 ISI COORDINATING TERROR ATTACKS

To take a revenge for the bitter humiliation suffered at the hands of Indian army in 1965 and 1971 conflicts, the military regime of Gen Zia, in consultation with the Pak ISI(Notorious intelligence agency) drew a long term plan to destabilize and disintegrate India. The plan was named as the 'K-Plan' .The initial plan was aimed at sowing  the seeds of hatred,  spreading the communalism in the communally sensitive parts of this country. Subsequently, after the misguided Sikh youths joined these activities, the Pak ISI modified their plans to target the K-2 Plan' towards creation of Khalistan and igniting the separatist movement in Kashmir and terrorism in rest of India.   

More than 65,000 persons have been killed due terrorist violence since 1993.The number seriously injured is four times more. The number clearly indicates tremendous  potential of ISI sponsored terrorism. 

Changes in Terrorists strategy 

The ISI has changed its strategy due to intense international pressure. No visible training camps can be seen in Pakistan now. State machinery has been told to maintain absolute safe distance from the terrorists and no overt support is to be given. It organizes protests and anti India rallies with subverted Khalistani in USA and other western countries. Minority community is terrorized in Kashmir. Afghan /Taliban/ Al Qaida cadres are used as mercenaries in J& K. 

 It is continuing training in Terrorist training camps. 250 – 500 terrorists are always awaiting infiltration in India. Through private religious organizations, militancy has been made a private industry in Pakistan. ISI  is exploiting the religious divide. 

Induction of foreign mercenaries in J&K is regular feature. Indoctrination to the Jihad cause is done by Pakistani terrorists inducted from Pakistan.It is involving Muslim youth into terrorist networks &Increasing printing of counterfeit currency running into crores. 

It is planting ISI agents in every part of India and creating communal riots in Muslim dominated regions and opening newer fronts. 

THE TERRORISTS TACTICS  

ISI sends in hard core operatives to settle down in important cities, take up jobs, and marry Indians. They act as sleepers and are activated when required. It is inducting more operatives via the International border which is porous and the BSF is not effective. 

It indoctrinates few Indians going for Haj & south Indian population working in the Gulf countries. Increase funding of madrasas in India is being done. The number of madrasas has increased drastically on India- Bangla Desh border & India- Nepal border. Use Kashmir Muslims to subvert Muslims in the heartland of India is also being done.Many news papers published within country, are subverted. 

It has Integrated operations with underworld and separatist movements. Its motto is “Jihad is not only a means to an end but also an end in itself. “he, who dies in the course of jihad, is blessed by Allah.” Yearly casualties due to terror attack since 2000 is as under:-

HS Prannoy makes history, clinches maiden BWF World Tour title at Malaysia Masters

 

Ace Indian shuttler HS Prannoy finally clinched his first-ever BWF World Tour title with a 

hard-fought three-game triumph over China's Weng Hong Yang in the men's singles finals of the Malaysia Masters Super 500 held in Kuala Lumpur on Sunday. In an intense battle lasting 94 minutes, Prannoy exhibited exceptional composure and determination to secure a 21-19, 13-21, 21-18 victory against his Chinese opponent, who is ranked 34th in the world. This victory marks a significant milestone for Prannoy, as he had been longing for an individual title since his triumph at the 2017 US Open Grand Prix Gold.) Despite being an integral part of India's triumphant Thomas Cup campaign last year, Prannoy has been unable to secure an individual title until now. The 30-year-old came tantalisingly close to ending his title drought at the Swiss Open in the previous year, where he reached the finals, and also reached the semifinals stage at both the Malaysia Masters and Indonesia Super 1000 tournaments. With this long-awaited victory at the Malaysia Masters Super 500, HS Prannoy has not only proven his mettle on the international stage but also signalled his potential to achieve further success in the future. Prannoy kept a conservative approach as the rallies extended. Soon the duo moved to 16-16. After missing out on a few net shots, Prannoy grabbed a couple of points before a relentless attack earned him two game points. He was guilty of giving a mid-court return and it was punished. Weng next sent his backhand to net, as Prannoy earned the bragging rights. After the change of sides, Weng was 4-0 up after Prannoy went for a flashy return at the net and also hit long twice. A big smash followed by a backhand snap shot got Prannoy going as he moved to a 5-4 lead with a superb backhand block. In a game of fine margins, the duo tried to play tighter shots and Weng managed to grab an 11-9 cushion . Prannoy then hit an erroneous patch, finding the net and also missing the lines, and suddenly, it became 16-10 in favour of Weng. Frustration was writ large on the Indian's face as errors kept tumbling out of his racquet. Soon Weng grabbed seven game points with a cross court return and converted with a precise return on the backline to force a decider. In the third game, Weng held on to his momentum even as Prannoy kept snapping at his feet at 6-8. A net kill helped the Indian draw level at 8-8 before Weng ended an exciting rally with a smash. Another splendid rally ended with Prannoy producing another superlative shot at the net to bamboozle his opponent, as he went into the mid-game interval with a slender one-point lead. After resumption, Prannoy unleashed his cross court smashes to move to 14-11. Weng produced a precise smash and then targeted his rival's body twice to narrow it down to 13-14. Prannoy let out a loud cry after a cross court smash, opening up a 16-13 lead. Looking for precision, Prannoy however missed the lines a few times and another such long shot helped Weng to make it 18-18. Prannoy kept his nerves and responded with a smash, leaving Weng on the floor. Another magical smash, which just kissed the lines, gave Prannoy two championship points, and he converted it after his opponent hit wide.

China’s strategy is to win the war without firing a shot. They became masters in keeping the threshold of disruption of any kind just below the level of full-scale war. The road map:

Acquire advanced technologies by any means.

When China joined World Trade Organization (WTO) in 2001 its GDP was $1.34 trillion. US President Bill Clinton had hoped that China would move towards democracy. On the contrary, China violated every WTO rule, forced technology transfer, provided illegal state subsidies, discriminated against foreign goods, and controlled supply chains to its advantage. The result was that China took other member nations for a ride while enriching itself.

 

Today at $18.32 trillion GDP, China is very close to its target of world dominance. As per Global Fire Power, China has 3.14 million military personnel (active 2 million), 4950 tanks, 730 naval assets (including 2 aircraft carriers, and 76 submarines), and 3166 aircraft (1199 fighters). They rank at number three among the world military powers behind the United States and Russia.

 

Technological Prowess at Any Cost

 

The Australian Strategic Policy Institute undertook a year-long project on progress made by various countries in advanced technologies. China led the list in 37 of the 44 technologies tracked. The areas included — electric batteries, hypersonics, and advanced radio-frequency communications such as 5G and 6G, etc. China produced 48.49 percent of the world’s high-impact research papers. It hosts seven of the world’s top 10 research institutions in advanced aircraft engines, including hypersonics and many such topics.

 

Now hold your thought there. China didn’t reach there by sheer hard work but rather by utilizing evil genius. In 2020 FBI Director Christopher Wray disclosed — “We have now over 2,000 investigations that tie back to the Chinese government. We open a case on Chinese activities every 10 hours. It is a 1,300 percent increase over the last several years.”

The Chinese government uses its commercial fishermen as de facto paramilitary forces to assert territorial dominance in the South China Sea and other contested waters. The Chinese fishing fleet, which makes up the largest fishing fleet in the world, often operates under the guise of a civilian force, but it functions as a "civilian militia" with aggressive and ubiquitous blue-water presence globally. This fleet is often used to push back other fishermen or governments that challenge China's sovereignty claims. While China has expanded its naval force, including advanced research vessels that explore for natural resources, its fishing fleet remains the more aggressive and ubiquitous presence.

 

The South China Sea is one of the most hotly contested regions in the world, with competing claims from multiple countries, including China, Vietnam, Philippines, Malaysia, Brunei, Taiwan, and Indonesia. China's justification for its rights over the region relies on the "nine-dash line" argument, which has no basis under international law and was found to be invalid in a 2016 international court ruling. The interests in the region include fishing rights, lucrative subsea oil and gas deposits, and a political desire for control over a vital waterway that a third of the world's maritime trade flows through.

 

Chinese fishing vessels are becoming more frequent, brazen, and aggressive in waters around the world, from North Korea to Mexico to Indonesia, raising concerns about potential military conflict, human rights abuses, and environmental damage. The Chinese government's policies, such as subsidizing the industry and supporting the squid fleet with data gleaned from satellites and research vessels, have accelerated ocean depletion. A cohesive international strategy is necessary to manage marine resources and prevent unsafe incidents at sea.

Effect of Chinese Illegal Fishing.

These activities have serious consequences for marine ecosystems, including the depletion of fish stocks, damage to seafloor habitats, and the extinction of endangered species. In addition to environmental impacts, these activities also have economic and social impacts on coastal communities of small and poor countries that rely on fishing for their livelihoods.

Territorial Waters may be protected but----

The United States, too, has pledged to assist smaller nations to counter China’s illegal or unregulated fishing practices. The U.S. Coast Guard, which now calls the practice one of the greatest security threats in the oceans, has dispatched patrol ships to the South Pacific.

President Biden has issued a national security memorandum pledging to increase monitoring of the fishing industry. Speaking virtually at a forum of Pacific nations, Vice President Kamala Harris said the United States would triple American assistance to help the nations patrol their waters, offering $60 million a year for the next decade.

Such efforts may help in territorial waters, but they do little to restrict China’s fleet on the open seas. The consumption of fish worldwide continues to rise, reaching a record high recently. At the same time, the known stocks of most species of fish continue to decline, according to the latest report by the United Nations Food and Agriculture Organization.

Stopping Chinese Illegal Activities

These activities are done to maximize profits and meet the demand for seafood in China and other markets. However, these activities have severe consequences for the environment, the sustainability of fish stocks, and the livelihoods of people who depend on fishing .To stop China's deep sea fishing fleet from overfishing, IUU fishing, and engaging in other illegal activities, there are several measures that can be taken:-

1.Strengthening regulations: Governments can strengthen regulations to monitor and enforce fishing activities, including requiring vessels to have proper licenses, prohibiting the use of banned fishing methods, and enforcing catch limits.There needs to be increased monitoring, surveillance, and enforcement of international fishing regulations. This includes implementing measures such as vessel monitoring systems, port state controls, and catch documentation schemes.

2.Increasing surveillance: Governments can increase surveillance and monitoring of fishing activities, including through the use of satellite technology, on-board observers, and aerial surveillance.

3.Collaboration among countries: Countries can work together to share information and coordinate efforts to combat IUU fishing, including through the sharing of vessel tracking data and joint enforcement operations. This requires greater international cooperation and coordination to monitor and enforce fishing regulations, as well as the development of new agreements and treaties to address issues such as illegal fishing and environmental damage. There needs to be greater cooperation between countries to share information and coordinate efforts to combat IUU fishing. This includes promoting transparency in the fishing industry and ensuring that all fishing vessels operate legally and sustainably.

4. Strengthening fisheries management and enforcement systems: This involves improving monitoring and control of fishing activities, implementing stricter regulations, and enforcing penalties for IUU fishing activities.

Technology such as satellite monitoring and electronic monitoring systems can be used to track and monitor fishing activities, which can help identify and prevent IUU fishing activities.

 5. Increase transparency and accountability in the fishing industry by requiring fishing vessels to be registered and licensed, and mandating the use of traceability systems to track fish from the point of capture to the point of sale. This can help to deter illegal fishing activities and promote sustainable fishing practices.

6.Increase public awareness

They have serious consequences for the sustainability of fish stocks, the marine ecosystem, and the livelihoods of fishermen around the world.

The environmental and social impacts of illegal fishing, and to encourage consumer demand for sustainably sourced seafood has to be increased. This can help to create a market incentive for legal and sustainable fishing practices, and reduce the demand for illegally caught seafood.

The consumers can play a role in reducing the demand for illegally caught fish by choosing to purchase seafood that is certified as sustainable and responsibly sourced. By taking these actions, we can help to protect the marine ecosystem and ensure that the oceans are managed in a sustainable way for the benefit of all.

State of Indian Deep Sea Fishing

India too must raise its own fleet and build modern harbours to further its economic and security goals.  “The fishing fleet is an important component of the sea power of the state. The role of this fleet has grown sharply, and its most important task consists in ensuring a solution of the acute food problem facing mankind.”

Since the dwindling availability of farmland forced China to become a net importer of food grain, it has mobilised the fishing industry to meet the rising demand for protein in the Chinese diet.

Consequently, China is today a “fishery superpower”, which owns the world’s largest deep-water fishing (DWF) fleet, with boats that stay at sea for months or even years.

For India too, fish, being an affordable and rich source of animal protein, is one of the healthiest options to mitigate hunger and malnutrition. Since Independence, India’s marine fishery has been dominated by the “artisanal sector” — poor, small-scale fishers who can afford only small sailboats or canoes to fish for subsistence.

India’s artisanal fishers deliver only 2 per cent of marine fish to the market, while 98 per cent is caught by mechanised and motorised craft. Having commenced as a purely traditional activity, India’s fisheries are being transformed into a commercial enterprise. The sector has shown steady growth and has become a major contributor of foreign exchange:

India ranks amongst the world’s leading seafood exporting nations. Fisheries provide livelihood to about 15 million fishers and fish-farmers at the primary level, and generates almost twice the number of jobs, along the value-chain — in transportation, cold-storages, and marketing.

These figures could have been much higher had India invested in a deep water fleet. Since Indian trawlers do not venture into rich fishing grounds, most of the fishing is being undertaken in coastal waters and our fishermen have to compete with those of neighbours, Sri Lanka and Pakistan, in restricted fishing grounds.

अरुणाचल प्रदेश मधील भारत चीन सीमा सुरक्षित करण्यामध्ये देशाला प्रचंड यश भाग एक

मी एक मे पासून- 11 मे पर्यंत अरुणाचल प्रदेशचा आणि अरुणाचल प्रदेशला लागलेल्या भारत चीन सीमेच्या दौरा केला.याच सिमेवर मी १८८५-१९८८ आणी १९९२-१९९५ मध्ये तैनात होतो. त्यानंतर अनेक वेळा मी या भागात सैनिकी दौरे केले होते. मात्र २०१६ नंतरचा हा पहिला दौरा होता.त्यामुळे जमिनीवरती परिस्थिती नेमकी कशी आहे, हे स्वतःला डोळ्याने स्वतःच्या डोळ्याने बघता आले.माझ्या लेखाच्या पुढच्या दोन भागांमध्ये मी अरुणाचल प्रदेश मध्ये झालेली प्रगती आणि यामुळे भारत चीन सीमा सुरक्षित करण्यामध्ये आपल्याला कसे यश मिळत आहे याचे विष्लेशन करीन.

अरुणाचल प्रदेश, आसाम, मणिपूर, मेघालय, मिझोराम, नागालँड ,सिक्कीम आणि त्रिपुरा ही राज्ये भारतासाठी महत्त्वाची आहे,कारण चीन, म्यानमार, भूतान, नेपाळ, बांगलादेश अशा देशांच्या सीमा ज्या भागात जुळलेल्या आहेत,ज्यामुळे चीन सीमेवर चिनी आक्रमण, चिनी घुसखोरी म्यानमार च्या सीमेवर बेकायदेशीर व्यापार, शस्त्र आणि अफ़ु गांजा चरसची तस्करी आणि म्यानमारच्या नागरिकांची भारतामध्ये घुसखोरी आणि बांगलादेश सीमेवरती बांगलादेशी घुसखोरी ही नेहमीच सुरू असते. म्यानमारच्या सीमेवर घनताट जंगल असल्यामुळे त्या सीमेचे रक्षण करणे सोपे नाही. याशिवाय या सीमेवरती तारेचे कुंपण पण लावले गेलेले नाही कारण ते लावणे अत्यंत खर्चाचे पडेल. बांगलादेशी घुसखोरी जग जाहीर आहे आणि आज भारतामध्ये पाच ते सहा कोटी बँग्लादेशी घुसलेले असावेत,यामुळे तो ईशान्य भारत किती महत्त्वाचा असेल, याची कुणालाही सहज कल्पना यावी.

भारताच्या २०११ च्या जनगणनेनुसार, अरुणाचल प्रदेशची लोकसंख्या १४ लाख आहे. राज्यात सुमारे 26 प्रमुख जमाती(tribes) आणि 100 उपजमाती(sub tribes) राहतात.

ईशान्य भारताची प्रगती केली तर चीन अरुणाचल प्रदेश वरती हल्ला करेल

सामरिक दृष्ट्या आणि संरक्षणाच्या बाबतीत एक असा दृष्टिकोन होता की जर ईशान्य भारताची प्रगती झाली तर चीन अरुणाचल प्रदेश वरती हल्ला करून, अरुणाचल प्रदेश जिंकण्याचा प्रयत्न करेल, कारण अरुणाचल प्रदेशला चीन साऊथ तिबेट म्हणजे चीनचा एक हिस्सा समजतो. चिनी सैन्याने जारी केलेल्या संरक्षणाच्या व्हाईट पेपर प्रमाणे पुढच्या काही वर्षात चीन पाच मोठ्या लढाया आपल्या शत्रूंशी लढणार आहे, ज्या मधली एक लढाई आहे साऊथ तिबेटची म्हणजे अरुणाचल प्रदेश वर आक्रमण करण्याची.

भारताच्या घाबरट व्रुत्तीचा  गैरफायदा अर्थातच चीनने घेतला. चीन ने तिबेट मध्ये अतिशय मोठे रस्ते, रेल्वे लाईन ,विमानतळे आणि हेली पोर्ट्स बांधले. पहिले असे मानले जायचे की जर चीनला भारतावरती आक्रमण करायचे असेल तर चीनला कमीत कमी दोन ते तीन वर्ष सैन्य पुढे आणण्याची तयारी करावी लागेल. मात्र आता तशी परिस्थिती नाही .सीमेपर्यंत बांधल्या गेलेल्या रस्त्यांमुळे चीन काही महिन्यातच सैन्याची जमवाजमह करून आक्रमण करू शकतो. हे साफ आहे की हे रस्ते केवळ भारतावरती येणाऱ्या काळात केव्हातरी आक्रमण करण्याकरताच आहेत.

आपल्या सीमेचे रक्षण करण्याची क्षमता भारतीय सैन्याकडे सुद्धा असणे गरजेचे आहे आणि याकरता महत्त्वाचे पैलू आहेत रस्ते ,वेगवेगळ्या नद्यांवरती पूल,रेल्वे लाईन्स.

मात्र डोंगराळ भागामध्ये रस्ते बांधणे अनेक कारणांमुळे अतिशय वेळ खाऊ काम आहे .खूप पाऊस पडत असल्यामुळे रस्ते बांधायला वेळ कमी मिळतो. याशिवाय पुरेशा प्रमाणामध्ये अत्याधुनिक तंत्रज्ञान या भागात वापरता येत नाही. मजुरांची कमी असते. रस्ते बांधण्याकरता लागणारी जमीन मिळवण्यामध्ये फार वेळ जातो. अनेक नैसर्गिक आणि मानवी आपत्तीमुळे रस्ता रस्ते बांधणे हे एक बिकट काम आहे. मी सियांग खोर्यामध्ये असतानाच रस्त्यावरती काम करणारे चार मजूर भूस्खलनामुळे,दरड कोसळ्यामुळे खालती दाबून मारले गेले.

अनेक भागांमध्ये देशातल्या मोठ्या रस्ते बांधणार्या कंपन्यांना काम करू देण्यात अडथळे निर्माण केले जातात. अत्याधुनिक अत्याधुनिक उपकरणाने सज्ज असलेल्या बाहेरच्या कंपन्याची रस्ते बांधण्याची क्षमता ही अरुणाचल प्रदेश मधील कंत्राटदारां पेक्षा कधीही अनेक पट जास्त असते. काम तिथल्या तंत्राटदारांना द्यावे अशी मागणी सतत केली जाते. त्यामुळे वेगाने रस्ते बांधणीचे काम करणे अत्यंत आव्हानात्मक असते.

रस्ते बांधणीमुळे प्रचंड पैसा इथल्या जनतेच्या खिशामध्ये गेलेला आहे आणि यामुळेच तिथली जनता अतिशय सुखवस्तू अशी दिसते. माझ्या पूर्ण प्रवासामध्ये असे समोर आले की अरुणाचल बहुतेक  कुटुंबाकडे एक चार चाकी गाडी( फोर व्हीलर) आणि दोन ते तीन टू व्हीलर असावेत. 

चांगल्या रस्त्यांमुळे विकास व पर्यटनाला मदत

या भागातील आदिवासी जनते करता प्राप्तिकर म्हणजे इन्कम टॅक्स लागू नाही. अनेक ठिकाणी करचुकवण्याकरता वेगवेगळे उद्योगधंदे, दुकाने ही तिथल्या लोकल जनतेच्या नावावर उघडले जातात.मात्र सर्वात कठीण परिस्थितीमध्ये सीमेवरती तैनात असलेल्या भारतीय सैन्याला, जिथे अरुणाचल प्रदेशची जनता सुद्धा राहत नाही, तिथे इन्कम टॅक्स म्हणजे प्राप्तिकर कधीही माफ झाला नाही.

मात्र अतिशय चांगल्या रस्त्यांमुळे बिहार, उत्तर प्रदेश, पश्चिम बंगाल आणि आसाम मधील शेतीमाल आता अरुणाचल प्रदेश मध्ये मोठ्या प्रमाणामध्ये येत आहे. याशिवाय अरुणाचल प्रदेश मधील अननस, संत्री यांना आसामच्या शहरांमध्ये चांगला भाव मिळत आहे. याचा फायदा अर्थातच आम जनतेला होत आहे. अरुणाचल प्रदेश मधील बहुतेक जनता आता दिब्रुगड आणि मोठ्या शहरांमध्ये आरोग्य समस्यांकरता जात आहे, जो प्रवास केवळ चार तासांमध्ये केला जाऊ शकतो.

अनेक परिवार आपल्या फोर व्हीलर चा वापर हा पर्यटना करता पर्यटन व्यवसाय करता करत आहे आणि हा व्यवसाय सियांग,सियोम,सुबान सिरी खोऱ्यांमध्ये जोरात सुरू आहे. रस्ते अजून चांगले झाल्यात पर्यटन व्यवसाय हा ईतर लोहित सरली हुरी या खोऱ्यांमध्ये सुद्धा सुरू होऊ शकेल.

सरकार अरुणाचल प्रदेश मध्ये सीमावरती भागामध्ये व्हायब्रंट व्हिलेजेस म्हणजे मॉडेल व्हिलेजेस तयार करत आहे, ज्यामुळे त्या भागात असलेली आपली लोकसंख्या ही वाढेल आणि त्यामुळे ही जनता सीमा वरती भागात भारतीय सैन्याचे डोळे आणि कान म्हणून काम करतील. याचबरोबर सीमावरती भागात पर्यटन वाढले तर लोकांना तिथे रोजगार निर्मिती उपलब्ध होईल. होम स्टे हा प्रकार बऱ्यापैकी काम करत आहे, ज्यामुळे सीमावरती भागातल्या लोकांच्या प्राप्तीमध्ये भर पडत आहे.

मणिपूरमध्ये हिंसाचार ,मैतेई समाजाला अनुसूचित जमातीचा दर्जा,अतिक्रमणविरोध...

अतिक्रमणविरोधी कारवाई

मणिपूरमध्ये हिंसाचार ?

मैतेई समाजाला अनुसूचित जमातीचा दर्जा देण्याच्या हालचालींचे निमित्त झाले आणि मणिपूरमध्ये हिंसाचाराचा वणवा पेटला. मात्र, या हिंसाचाराची बिजे गेल्या काही वर्षांपासून पेरली गेली. ती कशी, हे पाहायला हवे.

मैतेई आरक्षण प्रकरण काय आहे?

मणिपूरमध्ये ३४ अनुसूचित जमाती आहेत. त्यातील बहुतांश नागा आणि कुकी समुदायांतील आहेत. राज्यात बहुसंख्येने म्हणजे सुमारे ६४ टक्के लोकसंख्या असलेल्या मैतेई समाजाला अनुसूचित जमातीचा दर्जा हवा आहे. ही मागणी तशी जुनीच. पण, उच्च न्यायालयाच्या ताज्या निर्णयामुळे आरक्षणाचा मुद्दा पुन्हा चर्चेत आला. मैतेईंच्या मागणीबाबत चार आठवड्यांत उचित निर्णय घ्यावा, असे निर्देश उच्च न्यायालयाने १९ एप्रिल रोजी राज्य सरकारला दिले होते. त्यावर कार्यवाही होण्याआधीच ‘ऑल ट्रायबल स्टुडंट्स युनियन ऑफ मणिपूर’ या संघटनेने बुधवारी मोर्चा काढला. त्यास हिंसक वळण लागले.

 

मैतेई आणि कुकींचे म्हणणे काय?

सन १९४९ मध्ये मणिपूर संस्थान भारतात विलीन होण्याआधी आपल्याला अनुसूचित जमातीचा दर्जा होता. मात्र, विलिनीकरणानंतर तो संपुष्टात आला, असे मैतेईंचे म्हणणे आहे. कोणत्याही घटनात्मक संरक्षणाअभावी मैतेई समाजाची पीछेहाट होत असल्याचा दावा याचिकेत करण्यात आला होता. म्यानमार आणि बांगलादेशातून मोठ्या प्रमाणात होणाऱ्या बेकायदा स्थलांतराचा फटका आपल्याला बसत असल्याचेही मैतेई समाजाचे म्हणणे आहे. मात्र, मैतेई समाजाला अनुसूचित जमातीचा दर्जा देण्यास कुकीसह अन्य आदिवासी समुदायांचा विरोध आहे. राज्यात बहुसंख्येने असलेल्या मैतेई समाजाचे राज्याच्या विधानसभेत ६० पैकी ४० लोकप्रतिनिधी आहेत. दुसरे म्हणजे, बहुसंख्येने हिंदू असलेल्या मैतेईतील अनुसूचित जाती आणि ओबीसींना आधीच आरक्षण लागू आहे. त्यामुळे मैतेईंना अनुसूचित जमातीचा दर्जा देण्याच्या हालचाली म्हणजे राज्यात त्यांचे पूर्ण वर्चस्व निर्माण करण्याची तजवीज असल्याचा कुकींचा आरोप आहे.

 

अतिक्रमणविरोधी कारवाईमुळे भडका?

राज्यात फेब्रुवारीमध्ये सुरू केलेल्या अतिक्रमणविरोधी कारवाईपासून असंतोष धुमसत आहे. चुराचंदपूर जिल्ह्यात कुकी-पैतेई-झोमी समाजाच्या वस्त्यांवरील कारवाई ही आणखी एक ठिणगी ठरली. कुकी समाजाचे प्राबल्य असलेल्या जिल्ह्यांत ११ एप्रिल रोजी न्यायालयाच्या आदेशानंतर सरकारने काही चर्चवर कारवाई केली होती. वन आणि पर्यावरण संरक्षणाच्या नावाखाली आपल्याला हुसकावून लावण्याचा प्रयत्न होत असून, मैतेई समाज या जमिनी बळकावणार असल्याची भीती कुकी समाजाला आहे. याआधी राखीव, संरक्षित वनांचे सर्वेक्षण आणि आदिवासींवरील अतिक्रमण कारवाईला कुकींनी विरोध दर्शविला होता. २८ एप्रिल रोजी ‘इंडिजिनस ट्रायबल लीडर्स फोरम’ने चुराचंदपूर जिल्ह्यात आठ तासांचा बंद पाळला होता.

 

मुख्यमंत्री बिरेन सिंह लक्ष्य का?

मणिपूरमधील हिंसाचार हा दोन समुदायांतील गैरसमजामुळे झाल्याचा दावा मुख्यमंत्री एन. बिरेन सिंह यांनी केला आहे. मात्र, या परिस्थितीवरून बिरेन सिंह हेच टीकेचे धनी ठरले आहेत. ते आदिवासीविरोधी धोरणे राबवत असल्याचा आरोप आहे. इम्फाळमधील अनेक दशके जुनी चर्च पाडण्याबरोबरच बहुतांश आदिवासी वस्त्यांच्या जमिनी राखीव वनजमिनी जाहीर करून बिरेन सिंह यांनी आदिवासींना लक्ष्य केल्याचा आरोप आहे. बिरेन सिंह यांचे सरकार आदिवासींना त्यांच्या हक्कापासून डावलण्यासाठी त्यांच्यावर निर्वासित असल्याचा शिक्का मारत असल्याचा आरोप आहे. गेल्या मार्च महिन्यात बिरेन सरकारने कुकी-झोमी गटांबरोबरील शांतता करार मोडित काढला. त्याबाबतही या समुदायांत नाराजी होती. बिरेन सिंह यांच्या कार्यपद्धतीवर सत्ताधारी भाजपच्याच काही आमदारांनी वेळोवेळी नाराजी व्यक्त केली आहे. सध्याचा हिंसाचार रोखण्यातही राज्य सरकार कमी पडल्याचे या आमदारांचे म्हणणे आहे.

 

मणिपूरमध्ये शांतता प्रस्थापित कधी होईल?

मणिपूरच्या खोऱ्यात राहणारा मैतेई समाज आणि डोंगराळ भागात राहणाऱ्या कुकीसह अन्य आदिवासी जमातींमधील संघर्ष जुना आहे. आदिवासी वस्त्यांमध्ये अतिक्रमणविरोधी कारवाई, आरक्षण, प्रादेशिक असमतोल, शांतता करार आदी मुद्यांवरून या संघर्षात भर पडली. तो कमी करून हिंसाचार रोखण्यासाठी राज्याचे नेतृत्व कमी पडल्याचे स्पष्ट दिसते. बिरेन सिंह हे बहुसंख्याक तुष्टीकरणाचे धोरण राबवितात, असा आरोप उघडपणे होऊ लागला आहे. त्यांनी सामंजस्याची भूमिका घेतली नाही तर राज्यात असंतोष कमी होण्याची शक्यता नाही. शिवाय, शांतता करार आणि आरक्षणाचा मुद्दाही निकालात काढावा लागेल.
