Afghanistan Imbroglio: A Bundle of Uncertainties-Gen Nitin Gadkari

There have been so many articles on Afghanistan lately that one more in the pack might be difficult to digest for avid Afghanistan watchers. Yet, there may be few who would wonder what is happening in Afghanistan? This article looks at the uncertainties that bound Afghanistan in the face of the US withdrawal. This is a more simple attempt to explain the problem at hand. I hope you find it informative.


Afghanistan Imbroglio: A Bundle of Uncertainties

No one is certain what is happening in Afghanistan. Recently a spate of articles has appeared in electronic press, print media and social media. Each article outlines the point of view of the writer or the group that the author represents. There is no certainty to the finality of the Afghan future in any of the articles mentioned. There are good reasons. There are too many imponderables. The burden of history is the biggest of them all. There are claims and counterclaims. The Afghan government is the least trusted source, followed by the Taliban. The US has decided not to give away too much less; it spoils its chances of getting out. Pakistan's real broker in the game is also lost, not knowing if the Taliban are playing them. This article looks at Afghanistan through a prism of certainties and uncertainties.

What is certain?

As I have stated above, nothing is certain. But let us looks at what is relatively certain?

  • The US has announced that come 11 September '21, its forces will leave Afghanistan. It seems a certainty as the time is closing up on the US, and they have vacated assets and bases in Afghanistan as per their stated time plan. It would now be suicidal for them to go back on their word. They would lose both credibility and men. It would be difficult for them to establish a status quo ante in Afghanistan.

  •   The next certainty is Taliban will stake a claim to rule Afghanistan. I have deliberately stated the word 'claim' because once the US forces vacate, the tussle for power between the Government forces and the Taliban would ensue. The talks in Doha, which are in progress between the government of Afghanistan and the Taliban leadership for reaching a power-sharing agreement, seem to be getting nowhere. Increasingly it appears that no deal is likely to be reached before 11 September 21. Thus, a power struggle is a near certainty.

  • China is the new player in the game. ·      Irrespective of what would be the nature of the role played. The China Afghanistan dynamics would shape many geopolitical realities for the region, especially the Uyghur province, and that would be part of the uncertainty that I will cover later.

  • Is Pakistan losing its hold over the Taliban? ·Pakistan would continue to promote its role as the broker in Afghanistan irrespective of its effectiveness. A mute question which we will try and answer in the uncertainties part.

  • Irrespective of who controls Afghanistan, the ordinary people of Afghanistan would continue to suffer the maximum.

Even without listing the uncertainties, it would be evident to any reader that it's a struggle to think of certainties in Afghanistan. It would be 20 years since the US got into Afghanistan to fight the battle for 9/11. After 20 years, the US returns with no promises fulfilled and none of its missions accomplished. Neither it has been able to rid Afghanistan of its militant elements, neither has it left Afghanistan in a capable government's hands. It leaves with a bundle of uncertainties. Let's look at the uncertainties which stranglehold Afghanistan.

What are the Uncertainties?

·      Who will rule Afghanistan in the future? The most significant uncertainty of all. The US negotiated with the Taliban without either the participation of the current government or their concurrence, which have made their choice very clear. Yet, the US hopes for an amicable solution between the two parties. If this question is not solved, it will lead to an inevitable civil war in Afghanistan between government forces and others. The others include the Taliban and many groups such as the ISKP (Islamic State Khosran Province), Al Queda, vying for the power pie. The government forces are almost 70,000 strong with tanks, artillery and Air Force. The air assets are limited, but they do add to the fighting capability of the government forces. In comparison, the Talibs and allied forces could muster around 30,000 fighters. But the uncertainty is the will of the government to confront the Taliban. It has shown a weak resolve till now. How would its writ run if the Taliban controls the entry and exit into Afghanistan and the immense countryside? Given their current stance, the government seems content defending its bastion in and around Kabul, major cities and provincial centres. Taliban has claimed it holds 85% of the districts in Afghanistan. While these claims may be exaggerated yet no one can deny they have made substantial gains. It would be safe to assume that out of 421 districts (including 34 provincial centres), it controls one-third of the districts. The government controls around 80 districts in the central part of Afghanistan, and in the balance, fighting continues for supremacy. Bounded by this reality, the rule of the government would seem short-lived. Some speculations suggest that the government would not last six months after the withdrawal. The imponderables are too many to put any timetable.

·      Given a situation that the Taliban do come to power, would it be the same old Taliban1.0 that ruled in the 1990s with its draconian laws, or would they have learned from their mistakes? It is an immense uncertainty. Even the US-led mediators led by Zalmay Khalilzad, US Special Representative for Afghanistan, cannot put their finger on it. While they have promised to rule like a responsible government, yet no one trusts them. Taliban is not a homogenous entity; it is a group of people who belong to varying war tribes of Afghanistan who came under the banner of the Taliban to get rid of the then corrupt dispensation of Afghanistan. Since then, they have aligned themselves to many sides and many causes. Nothing unites the Taliban like fighting a war, and nothing divides them into being in power. There are two distinct groups, one who believes in changing the old ways and follow a modern approach to their rule. Yet there is the second group backed by most of their rank and file who believe that they have achieved victory after so much jihad and struggle; thus, they must impose the strict sharia rule existing in the time of Taliban 1.0.

·      What would be the role of the US hereafter? To what extent would they get involved in the fighting that broke out in Kabul? If the battle comes at the doorsteps of Kabul. Would the US be willing to help the cause of the Afghan government? Or will they allow destiny and might decide the future of the country. It appears so, going by the statements given by President Biden in a recent press conference; he has stated that he is not inclined to sacrifice any more US lives or shed blood on Afghan soil. But the most significant US concern is the use of Afghan soil by other terrorist groups for targeting US interest at home and abroad. The Doha agreement provides a written guarantee by the Taliban, but could they be trusted once they are in power? If a situation arises which fulfil these criteria, how will the US act? How? is a question mark. Come 11Sep 2021, the last of the US troops would be leaving Afghanistan, leaving a token presence for the security of the US Embassy. The NATO contingents who are currently in Afghanistan would also go in a similar timeframe.

·      The role of Pakistan: How far will Pakistan dictate the happenings in Afghanistan? The uncertainty stems from the shaky ground ISI finds itself in the current days. Pakistan has become a hated entity amongst the Afghani people. Some trickle effect has found its way in the Taliban rank file too. Pakistan has given sanctuary to Talib leaders, provided medical facilities, and kept them safe from drone attacks by the US. But there is a growing crop of Talib fighters joining from the north of the country who hate Pakistan. This new crop reduces its hold on the Taliban cadre. Taliban is not the best disciplined and united force. Such dissensions would eat into the leadership's ability to further Pakistan's interests and role. Pakistan is also struggling to rein in the Tehrike Taliban Pakistan (TTP), the bad Taliban as they call them. Reports believe the TTP is in no mood to reconcile its differences with the Pakistani Army and Government. In the absence of any agreement with TTP, Pakistan loses its freedom to act within Afghanistan, at least in the southern provinces. Pakistan is heading for the worst times on its western border in the coming days. The famous statement by a previous US Secretary of state, Hillary Clinton: You can't keep snakes in your backyard and expect them only to bite your neighbour, has come to haunt them.

·      The role of China is uncertain. There is a level of quiet smoothness which exist between the Taliban and China in the intervening period. It is suggestive of a tacit understanding the Chinese have reached with the Talib leaders. China has shown no inclination to replace the US in Afghanistan. For China guarding its interests in the CPEC and the Uyghur region is of paramount importance. It is believed that the Taliban has given assurance to China not to meddle in the Uyghur problem. In exchange, it might have solicited China s help for financial and political support. This quid pro quo is a very likely scenario. The uncertainty lies in how the Talib fighters will respect not helping their brethren in Xinxiang. There are reports that the Uyghurs are fighting alongside the Taliban. The lack of discipline in the cadres and their heterogeneous composition of the Taliban is a self-defeating factor in the deal. The CPEC corridor does come close to the Afghan border in the Baluchistan Province, where both the TTP and the Baloch separatist groups are active. China's most significant concern is the safety of the project in these sensitive areas. The TTP is aligned to the Taliban in Afghanistan, but ever since the US troops have started their withdrawal, the TTP have increased their attacks inside Pakistan. The Chinese feel threatened, and that is the quid pro quo they are hoping for. China has enormous interests in Afghanistan. Primary: extending the BRI to central Asian Republics through Afghanistan, tap the abundant mineral resources in Afghanistan and fill the power vacuum created by the absence of the US. China has already signed to deal for mining rights and exploration rights in Mes Aynak for 30 years for 4.4 billion US dollars.  China would be hoping that the Taliban holds its part of the bargain if and when they come in power.

·      Most uncertain are India's interests in Afghanistan. Having invested more than 3 billion US dollars in infrastructure and developmental projects, the Taliban threatens all of it if they come to power. The Taliban are ideological opposites of the Indians. The 1.0 version of the Taliban rule had seen the Bamiyan buddha statues being blown off with artillery guns because they were statues and against the Islamic culture. To add to it is the Pakistani pressure of opposing all Indian interests in Afghanistan. The ray of hope for the Indian government seems the Taliban promise of allowing countries to do business under the new dispensation. Neither is India in the same economic state as it was in the 90s, nor is Pakistan able to call the shots. Taliban may understand this reality and allow a fair share in Afghan commerce.

·      Last and not least is the name of Afghanistan. The government and the Taliban are stuck on which name Afghanistan should retain: The Islamic Republic of Afghanistan or the Islamic Emirate of Afghanistan. The first being the current official name of Afghanistan maintained by the Ashraf Ghani government. But the Taliban are adamant about replacing the word Republic by Emirate in line with Sharia thought process.

The uncertainties are more significant, and they would be instrumental in defining the horoscope of Afghanistan post the American withdrawal. As has happened many times before, the cycle of violence, change and uncertainty continue. The Afghans, it appears, have been cursed, as history seems to repeat itself. They hardly have known periods of prosperity and peace. The tribal culture and their leaders are the main reason for their fluctuating fortunes. This time it will be no different. The outside powers will not allow the Afghan people to resolve their differences by interfering in their matters for selfish reasons. Few of their leaders would sell out the interests of their country, leaving the ordinary person wondering if Afghanistan is the worst place to live under the sun. There has been large scale migration ever since the Taliban has started asserting itself. Those who have any means of getting out are taking the first bus or flight out. In an uncertain future where Sharia and mullah will be the last word, very few are willing to stay with their families. Women may once again be desecrated to remain in homes serving the men, and girls would lose all hopes of education. It is a scenario that looms large on the horizon for Afghanistan. But before that, there may be a bitter fight for supremacy. Among the many uncertainties in Afghanistan, if there is one certainty going into the future, it is: No matter who comes to power, Afghanistan will slip back in time

आग अफगाणी, बंब पाकिस्तानी... दिनांक 08-Apr-2020 -TARUN BHARAT

अमेरिका आणि तालिबानमधील या करारामुळे पाकिस्तानच्या अपेक्षा वाढल्या होत्या, पाकिस्तान तालिबानपेक्षाही अधिक आनंदात होता. परंतु, आताची ही घटना पाकिस्तानसाठी एका मोठ्या आघातापेक्षा कमी नाही.
एस. वर्मा - कुख्यात दहशतवादी संघटना तालिबानने एक निवेदन जारी करत अफगाण सरकारबरोबरील चर्चा रद्द केली आहे. उल्लेखनीय म्हणजे, अफगाण सरकार आणि तालिबानमध्ये हा गतिरोध कैद्यांच्या सुटकेवरून निर्माण झाला. तालिबान आणि अफगाण सरकारदरम्यान होणारी ही शांतीचर्चा फेब्रुवारीमध्ये तालिबान आणि अमेरिकेमध्ये झालेल्या ‘दोहा करारा’चा पुढचा टप्पा मानली जात होती. मात्र, तालिबानने या सगळ्यांसाठी अफगाणिस्तानचे राष्ट्रपती अश्रफ घनी आणि त्यांच्या प्रशासनाला दोषी ठरवले आहे. तालिबानचे म्हणणे आहे की, अफगाणिस्तान सरकार सातत्याने बहाणे करत तालिबानी कैद्यांच्या सुटकेत अडचणी निर्माण करत होते. दुसरीकडे काबुलमध्ये ‘अफगाण नॅशनल सिक्युरिटी कौन्सिल’चे एक प्रवक्ते जाविद फैसल यांनी या सगळ्यासाठी तालिबानला उत्तरदायी ठरवले आणि तालिबानला बहाणा करून या प्रक्रियेला बाधित न करण्याचे आवाहन केले.




तालिबानी कैद्यांना मुक्त करण्यासाठी तालिबानची तीन सदस्यीय टीम गेल्या महिन्यात काबुलला पोहोचली होती आणि अफगाणी अधिकार्‍यांनी सांगितले होते की, ते ५० वर्षांहून अधिक वयाच्या १०० कैद्यांना मुक्त करतील. मात्र, त्याबदल्यात तालिबानकडून अफगाण सुरक्षाबलाच्या २० सदस्यांच्या मुक्ततेचीही अपेक्षा व्यक्त करण्यात आली. परंतु, अफगाण सैन्य अधिकार्‍यांचे म्हणणे आहे की, तालिबान नजीकच्या काही वर्षांतील सर्वाधिक हिंसक हल्ल्यांमध्ये सामील वरिष्ठ तालिबानी कमांडरांच्या सुटकेची मागणी करत होते, जी अफगाणिस्तान सरकारने स्वीकारणे व्यावहारिक म्हणता येणार नाही. दरम्यान, ही चर्चा रद्द झाल्याने या भागात पुन्हा एकदा हिंसाचार उफाळण्याचा धोका घोंघावत आहे. जर तसे झालेच तर २९ फेब्रुवारीला अमेरिका आणि तालिबानने कतारची राजधानी दोहा येथे हस्ताक्षर केलेल्या करारानुसार अमेरिकन सैनिक माघारी बोलावण्याची योजनाही बारगळू शकते. उल्लेखनीय म्हणजे, अमेरिका आणि तालिबानदरम्यान झालेल्या या करारामध्ये १८ वर्षांपासून सुरु असलेला हा संघर्ष समाप्त करण्यासाठी, अफगाणिस्तान सरकारला पाच हजार तालिबानी लढवय्यांना मुक्त करण्याचे आवाहन केले होते. दुसरीकडे तालिबानने आपल्या ताब्यातील एक हजारांपेक्षा अधिक अफगाणिस्तानच्या सरकारी सैनिक आणि असैन्य श्रमिकांना सुटका करण्याचे वचन दिले होते.





उल्लेखनीय म्हणजे, अमेरिकेच्या नेतृत्वातील आंतरराष्ट्रीय सेना तालिबानने सुरक्षा हमी दिल्यानंतर मायदेशी परतण्याच्या तयारीत आहे. परंतु, अफगाण सरकार आणि दहशतवाद्यांमधील चर्चा रद्द झाल्याने सैनिकांचे परतणेही मध्येच लटकू शकते. अशातच पुन्हा पाकिस्तानची भूमिका आणि त्याच्यावर पडणारा प्रभाव महत्त्वपूर्ण ठरतो. तालिबानच्या पाठीशी पाकिस्तानचे नैतिक, राजकीय आणि सामरिक समर्थन सदैव राहिले आहे. एकप्रकारे तालिबान हे अफगाणिस्तानला पाकिस्तानच्या प्रभावक्षेत्रात आणण्याचे महत्त्वपूर्ण माध्यम आहे. सोबतच अफगाणिस्तानमधून अमेरिकन व आंतरराष्ट्रीय सैन्य माघारी फिरल्यास त्यावरील दबाव मोठ्या प्रमाणावर हटण्याची शक्यता होती. त्यामुळे अमेरिकन सरकार आणि तालिबानदरम्यान झालेल्या करारामुळे पाकिस्तान एका अत्यंत लाभप्रद स्थितीत येणे शक्य होते, ज्याचा हर्षोल्हास पाकिस्तानी नेत्यांच्या विधानांतून स्पष्टपणे दिसून येतो.
‘9/11’च्या दहशतवादी हल्ल्यानंतर पाकिस्तानचे तत्कालीन राष्ट्रपती परवेज मुशर्रफ यांनी अमेरिकन दबावासमोर झुकत देशातील कट्टरपंथीयांच्या विरोधाचा सामना करत अमेरिकेला समर्थन देण्याची घोषणा केली. तथापि, त्यामागे गहन आंतरराष्ट्रीय दबावही होता. परंतु, तो दबाव मुशर्रफ यांना पाकिस्तानला होणारी पीडा व्यक्त करण्यापासून रोखू शकला नाही. नुकत्याच ‘डीक्लासिफाइड’ केल्या गेलेल्या एका कूटनीतीक संदेशानुसार परवेज मुशर्रफ यांनी इस्लामाबादमध्ये अमेरिकन राजदूताला म्हटले की, “आमचा देश तालिबानविरोधातील युद्धात दीर्घकाळापासून पाकिस्तानचे संरक्षण करणार्‍या अमेरिकेला साहाय्य करेल.” ते म्हणाले की, “मला आशा आहे की, युद्ध छोटे आणि मर्यादित परिघात असेल आणि पाकिस्तानसाठी शत्रुतापूर्ण शेजारी निर्माण करणार नाही.” मुशर्रफ पुढे म्हणाले की, “तुम्ही इथे दहशतवाद्यांना मारण्यासाठी आहात, शत्रू बनवण्यासाठी नाही.” त्यानुसार मुशर्रफ यांनी अफगाणिस्तानमध्ये पाकिस्तानप्रति एका मैत्रीपूर्ण सरकारच्या स्थापनेवर जोर दिला होता. परंतु, हे युद्ध सातत्याने सुरू राहिले आणि पाकिस्तानी सैन्य आणि गुप्तचर संस्था तालिबानला सातत्याने पैसा आणि संसाधने उपलब्ध करत आल्या, ज्यामुळे या प्रदेशातील शांतता आजतागायत धोक्यात सापडली आहे.




परंतु, अमेरिका आणि तालिबानमधील या करारामुळे पाकिस्तानच्या अपेक्षा वाढल्या होत्या, पाकिस्तान तालिबानपेक्षाही अधिक आनंदात होता. परंतु, आताची ही घटना पाकिस्तानसाठी एका मोठ्या आघातापेक्षा कमी नाही. दिवाळखोरीकडे जाणारी अर्थव्यवस्था आणि कोरोनासारख्या महामारीने घेरलेल्या पाकिस्तानसाठी मोठा आघात आहे. पाकिस्तान जो की अनेक वर्षांपासून या कैफात आहे की, अफगाणिस्तानमधून अमेरिका आणि आंतरराष्ट्रीय सैन्य माघारी जावे, जेणेकरुन तालिबानच्या मदतीने आपल्याला या क्षेत्रात आपला प्रभाव वाढवता येईल. पाकिस्तानची सर्वात मोठी भीती म्हणजे भारताची अफगाणिस्तानमधील हमीद करझई आणि अश्रफ गनी यांच्याशी निर्माण झालेले मैत्रिपूर्ण संबंध. सोबतच भारत पाकिस्तानच्या पश्चिमेला अफगाणिस्तान आणि इराणबरोबर पाकिस्तान आणि चीनच्या प्रादेशिक प्रभुत्व स्थापित करण्याच्या योजना छिन्नभिन्न करू शकतो. उल्लेखनीय म्हणजे, ‘चाबहार’ बंदराच्या माध्यमातून भारताने भुवेष्टित अफगाणिस्तानला इराणमार्गे एक सुविधाजनक व्यापारी मार्ग प्रदान केला आहे. दुसरीकडे कट्टरपंथी इस्लामी दहशतवादी संघटना तालिबान आणि पाकिस्तानचाही अफगाणिस्तानच्या सर्वसमावेशक धोरणांना विरोधच राहिला आहे. कारण, अफगाणिस्तान पख्तुनांबरोबर अल्पसंख्याक ताजिक, हजारा, उजबेक, अलमाक, तुर्कमान आणि बलुची यांसारख्या समुदायांबरोबर सत्तेत सहभागितेला प्रोत्साहन देतो, जे तालिबान आणि पाकिस्तानच्या मात्र डोळ्यात सदैव खुुपते.




तालिबान सातत्याने अतिशय अविश्वसनीय आणि बेजबाबदार संघटना राहिली आहे आणि एका दहशतवादी संघटनेकडून विश्वासाची अपेक्षा ठेवणे हेच अमेरिकेची अपरिहार्यता दर्शवते. अमेरिकेसाठी २०२० हे निवडणुकीचे वर्ष आहे आणि तालिबानशी शांतता करार करणे ही कुठे तरी ट्रम्प यांची राजकीय खेळीच म्हणावी लागेल. परंतु, तालिबानच्या उद्योगांपुढे अमेरिका कुठपर्यंत आपले धैर्य कायम ठेवू शकेल, हाच महत्त्वाचा प्रश्न आहे.



नुकतेच ५ एप्रिलला तालिबानने दावा केला की, आम्ही गेल्या वर्षीच्या तुलनेत यावर्षी हल्ल्यांमध्ये घट केली आहे आणि सोबतच इशाराही दिला की, अमेरिका दोहा करारातील अटीशर्तींचे उल्लंघन करत आहे आणि हे असेच सुरू राहिले, तर शांती कराराला नुकसान पोहोचू शकते. तथापि, अमेरिकन सैन्याच्या एका प्रवक्त्याने उग्रवाद्यांच्या आरोपांना निराधार म्हणत फेटाळले लावले आहे. परंतु, या करारावर धोक्याचे ढग दाटून आले आहेत. जिथे एका बाजूला याचा गंभीर प्रभाव अफगाणिस्तानवर पडेल, तर दुसरीकडे मोठ्या प्रमाणात पाकिस्तानच्या राजकारण आणि त्याच्या उत्तर-पश्चिम सीमेवरही नवीन समीकरणे अस्तित्वात येऊ शकतील. एकूणच हा करार तेव्हाच यशस्वी ठरेल, जेव्हा धुमसणार्‍या अफगाणभूमीत शांतता सर्वार्थाने प्रस्थापित होईल.

FOR CAA OPPOSERS-Pak-backed Haqqani-LeT behind Kabul gurdwara attack,

While the ISIS-Khorasan claimed responsibility for the
devastating terror attack on a gurdwara in Kabul on Wednesday, India’s
security establishment believes the actual perpetrators of the attack are
the Haqqani group in cahoots with the ISI of Pakistan.
The attack, which claimed the lives of 27 people, Sikhs and other faiths,
drew sharp criticism from India. In a statement, the MEA spokesperson
said, “Such cowardly attacks on the places of religious worship of the
minority community, especially at this time of Covid-19 pandemic, is
reflective of the diabolical mindset of the perpetrators and their backers.”
After the initial claim of responsibility, a second statement purportedly by the ISIS said the killings were revenge for Indian
actions in Kashmir. If the first statement was not enough, the second made it clear that this was a Pakistan agenda at work,
senior security officials here said.
Hussain Ehsani, a researcher in Kabul working on fundamentalist groups like ISIS-Khorasan said he believes the attack
happened because the Haqqani group and their collaborators, Lashkar-e-Taiba together wanted to take revenge on India for
the recent riots in Delhi. “The best place for revenge is Afghanistan. The collaboration between Lashkar-e-Taiba and the
Haqqani group, indicates us that LeT and Haqqani group accomplished this attack.”
It should be remembered that the chief of the Haqqani group, Sirajuddin Haqqani, is also the deputy leader of the Taliban. Both
groups are supported by Pakistan’s ISI.
Just last week, the Taliban, in a post on their official website stated they had virtually wiped the IS-Khorasan from Afghanistan.
“Special forces of the Islamic Emirate, after Zabul, Jawjzan and Nangarhar defeated ISIS in Kumar province and destroyed its
fort and wiped it out from across the country. Taking shelter in the Singhlakh mountains and hiding there, they planned to reorganize the group with their supporters, but the Islamic Emirate of the Islamic Republic took the initiative to silence the last
voice of the ISIS.” If the ISIS has been effectively “removed” from Afghanistan as the Taliban has claimed, how did they conduct
an attack of the magnitude of the one on Wednesday?
So, why did the ISKP/ISIS claim responsibility for today’s attack? Ehsani says its a kind of shadow game being played by the
Haqqani group. “A number of attacks have been executed in Kabul recently, with responsibility being claimed by the ISIS. But
the ISKP does not have tactical and strategical capabilities for executing such complex attacks. The Haqqani group realised the
importance of ISKP brand and put itself behind the scenes.”
This is borne out by the preliminary investigations by the Indian security agencies. Pakistan, working through the Taliban-LeTHaqqani combine, is seen to be behind today’s attack, possibly the worst against the Sikh minorities in Afghanistan. As
investigators sift through the evidence in Kabul, the Indian government is more convinced that Pakistan was behind the attack,
which happened just a couple of kilometres away from the city’s most secure green zone, implying a degree of sophistication
that the ISIS-Khorasan is not known to possess.
In a recent report by the Afghan Institute of Strategic Studies, the authors quoted Afghan security experts like Amrullah Sales

as saying, that ISKP is “the manifestation of an ‘intelligence game’ being played by Afghanistan’s neighbors.” Saleh said, “the
presence of ISIS in Afghanistan is not genuine. It is an intelligence game played by some of our neighbors.” Pakistan, the report
says, supports the ISKP as part of a “hedging strategy.”
The timing of the attack, sources here said, should be seen in the context of the prevailing political and security situation in
Afghanistan — the uncertainty of the peace process, the unstable government and the relative disinterest of the US post the
peace deal with the Taliban.

अफगाणिस्तानात प्रथमच हजारोंच्या संख्येने महिला रस्त्यावर उतरल्या आहेत. देशातील दहशतवादासह घरगुती हिंसाचाराविरुद्ध या महिलांनी आवाज बुलंद केला आहे. अफगाणिस्तानसारख्या देशात महिलांची परिस्थिती काय असते, हे वेगळे सांगायला नको. त्यामुळे येथील नारीशक्तीही अशी पेटून उठल्याचे दिसताना महिलांना अबला समजणार्‍यांना योग्य संदेश मिळाला असणार. तालिबानसारख्या निर्दयी शक्तीसमोर या महिला ताठ मानेने उभ्या राहिल्या आहेत आणि म्हणूनच ही घटना अत्यंत महत्त्वाची ठरते.

अमेरिका, जपान आणि भारतासारख्या देशांकडून महिला सशक्तीकरणाची शिकवण घेतलेल्या अफगाणिस्तानातील महिलांनीसुद्धा आता बंधने झुगारून, परंपरेच्या बेड्या तोडून खुलेपणाने जगण्याचा संकल्प केला आहे. अफगाणिस्तान हा अनेक दशकांपासून तालिबान्यांच्या दहशतीमुळे पिचलेला देश आहे. तालिबान्यांपासून सुटका होताच तेथील महिला इतर अनेक देशांतर्गत समस्यांच्या चक्रात अडकल्या. केवळ तालिबान्यांची दहशतच नव्हे तर अफगाणिस्तानातील रूढीवादी आणि पुरुषसत्ताक व्यवस्थेने महिलांवर लादलेला घरगुती हिंसाचार हीसुद्धा त्यांची मोठी समस्या आहे. परंतु, आता या समस्येपासून सुटका मिळविण्याचा मार्ग तेथील काही महिला संघटनांनी शोधला आहे. एकजुटीने हजारो महिला रस्त्यावर उतरण्याचा प्रसंग या देशाच्या इतिहासात पहिल्यांदाच घडला आहे.


अफगाणिस्तानात पुन्हा एकदा डोके वर काढू लागलेला दहशतवाद आणि घरगुती हिंसाचार याविरुद्ध लढण्यासाठी या महिलांनी महिला सशक्तीकरणाचे हत्यार उपसले आहे. अफगाणिस्तानातील जातीय आणि भाषिक अशा 35 संघटनांच्या महिलांनी एक संयुक्त संघटना तयार केली असून, त्या माध्यमातून देशात शांतता प्रस्थापित करण्यासाठी रस्त्यांवर मोर्चे काढण्यास त्यांनी सुरुवात केली आहे. देशाच्या कानाकोपर्‍यात हा मोर्चा गेल्या महिनाभरापासून फिरत आहे आणि देशातील महिलांना त्यांच्या अधिकारांची जाणीव करून देऊन त्यांना जागरूक बनवीत आहे.

वाईट प्रवृत्तींविरुद्ध आता रस्त्यावर उतरलेल्या अफगाण महिलांची ही मोहीम महिलांना कमकुवत मानणार्‍यांच्या डोळ्यांत झणझणीत अंजन घालणारी आहे. बिगरमुस्लिम देशांप्रमाणेच मुस्लिम देशांमधील महिलांमध्येही आपल्या अधिकारांसाठी लढण्याची चेतना निर्माण झाली आहे, हे अफगाणिस्तानातील घडामोडींवरून लक्षात येते. अनेक शतकांपासून असलेल्या गुलामगिरीच्या बेड्या तोडण्यास अधीर झालेल्या अनेक महिलांना हा मोर्चा बळ देणारा ठरेल. या ठिकाणी एक गोष्ट नोंद घेण्यासारखी आहे. ती म्हणजे, तालिबान्यांच्या क्रूरतेचा अनुभव पुन्हा घ्यावा लागू नये, यासाठीच महिलांनी एकत्र येऊन हा मोर्चा सुरू केला आहे. महिला सशक्तीकरणाची ताकद पाहून तेथील रूढीवादी लोक चांगलेच धास्तावले आहेत. या चळवळीमागे महिलांचा आणखी एक उद्देश आहे. वस्तुतः अफगाणिस्तानात तालिबानी दहशतवादाने पुन्हा डोके वर काढण्यास सुरुवात केल्याची लक्षणे दिसू लागली आहेत. तालिबान्यांच्या हातात पुन्हा देश जाऊ नये, यासाठी महिलांनी आता पुढे सरसावून स्वतः लढा उभारण्याचा निश्‍चय केला आहे. त्यांना तेथील नागरिकांचा पाठिंबाही मिळत आहे, याचाच अर्थ त्यांची मोहीम यशस्वी होत आहे.

अफगाणिस्तानात या घडीला तरी तालिबान्यांचा दहशतवाद दिसून येत नाही. देशातील नागरिक सुमारे वीस वर्षांनंतर स्वातंत्र्याच्या वातावरणात खुला श्‍वास घेत आहेत. बदलांचे पडघम वाजू लागले आहेत. मुली भयमुक्त वातावरणात शाळेत जाऊ लागल्या आहेत. तेथील महिला आता खुलेपणाने क्रिकेट खेळताना दिसू लागल्या आहेत. वस्तुतः महिलांनी क्रिकेट खेळणे या देशात पूर्वी स्वप्नातही कुणाला खरे वाटले नसते. गेल्या दोन सार्वत्रिक निवडणुकांच्या माध्यमातून अनेक महिला लोकप्रतिनिधी बनून संसदेत पोहोचल्या आहेत. परंतु, त्यांच्या या स्वातंत्र्याला काही रूढीवादी लोक पुन्हा एकदा ग्रहण लावू पाहत आहेत. या सार्‍या गोष्टी महिलांनी कराव्यात, असे या रूढीप्रिय व्यक्तींना पटत नाही. परंतु, अशा माणसांना सडेतोड उत्तर देण्यासाठी प्रत्यक्ष महिलांनीच आता कंबर कसली आहे.

महिलांनी काढलेल्या देशव्यापी मोर्चाला प्रत्येक ठिकाणी प्रचंड प्रतिसाद मिळत आहे. ही मोहीम तालिबान्यांच्या डोळ्यात खुपू लागल्यामुळे तेही आता आपल्या परीने ही मोहीम कशी थंडावेल, यासाठी प्रयत्न करीत आहेत.

अफगाणिस्तानात 19 वर्षांपूर्वी तालिबानी शासकांना सत्तेतून उखडून फेकण्यात आले. त्यानंतर तालिबानी पुन्हा आपले जाळे विणू पाहत आहेत. परंतु, आता ते आपले उद्दिष्ट पूर्ण करण्यात सफल होऊ शकणार नाहीत, अशी चिन्हे दिसू लागली आहेत. कारण, आता हे सगळे एवढे सोपे राहिलेले नाही. अफगाणिस्तानात नवी सकाळ उजाडू लागली आहे. या परिवर्तनात भारत सरकारची भूमिकाही साह्यभूत ठरली आहे. पूर्वी तालिबानचे अधिपत्य संपूर्ण अफगाणिस्तानावर होते. परंतु, 2001 मध्ये अमेरिकेने केलेल्या हल्ल्यांनी तालिबान्यांना सत्तेवरून खेचून काढले. त्यांची संघटना विखुरली गेली. आता ही संघटना पुन्हा डोके वर काढू पाहत असेल, तर इतक्या वर्षांत ही संघटना पुन्हा एवढी सामर्थ्यशाली कशी बनली, हा प्रश्‍न विचारला जाणे स्वाभाविक आहे. एवढ्या मोठ्या प्रमाणावर हानी झाल्यानंतर पुन्हा डोके वर काढण्यासाठी त्यांना नक्कीच कुणीतरी सक्रिय पाठिंबा देत आहे, असाच याचा अर्थ घेतला जाईल.

अफगाणिस्तानच्या नकाशावर तालिबानचा उदय सर्वप्रथम 1990 च्या दशकात झाला. त्यावेळी देशात प्रचंड प्रमाणावर यादवी युद्ध झाले होते. प्रत्येक शक्तीशाली कमांडरची आपली-आपली फौज होती. सर्वांना देशातील सत्तेत भागीदारी हवी होती आणि त्यासाठी ते लढत होते. त्या दरम्यानच या तालिबान्यांना पडद्यामागून पाकिस्तान मदत करीत असल्याचे समोर आले होते. या दहशतवाद्यांना शस्त्रास्त्रे पाकिस्तानातूनच पुरविली जात होती. अशीच काहीशी शंका यावेळीही बोलून दाखविली जात आहे. या चर्चेत सत्यता असल्याचे आढळल्यास, पाकिस्तान तालिबान्यांना पुन्हा एकदा मजबूत करून भारताची घेराबंदी करू पाहत आहे, हे स्पष्ट होईल. कारण, गेल्या काही वर्षांपासून भारत अफगाणिस्तानला सर्वतोपरी सक्रिय मदत करीत आहे. ही बाब पाकिस्तानला खुपत आहे. आता तर तालिबान्यांना केवळ पाकिस्तानच नव्हे तर चीनही मदत करीत असल्याच्या बातम्या येत आहेत.

तालिबान ही एक कट्टरपंथीयांची क्रूर संघटना आहे. त्यांचा विचार विभाजनवादी आहे. एकेकाळी रक्ताचे पाट वाहवूनच त्यांनी अफगाणिस्तानच्या सत्तेवर कब्जा केला होता. तालिबानच्या शासन काळात महिलांना घराबाहेर पडण्याचीही परवानगी नव्हती. मुलींना शाळेतसुद्धा जाणे शक्य नव्हते. महिलांनी निवडणुका लढविणे तर फारच दूरची गोष्ट होती. तालिबानी शासन काळात सर्वाधिक जुलूम महिलांवर झाले. तालिबानी दहशतवादी कोणाच्याही घरात घुसून महिलांशी घृणास्पद कृत्ये करीत असत. महिलांनी विरोध केल्यास त्यांची सर्वांसमक्ष गोळ्या झाडून हत्या केली जात होती. शिक्षण घेणार्‍या मुलींना भररस्त्यात विवस्त्र करून चाबकाचे फटके दिले जात असत. अत्याचारांनी कळस गाठला होता. परंतु, तालिबान्यांना सत्तेवरून दूर करताच सर्व काही सुरळीत झाले. मुली शाळेत जाऊ लागल्या. महिला निवडणुका लढवू लागल्या. सर्व प्रकारची बंधने झुगारून महिला घराबाहेर पडल्या.

तालिबानी पुन्हा एकदा देशात सक्रिय होत आहेत, हे लक्षात आल्याबरोबर अफगाणिस्तानातील महिला संघटना आता रस्त्यांवर उतरल्या आहेत. दोन महिन्यांपूर्वी तालिबान्यांनी स्प्रिंग ऑफेन्सिव्हची घोषणा करून खळबळ उडवून दिली होती. तालिबानी नेता मुल्ला ओमर याची आठवण म्हणून या मोहिमेचे नाव ओमारीअसे ठेवण्यात आले होते. म्हणजेच, पुन्हा एकदा तालिबान सक्रिय होत आहे, याचे हे संकेत होते. या संकटापासून बचाव करण्यासाठी अफगाणिस्तान सरकारने भारताकडे मदत मागितली आहे. वास्तविक, पुन्हा एकदा दहशतवाद्यांचे नंदनवन बनणे अफगाणिस्तानला मंजूर नाही.

आता या देशातील नागरिकांना मोकळ्या हवेत श्‍वास घेण्याची सवय लागली आहे. तेथील जनता आता पुन्हा गुलामगिरीच्या बंधनात अडकू इच्छित नाही. त्यामुळेच तेथील महिला जे काही करीत आहेत, त्याला तेथील जनतेने पाठिंबा द्यायलाच हवा. अफगाणिस्तानातील महिला आणि नागरिकांनी आपल्याला अनुकूल वातावरण निर्माण करण्यासाठी भारताकडून मदत मागितली आहे. भारत स्वतःसुद्धा दीर्घकाळ दहशतवादाशी झुंजत आहे. तालिबानने पुन्हा डोके काढावे, असे भारताला कदापि वाटणार नाही. तालिबानची अफगाणिस्तानातील उपस्थिती केवळ तेथील जनतेच्याच दृष्टीने वाईट नसून, संपूर्ण जगासाठी ती घातक आहे.

चर्चेचा ‘मॉस्को फॉरमॅट’ महा एमटीबी 14-Nov-2018 विजय कुलकर्णी-जागतिक दहशतवादाचा जेव्हा जेव्हा उल्लेख केला जातो, तेव्हा सर्वप्रथम डोळ्यासमोर येतो तो तालिबानने पोखरलेला अफगाणिस्तान आणि जिहादी दहशतवाद्यांना पोसणारा पाकिस्तान

जागतिक दहशतवादाचा जेव्हा जेव्हा उल्लेख केला जातो, तेव्हा सर्वप्रथम डोळ्यासमोर येतो तो तालिबानने पोखरलेला अफगाणिस्तान आणि जिहादी दहशतवाद्यांना पोसणारा पाकिस्तान. हे दोन्ही इस्लामिक देश असले तरी हल्ली एकमेकांच्या सावलीलाही ते सध्या उभे राहत नाहीत. कारण, अफगाणिस्तानमधील तालिबानला खतपाणी घालण्यात पाकिस्तानचा सहभागही लपून राहिलेला नाही. याउलट भारताने नेहमीच सुसंवाद, व्यापार आणि मैत्रीचे नाते अधिक घट्ट करून अफगाणिस्तानशी दृढ संबंध प्रस्थापित केले.
 
 
अफगाणिस्तानच्या संसदेची इमारतही भारताने बांधून दिली. त्यामुळे साहजिकच अफगाणिस्तानचा भारताप्रती असलेला कल स्वाभाविक म्हणावा लागेल. पण, गेल्या दोन दशकांहून अधिक काळ अफगाणिस्तान अशांत आहे. तालिबान आणि सरकारच्या संघर्षात तेथील जनजीवनही पुरते विस्कळीत झालेले. काही भागात सरकारचे राज्य तर काही भागात कडवट तालिबान्यांची शरिया राजवट. म्हणूनच, अफगाणिस्तानला पूर्वपदावर आणण्यासाठी रशियाने तालिबानशी चर्चेचा पुढाकार घेतला आणि बहुपक्षीय बैठक नुकतीच मॉस्कोत पार पडली. या बैठकीमध्ये इराण, पाकिस्तानसह अमेरिकेचेही प्रतिनिधी सहभागी होते. त्यामुळे धुमसत्या अफगाणिस्तानला पूर्वपदावर आणण्यासाठी रशियाने चर्चेच्या या ‘मॉस्को फॉरमेट’चा पहिला अध्याय अवलंबलेला दिसतो.या बैठकीसाठी भारताने अधिकृत सरकारी प्रतिनिधींना न पाठवता दोन माजी राजदूतांना मॉस्कोला पाठविले. भारताने या बैठकीत तालिबानशी थेटपणे कुठलीही चर्चा केलेली नाही किंवा आपली भूमिकाही मांडलेली नाही. पण, भारतीय प्रतिनिधींना अशाप्रकारे चर्चेत सामील करून घेण्याचा रशियाचा मानस स्तुत्य म्हणावा लागेल.
 
खरंतर अफगाणिस्तानविषयी भारताने वेळोवेळी आपली भूमिका विशद केली आहेचअफगाणिस्तानच्या नेतृत्वाने त्यांच्या पातळीवर त्यांचा अंतर्गत प्रश्न सोडवावाया आपल्या भूमिकेवर भारत ठाम आहेत्यासाठी सहकार्याचीही भारताची तयारी आहेच. कारण, जोपर्यंत अफगाणिस्तानात शांतता नांदत नाहीतोपर्यंत मध्य आशियातही असेच अशांततेचे वारे वाहत राहतीलत्यामुळे भारतासह अफगाणिस्तानच्या जवळपासच्या सर्वच राष्ट्रांसाठी काबूलमध्ये स्थिरता प्रस्थापित होणे क्रमप्राप्त आहेचया बैठकीत भारताने कुठलीही टिप्पणी केली नसली तरी रशियाने भारताला मात्र आगामी बैठकीत ठोस भूमिका घेण्याचा सूचक सल्लाही दिला आहेखरं तर कुठल्याही अनिवार्यतेमुळे किंवा दबावाखाली भारताने आपले प्रतिनिधी मॉस्कोला धाडलेले नाहीत, तर एकूणच या विषयाचे गांभीर्य लक्षात घेता आणि भारत-अफगाणिस्तान संबंधांच्या पार्श्वभूमीवर या बैठकीस उपस्थित राहण्याचा निर्णय घेण्यात आला.
 
रशियाने अफगाणिस्तानमध्ये दाखवलेला रस तसा नवीन नाही१९७९ मध्ये अफगाणिस्तानमध्ये गृहयुद्ध उफाळले असताना सोव्हिएत सैन्याने अफगाणिस्तानचा संपूर्ण राजकीय आणि सामरिक ताबा मिळवलाअफगाणिस्तानमधील कम्युनिस्टवादी सरकारला पाठिंबा देण्यासाठीच रशियाने आपली सर्व ताकद एकवटलीअमेरिका आणि पाकिस्तानचा पाठिंबा असलेल्या मुजाहिद्दीनांच्या टोळ्यांशी सोव्हिएत रशियाचा हा संघर्ष जवळजवळ दहा वर्षे चाललाशेवटी आंतरराष्ट्रीय दबावापोटी १९८९ साली सोव्हिएत रशियाने आपले सैन्य अफगाणिस्तानातून माघारी घेतले. पण, त्यानंतरही अफगाणिस्तानमध्ये संपूर्ण शांतता अजूनही प्रस्थापित होऊ शकलेली नाही. त्यासाठी अफगाण सरकारचे धोरण आणि तालिबान्यांचा कट्टरतावादही तितकाच कारणीभूत. त्यातच अमेरिकेनेही आपल्या स्वार्थासाठी आधी तालिबानला रशियाविरोधात लढण्यासाठी पोसले आणि नंतर तालिबान आपल्यालाच डोईजड होतोय म्हटल्यावर त्यांच्या विरोधात लष्करी मोहीम छेडलीअशाप्रकारे गेल्या चार-पाच दशकांहून अधिक काळ अफगाणिस्तान अंतर्गत टोळ्यांच्या संघर्षामुळे अस्थिरच राहिला. त्यातच आधी रशिया, मग अमेरिका यांच्या लष्करी हस्तक्षेपामुळे अफगाणिस्तानला तालिबानचा नायनाट करण्यासाठी सदैव परकीय शक्तीवर विसंबून राहावे लागले. तेव्हा, आता वेळ आली आहे ती चर्चेतून मार्ग काढण्याची. यापूर्वीही असे बरेच प्रयत्न झाले, पण ते यशस्वी ठरलेले नाहीत. आता रशियाने तालिबानसोबत सुरू केलेल्या या चर्चेचा हा ‘मॉस्को फॉरमॅट’ आगामी काळात कितपत यशस्वी ठरतो, ते पाहावे लागेल

अफगाणिस्तानातील घडामोडी आणि भारत-DR SHAILESH DEVLANKAR-PUDHARI


भारत आणि अफगाणिस्तान संबंधांच्या दृष्टीने एक अत्यंत महत्त्वाची घडामोड नुकतीच घडली आहे. इतिहासात पहिल्यांदाच तालिबानबरोबरच्या चर्चेमध्ये भारत प्रत्यक्ष सहभागी होतो आहे. तालिबान ही एक आंतरराष्ट्रीय दहशतवादी संघटना आहे. अफगाणिस्तानात 1996 ते 2001 या काळामध्ये तालिबानी राजवट होती, तेव्हा भारतातही दहशतवादी कारवायांमध्ये वाढ झाली होती. तालिबान ही पाकिस्तानपुरस्कृत दहशतवादी संघटना आहे. पाकिस्तान हा तालिबानच्या माध्यमातून अफगाणिस्तानात आपले पाय पसरण्याचा प्रयत्न करतो आहे. स्वाभाविकपणे भारताचा या सर्व दहशतवादी कारवायांना विरोध आहे. भारताला अफगाणिस्तानात शांतता, स्थैर्य, लोकशाही हवी आहे आणि तालिबान हा त्यातील मोठा अडथळा आहे. त्यामुळे तालिबानबरोबर चर्चा करायची नाही ही भारताची पारंपरिक भूमिका आहे. असे असतानाही भारताने तालिबानबरोबरच्या चर्चेत सहभागी होण्याचा निर्णय घेतला आहे. 
या चर्चेला मॉस्को राऊंड ऑफ टॉकअसे म्हणतात. ही चर्चा रशियाच्या पुढाकाराने होते आहे. अफगाणिस्तानात शांतता आणि स्थैर्य प्रस्थापित होण्यासाठी रशियाने ही चर्चा घडवून आणण्यासाठी पुढाकार घेतला आहे. अफगाणिस्तानात पाकिस्तानचे हितसंबंध गुंतले आहेत, तसेच रशियाचेही हितसंबंध गुंतले आहेत. त्या दृष्टिकोनातून रशिया याकडे पाहत आहे. अफगाणिस्तानात आजही दोनतृतीयांश भागावर तालिबानची राजवट आहे. म्हणजेच, तालिबानच्या अधिकारात हे क्षेत्र आहे. लवकरच अफगाणिस्तानात सार्वत्रिक निवडणुका होणार आहेत. या निवडणुकांमध्ये अडथळा आणण्याचे पुरेपूर प्रयत्न तालिबान करतो आहे. असे असतानाही तालिबानला सत्तेत सहभागी करून घेण्यासाठी रशिया प्रयत्न करत आहे. सत्तेत तालिबानचा सहभाग निश्‍चित करून घ्यायचा आणि त्या माध्यमातून शांतता प्रस्थापित करायची, अशी रशियाची भूमिका आहे; मात्र रशियाच्या या प्रस्तावाला तालिबानचा विरोध आहे. वास्तविक पाहता, बराक ओबामा ज्यावेळी अमेरिकेचे अध्यक्ष होते, तेव्हा त्यांनी तालिबानबरोबर चर्चेला सहमती दाखवली होती; पण अमेरिकेत सत्तापालट झाला आणि नवे राष्ट्राध्यक्ष डोनाल्ड ट्रम्प यांनी या प्रस्तावाला पूर्णपणे विरोध करत अफगाणिस्तानविषयीचे धोरण घोषित केले. या धोरणामध्ये अमेरिकेला तालिबानबरोबर कसलीही चर्चा करायची नाही, हे त्यांनी स्पष्ट केले आहे. एवढेच नव्हे, तर त्यांनी तालिबानविषयक कडक धोरण स्वीकारले. असे असूनही रशियाने मॉस्को राऊंड टॉक्ससुरू केले. आता होणारी चर्चा ही दुसर्‍या फेरीतील आहे. पहिल्या फेरीत भारताचा सहभाग नव्हता. कारण, भारताचा या संपूर्ण प्रक्रियेलाच विरोध होता. 
 भारताचा अफगाणिस्तानबरोबर 2012 मध्ये सामूहिक सुरक्षिततेचा करार झालेला आहे. अफगाणिस्तानातील अश्रफ गनी यांच्या सरकारचे भारत समर्थन करत आला आहेे. त्याच वेळी भारत सातत्याने तालिबानला मात्र विरोध करत आला आहे; परंतु आता होणार्‍या चर्चांमध्ये भारत सहभागी होणार आहे. या चर्चेसाठी भारताने सिन्हा आणि राघवन असे दोन निवृत्त राजदूत पाठवण्याचा निर्णय घेतला आहे.  
भारताची ही अचानक बदललेली भूमिका सर्वांनाच आश्‍चर्यचकित करणारी आहे. त्याचबरोबर या भूमिकेबाबत देशांतर्गत पातळीवर वादही सुरू झाले आहेत. वास्तविक, भारताची या मागची भूमिका काय आहे, हे समजून घेणे महत्त्वाचे आहे. भारताला अफगाणिस्तानात कोणतीही भूमिका वठवू द्यायची नाही, यासाठी वर्षानुवर्षांपासून पाकिस्तान प्रयत्नशील राहिला आहे. असे असताना आता मॉस्को राऊंडमध्ये भारत सहभागी होऊन चर्चा करणार आहे. याचा अर्थ, देशाच्या पारंपरिक धोरणांना मुरड घातली जाते की काय, अशा प्रकारची परिस्थिती निर्माण झाली आहे. तथापि, भारताने एकदम यू-टर्न घेण्यामागची भूमिका समजून घेणे गरजेचे आहे. सर्वांत महत्त्वाचा भाग म्हणजे, भारताचा मॉस्को राऊंडमधला सहभाग हा औपचारिक (ऑफिशिअल) स्वरूपाचा नाही. तो अनौपचारिक (नॉन ऑफिशिअल) आहे. त्यामुळे भारताने शासकीय सेवेत असणार्‍या कोणत्याही अधिकार्‍यांना न पाठवता यासाठी सेवानिवृत्त अधिकारी निवडले आहेत. या चर्चेमध्ये रशिया, भारत हे दोनच देश सहभागी होत नसून, एकूण 12 देश सहभागी होत आहेत. अमेरिकेनेदेखील यामध्ये निरीक्षक पाठवण्याचा निर्णय घेतला आहे.  
भारताने हे प्रतिनिधी पाठवताना आपली भूमिकाही स्पष्ट केली आहे. भारताला अफगाणिस्तानात शांतता, स्थैर्य हवे आहे आणि भारताचा पूर्ण पाठिंबा अफगाणिस्तान सरकारला आहे, ही भारताची भूमिका आजही कायम आहे. त्यामुळेच या संवाद, चर्चेत सहभाग नोंदवण्यापूर्वी भारताने अफगाणिस्तान सरकारला विश्‍वासात घेऊन त्यांच्याशी सल्लामसलत, चर्चा केली असून, त्यानंतरच हा निर्णय घेतला आहे.  
मॉस्को चर्चेमुळे भारताची भूमिका विस्तृत होते आहे. मॉस्को चर्चेत सहभागी होणे याचा अर्थ भारताने तालिबानला समर्थन दिले आहे किंवा अफगाणिस्तानातील सत्तेत तालिबानने सहभागी व्हावे, अशी भारताची इच्छा आहे, असे मुळीच नाही. भारत केवळ रशियाच्या प्रयत्नांना समर्थन देतो आहे. त्यासाठी भारताने हा निर्णय घेतला आहे. भारताने अफगाणिस्तानात केवळ विकासात्मक नव्हे, तर संरक्षणात्मक भूमिकाही पार पाडावी, अशी अमेरिकेची इच्छा होती. तथापि, तसे झाले असते, तर अमेरिकेच्या धोरणांनाच आपण पुढे घेऊन जात आहोत, असे चित्र निर्माण झाले असते. म्हणूनच, भारत रशियाच्या पुढाकारात सहभागी होत आहे. त्यामुळे भारत तालिबानला समर्थन देत नसून, अमेरिका आणि रशियाच्या प्रयत्नांना समर्थन देत आहे. 
भविष्यात अश्रफ गनी यांनी तालिबानसोबत सत्ता वाटून घेण्यास तयारी दर्शवली किंवा तालिबानला सत्तेत सामील करून घेण्यास सहमती दर्शवली, तर भारतही या भूमिकेला पाठिंबा देऊ शकतो. कारण, अंतिमतः भारताची इच्छा अफगाणिस्तानात शांतता प्रस्थापित करणे, हीच आहे. कोणत्याही प्रकारे अफगाणिस्तानात शांतता, स्थैर्य निर्माण होणार असेल, तर भारत त्याआड येणार नाही.

Why India should get out and leave Af to Pak

It’s of little strategic importance for us. If Pakistan thinks it can control Afghanistan where Britain, Russia and America at the peak of their power failed, wish them luck.
The sharply polarised political debate on the nuclear deal was the most significant instance of the so-called holy national consensus on foreign policy breaking in India.
But the larger consensus remains intact. It is not healthy for a democracy, and particularly not when it has a strategic community that has had even greater continuity than its establishment economists, defying all changes of government, leaders, ideology.
That is why the time has come to question, or at least intellectually challenge, some other aspects of this lazy “consensus”. Even at the risk of inviting the charge of apostasy, therefore, the time might have come to question the prudence of our unquestioned, un-debated idea of engaging in a dirty little cold war with Pakistan in Afghanistan once the Americans withdraw.
Today, everybody seems to be accepting the idea that Afghanistan is of great strategic significance to India, and we can neither cede it to Pakistan, nor leave them to fill the power vacuum after the Americans. Similarly, that this is the Great Game country, and we are back to it, somehow inheriting the mantle of the British power in the 19th century, except that we might have to deal with an additional distraction called Pakistan. Further, that Afghanistan is a resource (mineral)-rich land where we have future commercial stakes, and is a gateway to Central Asia, making transit rights of such paramount importance.
There is some truth to some, but not all. The larger picture looks very different on closer examination. Also, engaging in a policy that puts us permanently and violently at odds with the Pakistanis is an idea that is being accepted much too readily. As if this is our destiny. As if we have no choice.
All of this, frankly, is lazy, self-serving rubbish, dished out by a strategic establishment that suffers terminally from a cold war mindset, and does not quite know, like all bigger powers (the US included), when to declare victory, and when to cut its losses.
The more curious thing is, some of this is happening under a prime minister who never tires of exhorting his policy-makers to “think out of the box.”
What kind of strategic importance does Afghanistan have for India now? Yes, we need transit to Central Asia. But to reach Afghanistan, we have to first persuade the Pakistanis to grant us transit. The more we jostle with them for influence in Afghanistan, the lesser the chances of their being so nice to us. Yes, Afghanistan is resource-rich and the Chinese may get there if we are not there. But what are we, meanwhile, doing with our own mineral resources? So many of our mines are shut, or not accessible. We might get a hundred times more value by either fighting, or bribing (as everybody eventually does with insurgents in Afghanistan), our own Maoists to be able to exploit our own mines. And the Chinese will get there before us anyway.
And yes, there will be a power vacuum in Afghanistan. It will still be a country of great strategic importance. But for whom, is the question. It will be of no  to us. None of our supplies or trade come to Afghanistan. None of our bad guys hide there. No Afghan has ever been involved in a terror attack on India. In fact, almost never has a terror attack on us been even planned in the more precise Af-Pak region. They have all been planned and executed between Muzaffarabad, Muridke, Karachi and Multan. Almost never has an Afghan, Pakhtun, Baluch, Tajik, any ethnicity, been involved in a terror attack in India. It’s always been the Punjabis. Ask anybody in the Indian army who has served in Kashmir and he will tell you that the intruders he fought were exactly of the same ethnic stock as the bulk of the Pakistani army he may have to fight in a real war: the Punjabi Muslims.
Yes, as we said earlier, Afghanistan is still a country of great strategic importance. But for Pakistan, and certainly not for us. Pakistan has a long, unsettled border with it and a more-than-latent irredentist Pathan sentiment on both sides of the Durand Line that it dreads spinning out of control as (and if) Afghanistan breaks up along north-south-west ethnic lines. From tribal ties, to funny trade-links, like gun and drug-running, an unsettled Afghanistan will be a permanent thorn in Pakistan’s side when six divisions of its army are already not able to get the measure of the armed anarchy in FATA. Why should India then get into this unwinnable mess? More importantly, why should India give the Pakistani army and the ISI just what they need, a great, holy, moral justification to pour into Afghanistan to “fight the Indian challenge”?
Leave Afghanistan to the Pakistanis. If the Pakistani army thinks it can fix, subdue and control Afghanistan, after the British, Soviets and Americans have failed to do precisely this at the peak of each one’s superpower-dom, why not let the Pakistanis try their hand at it? If they pour another ten divisions and half of the ISI into that hapless country now, isn’t it that much of a relief for us on our western borders? What could serve our strategic interests better than having the Pakistanis discover a permanent strategic threat/ challenge/ opportunity along their western borders? Won’t that be some relief?
If the Pakistani army thinks it can succeed in a mission in which their mightier predecessors, the British and the Soviet empires and the Americans failed, good luck to them. Because it will fulfil the fantasy of “strategic depth” they have nursed since they were rocked by totally fictional visions of massive Indian tank assaults through the desert cutting their mainland into two during General Sundarji’s Operation Brasstacks in 1987.
It is since then that the Pakistani strategic establishment has been seeking “strategic depth” in Afghanistan. Now, if any army wants to seek the “depth” of Afghanistan for its armour, vital air force assets, or even nukes, good luck to them. In fact, it would be interesting to see how the rest of the world, particularly the Americans, would react if such a thing was even contemplated.
Far from being a security asset ever, Afghanistan, for the Pakistani army, will be exactly what it has been for any other invading army in its history: a permanent Waterloo in slow motion.
So shall we leave the Pakistani army and ISI to their own devices in Afghanistan? Whether they fail or succeed, it will confirm only one widely held view in the global strategic community: that howsoever dashing it may be tactically, the Pakistani military-intelligence establishment’s strategic thinking emerges not from its brains but that some place lower down in human anatomy. Maybe then, the best way we can serve our own strategic interests in Afghanistan is to stay out of their way.

पाकिस्तान व अफगाणिस्तान या मुस्लीम बहुल देशात अल्पसंख्यांक असलेल्यातालिबान्याआड 'पाकी' मनसुबे महा एमटीबी 02-Jul-2018- हिंदू व शीखांचे समूळ उच्चाटन करण्याचे मोठे षड्यंत्र सुरू

बहुसंख्य लोकांना भारत तसेच युरोपमध्ये स्थलांतरीत करण्यासाठी बळजबरी केली गेली. त्यानंतर दिवसेंदिवस पाकिस्तान तसेच अफगाणिस्तानात राहणाऱ्या हिंदूंची स्थिती बिकट होत गेली. अल्पसंख्यांक हिंदू व शीख तालिबान तसेच गुप्तचर यंत्रणांच्या रडारवर येत गेले आणि भारताशी घनिष्ट संबंध असल्याच्या संशयामुळे त्यांच्यावर अत्याचार वाढत गेले त्यामुळे आजघडीला येथे केवळ १००० हिंदू व शिखांची संख्या उरली आहे.

पाकिस्तान व अफगाणिस्तान या मुस्लीम बहुल देशात अल्पसंख्यांक असलेल्या हिंदू व शीखांचे समूळ उच्चाटन करण्याचे मोठे षड्यंत्र सुरू असून यासाठी पाकिस्तानची गुप्तचर संघटना व तालिबानी संघटना पद्धतशीर मोर्चेबांधणी करत असल्याचे दिसते आहे. काही महिन्यापूर्वी पाकिस्तानमध्ये हिंदूंवर झालेले हल्ले आणि नुकताच अफगाणिस्तानमधील नांगरहारची राजधानी जलालाबादमध्ये झालेला आत्मघाती बॉम्ब हल्ला यावरून या देशातील हिंदूंना व त्यांच्या नेत्यांना संपवण्याचा 'पद्धतशीर कट' असल्याचे सिद्ध होते. अफगाणिस्तानचे राष्ट्राध्यक्ष अशरफ घनी नागरहार या ठिकाणी दौऱ्यावर होते. त्यांना भेटण्यासाठी निघालेल्या काही शीख आणि हिंदूंच्या पथकावर आत्मघातकी बॉम्बहल्ला करण्यात आला. या हल्ल्यात १७ शीख आणि हिंदूं बांधवांचा मृत्यू झाला. मृतांमध्ये संसदीय निवडणुकीचे एकमेव उमेदवार अवतारसिंह खालसा, कार्यकर्ते रावल सिंग, शीख समूहाचे प्रवक्ते इक्बाल सिंग आणि सामाजिक कार्यकर्ते अनुप सिंग यांचा समावेश आहे. मुख्यता मृत्युमुखी पडलेले लोक हे शीख व हिंदूंचे प्रतिनिधित्व करत होते. या हल्ल्याचा भारत व जागतिक स्थरावरून निषेध करण्यात येत असला तरी येथील हिंदूंवर आतापर्यंत करण्यात आलेल्या अत्याचारावर नजर टाकणे महत्वपूर्ण ठरते.
 
अफगाणिस्तानमध्ये १९९० च्या दशकात जवळपास ८० हजार शीख व हिंदू नागरिक स्थायिक होते. मात्र १९८० व ९० च्या दशकात येथील बदलते राजकीय गणितं, धार्मिक दंगे आणि आतंकी कारवाया यामुळे पाकिस्तानच्या गुप्तचर संघटनेच्या सहकार्याने 'तालिबानी' उदयास आले. पुढे चालून या तालिबान्यांचा फटका अफगाणिस्तानलाही बसला आणि मोठी राजकीय उलथापालथ झाली. या सगळ्या घडामोडीत हिंदू व शीख नागरिकांचे हकनाक 'बळी' गेले. अन्याय अत्याचार आणि मोठ्या प्रमाणावर हत्या करण्यात आल्यामुळे येथील हिंदू समाज घाबरून सैरावैरा इतर देशांचा आसरा घेऊ लागला किंवा मायदेशी परतु लागला. यातील बहुसंख्य लोकांना भारत तसेच युरोपमध्ये स्थलांतरीत करण्यासाठी बळजबरी केली गेली. त्यानंतर दिवसेंदिवस पाकिस्तान तसेच अफगाणिस्तानात राहणाऱ्या हिंदूंची स्थिती बिकट होत गेली. अल्पसंख्यांक हिंदू व शीख तालिबान तसेच गुप्तचर यंत्रणांच्या रडारवर येत गेले आणि भारताशी घनिष्ट संबंध असल्याच्या संशयामुळे त्यांच्यावर अत्याचार वाढत गेले त्यामुळे आजघडीला येथे केवळ १००० हिंदू व शिखांची संख्या उरली आहे. यावरून तालिबान्यांनी व पाकिस्तान गुप्तचर संघटनेची हिंदू अत्याचाराची दाहकता, भीषणता लक्षात येईल. हि भीषणता एवढ्यावरच थांबत नाही तर तालिबान्यांनी अफगाणिस्तानावर वर्चस्व मिळवल्यानंतर आपण हिंदू आहोत, हे जाहीर करण्यासाठी तेथील हिंदूंना पिवळ्या रंगाचे चिन्ह आपल्या पोशाखावर लावावे तसेच महिलांनीही बुरखा घालावा, असे फर्मान तालिबानी राजवटीने सोडले होते. त्यामुळेच उरलेल्या हिंदूंनी हळू-हळू अफगाणिस्तान सोडण्यास सुरुवात केली.
 
या पलीकडे राजकीय विचार केल्यास अफगाणिस्तानामध्ये होऊ घातलेल्या निवडणुका व राष्ट्राध्यक्ष अशरफ घनी यांना भारत व पर्यायाने येथील स्थानिक हिंदू व शिखांचा पाठिंबा हा सुद्धा या हल्ल्यामागील महत्वाचा भाग आहे. यावरून तालिबानची राजकीय महत्त्वाकांक्षा अजूनही संपलेली नाही किंवा ती मुद्दामहून संपवली जात नाही हे दिसून येत आहे. सत्तेत लक्षणीय वाटा मिळावा यासाठी हि संघटना गेल्या २०-२५ वर्षांपासून आतंकी कारवाया करत आली आहे. निवडणुकीच्या तोंडावर अशा आतंकी कारवाया करणे हा यांचा ठरलेला भाग असतो. मात्र यावेळी हिंदू व शिखांच्या प्रतिनिधींवर व अल्पसंख्यांक हिंदूमधून संसदीय निवडणुकीचे एकमेव उमेदवार अवतारसिंह खालसा यांची हत्या करून जगाचे लक्ष वेधून घेणे, अफगाण सरकारला इशारा देऊन सत्तेत वाटा मिळवणे, असा तालिबान्यांचा हेतू असला तरी जगभरातील अल्पसंख्यांक हिंदूंवर होणाऱ्या अत्याचारांकडे भारत सरकार व परराष्ट्र मंत्रालयाने निषेधापलीकडे जाऊन गांभीर्याने पाहण्याची गरज निर्माण झाली आहे.
