Sleep in Peace; We are on the Borders Leave a reply I am an officer posted on the line of control. Yesterday was Sunday, and also Dussehra. Got to know it only from the newspapers that are spread before me- a day late by the time they reach my post. The nice part is that I receive a whole bundle after they have been pored over in the headquarters. We went out on an ambush last night. There was information that an infiltration attempt could be made through our area. I have been receiving the same information daily since the last six months. Hopefully we will have a fire fight tonight. Seven of us slipped out of our post, 300 m from the line of control, after last light. A half hour walk and we deployed in two groups. The weather gods were not happy (maybe because I didn’t know Navratras had begun). Light rain and mist descended and visibility was down to three metres. We try and peer through the white haze till the eyes hurt. I hear a soft snore on my left and give a hard nudge. Tomorrow, over a hot cup of tea after we return to the post, we will laugh and tease him. It’s midnight, cold and miserable. I flex my index finger to make sure it slips into the trigger guard in time to shoot the terrorist who might suddenly appear three steps from me. Suddenly, the chatter of machine guns jolts us out of complacency. It is followed by the soft ‘thump, thump’ of mortars ejecting their bombs. I am glad for the distraction, as the whole ambush is now fully alert. We wait for the mortar bombs to fall. Shit… they seem to be falling on my post. There are mixed feelings running through me. I am safe, but what about my soldiers on the post. The firing grows in intensity- rocket launchers and mortars open up from our side. It’s frustrating because we can’t see anything. I briefly think of returning to the post but have a job to do tonight, and there are good soldiers back on the post. We return in the morning and thankfully all is well. One splinter injury-flesh wound only, and a living shelter damaged. We all sit around a breakfast of hot puris and bhindis, exchanging anecdotes, feeling proud about how we weathered one more day on the line of control. A three hour nap and the first newspaper is spread before me. “Dropping guard at the LOC” is the headline of a Mail Today article. It says ‘Indian troops have been sitting ducks’ in the August incident and that the foiling of infiltration attempt in Keran ‘has been taken with a pinch of salt’. Harinder Baweja in Hindustan Times says that the Army has been ‘found wanting’. Tribune wanted to know ‘how porous is the security system’ on the LoC. Asian Age informs me that ‘Army is under attack from the MoD’. I always thought those attacking us were across the LoC. Should I now look over my shoulder? A large number of journalists are now questioning our tactics along the Line of Control. It is easy to pass judgment when sitting in air-conditioned offices and speaking on the telephone to ‘well-informed sources’ who have an equally comfortable chair. It is also unfortunate that some of our retired officers have also jumped on the media bandwagon to slam our ‘defensive mindset’ and ‘lapses’. Did no soldiers die when they were commanders? Has the army suddenly forgotten its ethos because some of our officers have retired? Let me not quote facts and figures because I have no access to them. My senior officers tell me that the security situation in J&K is improving. Violence, infiltration levels, civilian causalities are down, and there is less fear on the faces of people. I believe my seniors because I see it everyday. Can I do more? Maybe I can eke a little more out of my aching muscles and sleep filled eyes. Will it help? I don’t think so, because the newspapers will not cover what I do, but look for the one who does not. I just hope I am not one of their victims. I am an Indian Army officer- proud and confident. I know what I have to do. No other profession in the world demands that you lay down your life in the defence of people you do not even know. चिनी ड्रॅगनचे गंभीर आव्हान -ब्रिगेडियर हेमंत महाजन लेखकाचे मनोगत प्रकरण १-1962 चे चीनी आक्रमण :अपयश आपल्या सेनेचे नाही तर नेत्यांचे? प्रकरण २-१९६२ च्या घोडचुकांपासून आपण काही शिकलो का? प्रकरण ३सध्याची परीस्थीती- चीनच्या पुढे नेहमिच गुडघे टेकले प्रकरण ४-चीन व पाकिस्तान यांच्याशी एकाचवेळी लढण्याची तयारी बाळगणे आवश्यक प्रकरण ५-भारत, पाकिस्तान चीन आण्विक प्रक्षेपणास्त्र ,अणु युद्ध, आणि देशाची सुरक्षा प्रकरण ६चीन ब्रह्मपुत्रेचे पाणी पळवतोय प्रकरण ७-चीनची आर्थिक घुसखोरी प्रकरण ८-चिनी ससा आणि भारतीय कासव यांच्यातील विकासासाठी शर्यत प्रकरण ९-तिबेट, सिकयांग,तैवान येथील "स्वातंत्र्य चळवळी चीनचेमर्मस्थान प्रकरण१० -चीनमधील अंतर्गत कलह प्रकरण११- पाकिस्तान, चीनचे भारताशी छुपे युध्द प्रकरण १२-काही क्षेत्रात चीनचे नेत्रदिपक यश प्रकरण 1३ चीनचा विश्वसन्चार भारताची सगळीकडेच माघार अमेरिका भारत आणि चीन सम्बध दक्षिण अमेरिकेच्या उपखंडात चीनचा प्रवेश रशिया भारत आणि चीन आफ्रिक खंडात चीनचा प्रवेश चिनी विस्तार मध्य आशियात आणि भारत प्रकरण १४-भारताच्या शेजाऱ्यांशी मैत्री दृढ करण्यावर चीनचा भर मालदीव भारत आणि चीन भूतान भारत आणि चीन पाकिस्तान भारत आणि चीन नेपाळ भारत आणि चीन म्यानमार ,भारत आणि चीन बांगलादेश भारत आणि चीन प्रकरण 1५चीनच्या 'स्ट्रिंग ऑफ र्पल्स' या धोरणाला वेळीच प्रत्युत्तर द्यायची गरज जपान व्हिएतनाम भारत आणि चीन चीनला रोखण्याचा एक मार्ग : व्हिएतनाम साउथ चायना सी आणि भारत प्रकरण १६-चीनशी कसे वागावे प्रकरण १७माझ्या प्रिय,मित्रानो चीनच्या पुढे नेहमीच गुडघे टेकले चीनचे हे खरे रुप ओळखून या देशापासून सावध राहण्याचा इशारा एका सन्यास्याने दीडशे वर्षापूर्वी दिला होता. त्या सन्याशाचे नाव होते "स्वामी विवेकानंद".चिनी घुसखोरी थाबांयचे काही लक्षण दिसत नाही.भारतीय सैन्याने या वर्षी जुलै २०१३पर्यंत 270 वेळा चिनी सीमोल्लंघन आणि गेल्या तीन वर्षात 2300 वेळा चिनी आक्रमक सीमा गस्तींच्या हालचाली ( भारतीय सैन्याबरोबर आमने-सामने धक्का बुक्कीचा समावेश) नोंदविल्या आहेत. चीनचे १९ शेजारी राष्ट्रांबरोबर गंभीर सीमाविवाद होते. भारत व भूतान ही एकमेव अशी राष्ट्रे आहेत, ज्यांच्याबरोबर चीनचे सीमाप्रश्न सुटलेले नाहीत. म्हणून येत्या काळात भारत-चीन सीमा ही तणावाची, घुसखोरीची, सैन्यातील चकमकींची आणि अंतहीन सीमा चर्चांची असेल. आतापर्यंतच्या 19 चर्चांमधून काही निष्पन्न झाले नाही,१९०० चर्चांमधून सुधा काही निष्पन्न होणार नाही . जेव्हा चीनला वाटेल की, की भारताने चीनचे प्रभुत्व मान्य केले आहे, तेव्हाच चीन हे प्रश्न सोडवेल. चीन सीमेवरुन जुन २०१३ मध्ये असलेला तणाव दूर करण्यासाठी केंद्र सरकारने चीनच्या पुढे गुडघे टेकले. लष्कराचा विरोध असूनही सरकारी आदेशामुळे भारतीय संरक्षण दलाने चुमार येथील बंकर तोडण्याचा निर्णय घेतला. भारत ही उद्याची महासत्ता होणार असून जगाला आमच्या दारात यावे लागणार आहे अशी खात्री पटल्याने काहीही न करता आम्ही ढिम्म पडून आहोत. ज्या चिन्यांनी घुसखोरी केली, त्यांना मागे ढकलायचे सोडून, आपले सैन्यच आपल्याच प्रदेशात मागे घेणे ही कोठली राजनीती? राजकीय पक्ष काहीच का बोलत नाही ? तीन आठवडे 19 किमीपर्यंत घुसखोरी करून उभारलेल्या छावण्या चीनने अखेर मागे घेतल्या. काही वर्तमानपत्रांनीही "चीनची गुर्मी जिरली‘, "यशस्वी डावपेच‘ (आपल्याच भूमीत लष्कर मागे घेतले ), "देशाला युद्ध परवडणारे नाही‘ (पूर्णपणे चूक, आजच्या घडीला देशाचे रक्षण करण्यात लष्कर समर्थ), "भारताच्या चाणाक्ष आणि आक्रमक मुत्सद्देगिरीची परिणती" (????), "आंतरराष्ट्रीय पातळीवरही कौतुक होत आहे‘ (सगळे जग आपल्याला हसते आहे) "निवृत्त लष्कर अधिकारी सरकारच्या या भूमिकेचे कौतुक करत आहेत‘(त्यांची नावे सांगा) वगैरे "हेडलाईन‘ छापल्या. पण त्या किती पोकळ होत्या, हे लगेच सिद्ध झाले. चीनमध्ये नवे नेतृत्व आल्यानंतर शिरस्त्याप्रमाणे नवे अध्यक्ष शी जिंगपिंग यांनी भारताशी मैत्री करण्याची भाषा केली.चीनला भारताची बाजारपेठ हवी आहे, मात्र मैत्री नको.व्यापार वाढवला की चीनचा आक्रमकता नाहीशी होईल का? जगात अमेरिका आणि आशियात जपान व भारत हे चीनला आपले प्रतिस्पर्धी वाटतात. जपानशी कुरापत काढली आणि जपाननी आपले एयरफ़ोर्स अलर्ट केले.चीनने व्हिएतनामवर दबाव टाकला, व्हिएतनामने आपला शत्रू असलेल्या अमेरिकेशी मैत्री प्रस्थापित केली.मात्र परिस्थिती गंभीर असतानाही भारतीय नेते मात्र बेभान वक्तव्ये करत आहेत. `लहानसा फोड आला तर संपूर्ण शरीराचे सौंदर्य नष्ट होत नाही’ असे सलमान खुर्शिद म्हणाले. लडाखमधील चिनी लष्करी अतिक्रमणाला, छोटे समजणे धोकादायक ठरणार आहे. असे प्रोत्साहन मिळत राहिले, तर घुसखोरीबाबत चीनला काळजी करण्याचे कारणच उरणार नाही. तिन्हीं देशापैकी भारताची कुरापत काढणे सोपे, असे चीनला वाटते. हा समज भ्रामक आहे, याची जाणीव करून देण्यासाठी तरी भारताने धैर्य दाखविले पाहिजे. जेव्हा द्विपक्षीय चर्चा होणार असते त्यावेळी कुरापती चीन काढत असतो. एकीकडे भारतासोबत व्यापार वाढवायचा, आणि दुसरीकडे वादग्रस्त सीमाभागात लष्करी वा हवाईतळ निर्माण करायचा, क्षेपणास्त्रे तैनात करायची, लष्कराच्या जलद हालचालींसाठी रेल्वेमार्ग सीमेपर्यंत आणून भिडवायचे, भारताच्या अवतीभवती नवे नाविक तळ निर्माण करायचे, अशी चीनची रणनीती राहिली आहे. भारताभोवती 'ड्रॅगन'चा विळखा आणखी आवळत चालला आहे. सेशेल्समध्ये नाविक तळ,पाकिस्तानातील बलुचिस्तानात ग्वादर बंदर, म्यानमारमध्ये कोको आयलंड, श्रीलंकेत हंबनटोटा बंदर, बांगलादेशात चितगाव ही बंदरे चीनने विकसित केली आहेत. नकाशात पाहिल्यास, भारतीय द्वीपकल्पाभोवती ही 'मोत्याची माळ' (की गळ्या भोवती फ़ांस ?) चीन ओवतोय. चीनच्या 'एन्सर्कलमेंट'ला भारताने वेळीच प्रत्युत्तर दिले पाहिजे. मालदीव, मादागास्कर, तसेच सेशेल्सबरोबर असलेल्या संबंधात वाढ करणे, जपान, तैवान, ऑस्ट्रेलिया, दक्षिण कोरिया यांच्याशी विशेष संबंध प्रस्थापित करणे यांसारख्या उपाययोजना भारत करू शकतो. चीनभोवती भारतानेही आपला विळखा मजबूत करणे गरजेचे आहे. अनेक क्षेत्रांमध्ये चीनची पाऊले भारतीय हिताच्या विरोधी पडताना दिसत आहेत. काश्मीरमधील भारतीयांना वेगळा व्हिसा देणे, पाकव्याप्त काश्मीरमध्ये धरणे बांधणे, ब्रह्मपुत्रा सारख्या नदावर धरण बांधणे वगैरे.ब्रह्मापुत्रेची 'सरस्वती' होऊ नये म्हणजे मिळवले. कुठल्याही क्षेत्रात इतरांवर कुरघोडी करू पाहणारा सामर्थ्यशाली चीन एकीकडे आणि कुठल्याही धोरणामध्ये कमालीचा गोंधळ असणारा भारत दुसरीकडे, अशी विषम स्थिती बदलण्याची नितांत गरज आज येऊन ठेपली आहे. ईन्दीरा गांधी,सरदार वल्लभभाई पटेल यांसारखे एखादे खंबीर भूमिका घेणारे आणि कोणत्या परिणामाला सामोरे जाण्याची ताकद असणारे नेते असावेत . आपल्या हद्दीत घुसखोरी होऊनही भारतानेही आपला जगविख्यात संयम सोडलेला नाही! सैन्यक्षमता केवळ शस्त्रांनी येत नसते.शौर्य, हिंमत ,सैन्याचे नेत्रुत्व, आत्मविश्वासाच्या जोरावर आपण यश मिळवु शकतो. हृदयात आग असेल, बाहूत ताकद असेल आणि देशभक्तीचा ज्वर असेल, तर सैनिक देशासाठी लढू शकतात, रक्त सांडू शकतात. आता आम्ही १९६२ मधील भारतवासी राहिलेलो नाही. सीमेवरील आमची सैन्यक्षमता आणि तयारी पूर्वीपेक्षा कितीतरी पटीने चांगली झालेली आहे. चीनचे आव्हान परतविणे कठीण नाही. त्यासाठी प्रखर राजकीय इच्छाशक्तीची गरज आहे. अशी इच्छाशक्ती निर्माण होण्यासाठी जनतेनेच सरकारवर दबाव टाकायला हवा. चीनच्या घुसखोरीच्या विरोधात जनतेनेही उत्स्फूर्तपणे तीव्र प्रतिक्रिया व्यक्त करायला हव्यात. संपूर्ण देशात चीनच्या विरोधात वातावरण निर्माण व्हायला हवे. चिनी बनावटीच्या वस्तूंवर बहिष्कार टाकायला हवा. अशा वस्तू विकणार्यांना देशद्रोही मानायला हवे. व्यापार ही चीनची सर्वात मोठी आर्थिक शक्ती आहे . त्यामुळे या देशात चिनी वस्तुंच्या व्यापारावर निर्बंध आले तर ते चीनला परवडण्यासारखे नाही.त्यादृष्टीने जनता विचार करेल ही आशा आहे. सीमेवर लष्करी हालचाली वाढविणे, चीनचा विरोध डावलून दलाई लामांची अरुणाचल भेट होऊ देणे, चिनी कामगारांना व्हिसा नाकारणे करायला हवे. चिनी मालावर अँटिडम्पिंग नियम लावणे किंवा आरोग्याच्या कारणावरून चिनी बनावटीच्या खेळण्यांवर बंदी घा्लावी. येत्या पाच वर्षात सीमा प्रश्नवर राजकीय तोडगा काढण्यास चीनला भाग पाडणे हाच त्यामागचा हेतू असावा. चीन आणि पाकिस्तानशी एकाच वेळी युद्ध करण्याची तयारी आपण करायला हवी. माओवाद्यांना साह्य करून आणि पाकिस्तान दहशतवाद्यांच्या मदतीने चीन आपल्याविरूध्द तिसरी आघाडी उघडत आहे.तिबेट, सिकयांग,तैवान येथील "स्वातंत्र्य चळवळी चीनचे मर्मस्थान आहे. चीनला जशास तसे उत्तर द्यायला हवे. चीनच्या शस्त्रबलाशी केवळ अध्यात्मिक विचार आणि वायफळ बडबड करून उपयोग होणार नाही. एखाद्या हिंस्त्र पशूच्या पुढे जर तुम्ही मोदकाचा नेवैद्य ठेवला तर तो मोदक खाईल की तुम्हाला खाईल. हे पुस्तक संशोधन प्रबंध नाही.मी अनेक वर्तमान पत्रात या विषयी लिखाण केले आहे.ते एकत्र आणण्याचा हा प्रयत्न आहे. भारत चीन संबधाचा पुर्ण आढावा घ्यायचा असेल, तर एक महाग्रंथच तयार करावा लागेल.पुस्तक बोजड होऊ नये, सहजपणे वाचले जावे, असा मी प्रयत्न केला आहे. एखादा सुगरण शितावरुन भाताची परीक्षा करतो,तसे तुमच्या सारखे जाणकार वाचक या अल्प माहीतीवरुन आक्रमक चीनचे संपुर्ण चित्र डोळ्यासमोर आणु शकतील. देशविरोधी चिनी कारवायाच्यां विरूध्द जनजागृती करण्याचा प्रयत्न, या पुस्तकात करण्यात आला आहे. त्यात किती यश मिळाले, हे वाचकांनी ठरवायचे. चीनला एकवार धडा शिकवायलाच हवा, असा सूर देशातील जनतेतूनही उठू लागला आहे. या ड्रॅगनचे कंबरडे मोडण्याची संधी भारताला आहे. भारत हे करू शकेल काय?

आव्हान चिनी ड्रॅगनचे - ब्रिगेडियर हेमंत महाजन Added On: October 16, 2013 1 Visits [Edit] Tags: INDOCHINA RELATIONS, CHINA, CHINESE DRAGON आव्हान चिनी ड्रॅगनचे - ब्रिगेडियर हेमंत महाजन 1962 चे चिनी आक्रमण व अपयश आपल्या सेनेचे नाही तर नेत्यांचे होते. 1962 च्या घोडचुकांपासून आपण काही शिकलो का? भारतीय द्वीपकल्पाभोवती नाविक "तळाची माळ" चीन प्रस्थापित करीत आहे. चीन ब्रम्हपुत्रेचे पाणी पळवतोय. चीनची आर्थिक घुसखोरी आणि बाजारपेठेत आक्रमण थाबंले पाहिजे. आपण चीनच्या पुढे नेहमीच गुडघे का टेकतो? चीनशी चर्चेतून काही निष्पन्न झाले आहे का? भारताची कुरापत काढणे सोपे आहे म्हणून भारताला शह देऊन चीन जगाला आपण महासत्ता असल्याचा इशारा देत आहे. आपला चीनसंबंधीचा कटू अनुभव बिलकूल न विसरता भारताने एकात्मिक सुरक्षेकडे अधिक लक्ष देण्याची गरज आहे. एकाच वेळी चीन, पाकिस्तान, दहशतवादी, माओवाद्यांशी युद्ध लढण्याची तयारी आवश्यक आहे. जर तुम्हाला युद्ध टाळायचं असेल तर युद्धाकरिता सक्षम व सज्ज राहा. त्यासाठी प्रखर राजकीय इच्छाशक्तीची गरज आहे. लष्कराची, संरक्षण सामग्रीची सिद्धता आणि डावपेचांच्या आघाडीवरील प्रयत्नांना राजकीय नेतृत्वाच्या कणखर भूमिकेची जोड मिळाली, तर चीनचे आव्हान परतविणे भारताला मुळीच कठीण जाणार नाही. आव्हान चिनी ड्रॅगनचे हे ब्रिगेडियर हेमंत महाजन यांचे पुस्तक 1962 चे चिनी आक्रमण, भारत चीन संबंधाचे आजचे स्वरूप,- भविष्यात चीनसोबत युद्ध होईल का ? असे अनेक पैलू सांगणारे सुबोध पुस्तक आहे. चीन संबंधी बरीच इंग्रजी पुस्तके आहेत. मराठीत मात्र अगदी हाताच्या बोटावर मोजण्या इतकीही नाहीत. ब्रिगेडियर हेमंत महाजन यांनी अतिशय मेहनतीने संशोधन करून हे अभ्यासपूर्ण पुस्तक लिहिले आहे. चीनच्या उपद्रवी कारवायांविषयी जनमानस जागृत करण्याचा हा लेखक- प्रकाशक यांचा संयुक्त प्रयत्न आहे.

SAD STATE OF DEFENSE PREPAREDNESS

Placed in-line below is an open letter written by Lt Gen SC Sardeshpande,UYSM, AVSM, VSM addressed to elected representatives and leaders of political parties regarding the dangerous and messy state of affairs relating to the defence of the Nation. The Lt Gen requests that this letter may be freely forwarded amongst the Veterans community, and also forwarded to the target audience who may be on your mailing lists. An Open Letter to Elected Representatives & Political Party Leaders In my personal capacity, I am inviting the awkward distinction of adverting to you regarding the recent defence scams, deficiencies, neglect, delays, procedural tardiness and the like, which are disturbingly dangerous for the defence of the country. The Air Force strength sanctioned for 42 squadrons has come down to 32, and, at this rate of obsolescence and ageing, will dwindle further to 29 as appears in the media. The MiG 21s have started failing and killing pilots. The Air Force and Naval aviation basic trainer HPT 32 have all been grounded; the next in line, Kiran trainers have dwindled to a handful; the next MiG 21s are already too old. The Naval pilots are being sent to USA for their basic flying training (TNIE of 8 May 2012), and the Air Force may have to send theirs perhaps to Sweden! Navy’s Sea Harrier aircraft strength too has come down to a handful. Our Submarine fleet is not up to challenging the Chinese counterpart’s entry into the Indian Ocean, which is the maritime area so vital to our trade, economy and security. The Army Chief has brought out a list of obsolete, ageing and deficient items in the Army’s vital weaponry, ammunition and equipment. What the Army Chief said early this year about the Army, the Air Force and Naval Chiefs had said about their Services two years ago, as reported in the press. Despite the deteriorating and unsatisfactory state of our Armed Forces as reflected by all the Chiefs, every one of them has said that they “will fight with whatever they have”. Which, when translated into reality on the battle ground, will mean only one thing: that the soldier (includes naval person and airman) will sacrifice himself and be converted into a martyr by the government, by the political parties and by the people themselves. Does this require any bright brain or complex logic to conclude? I am making bold to ask you elected representatives, party leaders, government officials and intellectual fraternity a few questions in this regard as a common citizen, as an educated and responsible person and as an old soldier of 35 years service in the defence of our country: •Why have all of you, each one of you, permitted this downslide? •Why have you not raised these issues in the parliament and other relevant for a, or with the elected representatives/ party leaders? •What has been your contribution to arrest this downslide? •Why are you trying to glorify the soldier and his martyrdom more than ensuring healthy, well equipped, well armed, well oiled and well provided defence forces and defence preparedness? •Why is it difficult for you to understand that the cliché of the man behind the gun be i ng more important than the gun has its limits, beyond which that man behind becomes dead and useless? •Why do you act so negligently as to treat the soldier as gun fodder, to be raised to glorified martyrdom deserving tears and garlands? •What efforts have you made, or are making, to become aware of defence and military preparedness issues to ensure the country’s and its people’s security, both external and internal, even as our history shows repeatedly that we received •frequent beatings precisely because we neglected these very issues? I know you will find these questions hard to answer. You may even vent your displeasure over my temerity to confront you on the issues. I am posing them as a common citizen, affected citizen, in our so-called democracy. Yet, I do very sincerely and seriously request you to consider the issues and attend to cleansing the muck we have created. Dharwad -/signed (SC Sardeshpande) . KERAN OPERATIONS -GEN ATTA HASNAIN

The Keran episode shows that the jihadists are desperate to keep the Valley on the boil until they can give it their full attention after international troops withdraw from Afghanistan in 2014 The incidents at Keran have been dubbed as “Kargil II” by the media and the perceived delay by the Indian Army in pushing back the intrusions led to many screaming headlines. But there is no need to go hyper. This was never Kargil II. Kargil had strategic importance because of the Leh-Srinagar Highway and the link with Siachen. The Keran/Shalabatu episode was a clever ploy to push the maximum number of terrorists into the Valley. This is not the first time that Shalabatu has been used for infiltration or concentration. Largely patrolled First, let us understand the ground. The road links to this area are poorly developed because of the terrain and its remoteness. Keran is a generic name being attached to the area because that is the closest tehsil headquarters. In between Shalabatu and Keran is a huge mountain ridge. It is a desolate area that falls between the North Shamshabari range and the Kishanganga (Neelam to the Pakistanis) river. It is so heavily forested that it is not possible to hold the Line of Control (LoC) in this area without deploying a disproportionate number of troops. The fence runs on the North face of the Shamshabari Range approximately two to three kilometres inward from the LoC. The area ahead of the fence has a few posts, but it is mostly dominated by patrolling. The treacherous terrain and forest cover make it easy for terrorists to sneak up to the vicinity of the fence and seek their opportunity. The area on the other side is also not very strongly held by the Pakistan Army. However, stray minefields exist, the jihadi’s occupational hazard. An assessment What is the Pakistan Army attempting? Very simply, it has done an appreciation of the troops available to the Indian Army’s 15 Corps and can assess just how many troops we can spare to carry out eviction operations. The first reaction on the Indian side has to be from troops in flanking locations — areas where the Pakistan Army has not been too successful in infiltration in the last couple of years. These areas give immediate access to the dense Rajwar/Hafruda forest and Lolab Valley that hug the southern slopes of the Shamshabari and are the favourite haunts of the terrorists with sufficient support and caches/hideouts. What would any Pakistani general do once he makes no headway in traditional areas? He tries to create space there by diverting attention and forcing redeployment of the adversary, in this case the Indian Army. He chooses a point of contact to concentrate upon and reviews the terrain to ascertain if it gives him any advantage. Any military brain can assess that the point of contact should be Shalabatu. Further east in the Machhel area, there is simply no cover, at least not for a sizeable conventional aided terrorist intrusion. The area roughly between Jumagund Nar and Shalabatu Nar (a Nar is a nullah) is the broad swathe of territory which the Pakistan Army has targeted knowing that it will take some time for it to be discovered. Once discovered, it is not easy to manoeuvre through the jungle and fight a pitched battle. Therefore, more troops have to be called in if the counter infiltration grid on the fence is not to be diluted. This will force the use of troops deployed on the flanks at least for some time thus opening up gaps. Notice the operation near Fateh Gali (25 km south west of Shalabatu) where four terrorists were gunned down by a flanking unit of the same brigade. The infiltrators were simply working to plan. Then came Gujardur, on the north western flank. The discovery of a large cache of weapons along with a huge haul of other warlike stores proves that this was the route to be exploited. The vigil of the Indian Army, being what it is, the plan was stymied. Why was the Army taking so long? No answers are required. It proceeded professionally and ensure minimum losses. It had to build up strength from the hinterland; roads and tracks here are scarce. Since there were no strategic or operational level losses the Indian Army could use caution and take its time. The Pakistan Army could ill-afford to conventionally build up on such an intrusion because the territory is south of the Kishanganga river and offers little manoeuvring space. Conventional armies hate fighting with a water obstacle right behind them. It also knows that its other major vulnerability, the Neelam (as the Kishanganga is known in Pakistan) Valley Road is under total domination of the Indian Army. That is the road which feeds this area. Even in the worst case scenario, the Indian Army can cut off this road with fire, the painfully long bypasses notwithstanding. Strategic issue All these are tactical issues. The larger strategic issue is that Pakistan is worried about the Valley. The strength/boots on the ground are insufficient to run an effective Azadi programme. Even if they want to inspire street protests and demonstrations it needs the skills of more than a handful of terrorist leaders. The pot has to be kept boiling. More terrorists are required because without that the movement may be in its dying days. Desperation to a large extent is responsible for the current intrusion into Keran, which could have been used as a base for further infiltration had it not been discovered. Everything is aimed at 2014-15, when international troops withdraw from International Security Assistance Force (ISAF), and jihadists can turn their attention once again to the Valley. For the strategic analyst this becomes one more event in the long trail of the Pakistan Army’s “conflict initiation.” It was bound to end as all such events have with “conflict termination” by India. It is good to see public interest at a high but the daily media dose should be informed, without recourse to shrill demands on the Army. Uninformed speculation only aids Pakistani adventurism. CORRUPTION IN MANTRALAYA

पोलीस डायरी पी.ए.च गब्बर मंत्रालय झाले भ्रष्टाचाराचे आगार-प्रभाकर पवार मुख्यमंत्री पृथ्वीराज चव्हाण यांच्याकडे खाते असलेल्या नगरविकास खात्याचा (Urban Development Department) उपसचिव आनंदराव जीवने यास गेल्या आठवड्यात मंत्रालयाच्या कार्यालयातच लाच घेताना ऍण्टिकरप्शनच्या अधिकार्‍यांनी अटक केली. त्यानंतर जीवनेच्या घरी टाकलेल्या धाडीतच ऍण्टिकरप्शनच्या अधिकार्‍यांना ८० लाखांची रोकड सापडली. त्यानंतर तर त्याच्याकडे कोट्यवधी रुपयांची मालमत्ता असल्याचे उघड झाले. पृथ्वीराज चव्हाण यांनी २०१० च्या नोव्हेंबर महिन्यात मुख्यमंत्रीपदाची सूत्रे हाती घेतल्यापासून मंत्रालयाची पडझड सुरू झाली आहे. मंत्रालयातील ‘बाबू’ सोडा ‘आयएएस’ अधिकारीही जेलमध्ये जाऊ लागले आहेत. आदर्श घोटाळ्याप्रकरणी सीबीआयने माजी मुख्यमंत्री अशोक चव्हाणांसह १४ जणांविरुद्ध गुन्हा दाखल केला. त्यातील अशोक चव्हाण वगळता मंत्रालयातील सर्व संबंधित आयएएस व लष्करी अधिकार्‍यांना अटक झाली. तेव्हापासून मंत्रालयातील अधिकारी व कर्मचार्‍यांना भ्रष्टाचारप्रकरणी अटक होण्याचे जे काही सत्र सुरू झालेले आहे ते काही थांबलेले नाही. आदर्श सोसायटीच्या फाइल गहाळ केल्याच्या आरोपावरून सीबीआयने मंत्रालयातील नगरविकास खात्याचे कक्ष अधिकारी, सहाय्यक नगर रचनाकार व सचिवांचे लिपिक अशा तिघाजणांना अटक करून मंत्रालयातील भ्रष्ट अधिकारी व कर्मचार्‍यांना इशारा दिला, परंतु तरीही त्याचा कुणावर परिणाम झाला नाही. उलट काही महिन्यांनी शिक्षणमंत्री राजेंद्र दर्डा यांचा पी.ए. याच्यासह शिक्षण विभागातील तिघाजणांना नाशिकमधील एका शाळेच्या सचिवाकडून लाच घेताना मंत्रालयातच पकडण्यात आले. मनमाडजवळ तर उपजिल्हाधिकारी यशवंत सोनावणे यांना पोपट शिंदे या तेलमाफियाने हप्तेबाजीच्या वादातून जिवंत जाळले. मंत्रालयातील वाढता भ्रष्टाचार पाहून कुणीतरी मग मंत्रालयालाच आग लावली. हा अपघात असल्याचे (शॉर्ट सर्किट) जरी सांगण्यात येत असले तरी ज्या पद्धतीने मंत्रालयाचा चौथा व सहावा मजला खाक झाला आहे त्यावरून हा घातपातच असल्याचे आजही बोलले जात आहे. असो. मंत्रालयाला आग लागली म्हणून काही मंत्रालयातील भ्रष्टाचार कमी झालेला नाही. उलट भ्रष्टाचाराने मंत्रालय पोखरले गेले आहे. आगार झाले आहे. हे मुख्यमंत्र्यांचे डेप्युटी सेक्रेटरी आनंदराव जीवने यांच्या कार्यपद्धतीवरून दिसून आले आहे. जीवने हे मुख्यमंत्र्यांचे जरी पी.ए. नसले तरी कोणतीही फाइल त्यांच्याकडे गेल्याशिवाय ती मुख्यमंत्र्यांकडे जात नव्हती. फायली वरिष्ठांकडे ‘पुटअप’ करण्यासाठी किंवा अनुकूल शेरे मारण्यासाठी त्यांचे पी.ए. किंवा संबंधित अधिकारी लाखो रुपये उकळतात. त्यामुळेच मंत्री व राजकीय पुढार्‍यांचे ‘पी.ए.’च अधिक गब्बर झाले आहेत. पोलीस खात्यातील भ्रष्ट पोलीस अधिकार्‍यांचे रीडर व ऑर्डर्ली अधिक मालामाल झाले आहेत, तर नवी मुंबईतील एका उपायुक्ताच्या ‘कलेक्टर’ला लाच घेताना अलीकडे पकडले असता त्याच्याकडे लाखो रुपयांची माया सापडली. तसेच त्याच्या घरात ब्लॅक लेबल (स्कॉच) सारख्या विदेशी दारूच्या बाटल्यांचा साठाही सापडला. उपायुक्त दारू पीत नसताना हा पोलीस शिपाई आपल्या बॉसच्या नावाने हॉटेलवाल्यांकडे स्कॉचच्या बाटल्याही उकळायचा. म्हणजे चहापेक्षा किटली गरम! पोलीस अधिकार्‍यांचे बहुसंख्य पी.ए., किंवा ऑर्डर्ली हप्त्याच्या १० ते २० टक्के रक्कम स्वत:साठी मागतात. आपल्या ‘बॉस’च्या नावाने व्यावसायिकांना छळतात. आपल्या हाताखालील पी.ए. आपल्या नावाने काय काय करतात, सत्तेचा, अधिकाराचा कसा गैरवापर करतात याची बर्‍याच अधिकार्‍यांना कल्पना नसते. ‘‘आपणास कमवून आणून देतो म्हणून बरेच भ्रष्ट अधिकारी त्याकडे दुर्लक्ष करतात. त्यामुळेच नवी मुंबईसारख्या शहरात भ्रष्ट पोलीस अधिकार्‍यांच्या ‘ऑर्डर्ली’ व ‘रीडर’चा हैदोस सुरू आहे. नव्हे नवी मुंबई हे वसुली सेंटरच झाले आहे. तत्कालीन पोलीस आयुक्त गुलाबराव पोळ यांनी वरिष्ठ अधिकार्‍यांचे ‘कलेक्शन’ करणार्‍या सर्व ‘ऑर्डर्ली’च्या त्यावेळी बदल्या करून त्यांची नवी मुंबई पोलीस आयुक्त कार्यालयाच्या ‘हेडक्वॉर्टर’ येथे नेमणूक केली होती. परंतु पोळ यांची बदली झाल्यानंतर नवी मुंबईत पोलिसांचा भ्रष्टाचार वाढला आहे. नाहीतर बांधकाम व्यावसायिक लाहोरियाला ठार मारण्याची सुपारी देण्याचे धाडस बिजलानी या बड्या बिल्डरने केले नसते. शूटर जागीच पकडले गेले. त्यामुळे सुपारी देणारा बिजलानी ‘एक्सपोज’ झाला. नवी मुंबईत बिजलानीला मोठा पोलिसांनीच केले. सध्याचे नवी मुंबईचे पोलीस आयुक्त ए. के. शर्मा तर दर आठवड्याला बिजलानीच्या घरी पाहुणचार घ्यायला जायचे हे तपासातही उघड झाले आहे. तेव्हा भ्रष्ट शासकीय अधिकार्‍यांकडून तुम्ही काय अपेक्षा करणार? मुंबईतील लोकमान्य टिळक मार्ग पोलीस ठाण्याच्या वरिष्ठ पोलीस निरीक्षकपदी असलेल्या अविनाश सोनावणे या अधिकार्‍याने तर आपल्या हद्दीत उच्छाद मांडला होता. आपल्या सहकार्‍यांना तो खोट्या नोंदी करावयास लावायचा, स्वत: हप्ते वसूल करायचा अशा तक्रारी होत्या. तरीही राजकीय दबावामुळे त्याची माहीम पोलीस ठाण्याच्या वरिष्ठ पोलीसपदी अलीकडे नियुक्ती करण्यात आली होती. अखेर वाढत्या तक्रारींची गंभीर दखल घेऊन मुंबईचे पोलीस आयुक्त डॉ. सत्यपाल सिंह यांनी त्याला घरचा रस्ता दाखविला. त्याला सेवेतून निलंबित केले. असे अधिकारी जर शासकीय सेवेत असतील तर कधीच भ्रष्टाचार थंाबणार नाही आणि सामान्यांना न्याय मिळणार नाही. वाढती महागाई, महागडी शिक्षण व्यवस्था, घरच्यांच्या वाढत्या अपेक्षा, तुटपुंजा पगार ही शासकीय अधिकारी व कर्मचार्‍यांच्या वाढत्या भ्रष्टाचाराची जरी कारणे सांगितली जात असली तरी ‘मोह’च सर्वांना विनाशाकडे नेत आहे. -
