Monday, October 31st, 2016 देशभरात दिवाळी साजरी होत असताना पाकिस्तानच्या हल्ल्यात आपले चार जवान शहीद झाले. महाराष्ट्राचा वीरपुत्र नितीन कोळीदेखील देशाच्या रक्षणासाठी शहीद झाला असून संदीप सिंह रावत, जितेंद्र सिंह, मनदीप सिंह हे जवानही बलिदानाच्या वेदीवर चढले आहेत. तरुण पत्नी, वडील, भाऊ, आई या सगळ्यांना सोडून नितीनसारखे असंख्य तरुण वीरपुत्र रोज कुर्बान होत आहेत. हे किती काळ चालणार? शहीदांच्या कुटुंबांची मन की बात जरा समजून घ्या! वीरपुत्रांची कुर्बानी! हिंदुस्थानच्या सीमेवर अंदाधुंद गोळीबार सुरू आहे. उरी हल्ल्यानंतर पाकिस्तानच्या हद्दीत घुसून जो काही सर्जिकल स्ट्राइक झाला त्यानंतरही पाकिस्तानचे बरळणे व शेपूट वळवळणे थांबलेले नाही. उलट वळवळते शेपूट भीतीने आत घालण्याऐवजी त्या शेपटाने फटके मारण्याचे काम सुरू आहे. ‘सर्जिकल स्ट्राइक’नंतर पाकिस्तानचे हल्ले सुरूच आहेत व आमचे जवान पाकड्यांच्या हल्ल्यात रोजच शहीद होऊ लागले आहेत. देशभरात दिवाळी साजरी होत असताना पाकिस्तानच्या हल्ल्यात आपले चार जवान शहीद झाले. महाराष्ट्राचा वीरपुत्र नितीन कोळीदेखील देशाच्या रक्षणासाठी शहीद झाला असून संदीप सिंह रावत, जितेंद्र सिंह, मनदीप सिंह हे जवानही बलिदानाच्या वेदीवर चढले आहेत. संतापजनक आणि निर्घृण बाब अशी की, दहशतवाद्यांनी पळून जाताना शहीद मनदीपच्या पार्थिवाची विटंबना केली. त्याचे शीर कापून छिन्नविच्छिन्न केले. त्याच्या शरीराची क्रूर विटंबना केली. जवानांच्या बाबतीत विशेषत: युद्धकैदी व शहीद जवानांच्या पार्थिवाच्या बाबतीत कसे वागावे, काय करावे याचे आंतरराष्ट्रीय नियम ठरलेले आहेत; पण इतकी साधी माणुसकी दाखवील ते पाकिस्तान कसले? मुळात सैनिकांच्या वेशात जे लोक घुसतात ते दहशतवादीच असतात, त्यांच्याकडून कोणतीही अपेक्षा करता येणार नाही. पाकिस्तानची खरी ताकद त्यांचे सैन्य दल नसून दहशतवादी आहे. सर्जिकल हल्ल्यात दहशतवादी तळ उद्ध्वस्त झाल्याची राजकीय माहिती संरक्षणमंत्री मनोहर पर्रीकर जाहीर सभांतून देत असतात, पण पाकिस्तानचे जे शेपूट वळवळताना फटके मारीत आहे त्या शेपटाचा सर्जिकल स्ट्राइक कधी करणार? याचे उत्तर जाहीर सभांतून नव्हे तर कृतीतूनच मिळायला हवे. मागील काही दिवसांत आपले सैन्य जरूर पाकिस्तानच्या या आगळिकीला चोख प्रत्युत्तर देत आहे. सीमारेषेपलीकडील पाकिस्तानच्या लष्करी चौक्या उद्ध्वस्त करीत आहे. आपण केलेल्या गोळीबारात दहशतवादी आणि घुसखोरांबरोबरच अनेक पाकडे सैनिकही ठार झाले आहेत. आताही शनिवारी हिंदुस्थानी लष्कराने जोरदार प्रतिहल्ला करून कुपवाडा जिल्ह्यातील केरान क्षेत्रात नियंत्रण रेषेपलीकडील चार पाकिस्तानी चौक्या उद्ध्वस्त केल्या. या हल्ल्यात पाकिस्तानी जवान मोठ्या संख्येने मारल्याची माहिती हिंदुस्थानी लष्करातर्फे दिली गेली. त्याआधी शक्करगढ भागात आपल्या सीमा सुरक्षा दलाच्या जवानांनी केलेल्या जोरदार कारवाईत जवळजवळ १५ पाकिस्तानी रेंजर्सचा खात्मा केला होता. तेथील तळही उद्ध्वस्त केला गेला. हे सगळं ठीक असले तरी त्यामुळे ठोस काही होण्याची शक्यता नाहीच. मुळात पाकिस्तानी शेपटाची ‘वळवळ’ कायमची थांबवली पाहिजे. अन्यथा सीमा भागात आमच्या जवानांचे रक्त सांडतच राहील. आमचा हा जवान सीमेवर लढतो, स्वत:चे रक्त सांडतो, हौतात्म्य पत्करतो म्हणून देशात दिवाळी आनंदात साजरी होऊ शकते. आताही सीमेवर चार जवान शहीद झाले. अर्थात त्यांच्या या हौतात्म्याचे मोल पाकड्या कलाकारांना घेऊन सिनेमे बनविणार्‍यांना कधीच समजणार नाही. कुपवाडा जिल्ह्यात नितीन कोळी शहीद झाला. त्याच्या हौतात्म्याची बातमी येताच फक्त सांगलीवरच नाही तर महाराष्ट्रावर शोककळा पसरली. २०१० मध्ये त्याचा विवाह झाला. फक्त सहा वर्षांचे वैवाहिक आयुष्य, चार आणि दोन वर्षांची मुले. तरुण पत्नी, वडील, भाऊ, आई या सगळ्यांना सोडून नितीनसारखे असंख्य तरुण वीरपुत्र रोज कुर्बान होत आहेत. हे किती काळ चालणार? शहीदांच्या कुटुंबांची मन की बात जरा समजून घ्या! - See more at: http://www.saamana.com/sampadkiya/veerputranchi-kurbani#sthash.vaRcnC4U.dpuf

November 1, 2016 केल्याने होत आहे रे, आधी केलेचि पाहिजे…’ अशी म्हण आपल्याकडे प्रचलित आहे. प्रत्येक म्हणीमागे कुठला ना कुठला मथितार्थ लपला असतो, हे सजग वाचकांना सांगण्याची गरज नाही. या म्हणीमागेदेखील जो भावार्थ आहे, तो सरळ आणि स्पष्ट आहे. आज ही म्हण आठवायची पाळी यासाठी आली की, देशभरात गेल्या महिनाभर चिनी फटाके आणि चिनी वस्तूंच्या विरोधात आंदोलन छेडले गेले होते. सोशल मीडियावर पेटलेल्या या आंदोलनात तरुण भारत आणि स्वदेशी जागरण मंच, नागपूरनेही आपल्या समिधा टाकल्या. एक जाहीर आवाहन करून जनताजनादर्नाच्या हृदयाला हात घालून, चिनी वस्तूंवर बहिष्कार आणि स्वदेशीचा पुरस्कार करण्याचे आवाहन करण्यात आले. पण, तभाच्या आंदोलनाला काही लोकांनी विरोध सुरू केला, नाक मुरडायला आणि तोंडदेखील वेंगाडायला सुरुवात केली. तभाच्या एवढ्याशा विरोधाने काय साध्य होणार? लोक स्वस्त चिनी फटाके, शोभेच्या चिनी वस्तू, विजेच्या चिनी बनावटीच्या माळा, चिनी बनावटीच्या देवी-देवतांच्या मूर्ती खरेदी करणे थोडेच थांबवणार? असे प्रश्‍न उपस्थित केले गेले. दुसरीकडे, प्रश्‍न राज्यकर्त्यांनाही विचारले गेले. एकीकडे तुम्ही चिनी वस्तू नाकारता आणि तंत्रज्ञान मात्र चीनचे स्वीकारता. स्मार्ट सिटी उभारण्याची कंत्राटं चिनी कंपन्यांना देता, देशात सुपरफास्ट मेट्रोचे लोखंडी डबे तयार करण्याचे काम चिनी कंपन्यांना देता, त्यांचे महागडे मोबाइल्स खरेदी करता, त्यांचे संगणक आणि त्यांचे सॉफ्टवेअर्स खरेदी करता. शिवाय या देशाच्या नेत्यांसोबत एका मंचावर येऊन चर्चादेखील करता. मग या बहिष्काराचा काय उपयोग? असा विरोधकांचा सवाल होता. चिनी फटाक्यांवर बंदी घालून तळहातावर जिणे जगणार्‍यांच्या हातची रोजी-रोटी का हिसकावता, असा सवालही विरोधक उपस्थित करीत होते. पण, अशा मंडळींच्या म्हणण्याकडे दुर्लक्ष करणेच सोयिस्कर असते. ही मंडळी स्वतःही काही करीत नाही आणि दुसर्‍याने काही केलेले यांना आवडत नाही. त्यामुळे असे नकारात्मक बुडबुडे धुडकावून देशभरात चिनी वस्तूंच्या बहिष्काराची चळवळ सुरू होती. भारतातील उरीस्थित लष्करी तळावर हल्ला करून पाकिस्तानने, झोपेत असलेल्या १८ भारतीय जवानांची हत्या केल्याने समाजमन संतप्त होते. त्यातच पाकिस्तानातील दहशतवादी संघटनेचा म्होरक्या मसूद अझहर याला आंतरराष्ट्रीय दहशतवादी घोषित करण्यासाठी भारत संयुक्त राष्ट्रसंघात मोर्चेबांधणी करीत होता. पण, चीनने ‘व्हेटो पॉवर’ वापरून भारताचे हे प्रयत्न हाणून पाडतानाच भारताचा शत्रुदेश पाकचे हात मजबूत केले, त्याच्या बाजूने आपले पारडे झुकविले. पाकिस्तानच्या दहशतवादी चेहर्‍याचा बुरखा फाडण्यासाठी जनमतजागृती करण्याची आपली मोहीम सुरू असताना, चीन पाकिस्तानला लष्करी सामुग्री देऊन मोकळा झाला. एकीकडे भारताशी मैत्री करायची आणि दुसरीकडे भारतविरोधी पाकला मदत करायची, ही बाब काही देशवासीयांना पटली नाही. त्यांनी मनात ठरवले आणि सरकार काय म्हणेल याचा विचार न कराता स्वदेशीचा पुरस्कार व चिनी वस्तूंच्या बहिष्काराचे आंदोलन सुरू केले. देशातील जनतेत राष्ट्रप्रेमाचे स्फुल्लिंग चेतविले गेले. अगदी नागपूरपासून कन्याकुमारीपर्यंत आणि वर जम्मूृ-काश्मीर, उत्तरप्रदेश, बिहार, राजस्थान, पश्‍चिम बंगाल आदी सर्वच राज्यांमध्ये चिनी वस्तूंविरुद्ध आंदोलन सुरू झाले. धर्म, पंथ, वंश, जाती, गरीब, श्रीमंत आणि सर्वच राजकीय पक्षांच्या कार्यकर्त्यांनी पक्षाभिनिवेश न बाळगता, हे आंदोलन उचलून धरले. पाहता पाहता या आंदोलनाचे लोण गावागावात पोहोचले. त्यात तभानेही खारीचा वाटा उचलला. सोशल मीडियावर तर या आंदोलनाला प्रचंड गती मिळाली. अनेक पोस्ट टाकून लोकांनी चीनचा खरा चेहरा भारतीयांना दाखविला. या देशाचा दुटप्पीपणा सांगणारे प्रसंग जगापुढे येऊ लागले, त्याने आपल्या चलनाच्या मूल्यांकनात केलेली कृत्रिम घसरण जगापुढे आली. आपला खोटा माल विदेशी बाजारपेठेत घुसवण्यासाठी योजलेल्या त्याच्या क्लृप्त्या जगजाहीर झाल्या आणि पाहता पाहता लोकांनी चिनी वस्तूंच्या होळ्या केल्या, व्यापार्‍यांनी नवी कंत्राटं घेण्याचे नाकारले, कुणी चिनी फटाके घेणे टाळले, तर कुणी शोभिवंत वस्तूंचा विरोध करून राष्ट्रभक्तीचा परिचय दिला. सरकारनेही ठिकठिकाणी अवैध फटाक्यांचे कोट्यवधींचे साठे जप्त केले. व्यापार्‍यांनीही यापुढे चिनी वस्तू न उचलण्याचा संकल्प केला. मोर्चे काढले, धरणे दिली, कॅण्डल मार्च निघाले, मानवी साखळ्या तयार झाल्या आणि आंदोलनाला गती मिळाली. चीनलाही या आंदोलनाची दखल घ्यावी लागली. अनेक भारतीय शहरांमध्ये एकाच वेळी सुरू झालेल्या या आंदोलनामुळे चीनच्या निर्यातीला फटका बसू शकतो, हे ध्यानात घेऊन चीनने गुरकावून पाहिले. चिनी मालावर टाकलेला बहिष्कार भारताला परवडणार नाही, असे वक्तव्य करून चीनच्या विदेश मंत्रालयाच्या एका प्रवक्त्याने डोळे वटारून पाहिले. पण, आताचा भारत १९६२ चा राहिलेला नाही, ना १९७१ चा! त्याला आपले भले-बुरे कळायला लागले आहे. त्यात केंद्रातील सरकारही बोटचेपे राहिलेले नाही. त्यामुळेच नागरिकांनी मनसोक्तपणे आंदोलनात झोकून दिले. आणि काय आश्‍चर्य, आंदोलनाने काय साध्य होणार? चीनची निर्यात कोट्यवधींची आहे, तिला तुम्ही एक टाचणीसुद्धा टोचू शकणार नाही, अशी वल्गना करणार्‍यांना जबरदस्त चपराक लावणारे निष्कर्ष पुढे आले. देशभरात स्वदेशी अभियान चालविल्यामुळे चिनी वस्तूंच्या विक्रीत ६० टक्के घट आली. एखाद्या स्वयंसेवी संस्थेने पुकारलेल्या आंदोलनाला यापेक्षा दुसरे चांगले फळ कोणते असू शकते? भारतीय बाजारपेठा आणि येथील सहिष्णू नागरिकांना गृहीत धरणार्‍या चिनी उत्पादकांचे या दिवाळीने दिवाळेच काढले! लोकांनी दोन पैसे जास्त देऊन ‘मेड इन इंडिया’ वस्तू खरेदी केल्या अन् चिनी उत्पादने नाकारली. कित्येकांनी तर फटाकेच फोडले नाहीत! चिनी बनावटीच्या वस्तूंऐवजी या वर्षी दिवाळीत देशभरात कागद, मातीच्या वस्तू, चॉकलेट, सुका मेवा, मिठाई, देशी उपकरणे तसेच तामिळनाडूतील शिवकाशीमध्ये तयार करण्यात आलेल्या फटाक्यांना ग्राहकांनी पसंती दिली. मायबाप जनता, मनात आणले तर सरकारवर, त्याच्या धोरणावरही प्रभाव पाडू शकते, हे या आंदोलनाने दाखवून दिले. चीनचा एकाधिकार मोडून काढण्याचा अर्थ आपल्या सार्‍यांना माहीत आहे. यातून भारतीय अर्थव्यवस्था मजबूत होणार आहे. टक्केवारीवर न जाता भारतीयांमध्ये किती सजगता आली, हेच यातून दिसून आले. आमच्या देशाविरुद्ध कट-कारस्थानं कराल, तर त्याचे गंभीर परिणाम दिसून येतील, असा कठोर संदेशच यातून पाकिस्तानला आणि त्याचा मित्र चीनला गेला आहे. ‘सर्जिकल स्ट्राईक’ करून भारताने पाकिस्तानची झोप उडवली आहे. आता चिनी वस्तूंच्या बहिष्काराला मिळालेल्या प्रतिसादामुळे चीनची झोप उडणार आहे. चिनी ड्रॅगनला मिळालेल्या या इशार्‍याचा मथितार्थ चिनी राज्यकर्त्यांनी जाणून घ्यावा, एवढीच अपेक्षा…!

Last Maoist bastion may have begun to crumble

The densely forested Andhra-Odisha border area was considered impregnable ever since the Naxal movement began in Andhra Pradesh in 1967 The last Maoist bastion in the Andhra-Odisha Border (AOB) area may have begun to crumble. This much was evident when a team of crack anti-Maoist forces from Andhra Pradesh and Odisha took the battle to the AOB, took them by surprise and killed 30. Since the Maoist movement began in Andhra Pradesh in 1967 the densely forested AOB, stretching across 1,200 sq km through parts of Visakhapatnam and East Godavari in AP and Malkangiri and Koraput in Odisha, was considered impregnable. Even when the Naxal movement was strong in Srikakulam in the early 1970s and in Telangana in the1990s, the AOB was considered to be a safe haven by the Maoists. When the heat was turned on in Telangana, they took refuge in AOB for its inaccessible terrain to recover and regroup, says former DGP HJ Dora, an expert on Maoists. The nearest ‘kuccha’ motorable road is about 25 km away on the Andhra side from where the Maoists were killed. Thereafter it is a difficult trek through dense forest and hillocks, through marshy terrain covered in tall elephant grass and ‘nalas’ which are not visible because of the thick undergrowth. Maoist snipers perch atop the numerous hillocks. Entry from the Odisha side is ruled out, as there lies the huge Balimela reservoir. It was here that on June 29, 2008, the Maoists ambushed Greyhounds who were on boats. As many as 32 were shot dead even as they attempted to swim to safety. They didn’t have a chance. Taking no chances This time the Greyhounds and their Odisha counterparts were taking no chances. About 80 of them, armed to the teeth, were ferried by copters to Munchingput three days before they attacked their targets. With only dry fruits to sustain them, they covered the 25 km carefully to avoid being spotted. “At times we moved 200 mts in two hours and there were occasions when we sprinted 2 km in 30 minutes. We swam across rivulets and crawled on our bellies”, said a Greyhounds commando on condition of anonymity. They maintained radio silence and reached the designated area based on GPS inputs. The assault team closed in on the camp in a ‘V’ formation and opened fire, leaving only one side open for the Maoists to flee. “The escape side had a hillock and we did not encircle the camp, as our men might be hit in the cross fire. Even before the lone sentry could fire and alert the sleeping cadres, we struck and their retaliation was not to the expected scale,” said a senior police officer engaged in anti-Maoist operations. Sources said the planning took place with consultations between the top police and paramilitary officials posted in Odsiha, AP and Chhattisgarh and with inputs from IB. But the attack in their supposed safe zone has put the Maoists on the back foot, said DIG of Visakhapatnam (Range) Ch. Srikanth. According to the police, the extremists have lost their influence in the area. There is lack of support from local tribal people because of atrocities committed over time; now there is support only from the interior parts where development schemes have not reached. As local tribal people are not helping them, the Maoists now depend on cadres from the Bastar region. Leadership from the tribal people is also minimal and tribal people do not accept leadership from upper caste cadres, which leads to a conflict. Most of the cadres from the AOB have deserted or have surrendered and Maoists now depend on the Koya tribe from Chhattisgarh region, said Sukhdev a surrendered Maoist. More importantly, the entire tribal leadership in the AOB area has been wiped out with the killing of Bakuri Venkat Ramana alias Ganesh, a Special Zonal Committee Member (SZCM) in the encounter and another leader Kudumula Venkata Ramana alias Ravi who died of jaundice in April this year

(Source: Express photo by Prem Nath Pandey) ON FRIDAY evening, as festival lights brighten the street outside Prakash Hospital in Noida, Rupa Devi clasps her son Jitendra Kumar’s hand. As the tears begin to fall, the two CRPF constables sitting next to her — Jugal Kishore and Gurudev — tell her softly, “Your son has braved death and look how he is responding now.” Kishore then waves his hand near Kumar’s face, which is turned towards a corner of the room, and snaps his fingers. The 28-year-old patient’s half-open eyes blink and his lips quiver. In this first-floor room, even a flicker counts as progress. Watch what else is making news: Six years ago, when Kumar told his mother that he had cleared the first round of physical examinations for joining the CRPF, Devi had tried to discourage him. “But I could not stop him. He told me that he was going to serve and protect the nation,” she says. In 2013, Kumar, in his first posting as a constable with the 80th battalion, was sent to Bastar, the ground zero of a deadly war between security forces and Maoists. On April 12, 2014, he was in an ambulance that was blown apart by an improvised explosive device — the blast killed five personnel and two medical attendants. Kumar slipped into a coma. Ever since — two years and six months — Devi and the two constables on duty have been waiting for him to wake up. There is hope. With a gradual improvement in his medical condition, Kumar was taken off the ventilator two months ago. “He is not in coma any more though he is in a state of altered consciousness,” says Dr V S Solanki at Prakash Hospital. But there is despair, too. “The problem we are expecting is in the movement of limbs. At the time of admission, he was in a state of deep vein thrombosis due to the nature of his wounds — on the spine and head. In order to address this, physiotherapy sessions are being given to him. At present, he is able to move on his four limbs,” says Dr Solanki. Kumar was the primary breadwinner of his family, also including his father, who works as a daily wage labourer at Muzaffarpur district’s Dubha village in Bihar, and two younger siblings. Months after the blast, his parents moved to a hospital in Raipur and then Noida. His sister managed to complete her graduate degree from a college in Samastipur, Bihar, but his younger brother dropped out of school. “For the last 30 months, our home is limited to the four walls of a hospital room. How can we leave our son alone? My husband and I used to shuttle between Bihar and Raipur, and now Noida. We cannot leave any of our three children alone,” says Devi. A few days ago, Kumar’s father went to his village but Devi wanted to stay by Kumar’s side for the festival week. “I keep a fast on Chhath here and my husband performs all the rituals on those days in Bihar. For the last two years, I have only been praying and making vows to the gods for my son’s health,” says Devi. “When a CRPF jawan suffers this fate, not a single voice is raised. They also protect the country and its people, and there is a mother that has given birth to them. Where is the uproar?” she asks. According to Dr Solanki, Kumar has “tremendous support” from the hospital, his family and the CRPF, which has posted two personnel with him. R D Jeany Anal, commandant of the 80th battalion, says Kumar’s colleagues “are praying for him, and wishing with all our strength that he recovers, and is with us again”. Narrating the turn of events on the day of the blast, the senior officer says, “The men were providing safe passage to election staff and other paramilitary personnel deployed for the last phase of the general elections in 2014. They were tasked with clearing the road between Jheeram ghati and Darbha on National Highway 30, which had witnessed a deadly ambush on the Congress parivartan yatra in 2013 (when 28 people, including most of the party’s leadership in Chhattisgarh were killed).” According to Anal, the troops were in the process of withdrawing when the blast occurred. “One personnel who was not feeling well due to the heat had to take a lift on one of the ambulances along with nine others. The ambulance had travelled only 300 metres when it came into contact with an IED. The blast ripped the ambulance apart. Apart from those killed, five others were severely injured. They were evacuated to Jagdalpur and taken to Raipur for better treatment,” he says. CRPF officials say Kumar has been given the best possible medical treatment. “The force has paid for the treatment at all times, and we have been ensuring that his salary continues to be deposited on time. Two constables have also been posted with him round the clock,” says an official. According to Dr Solanki, Kumar was admitted in January with multiple injuries on his head, spine, chest, abdomen and lower limbs. “He was critically ill and in deep coma. He underwent several operations of the brain, abdomen and chest. A tracheotomy (hole in the wind pipe to facilitate breathing) and a feeding tube gastrostomy were performed and the patient was on ventilator for months. The injuries have healed and now he responds to painful sensations and loud commands. Injuries and a deep vein blockage of limbs have been resolved, and general health has improved,” says Solanki. “The ENT surgeon expects Kumar to be able to speak normally soon. Soon, the feeding tube will be removed and we will be able to feed him through the mouth,” says Solanki. Meanwhile, it’s the same traumatic routine, every day, in that hospital room. कणखर इंदिराजींचे स्मरण - राजाराम ल. कानतोडे

सोमवार, 31 ऑक्टोबर 2016 - 08:44 AM IST Share Link: http://www.esakal.com/Tiny.aspx?K=tBJF8u पंतप्रधान अटलबिहारी वाजपेयी यांनी ज्यांचा दुर्गा असा गौरव केला होता, त्या इंदिरा गांधी यांचा पंतप्रधानपदाचा कालखंड परिकथा वाटावी इतका विस्मयकारक आहे. भारताच्या आतापर्यंतच्या इतिहासात पंतप्रधान होण्याचा मान मिळालेल्या त्या एकमेव महिला आहेत. बांगलादेशची निर्मीती, गरिबी हटावची घोषणा, पोखरणचा अणुस्फोट, आणीबाणी, सत्तांतर आणि ऑपरेशन ब्ल्यू स्टार यांच्याबरोबरच हरितक्रांती ही त्यांच्या पंतप्रधानपदाच्या कालखंडातील अत्यंत महत्वाची घटना आहे. इंदिराजींची आज पुण्यतिथी. त्यानिमित्त........... एखाद्या देशाची शक्ती त्याने इतरांपासून काय उधार घेतले, यावर नव्हे तर त्याने स्वतः काय कमावले, यावर मोजली जाते, असे इंदिरा गांधी म्हणत असत. याच विचाराला अनुसरून भारताचे पहिले पंतप्रधान पंडित जवाहरलाल नेहरू यांची कन्या म्हणून मिळालेला राजकीय वारसा त्यांनी अत्यंत सक्षमपणे पुढे चालविला. त्या 1959 मध्ये कॉंग्रेस अध्यक्ष झाल्या होत्या. त्यांनी पंडितजींच्या निधनानंतर 1964 मध्ये लालबहादूर शास्त्री यांच्या मंत्रीमंडळात माहिती आणि प्रसारमंत्री स्वीकारले. ताश्‍कंदमध्ये लालबहादूर शास्त्री यांचे हृदयविकाराच्या धक्‍क्‍याने निधन झाले. गुलझारीलाल नंदा यांनी हंगामी पंतप्रधान म्हणून कार्यभार स्वीकारला. कॉंग्रेसमध्ये त्यावेळी सत्तासंघर्ष सुरू झाला. कॉंग्रेस संसदीय नेतेपदाच्या निवडीसाठी मतदान झाले. इंदिराजींनी मोरारजीभाई देसाई यांचा पराभव केला. इंदिराजींनी 1966 मध्ये पंतप्रधान पदाचा कारभार हाती घेतला तेव्हा देशात अन्नधान्याचा तुटवडा जाणवत होता. महागाईने कळस गाठला होता. त्यांची जडणघडण प्रामुख्याने साम्राज्यवादविरोधी आणि समाजवादी विचारांत झाली होती. सोव्हिएत रशियाचा त्यांच्यावर प्रभाव होता, पण टंचाईच्या काळात अमेरिकेचे पंतप्रधान लिंडेन जॉन्सन यांच्याकडे त्यांनी अन्नधान्य आणि आर्थिक मदत मागितली. पीएल-480 कार्यक्रमांर्तंगत गहू आणि आर्थिक मदत पुरविण्याचे आश्‍वासन जॉन्सन दिले, पण त्यांनी खूपच जाचक अटी टाकल्या. इंदिराजींना त्या स्वीकारल्या नाहीत. अमेरिकेने मदत देण्यास विलंब लावला. एकीकडे देश कठीण परिस्थितीतून जात असताना पक्षांर्तंगत आव्हानाचा सामना त्यांना करावा लागला. ज्यांनी त्यांना पंतप्रधानपदासाठी पाठिंबा दिला होता. त्यांनीच विरोध करण्यास सुरवात केला. निजलिंगप्पा कॉंग्रेसचे अध्यक्ष असताना 1969 मध्ये त्यांना पक्षातून काढून टाकण्यात आले. त्यानंतर कॉंग्रेस इंडीकेटची स्थापना केली. प्रत्येक टप्प्यावर राजकीय आव्हानांचा सामना करताना त्यांनी लोककल्याणचे कार्यक्रम जोमाने राबविले. अन्नधान्याच्या टंचाईवर मात करण्यासाठी देशात हरितक्रांती झाली पाहिजे, यावर त्यांनी भर दिला. त्यांच्या काळात ओलिताखाली क्षेत्र दुप्पट झाले. धान्य उत्पादन 72 दशलक्ष टनांवरून 145 दशलक्ष टनापर्यंत पोहोचले. तेल बियांचे उत्पादन 1961 मध्ये गरजेच्या केवळ पाच टक्के इतके होते. ते 1984 पर्यंत सत्तर टक्के इतके वाढले. त्यांनी घडवून आणलेल्या या हरितक्रांतीमुळे देश अन्नधान्याच्या बाबतीत स्वयंपूर्ण झाला. त्यांनी 1969 ते 71 या कालखंडात खासगी क्षेत्रातील 14 बॅंकाचे राष्ट्रीयकरण, संस्थानिकांचे तनखे हक्क करणे, रुपयाचे अवमूल्यन, सार्वजनिक क्षेत्रातील उद्योगांना गती देण्यासाठी विविध निर्णय घेतले. त्यावरच 1971 मध्ये गरिबी हटावची घोषणा देऊन मुदतपूर्व निवडणुकीला त्या सामोऱ्या गेल्या. त्यांना बहुमत मिळाले. पूर्व पाकिस्तानातून भारतात मोठ्या प्रमाणात निर्वासित येत असताना इंदिराजींनी त्यात हस्तक्षेप करून बांगलादेशची निर्मीती केली. या त्यांच्या धोरणाने देशाची मान जगात उंचावली. त्यानंतर 1974 मध्ये राजस्थानातील पोखरणमध्ये अणुस्फोट घडवून जगाला भारताच्या सामर्थ्यांची चुणूक दाखविली. याने लोकांत देशप्रेम जागे झाले. हे घडत असताना दुसरीकडे आर्थिक आघाडीवर मात्र देशावर संकटाचे ढग आले होते. पाकिस्तानबरोबरच्या युद्धाचा देशावर मोठा आर्थिक ताण पडला होता. पेट्रोलियम पदार्थाच्या किंमती भडकल्य होत्या. जागतिक स्तरावर मंदीची स्थिती होती. महागाईने कळस गाठला होता. याविरुद्ध देशात विविध ठिकाणी निदर्शने सुरू झाली होती. या पार्श्‍वभूमीवर जयप्रकाश नारायण यांनी "इंदिरा हटाव‘ची घोषणा केली. आंदोलन जोरात सुरू झाले. त्याला पाठिंबा मिळू लागला. याच काळात राजनारायण यांनी दाखल केलेल्या जनहित याचिकेवर अलाहाबाद हायकोर्टाने निकाल दिला. त्यात इंदिराजींनी सरकारी यंत्रणेचा प्रचारासाठी वापर केल्याचे सिद्ध झाल्याने त्यांची निवड सहा वर्षांसाठी रद्द ठरविण्यात आली. इंदिराजींनी आपल्या पदावरून पायउतार व्हायला नकार देत देशात 25 जून 1974 ला आणीबाणी लागू केली. आणीबाणीत वीस कलमी कार्यक्रम जाहीर केला. आणिबाणी हा देशाच्या इतिहासातला काळा कालखंड होता, असे त्यांचे विरोधक म्हणतात. इंदिराजींचे समर्थक मात्र आणीबाणी कशी गरजेची होती, याचसंबंही अनेक मुद्दे मांडतात. पुढे 1977 मध्ये त्यांनी आणिबाणी मागे घेऊन देशात निवडणुका जाहीर केल्या. या निवडणुकीत त्यांचा मोठा पराभव झाला. त्या स्वतःही हरल्या. जनता पक्ष सत्तेवर आला. मोरारजी देसाई पंतप्रधान झाले पण अंर्तगत संघर्षामुळे जनता पक्षाचे सरकार पडले. त्यानंतर 1980 मध्ये पुन्हा निवडणुका झाल्या. मोठ्या फरकाने इंदिराजींनी बहुमत मिळविले. त्यानंतर पंजाबमध्ये खलिस्तानची चळवळ सुरू झाली. त्याविरूद्ध ऑपरेशन ब्ल्यू स्टार मोहीम लष्कराने हाती घेतली. सुवर्णमंदिरात घुसून जर्नेलसिंग भिंद्रनवाले आणि त्यांच्या सहकाऱ्यांना ठार करण्यात आले. त्याचा परिणाम म्हणून इंदिराजींची त्यांच्याच दोन सुरक्षारक्षकांनी 31 ऑक्‍टोबर 1984 रोजी हत्या केली. इलेक्‍ट्रॉनिक्‍स, हवामान व सागरी विकास ही खाती त्यांच्या कालखंडात सुरू झाली. "या देशाची सेवा करताना मला मरण आले तर तो मी माझा सन्मान समजेन. माझ्या रक्ताचा एकएक थेंब या देशाच्या एकतेला आणि अखंडतेला सुरक्षित ठेवील,‘ असे म्हणणाऱ्या इंदिराजींनी देश सर्व क्षेत्रात देश स्वयंपूर्ण व्हावा, यासाठी प्रयत्न करतानाच आंतरराष्ट्रीय स्तरावर भारताची मान उंचावणारी भूमिका पार पाडली. त्यांनी विनम्र अभिवादन!!

त्यापेक्षा चीनी मालावर बहिष्कार घाला-"सोशल मीडिया‘वरच्या "शेअर‘ व "लाइक‘च्या मानसिकतेत आपण अडकलो आहोत. म्हणूनच दिवाळी साजरी करताना, "एक दिवा हुतात्म्यांच्या नावानं लावा‘ किंवा "जवानांना संदेश पाठवा‘ असल्या "इव्हेंट‘च्या नादी आपण लागतो. देशाच्या पंतप्रधानांनी सैन्यातील जवानांसोबत दिवाळी साजरी करणे, देशवासीयांच्या आनंदात त्यांना सामील करून घेणे इथपर्यंत ठीक आहे.-


तलवार, नांगर अन्‌ जवानांचा 'पीपली लाइव्ह' - श्रीमंत माने, नाशिक सोमवार, 31 ऑक्टोबर 2016 - 07:57 AM IST Share Link: http://www.esakal.com/Tiny.aspx?K=yBJF5K Tags: Exclusive, blog, social, Maratha Kranti Morcha, Army सावध व्हा! भीती अशी आहे, की जे शेतकऱ्यांचं झालं तेच जवानांचं होईल की काय? कारण आधी शेतकरी आत्महत्यांबाबत पूर्णपणे बधीर झालेलो आपण सगळे आता सीमेवरील तणाव, युद्ध, हौतात्म्य या गोष्टींकडे "इव्हेंट‘ म्हणून पाहण्याच्या मानसिकतेत अडकलो आहोत. ही मानसिकता देशासाठी अत्यंत घातक आहे. या गोष्टी राजकारणी व माध्यमं दोन्हींनी अधिक गंभीरपणे हाताळायला हव्या आहेत. अन्यथा यातून कल्पनेपलीकडच्या मोठ्या संकटांना निमंत्रण देऊन बसू. वर्षातले सहा महिने हातात तलवार अन्‌ उरलेल्या दिवसांत नांगर हाती धरणारी लढवय्या जमात अशी मराठ्यांची ओळख. गेले काही महिने या समाजाचे राज्याच्या जिल्ह्याजिल्ह्यांत प्रचंड मोर्चे निघताहेत. या निमित्तानं साडेतीनशे वर्षांनंतर समाज एकत्र आल्याचा अभिमान व्यक्‍त होतोय. मोर्चावेळी पाळावयाच्या आचारसंहितेमागं तो अभिमानच आहे व त्यातून तलवार-नांगराच्या परस्परसंबंधी रिवाजाचीच उजळणी होतेय. परंपरेचाच विचार करता, रस्त्यावर आलेल्या मराठा समाजाचं भावविश्‍व प्रामुख्याने ज्या दोन क्षेत्रांमध्ये सामावलंय, त्या शेती व सैन्य या दोन्हींबाबत एकत्र विचार करण्याची वेळ आली आहे. नांगराची चर्चा वेगवेगळ्या पातळ्यांवर सुरू झालीय. तलवारीची चर्चा जरा अधिक संवेदनाशील गांभीर्याने व्हायला हवी, अशी परिस्थिती आहे. शेतकऱ्यांच्या आत्महत्यांची समस्या हाताळणारा म्हणून ज्याची खूप चर्चा झाली, तो "पीपली लाइव्ह‘ चित्रपट माध्यमं व राजकारण्यांच्या तिच्याकडं पाहण्याच्या दृष्टिकोनावर टीका करणारा होता, असं समजलं गेलं खरं. पण वस्तुस्थिती तशी नव्हतीच. शेतकऱ्यांप्रति तो खोटा कळवळा होता. नथ्था व त्याचा भाऊ शेतीतलं उत्पन्न दारू पिण्यावर उधळायचे किंवा केवळ बॅंकांची जप्ती टाळण्यासाठीच आत्महत्येचा डाव आखला गेला वगैरेमधून प्रत्यक्षात त्या चित्रपटानंही शेतकऱ्यांच्या वेदनांची खिल्लीच उडवली होती. किंबहुना आपली सरकारी व्यवस्था ज्या पूर्वग्रहदूषित नजरेनं आत्महत्यांकडं पाहतात, तिचंच प्रतिबिंब "पीपली लाइव्ह‘च्या कथानकात व सादरीकरणात उमटलं होतं. बघा, एकदा तो चित्रपट येऊन गेल्यानंतर चॅनल, सिनेमा अशा मुख्य प्रवाहातल्या दृक-श्राव्य माध्यमांमधून शेतकरी आत्महत्या हा विषय जवळजवळ संपला. राजकारणातही तो अडीच वर्षांपूर्वी केंद्रात व नंतर राज्यात सत्तांतर होईपर्यंतच होता. आता पूर्वीच्या सत्ताधाऱ्यांकडून तो अधूनमधून चर्चेत येत असला, तरी त्यात "पीपली लाइव्ह‘ पूर्वीची धार नाही. शेतकरी आत्महत्या अजिबात थांबलेल्या नाहीत. कदाचित वाढल्यातच व त्यांच्याकडे पाहण्यातल्या सगळ्यांच्या संवेदना मात्र पूर्णपणे बोथट झाल्या आहेत. हा खरंतर बाजारकेंद्रित सामाजिक-आर्थिक, राजकीय किंवा सांस्कृतिक व्यवस्थेचा परिणाम आहे. या व्यवस्थेची काही वैशिष्ट्यं असतात. एखाद्या विषयाचं गांभीर्य कमी करायचं असलं, की दोन उपाय; पहिला- अगदीच अनिवार्य होईपर्यंत अनुल्लेखानं मारायचा आणि दुसरा- उल्लेख टाळणं अशक्‍य झालं की त्याची नको नको त्या अंगानं चर्चा करायची. लोकांनी "आता थांबवा‘, म्हणेपर्यंत त्याचं चर्वितचर्वण करायचं. शेतकरी आत्महत्यांचं तसंच झालं. म्हणूनच आता यवतमाळ किंवा उस्मानाबादसारख्या दूरवरच्या जिल्ह्यांमधल्या एखाद्या आत्महत्येची मुंबई-नागपूर-पुण्यानं दखल घेणं तर दूर. त्या जिल्हा मुख्यालयाला किंवा ज्या गावात, पंचक्रोशीत आत्महत्या झाली असेल तिथंही "हे रोजचंच झालंय‘ म्हणून ती बेदखल असते. बाजारकेंद्रित म्हणा की बाजारू म्हणा, पण त्या व्यवस्थेचं आणखी एक वैशिष्ट्य आहे, ते म्हणजे लोकांना सतत "इव्हेंट‘मध्ये अडकून ठेवायचं. काहीतरी घडतंय असा सामूहिक भास निर्माण करायचा. त्यातूनच आपण गेल्या काही वर्षांमध्ये शेतकरी आत्महत्यांचं गांभीर्य कमी केलं. त्याआधी आदिवासी मुलांच्या कुपोषणबळींबाबतही असंच घडलं. आता शेतकऱ्यांच्या व्यथा व वेदनांप्रमाणेच सैन्यदलातील जवान ज्या संकटांना सामोरे जात आहेत, त्याकडंही आपली ही व्यवस्था "इव्हेंट‘ म्हणूनच पाहते आहे. परिणामी "जय जवान, जय किसान‘ घोषणा देणाऱ्या भारतात आता किसानांपाठोपाठ जवानांबाबतही काळजी वाटायला लागलीय. लाखोंच्या संख्येतील पाकसमर्थित अतिरेक्‍यांचे आव्हान आपण जितके समजतो त्याहून मोठे आहे. एक मोठा टापू सर्वांगाने अतिरेक्‍यांच्या नियंत्रणाखाली आहे. कोणत्याही कारणाने म्हणा, पण चीनसारखी शेजारची महाशक्‍ती प्रत्यक्ष-अप्रत्यक्षरीत्या पाकिस्तानच्या पाठीशी आहे. परराष्ट्र धोरण व सीमेचे रक्षण या दोन्ही दृष्टींनी हा खूप गंभीर विषय आहे. ते गांभीर्य लक्षात न घेता आपल्यातल्या उठवळ मंडळींना लोकांना देशप्रेमाचे नुसतेच उमाळे यायला लागलेत. वैयक्‍तिक व सार्वजनिक आयुष्यात आचार व विचारांनी भ्रष्ट असणारे, करचुकवेगिरीसारखी देशविघातक कृत्ये करणारेही गळ्याच्या शिरा ताणून देशप्रेमावर बोलताहेत. सारं काही "फिल्मी‘ सुरू आहे. "टीव्ही चॅनल‘साठी तर सीमेवर शत्रूंशी प्राणपणानं लढणाऱ्या जवानांचे शौर्य, त्यांचं बलिदान हा "डेली सोप‘ बनलाय. दोन देशांमधलं युद्ध जणू बंदुका, तोफा अन्‌ रणगाड्यांनी, लढाऊ विमाने व अण्वस्त्रसज्ज पाणबुड्यांनी नव्हे, तर टीव्हीच्या पडद्यावर कर्णकर्कश आवाजात घुमणाऱ्या ललकाऱ्यांनी लढलं जातं, असं वाटण्यासारखं वातावरण आहे. अत्यंत प्रतिकूल वातावरणात सीमांचे रक्षण करणाऱ्या जवानांचे बाहू फक्‍त आपलं चॅनल पाहूनच फुरफरतात, त्यांना लढण्याची स्फूर्ती मिळते, अशा आविर्भावात हे सारं सुरू आहे. शूर जवानांच्या हौतात्म्याचा बाजार मांडला गेलाय. हे सगळं अत्यंत उथळ, बाजारू व बटबटीत व झालंच तर प्रचंड संवेदनाहीन आहे. एकीकडं माध्यमं ही अशी उथळ, तर दुसरीकडं प्रत्येक घटनेचा, गोष्टीचा "इव्हेंट‘ साजरा करण्याच्या घट्ट मानसिकतेचं आपलं राजकारण. या दोन्हींचा एकत्रित परिणाम देशावर नवी व गंभीर संकटांना निमंत्रण देणारा असेल. देशाच्या राजकारणानं सैनिकी प्रशासनाची व लष्करी डावपेचांची किती चर्चा करावी, याला निश्‍चितपणे मर्यादा आहेत. पण सध्या त्यांचे कोणालाच भान उरलेले नाही. आधीच्या झालेल्या किंवा न झालेल्या आणि पंतप्रधान नरेंद्र मोदी यांनी "छोटी दिवाळी‘ म्हणून उल्लेख केला, त्या 29 सप्टेंबरच्या "सर्जिकल स्ट्राइक‘वरून देशाने अशीच उथळ चर्चा केली. राष्ट्रीय सुरक्षा सल्लागार अजित डोभाल यांच्या वैयक्‍तिक कर्तबगारीच्या "सोशल मीडिया‘वरील "पोस्ट‘पासून ते कुठल्याशा विमानात कोणी धनवान देशभक्‍ताने सैनिकांच्या भोजनासाठी मोजलेल्या पैशाच्या अफवेपर्यंत बरंच काही सुरू आहे. लष्करी डावपेच जणू थेट मुख्यालयातून आगाऊ जाहीर केले जात असावेत, अशा पद्धतीने उठसूट कोणीही देशाच्या संरक्षण धोरणावर बोलायला लागलंय. "सोशल मीडिया‘वरच्या "शेअर‘ व "लाइक‘च्या मानसिकतेत आपण अडकलो आहोत. म्हणूनच दिवाळी साजरी करताना, "एक दिवा हुतात्म्यांच्या नावानं लावा‘ किंवा "जवानांना संदेश पाठवा‘ असल्या "इव्हेंट‘च्या नादी आपण लागतो. देशाच्या पंतप्रधानांनी सैन्यातील जवानांसोबत दिवाळी साजरी करणे, देशवासीयांच्या आनंदात त्यांना सामील करून घेणे इथपर्यंत ठीक आहे. पण आपल्या आवाहनावरून इतक्‍या लाख लोकांनी संदेश पाठविले वगैरे उथळ दावे करण्याने आणखी गुरफटत चाललो नाही काय? इतकीच युद्धजन्य स्थिती असेल, तर कसली दिवाळी साजरी करतोय आपण अन्‌ कसले भाकड संदेश पाठवतोय जवानांना? बुर्झ्वा समाजातल्या अंगभर सोनं घातलेल्या महिला "व्हिडिओ‘वरून जवानांना संदेश देताहेत. असला वांझोटा व पुळचट त्याग काही कामाचा असतो का? त्यागच करायचा असेल तर दिवाळीच्या उत्सवाचाच करायचा ना! ज्या गावांतल्या जवानांना वीरमरण आलं, त्यांनी कुठं दिवाळी साजरी केली? पण तसं कोणी करणार नाही व "दिवाळी साजरी करू नका‘ असं सांगणारही नाही. कारण त्यातून बाजाराचं नुकसान होणार. म्हणजे सैन्याबद्दल प्रेम कमी व बाजाराचं आकर्षण अधिक. मेणबत्ती संस्कृतीचाच हा नवा अवतार. मेणबत्त्या पेटवून देशाच्या सीमांचे रक्षण होणार आहे काय? शुक्रवारी व शनिवारी मिळून 24 तासांत आपल्या चार जवांनाना वीरमरण आलं. हरियाना, हिमाचल, बिहार व महाराष्ट्र या राज्यांमध्ये त्यांच्या मूळ गावी देण्यात आलेला शेवटचा निरोप वगळला तर चौघांच्या मृत्यूची एकत्रित दखल आपण अभावानेच घेतली. सामान्य माणसे रोजीरोटीच्या चक्रात अडकलेली असतात. शेतीमधून कुटुंबाचे भागत नसेल तर घरातल्या तरुण मुलांनी थोडं नोकरीकडंही वळायला पाहिजे, अशा विचारातूनच कमीबहुत शिकलेली तरुण मुले सैन्यात पाठविण्याची मानसिकता जन्म घेते. मराठे, शीख वगैरे ज्यांना शौर्याची परंपरा व पार्श्‍वभूमी आहे, असे समाज सैन्यातल्या नोकरीकडे शौर्य गाजवण्याचा व देशाच्या ऋणातून उतराई होण्याचा मार्ग म्हणूनही पाहतात. पण त्या अभिमानाकडेही उपजीविकेचे साधन म्हणूनच पाहिलं जातं. खेड्यापाड्यांत सकाळी-संध्याकाळी छाती फुटेपर्यंत धावण्याचा सराव करणाऱ्या, दंड-बैठका काढणाऱ्या तरुण पोरांशी बोललं म्हणजे वास्तव समजेल. आर्थिकदृष्ट्या प्रगत समाजाला मुलांच्या करिअरसाठी वेगळी क्षेत्रे खुणावत असतात. हाती थोडा पैसा असलेल्यांना प्राणाची जोखीम असलेल्या सैन्यातील नोकरीचे आकर्षण कमी असते. युद्ध आणि वीरमरणाचा "इव्हेंट‘ करून आपण ती जोखीम घेण्यास बाध्य असलेल्यांना एक फसवं वलय देऊ पाहत आहोत. हे टाळायला हवं. जरा गंभीर होऊया. जय जवान, जय किसान !!! मुंबईच्या न्हावा शेवा बंदरात कस्टम विभागाने कारवाई करत बेकायदेशीर चिनी बनावटीचे फटाके जप्त केले. बेकायदेशीरपणे आयात करण्यात येत असलेले व जप्त करण्यात आलेल्या या फटाक्यांची किंमत ३८ कोटी ३२ लाख रुपये एवढी प्रचंड आहे. कर्कश आवाज आणि ध्वनिप्रदूषणामुळे चिनी फटाक्यांवर बंदी घालण्यात आली आहे. मात्र, तरी देखील समुद्रमार्गे ‘चायनीज’ फटाके आयात केले जात असल्याचे पुन्हा एकदा समोर आले आहे. दरम्यान, कस्टम विभागाच्या सतर्कतेने हा साठा जप्त होऊ शकला. चिनी बनावटीचे फटाके अतिशय धोकादायक, प्रचंड आवाज करणारे आणि वायू प्रदूषण करणारे आहेत. त्यामुळे या फटाक्यांवर सरकारने बंदी घातली आहे. मात्र, तरीही चोरट्या मार्गाने त्याची आयात होत आहे.

दोन दशकापूर्वी जॉर्ज फर्नांडिस यांनी ‘पाकिस्तान नव्हे, चीन हा भारताचा पहिल्या क्रमांकाचा शत्रू आहे,’ असे म्हटले होते तेव्हा गदारोळ उठला होता. ते जॉर्ज यांचे विधान आज वेगवेगळ्या अर्थाने खरे ठरत आहे. संरक्षणक्षेत्रात चीन हे भारतापुढे मोठे आव्हान आहेच, परंतु आर्थिक (त्यांचा जीडीपी सलग तिसऱ्या तिमाहीत ६.७ टक्के राहिला असल्याची बातमी गेल्याच आठवड्यात प्रसिद्ध झाली आहे) क्षेत्रातही त्याचे आव्हान मोठे होत आहे.


शहरातल्या व्यापाऱ्याला त्याच्या दारात भारतातच उत्पादन झालेल्या स्वस्त वस्तू विकायला मिळाल्या तर तो चिनी वस्तूंच्या मागे कशाला जाईल? आणि ग्राहकही भारतीय वस्तूंनाच प्राधान्य देतील यात शंका नाही. ‘मेक इन इंडिया’ ही कल्पना जर योग्यरित्या राबवली गेली तर भारताला खरेच फायदा होईल. स्वतःच्या उत्पादनांच्या विक्रीची जी व्यवस्था चीनने देशांतर्गत उभी केली आहे, तीच भारताला भारताअंतर्गत उभी करावी लागेल… काही वर्षांपूर्वीची घटना आहे. मुंबईतील एका उपनगरात वाण्याच्या दुकानात दोन गोणींमध्ये कांदे ठेवले होते. एका महिलेने त्यातले आकाराने मोठे दिसणारे व चांगले कांदे निवडले. दुसऱ्या गोणीतल्या कांद्यापेक्षा ते स्वस्त होते. दुकानदार एवढेच म्हणाला, ‘बहेनजी, वो प्याज पाकिस्तान से आया है’… हे ऐकल्याबरोबर त्या मराठमोळ्या महिलेने कांदे पटकन बाजूला ठेवले आणि दुसऱ्या ‘भारतीय’ कांद्यामधून निवडायला सुरुवात केली. दुकानदाराने ते ‘भारतीय’ कांदे ‘पाकिस्तानी’ कांद्यापेक्षा महाग असल्याचे सांगितले, तरी तिने भारतीय कांदेच निवडले. ही घटना सांगोपांगी नव्हती तर, माझ्या समोर घडली असल्याने कायम मनात राहिली. तसे पाहिले तर कृषी क्षेत्रात अशी देवाणघेवाण चालूच असते. वेगवेगळ्या देशांतून भारत अन्नधान्य आयात करतो आणि काही देशांना आपण पिकवलेले धान्य निर्यातही करतो. आपण ते खाताना धान्य कोणत्या देशातून आले आहे, याचा विचार करत नाही. इथे कांद्याचा दोष नव्हता, ज्या देशातून तो आला होता त्याचा होता, हे उघड आहे. तोच कांदा दुसऱ्या कोणत्याही देशातून आला आहे, असे दुकानदाराने सांगितले असते तरी त्या महिलेने नक्की घेतला असता. आजच्या घडीला पाकिस्तानबरोबरच चीनचेही नाव घेतले जात आहे आणि चिनी वस्तू खरेदी करू नका, असा धोशा प्रसिद्धीमाध्यमांतून लावला जात आहे. पाकिस्तानवरचा राग खूप जुना आहे. चीन हा जुनाच शत्रू असला तरी त्यांची उत्पादने न घेण्याच्या आवाहनामागे चीनने सुरक्षा परिषदेत भारताला कायम सदस्यत्व मिळण्यास केलेला विरोध आणि पाकिस्तानी दहशतवादी मसूद अझर याला अधिकृतपणे दहशतवादी जाहीर करण्यास केलेला विरोध, ही दोन कारणे आहेत. कोणत्याही देशाचे नाक दाबायचे असेल तर लष्करी बळाचा वापर आणि आर्थिक नाड्या आवळणे हे दोन प्रभावी उपाय मानले जातात. सध्या लष्करी बळाचा प्रश्नच येत नाही, त्यामुळे ‘चिनी वस्तूंवर बहिष्कार घाला’, या मागणीला जोर आला आहे. सत्ताधारी भारतीय जनता पक्षाचे लाडके बाबा रामदेव यांनीसुद्धा या प्रकारचे आवाहन केले आहेच. china-vs-india आज वस्तुस्थिती अशी आहे की, भारत ज्या देशांकडून आयात करतो त्या देशांमध्ये चीनचा क्रमांक पहिला लागतो. आपण सुमारे १२०० कोटी अमेरिकन डॉलर इतक्या मूल्याची निर्यात करतो, पण आयातीचा आकडा साधारणपणे ६२०० कोटी अमेरिकन डॉलर इतका आहे. हा फरक (ट्रेड डेफिसिट) प्रचंड आहे. अमेरिकेबाबत उलटी स्थिती आहे. आयातीपेक्षा निर्यातीचा आकडा २००० कोटी अमेरिकन डॉलरने जास्त आहे. या दोन्ही देशांच्या आकडेवारीत केवळ वस्तूंच्या आयातनिर्यातीचे आकडे आहेत. सेवा आणि थेट परकीय गुंतवणूक याचा उल्लेख नाही. तो केल्यास चित्र वेगळे दिसेल. आपल्या एकूण निर्यातीपैकी सर्वात जास्त म्हणजे १६ टक्के निर्यात आपण अमेरिकेला करतो. चीनचा क्रमांक चौथा लागतो. ती टक्केवारी केवळ ३.५ आहे. चीनकडून भारत जी आयात करतो त्यात गेल्या दोन वर्षांत २० टक्क्यांनी वाढ झाली असे ‘इंडियास्पेंड’चा अहवाल सांगतो. आपण काय काय आयात करतो? मोठ्या ऊर्जा प्रकल्पांपासून ते अगदी छोट्या पिनांपर्यंत. इतकेच नाही तर गणेशमूर्तीही चिनी कंपन्या बनवतात, असे सांगितले जाते. मोबाइल फोन, लॅपटॉप्स, खते, कीबोर्ड, एवढेच नव्हे तर टीबी आणि कुष्ठरोगावरची औषधे, अँटिबायोटिक्स, मुलांची खेळणी, सेट टॉप बॉक्सेस, टीव्हीचे सुटे भाग आणि बरेच काही आपण चीनकडून आयात करतो. आपण चीनला कापूस, तांबे, पेट्रोलियम पदार्थ आणि औद्योगिक मशीनरी हेच निर्यात करतो. आपण चीनकडून जे आयात करतो त्या वस्तू भारतात बनत नाहीत का? नक्कीच बनतात. तरी भरपूर व अत्यंत कमी खर्चातले मनुष्यबळ आणि त्यांनी उत्पादन केलेल्या वस्तूंसाठी उत्तम बाजार व्यवस्था असल्याने चीन या वस्तू अत्यंत कमी खर्चात उत्पादन करून भारताला विकतो. या वस्तू तुम्हीआम्ही घेता कामा नये, हे सांगणे पटतेही. परंतु, स्वस्त वस्तूंचे आकर्षण असणाऱ्या भारतीय ग्राहकाच्या हे कसे गळी उतरावायचे? आपण रोज वर्तमानपत्रात चिनी फोनच्या जाहिराती पाहतो. नामांकित कंपन्यांपेक्षा म्हणजे अॅपल, सॅमसंग, मायक्रोसॉफ्ट कंपनीच्या फोनपेक्षा ते फोन खूप स्वस्त असतात. सुविधा मात्र जवळपास सारख्याच असतात. नसतो तो फक्त दर्जा. पण स्वस्तात मिळतो म्हणून भराभर घेतला जातो. चिनी माल स्वस्त असतो, पण मस्त नसतो, हे जेव्हा कळेल तेव्हाच या वस्तूंचा वापर थांबेल. अलीकडेच एका वर्तमानपत्रात आलेल्या बातमीनुसार एका प्रसिद्ध चिनी ब्रँडचे पंधरा लाख फोन गेल्या तीन महिन्यात भारतात विकले गेले. आधी त्यांना दहा लाख फोन विकायला सहा महिने लागत असत. ज्या वेगाने चिनी फोनचे ब्रँड भारतात येत आहेत आणि लोकप्रिय होत आहेत ते पाहता अनेक आव्हाने आपल्यासमोर उभी राहणार आहेत. म्हणूनच चिनी मालावर बहिष्कार घालायच्या मागणीकडे दोन दृष्टींनी पाहिले पाहिजे. भावना म्हणून चिनी वस्तूंवरील बहिष्कार योग्य वाटतो. आर्थिक आणि औद्यागिक वस्तुस्थिती मात्र वेगळी आहे. ग्राहकाने अगदी ठरवून चिनी मालावर बहिष्कार घातला तर कालांतराने त्याचा परिणाम जाणवायला लागेल. पण थोड्या चढ्या भावाने तो या वस्तू घ्यायला तयार आहे का ? सकाळी उठल्यावर टूथपेस्टपासून ते रात्री झेापेपर्यंत असंख्य वस्तू आपण वापरतो. त्यातल्या बऱ्याच वस्तू बिगरभारतीय कंपन्यांनी तयार केलेल्या असतात. त्याही वापरणे बंद करावे आणि पूर्ण ‘स्वदेशी’ व्हावे असाही प्रयत्न अथवा प्रचार मध्यंतरी झाला. हीच नस ओळखून बाबा रामदेवही त्यांच्या उत्पादनांचा प्रचार/प्रसार करताना ‘भारतीयत्वा’वर भर देत असतात. त्यांच्याही उत्पादनांना मोठी मागणी आहे आणि भल्याभल्या आंतरराष्ट्रीय कंपन्या त्यामुळे खडबडून जाग्या झाल्या आहेत. बाबांच्या उत्पादनांबाबतचे वाद अथवा त्यांच्या पाठीमागचा राजकीय आशीर्वाद सध्या बाजूला ठेवले तरी हेच ‘भारतीयत्व’ अधिक प्रमाणात अंमलात यायला हवे याबाबत दुमत असण्याचे कारण नाही. इथेच सध्या बोलबाला असणाऱ्या ‘मेक इन इंडिया’ची गरज खऱ्या अर्थाने भासते. शहरातल्या व्यापाऱ्याला त्याच्या दारात भारतातच उत्पादन झालेल्या स्वस्त वस्तू विकायला मिळाल्या तर तो चिनी वस्तूंच्या मागे कशाला जाईल? War between the United States and Pakistan is Imminent


War between the United States and Pakistan is imminent, if one goes by the talk in DC at every other forum on the subject. There is a strange tendency in think-tank and policy circles to sensationalize U.S.-Pakistan relations, at times giving the bilateral relationship far more significance in U.S. foreign policy discourse than what it deserves. In the midst of the frenzy in U.S.-Pakistan relations, there is a serious need to ask what exactly has gone wrong beyond the over-discussed and obvious “trust deficit,” “Haqqani network” and the “transactional” nature of the relationship—all of which is the product of the underlying problem, not the root cause. The answer might be less sensational, and have more to do with bureaucratic failure in the relationship. Based on my experience in the government of Pakistan, and through interviews with key civil and military officials in Pakistan and discussions with American officials, I have been able to flesh out what drives U.S.-Pakistan relations to the edge—those little bureaucratic things that don’t come to the surface and are not so interesting to discuss at forums. The first issue is ruptured communication and messaging on both sides, which leads to misplaced expectations, double-talk and unneeded suspicion. It almost appears that U.S.-Pakistan relations suffer from a chronic oversized bureaucracy that is unable to coordinate messaging—not just between the two countries, but also between the institutions within the two countries, driving relations to the edge over every strategic or ideological clash in the war on terror. Officials on the Pakistani side complain of receiving mixed signals from the United States, with the State Department saying one thing and the Pentagon saying another. Officials cite how within the span of a single day, different branches of the U.S. government have a different take on Pakistan’s role in the war on terror, fluctuating anywhere from “appreciation” to “do more” and “backstabbing.” Moreover, lack of clarity on America’s Afghan peace strategy, according to senior Pakistani military officials, also creates a communication gap that quickly escalates into suspicion. Lack of clarity on aid is also a concern, where the U.S. Congress takes Pakistan to task for taking so much money and not delivering enough, without going into the details of how much aid actually gets delivered to Pakistan and what really is its effectiveness. Too much talk on aid and pressing Pakistan on the subject is another irritant that constantly puts Pakistan on edge while raising expectations in the United States. The sentiment is the same on the American side, which finds itself frustrated over Pakistan’s duplicity. The frustration is not only due to Pakistan’s support for the Haqqani network, but even more so because Pakistan has been going in circles over its position on the Haqqani network for a long time. Pakistan’s complete silence regarding its obvious support for the Haqqani network has not only allowed the lobbies in Washington, DC, to frame Pakistan as directly involved in the loss of American lives, but more importantly convinced American officials not to expect honest talk from its major ally in the war on terror. The absence of blunt and candid conversation between the two sides has immensely complicated the relationship, which now requires a full reset. It is deplorable that the United States and Pakistan, engaged together in a long war, have ceased to talk and listen to each other directly and instead either rely on intelligence snooping or else let think-tank reports and discussions build perceptions about each other. There may be a need for both sides to have a track 2 dialogue, to bring the governments back to the same page and build trust measures. The second issue in U.S.-Pakistan relations is a result of serious political and bureaucratic failures by the government of Pakistan, which lacks a vision and policy for its relations with the United States. While the United States has a clear policy and knows exactly what it wants from Pakistan—to ensure its support in Afghanistan, reduce the risk of nuclear fallout and push the government to eliminate militancy in its borders—the government of Pakistan does not know what it wants from its relations with the United States, both in the long term and the short term. Given the fact that America has been Pakistan’s closest and oldest ally, having no extensive policy on the United States from the civilian political leadership and the bureaucracy is a reflection of incompetency. The only strand of policy on the United States is that developed by the Pakistan military in the context of security and the ongoing war. However, even that policy is little more than a wish list of F16s, hardware and other equipment, with a vague sense of how to enable American support against India and Afghanistan. Period. U.S.-Pakistan relations are bound to remain turbulent and transactional in nature, not because both countries want it, but mostly because the government of Pakistan is unable to come up with a strategic plan to engage the United States on the civilian front and change the discourse from matters of security to economics and trade. Pakistan, as a smaller partner in this relationship, has to drive and push for its national interests vis-à-vis the United States instead of the United States having to educate the government of Pakistan on what Pakistan’s national security and economic challenges are. The reversed role that the United States has been playing is well exemplified in the shape of the Kerry-Lugar-Berman Bill—an American attempt to help Pakistan develop a good five-year deal to develop itself. The lack of homework on Pakistan’s side regarding its policy on the United States, and the overwhelming expectations to deliver from the American side, set the two countries off-balance on an already delicate relationship that is tied to Afghanistan. The third, and perhaps trickiest, issue is the lingering past and irritants that shape the mindset on both sides. The Pakistani establishment is still overly cautious in its relations with the United States due to its past experience of being abandoned at the end of the Cold War and thrown under the bus by the United States with the enforcement of the Pressler Amendment. There is a genuine sentiment in the Pakistani establishment and the public at large that the United States is going to withdraw from Afghanistan in haste, and abandon Pakistan to deal with the mess alone. Pakistan’s move to bring China into the Afghan peace process is precisely out of that concern: to have a backup in case the Americans lose patience and abandon the region. No amount of assurance has been able to convince Pakistan that the United States is likely to stay in the region and is interested in a long-term alliance with Pakistan, especially when messaging from the U.S. Congress continues to be dominated by threats of sanctions and putting Pakistan on the State Sponsor of Terrorism list. Then there is a constant irritant in the form of F16s, which have become a domestic symbol of American duplicity in Pakistan. Given that there is an impasse on the issue, Pakistan needs to leave the matter behind and move on. At this moment, Pakistan needs to reduce as many irritants as possible, in order to strengthen its relations with the United States. On the part of the United States, it may also have to let go of the irritants it faces, which include Pakistan’s previous efforts to cut deals with militant groups to prepare for a political settlement, which the Americans have seen as Pakistan playing a double game. The fourth and last major issue is that of timelines—essentially the pivotal issue that leads U.S.-Pakistan relations to rock bottom. Given that there is a lack of communication and differences in strategic interests, the challenge, according to almost all the military officials I interviewed in Pakistan, has been to get America to agree on timelines. According to senior military officials in Pakistan, the U.S. war against terrorism has been a victim of American domestic electoral politics and timelines. The U.S. strategy in the war has been to get quick results and move on, while Pakistan has continued to advocate a long-term strategy that included a quick political settlement with the militant groups, which the United States resisted to accept for a long time. The issue of timelines is still a major thorn in the relationship, with the Pakistani establishment viewing the killing of Mullah Akhtar Mansour in a drone strike as a U.S. attempt to speed up the process because it was pressed on its own timelines. As one senior Pakistani military general commented, “Wars are not won during lunch breaks. It is won with patience that the American side lacks.” If the two sides can agree on timelines, U.S.-Pakistan relations can show significant improvement. While the think tanks and the media in Washington and Islamabad predict a total collapse in U.S.-Pakistan relations due to an impasse over the Haqqani network and other issues, the relationship has endured for over six decades, with a history of close cooperation on matters of security and intelligence. Relations are suffering, not because of the inherently different interests or evil designs between the two countries, but mostly because of the bureaucratic and logistical issues that have risen due to deep engagement in a long war that is nowhere near its end. सामाजिक आणि आर्थिक बहिष्कार हे सर्वसामान्य लोकांच्या हातात असलेलं हत्यार वेळप्रसंगी किती प्रभावी बनू शकतं ह्याचं यंदाच्या दिवाळीतला चिनी बनावटीच्या मालावरचा बहिष्कार हे एक आदर्श उदाहरण आहे


दिवाळीचे फटाके आणायला दुकानात गेले होते. सगळ्या स्टॉल्स मध्ये अनिल, स्टॅण्डर्ड, अनमोल हे भारतीय बनावटीचेच ब्रॅण्ड डिस्प्लेला लावलेले दिसत होते. मी मुद्दाम वेगवेगळ्या तीन-चार स्टॉल्स मध्ये विचारलं, 'फटाके सगळे भारतीयच बनावटीचे आहेत का'? 'ताई आम्ही चायनीज माल ठेवलाच नाही ह्या वर्षी' मला उत्तर आलं. केवळ मीच नव्हे तर फटाके घ्यायला आलेली बहुतेक सगळीच गिऱ्हाइकं थोड्या-फार फरकाने आवर्जून हा एकच प्रश्न विचारत होती, 'फटाके इंडियनच आहेत ना हो'? गेल्या वर्षी चायनीज बनावटीचे फटाके खूप दिसले होते बाजारात, पण घेताना विचारलं तर दुकानदार प्रामाणिकपणे सांगायचे 'चायनीज माल स्वस्त असला तरी चांगला नसतो ताई, अर्धे फटाके पेटतील, अर्धे तसेच राहतील. हा भारतीय माल कसा, वर्षभर तसाच ठेवला तरी पुढच्या वर्षी पटेलच बघा'. ह्या वर्षी एकूणच चायनीज मालाविरुद्ध वातावरण देशात बरंच तापलेलं दिसतंय. समाजातल्या सगळ्याच थरातले लोक कुठलीही गोष्ट खरेदी करताना दुकानदाराला आवर्जून विचारत आहेत की का माल चिनी बनावटीचा तर नाही ना? मग तो आकाश कंदील असो, फटाके असोत किंवा दिव्यांच्या माळा असोत. काल संध्याकाळी एका हार्डवेरच्या दुकानात गेले होते दिव्यांच्या माळा आणायला. दुकानदाराला म्हटलं, 'भारतीयच दाखवा, चिनी नको', तर तो हसला, म्हणाला, 'ह्या वर्षी सगळे हेच म्हणायला लागलेत'. त्याने मला भारतीय बनावटीच्या दिव्यांच्या माळा दाखवल्या. चिनी बनावटीच्या माळा आणि भारतीय बनावटीच्या माळा ह्यांच्या किमतीत सरासरी वीस ते पन्नास रुपयांचा फरक होता, आणि मुख्य म्हणजे भारतीय माळा महाग असूनही लोक त्या विकत घेत होते. तो दुकानदारही मोठ्या आनंदाने भारतीय बनावटीच्या माळा विकत होता. मी माझं सामान घेत असतानाच तिथे अजून एक माणूस आला, 'चांगल्या रंगीत माळा दाखवा राव, पण आपल्याच दाखवा, त्या चिनी नको', तो म्हणाला. दुकानदाराने त्याला दोन-तीन वेगवेगळ्या प्रकारच्या दिव्यांच्या माळा दाखवल्या. 'ह्या नक्की भारतीयच आहेत ना?' एक माळ हाताळत त्याने विचारलं. 'हो. त्या चायनीज माळा त्या बघा बाहेर डिस्प्लेला लावल्यात. त्या दिसताना सुद्धा वेगळ्याच दिसतात', दुकानदाराने सांगितलं. 'तुम्ही ठेवल्यात कशाला चायनीज माळा दुकानात? खरंतर तुम्ही चायनीज माल विकायलाच नाही ठेवला पाहिजे' त्या माणसाने सात्विक संतापाने म्हटलं. दुकानातल्या बाकीच्या गिऱ्हाईकांनी लगेच त्याला दुजोरा दिला. 'काही काही बारीक माळा इंडियन नाही मिळत अजून म्हणून ठेवाव्या लागतात चायनीज माळा. काय करणार'? दुकानदार ओशाळून म्हणाला. 'ह्या वर्षी चायनीजचा डिमांड कमी झालाय का हो'? मी विचारलं. 'हो ताई, खूपच कमी झालाय. जवळ जवळ पन्नास ते साठ टक्के खप घटलाय चायनीज मालाचा. जो येतो तो इंडियनच वस्तू मागतोय', दुकानदार म्हणाला. 'हा सगळा सोशल मीडियाचा परिणाम आहे ताई'. चायनीज वस्तूंचा बहिष्कार ही आता केवळ कवीकल्पना राहिलेली नाही. ह्या दिवाळीत त्या बहिष्काराचा चांगलाच परिणाम बाजारात दिसून येतोय. स्वतः चायनीज दूतावासालाही ह्याबाबत अधिकृत स्टेटमेंट द्यावं लागलं इतका मोठा ह्या बहिष्काराचा आर्थिक परिणाम आहे. अखिल भारतीय विक्रेता संघटनेने तर म्हटलंय की ह्या वर्षी दिवाळीशी संबंधित चायनीज मालाचा खप जवळजवळ तीस ते चाळीस टक्क्यांनी घटेल असं त्यांना वाटतंय. चिनी दूतावासाने दिलेल्या अधिकृत निवेदनात म्हटलंय की चायनीज मालाचा भारतात बहिष्कार झाला तर त्याचा चीनच्या अर्थकारणावर काहीच परिणाम होणार नाही, कारण भारत ही चीनसाठी मोठी बाजारपेठ नाहीच आहे. चीनचं असं म्हणणं आहे की त्यांच्या एकूण निर्यातीतला फक्त दोन टक्के वाटा भारताचा आहे. पण हे अर्धसत्य आहे, कारण चिनी मालावर घातलेल्या अघोषित बहिष्काराचा परिणाम चिनी निर्यातीवर अगदीच नगण्य असता तर चिनी दूतावासाला असं अधिकृत निवेदन देण्याचा खटाटोप का करावा लागला असता? सामाजिक आणि आर्थिक बहिष्कार हे सर्वसामान्य लोकांच्या हातात असलेलं हत्यार वेळप्रसंगी किती प्रभावी बनू शकतं ह्याचं यंदाच्या दिवाळीतला चिनी बनावटीच्या मालावरचा बहिष्कार हे एक आदर्श उदाहरण आहे. -शेफाली वैद्य

Military Budgets in India and Pakistan: Trajectories, Priorities, and Risks , Key Findings


 Personnel costs in India’s defense budget are crowding out investments in military modernization. These budgetary trends will negatively impact India’s defense posture, particularly with respect to air power.  Domestic politics, bureaucratic inertia, and fiscal constraints make it unlikely that recent trends in Indian defense spending – namely, declining capital budgets relative to personnel costs – can be reversed in the near to medium term.  Pakistan’s defense budget is higher than official estimates. Although Pakistan has increased the transparency of its defense spending in recent years, the country’s budget documents raise more questions than answers.  In the long run, Rawalpindi will either have to make tough choices about defense priorities, strategy, and national objectives, or dedicate a larger portion of government spending to defense.  Pakistan’s ability to purchase big-ticket weapons systems from the United States and Western countries will be increasingly difficult unless it can do so at concessionary rates, which seems unlikely.  India spends at least four percent of its defense budget on nuclear weapons, while nuclear weapons account for at least 10 percent of Pakistan’s military spending. In 2016, Pakistan will spend at least $747 million on nuclear weapons, and India will spend $1.9 billion.  In the long run, India’s relative resource advantage will feed Pakistan’s worst-case perceptions of the conventional military balance. Absent a reevaluation of the utility of nuclear weapons, Pakistan will continue to offset India’s conventional forces with investments in nuclear weapons, especially those that are difficult to keep safe and secure.  States that seek to substitute nuclear for conventional capabilities do so at great peril to themselves as well as others. Pakistan’s military will increasingly have to make this choice, unless it receives an even bigger slice of the budget pie. If Pakistan responds to defense budget shortfalls by increasing reliance on nuclear weapons, it will heighten its national security dilemmas. Abstract The national security of India and Pakistan will hinge on the manner in which each state converts economic power into military strength. This report examines current trends in defense spending in India and Pakistan. First, I examine defense spending in India and argue that India’s military modernization efforts will be delayed by trends in the defense budget and its management. Next, I explore defense spending in Pakistan and conclude that the country’s actual defense budget is likely higher than the estimates provided in official defense budget documents. I conclude by estimating how much of the defense budget in each country is dedicated to nuclear weaponrelated capabilities, and argue that Pakistan’s reliance on nuclear weapons will increase as India’s relative advantage in defense spending and conventional military power grows in the years ahead. Military Budgets in India and Pakistan: Trajectories, Priorities, and Risks 7 EXECUTIVE SUMMARY The strategic competition between India and Pakistan is evolving, with India outpacing Pakistan in conventional capabilities while Pakistan seeks to compete with nuclear capabilities. India’s economy is eight times larger than Pakistan’s, and may be 15 times larger in 2030. Absent reconciliation between India and Pakistan, how each state converts economic power into military strength will reflect longstanding grievances. India’s advantages are diminished by an ad hoc approach to defense budget management and other constraints, but long term trends point to Indian ascendance. Pakistan cannot match India conventionally in the long term, and any attempt to do so will exhaust its economy. Responding to adverse defense spending trends with increased reliance on nuclear weapons, especially short-range weapons, may be a cost effective approach, but it is likely to diminish Pakistan’s national security. India’s Defense Budget • India’s defense budget is growing at an impressive clip, but rising personnel costs are crowding out resources for modernization. Since the mid-2000s, an increasing share of India’s defense budget has been dedicated to pensions and personnel costs, while capital outlays – investments in weapons systems – are decreasing relative to the rest of the budget. • Declining capital budgets will delay military modernization efforts and reduce projections of India’s advantages over Pakistan, particularly with respect to air power. India’s plan to purchase French Rafale aircraft, for example, has been delayed and downsized in part due to declining capital budgets for aircraft. • Recent trends in Indian defense spending – declining capital investments relative to personnel costs – are likely to continue for the foreseeable future. New Delhi has committed to increases in military salaries and pensions which leave less room for modernization. Meaningful budgetary reform in the defense ministry is unlikely to materialize in the near-future, because implementing reform within India’s defense bureaucracy has been so challenging. Pakistan’s Defense Budget • Pakistan spends more on defense than its official estimates suggest. Pakistan leaves out important components of the defense budget, and there is reason to believe that offbudget financing supplements official spending. • The inter-service distribution of the defense budget reflects the preeminence of the Pakistan Army. The Army receives nearly half of the country’s defense budget, and is by far the largest service in terms of troop strength. The Army has overspent its allocated defense budget every year since 2009. The practice of exceeding its allocated budget is in stark contrast to India, where services routinely underspend their budgets. • Rawalpindi has already begun to receive less military assistance from the United States, as US troop strength in Afghanistan has declined. US military aid accounted for 21 percent of Pakistan’s defense budget between 2002-2015, and now accounts for less than 11 percent. Pakistan will rely on China for major conventional platforms going forward, but Beijing’s support and subsidies are likely to be less than what Washington provided. In 2016, Pakistan will spend at least $747 million on nuclear weapons, and India will spend $1.9 billion. Neither India nor Pakistan includes information about its nuclear weapons budget in official defense budget documents. In the last two years, however, parliamentary oversight has yielded more information than before. • Absent a reevaluation of the utility of nuclear weapons and a reconciliation process with India, the role of nuclear weapons in Pakistan’s defense posture is likely to increase, heightening national security dilemmas. India’s relative resource advantage will continue to feed Pakistan’s worst-case perceptions of the conventional military balance. It is unlikely that Rawalpindi will be persuaded by arguments that India’s conventional warfighting advantages are not as great as they appear on paper. Rawalpindi’s Strategic Dilemma • In the face of India’s growing conventional advantages Rawalpindi may be tempted to increase reliance on nuclear weapons, which would increase Pakistan’s security dilemmas. Other states have tried this, only to reverse course. • The question for the Pakistan Army is not whether it will compete with India, but how. Nuclear weapons are useful for deterrence, but not warfighting. There is no substitute for military capabilities necessary for conventional defense and internal security.
