Modi has confirmed he is visiting Sri Lanka in April. And Sri Lanka has backed out of Chinese contract and shifted to Indian project managers. . . 9. With China, as Trade Deficit was increasing, NaMo forced their hand. Anti-Dumping will come soon so China will invest heavily into India. – China has already committed $ 20 billion Investment in India. That's nearly ₹140,000 crores. . . . 10. India approved the border road in the NorthEast and around India- China border – Remember just because of China’s opposition, the ADB (Asian Development Bank) didn’t give us funds during UPA regime and UPA held that file under “Environment Ministry control – Remember the infamous “JAYANTHI TAX "? No one bothered about the disastrous effect on our armed forces. . . . 11. India managed to bring back 4,500+ Indians from War zone in Yemen and also brought foreign nationals of 41 different countries, which put India’s name onto the highest platform globally in conducting that rescue mission – PM Narendra Modi specially talked to the new Saudi Arabian king Salman and told him to allow Indian Airforce planes to fly – as Saudi Arabia was attacking on Yemen and Yemen skies was declared NO-FLY Zone: thanks to this we got an assured clear window of a few hours and guys guess who coordinated this? Ajit Doval, Sushama Swaraj and Gen V K Singh. All in person.... When was the last time you ever heard of ministers involved personally in such efforts that didn't fetch thousands of crores?? Guess the religion of those rescued?? But it isn't secular to mention that most of those rescued from Yemen or earlier from Iraq weren't Hindus at all.. . . 12. It will be of great help to resolve India’s Power problems. . . . 14. Canada approves visa on arrival for all Indian tourists. . . . 15. Till recently we were exclusively buying Nuclear Reactors from Russia or USA and it was much like beggar kind of situation because they were worried about usage of Nuclear reactor for some other use. So only what they opted to give us, we could get. . Now Narendra Modi was able to convince France and now France will make Nuclear reactors with the latest technology in India. On MAKE IN INDIA efforts.. with collaboration with an Indian company as a partner. . . 16. PDP GOVT & AMARNATH YATRA IN KASHMIR

अमरनाथ यात्रेच्या मुद्द्यावरून होणारा विरोध काही नवीन नाही. गेल्या वर्षी ङ्गुटीरतावाद्यांनी बालटाल येथे हिंसाचार माजवून यात्रेकरूंमध्ये दहशत निर्माण करण्याचा प्रयत्न केला होता. २००८मध्येदेखील यात्रेचा कालावधी ५५ दिवसांऐवजी कमी करून, तो १५ दिवस करण्याच्या मागणीसाठी मोठ्या प्रमाणात हिंसाचार माजविण्यात आला. यात्रेकरूंच्या सुविधांसाठी अमरनाथ देवस्थान मंडळाला उपलब्ध करून देण्यात आलेली ४० एकर जमीन ङ्गुटीरवाद्यांना पाहवली नाही. ङ्गुटीरतावाद्यांना खूश करण्यासाठी तेव्हा तत्कालीन सत्ताधार्‍यांनी त्वरित जमीन आवंटन रद्द करून टाकले होते. मात्र, त्या तुलनेत उर्वरित भारतात मुसलमानांच्या प्रकरणात सेक्युलर पक्षांमध्ये जीवनाच्या प्रत्येक क्षेत्रात अधिकाधिक सुविधा देण्याची स्पर्धा सुरू होते. अमरनाथ यात्रेच्या मुद्द्यावरून पुन्हा एकदा काश्मीर खोर्‍यात पाकपोषित ङ्गुटीरतावादी नेत्यांनी डोके वर काढले आहे. अमरनाथ यात्रेचा कालावधी कमी करण्याची त्यांनी मागणी केली आहे. गेल्या काही वर्षांपासून अमरनाथ यात्रेत अडथळे आणण्याचे प्रयत्न होत आहेत. वास्तवात ङ्गुटीरवादी कट्टरपंथी त्या प्रत्येक प्रतीक व परंपरेला नष्ट करण्याचा कुटील प्रयत्न करीत आहेत, ज्या भारताच्या कालजयी सनातन संस्कृतीच्या वाहक आहेत. अमरनाथ यात्रेच्या मुद्द्यावर सेक्युलर पक्षांची उदासीनता आणि ङ्गुटीरवादी नेत्यांचा प्रखर विरोध एका विशिष्ट मानसिकतेने प्रेरित आहे. ही मानसिकता हिंदू आणि हिंदुस्थानच्या सनातनी संस्कृतीच्या विरोधात केंद्रित आहे. अमरनाथ यात्रेला अपशकुन करण्याचे अभियान काही नवीन नाही. खोर्‍यातून काश्मीरच्या मूळ संस्कृतीचे प्रतीक असलेल्या काश्मिरी पंडितांना बंदुकीच्या बळावर पळवून लावल्यानंतर इस्लामी कट्टरवाद्यांचे एक लक्ष्य पूर्ण झाले आहे. खोरे ‘काङ्गीर मुक्त’ (हिंदुरहित) झाले आहे. हिंदूंची बहुतांश प्राचीन मंदिरे उद्ध्वस्त करण्यात आली आहेत; परंतु, काही प्रमुख आराध्य स्थळे अद्यापही बचावली आहेत. ते ‘कुङ्ग्र’चे प्रतीक असल्यामुळे जिहादींच्या रडारवर आहेत. अमरनाथ यात्रेला प्रत्यक्ष वा अप्रत्यक्ष विरोध याच मानसिकतेचे उदाहरण आहे. ही महंमद घोरी आणि गजनीची ‘गाजी मानसिकता’ आहे, जिने हिंदूंची आराध्य स्थळे चिरडून टाकली. सोमनाथ मंदिर वारंवार लुटण्यात आले. ही बख्तियार खिलजीची मानसिकता आहे, जिने विश्वविख्यात नालंदा विद्यापीठ जाळून खाक करून टाकले. ही युवा अकबर आणि त्याचा पालक बैरम खानची मानसिकता आहे, जिने हिंदू राजा हेमचंद्र विक्रमादित्याची अतिशय क्रूरपणे हत्या केल्यानंतर त्यांचे वडील आणि नातेवाईकांची कापलेली शिरे मीनार बनविण्याच्या कामात आणली. ही तीच जहांगिरी मानसिकता आहे, जिने गुरू अर्जुनदेवांचा वध केला होता. ही जकारिया खानची मानसिकता आहे, जिने इस्लाम स्वीकारण्यास नकार दिल्याबद्दल वीर बालक हकीक रायचे मस्तक धडावेगळे केले. ही औरंगजेबी मानसिकता आहे, जिने काशी आणि मथुरेतील मंदिरे उद्ध्वस्त करून, तिथे मशिदी उभारल्या. ही औरंगजेबी मानसिकता आहे, जिने गुरू तेगबहादूरांचे अतिशय क्रूरपणे शिरकाण केले. ही ती मानसिकता आहे जिने शिखांचे दहावे गुरू गोविंद सिंह यांच्या दोन निष्पाप वीरपुत्रांना जिवंतपणे जमिनीत चिणून टाकले. ही तीच मानसिकता आहे, जिने शूरवीर बंदासिंहच्या शरीराची अतिशय क्रूरपणे शकले उडविण्यापूर्वी त्यांच्याच डोळ्यासमोर त्यांच्या पुत्राची खांडोळी करून टाकली. आपल्या ५० वर्षांच्या राजवटीत मोगल बादशाह औरंगजेबने काश्मीरमध्ये १४ सुभेदार नियुक्त केले. त्यातील सुभेदार इफ्तियारखान सर्वाधिक स्वामिभक्त निघाला, ज्याने १६७१ ते १६७५च्यादरम्यान काश्मिरातील हिंदूंवर अनन्वित अत्याचार केले आणि तलवारीच्या बळावर त्यांना इस्लाम स्वीकारण्यास भाग पाडले. मोगलांच्या भीषण अत्याचारांमुळे भयभीत झालेले काश्मिरी पंडित पं. कृपाराम यांच्या नेतृत्वात शीख गुरू तेगबहादूर यांच्याकडे गेले आणि त्यांना मोगलांपासून आपले रक्षण करण्याची विनंती केली. गुरूंनी त्यांच्या प्राणांचे रक्षण करण्याचा निर्धार केला आणि यासाठी हौतात्म्य पत्करले. नंतर या धर्मयुद्धात गुरू गोविंदसिंहासह त्यांचे चारही वीरपुत्र, तसेच असंख्य गुरुसेवक शहीद झाले. ही तीच मानसिकता आहे, जिने १९४७मध्ये भारतमातेची रक्तरंजित ङ्गाळणी केली आणि लक्षावधी नागरिकांना आपल्या स्वत:च्याच देशात निर्वासित बनविले. ही तीच मानसिकता आहे, ज्यामुळे पाकिस्तानात हिंदू-शिखांची लोकसंख्या जी ङ्गाळणीपूर्वी २४ टक्के होती, आज ती केवळ दोन टक्के आहे. ङ्गाळणीनंतर पाकिस्तानाच्या भूमीत ४२८ मंदिरे होती, याच मानसिकतेमुळे आज त्यातील केवळ २६ मंदिरे अस्तित्वात आहेत. याच मानसिकतेमुळे ज्या बांगलादेशात हिंदू-शिखांची लोकसंख्या ३० टक्के होती, आज त्यात घट होऊन, केवळ ७.८ टक्केच शिल्लक राहिली आहे. ही तीच मानसिकता आहे, जिने काश्मीर खोर्‍यातून तेथील मूळ वंशाच्या, काश्मिरी पंडितांना खोरे सोडून जायला भाग पाडले. हीच मानसिकता आज शिया-सुन्नी किंवा सुन्नी-शियाच्या नावाखाली आपल्याच धर्मबांधवांची कत्तल करीत आहे, एवढेच नव्हे, तर गैरमुस्लिमांना रक्तपाताच्या बळावर नष्ट करण्यास आतुर झाली आहे. आज त्या मानसिकतेचा बीभत्स चेहरा आमच्या समोर इसिसच्या रूपात समोर आहे, जो यजीदी ख्रिश्चनांची व शियांची कत्तल करून क्रूरतेचा कळस गाठत आहे. अमरनाथ यात्रेच्या मुद्द्यावरून होणारा विरोध काही नवीन नाही. गेल्या वर्षी ङ्गुटीरतावाद्यांनी बालटाल येथे हिंसाचार माजवून, यात्रेकरूंमध्ये दहशत निर्माण करण्याचा प्रयत्न केला होता. २००८मध्येदेखील यात्रेचा कालावधी ५५ दिवसांऐवजी कमी करून, तो १५ दिवस करण्याच्या मागणीसाठी मोठ्या प्रमाणात हिंसाचार माजविण्यात आला. यात्रेकरूंच्या सुविधांसाठी अमरनाथ देवस्थान मंडळाला उपलब्ध करून देण्यात आलेली ४० एकर जमीन ङ्गुटीरवाद्यांना पाहवली नाही. ङ्गुटीरतावाद्यांना खूश करण्यासाठी, तेव्हा तत्कालीन सत्ताधार्‍यांनी त्वरित जमीन आवंटन रद्द करून टाकले होते. मात्र, त्या तुलनेत उर्वरित भारतात मुसलमानांच्या प्रकरणात सेक्युलर पक्षांमध्ये जीवनाच्या प्रत्येक क्षेत्रात अधिकाधिक सुविधा देण्याची स्पर्धा सुरू होते. येथे तर सरकारी पैशाने मुसलमानांना हजची यात्रा करण्यासाठी मक्का-मदिना येथे पाठविण्यात येते. मात्र, मानससरोवर यात्रा किंवा अमरनाथ यात्रेत हिंदूंना मूलभूत सुविधाही उपलब्ध करून देण्याचा विचारही सेक्युलर राज्यकर्त्यांच्या मनात येत नाही. हजची यात्रा करणार्‍यांसोबत डॉक्टर्स, परिचारिका, हज अधिकारी, हज सहाय्यक एवढा मोठा लवाजमा असतो. मक्का-मदिना येथे ९० खाटांचे इस्पितळ आणि १८ आरोग्य केंद्रांच्या व्यवस्थेबरोबरच १७ रुग्णवाहिका हज यात्रेकरूंच्या सेवेत तत्पर असतात. अमरनाथ यात्रेच्या वेळी सरकारी खर्चाने, अशा प्रकारच्या सुविधा का उपलब्ध करून देण्यात येत नाहीत. राजस्थान हिंदुबहुल आहे आणि येथील अजमेर शरीङ्ग येथे दरवर्षी उरूस आयोजित करण्यात येतो, दिल्लीतील हजरत निजामुद्दीन औलियाचा दर्गा, मुंबईतील हाजी अलीचा दर्गा, उत्तराखंडमधील कलियार शरीङ्ग, तामिळनाडूत नागौर दर्गा इत्यादीसह अन्य कित्येक दर्गे देशात आहेत, जेथे हिंदूही श्रद्धापूर्वक नमन करतात. कुठल्याही मुस्लीम आराधना स्थळी कधीही बहुसंख्यक हिंदूंकडून कुठलाही उधम अथवा उत्पात माजविला जात नाही. मात्र, अमरनाथ यात्रेबाबतच प्रत्येक वेळी विरोध कशासाठी?

FORTRIGHT MODI IN CHINA

A forthright Modi in China Amb Kanwal Sibal, Dean, Centre for International Relations and Diplomacy, VIF During his China visit, Prime Minister Modi has been unusually forthright in speaking about the problems that hold back the India-China relationship. He probably feels that his desire to strengthen ties with China being so clear, he has earned the confidence of the Chinese leaders enough to be able to pinpoint India’s concerns about some aspects of China’s policies that we find difficult to digest. This is a new approach Modi has fashioned. Our earlier approach has been to soft pedal differences, avoid airing them in public and pretend they are more manageable than they actually are. There has been a tendency also to explain China’s behaviour to ourselves by becoming their spokespersons to our own people, and in the process accept some of the blame for the problems that endure. Modi is following a different tack, that of creating consciousness in the Chinese public that China has a responsibility of addressing outstanding issues if it wants the bilateral relationship to move forward and bring about the Asian century that its leadership visualises. This is a more self-confident approach. Whether this more robust attitude will produce the results we want is not certain. China is used to such exhortations by the US, which, unlike our case, are also backed by US power. Yet, China both bends and defies to the degree necessary to manage the relationship with the US, but without changing its fundamental course of building its national power and commensurately raising the level of its strategic challenge to the US. In other words, China does not get cowed down, nor is willing to yield on essentials even when its policies do not make sense always in the light of its own self-interest as seen by external observers. Whatever the caveats, Modi is moving the Chinese out of their present comfort zone and dealing with China with greater self-assurance which cannot but have some impact on how it treats India in the future. This is a new balance that Modi is establishing between leveraging economically the China connection for India’s development and not losing politically by diffidence in mentioning differences that endure. There are some indications that China believes that of all the partners that India is wooing for investments, it is the one best placed to meet India’s needs, especially in modernising its poor infrastructure. In other words, India’s choices are limited and this gives China a strong hand to play even in the economic field. Modi is implicitly making China reexamine its assumptions By choice or consequence, Modi is linking the economic to the political by his double messaging in Beijing. On the one hand, the joint statement issued during the visit explicitly says that outstanding differences, including on the boundary question, should not be allowed to come in the way of continued development of bilateral relations. On the other, Modi stressed in his joint press conference with Chinese premier Li Keqiang that China needed to “reconsider its approach on some of the issues that hold us back from realising the full potential of our partnership" and “take a strategic and long term view of our relations”. This suggested that the long term relationship could be either jeopardised or impeded if China continued with its present approach. It is interesting that in asking China to think long term he summarily debunked the widely accepted myth that China thinks not years but decades ahead in policy making. Standing alongside Li Keqiang, Modi reiterated the “importance of clarification of the Line of Actual Control”, a point he had made in Xi’s presence during the latter’s September visit to India, and “tangible progress on issues relating to visa policy (stapled visa issue, no doubt) and trans-border rivers”. He also alluded to “some our regional concerns” (undoubtedly China’s policies in our neighbourhood, especially in Pakistan). It is clear that Modi raised all these issues in his private conversations with Xi and Li Keqiang, as otherwise publicly mentioning them in the latter’s presence would have seen as a form of political ambush by the Chinese premier. Modi’s intention was obviously to make public his political expectations from China in the years ahead. Modi expatiated further on these points in his address at the Tsinghua University. He put more pressure on the Chinese government by stating publicly that if the two countries “have to realise the extraordinary potential of our relationship, we must also address the issues that lead to hesitation and doubts, even distrust, in our relationship”. This is extraordinary plain speaking. He spoke of trying “to settle the boundary question quickly” in a way that does “not cause new disruptions”- an allusion no doubt to China’s unreasonable demands in the eastern sector. This amounts to, again, asking the Chinese publicly to rethink its posture on the package deal on the border. To remove “a shadow of uncertainty” that “hangs over the sensitive areas of the border region” because “neither side knows where the Line of Actual Control is in these areas”, he recalled his proposal to resume the process of clarifying the LAC “without prejudice to our position on the boundary question”. This is a via media he is seeking between, on the one hand, stabilising the border and eliminating periodic stand-offs that damage the political relationship and make headway in other areas that much more difficult and, on the other, a permanent solution to the boundary question. It is doubtful whether China would accept this option that was always open. indeed, China was committed to this process but abandoned it favour of the Special Representatives (SR) mechanism. It is unclear, moreover, how the LAC clarification process and the SR mechanism can proceed simultaneously. Voicing concerns about China’s increased engagement “in our shared neighbourhood”, Modi, in his Tsinghua address, called for “deeper strategic communication to build mutual trust and confidence” so as to “ensure that our relationships with other countries do not become a source of concern to each other”. In talking of “shared neighbourhood” Modi is talking about South Asia and not the western Pacific, and this is significant. To strengthen our international cooperation, he frontally sought China’s support for India’s permanent membership of the UN Security Council and India’s membership of export control regimes like the Nuclear Suppliers Group. This was unusual as such a public appeal does not normally come from his elevated position. A prime Minister should not seen as a supplicant. Anyhow, by stating all this, Modi has, in a sense, laid out the political agenda of the relationship in the years ahead from his side, which if not achieved in some measure in a reasonable time frame can become a source of criticism and could even make the economic agenda with China even more controversial as a one-sided strategic compromise. The joint statement and the Tsinghua speech contain some notable formulations, omissions and iterations, some curious, many positive and a few negative. If the India relationship was for president Obama a defining one for the 21st century, the joint statement notes, as a rhetorical balance, that the “India-China relations are poised to play a defining role in the 21st century in Asia and, indeed, globally”. A China that supposedly rejects an equal status for India accepts in the joint statement that the two countries are “major poles in the global architecture”. On the boundary question, the old, cliched language is repeated and the emphasis remains on improved border management. No mention is made to China’s self-serving One Road One Belt (OBOR) initiative to which Xi attaches much importance, and which figured prominently in his recent Pakistan visit. Our neighbours like Sri Lanka and Nepal would have particularly noted this omission. Significantly, the joint statement contains no reference to security in the Asia-Pacific region, unlike in September 2014, which suggests a failure to agree on language on this sensitive issue. Maritime cooperation too does not figure in it, which suggests difficulties in drafting the joint statement. We have again thanked China’s Foreign Ministry and the government of “the Tibetan Autonomous Region of the People’s Republic of China” for facilitating the Kailash Manasarovar Yatra. It would have been sufficient to have simply thanked “China” in September 2014 and now, but the Chinese obviously press us to include formulations that recognise TAR as part of the PRC in our joint statements- a practice that was discontinued by the UPA government in the face of China’s increasingly strident claims on Arunachal Pradesh. These offensive claims unfortunately continue and therefore do not justify such politically one-sided gestures by us. Maybe we think this is too sensitive a subject for us to reticent about and to keep the relationship on even keel we feel we can keep giving China comfort over Tibet even when China cynically uses Tibet to make outlandish territorial claims on us. This gesture could also have been a quid pro quo for the stronger formulation on terrorism in the joint statement that could not have pleased Pakistan (though it should be noted that the statement refers not to “cross-border terrorism” which is a formulation India uses to accuse Pakistan, but to “cross border movement of terrorists” which has a different connotation), as well as the separate joint statement on Climate Change that fully reflects India’s position and assumes importance in the context of the Climate Change summit in Paris where the effort would be to isolate India and use the US-China agreement to that end. The question though remains how India will reconcile its commitment to work closely with the US to make the Paris Conference a success with the enunciation of a common position with China which conflicts with the basic US approach. The reference in the joint statement to the “commonalities” in the approach of the two countries to global arms control and nonproliferation is puzzling as it conflicts with reality and whitewashes China’s historical and current proliferation activities in Pakistan. To have China in return “note” our aspirations to join the NSG, is an altogether insufficient reason to make this concession and lose a political card against China and Pakistan. Opening ISRO to China through a Space Cooperation Outline (2015-2020) Cooperation may also seem premature to some, given the actual state of India-China relations. In his Tsinghua speech, Modi noted pointedly that while both countries seek to connect a fragmented Asia, “there are projects we will pursue individually”, which implies cold shouldering China’s idea of linking our Mausam and Spice Route projects with OBOR. Progress in the BCIM (Bangladesh, China, India, Myanmar) Economic Corridor is mentioned in the joint statement, despite the danger of opening up our inadequately nationally integrated northeast to more economic integration with China. Why Modi mentioned this corridor again in his university speech is unclear, but then, having participated in the joint working group discussions on the project for some time now, it might have been tactically difficult to close the door on it abruptly. That Modi himself announced at the last minute at Tsinghua the grant of e-visas to the Chinese after the Foreign Secretary had told the media earlier that no decision had been taken, raises questions about policy making, especially as the stapled visa issue remains unresolved. Of course, enhanced economic engagement requires easier visas and to that extent such a decision can be seen as pragmatic, but we have given up a valuable card touching upon sovereignty issues without sufficient return. No wonder the Chinese Foreign Minister was delighted by this gift from the Prime Minister. The driving force behind Modi’s wooing of China being trade and investment, the progress achieved on that front was of principal interest in terms of outcomes. Here, the results have been less than expected. In a sense this was to be expected as too little time had elapsed between Xi’s visit to India and Modi’s visit to China to produce dramatic results. The $20 billion of investment five years promised by Xi would take time to materialise under any circumstances, but more so in the case of China as it has so far invested little in the country, its investors have limited experience of working in India, its leaders are looking for preferential treatment and want a better understanding of the legal conditions. The joint statement largely repeats what was said in September 2014 during Xi’s visit on taking joint measures to alleviate the problem of deficit and cooperate in providing Indian products more market access in China. The language is very noncommittal and it is left to the India-China Joint Economic Group to work on these issues. It was agreed that the next meeting of the Strategic Economic Dialogue, co-chaired by Vice Chairman of NITI Aayog of India and Chairman of NDRC of China, will be held in India during the second half of 2015. On the other hand, China’s economic interests in India are treated more concretely, with satisfaction expressed with the progress achieved in the Railway sector cooperation including the projects on raising the speed on the existing Chennai-Bengaluru-Mysore line, the proposed feasibility studies for the Delhi-Nagpur section of high speed rail link, the station redevelopment planning for Bhubaneswar & Baiyappanahalli, heavy haul transportation training and setting up of a railway university. Although 24 agreements were signed during the visit and the number is impressive, in reality the most significant one relates to the opening of our respective consulates in Chengdu and Chennai and space cooperation. There is no economic agreement of note that figures in the list. Surprisingly, the joint statement contains no reference to the two industrial parks that China will be setting up in India, even if it were to merely record some progress in implementing this initiative. Even the figure of $20 billion of Chinese investments in India in the next 5 years- if nothing but for its positive optical effect- is not mentioned this time. No doubt 26 “agreements” were signed during the visit to Shanghai- mostly MOUs involving the private sector that have no binding value- in the areas of renewable energy, power, steel etc. These are sectors in which China is either already strongly present in India or is a global player as in the case of solar power. Its aim would be to capture the Indian market in what would be a highly fecund area for Chinese business given India’s massive plans in developing the solar power sector. A point to consider is whether the unfettered entry of Chinese firms would suffocate Indian enterprise in the renewable industry sector as has happened in the power and telecom sectors. Even financing of private Indian companies by Chinese banks has been put on the positive ledger in projecting the results of Modi’s visit, even though all that is meant is that China will lend money to Indian companies to buy more Chinese products and only add to the burgeoning trade deficit between the two countries. That these MOUs, if and when implemented ( many are in the form of intentions only) are potentially worth $ 22 billion is a PR exercise, which all countries resort to in order to embellish the economic “success” of visits by their leaders abroad, and can therefore be excused as standard diplomatic practice. All in all, the China challenge for India has not been reduced by Modi’s visit. On the contrary, Modi has highlighted the political challenges ahead, as China has remained reticent on the points raised by him. Modi is to be commended for largely making the right points during the visit. There were some slippages, but this was perhaps inevitable because China holds the stronger hand. The attempt always is to enlarge the areas of real or potential convergences rather than get bogged down over contentious issues and create a situation where it becomes difficult to issue any meaningful joint statement. The problem in the India-China case is that we are not strategic partners in reality and yet claim that we are. At the end of the day, making the right points and winning them the are two different things. As for personal chemistry between Xi and Modi, it would have been better if Xi too had avowed publicly that the two had a “plus one” friendship, otherwise the psychological advantage is with the side that remains silent. Let us also note personal chemistry can have a short shelf life in the face of hard political and strategic realities. Obama and Xi have had a shirtsleeves meeting in Palm Springs in California in 2013, Bush read Putin’s soul in Slovenia in 2001 and Obama had hamburgers with Medvedev in Washington in 2010, but these get-to-know informal meetings intended to create a personal rapport do not help resolve issues beyond a point. It remains though that both Xi and Li Keqiang made unprecedented personal gestures to Modi.

PASSPORT GILANI-DENY PASSPORT TO SPARATIST GILANI

काश्मीर खोर्‍यामधेच अनेक पाकिस्तानधार्जिणे लोक राहतात अनेक भारतीयांना काश्मीरमधील सत्य परिस्थिती माहीत नाहीं. काश्मीर खोर्‍यामधेच (काश्मिरची २०% लोक संख्या) अनेक पाकिस्तानधार्जिणे आहेत, तिथे लहान मुले पण भारतीय तिरंग्याला किवा राष्ट्रगीताला मानत नाहीत. ते जरी भारतात असले तरी, अजून तेथील लोक भारताला आपला देश मानत नाहीत. १४ ऑगस्टला पाकिस्तानचा झेंडा फडकवला जातो. १५ ऑगस्टला भारतीय ध्वज फडकवला जात नाही. मारल्या गेलेल्या दहशतवाद्यांच्या अंतविधी करता पूर्ण शहर लोटते. ’अमर रहे’ च्या घोषणा केल्या जातात. जेव्हा सैनिक शहिद होतात, तेंव्हा अंत्यविधीस कोणीच नसते. उलट जखमी सैनिकांना घेऊन जाणार्‍या गाड्यांवर दगडफेक केली जाते. आज हे ६७ सापडले. पण असे असंख्य देशद्रोही आपल्या देशामध्ये आहेत आणि मते कमी पडत आहेत म्हणून बांगला देशातून ४-५ कोटी घूसखोरांना आपण भारतात येण्याचे आमंत्रण दिले आहे. देशामधल्या काही प्रतिक्रिया या प्रकारामुळे सार्‍या क्रिकेटप्रेमींमध्ये संतापाची लाट उठली नसती तरच नवल. दिल्लीपासून गल्लीपर्यंत सर्वत्र या काश्मिरी विरुद्ध संतापाची लाट उसळली. काही प्रातिनिधिक प्रतिक्रियाः ज्या भूमीने आपल्याला वाढवले, खाऊपिऊ घातले, सन्मानाने जगू दिले त्या भूमीबद्दल असे दुर्वर्तन? यांना तिकडे पाठवून द्या. म्हणजे तिकडे जाता क्षणीच भारतीय म्हणून त्यांना गोळ्या घालतील. अतिशय भयानक प्रकार आहे. अशा मुलांना पालक कोणती शिकवण देत असतील? देशविरोधी भावना देशात किती प्रमाणात खदखदत आहे? अनेक तरुणांना भारतापेक्षा पाकिस्तान जवळचा का वाटत आहे? अनेक जण कोणत्याच महाविद्यालयात शिकत नाहीत आणि पाकिस्तान सामना जिंकल्यावर जल्लोष करतात, अश्या लोकांचे काय करायचे? असे लोक महाराष्ट्रात देखील बघायला मिळतात. पाकिस्तानचा विजयोत्सव साजरा करणार्‍या या विद्यार्थ्यांचे वर्तन राष्ट्रविरोधी असून, त्यांच्यावर कठोर कारवाई करण्याची मागणी केली. या विद्यापीठात विविध शाखेत २०० काश्मिरी विद्यार्थी शिकत आहेत. अरुंधती व गिलानींविरुद्ध एफ.आय.आर. दाखल करण्याचे कोर्टाकडून आदेश देशविरोधी भाषणे केल्याप्रकरणी लेखिका अरुंधती रॉय आणि हुरियतचे नेते गिलानी यांच्याविरुद्ध देशद्रोही विधाने केल्याच्या आरोपाखाली एफ.आय.आर. दाखल करण्याचे आदेश दिल्लीतील स्थानिक न्यायालयाने पोलिसांना दिले. पोलिसांनी भारतीय दंड संहितेच्या संबंधित कलमांखाली एफ.आय.आर. नोंद करून त्यासंबंधीचा अहवाल कोर्टात सादर करावा असे सांगण्यात आले आहे. गिलानी व अरुंधती आणि अन्य काही जणांकडून राजद्रोहासंबंधी गुन्हा घडला नसल्याचे दिल्ली पोलिसांचे म्हणणे कोर्टाने फेटाळले आहे आणि आरोपीविरुद्ध प्रथमदर्शनी पुरावे असून पोलिसांनी पुढील तपास करावा असे आदेश दिले आहेत. दरम्यान, तक्रार दाखल झाल्यानंतर यथायोग्य कारवाई करण्यास पोलीस कमी पडल्याचे सांगून कोर्टाने त्यांना खडसावले आहे. अरुंधती आणि गिलानींव्यतिरिक्त आणखी पाच जणांच्या नावाचा या प्रकरणात समावेश आहे. यात दिल्ली विद्यापीठाचे प्रा. एस. ए. आर. गिलानी आणि जम्मू- काश्मीर विद्यापीठाचे प्रा. शौकत हुसेन यांचा समावेश आहे. प्रा. गिलानी संसद हल्ला प्रकरणी आरोपी होते व नंतर याप्रकरणातून त्यांची मुक्तता झाली होती. तक्रारीनुसार ज्या व्यक्तींवर आरोप करण्यात आला आहे त्यांनी ऑक्टोबरमध्ये आयोजित ‘आझादी - द ओनली वे’ या कार्यक्रमात देशविरोधी विधाने केल्याचे म्हटले आहे. काश्मीरला स्वातंत्र्य मिळावे आणि त्याशिवाय अन्य कोणताही पर्याय नाही, अशी गरळ गिलानींनी ओकली आणि अरुंधती यांनी काश्मीर हा भारताचा भूभागच नसल्याचे आपल्या अकलेचे तारे तोडले होते. आम आदमी पार्टीचे प्रशांतभूषण यांनी पण काश्मीरमध्ये सार्वमत (प्लेबिसाइट) घेतले पाहिजे असे विधान केले होते. "भारतातल्या लोकशाहीत मिळालेल्या अभिव्यक्ती स्वातंत्र्याचा फाजील वापर करणाऱ्यांच्यामुळे देशाचे वाटोळे होईल”, हे वक्तव्य जम्मू-काश्मीरला अधिक स्वायत्तता द्यावी, अशी मागणी करणाऱ्या माजी मुख्यमंत्री डॉ. फारूख अब्दुल्ला यांचे आहे. पाकिस्तानच्या तालावर नाचणारे राष्ट्रद्रोही नेते, सैद अलिशाह गिलानी आणि अभिव्यक्ती स्वातंत्र्याच्या नावाने शिमगा करणाऱ्या अरुंधती रॉय यांच्या वक्तव्यांमुळे संतप्त झालेल्या डॉ. अब्दुल्ला यांनी अत्यंत जळजळीत शब्दात त्यांच्या वक्तव्याचा समाचार घेतला. भारतीय राज्यघटनेने दिलेले अभिव्यक्ती स्वातंत्र्य म्हणजे, राष्ट्रद्रोही चाळ्यांना चिथावणी द्यायचा मुक्त परवाना नव्हे. तिरंगा फडकविण्याबाबत नेहमीच आक्षेप देशाचा प्रजासत्ताक दिन आला की काश्मीरमधील राजकारण्यांना ‘तिरंग्या’च्या ऍलर्जीचे झटके जरा जास्तच जोरात येतात. मग ते अब्दुल्ला असोत, मुफ्ती मोहम्मद सईद आणि मेहबुबा असोत किंवा तेथील फुटीर मंडळी असोत. फुटीर काश्मिरी नेत्यांचे ठीक आहे, ते बोलूनचालून पाकधार्जिणे आणि राष्ट्रद्रोहीच आहेत. मात्र देशाची /राज्याची सत्ता उपभोगणार्‍यांनादेखील तिरंगा फडकविण्याबाबत आक्षेप असावा याला काय म्हणावे? २६ जानेवारी रोजी श्रीनगरमधील लाल चौकात तिरंगा फडकविला तर अघटित घडून काश्मीर खोरे पेटेल असा इशारा मुख्यमंत्री ओमर अब्दुल्ला नेहमी देतात. लाल चौक हा संवेदनशील भाग आहे. त्यामुळे तिरंगा फडकविल्यामुळे तेथे पुन्हा जातीय हिंसाचाराची ठिणगी पडू शकते, अशी भीती ओमर यांना वाटते. ही भीती निराधार नाही, पण फुटीरांच्या भीतीने या देशाने स्वत:चा राष्ट्रधर्म, राष्ट्रध्वज विसरायचा का? काश्मीरमध्ये वातावरण बिघडण्यास, हिंसाचार पेटण्यास कुठलेही निमित्त चालते. पोलिसांनी आंदोलकांवर केलेल्या गोळीबारापासून तिरंगा फडकविण्यापर्यंत कुठल्याही गोष्टीवरून काश्मीरमध्ये भडका उडतो. ’पा”क’-दहशतवादी हातांना घाबरायचे, काश्मीरमधील फुटीरांपुढे माथा टेकवायचा आणि राष्ट्रप्रेमी जनतेला लाथा घालायच्या असेच कित्येक वर्षे सुरू आहे. श्रीनगरमधील लाल चौकात तिरंगा जाळला जातो, त्याऐवजी पाकिस्तानचा ‘चॉंदतारा’ फडकतो तेव्हा तोंडही न उघडणारे तिरंगा फडकविण्यास मात्र आक्षेप घेतात.अश्या गिलानीं ना सरकारने पासपोर्ट का द्यावा?

#ModiInsultsIndia.-WHY DID NARENDRA MODI VISIT SO MANY FOREIGN COUNTRIES

The BACK Benchers with Priyanka Nimse and 47 others Since last few days, I have seen quite a few jokes on Narendra Modi i's foreign visits.... and all people are curious why Narendra Modi visits so many countries, and what is India achieving from it. . Narendra Modi is no greenhorn in politics and statecraft. . . He has already achieved more for Gujarat in his tenure as CM there than any Indian state ever had. . . Few hidden (because the main stream media will purposely ignore them) achievements are given below: . . 1. BJP Govt. convinced Saudi Arabia not to charge “On-Time Delivery Premium charges" on Crude Oil – Young Petroleum Minister Dharmendra Pradhan & External Affairs Minister Sushma Swaraj sealed the deal. Saved the country thousands of crores... . . 2. India will build 4 Hydroelectric power stations + Dams in Bhutan (India will get lion's share in Green energy that will be produced in future from these projects) . . 3. India will build Biggest ever dam of Nepal (China was trying hard to get that) – India will get 83% Green energy produce from that hydro power station for free – in future. . . . . 4. Increased relationship with Japan and they agreed to invest $ 30 Billion in DMIC (Delhi – Mumbai Investment Corridor). That's Rs 200,000 crores by today's exchange rates..... . . 5. Increased strategic relationship with Vietnam and Vietnam has now agreed to give contract of Oil exploration to ONGC-Videsh (UPA was not ready to take this at all because they were worried about China – and getting into a conflict of interests on south China sea). The UPA had always been on the backfoot about every aspect of foreign policy. . . 6. Increase Oil Imports from Iran, despite the ban by USA. . Iran agreed to sell in Indian Rupees and it saved our Forex, not just for now, but protected India from future currency fluctuations. India also gets to build “Chabahar” port of Iran, encircling Pakistan. Because we well have exclusive access for our Naval ships in this port. . . 7. India – Australia (NaMo is first PM to visit Australia after 28 yrs), despite Australia being a major supplier of Coal & Uranium. . . NaMo was able to convince Tony Abbott and now Australia will supply Uranium for our energy production. . . . 8. China leaning President Rajapakse lost elections in Sri Lanka – Remember UPA lost “Hambantota” port development – read latest report of CIA, where they mention RAW has played a major role in power shift of Sri Lanka. Now Modi has confirmed he is visiting Sri Lanka in April. And Sri Lanka has backed out of Chinese contract and shifted to Indian project managers. . . 9. With China, as Trade Deficit was increasing, NaMo forced their hand. Anti-Dumping will come soon so China will invest heavily into India. – China has already committed $ 20 billion Investment in India. That's nearly ₹140,000 crores. . . . 10. On Security – I think adding Ajit Doval to his team is the best decision by NaMo. See the recent tie-up with Pentagon, Israel & Japan. . . Remember I. K. Gujaral as PM stopped RAW’s offensive operations in foreign countries. . Now see how we stopped the Terror Boat and listen to his words … “Any Mumbai like attack from Pakistan and Pakistan will lose Baluchistan!" That's the language of deterrence that I want to hear as an Indian. We won't hit first, but if you do, we surely won't turn the other cheek.... . . . 11. India approved the border road in the NorthEast and around India- China border – Remember just because of China’s opposition, the ADB (Asian Development Bank) didn’t give us funds during UPA regime and UPA held that file under “Environment Ministry control – Remember the infamous “JAYANTHI TAX "? No one bothered about the disastrous effect on our armed forces. . . . 12. India managed to bring back 4,500+ Indians from War zone in Yemen and also brought foreign nationals of 41 different countries, which put India’s name onto the highest platform globally in conducting that rescue mission – PM Narendra Modi specially talked to the new Saudi Arabian king Salman and told him to allow Indian Airforce planes to fly – as Saudi Arabia was attacking on Yemen and Yemen skies was declared NO-FLY Zone: thanks to this we got an assured clear window of a few hours and guys guess who coordinated this? Ajit Doval, Sushama Swaraj and Gen V K Singh. All in person.... When was the last time you ever heard of ministers involved personally in such efforts that didn't fetch thousands of crores?? Guess the religion of those rescued?? But it isn't secular to mention that most of those rescued from Yemen or earlier from Iraq weren't Hindus at all.. . . 13. India’s Air defense was getting weaker by the day, UPA was very happy to let it happen despite repeated specific inputs from the armed forces, NaMo renegotiated Rafale fighter Jets deal with France personally and bought 36 Jets on ASAP basis. At better than rack rates. No middlemen, no commissions... . . . 14. For the first time after 42 yrs Indian Prime Minister visited Canada not to attend some meeting but as a specific state visit, in a Bilateral deal, India was able convince to Canada to supply Uranium for India’s Nuclear reactors for next 5 years. It will be of great help to resolve India’s Power problems. . . . 15. Canada approves visa on arrival for all Indian tourists. . . . 16. Till recently we were exclusively buying Nuclear Reactors from Russia or USA and it was much like beggar kind of situation because they were worried about usage of Nuclear reactor for some other use. So only what they opted to give us, we could get. . Now Narendra Modi was able to convince France and now France will make Nuclear reactors with the latest technology in India. On MAKE IN INDIA efforts.. with collaboration with an Indian company as a partner. . . 17. During 26th Jan. visit of Barack Obama, NaMo convinced USA to drop rule of Nuclear fuel tracking and sorted out Liabilities rules which now open the gates for next 16 Nuclear power plant projects. . . . Isn't this good enough to improve the lot of India??

MODI CHINA VISIT HOW SUCCESSFUL

'मेक इन इंडिया' आणि 'सोल्ड ओव्हर वर्ल्ड' हा त्यांचा नव्या युगाचा कानमंत्र आहे. भारत व चीनचे संबंध मैत्र-शत्रुत्व या स्वरूपाचे आहेत. चीनचे अध्यक्ष शी जिनपिंग यांच्या भारत दौर्या च्या वेळी भारताची कुरघोडी काढण्याची संधी चीनने दवडली नव्हती. आताही मोदी चीनला जाण्याच्या अगोदर चीनच्या सरकारी वृत्तपत्रांत मोदी यांच्यावर टीका झालीच होती. मोदी जेव्हा चीनमध्ये होते, तेव्हाही भारताच्या नकाशातून काश्मीर आणि अरुणाचल प्रदेश गायब करण्याचा प्रताप दाखवलाच!. भारत व चीन यांच्यातील व्यापारात १५ वर्षांपूर्वी अवघी एक अब्ज डॉलर्सची तूट होती. ती आता ३८ अब्ज डॉलर्सवर गेली आहे. या पार्श्वयभूमीवर मोदी यांच्या दौर्याजत २१ करार झाले असले आणि त्यातून २२ अब्ज डॉलर्सची गुंतवणूक भारता येणार असली, तरी प्रत्यक्षात भारत व चीनमधील व्यापारी तूट कमी करण्यासाठी हे करार उपयुक्त आहेत का? हा खरा प्रश्न आहे. भारतात गेल्या वर्षभरात जगाच्या तुलनेत गुंतवणुकीला अतिशय पूरक वातावरण असताना अवघी चार हजार शंभर अब्ज डॉलर्सची गुंतवणूक झाली आहे. चीनमधील मोठमोठय़ा कंपन्यांच्या मुख्य कार्यकारी अधिकार्यां्शी मोदी यांनी संवाद साधला. चीन हा जगाचा कारखाना असला, तर भारत हे त्याचे बॅक ऑफिस असल्याचा उल्लेख करून मोदी यांनी उद्योजकांच्या भावनांना साद घातली. चीनने पाकव्याप्त काश्मीरमध्ये मोठी गुंतवणूक केल्याच्या पार्श्वयभूमीवर मोदी यांच्या चीन भेटीला जास्त महत्त्व होते. चीनच्या अध्यक्षांनी त्यांच्या भारत दौर्याकची सुरुवात जशी मोदी यांच्या होमस्टेट असलेल्या गुजरातपासून करून नवा पायंडा पाडला, तसाच पायंडा मोदी यांनी चीनच्या दौर्या त पाडला. राजशिष्टाचार बाजूला ठेवून जिनपिंग हे मोदी यांच्या स्वागताला आले असले, तरी त्यातून दोन्ही देशांतील कटुता थोडीच दूर होणार आहे. आशिया खंडातील या दोन्ही देशांची लोकसंख्या जगाच्या एकूण लोकसंख्येच्या ३३ टक्के आहे. त्यामुळे या दोन्ही देशांत सीमावाद मिटला किंवा किमान सीमेवर शांतता राहिली आणि व्यापारउदीम वाढला, तर त्यात दोन्ही देशांचे हित आहे; परंतु आता चीनची स्पर्धा भारताशी नाहीच. ती अमेरिकेशी आहे. शस्त्रास्त्र उत्पादनातला जगातील दुसर्याि क्रमांकाचे राष्ट्र, अशी चीनची ओळख झाली असून आशिया-पॅसिफिक प्रांतात तसेच दक्षिण आफ्रिकेतील राष्ट्रांवर त्याची शस्त्रास्त्र बाजारपेठ अवलंबून आहे. सीमेवरचा तणाव कमी करण्यासाठी सातत्यपूर्ण संबंध आणि चर्चेवर मोदी यांनी भर दिला असला, तरी पाकिस्तानसारख्या राष्ट्राशी चीनचे भारतापेक्षा जास्त आर्थिक संबंध आहेत, हे विसरून चालणार नाही. दरवर्षी लाखो कोटी रुपयांच्या गुंतवणुकीचे आकडे तोंडावर फेकले जातात; परंतु त्यापैकी फक्त काही कोटी रुपयांची गुंतवणूक होते, हा अनुभव आहे. मोदी यांच्या दौर्यातत मुख्यमंत्री देवेंद्र फडणवीस होते. औरंगाबादमध्ये तेथील उद्योजकांनी गुंतवणुकीची दाखवलेली तयारी प्रत्यक्षात आली, तरी खूप झाले. जिनपिंग यांच्या दौर्या्च्या वेळी महाराष्ट्राच्या वाट्याला तीन मोठे प्रकल्प येतील, असे जाहीर करण्यात आले होते; परंतु प्रत्यक्षात त्यापैकी एकाही प्रकल्पाचे काम सुरू झालेले नाही.

Vappala Balachandran Updated: Today, 8 hours ago I was asked to fly to Pretoria in December 1994 to meet senior South African intelligence officials to discuss President Nelson Mandela’s security during his India visit in January 1995. Pretoria had conveyed to our Government that they wanted a senior intelligence officer to meet them since they feared a possible white supremacists’ attack on him in India. At that time the South African intelligence was still segregated. The apartheid regime’s National Intelligence Service (NIS) was continuing although their Intelligence Services Act was passed in 1994. As a result I had separate meetings on this subject with the NIS and also with the non-official but assertive African National Congress (ANC) Intelligence. After this was over, the next session was devoted by the NIS to give me a presentation on the mandrax smuggling by Dawood Ibrahim and his gang. They said that the entire African continent was used by him with local help as destination and transit point for Europe and America. Dawood’s 18 passports They showed me a list of Dawood’s 18 passports under different names/ nationalities used by him to visit the region. Their difficulty was that they often came to know about these visits after his departure since their security and intelligence were under major overhaul. They wanted our help in giving them any advance information on his movements to nab him. I was to convey an operational plan after getting approval from New Delhi. In my report to our government I mentioned the South African offer, which as far as I knew, was the first solid proposal of cooperation from a foreign country, who suffered from his foot falls. Somehow nothing came out of this. Although I tried to pursue my proposal, my report was tossed around for discussion at various levels and came to land among heaps of pending files. On my own I could not have offered them composite intelligence since our other departments were involved. The South Africans also did not follow up as the NIS was split into National Intelligence Agency (NIA) for domestic intelligence and South African Secret Service (SASS) for external intelligence in 1995. Also, I retired from government service on June 30, 1995. Since then, the proposal to capture Dawood has become a yearly ritual among our politicians. Home Minister Rajnath Singh’s statement in Parliament on May 11 placing the onus on Pakistan is another such instance. Since the 1993 Bombay blasts, has any government in New Delhi put our intelligence agencies on notice that they have to get the location of Dawood? I know for certain that New Delhi had never made this as Priority No 1 of any agency till at least 1995. Since 1993 many of our retired intelligence chiefs have been rewarded with plum post-retirement postings for their good performance. Was Dawood ever placed as “Priority No 1” for such chiefs to judge their performance while in service? Need for Coordination It is true that we need tightly coordinated efforts not only within our national intelligence agencies but also among the Customs, police and narcotics intelligence wings for getting accurate intelligence on him. This was perhaps difficult before we had set up our National Security Council in 1998. However the question is, have our NSC and the powerful NSAs since 1998 ever tasked any intelligence agency that this issue should be priority No: 1 for the country? If not, why this charade? The reason for this is the absence of institutional mechanism for oversight and performance review of intelligence agencies. Merely briefing the top political leadership on intelligence is not enough as they have no time for performance review. India has not even thought of codifying the role and activities of our intelligence agencies. Our successive leadership of security bureaucracy had shied away from this attempt for fear that outside scrutiny would “expose” their “operations”. Our political leadership is also ignorant on the utility of such a measure. Need for Oversight The former UPA government took no action when their own MP, Manish Tewari, introduced a private bill (“The Intelligence Services-Powers and Regulation-Bill 2011”) trying to codify oversight on our three major intelligence agencies (RAW, IB and NTRO) on the same lines as the British laws. The draft bill provided fairly clear charter for each agency. Like the UK’s Intelligence and Security Committee whose reports are available publicly it was proposed to have a “National Intelligence and Security Oversight Committee” under the Chairmanship of our Vice-President. Their annual reports were to be tabled in the Parliament. Unless we do something like this, we shall hear only ritualistic promises

This is their story. Tiffany Maria Brar: In faraway Thiruvananthapuram, a Non-Profit Organisation by the name of Jyothirgamaya came up in July 2014. Its motto: “If blind cannot go to school, let the school go to them” and their mission is to empower the blind through individual need based training. The young lady behind all this is Tiffany Maria Brar, who herself is visually impaired. Tiffany Maria Brar, who initiated this mobile blind school named the project Jyothirgamaya (Leading To Light) Mobile school for the blind. Jyothirgamaya offers training to blind children and adults at their residence and seeks to not only lead the blind to enlightened and holistic lives, but also attempts to give the sighted population a new perspective on how to look at the blind. Tiffany was born in 1988 in a multi-cultural background with her father being a Sikh officer and her mother an Anglo-Indian. She is the daughter of Lt. Gen. T.P.S Brar, PVSM, YSM (Retd) and Late Leslie Brar. Six months after her birth, it was discovered she was visually challenged and there was a problem with the retina that could not be rectified. Due to her father’s military transferable job, there was no continuity in her schooling, but in her travels she became multi-lingual and learnt five Indian languages. Yet her school environment was unsympathetic as is often the case. She finally came across the co-founders of Braille Without Borders and Kanthari and here she got her first job as a receptionist in 2009. She learnt computers and how to handle technology. She started traveling around Trivandrum, and gradually started making bus and train journeys outside Trivandrum, by herself. During her time at Kanthari, she felt a need to do something to increase the opportunities for the blind. She enrolled in special education courses, for the disabled and passed her B.Ed. in Visual Impairment Special Education with good results. Armed for the occasion, Tiffany then decided to initiate her new project… and the Jyothirgamaya Mobile School for the blind was born. Under its auspices, she has trained numerous beneficiaries in Braille, mobility, daily living skills, and basic computer use and was awarded with the Kerala State Disability Award in 2014. In memory of her husband Col Vasanth, she has set up the Vasantratna Foundation for Art, through which she reaches out to children of martyrs, especially those from the ranks, to help them with their education in the form of scholarships. She lives with her two daughters in Bangalore. Late Colonel Vasanth, AC, Commanding Officer, 9 Maratha Light Infantry laid down his life while fighting insurgents in Jammu and Kashmir on 31st July 2007 while deployed on the Line of Control in the rugged and inaccessible Uri Sector. He was awarded Ashok Chakra (Posthumous) for his gallant act and supreme sacrifice and was the first person from the state of Karnataka to receive this honour. The Vasanthara Foundation uses arts as a medium for covering projects in education and empowerment and aims to create a support system for the spouses and families of Armed Forces personnel. More than mere cosmetic support, they try to empower women from martyrs’ families through education and the arts, and help them to discover their potential to achieve their goals. Deepa is a paraplegic who was confined to the wheel chair since 1999 but has not let that affect her participation in Adventure sports. Braving her life with chest below paralysis, and three spinal tumor injuries she is now an International sports person and medallist, first paraplegic woman biker and car rally driver. Wife of a veteran Cavalier officer, Col. Bikram Malik and daughter of a veteran Infantry officer, Col. Nagpal, Deepa is very proud of her Army origins. Her husband, family and friends have been her support system every step of the way. COMMENDABLE EARTHQUAKE RELIEF WORK BY SAMIR PATHAM SON OF ADMIRAL PATHAM

Adventure Pulse - Avalanche account > The details of their account is as follows: > > Samir Patham, age 32 and Sauraj Jhingan age 30, both of whom are directors of Adventure Pulse are the only team from Pune to run and organise their own expedition to the summit of Mount Everest this year. Samir is son of a retired Admiral of the Indian Navy and Sauraj's father is a retired Major General from te Indian army. They are both professional mountaineers, in addition to holding MBA degrees, and have completed the Advanced mountaineering courses from the prestigious Nehru Institute of Mountaineering, Uttarkashi and have climbed a number of peaks Mount Kilimajaro, Africa, Island peak, Lobouche peak and Mera peak in Nepal and Stok kangri and Mount Nun in Ladakh. The boys are currently on an expedition to summit Mount Everest and have chosen to stay and help with the rescue efforts for the climbers and support teams there in an effort to help those who need it the most. > > Their tents are located at the mouth of the Khumbu icefall, which is roughly in the middle of base camp. > > They were able to recover 75% of their equipment and material and their food rations as well. The avalanche destroyed a lot of the other camps and many climbers and Sherpas lost their tents, sleeping bags, rations and equipment and since these two are running their own expedition and have the experience and ability to help, they felt that they needed to stay back to provide whatever assistance they could in the aftermath of this tragedy. Therefore their plan is to hold strong and provide logistic support for those stranded there until they are able to recover and sustain themselves. > > The sequence of events: > > Both were at Everest base camp, having returned from high camp on Mount Pumori (the mountain from which the avalanche took place) as part of their acclimatisation schedule only the previous day. > > It was a regular day on the glacier. They were a little disappointed to see that the weather had taken a turn for the worse, having spent close to four weeks in very snowy conditions and had only enjoyed a few clear days that week during which they made their way through the Khumbhu Icefall up to camp 1 as per plan. They had climbed up to Pumori high camp the previous day and were resting at base camp intending to resume their rotations on Everest. They were sitting in their dining tent when they felt the earthquake. The tremors were followed almost immediately by the sound of avalanches so they stepped out quickly to try and spot the source and see which mountain it was coming down. Their immediate concern was the infamous LoLa glacier so they were busy scouting the slopes of Mount Lohtse and Mount Nupse little realising that danger was speeding down the slopes of Pumori behind them. It took them a few moments to orient themselves and locate the source of the avalanche by which time of course the avalanche was almost upon them! They immediately dove into their tents - Samir jumped into the dining tent and Sauraj went into the kitchen tent (which were the closest to them). They didn't have time to think or react and they had barely made it into the tents when the avalanche hit them. It hit their campsite and tore through the kitchen tent and since they could not close the tent flap in time, flowed through it ripping the canvas open from the top and then proceeded to level their entire camp. It all happened so quickly. Before they knew it, their tents were flattened completely and covered in about 6-8 inches of snow! Despite that however they stayed protected in the relative shelter of their camp and their entire team escaped with only minor injuries. They got out of their tents once they were sure that the danger had passed to take stock of their team and the damage and were shocked to see that all the tents that were 150 m below them(closer to Pumpori) had been entirely destroyed. The icefall was scattered with equipment and the skeletal structures of various tents. They spared a minute to thank God and the various powers for keeping them safe and then began to attempt to recover their supplies and equipment and offer whatever assistance they could to the other camps. > > Relief and first aid facilities available at their campsite: > > The Himalayan Rescue Association has a fully equipped medical station that it sets up at base camp for the climbing season every year. Unfortunately since they were closer to Pumori, their camp too got caught in the avalanche and they sustained heavy material losses. The Indian Army team also had a medical tent set up as well and, in true army style immediately went to the task of assisting the injured and locating missing climbers from the various other contingents. Two other well established companies, International mountain guides and Asian Trekking had set up their camps close to the entrance of base camp and were spared the worst of the avalanche so they converted their dining tents into makeshift medical camps as well. > > Now what:.... > > This is a difficult time for everyone and while avalanches are not uncommon in the Khumbu, earthquakes of this magnitude are quite rare. This particular one set off multiple avalanches in the area and in addition to the one down Pumori that hit base camp, it also triggered avalanches down the Lhotse and Nupse faces of the mountain. On Mount Everest, the quake caused hanging glaciers to fracture and release. The most significant of these fell from a hanging glacier on the northern shoulder of 23,494-foot Pumori, a prominent peak on the west side of Everest whose flanks form the basin where Base Camp sits. (If you're in Base Camp looking at Everest, it is directly behind you.) Typically, Base Camp is insulated from avalanches by distance—camps are set back several hundred yards from any avalanche path—and by a series of sand-trap-like moraine lakes and hillocks that cut short any falling debris. > > The boys chose to run their own expedition to the summit of Mount Everest and have organised it entirely by themselves in an effort to support the Sherpas, an incredible community of people who form the backbone of this profession and whom they have come to know very intimately over the last 5 years that they have been working with them. NARENDRA MODI VISIT TO MAOISTS AFFECTED DANTEWARA

पंतप्रधान नरेंद्र मोदींच्या दौऱ्याचे निमित्त साधून नक्षल्यांनी शनिवारी बस्तरमध्ये घडवून आणलेले अपहरणनाटय़ विकास विरुद्ध बंदूक हीच लढाई अधोरेखित करणारे आहे. आधी मध्य भारतातील दंडकारण्य व आता पश्चिम घाटाकडे सुरू झालेली या चळवळीची वाटचाल पुण्यात शुक्रवारी झालेल्या अटकसत्राने पुन्हा स्पष्ट केली आहे. मोदींनी नक्षल्यांचा गड असलेल्या बस्तरमध्ये जाऊन २८ हजार कोटींच्या विकासकामांचा प्रारंभ करण्याची हिंमत दाखवली. गेल्या ३० वर्षांत एकाही पंतप्रधानाने या भागाचा दौरा केलेला नव्हता. त्यामुळे मोदींच्या हिमतीचे कौतुक करावे लागेल, पण त्याचबरोबर विकासाला कायम विरोध करणाऱ्या नक्षल्यांचा हिंसाचार कठोरपणे मोडून काढण्याचे धैर्यही मोदींना आता दाखवावे लागेल. आता वर्षपूर्तीच्या उंबरठय़ावरही केंद्राने अजूनही यावर कठोर व ठोस भूमिका घेतलेली नाही. त्याचा फायदा घेत हे कडवे डावे विस्तार कार्यक्रम वेगाने रेटत आहेत. मोदींच्या या बस्तर भेटीत नक्षल्यांकडून हिंसाचार अपेक्षित होताच. कडक सुरक्षेमुळे तो त्यांना शक्य झाला नाही म्हणून त्यांनी थेट गावक ऱ्यांनाच वेठीस धरले. दंतेवाडाच्या सभेत मोदी विकासाची भाषा करीत असताना तिकडे नक्षल्यांनी याच विकासाचा आग्रह धरणाऱ्या शेकडो गावकऱ्यांना ओलीस ठेवून त्यांच्यासमोर सरकारविरोधी भाषण केले व एकाची हत्या करूनच या नाटय़ाचा शेवट केला. या चळवळीकडून केंद्राला मिळालेले हे थेट आव्हान आहे, हेच या घटनाक्रमातून स्पष्ट झाले. लोकशाहीसाठी हे आव्हान स्वीकारायचे तर केंद्र व राज्य सरकारांना याविरुद्ध अधिक कठोर भूमिका घेणे भाग आहे. देशातील सत्ताबदलानंतर केंद्र या प्रश्नावर काही ठोस भूमिका घेईल, ही अपेक्षा फोल ठरली आहे. केंद्रीय गृहमंत्री राजनाथ सिंह या प्रश्नावर तेच तेच बोलताना दिसतात. छत्तीसगडात भाजपची सत्ता आहे, पण तेथील त्यांनाही हिंसाचार रोखणे शक्य झालेले नाही. या पाश्र्वभूमीवर मोदींना कठोर कारवाईची भूमिका घेण्याआधी बरीच साफसफाई करावी लागणार आहे. आजवर सरकार विकासाची भाषा केवळ बोलत राहिले व नक्षली लोकांचे गळे कापत राहिले. हे चित्र आता तरी बदलणे गरजेचे आहे. सरकारच्या याच बोटचेपेपणाचा फायदा घेत नक्षल्यांनी आता पश्चिम घाटात विस्ताराचा कार्यक्रम हाती घेतला आहे. सर्वोच्च अशा केंद्रीय समितीचे सदस्य मुरलीधरन व इस्माईल या दोघांना पुण्यात झालेली अटक, हेच धोरण स्पष्ट करणारी आहे. नक्षल्यांचा हा कार्यक्रम बहुस्तरीय असतो. एकाच वेळी वेगवेगळे घटक वेगवेगळ्या स्तरांवर काम करीत असतात. या दोन ज्येष्ठ पदाधिकाऱ्यांना याचाच भाग म्हणून पुण्यात पाठवले असण्याची शक्यता जास्त आहे. या आधीही पुण्यात काहींना अटक झालेली होती. त्यांच्या अनेक समर्थक संघटना सध्या पुण्यात सक्रिय आहेत. हे सारे एका सूत्रात बांधले गेले आहेत. पश्चिम घाटाचा प्रारंभ व शेवट, अशा दोन्ही ठिकाणी ही चळवळ सक्रिय होत असल्याचे पुणे व केरळमधील घटनांवरून दिसून आले आहे. केवळ ग्रामीणच नाही, तर शहरी भागातही प्रभावक्षेत्र निर्माण करणाऱ्या या चळवळीचा तेवढय़ाच ठोसपणे मुकाबला करणे गरजेचे आहे. सत्तेच्या पातळीवर ही समर्थता दिसून येत नाही, हे दुर्दैवी आहे

NARENDRA MODI FORTHCOMING VISIT TO CHINA

पंतप्रधान नरेंद्र मोदी यांनी आपल्या शेजारी राष्ट्रांना भेटी देण्याचा सिलसिला सुरू केला. त्याचप्रमाणे शेजारील राष्ट्रांचा प्रमुखांना भारतभेटीवर बोलावून उत्तमरीत्या यजमानपदही निभावलं. वर्षभर असे अनेक समारंभ आपण पाहिले. यातील लक्षात राहणारा समारंभ होता तो चीनच्या अध्यक्षांच्या भारतभेटीचा! अमेरिकेचे अध्यक्ष भारतभेटीवर येण्याबाबत जेवढी उत्सुकता होती तेवढीच उत्सुकता चीन अध्यक्षांच्या भारतभेटीवेळीही होती. 'हिंदी चिनी भाई-भाई' हा आजचा नारा नव्हे. मात्र इतिहासानं यानंतरचे परिणामही बघितले आहेत. म्हणूनच चीनच्या अध्यक्षांनी भारतभेटीवर येण्यामागे अनेक संदर्भ जोडले गेले होते. बदललेले सरकार भारत-चीन दरम्यानच्या या ताणलेल्या संबंधांना सुरळीत करण्यासाठी नेमके कुठले प्रय▪करणार याबाबत देशातच नव्हे तर जगभर कुतूहल पाहायला मिळालं. मात्र या भेटीला बरेच दिवसही उलटूनही फारसं काही हाती लागलं असं म्हणता येणार नाही. उलटपक्षी इतिहासाची पुनरावृत्ती करत चीननं सीमेवर अतिक्रमण करण्याचा करायचा तो उद्योग केलाच. दरम्यानच्या काळात या आपल्या शेजारी राष्ट्रानं पाकिस्तानशीही जवळीक करू पाहिली. चीनच्या अध्यक्षांच्या पाकिस्तान भेटीला भावनिक संदर्भ जोडला गेला. त्यांच्यामध्ये बर्याच मोठय़ा रकमेचे करार झाले. पाकिस्तानची लष्करी ताकद वाढवण्याच्या दृष्टीने चीननं देऊ केलेलं सहाय्यही दुर्लक्षित करून चालणार नाही. या सगळ्या पार्श्वभूमीवर आता नरेंद्र मोदी चीनला भेट देत आहेत. तसं पाहता गेले काही महिने नरेंद्र मोदींनी परदेश दौर्यांचा सपाटाच सुरू केला आहे. चीनला भेट हा याचाच पुढचा टप्पा ठरावा. पण चीनशी असणारे तणावग्रस्त संबंध लक्षात घेता या दौर्याला वेगळं महत्त्व मिळत आहे. या दौर्याच्या निमित्ताने काही मुद्दय़ांचा आढावा घ्यावा लागेल. पहिली बाब म्हणजे चीन आणि पाकिस्तान हे दोन देश जवळ येत आहेत याचा भारतानं नकारात्मकदृष्ट्या विचार करता कामा नये. हे दोन्ही स्वतंत्र देश आहेत. त्यांच्या दरम्यान करार होणं हा या दोन देशांमधील संबंधांचा भाग आहे. त्यामुळे भारताला त्या संबंधित प्रत्येक गोष्टीची काळजी करण्याचं कारण नाही. चीनला पाकिस्तानशी मैत्री हवी आहे. त्याचबरोबर त्याला भारताशी दुश्मनी परवडणारी नाही. त्यामुळे त्यांनी पाकिस्तानशी मैत्री वाढवली म्हणजे भारताशी दुश्मनी जाहीर केली असा अर्थ काढता कामा नये. फक्त त्या देशाशी केलेल्या मैत्रीचा आपल्यावर दुष्परिणाम होणार नाही याची काळजी घेणं गरजेचं आहे. पंतप्रधान नरेंद्र मोदी चीन दौर्यामध्ये नेमकी हीच बाब स्पष्ट करतील. दुसरा मुद्दा म्हणजे पंतप्रधानांनी चीनच्या सीमेत प्रवेश केला म्हणजे आता या देशाशी आपले गाढ संबंध निर्माण होतील असंही समजण्याचं कारण नाही. या देशाचं शत्रुत्व आपण अनुभवलं आहे. 'भाई भाई' असल्याचा कांगावा करत चीनने भारतावर आक्रमण केलं होतं. आजही भारताचा काही भूभाग त्यांच्या ताब्यात आहे. अशा एखाद दुसर्या भेटीमुळे ते हा भूभाग परत करतील, अशी शक्यता नाही. म्हणूनच भारतातील नागरिकांची चीनविषयक मतं लक्षात घेणं पंतप्रधानांसाठी आवश्यक ठरणार आहेत. कारण या भेटीचे परिणाम देशपातळीवर बघायला मिळतील. त्याचप्रमाणे अगदी स्थानिक पातळीवरही आंतरिक परिणाम बघायला मिळतील. पंतप्रधानांच्या चीन दौर्यामुळे सीमा प्रश्न सुटेल अशा गैरसमजात राहणं चुकीचं ठरेल. हा दौरा आर्थिक व्यवहारांना चालना देऊ शकेल. यामुळे कुठलेही मोठे प्रश्न सुटणार नाहीत. कारण सीमा प्रश्नासारखे मुलभूत प्रश्न सोडवण्याची प्रक्रिया वेगळी असते. मात्र या दौर्यामुळे सीमेवर परिणाम बघायला मिळू नयेत अशी अपेक्षा आहे. कारण पंतप्रधान चीन दौर्यावर जातात याचा अर्थ आता या दोन देशांदरम्यान सगळं काही अलबेल होणार असं समजून सीमा सुरक्षा व्यवस्था शिथिल करण्यात आली अथवा या कामात कुचराई झाली तर ती अक्षम्य ठरेल. शत्रू हुशार असतो. पूर्वीदेखील आपण हा अनुभव घेतला आहे. तत्कालीन पंतप्रधान अटलबिहारी वाजपेयी लाहोरच्या भेटीवर असताना त्यांच्याशी गोड गोड बोलणार्या मुशर्रफ यांनी काही दिवसांतच कारगिलवर आक्रमण केलं होतं हे विसरून चालणार नाही. म्हणूनच या दौर्यादरम्यान अथवा नंतरही सुरक्षा व्यवस्था, हेरगिरी पूर्वीच्याच सक्षमतेनं व्हायला हवी. त्यामध्ये ढिसाळपणा येता कामा नये. हा आपला शेजारील देश कितीही बलवान असला तरी त्याच्यातही उणिवा, कमतरता आहेत. भारताने त्याला या उणिवांची जाणीव करून द्यायला हवी. सीमावाद तब्बल ५0 वर्षे चिघळत पडला आहे. याबाबत फार बोलणी झाली नाही तरी हा प्रश्न छेडला जायला हवा. पंतप्रधानांच्या चीन दौर्यामध्ये व्यापार-उद्योगविषयक बरेच करार संभवित आहेत. भारतातील कोणत्याही नवीन क्षेत्रामध्ये चीनचा सहभाग असू शकतो याबाबतही या दौर्यामध्ये चर्चा होईल. या दौर्यादरम्यान सैन्य कराराची अथवा सुरक्षा कराराची कोणतीही शक्यता नाही. पंतप्रधान नरेंद्र मोदी जगभर आपली, पर्यायानं भारताची छबी प्रस्थापित करत आहेत. चीनमध्येही हा प्रय▪होईल यात शंका नाही. अलीकडेच पंतप्रधानांनी चिनी सोशल मीडियावर अस्तित्व दाखवून दिले. दौर्यातही नागरिकांवर छाप पाडण्याचा त्यांचा प्रय▪असेल. हे इमेज बिल्डिंगचं काम करायलाच हवं. ते राष्ट्रहितासाठी महत्त्वपूर्ण ठरेल. चीनमधील मोठी जनसंख्या भारताबाबत जाणून घेण्यास आतूर आहे. त्यांच्यापर्यंत भारताची सद्यस्थिती, भविष्यातील ध्येयधोरणं पोहोचायलाच हवीत. सोशल मीडिया हे यासाठी प्रभावी माध्यम आहे. म्हणूनच पंतप्रधान या माध्यमाद्वारेही चिनी जनतेपर्यंत पोहोचू इच्छित आहे. शेवटी शासन निर्णय घेत असलं तरी ते निर्णय देशातील नागरिकांसाठीच असतात. हे लक्षात घेऊनच नरेंद्र मोदी या दौर्यात मुत्सद्देगिरी दाखवतील, अशी अपेक्षा वाटते.

RAW HAND IN PAKISTAN

Senator Mushahid Hussain Sayed is a man who wears many caps: he is the Pakistan Senate foreign relations committee chairman, the secretary-general of the ruling Pakistan Muslim League, and widely regarded as Pakistan President Pervez Musharraf's right-hand man. A former editor of a major national daily, Hussain knows a thing or two about the unrest in Balochistan. It was a parliamentary committee headed by him that had recommended that the government grant autonomy to the Balochis, and ensure their province wasn't forgotten in the rapid economic development of Pakistan. Mariana Baabar met Hussain at his residence in Islamabad's upscale E-sector. Though the joke here is that the E is for Extremely Rich, Hussain's own home is modest. His phone keeps ringing as he takes calls from politicians of all ideological hues. Between calls, he talks about the Great Game India's playing inside Afghanistan and its possibility of destabilising the region. Excerpts: Why should Pakistan complain about India having several consulates in Afghanistan? They are two sovereign states. India currently has an extensive diplomatic presence in Afghanistan. It includes the Indian embassy in Kabul and another four consulates in Kandahar, Jalalabad, Mazar-e-Sharif and Herat. These Indian diplomatic missions serve as launching pads for undertaking covert operations against Pakistan, from Afghan soil. Particularly, the Indian consulates in Kandahar and Jalalabad and their embassy in Kabul are used for clandestine activities inside Pakistan in general and the Federally Administered Tribal Areas (FATA) and Balochistan in particular. Are you alleging that the Indian Research and Analysis Wing (RAW) is involved? Indian diplomatic and RAW officials have significant ingress in the Afghan ministry of tribal affairs, and are exploiting it to conduct covert activities. "India has sizeable ingress in the Afghan ministry of tribal affairs, and is using it for covert activities against Pakistan." Indian agents are instrumental in arranging meetings of tribal elders and Afghans with dual nationalities with Indian consulate officials in Jalalabad, and assisting them in spotting and recruiting suitable tribal elders from Jalalabad and Pakistan's North and South Waziristan Agencies for covert activities. Are you then saying that RAW has managed a strong presence inside Afghanistan after the ouster of the Taliban? RAW has established its training camps in Afghanistan in collaboration with the Northern Alliance remnants. Approximately 600 ferraris, or Baloch tribal dissidents, are getting specialised training to handle explosives, engineer bomb blasts, and use sophisticated weapons in these camps. Has India revived its links with the leaders of the erstwhile Northern Alliance who are in power in Afghanistan today? India has invested heavily in its old connections with the leaders of the erstwhile Northern Alliance. It has sizeable support in Afghan parliament. Before the Afghan elections last year, the Indian ambassador called the Northern Alliance's major leadership at his residence and paid them a handsome amount to run their election campaign. Are allegations of India placing troops in Afghanistan correct? India is gradually increasing the number of its paramilitary personnel in Afghanistan. It is stationing them there on the pretext of providing security and protection to the Border Roads Organisation, which is constructing the Zaranj-Dilaram road, and its consulates. From a few personnel, the strength of Indian troops has reached almost that of a company size force and even includes Black Cat Commandos. Is the Afghan state helping India in these operations? Yes, the Afghan Police, the Border Security Force and customs officials facilitate the visit of Indian diplomatic staff and intelligence agents to border areas, and help them to hold meetings with dissatisfied pro-Afghan dissidents, anti-state elements, and elders of the area. In this context, meetings of tribal elders are arranged by the Afghan intelligence agency (Riyast-i-Amniyat-i-Milli or RAM) at the behest of those RAW officials who serve in different diplomatic offices of India in Afghanistan. Indian agents are carrying out clandestine activities in the border areas of Khost and in Pakistan's tribal areas of Miranshah with the active support of Afghan Border Security Force officials. If you remember, after Pakistan took action against the Balochistan Liberation Army and other elements inside the province, the Indian external affairs ministry was quick to issue an unprecedented statement (see story below) in December 2005; their strategic writers have started focusing on Balochistan in their articles. This does not bode well for peace and stability in the region. I have no doubt that this will backfire on India.

स्वयंसेवी संस्थांवरील कारवाई-ACTION AGAINST ANTINATIONAL NGOs

स्वयंसेवी संस्थांवरील कारवाई0 0Google +0 0 New 0 सरकारचा कोणत्याच संस्थेच्या सामाजिक कार्याला आक्षेप नाही. त्यांनी विदेशातून निधी आणण्यालाही आक्षेप नाही. फक्त हा पैसा योग्य ठिकाणी खर्च होतो की नाही, हे पाहण्याचे काम सरकार करीत आहे आणि ती त्यांची जबाबदारीच आहे. सामाजिक कारण पुढे करून सरकारच्या कामात अडथळे निर्माण करणे देशहिताचे ठरत नाही. परदेशातून निधी मिळवणार्‍या स्वयंसेवी संस्थांविषयी सत्ताधारी नेत्यांनी यापूर्वी कायमच रोष प्रकट केला आहे. मोदी सरकारने तर आता या संस्थांवर थेट कारवाईचाच बडगा उगारला असून, तब्बल नऊ हजार स्वयंसेवी संस्थांची नोंदणीच रद्द करण्याचा निर्णय घेण्यात आला आहे. विदेशातून मिळालेल्या निधीचा आणि त्याच्या वापराचा तपशील सादर केला नाही, आयकर विवरणपत्रे भरली नाहीत, अशा कारणांवरून या संस्थांवर ही कारवाई करण्यात आली आहे. इतक्या मोठ्या प्रमाणात स्वयंसेवी संस्थांवर होणारी अशा प्रकारची ही पहिलीच कारवाई असावी. सरकारने केलेल्या या कारवाईवर यापुढील काळात मोठे वादंग माजवले जाईल आणि सरकारच्या या निर्णयाच्या विरोधात आवाज उठवला जाईल. आत्तापासूनच काही संस्थांनी ही ओरड सुरूही केली आहे. ‘ग्रीनपीस’ या संस्थेने सरकारच्या या कारवाईच्या विरोधात पहिल्यांदा आवाज उठवला असून, सरकारने सामाजिक संस्थांविषयी आणीबाणीसदृश स्थिती निर्माण केल्याचा आरोप या संस्थेने केला आहे. तथापि तांत्रिकदृष्ट्या सरकारने केलेली ही कारवाई चुकीची म्हणता येणार नाही. नोटिसा बजावूनही या संस्था जर त्यांना मिळालेल्या निधीचा आणि त्याच्या खर्चाची माहिती देणार नसतील तर सरकारपुढे तरी कोणता मार्ग उरतो, हा सवाल आहे. सरकारने देशातील १० हजार ३४३ स्वयंसेवी संस्थांना नोटीस बजावून त्यांच्या निधीचा तपशील मागवला होता. मागील तीन वर्षांची आयकर विवरणपत्रेही सादर करण्यास सांगण्यात आले होते; परंतु अनेक संस्थांनी सरकारची ही नोटीस जुमानली नाही. विचारलेल्या प्रश्नांना उत्तरे देण्याचे दायित्वही त्यांनी पाळले नाही. या संस्था समाजकार्य करतात असे सांगितले जाते. सामाजिक कार्य करू इच्छिणार्‍या व्यक्ती किंवा संस्थांनी आपले सामाजिक उत्तरदायित्व कसोशीने पाळावे, ही मूलभूत अपेक्षा आहे. या संस्थांना विदेशातून अब्जावधी रुपयांची मदत मिळते. या मदतीचे नेमके काय हेाते, याचे गौडबंगाल आहे. काही संस्थांवर स्थानिक लोकांना विकासकामांच्या विरोधात भडकवण्याचे काम केल्याचा आरोप आहे. तामिळनाडूतील कुडनकुलम प्रकल्पाच्या विरोधात स्थानिकांच्या वतीने जे आंदोलन करण्यात आले हेाते त्याला विदेशातून मदत मिळणार्‍या एका स्वयंसेवी संस्थेची फूस होती, ही बाब प्रकर्षाने ध्यानात आली होती. त्या संस्थेची पोलखोल झाल्यानंतर मात्र या प्रकल्पाला असलेला विरोध मावळला आणि प्रकल्पाचे काम मार्गी लागले होते. याखेरीजही अन्य संस्थांवर समाजविघातक कारवायांत सहभाग घेतल्याचे आरोप आहेत. काही संस्थांवर तर धर्मांतरासारख्या प्रकारालाही उत्तेजन दिल्याचे आरोप केले जात आहते. या पार्श्वभूमीवर या स्वयंसेवी संस्थांच्या बाबतीत सरकारी पातळीवर सावधगिरी बाळगली जाणे रास्तच मानले पाहिजे. काही संस्थांकडून झालेल्या गैरकारभाराचा फटका मनस्वीपणे चांगले काम करणार्‍या संस्थांनाहीं बसतो. त्यामुळे चांगले काम करणार्‍या संस्था नाहक भरडल्या जातात. विदेशातून मिळणार्‍या निधीच्या आधारे ग्रामीण भागात तसेच शहरांमधील झोपडपट्टीच्या भागात या संस्थांकडून चांगले काम केले जात असल्याचे अनेक ठिकाणी पाहायला मिळते. खुद्द पुण्यातच अशा काही उत्तम काम करणार्‍या संस्था आहेत. ज्या घटकांपर्यंत सरकारला पोहचता येत नाही अशा वर्गात ही मंडळी काम करीत आहेत. त्यांच्या कामाचा समाजाला पर्यायाने देशालाहीं लाभ होत असतो. त्यामुळे अशा संस्थांच्या कामांना प्रोत्साहन मिळणे अपेक्षित आहे. सरकारने या संस्थांना तांत्रिकतेच्या जंजाळात अडकवणे योग्य नाही, त्यांना सरकारी औपचारिकता पूर्ण करण्यातच फार वेळ खर्ची करावा लागत असेल, तर सामाजिक काम त्यांनी केव्हा करायचे, असा प्रश्न निर्माण होतो. नोबेल पुरस्कार विजेते कैलाश सत्यार्थी यांनी या संस्थांची बाजू अलीकडेच हिरीरीने मांडली आहे. त्यांनी म्हटले आहे की सरकार आज उद्योजक कंपन्यांना सामाजिक कार्यासाठी प्रोत्साहन देत आहे, त्यांच्यावर नफ्यातील काही भाग समाज कार्यासाठी खर्च करण्याचे बंधन घातले जात आहे. अशा स्थितीत काही संस्थांनी विदेशातून निधी मिळवून समाजहिताचे काम केले तर बिघडले कुठे, असा त्यांचा सवाल आहे. अनेक विदेशी वस्तू आज लोकांच्या जीवनाचा अविभाज्य भाग बनल्या आहेत. त्या वस्तू तुम्हाला चालणार असतील तर विदेशातून मिळणारा निधी सामाजिक कामासाठी वापरण्यात काय अडचण आहे, असाही प्रश्न त्यांनी उपस्थित केला आहे. सत्यार्थींचे म्हणणे गैर नाही, चांगले काम करणार्‍या संस्थांविषयीही आक्षेप नाहीत; पण सरकारने त्यांच्या खर्चाचाही हिशोब मागायचा नाही काय? या प्रश्नावरही सत्यार्थी यांनी काही भाष्य केले असते तर बरे झाले असते; परंतु सरकारी आदेश आणि नोटिसा धाब्यावर बसवणार्‍या स्वयंसेवी संस्थांबाबत मात्र ते काही बोलताना दिसत नाहीत. सरकारचा कोणत्याच संस्थेच्या सामाजिक कार्याला आक्षेप नाही. त्यांनी विदेशातून निधी आणण्यालाही आक्षेप नाही. फक्त हा पैसा योग्य ठिकाणी खर्च होतो की नाही, हे पाहण्याचे काम सरकार करीत आहे आणि ती त्यांची जबाबदारीच आहे. सामाजिक कारण पुढे करून सरकारच्या कामात अडथळे निर्माण करणे देशहिताचे ठरत नाही. भारत हा एक संवेदनशील देश आहे. येथील समाजजीवनाचे वेगवेगळे पैलू आहेत. येथील जनमतावर प्रलोभनांद्वारे प्रभाव टाकणे अवघड नाही. विदेशातून मिळणारा निधी अशा कामासाठी वापरला जाणार असेल तर त्यातून निर्माण हेाणार्‍या सामाजिक समस्या निस्तरण्याची जबाबदारी शेवटी सरकारवरच येणार असते. त्यामुळे सामाजिक आणि राष्ट्रीय सुरक्षेच्या माध्यमातून सरकारलाहीं त्यांचे कर्तव्य पार पाडू दिले पाहिजे. स्वयंसेवी संस्थांना बजावण्यात आलेल्या नोटिसा किंवा काही संस्थांवर करण्यात आलेल्या कारवाईकडे याच नजरेतून पाहिले जावे, अशी अपेक्षा आहे. नोटीस आली तर बाऊ कशाला करता? जर तुमच्याकडे लपवाछपवी करण्यासारखे काही नसेल तर कामाचा आणि खर्चाचा तपशील सरकारला सादर करण्यात तुम्हाला अडचण का यावी, असा साधा प्रश्न आहे. चांगले काम करणार्‍या संस्थांच्या पाठीशी लपून विघातक कारवाया करणार्‍या संस्था मोकाट सुटता कामा नयेत, याची दक्षता सरकारला घ्यावीच लागते. भारतात स्वयंस्फूर्तीने सामाजिक काम करू इच्छिणारांची गरजच आहे आणि अशा कामांना मोठा वावही आहे. सरकारही असे काम करणार्‍या संस्थांना साथ देईल; पण त्यांचे अंतस्थ हेतू मात्र साफ हवेत.

अंगलट आलेला चांगुलपणा0 -PRABHAT EDITORIAL- नेपाळमध्ये जी उलथापालथ झाली आहे, ती उघड्या डोळ्याने न पाहवणारी आहे. या परिस्थितीत तेथील लोकांना मदत करण्याची नेपाळ सरकारची क्षमता नाही, हे जाणून केवळ माणुसकीच्या आणि शेजार धर्माच्या भावनेतून मदतीला आलेल्यांना झिडकारणे हे कोणत्याच शिष्टाचारात बसत नाही. माणुसकी किंवा चांगुलपणा म्हणून एखाद्या खूप संकटात आलेल्या माणसाला हातातील कामं सोडून मदतीला गेल्यानंतर त्या माणसाने आपल्या मदतीचा हातच झिडकारून टाकला तर कसं वाटेल? वाईट तर वाटेलच; पण मनस्तापही खूप सोसावा लागेल. असाच मनस्ताप भारताला आणि भारताच्या प्रसिद्धी माध्यमांच्या वाटेला सध्या नेपाळच्या बाबतीत आला आहे. अलीकडेच आलेल्या भूकंपात नेपाळ पार उद्ध्वस्त झाला आहे. तेथील आपत्तीचे गांभीर्य भारतीय प्रसिद्धी माध्यमांनी सार्‍या जगाच्या समोर तातडीने उपस्थित केल्यानंतर सार्‍या जगातून नेपाळकडे मदतीचा ओघ सुरू झाला आणि जगातून ही मदत यायच्या आधी भारताच्या मदत तुकड्या आणि विमाने नेपाळींच्या मदतीला धावली. या तत्परतेच्या मदतीबद्दल कृतज्ञतेचे दोन शब्द व्यक्त करण्याऐवजी नेपाळी नागरिकांनी सोशल मीडियावर- भारतीय प्रसार माध्यमे आणि भारतावरच गरळ ओकण्याचे काम सुरू केले आहे. भारताचे जवान आणि मदत पथके भूकंपग्रस्तांच्या मदतीसाठी दिवस-रात्र काम करीत असताना, त्यांच्या विरोधात ‘गो होम’, म्हणजेच ‘घरी जा‘ अशी हाकाटी पिटली जाऊ लागली आहे. तब्बल १ लाख ६० हजार नेपाळी नागरिकांनी भारतीय मीडिया आणि मदत पथकांवर आगपखड करून त्यांना घरी जाण्यास सुनावले आहे. जणू काही भारत स्वतःसाठीच हे सारे करीत आहे, अशी भावना तेथील काही नागरिकांनी व्यक्त केली आहे. हे कमी म्हणून की काय आज नेपाळ सरकारनेही अशीच भूमिका घेताना विदेशी मदत पथकांना घरी जाण्याची अधिकृत सूचना केली आहे. ती अधिक मनस्ताप देणारी आहे. भूकंपाच्या तडाख्यातून अजूनही नेपाळ सावरलेला नाही. तेथील बर्‍याच दुर्गम भागात अजून मदत पोहोचलेली नाही. पोखरा व्हॅली हा भाग तेथील ८.९ रिश्टर स्केल भूकंपाचा केंद्र बिंदू आहे. त्या व्हॅलीतील मानवी वस्तीत नेपाळ सरकारची अजून मदत पोहोचलेली नाही. त्या भागात मदत पोहोचवण्याचे पहिले काम केवळ भारतीय हवाई दलच करू शकले आहे. भूकंपानंतर अन्नपाण्यावाचून चार दिवस काढलेल्या तेथील लोकांना कुठूनही मदतीची आशा नव्हती. कारण पोखरा व्हॅलीकडे येणारे सारे रस्तेच या हानीत पार उखडून गेले आहेत. त्यामुळे रस्त्याच्या मार्गावरून मदत येण्याची सुतराम शक्यता नसल्याने आपला अन्नापाण्यावाचून तडफडून मृत्यू होणार, अशा काळजीत असलेल्या लोकांपुढे भारतीय हवाईदलाचे जवान अक्षरश: आकाशातून आलेल्या देवदूतासारखे प्रकट झाले आणि त्यांनी त्यांना अन्न-औषधांची पाकिटे प्रदान केली. त्यामुळे त्यांच्या जगण्याची उमेद पुन्हा जागृत झाली. जवानांनी अत्यंत कष्टाने तेथे हेलिकॉप्टर्स उतरू शकतील असा तात्पुरता तळ उभारला. त्याद्वारे पोखरा व्हॅलीतील लोकांना नियमित मदत पोहोच करून भारतीय हवाईदलाने जिवंत ठेवले, अशी सारी माहिती जगापुढे येत असताना अतिशहाण्या नेपाळी नेटिझन्सनी मात्र भारतावरच आगपखड सुरू करणे हे अचंबित करणारे वाटते आहे. आज मिनेंद्र रिजाल नावाच्या नेपाळच्या माहिती आणि प्रसारण मंत्र्यांनीही हीच ‘री’ ओढत विदेशी मदत पथकांना नेपाळमधून चालते होण्याचाच संदेश दिला आहे. त्यांनी असे म्हटले आहे की काठमांडू आणि परिसरातील भूकंपग्रस्तांच्या मदतीचे बरेचसे काम आता पूर्ण झाले आहे, ग्रामीण आणि दुर्गम भागातील जे काम अजून शिल्लक आहे ते आमच्या देशातील कार्यकर्ते, पोलीस आणि लष्कराचे जवान करतील. आता आम्हाला विदेशी मदत पथकांची गरज नाही त्यांनी आता नेपाळमधून निघून गेले पाहिजे, अशी सूचना त्यांनी केली आहे. त्यांची ही भाषा अगदी ‘चालते व्हा’ अशी नसली तरी, मंत्र्यांनी वापरलेल्या शब्दप्रयोगांचा अर्थ अप्रत्यक्षपणे ‘चालते व्हा, चालते व्हा’ असेच सूचित करतो. त्यात आभार प्रदर्शनाचीही कोणती भावना नाही. सोशल मीडियावर भारत आणि भारतीय प्रसार माध्यमांवर करण्यात आलेल्या आगपखडीचा प्रभाव नेपाळ सरकारच्या मंत्र्यांवरही पडलेला दिसतो. वास्तविक नेपाळ म्हणजे काही जपान नव्हे. जपानमध्ये त्सुनामीची आपत्ती आली त्यावेळी त्यांनी विदेशी मदत फारशी घेतली नाही. कारण जपानमध्ये आपद्ग्रस्तांना मदत करण्याएवढी आर्थिक ताकद हेाती आणि त्यांच्याकडे तसे तंत्रज्ञानही होते. तेथील लोकही कोणत्याही आपत्तीला तोंड देऊन त्यातून बाहेर येण्याच्या क्षमतेचे आहेत. नेपाळींमध्ये एवढी क्षमता आहे काय, त्यांना अशी भाषा किंवा भूमिका शोभून दिसते काय, हा खरा प्रश्न आहे आणि शोभून दिसो अथवा ना दिसो; पण समोर जी उलथापालथ झाली आहे, ती उघड्या डोळ्याने न पाहवणारी आहे. या परिस्थितीत तेथील लोकांना मदत करण्याची नेपाळ सरकारची क्षमता नाही, हे जाणून केवळ माणुसकीच्या आणि शेजार धर्माच्या भावनेतून मदतीला आलेल्यांना असे झिडकारणे हे कोणत्याच शिष्टाचारात बसत नाही. भारतीय प्रसार माध्यमांनी नेपाळमधील आपत्तीचा बाजार मांडला असा धादांत बिनबुडाचा आरोप तेथील नेटिझन्स लोकांनी केला आहे. भारताने नेपाळला केलेल्या तातडीच्या मदतीचेही भारतीय माध्यमांनी भांडवल चालवले आहे, भारतीय प्रसारमाध्यमे मदतकार्य फुगवून सांगत आहेत, भारतीय प्रसार माध्यमांचे प्रतिनिधी नेपाळी नागरिकांचे रडणे, विव्हळणे मुद्दाम टीव्हीवर दाखवून नेपाळची बदनामी करीत आहेत आणि खूप मोठी मदत केल्याचा आव आणून स्वतःचीच पाठ थोपटून घेतली जात आहे, अशा प्रकारचे आरोप भारतीय प्रसार माध्यमांवर केले गेले आहेत. भारतावर घेतल्या जाणार्‍या या आक्षेपांचे स्वरूप पाहिल्यानंतर हे वरकरणी तरी साधेसरळ प्रकरण वाटत नाही. तो अंतःकरणापासून घेतला गेलेला आक्षेप वाटत नाही. चीनला नेपाळमध्ये पथारी पसरायची आहे. त्यासाठी त्यांनी तेथे आधीपासूनच पद्धतशीर हालचाली सुरू केल्या आहेत. नेपाळमध्ये माओवाद्यांचे मोठे केंद्र आहे. त्यांना हाताशी धरून चीनची ही खेळी सुरू आहे. भूकंपाचे कारण दाखवून चीनने नेपाळमध्ये शिरकाव करण्याच्या आधीच भारताने तेथे मदत पोचवून चीनचा नेपाळमधील हस्तक्षेपाचा डाव हाणून पाडला, या घटनेचीही किनार या सार्‍या पार्श्वभूमीला आहे. त्यातूनच नेपाळमधील चीन धार्जिण्या घटकांनी भारताच्या विरोधात ही मोहीम सुरू केली असावी, असे म्हणण्यास बराच वाव आहे. अन्यथा स्वतःहून मदतीला धावून आलेल्याला असे कोण झिडकारू शकतो? आता प्रश्न फक्त अशा परिस्थितीत भारत सरकारने नेपाळमधील मदत कार्य सुरूच ठेवावे काय, हा आहे. खरं म्हणजे नेपाळ सरकारनेच आता विदेशी मदत पथकांना निघून जाण्यास सांगितल्यानंतरही भारताने तेथे मदत कार्य सुरू ठेवण्यातहीं आता काही अर्थ उरलेला नाही.
