MANIPUR ARMY ATTACK-पूर्वांचलातील दहशतवाद

लष्कर-ए-तोयबा, हिजबुल मुजाहिदीन आणि अन्य धोकादायक दहशतवादी संघटनांशी भारतीय लष्कर झुंज देत असतानाच दुसरीकडे सुदूर ईशान्येकडील मणिपूर येथे गुरुवारी दहशतवाद्यांनी घडविलेल्या भूसुरुंग स्फोटात आणि अंदाधुंद गोळीबारात २० भारतीय जवान शहीद झाले. दहशतवाद आणि नक्षलवादाचे केवढे भयंकर आव्हान भारतापुढे उभे ठाकले आहे, हे या घटनेवरून अधोरेखित होते. भारतीय जवानांचे प्राण लाखमोलाचे आहेत. एकएक सैनिक घडवायला आणि त्या सैनिकाला घडायला किती खडतर परिश्रम करावे लागतात, हे वेगळे सांगण्याची गरज नाही. समोरासमोर अगदी हातघाईची लढाई सुरू असताना जवान शहीद होतात. पण अगदी अनपेक्षितपणे भारतीय जवानांवर घात लावून केलेला हल्ला आणि त्यात २० जवानांचा झालेला मृत्यू अतिशय क्लेषदायक आहे. मणिपूरच्या चंदेल जिल्ह्यात ‘६-डोग्रा रेजिमेंटचे’ जवान अतिशय प्रखरपणे गेल्या काही वर्षांपासून स्थानिक दहशतवाद्यांशी लढत आहेत. त्यांच्या जोडीला निमलष्करी दलाचे जवानही झुंज देत आहेत. मात्र, अतिशय डोंगराळ व दुर्गम भाग आणि ठिकठिकाणी उभारलेले तळ यामुळे दहशतवाद्यांचे हल्ले सातत्याने वाढतच आहेत. जम्मू आणि काश्मीर येथील दहशतवाद आणि ईशान्येकडील राज्यांत गेल्या अनेक वर्षांपासून सुरू असलेला दहशतवाद यात अनेक साम्यस्थळे आहेत. दोन्ही प्रदेश सीमावर्ती आहेत, दोन्हीकडे स्थानिक फुटीरतावादी शक्तींना बाहेरील देशांकडून प्रचंड प्रमाणात लष्करी व आर्थिक मदत मिळत आहे. काश्मीर खोर्‍यात पाकिस्तान आणि ईशान्येकडील राज्यांत चीन हे भारताचे ‘सख्खे शेजारी’ दहशतवाद्यांना सर्व प्रकारचे सहकार्य करीत आहेत. मणिपूर येथे लष्करी जवानांवर जो हल्ला झाला, त्याची अधिकृत जबाबदारी अद्याप कुठल्याही संघटनेने स्वीकारली नसली, तरीही पीपल्स लिबरेशन आर्मी या दहशतवादी संघटनेकडे संशयाची सुई वळली आहे. ही अतिशय धोकादायक संघटना आहे. भारताचे, खासकरून ईशान्य भारताचे अधिकाधिक तुकडे व्हावेत आणि मणिपूर, आसाम वगैरे राज्ये ‘स्वतंत्र राष्ट्र’ बनावीत अशा भयंकर मनसुब्याची मंडळी या संघटनेत अग्रेसर आहेत. पीपल्स लिबरेशन आर्मी (पीएलए) या फुटीरतावादी संघटनेची स्थापना एन. बिशेश्‍वर सिंग याने २५ सप्टेंबर १९७८ रोजी केली. ‘भारतीय संघराज्यातून फुटून स्वतंत्र मणिपूरची स्थापना’ हेच या संघटनेचे प्रारंभापासूनचे एकमेव उद्दिष्ट आहे. ही प्रशिक्षित बंडखोरांची टोळी आहे. मणिपूर पीपल्स लिबरेशन फ्रंट या मातृ संघटनेच्या छत्रछायेखाली तेथील सर्व संघटना दहशतवादी कारवाया करीत आहेत. या सर्वांकडे चिनी बनावटीची शस्त्रे आणि दारूगोळा आहे. भूसुरुंग स्फोट घडवून आणण्यात ते वाकबगार आहेत. सर्वात महत्त्वाचे म्हणजे पीएलए संघटनेला चीनच्या पीपल्स लिबरेशन आर्मीने प्रशिक्षित केले आहे. तिबेटची राजधानी ल्हासा येथे ८० च्या दशकात या संघटनेला चिन्यांनी प्रशिक्षित केले. नंतरचे अतिरिक्त प्रशिक्षण म्यानमारमधील एनएससीएन या संघटनेने दिले. चीनच्या मदतीने भारतातून फुटून निघणे आणि त्यासाठी ईशान्य भारतातील सर्व दहशतवादी संघटनांशी संधान बांधून भारत सरकारविरुद्ध युद्ध पुकारणे, हाच या संघटनेचा प्रारंभापासून अजेंडा राहिला आहे. २००८ च्या गृहमंत्रालयाच्या अहवालानुसार या संघटनेचे ३८०० सदस्य होते. त्यात आता भरीव वाढ झाल्याचा अंदाज आहे. मात्र, डोग्रा रेजिमेंटच्या जवानांना या खतरनाक दहशतवाद्यांशी लढण्याचा जबरदस्त अनुभव आहे. प्रारंभी ही संघटना भारतीय लष्कर, निमलष्करी दले आणि मणिपूर राज्य पोलिसांनाही लक्ष्य करीत होती. मात्र, ९० च्या दशकात संघटनेने आपल्या धोरणात बदल केला आणि मणिपूर पोलिसांवर हल्ले करणे थांबविले. राज्य पोलिसांचा नैतिक व राजकीय पाठिंबा मिळविणे, हाच त्यांचा यामागचा हेतू आहे. मणिपूरच्या पश्‍चिम पर्वतीय प्रदेशातील सदर खोरे, पूर्व मणिपूरमधील डोंगराळ प्रदेश, तसेच इम्फालच्या खोर्‍यात या दहशतवादी संघटनेने आपली पाळेमुळे घट्ट रोवली आहेत. येथे अतिरेक्यांचे समांतर सरकार चालते. भारताच्या सार्वभौमत्वाला आणि अखंडतेला, तसेच अंतर्गत सुरक्षेला हे सर्वात गंभीर आव्हान आहे. भारताचे पूर्वांचलाबाबत विशेष धोरण आहे. या ‘सात भगिनींचा’ प्रदेश मुळातच अतिसंवेदनशील आहे. ख्रिश्‍चन मिशनर्‍यांनी बहुतांश प्रांतात सेवा प्रकल्पांच्या आडून फुटीरतावादाचे बीज रोवले. आज येथील बहुतांश संघटना या माओवादी अथवा मिशनर्‍यांशी आतून संधान साधून आहेत. फुटीरतावादाला प्रोत्साहन देऊन ईशान्य भारत भारतापासून तोडणे हाच या दहशतवादी संघटनांचा एककलमी कार्यक्रम आहे. ईशान्येकडील राज्यातील दहशतवादी संघटनांचे पाकिस्तानच्या आयएसआय संघटनेशी संबंध असल्याचा अहवाल ठोस पुराव्यांसह गुप्तचर संघटनांनी मागेच दिला होता. दुसरीकडे चीनचीही या संघटनेला आतून फूस आहे. वरून भारताच्या मैत्रीचे कितीही गोडवे गायले, तरी ड्रॅगनचे शेपूट ईशान्येकडे नेहमीच वळवळते, हाच आतापर्यंतचा भारताचा अनुभव आहे. तर दुसरीकडे पाकिस्तानही तोंडाने मैत्रीची भाषा करून भारतात विध्वंसक कारवाया घडवून आणत आहे. चीन व पाकिस्तानने अप्रत्यक्षपणे (प्रॉक्सी वॉर) भारताविरुद्ध युद्ध छेडले आहे. ‘पाकपेक्षा चीन जास्त धोकादायक आहे’, असे विधान अटलबिहारी वाजपेयींचे सरकार असताना तत्कालीन संरक्षण मंत्री जॉर्ज फर्नांडिस यांनी केले होते. या विधानावर तेव्हा अनेकांनी टीका केली होती. मात्र, आज काळाने फर्नांडिस यांचे विधान खरे ठरविले आहे. अरुणाचल प्रदेश कायमचा गिळंकृत करण्याचे ड्रॅगनचे मनसुबे लपून राहिलेले नाहीत. आज पीपल्स लिबरेशन आर्मीला सर्व प्रकारची शस्त्रास्त्रे पुरविण्याचे कामही ड्रॅगन छुपेपणाने करीत आहेच. दहशतवाद्यांकडून लष्कराने चिनी बनावटीची प्रचंड शस्त्रास्त्रे जप्त केली आहेत. काही दिवसांपूर्वी आसाम रायफल्सच्या जवानांच्या गोळीबारात एक मणिपुरी महिला ठार झाली होती. तिच्या हत्येचा बदला घेण्यासाठी पीएलएने कालचा भीषण हल्ला घडवून आणल्याचा संशय आहे. त्रिपुरा वगळता आज ईशान्येकडील सर्वच राज्यांमध्ये एएफएसपीए अर्थात अफ्सा हा लष्कराला विशेषाधिकार देणारा कायदा आहे. या कायद्यामुळेच आज संपूर्ण ईशान्य भारत व जम्मू आणि काश्मीर भारतात आहे, तेथील राज्य सरकारमुळे नाही हे स्पष्टपणे नमूद केले पाहिजे. हा कायदा रद्द करण्याची मागणी फुटीरतावादी संघटनांनी लावून धरली आहे. मात्र, केंद्रातील नरेंद्र मोदी सरकारने कठोर भूमिका घेऊन व ईशान्येकडील फुटीरतावादी संघटनांशी कुठल्याही प्रकारची बोलणी केली जाणार नसल्याचे ठासून सांगत दहशतवाद्यांना करडा इशारा दिला, हे बरेच झाले. एकीकडे आपले जवान प्राणांची बाजी लावून लढत असता चर्चा, वाटाघाटी करून दहशतवाद्यांचे मन वळविण्याचा प्रयत्न करणे निव्वळ मूर्खपणाचे आहे. आधीच्या संपुआ सरकारचे ईशान्येकडील राज्यासंदर्भातील धोरण मवाळच होते. मात्र, विद्यमान सरकारने या अतिरेक्यांचा कायम बिमोड करण्याचे आदेश दिले आहेत. कठीण प्रसंगी भारत सरकार आपल्या पाठीशी खंबीरपणे उभे आहे, याची एकदा लष्कराला खात्री पटली की मग आमचे शूर जवान देश-विदेशातील दहशतवादी संघटनांना ‘दे माय धरणी ठाय’ करून सोडतील, अशी देशवासीयांना खात्री आहे. आता केंद्र सरकारने मानवाधिकारवादी संघटनांचा किंवा फुटीरतावाद्यांविषयी सहानुभूती बाळगणार्‍या व्यक्ती, संघटनांचा काडीचाही विचार न करता दहशतवादी चळवळ चिरडून टाकली पाहिजे. संरक्षण मंत्री मनोहर पर्रिकर यांनीही अतिरेकी कारवायांचा कठोरपणे बीमोड करू, असे खंबीरपणे बजावले आहे. जबरदस्त इच्छाशक्ती, निर्धार आणि समन्वयातून प्रखर लढा देणे हेच आता केंद्र सरकारचे व पर्यायाने लष्कराचे एकमेव कर्तव्य ठरते. त्याशिवाय पूर्वांचलात शांती प्रस्थापित होणार नाही. मणिपूरच्या घटनेचा तोच संदेश आहे.

स्वातंत्र्योत्तर काळातील पूर्वीच्या राज्यकर्त्यांनी मणिपूर, नागालॅण्डसह ईशान्य हिंदुस्थानकडे, तेथील सांस्कृतिक वारशाकडे, जनतेच्या प्रश्नांकडे, तेथील फुटीरतावादी शक्ती आणि मिशनरी कारवाया यांच्याकडे दुर्लक्ष केले. लष्कराकडून केल्या जाणार्या कारवायांनाही स्थानिक राजकीय हस्तक्षेपांनी वारंवार अडथळे आणले. त्यामुळे ईशान्य हिंदुस्थान कायम अशांतच राहिला. अशांत ईशान्य मणिपूरमध्ये गुरुवारी झालेल्या दहशतवादी हल्ल्याने संपूर्ण देशच हादरला. हल्ला मणिपूरमधील चांदेल जिल्ह्यात झाला, पण त्याचे धक्के देशाच्या कानाकोपर्यात बसले. मणिपूरमधील जंगल हिंदुस्थानी लष्करी जवानांच्या रक्ताने पुन्हा एकदा माखले. दहशतवाद्यांनी अत्यंत पूर्वनियोजित पद्धतीने हा हल्ला घडवून आणला आणि त्यात हिंदुस्थानी लष्कराच्या सहा डोग्रा रेजिमेंटच्या २० जवानांना हौतात्म्य प्राप्त झाले. जवानांच्या प्रत्त्युत्तरात एक दहशतवादीही ठार झाला. मात्र इतर दहशतवादी जंगलात फरारी होण्यात यशस्वी झाले. पीपल्स लिबरेशन आर्मी आणि एनएससीएन (के) या दहशतवादी गटांनी या हल्ल्याची जबाबदारी स्वीकारली आहे. इतर राज्यांत नक्षलवादी-माओवादी यांचे पोलीस अथवा इतर सुरक्षा दलांवर ज्याप्रमाणे भीषण हल्ले होतात त्याच पठडीतील मणिपूरमधील हल्ला म्हणावा लागेल. गेल्या काही दिवसांत त्या भागात हिंदुस्थानी लष्करावर झालेला हा तिसरा हल्ला आहे. २ एप्रिल रोजी राजपूत बटालियनच्या पथकावर एनएससीएन (के) याच दहशतवादी संघटनेने अरुणाचल प्रदेशमध्ये हल्ला केला होता. त्यात चार जवान शहीद झाले होते. मे महिन्यात याच संघटनेने नागालॅण्डमध्ये केलेल्या हल्ल्यात आसाम रायफल्सच्या आठ जवानांना हौतात्म्य प्राप्त झाले होते आणि आता मणिपूरमध्ये या संघटनेने मागील २० वर्षांतील सर्वात मोठा हल्ला घडवून आमच्या २० बहाद्दर जवानांचा बळी घेतला. या भीषण हल्ल्याने मणिपूरच नव्हे तर संपूर्ण ईशान्य हिंदुस्थानातील दहशतवादी आणि फुटीरतावादी कारवायांचा प्रश्न पुन्हा एकदा चव्हाट्यावर आला आहे. केंद्र सरकारने आता या सर्वच दहशतवादी गटांचा संपूर्ण बीमोड करण्याचे आदेश दिले आहेत. शिवाय इतरही कठोर उपाय योजण्यात येणार आहेत. त्यात म्यानमारच्या संयुक्त सहकार्याने मणिपूरच्या जंगलातील आणि म्यानमारच्या हद्दीतील दहशतवादी अड्डे उद्ध्वस्त करण्याच्या मोहिमेचा समावेश आहे. केंद्र सरकारने हिंदुस्थानी लष्कराला दिलेले थेट कारवाईचे आदेश आणि अन्य उपाययोजना स्वागतार्ह आहेत, पण त्रिपुरासारख्या राज्यातील ‘अफ्स्पा’ म्हणजे लष्करी विशेषाधिकार कायदा काढून घेण्याचा निर्णय ताजा असताना मणिपूरमध्ये दहशतवाद्यांनी भयंकर रक्तपात घडवून आणावा याचा अर्थ काय घ्यायचा? स्वातंत्र्योत्तर काळातील ६० वर्षांत दिल्लीच्या पूर्वीच्या राज्यकर्त्यांनी मणिपूर, नागालॅण्डसह ईशान्य हिंदुस्थानकडे, तेथील सांस्कृतिक वारशाकडे, जनतेच्या प्रश्नांकडे, तेथील फुटीरतावादी शक्ती आणि मिशनरी कारवाया यांच्याकडे दुर्लक्ष केले. त्यासंदर्भात अक्षम्य बेपर्वाई दाखवली. लष्कराकडून केल्या जाणार्या कारवायांनाही स्थानिक राजकीय हस्तक्षेपांनी अडथळे आणले. त्यामुळे ईशान्य हिंदुस्थान कायम अशांतच राहिला. मणिपुरात उल्फा अतिरेक्यांनी २० जवानांचा केलेला नृशंस संहार म्हणजे देशाच्या हृदयावर झालेला घावच आहे. आपल्या जवानांचे रक्त सांडण्याची ईशान्येकडील राज्यातील ही काही पहिलीच वेळ नाही. २००५ पासून २०१५ पर्यंतच्या दहा वर्षांत थोडेथोडके नव्हे तर ४५० जवानांची हत्या अतिरेक्यांनी केली आहे. याशिवाय याच कालावधीत दोन हजारांवर निरपराध नागरिक दहशतवाद्यांच्या हल्ल्यात मरण पावले, तर तीन हजारांहून अधिक अतिरेक्यांना जवानांनी कंठस्नान घातले. ‘सेव्हन सिस्टर्स’ म्हणून ओळखल्या जाणार्या ईशान्येकडील सात राज्यांतील रक्तपाताची दशकभरातील ही आकडेवारी धक्कादायक म्हणावी अशीच आहे. किंबहुना, जम्मू-कश्मीरपेक्षाही अधिक नरसंहार ईशान्येतील दहशतवादी हल्ल्यांत झाला आहे. हा रक्तपात थांबणार तरी कधी? या सातही राज्यांत नंगानाच घालणार्या स्थानिक अतिरेकी संघटनांकडे स्वयंचलित बंदुका, दारूगोळा, स्फोटके येतात तरी कुठून, त्यांना आर्थिक रसद कुठून मिळते, या सार्या गोष्टींचा छडा लावून त्यांची चहूबाजूने नाकेबंदी केल्याशिवाय ईशान्येतील हिंसाचार थांबणार नाही. चीन, बांगलादेशच्या सीमेवरील या राज्यात दशकानुदशके जी अशांतता आणि अस्थिरता आहे ती उद्या देशाच्या मुळावर येऊ शकते. आधीच खूप उशीर झाला आहे. आता तरी या राज्यांतील फुटीरवादी आणि देशद्रोही संघटनांच्या कारवाया ठेचून काढण्यासाठी सत्वर पावले उचलायला हवीत. त्याशिवाय अस्थिर आणि अशांत ईशान्य हिंदुस्थानची घडी बसणार नाही

NARENDRA MODI BANGLADESH VISIT

पंतप्रधानांचा बांगलादेश दौरा पंतप्रधान नरेंद्र मोदी हे ६ आणि ७ जून असे दोन दिवस बांगलादेशच्या दौर्‍यावर जाणार आहेत. त्यांचा हा बांगलादेश दौरा अतिशय महत्त्वाचा मानला जात आहे. आपल्या या दौर्‍यात पंतप्रधान मोदी हे बांगलादेशच्या पंतप्रधान शेख हसीना वाजेद यांची भेट घेणार आहेत. या भेटीतून दोन देशांमधील संबंध आज आहेत त्यापेक्षा सुधारतील, अशी अपेक्षा व्यक्त केली जात आहे. दोन देशांमधील संबंधांमध्ये आलेली कटुता कमी होईल आणि एका नव्या पर्वाचा प्रारंभ होईल, असे मानले जात आहे, ते योग्यच म्हटले पाहिजे. १९७१ च्या भारत-पाक लढ्यात बांगलादेशचा उदय झाला. भारताने पाकिस्तानचा पराभव केला नसता, तर बांगलादेश कधीच मुक्त झाला नसता, हा इतिहास बांगलादेशीयांच्या नसानसात भरला आहे. त्यावेळी भारतात आलेल्या लक्षावधी शरणार्थींच्या मदतीसाठी भारताने २० पैशाचे रेव्हेन्यू तिकीट काढले होते. त्यामुळेच पंतप्रधान मोदी यांच्या या दौर्‍याला ऐतिहासिक असे महत्त्व आहे. हा काही सामान्य दौरा नाही. बांगलादेशची निर्मिती होत असताना दोन्ही देशांतील नागरिकांनी आणि सैनिकांनी एकाच उद्देशासाठी रक्त सांडविले असल्याने दोन्ही देशांतील संबंध हे वैशिष्ट्यपूर्ण आहेत. १९७१ च्या युद्धात पाकिस्तानी सैनिक अतिशय क्रूरपणे वागले, आपल्या क्रौर्याचे भयंकर दर्शन त्यांनी घडविले. कोणाचाही संताप व्हावा अशा प्रकारचे वर्तन पाकी सैनिकांनी केले अन् त्यामुळे भारत व बांगलादेशच्या सैनिकांनी सडेतोड प्रत्युत्तर देत पाकला नामोहरम् केले होते. १९७१ च्या युद्धात पाकिस्तानचा दारुण पराभव झाला. बांगलादेश नामक एक स्वतंत्र राष्ट्र निर्माण झाले. पाकिस्तानी सैनिकांनी क्रौर्याची परिसीमा गाठली असताना त्या सैनिकांना चारीमुंड्या चीत करून जेव्हा भारतीय सैन्याने विजय मिळविला होता, तो क्षण परमोच्च आनंदाचा होता. आजही बांगलादेश त्या क्रूरकर्म्यांना फासावर लटकवत आहे. त्यामुळेच भारत आणि बांगलादेश या दोन शेजारी देशांमधील परस्पर संबंधांना अतिशय महत्त्व प्राप्त होते. १९७१ च्या युद्धात भारत आणि बांगलादेशकडून जे लढले आणि शहीद झाले, त्या शहीदांनी शांतता, समृद्धी, मानवीय मूल्य आणि दोन्ही देशातील येणार्‍या पिढीसाठी आपले बलिदान दिले होते, याचा विसर आपल्याला पडता कामा नये. दोन्ही देशांतील शहीदांनी केलेल्या बलिदानामुळेच भारत आणि बांगलादेश यांच्यातील संबंध वैशिष्ट्यपूर्ण ठरतात. आजपासून ४४ वर्षांपूर्वी तेव्हा साडेसात कोटी लोकसंख्या असलेल्या बंगलादेशवासीयांच्या मनात आजच्यासारखा सीमावाद कुठे नव्हताच. त्यावेळी भारतही एक गरीब देशच होता. पण, भारताचे हृदय हे विशाल होते, माऊंट एव्हरेस्टसारखे मोठे मन होते भारताचे अन् भारवासीयांचे. भारतीयांनी बांगलादेशवासीयांना कधीही अंतर दिले नव्हते. त्यांच्या सुखदु:खात आम्ही सहभागी झालो होतो आणि आमच्या सुखदु:खात ते. अशाप्रकारे दोन देशांमधील संबंध अतिशय मैत्रीपूर्ण होते. बांगलादेशची जी मुक्तिवाहिनी होती, ती आपलीच आहे, असे मानून भारताने तिला सर्वतोपरी मदत केली होती. बांगलादेश मुक्त व्हावा असे भारत सरकारला हवे होतेच, पण संपूर्ण भारतीय जनता त्यावेळी बांगलादेशच्या निर्मितीसाठी खंबीरपणे उभी होती, हे बांगलादेशने विसरू नये. म्हणूनच बांगलादेशच्या उदयानंतर दोन्ही देशांमधील संबंध अतिशय मधुर होते. बांगलादेशची निर्मिती झाली तेव्हा ते एक धर्मनिरपेक्ष राष्ट्र होते. पण, निर्मितीनंतर काही वर्षे गेली अन् बांगलादेशने स्वत:ला निधर्मी राष्ट्र म्हणविणे बंद केले. त्यांनी स्वत:ला इस्लामिक राष्ट्र म्हणून घोषित केले. दुर्दैवाने बांगलादेशसोबत असलेले आपले मधुर संबंध बिघडत गेले. बांगलादेशातून मोठ्या प्रमाणावर घुसखोरी वाढली. आज कोट्यवधी बांगलादेशी नागरिक भारतात अवैधरीत्या घुसले आहेत आणि इथेच स्थायिक झाले आहेत. बांगलादेशी घुसखोरीमुळे भारतासमोर वेगळी समस्या उभी ठाकली आहे. आसामसारखे राज्य बांगलादेशी मुस्लिमबहुल होते की काय, अशी भीती निर्माण झाली आहे. बांगलादेशातील हिंदू बांधवांवर क्रूर अत्याचार केले जात आहेत. बांगलादेशात हिंदूंची घरे लुटली जात आहेत, हिंदू स्त्रियांवर अत्याचार केले जात आहेत. हिंदूंवर अन्याय केला जात आहे. बांगलादेश जर आपल्या वर्तनात बदल करणार नसेल अन् दिवसेंदिवस त्या देशातील राज्यकर्त्यांची हिंदू समाजाबद्दलची भूमिका क्रूरतेकडेच वाटचाल करणार असेल, तर भारतानेही वेगळा विचार करायला हवा. १९७१ च्या युद्धाच्या वेळी कुठेही सीमेचे बंधन नव्हते. पण, आता ते बंधन आले आहे. रॅडक्लिफ लाईन नावाची सीमारेषा दोन देशांमध्ये आखली गेली आहे. सीमेवर दोन्ही देशांकडून कडक पहाराही ठेवला जातो. भौगोलिक सीमेसोबतच मानसिक सीमारेषाही आखली गेल्याने दोन देशांमध्ये काहीशी कटुता आली होती. त्यामुळे हा चिंतेचा विषय झाला आहे. बांगलादेशातील हिंदूंवर अनन्वित अत्याचार केले जात असतानाच मोठ्या संख्येत बांगलादेशी घुसखोर दररोज भारतात घुसखोरी करीत असल्याने भारताची डोकेदुखी वाढली आहे. बांगलादेशी घुसखोर नुसतेच भारतात घुसले असते तर वेगळी गोष्ट होती. पण, ते दहशतवादी कारवायांमध्ये प्रत्यक्ष-अप्रत्यक्षरीत्या सहभागी होत असल्याने चिंता अधिकच वाढली आहे. ही स्थिती बदलणे आवश्यक आहे. दोन्ही देशांमध्ये पूर्वी होते तसेच संबंध स्थापित होणे गरजेचे आहे. बांगलादेशात पूर्वी आजच्यासारखी कटुतेची भावना नव्हती. बांगलादेशी मुसलमान दुर्गोत्सवातही सहभागी होत होते आणि शिखांच्या बैसाखीतही उत्साहाने सहभाग नोंदवत होते. बांगलादेशचे जे राष्ट्रगान आहे, ते तर आपल्या रवींद्रनाथांनी लिहिले आहे आणि आजही तेच राष्ट्रगान गायिले जाते. असे असताना दोन देशांमध्ये कटुता असणे दुर्दैवी ठरते. बांगलादेशच्या आजच्या पंतप्रधान शेख हसीना वाजेद यांच्या कुटुंबीयांनी बांगलादेशसाठी त्याग केला. त्यांच्या परिवारातील सदस्यांनी अतुलनीय धैर्य दाखविले अन् देशासाठी बलिदानही दिले. आपले पंतप्रधान नरेंद्र मोदी यांनीही देशासाठी स्वत:चे आयुष्य पणाला लावले आहे. मोदींनीही देशासाठी आपल्या कौटुंबिक जीवनाचा त्याग केला आहे. दोन्ही देशांच्या पंतप्रधानांमध्ये अशी समानता असताना दोन देशांमधील संबंध चांगले व्हावेत, असे कुणालाही वाटणारच. पंतप्रधान नरेंद्र मोदी दोन दिवसांसाठी बांगलादेशात जात आहेत. बांगलादेशात गेल्यानंतर मोदी जेव्हा शेख हसीना वाजेद यांना भेटतील तेव्हा या दोन्ही नेत्यांनी परस्परसंबंध सुधारण्यावर आणि दोन्ही देशांच्या विकासाच्या मुद्यावर चर्चा करून आर्थिक, राजकीय आणि सामरिक मुद्यांवर सर्व राजकीय पक्षांमध्ये दोघांनीही सहमती घडवून आणावी. असे झाले तर दोन देशांमधील संबंध पूर्ववत् होऊन दोन्ही देशांच्या विकासाला चालना मिळेल. त्याचप्रमाणे भारतातून बांगलादेशमार्गे बंगालच्या खाडीपर्यंत पोचणार्‍या सर्व नद्यांच्या पाणीवाटप समस्येवरही दोन्ही देशांच्या पंतप्रधानांनी तोडगा काढला पाहिजे. या नद्यांच्या पाणीवाटपाबाबत तोडगा काढला गेला, तर दरवर्षी दोन्ही देशांच्या सीमावर्ती भागाला जो पुराचा तडाखा बसतो, त्या तडाख्यापासूनही नागरिकांची सुटका होईल. शिवाय, दोन देशांमधील संबंध सुधारण्यासाठी दोन्ही देशांमधील राजकीय नेत्यांनी वक्तव्ये देताना काळजी घेणे आवश्यक आहे. त्याचप्रमाणे दोन्ही देशांमधील मीडियानेही योग्य ती काळजी घेण्याची गरज आहे. कोणत्याही कारणाने दोन देशांमधील संबंध बिघडणार नाहीत, यासाठी प्रयत्न झाले, तर दोन्ही देशांसाठी ते फायद्याचेच ठरणार आहे. भारताच्या तुलनेत आज बांगलादेश बराच मागास राहिला आहे. ही बाब पंतप्रधान मोदी यांनी शेख हसीना यांच्या लक्षात आणून दिली पाहिजे. बांगलादेशने आपल्या वर्तनात सुधारणा केली, तर भारताकडून सर्व प्रकारचे सहकार्य मिळू शकते आणि बांगलादेशचा विकास घडवून आणला जाऊ शकतो, याबाबतही हसीना यांच्याशी चर्चा होऊ शकते. मोदींच्या बांगलादेश दौर्‍याची फलनिष्पत्ती सकारात्मक राहील, अशी अपेक्षा करायला हरकत नाही

India’s Civil War

India’s Civil War M Vidyasagar M. He has received many honours and awards for his research, and is a Fellow of the Royal Society. This war is being fought in the battlefield of people’s minds through systematic disinformation spread by a horde unwilling to accept the democratic verdict of the people of India. Choose your side, and fight. India is at present undergoing a civil war. This civil war is not being fought on a conventional battlefield, but in the battlefield of people’s minds. The armaments used to fight this war are not conventional weapons, but rather, the weapons of disinformation. On one side is the present government led by Narendra Modi and its well-wishers. On the other side is a horde that is unwilling to accept the democratic verdict of the people of India, and/or unable to accept that a person starting his life in humble circumstances has risen to the position of Prime Minister. By now it is clear that the dynastic Congress Party has systematically entrenched poverty as a permanent feature of the Indian landscape. In order to perpetuate the poverty of Indians, the Congress party consciously imprisoned Indian citizens in a vast web of government rules and regulations, and perverted every institution in democratic India, including the judiciary and the media. In order to legitimize its stranglehold on Indian society, the dynasty has also created a vast ecosystem consisting of “the poverty industry” in the form of NGOs whose survival demands that India remain a desperately poor country, or at the very least, is perceived to be so. Thus, when the outcome of the 2014 election was not in favour of the dynasty, the Congress could summon up all of its foot soldiers in the judiciary, the media, and the most inappropriately named “civil society.” What else can explain the daily dose of misinformation in the media? For the past many months, we have had a plethora of accounts of “church attacks,” most of which were debunked as being either inside jobs or simple law and order problems. The rape of a nun in West Bengal was instantly attributed to “militant Hindus emboldened by the election of Modi,” until it was discovered that the perpetrators were Bangladeshi Muslims. Just a couple of days ago, we had one Misbah Quadri claiming that she was denied housing in an apartment complex merely because she was a Muslim. Even the most inexperienced cub reporter would have gone to the housing complex in question and verified in person whether in fact the complex was “Muslim-free.” But our journalists sitting in their air-conditioned offices were happy to enough to accept this victimhood narrative at face value and play it up for all it was worth. A minor newspaper, Mid-Day in Mumbai, was apparently the only media agency to take the trouble of visiting the complex in question, to find that there are already Muslims living there (thus blowing Quadri’s story to smithereens), and unearthing the fact that Quadri was being evicted because she did not maintain her payments. But the rest found it all too expedient to persist with their false narrative of Muslim persecution in “Modi’s India.” Even as that particular hatchet job on the government blew up in the faces of its perpetrators, comes another one that IIT Madras “banned” a “student group” for “having criticized the Prime Minister.” The Dean of Students at IITM has already stated that the group was provisionally de-recognized because it did not follow procedures, but none of that could be heard in the din. By jumping into the fray at IITM merely to score some cheap points against the HRD Minister, opposition parties and the corrupted media are again showing that they do not care a whit for the welfare of Indian society, and that their sole interest is in regaining power by hook or crook. The IITs are among our finest educational institutions, a stark contrast to JNU which is a cesspool of politics and mediocrity. Over-politicization of the “student body” at any institution can have only one outcome: JNU-ization, if I might coin a phrase. This is why I was adamantly opposed to the introduction of humanities departments in the IITs. While in theory, these subjects are supposed to broaden the minds of the students, the reality is that such departments attract intellectually inferior minds for the most part. Let us not remain under any illusion that the Quadri affair or the IITM affair will be the last. As soon as one issue gets resolved, the media will throw up 10 others, like a hydra-headed monster for which it is a proxy. This is why I call it a civil war. Or perhaps one should borrow from Christian mythology and call it Armageddon, the final decisive battle between the forces of good and evil. I was born on September 29, 1947—just 45 days after Independence. My entire life has been wasted by the pro-poverty agenda of the Congress Party (disguised as a “pro-poor” agenda). Each time a potential saviour appears on the horizon, be it Jayaprakash Narayan in 1975, or the first NDA government in 1998, or now the Narendra Modi government, the dynasty strikes back with ever greater force. Each one of these prospective saviours has had a more difficult task compared to his predecessor, because the forces of evil get more and more entrenched after each victory. For me, the present government offers the last hope that India would become a worthwhile country within my lifetime. If we as a nation miss this opportunity to uproot the forces of evil once and for all, then I at least won’t be around for our next opportunity, assuming that it will come at all. There is only one glimmer of hope on the horizon. Until now, the corrupt media has had a monopoly on information dissemination, and could thus control the narrative. With the rise of social media, that monopoly has been broken. But the breaking of the monopoly does NOT, by itself, weaken the hold that the corrupt media has on our collective fortunes. The rest of us must seize that opening and provide a fully competitive alternative to the distorted, anti-national garbage that is constantly being put out by the media. We cannot afford to be complacent, nor can we afford to underestimate the magnitude of the task at hand. To repeat: India is in a civil war. As Lord Krishna told Arjuna: “Yuddhaaya krita nischayah.” You must fight with full vigour

चेन्नईतील आयआयटी मद्रासमध्ये एक विद्यार्थी संघटना आंबेडकर-पेरियार स्टडी सर्कल ही वादाचे केंद्र

जातीचा कांगावा आणि राजकीय भांडवल! ‘वुई डोण्ट कास्ट द वोट, बट वुई जस्ट वोट द कास्ट.’ असं भारतीय राजकारणावर भाष्य करणारं एक मार्मिक वाक्य आहे. भारतीयांच्या या मानसिकतेला बदलून प्रत्यक्ष कामगिरी, लोकसेवा, संपर्क, चारित्र्य अशा विषयांवर आधारित मूल्यमापन करून मतदान करण्याची प्रवृत्ती तयार करण्याकडे या देशातील राजकारण्यांचा विशेषत: प्रमुख राजकीय पक्ष असलेल्या कॉंग्रेसचा कल बिलकूल नाही. उलट, अशा प्रकारच्या जातीय अभिनिवेश आणि अस्मितांना भडकावून देत, गठ्ठा मतदान पदरात पाडून घेण्यासाठी सतत कारस्थाने करण्यातच कॉंग्रेस संस्कृतीने धन्यता मानली आहे. एरवी सतत जातीयवाद, जातीयवाद असा जप करत ओरड करणारी प्रसारमाध्यमेही एखादे प्रकरण सापडले की, त्यातला गैरसोयीचा भाग झाकून हिंदुत्ववादी राजकीय पक्ष, सरकारे यांना झोडपत सुटतात. सध्या मद्रास आयआयटीमध्ये चाललेले एक प्रकरण याचे एक ज्वलंत उदाहरण आहे! दुसरे उदाहरण, मुंबईत एका मुस्लिम महिलेने आपल्याला मुस्लिम असल्याने भाड्याच्या घरातून काढून टाकल्याची तक्रार केली ते एक उदाहरण आहे! चेन्नईतील आयआयटी मद्रासमध्ये एक विद्यार्थी संघटना आंबेडकर-पेरियार स्टडी सर्कल ही वादाचे केंद्र आहे. या संघटनेची मान्यता रद्द करण्याबाबतचा विषय आहे. आयआयटी मद्रास या शैक्षणिक संस्थेने विद्यार्थी संघटनांसाठी काही नियम आणि आचारसंहिता तयार केली आहे. या आचारसंहितेनुसार जातीय विद्वेष पसरविणारी भूमिका या संघटनांनी महाविद्यालयाच्या परिसरात घेऊ नये, असा एक नियम आहे. या एपीएससी (आंबेडकर पेरियार स्टडी सर्कल) संघटनेने अगदी ठरवून अत्यंत आक्षेपार्ह भाषा वापरत, सतत जातीय द्वेष पसरविण्याचा प्रयत्न केल्याची उदाहरणे आहेत. अगदी या संघटनेचे पोस्टर्स, सोशल मीडिया पेजवरील पोस्ट हेच सांगतात. उदा. या आयआयटीमध्ये सर्व देशातील आयआयटीप्रमाणे इंग्रजी नावाबरोबरच हिंदी नावाच्या पाट्या बसविण्याचे ठरले. त्यावर या संघटनेने हे ब्राह्मणीकरण आहे, हे मनुकरण आहे, अशा प्रकारचे आरोप करणारे पत्रक सर्वत्र लावले आहे. केवळ हिंदी नामफलक असा उल्लेख न करता प्रत्येक ठिकाणी संस्कृतप्रचुर हिंदी पाट्या, असा उल्लेख करण्यात आला आहे. पुरोगामी विचारांचा लढा लढण्याचा दावा करणारे जेव्हा जनतेला भडकविण्यासाठी जातींचा आधार घेतात तेव्हा त्यांची कीव येते. सतत अशा प्रकारचे पोस्टर्स लावणे, अशा प्रकारची भडक भाषणे आयोजित करणे असा उद्योग या मान्यताप्राप्त विद्यार्थी संघटना करत होत्या. संस्थेचे नियम धुडकावून हा उपद्व्याप चालला असल्यामुळे या संघटनांची मान्यता रद्द करण्याचा विचार संस्थेने केला. मात्र, यांना जाब विचारताच या विद्यार्थी संघटनेने कांगावा सुरू केला. आम्ही नरेंद्र मोदी यांच्यावर टीका केल्यामुळेच आमची मान्यता रद्द करण्यात येत आहे, असा खोटा प्रचार या लोकांनी सुरू केला. मोदी यांच्याविरोधात काहीही सापडले तर कर्कश आवाजात कांगावा करण्यास टपलेल्या कॉंग्रेसजनांनी आणि काही प्रसारमाध्यमांनी लगेच किंचाळायला सुरुवात केली. लगेच ‘अभिव्यक्तिस्वातंत्र्याची लढाई’ असे शब्द पारजून मंडळी सरसावून उठली! विशेष म्हणजे कॉंगे्रसचे नेते राहुल गांधी यांनी एक मोठा मुद्दा मिळाल्यासारखे या विषयात भडक विधाने करण्याला सुरुवात केली. वास्तविक जातीयवाद तो जातीयवादच! मागास दलित म्हणविणार्‍यांनी केला तरी तो जातीयवादच आणि कथित उच्चवर्णीयांनी केला तर तोही जातीयवादच! या दोन प्रकारांकडे दुहेरी मापदंड लावून पाहता येणार नाही. कानाकोपर्‍यात खुट्ट वाजले की, त्याचा हिंदुत्ववादी संघटनांशी किती संबंध आहे, हे न पाहता लगेच या संघटनांवर बंदी घालण्याची मागणी करणार्‍यांना अभिव्यक्तिस्वातंत्र्याची आठवण, मूलभूत हक्कांची आठवण जराही येत नाही. मात्र, मद्रासच्या आयआयटीमध्ये जर कुणी मनुवादी, ब्राह्मणवादी असे शब्द वापरत जातीय भडका उडविणारी भाषा करू लागला आणि त्याला विरोध कुणी केला की, लगेच अभिव्यक्तिस्वातंत्र्य धोक्यात येते. अगदी असाच प्रकार चेन्नई येथील या आयआयटी मद्रासच्या बाबतीत झाला आहे. जातीय विद्वेष पसरविणार्‍यांना राजकीय पाठबळ मिळता कामा नये. राजकीय कांगावा तर मुळीच करता कामा नये. चेनईत हेच चालू आहे. कथित डाव्या आणि पुरोगामी लोकांनी वारंवार समाज आणि देशाच्या विरोधात कारस्थाने करायची आणि कुणी आक्षेप घेतला की, अभिव्यक्तिस्वातंत्र्याच्या नावाने किंचाळत उठायचे, असे डावपेचच आखले आहेत, असे दिसते आहे. आयआयटी मद्रास या संस्थेने या सर्व प्रकरणात खुलासा केला आहे. त्यांनी म्हटले आहे की, या प्रकाराचा केंद्र सरकारशी काहीही संबंध नाही. आंबेडकर-पेरियार अभ्यास मंडळाची मान्यता काढून घेण्यासंबंधी जी कारवाई करण्यात येत आहे ती या संघटनेने, या शैक्षणिक संस्थेने जे नियम केले आहेत ते मोडल्यामुळे त्यांना मान्यता रद्द करण्याची नोटीस दिली आहे. त्याचा मोदी सरकारशी काडीचाही संबंध नाही. केंद्रीय मनुष्यबळ विकासमंत्री स्मृती इराणी यांनीही खुलासा केला आहे की, या शैक्षणिक संस्थेच्या मान्यतेबाबतचा निर्णय सर्वस्वी चेन्नईच्या त्या संस्थेचा आहे, त्या निर्णयाशी सरकारचा काहीही संबंध नाही. मात्र, प्रसारमाध्यमे आणि त्यांच्या मदतीने कॉंग्रेस, डावे या प्रकरणात मोदी सरकारला टीका सहन न झाल्याने ही बंदी आणली जात आहे, असा कांगावा उच्चरवाने सुरू केला आहे. अभाविपचे राष्ट्रीय महामंत्री श्रीहरी बोरीकर यांनी पत्रकार परिषदेत या प्रकरणावरून राहुल गांधींना तीन प्रश्‍न विचारले आहेत- १. तुम्ही आयआयटीसारख्या एका उत्कृष्ट शैक्षणिक संस्थेला राजकारणाचा अड्डा बनवू इच्छिता काय? २ जर तुम्ही डॉ. बाबासाहेब आंबेडकरांनी लिहिलेल्या राज्यघटनेवर विश्‍वास ठेवत असाल, तर जातीय विद्वेष पसरविणार्‍यांचे प्रवक्ते बनू नका. ३.एखाद्या धर्म, जात यांना शिव्या देणे म्हणजेच अभिव्यक्तिस्वातंत्र्य, अशी तुमची व्याख्या मर्यादित, संकुचित आहे काय? या प्रश्‍नांमध्येच जनतेला या प्रकरणात दडलेले राजकीय स्वार्थाचे इंगीत कळू शकते. याच काळात दुसरे एक प्रकरण मुंबईत पुढे आले आहे. मिसबाह कादरी नावाच्या एका गुजराती युवतीने असा सनसनाटी आरोप केला की, वडाळा येथील सांघवी हाईटस्‌मध्ये तिने भाड्याने घर घेतले. दोनतीन दिवस तेथे राहिल्यानंतर तिला घर देणार्‍या मध्यस्थ एजंटाने तिला घर रिकामे कर अन्यथा तुझे सामान रस्त्यावर फेकून देऊ, असा दम दिला. इतकेच नाही, तर तिला सांगितले की, तू मुस्लिम असल्यामुळे तुला या घरात राहता येणार नाही. केंद्रात मोदी सरकार आणि राज्यात फडणवीस सरकार असल्याने एका महिलेला मुसलमान असल्याने कुणीतरी घरात राहणे नाकारते, असे प्रकरण सकृद्दर्शनी दिसताच, हायपर झालेला मीडिया आणि कथित डावे मल्टिकम्युनल किंचाळत उठले. दोनच दिवसात सत्य बाहेर आले. एजंटाने पोलिसांकडे १६ एप्रिल रोजीच एक पत्र देऊन मिसबाह कादरी या सांघवी हाईटस् मधील फ्लॅटमध्ये कसलीही कागदपत्रे, करार, पोलिसांना न कळविता राहू लागल्या आहेत, असे कळविलेले होते. मुस्लिम असल्यामुळे नव्हे, तर कायदेशीर कागदपत्रे पूर्ण न करता घुसखोरी करून बेकायदेशीर रीत्या त्या फ्लॅटमध्ये राहिल्यामुळे मिसबाह कादरी व त्यांना बेकायदेशीर रीत्या घरात ठेवून घेणार्‍या त्यांच्या मैत्रिणी यांना हा फ्लॅट ठरलेल्या करारानुसार मालकाने सोडायला लावला. सांघवी हाईटस् या इमारतीतील सोसायटीचे सुपरवायझर राजेश नाथुलकर यांनी म्हटले आहे की, या इमारतीत सातव्या आणि आठव्या मजल्यावर गुण्यागोविंदाने मुस्लिम आधीपासून राहात आले आहेत. त्यामुळे मुस्लिम आहेत म्हणून कुणाला नाकारण्याचा काही प्रश्‍नच नाही! मात्र दलित, मुस्लिम, अभिव्यक्तिस्वातंत्र्य असे विषय आले की, डोळे झाकून नरेंद्र मोदी आणि हिंदुत्ववादी संघटना यांना झोडपत सुटण्याचा जो फोबिया या देशातील डावे, समाजवादी आणि आता नवशिके ट्युशनफेम राहुल गांधी यांना झाला आहे. सरकार म्हटले की, त्याच्या विरोधात डोळे झाकून किंचाळत सुटले पाहिजे आणि ते सरकार जर हिंदुत्ववाद्यांचे असेल तर अगदी संयम सोडून ओरड केली पाहिजे, अशी खूणगाठ बांधलेली प्रसारमाध्यमे विशेषत: टीआरपीची भुकेली इलेक्ट्रॉनिक माध्यमे यात अगदी आघाडीवर आहेत. आता प्रसारमाध्यमे आणि डावे, समाजवादी, राहुल गांधी, यांच्या अशा वारंवार ओरडीने त्यांची विश्‍वासार्हता संपत चालली आहे. मोदी, भाजपा, संघ, विहिंप यांच्या विरोधात हे ओरड करतात, याचा अर्थ नक्कीच सत्य वेगळेच असले पाहिजे, असे आता सामान्य लोकांना वाटू लागले आहे. अभिव्यक्तिस्वातंत्र्य, मूलभूत हक्क अशा विषयात लोकशाहीत लोक संवेदनशील आहेत. हे लक्षात घेऊन आधी चुका करायच्या आणि कांगावा मात्र स्वातंत्र्य, मूलभूत हक्कावर गदा आली असा करायचा, या प्रकारचे कारस्थान कुणीही उठून खेळू लागले आहे. उंदराने ‘राजा भिकारी, माझी टोपी घेतली,’ असे आधी ढोल पिटावेत आणि नंतर ‘राजा घाबरला, माझी टोपी दिली,’ अशीही फुशारकी मारावी, अशा बोधकथेप्रमाणे या माकडचेष्टा चालल्या आहेत. हीच किंचाळणारी मंडळी आणि हेच अभिव्यक्तिस्वातंत्र्य, मूलभूत हक्क या देशात बहुसंख्य हिंदूंना मात्र लागू नाहीत. बेकायदेशीर रीत्या फ्लॅटमध्ये घुसलेल्या मिसबाह कादरी यांना मुस्लिम असल्याने घर सोडावे लागले, असा कांगावा करताच ओरडणार्‍या मीडिया, राजकीय पुढारी यांनी काश्मीर खोर्‍यातून आपल्या मालकीची घरे, दारे, संपत्ती सोडून नेसत्या वस्त्रानिशी काश्मिरी पंडितांना आपल्याच देशात निर्वासिताचे जिणे जगण्याची वेळ आली तेव्हा आपल्या तोंडाला कोणते कुलूप लावले होते? जनता आता असल्या कांगाव्याला भुलण्याइतकी मूर्ख आहे असे समजू नका. असल्या वायफाट आक्रस्ताळेपणाला झुगारून देत जनतेने तीन वेळा गुजरातमध्ये आणि नंतर संपूर्ण देशात पूर्ण बहुमताने मोदी आणि भाजपाला निवडून दिले आहे. जातीच्या आधारे, मागासलेपणाचे भांडवल करत, अल्पसंख्यक असल्याचा कांगावा करत कुणी डावपेच खेळेल, तर जनता त्यांना माफ करणार नाही, हे या दीडशहाण्यांनी लक्षात घेतले पाहिजे. समाजाचे मानसशास्त्र न समजणार्‍या माध्यमांना त्यामुळे सतत जनतेने खोटे ठरविले आहे, हेही लक्षात घेतले पाहिजे

दक्षिण चिनी समुद्रातील वावरावरून चीन, जपान आणि व्हिएतनाम या देशांत वाद

चीनची मोठी चाल दक्षिण चिनी समुद्रातील वावरावरून चीन, जपान आणि व्हिएतनाम या देशांत वाद झाला होता.पंतप्रधान नरेंद्र मोदी यांच्या सरकारला एक वर्ष पूर्ण होत असल्याचा जल्लोष एकीकडे साजरा केला जात असताना चीनने उचललेल्या पावलामुळे भारताला कसा धोका निर्माण झाला आहे, याकडे मात्र कुणाचेही लक्ष नाही. मोदी यांची परराष्ट्र नीती भलतीच यशस्वी झाल्याचा गवगवा केला जात आहे. मोदी यांच्यामुळे भारताची जगात कशी प्रतिष्ठा वाढली, प्रतिमा उंचावली याचे गोडवे गायले जात आहेत. श्रीलंका, मंगोलिया आणि व्हिएतनाम यांसारख्या राष्ट्रांना जवळ करून भारत चीनला शह देण्यात कसा यशस्वी झाला, हे मोठय़ा उच्चारवात सांगितले जात आहे. चीनला जागतिक व्यासपीठावर उघडे पाडायला हवे, यात कोणतीही शंका नाही; परंतु सध्या भारत चीनला लष्करीदृष्ट्या शह देण्यासाठी सज्ज नाही, याचे भान ठेवायला हवे. चीनची लष्करी ताकद भारतापेक्षा १८ पट जादा आहे. चीनने ती एका दिवसात मिळवलेली नाही. त्यामुळे त्यासाठी केवळ गेल्या दहा वर्षांतील सरकारला दोष देऊन चालणार नाही, तर १९७५ पासून सत्तेवर आलेल्या सर्व सरकारांकडे त्याचा दोष जातो. गेल्या दहा वर्षांत भ्रष्टाचाराचे आरोप होतील, या भीतीने संरक्षण साहित्याची खरेदी झाली नाही, हा मोठा दोष डॉ. मनमोहन सिंग यांच्या सरकारचा आहेच. तो विसरता येणार नाही. भारतीय नौसेनेची सध्याची स्थिती, कालबाह्य नौका, वारंवार अपघात होणार्यार नौका आणि नव्या नौकांचा नौदलात समावेश करण्याकडे झालेले दुर्लक्ष, याची इत्यंभूत माहिती चीनकडे आहे. त्यामुळेच आता हिंदी महासागरातील भारताच्या वर्चस्वाला शह देण्याची व्यूहनीती चीनने आखली आहे. दक्षिण चिनी समुद्रातील वावरावरून चीन, जपान आणि व्हिएतनाम या देशांत वाद झाला होता. दक्षिण चिनी समुद्राची मालकी कोणाकडे असावी, यावरूनही जपान व चीनमध्ये संघर्ष सुरू आहे. आता त्यात आणखी भर पडणार आहे, ती चीन व भारताच्या वादाची. दक्षिण चीनच्या समुद्रात लाईट हाऊस निर्माण करण्याची योजना चीनने आखली आहे. या योजनेला मलेशिया, व्हिएतनाम, फिलिपाईन्स, ब्रुनेई आदी राष्ट्रांचा विरोध असून त्यामुळे या भागात सध्या तणावाचे वातावरण आहे. चीनचे सैन्य २३ लाख असून लष्करासाठीची तरतूद १४५ अब्ज डॉलर्स होती. याउलट, भारताची तरतूद फक्त ४0 अब्ज डॉलर्सची आहे. दक्षिण चिनी समुद्रातील नैन्शा बेटावर लाईट हाऊस उभारण्यासाठी कोनशिला बसवण्यात आली आहे. आपत्कालीन परिस्थितीत मदत करण्यासाठी हे लाईट हाऊस बांधले जात असल्याचे स्पष्टीकरण चीनच्या परराष्ट्र मंत्रालयाने केले असले, तरी त्यावर कोणीही विश्वाजस ठेवणार नाही. फिलिपाईन्ससारख्या छोट्या राष्ट्रांना शह देण्यासाठी हे पाऊल चीनने उचललेले नाही; परंतु या देशांनीही ऊठसूट चीनची कागाळी करण्याचे कारण नाही, असा इशाराच चीनच्या प्रवक्त्याने दिला आहे. चीनने काढलेल्या एका श्वे तपत्रिकेत अंतराळ, समुद्र, सायबरस्पेस, अण्वस्त्र आदींवर भर देण्याचा मनोदय व्यक्त केला आहे. त्यात नौदलाचाही समावेश आहे. दक्षिण चिनी समुद्र आणि प्रशांत-हिंदी महासागर पट्टय़ात चीनचा वाढता वावर भारत व अमेरिकेच्या दृष्टीनेही धोकादायक आहे. चीनकडे सध्याच एक विमानवाहू नौका आहे. आणखी एका विमानवाहू नौकेची बांधणी अंतिम टप्प्यात आहे. केवळ समुद्रसीमेचे रक्षण करण्यावर चीन समाधानी नाही, तर खुल्या समुद्रावर त्याचे लक्ष आहे. अमेरिकेच्या दक्षिण चीन समुद्रावर टेहळणी करणार्या, विमानाला चीनच्या नौकेने पळवून लावले होते, ही बाब पाहता भारताच्या नौसेनेलाही चीनचे कडवे आव्हान असणार आहे. दक्षिण चिनी समुद्रातील एका बेटावर चीन धावपट्टी बनवत असल्याचे वृत्त गेल्या नोव्हेंबरमध्ये आले होते. उपग्रहाद्वारे मिळालेल्या छायाचित्राच्या आधारे ते वृत्त देण्यात आले होते. स्पार्टली बेटावर ही धावपट्टी बनवली जाणार आहे. त्या बेटावर शेजारच्या अनेक राष्ट्रांनी दावा केला आहे. अमेरिकेने चीनच्या दक्षिण समुद्रातील वावरावर हरकत घेतली होती; परंतु चीन अमेरिकेला जुमानायला तयार नाही. अफगाणी तालिबान्यांशी चर्चा करून पाकिस्तानमधील कारवाया थांबवण्यासाठी चीन प्रय▪करत आहे. अफगाणिस्तानच्या सरकारशी तेथील तालिबान्यांचे गूळपीठ जमले आहे. अशा पार्श्वकभूमीवर भावी काळात भारताला या तालिबान्यांपासून धोका संभवतो. गेल्या आठवड्यात भारतीय राजदूताला मारण्याचा प्रय▪तसेच भारतीय कंपन्यांना त्रास देण्याचा झालेला प्रय▪पाहता चीनची ही व्यूहनीती असू शकते. श्रीलंकेतील चिनी कंपन्यांची कामे रद्द केल्याचा बदला घेण्यासाठी चीन कोणत्याही थराला जाऊ शकतो.

There is a lot of debate about Modi’s 1 year and what is the purpose behind the visits abroad. The article below attempts to throw some light on this issue: Some of the reasons why Modi had to visits so many countries. He does not go for personal pleasure. Judge him by the results he has achieved. The image of India abroad before Modi was at its lowest. India bashing was the order of the day. Smaller countries were treating us with contempt and our government was paralysed into inaction, on all fronts. Narendra Modi is no greenhorn in politics and statecraft. . . He has already achieved more for Gujarat in his tenure as CM there than any Indian state ever had. . . Few hidden (because the main stream media will purposely ignore them) achievements are given below: 1. BJP Govt. convinced Saudi Arabia not to charge “On-Time Delivery Premium charges" on Crude Oil – Young Petroleum Minister Dharmendra Pradhan & External Affairs Minister Sushma Swaraj sealed the deal. Saved the country thousands of crores... . . 2. India will build 4 Hydroelectric power stations + Dams in Bhutan (India will get lion's share in Green energy that will be produced in future from these projects) . . 3. India will build Biggest ever dam of Nepal (China was trying hard to get that) – India will get 83% Green energy produce from that hydro power station for free – in future. . . . . 4. Increased relationship with Japan and they agreed to invest $ 30 Billion in DMIC (Delhi – Mumbai Investment Corridor). That's Rs 200,000 crores by today's exchange rates..... . . 5. Increased strategic relationship with Vietnam and Vietnam has now agreed to give contract of Oil exploration to ONGC-Videsh (UPA was not ready to take this at all because they were worried about China – and getting into a conflict of interests on south China sea). The UPA had always been on the backfoot about every aspect of foreign policy. . . 6. Increase Oil Imports from Iran, despite the ban by USA. . Iran agreed to sell in Indian Rupees and it saved our Forex, not just for now, but protected India from future currency fluctuations. India also gets to build “Chabahar” port of Iran, encircling Pakistan. Because we well have exclusive access for our Naval ships in this port. . . 7. India – Australia (NaMo is first PM to visit Australia after 28 yrs), despite Australia being a major supplier of Coal & Uranium. . . NaMo was able to convince Tony Abbott and now Australia will supply Uranium for our energy production. . . . 8. China leaning President Rajapakse lost elections in Sri Lanka – Remember UPA lost “Hambantota” port development – read latest report of CIA, where they mention RAW has played a major role in power shift of Sri Lanka. Now Modi has confirmed he is visiting Sri Lanka in April. And Sri Lanka has backed out of Chinese contract and shifted to Indian project managers. . . 9. With China, as Trade Deficit was increasing, NaMo forced their hand. Anti-Dumping will come soon so China will invest heavily into India. – China has already committed $ 20 billion Investment in India. That's nearly ₹140,000 crores. . . . 10. India approved the border road in the NorthEast and around India- China border – Remember just because of China’s opposition, the ADB (Asian Development Bank) didn’t give us funds during UPA regime and UPA held that file under “Environment Ministry control – Remember the infamous “JAYANTHI TAX "? No one bothered about the disastrous effect on our armed forces. . . . 11. India managed to bring back 4,500+ Indians from War zone in Yemen and also brought foreign nationals of 41 different countries, which put India’s name onto the highest platform globally in conducting that rescue mission – PM Narendra Modi specially talked to the new Saudi Arabian king Salman and told him to allow Indian Airforce planes to fly – as Saudi Arabia was attacking on Yemen and Yemen skies was declared NO-FLY Zone: thanks to this we got an assured clear window of a few hours and guys guess who coordinated this? Ajit Doval, Sushama Swaraj and Gen V K Singh. All in person.... When was the last time you ever heard of ministers involved personally in such efforts that didn't fetch thousands of crores?? Guess the religion of those rescued?? But it isn't secular to mention that most of those rescued from Yemen or earlier from Iraq weren't Hindus at all.. . . 12. India’s Air defense was getting weaker by the day, UPA was very happy to let it happen despite repeated specific inputs from the armed forces, NaMo renegotiated Rafale fighter Jets deal with France personally and bought 36 Jets on ASAP basis. At better than rack rates. No middlemen, no commissions... . . . 13. For the first time after 42 yrs Indian Prime Minister visited Canada not to attend some meeting but as a specific state visit, in a Bilateral deal, India was able convince to Canada to supply Uranium for India’s Nuclear reactors for next 5 years. It will be of great help to resolve India’s Power problems. . . . 14. Canada approves visa on arrival for all Indian tourists. . . . 15. Till recently we were exclusively buying Nuclear Reactors from Russia or USA and it was much like beggar kind of situation because they were worried about usage of Nuclear reactor for some other use. So only what they opted to give us, we could get. . Now Narendra Modi was able to convince France and now France will make Nuclear reactors with the latest technology in India. On MAKE IN INDIA efforts.. with collaboration with an Indian company as a partner. . . 16. During 26th Jan. visit of Barack Obama, NaMo convinced USA to drop rule of Nuclear fuel tracking and sorted out Liabilities rules which now open the gates for next 16 Nuclear power plant projects. . . . PDP GOVT & AMARNATH YATRA IN KASHMIR

अमरनाथ यात्रेच्या मुद्द्यावरून होणारा विरोध काही नवीन नाही. गेल्या वर्षी ङ्गुटीरतावाद्यांनी बालटाल येथे हिंसाचार माजवून यात्रेकरूंमध्ये दहशत निर्माण करण्याचा प्रयत्न केला होता. २००८मध्येदेखील यात्रेचा कालावधी ५५ दिवसांऐवजी कमी करून, तो १५ दिवस करण्याच्या मागणीसाठी मोठ्या प्रमाणात हिंसाचार माजविण्यात आला. यात्रेकरूंच्या सुविधांसाठी अमरनाथ देवस्थान मंडळाला उपलब्ध करून देण्यात आलेली ४० एकर जमीन ङ्गुटीरवाद्यांना पाहवली नाही. ङ्गुटीरतावाद्यांना खूश करण्यासाठी तेव्हा तत्कालीन सत्ताधार्‍यांनी त्वरित जमीन आवंटन रद्द करून टाकले होते. मात्र, त्या तुलनेत उर्वरित भारतात मुसलमानांच्या प्रकरणात सेक्युलर पक्षांमध्ये जीवनाच्या प्रत्येक क्षेत्रात अधिकाधिक सुविधा देण्याची स्पर्धा सुरू होते. अमरनाथ यात्रेच्या मुद्द्यावरून पुन्हा एकदा काश्मीर खोर्‍यात पाकपोषित ङ्गुटीरतावादी नेत्यांनी डोके वर काढले आहे. अमरनाथ यात्रेचा कालावधी कमी करण्याची त्यांनी मागणी केली आहे. गेल्या काही वर्षांपासून अमरनाथ यात्रेत अडथळे आणण्याचे प्रयत्न होत आहेत. वास्तवात ङ्गुटीरवादी कट्टरपंथी त्या प्रत्येक प्रतीक व परंपरेला नष्ट करण्याचा कुटील प्रयत्न करीत आहेत, ज्या भारताच्या कालजयी सनातन संस्कृतीच्या वाहक आहेत. अमरनाथ यात्रेच्या मुद्द्यावर सेक्युलर पक्षांची उदासीनता आणि ङ्गुटीरवादी नेत्यांचा प्रखर विरोध एका विशिष्ट मानसिकतेने प्रेरित आहे. ही मानसिकता हिंदू आणि हिंदुस्थानच्या सनातनी संस्कृतीच्या विरोधात केंद्रित आहे. अमरनाथ यात्रेला अपशकुन करण्याचे अभियान काही नवीन नाही. खोर्‍यातून काश्मीरच्या मूळ संस्कृतीचे प्रतीक असलेल्या काश्मिरी पंडितांना बंदुकीच्या बळावर पळवून लावल्यानंतर इस्लामी कट्टरवाद्यांचे एक लक्ष्य पूर्ण झाले आहे. खोरे ‘काङ्गीर मुक्त’ (हिंदुरहित) झाले आहे. हिंदूंची बहुतांश प्राचीन मंदिरे उद्ध्वस्त करण्यात आली आहेत; परंतु, काही प्रमुख आराध्य स्थळे अद्यापही बचावली आहेत. ते ‘कुङ्ग्र’चे प्रतीक असल्यामुळे जिहादींच्या रडारवर आहेत. अमरनाथ यात्रेला प्रत्यक्ष वा अप्रत्यक्ष विरोध याच मानसिकतेचे उदाहरण आहे. ही महंमद घोरी आणि गजनीची ‘गाजी मानसिकता’ आहे, जिने हिंदूंची आराध्य स्थळे चिरडून टाकली. सोमनाथ मंदिर वारंवार लुटण्यात आले. ही बख्तियार खिलजीची मानसिकता आहे, जिने विश्वविख्यात नालंदा विद्यापीठ जाळून खाक करून टाकले. ही युवा अकबर आणि त्याचा पालक बैरम खानची मानसिकता आहे, जिने हिंदू राजा हेमचंद्र विक्रमादित्याची अतिशय क्रूरपणे हत्या केल्यानंतर त्यांचे वडील आणि नातेवाईकांची कापलेली शिरे मीनार बनविण्याच्या कामात आणली. ही तीच जहांगिरी मानसिकता आहे, जिने गुरू अर्जुनदेवांचा वध केला होता. ही जकारिया खानची मानसिकता आहे, जिने इस्लाम स्वीकारण्यास नकार दिल्याबद्दल वीर बालक हकीक रायचे मस्तक धडावेगळे केले. ही औरंगजेबी मानसिकता आहे, जिने काशी आणि मथुरेतील मंदिरे उद्ध्वस्त करून, तिथे मशिदी उभारल्या. ही औरंगजेबी मानसिकता आहे, जिने गुरू तेगबहादूरांचे अतिशय क्रूरपणे शिरकाण केले. ही ती मानसिकता आहे जिने शिखांचे दहावे गुरू गोविंद सिंह यांच्या दोन निष्पाप वीरपुत्रांना जिवंतपणे जमिनीत चिणून टाकले. ही तीच मानसिकता आहे, जिने शूरवीर बंदासिंहच्या शरीराची अतिशय क्रूरपणे शकले उडविण्यापूर्वी त्यांच्याच डोळ्यासमोर त्यांच्या पुत्राची खांडोळी करून टाकली. आपल्या ५० वर्षांच्या राजवटीत मोगल बादशाह औरंगजेबने काश्मीरमध्ये १४ सुभेदार नियुक्त केले. त्यातील सुभेदार इफ्तियारखान सर्वाधिक स्वामिभक्त निघाला, ज्याने १६७१ ते १६७५च्यादरम्यान काश्मिरातील हिंदूंवर अनन्वित अत्याचार केले आणि तलवारीच्या बळावर त्यांना इस्लाम स्वीकारण्यास भाग पाडले. मोगलांच्या भीषण अत्याचारांमुळे भयभीत झालेले काश्मिरी पंडित पं. कृपाराम यांच्या नेतृत्वात शीख गुरू तेगबहादूर यांच्याकडे गेले आणि त्यांना मोगलांपासून आपले रक्षण करण्याची विनंती केली. गुरूंनी त्यांच्या प्राणांचे रक्षण करण्याचा निर्धार केला आणि यासाठी हौतात्म्य पत्करले. नंतर या धर्मयुद्धात गुरू गोविंदसिंहासह त्यांचे चारही वीरपुत्र, तसेच असंख्य गुरुसेवक शहीद झाले. ही तीच मानसिकता आहे, जिने १९४७मध्ये भारतमातेची रक्तरंजित ङ्गाळणी केली आणि लक्षावधी नागरिकांना आपल्या स्वत:च्याच देशात निर्वासित बनविले. ही तीच मानसिकता आहे, ज्यामुळे पाकिस्तानात हिंदू-शिखांची लोकसंख्या जी ङ्गाळणीपूर्वी २४ टक्के होती, आज ती केवळ दोन टक्के आहे. ङ्गाळणीनंतर पाकिस्तानाच्या भूमीत ४२८ मंदिरे होती, याच मानसिकतेमुळे आज त्यातील केवळ २६ मंदिरे अस्तित्वात आहेत. याच मानसिकतेमुळे ज्या बांगलादेशात हिंदू-शिखांची लोकसंख्या ३० टक्के होती, आज त्यात घट होऊन, केवळ ७.८ टक्केच शिल्लक राहिली आहे. ही तीच मानसिकता आहे, जिने काश्मीर खोर्‍यातून तेथील मूळ वंशाच्या, काश्मिरी पंडितांना खोरे सोडून जायला भाग पाडले. हीच मानसिकता आज शिया-सुन्नी किंवा सुन्नी-शियाच्या नावाखाली आपल्याच धर्मबांधवांची कत्तल करीत आहे, एवढेच नव्हे, तर गैरमुस्लिमांना रक्तपाताच्या बळावर नष्ट करण्यास आतुर झाली आहे. आज त्या मानसिकतेचा बीभत्स चेहरा आमच्या समोर इसिसच्या रूपात समोर आहे, जो यजीदी ख्रिश्चनांची व शियांची कत्तल करून क्रूरतेचा कळस गाठत आहे. अमरनाथ यात्रेच्या मुद्द्यावरून होणारा विरोध काही नवीन नाही. गेल्या वर्षी ङ्गुटीरतावाद्यांनी बालटाल येथे हिंसाचार माजवून, यात्रेकरूंमध्ये दहशत निर्माण करण्याचा प्रयत्न केला होता. २००८मध्येदेखील यात्रेचा कालावधी ५५ दिवसांऐवजी कमी करून, तो १५ दिवस करण्याच्या मागणीसाठी मोठ्या प्रमाणात हिंसाचार माजविण्यात आला. यात्रेकरूंच्या सुविधांसाठी अमरनाथ देवस्थान मंडळाला उपलब्ध करून देण्यात आलेली ४० एकर जमीन ङ्गुटीरवाद्यांना पाहवली नाही. ङ्गुटीरतावाद्यांना खूश करण्यासाठी, तेव्हा तत्कालीन सत्ताधार्‍यांनी त्वरित जमीन आवंटन रद्द करून टाकले होते. मात्र, त्या तुलनेत उर्वरित भारतात मुसलमानांच्या प्रकरणात सेक्युलर पक्षांमध्ये जीवनाच्या प्रत्येक क्षेत्रात अधिकाधिक सुविधा देण्याची स्पर्धा सुरू होते. येथे तर सरकारी पैशाने मुसलमानांना हजची यात्रा करण्यासाठी मक्का-मदिना येथे पाठविण्यात येते. मात्र, मानससरोवर यात्रा किंवा अमरनाथ यात्रेत हिंदूंना मूलभूत सुविधाही उपलब्ध करून देण्याचा विचारही सेक्युलर राज्यकर्त्यांच्या मनात येत नाही. हजची यात्रा करणार्‍यांसोबत डॉक्टर्स, परिचारिका, हज अधिकारी, हज सहाय्यक एवढा मोठा लवाजमा असतो. मक्का-मदिना येथे ९० खाटांचे इस्पितळ आणि १८ आरोग्य केंद्रांच्या व्यवस्थेबरोबरच १७ रुग्णवाहिका हज यात्रेकरूंच्या सेवेत तत्पर असतात. अमरनाथ यात्रेच्या वेळी सरकारी खर्चाने, अशा प्रकारच्या सुविधा का उपलब्ध करून देण्यात येत नाहीत. राजस्थान हिंदुबहुल आहे आणि येथील अजमेर शरीङ्ग येथे दरवर्षी उरूस आयोजित करण्यात येतो, दिल्लीतील हजरत निजामुद्दीन औलियाचा दर्गा, मुंबईतील हाजी अलीचा दर्गा, उत्तराखंडमधील कलियार शरीङ्ग, तामिळनाडूत नागौर दर्गा इत्यादीसह अन्य कित्येक दर्गे देशात आहेत, जेथे हिंदूही श्रद्धापूर्वक नमन करतात. कुठल्याही मुस्लीम आराधना स्थळी कधीही बहुसंख्यक हिंदूंकडून कुठलाही उधम अथवा उत्पात माजविला जात नाही. मात्र, अमरनाथ यात्रेबाबतच प्रत्येक वेळी विरोध कशासाठी?

FORTRIGHT MODI IN CHINA

A forthright Modi in China Amb Kanwal Sibal, Dean, Centre for International Relations and Diplomacy, VIF During his China visit, Prime Minister Modi has been unusually forthright in speaking about the problems that hold back the India-China relationship. He probably feels that his desire to strengthen ties with China being so clear, he has earned the confidence of the Chinese leaders enough to be able to pinpoint India’s concerns about some aspects of China’s policies that we find difficult to digest. This is a new approach Modi has fashioned. Our earlier approach has been to soft pedal differences, avoid airing them in public and pretend they are more manageable than they actually are. There has been a tendency also to explain China’s behaviour to ourselves by becoming their spokespersons to our own people, and in the process accept some of the blame for the problems that endure. Modi is following a different tack, that of creating consciousness in the Chinese public that China has a responsibility of addressing outstanding issues if it wants the bilateral relationship to move forward and bring about the Asian century that its leadership visualises. This is a more self-confident approach. Whether this more robust attitude will produce the results we want is not certain. China is used to such exhortations by the US, which, unlike our case, are also backed by US power. Yet, China both bends and defies to the degree necessary to manage the relationship with the US, but without changing its fundamental course of building its national power and commensurately raising the level of its strategic challenge to the US. In other words, China does not get cowed down, nor is willing to yield on essentials even when its policies do not make sense always in the light of its own self-interest as seen by external observers. Whatever the caveats, Modi is moving the Chinese out of their present comfort zone and dealing with China with greater self-assurance which cannot but have some impact on how it treats India in the future. This is a new balance that Modi is establishing between leveraging economically the China connection for India’s development and not losing politically by diffidence in mentioning differences that endure. There are some indications that China believes that of all the partners that India is wooing for investments, it is the one best placed to meet India’s needs, especially in modernising its poor infrastructure. In other words, India’s choices are limited and this gives China a strong hand to play even in the economic field. Modi is implicitly making China reexamine its assumptions By choice or consequence, Modi is linking the economic to the political by his double messaging in Beijing. On the one hand, the joint statement issued during the visit explicitly says that outstanding differences, including on the boundary question, should not be allowed to come in the way of continued development of bilateral relations. On the other, Modi stressed in his joint press conference with Chinese premier Li Keqiang that China needed to “reconsider its approach on some of the issues that hold us back from realising the full potential of our partnership" and “take a strategic and long term view of our relations”. This suggested that the long term relationship could be either jeopardised or impeded if China continued with its present approach. It is interesting that in asking China to think long term he summarily debunked the widely accepted myth that China thinks not years but decades ahead in policy making. Standing alongside Li Keqiang, Modi reiterated the “importance of clarification of the Line of Actual Control”, a point he had made in Xi’s presence during the latter’s September visit to India, and “tangible progress on issues relating to visa policy (stapled visa issue, no doubt) and trans-border rivers”. He also alluded to “some our regional concerns” (undoubtedly China’s policies in our neighbourhood, especially in Pakistan). It is clear that Modi raised all these issues in his private conversations with Xi and Li Keqiang, as otherwise publicly mentioning them in the latter’s presence would have seen as a form of political ambush by the Chinese premier. Modi’s intention was obviously to make public his political expectations from China in the years ahead. Modi expatiated further on these points in his address at the Tsinghua University. He put more pressure on the Chinese government by stating publicly that if the two countries “have to realise the extraordinary potential of our relationship, we must also address the issues that lead to hesitation and doubts, even distrust, in our relationship”. This is extraordinary plain speaking. He spoke of trying “to settle the boundary question quickly” in a way that does “not cause new disruptions”- an allusion no doubt to China’s unreasonable demands in the eastern sector. This amounts to, again, asking the Chinese publicly to rethink its posture on the package deal on the border. To remove “a shadow of uncertainty” that “hangs over the sensitive areas of the border region” because “neither side knows where the Line of Actual Control is in these areas”, he recalled his proposal to resume the process of clarifying the LAC “without prejudice to our position on the boundary question”. This is a via media he is seeking between, on the one hand, stabilising the border and eliminating periodic stand-offs that damage the political relationship and make headway in other areas that much more difficult and, on the other, a permanent solution to the boundary question. It is doubtful whether China would accept this option that was always open. indeed, China was committed to this process but abandoned it favour of the Special Representatives (SR) mechanism. It is unclear, moreover, how the LAC clarification process and the SR mechanism can proceed simultaneously. Voicing concerns about China’s increased engagement “in our shared neighbourhood”, Modi, in his Tsinghua address, called for “deeper strategic communication to build mutual trust and confidence” so as to “ensure that our relationships with other countries do not become a source of concern to each other”. In talking of “shared neighbourhood” Modi is talking about South Asia and not the western Pacific, and this is significant. To strengthen our international cooperation, he frontally sought China’s support for India’s permanent membership of the UN Security Council and India’s membership of export control regimes like the Nuclear Suppliers Group. This was unusual as such a public appeal does not normally come from his elevated position. A prime Minister should not seen as a supplicant. Anyhow, by stating all this, Modi has, in a sense, laid out the political agenda of the relationship in the years ahead from his side, which if not achieved in some measure in a reasonable time frame can become a source of criticism and could even make the economic agenda with China even more controversial as a one-sided strategic compromise. The joint statement and the Tsinghua speech contain some notable formulations, omissions and iterations, some curious, many positive and a few negative. If the India relationship was for president Obama a defining one for the 21st century, the joint statement notes, as a rhetorical balance, that the “India-China relations are poised to play a defining role in the 21st century in Asia and, indeed, globally”. A China that supposedly rejects an equal status for India accepts in the joint statement that the two countries are “major poles in the global architecture”. On the boundary question, the old, cliched language is repeated and the emphasis remains on improved border management. No mention is made to China’s self-serving One Road One Belt (OBOR) initiative to which Xi attaches much importance, and which figured prominently in his recent Pakistan visit. Our neighbours like Sri Lanka and Nepal would have particularly noted this omission. Significantly, the joint statement contains no reference to security in the Asia-Pacific region, unlike in September 2014, which suggests a failure to agree on language on this sensitive issue. Maritime cooperation too does not figure in it, which suggests difficulties in drafting the joint statement. We have again thanked China’s Foreign Ministry and the government of “the Tibetan Autonomous Region of the People’s Republic of China” for facilitating the Kailash Manasarovar Yatra. It would have been sufficient to have simply thanked “China” in September 2014 and now, but the Chinese obviously press us to include formulations that recognise TAR as part of the PRC in our joint statements- a practice that was discontinued by the UPA government in the face of China’s increasingly strident claims on Arunachal Pradesh. These offensive claims unfortunately continue and therefore do not justify such politically one-sided gestures by us. Maybe we think this is too sensitive a subject for us to reticent about and to keep the relationship on even keel we feel we can keep giving China comfort over Tibet even when China cynically uses Tibet to make outlandish territorial claims on us. This gesture could also have been a quid pro quo for the stronger formulation on terrorism in the joint statement that could not have pleased Pakistan (though it should be noted that the statement refers not to “cross-border terrorism” which is a formulation India uses to accuse Pakistan, but to “cross border movement of terrorists” which has a different connotation), as well as the separate joint statement on Climate Change that fully reflects India’s position and assumes importance in the context of the Climate Change summit in Paris where the effort would be to isolate India and use the US-China agreement to that end. The question though remains how India will reconcile its commitment to work closely with the US to make the Paris Conference a success with the enunciation of a common position with China which conflicts with the basic US approach. The reference in the joint statement to the “commonalities” in the approach of the two countries to global arms control and nonproliferation is puzzling as it conflicts with reality and whitewashes China’s historical and current proliferation activities in Pakistan. To have China in return “note” our aspirations to join the NSG, is an altogether insufficient reason to make this concession and lose a political card against China and Pakistan. Opening ISRO to China through a Space Cooperation Outline (2015-2020) Cooperation may also seem premature to some, given the actual state of India-China relations. In his Tsinghua speech, Modi noted pointedly that while both countries seek to connect a fragmented Asia, “there are projects we will pursue individually”, which implies cold shouldering China’s idea of linking our Mausam and Spice Route projects with OBOR. Progress in the BCIM (Bangladesh, China, India, Myanmar) Economic Corridor is mentioned in the joint statement, despite the danger of opening up our inadequately nationally integrated northeast to more economic integration with China. Why Modi mentioned this corridor again in his university speech is unclear, but then, having participated in the joint working group discussions on the project for some time now, it might have been tactically difficult to close the door on it abruptly. That Modi himself announced at the last minute at Tsinghua the grant of e-visas to the Chinese after the Foreign Secretary had told the media earlier that no decision had been taken, raises questions about policy making, especially as the stapled visa issue remains unresolved. Of course, enhanced economic engagement requires easier visas and to that extent such a decision can be seen as pragmatic, but we have given up a valuable card touching upon sovereignty issues without sufficient return. No wonder the Chinese Foreign Minister was delighted by this gift from the Prime Minister. The driving force behind Modi’s wooing of China being trade and investment, the progress achieved on that front was of principal interest in terms of outcomes. Here, the results have been less than expected. In a sense this was to be expected as too little time had elapsed between Xi’s visit to India and Modi’s visit to China to produce dramatic results. The $20 billion of investment five years promised by Xi would take time to materialise under any circumstances, but more so in the case of China as it has so far invested little in the country, its investors have limited experience of working in India, its leaders are looking for preferential treatment and want a better understanding of the legal conditions. The joint statement largely repeats what was said in September 2014 during Xi’s visit on taking joint measures to alleviate the problem of deficit and cooperate in providing Indian products more market access in China. The language is very noncommittal and it is left to the India-China Joint Economic Group to work on these issues. It was agreed that the next meeting of the Strategic Economic Dialogue, co-chaired by Vice Chairman of NITI Aayog of India and Chairman of NDRC of China, will be held in India during the second half of 2015. On the other hand, China’s economic interests in India are treated more concretely, with satisfaction expressed with the progress achieved in the Railway sector cooperation including the projects on raising the speed on the existing Chennai-Bengaluru-Mysore line, the proposed feasibility studies for the Delhi-Nagpur section of high speed rail link, the station redevelopment planning for Bhubaneswar & Baiyappanahalli, heavy haul transportation training and setting up of a railway university. Although 24 agreements were signed during the visit and the number is impressive, in reality the most significant one relates to the opening of our respective consulates in Chengdu and Chennai and space cooperation. There is no economic agreement of note that figures in the list. Surprisingly, the joint statement contains no reference to the two industrial parks that China will be setting up in India, even if it were to merely record some progress in implementing this initiative. Even the figure of $20 billion of Chinese investments in India in the next 5 years- if nothing but for its positive optical effect- is not mentioned this time. No doubt 26 “agreements” were signed during the visit to Shanghai- mostly MOUs involving the private sector that have no binding value- in the areas of renewable energy, power, steel etc. These are sectors in which China is either already strongly present in India or is a global player as in the case of solar power. Its aim would be to capture the Indian market in what would be a highly fecund area for Chinese business given India’s massive plans in developing the solar power sector. A point to consider is whether the unfettered entry of Chinese firms would suffocate Indian enterprise in the renewable industry sector as has happened in the power and telecom sectors. Even financing of private Indian companies by Chinese banks has been put on the positive ledger in projecting the results of Modi’s visit, even though all that is meant is that China will lend money to Indian companies to buy more Chinese products and only add to the burgeoning trade deficit between the two countries. That these MOUs, if and when implemented ( many are in the form of intentions only) are potentially worth $ 22 billion is a PR exercise, which all countries resort to in order to embellish the economic “success” of visits by their leaders abroad, and can therefore be excused as standard diplomatic practice. All in all, the China challenge for India has not been reduced by Modi’s visit. On the contrary, Modi has highlighted the political challenges ahead, as China has remained reticent on the points raised by him. Modi is to be commended for largely making the right points during the visit. There were some slippages, but this was perhaps inevitable because China holds the stronger hand. The attempt always is to enlarge the areas of real or potential convergences rather than get bogged down over contentious issues and create a situation where it becomes difficult to issue any meaningful joint statement. The problem in the India-China case is that we are not strategic partners in reality and yet claim that we are. At the end of the day, making the right points and winning them the are two different things. As for personal chemistry between Xi and Modi, it would have been better if Xi too had avowed publicly that the two had a “plus one” friendship, otherwise the psychological advantage is with the side that remains silent. Let us also note personal chemistry can have a short shelf life in the face of hard political and strategic realities. Obama and Xi have had a shirtsleeves meeting in Palm Springs in California in 2013, Bush read Putin’s soul in Slovenia in 2001 and Obama had hamburgers with Medvedev in Washington in 2010, but these get-to-know informal meetings intended to create a personal rapport do not help resolve issues beyond a point. It remains though that both Xi and Li Keqiang made unprecedented personal gestures to Modi.
