In Sivakasi as well as in many parts of the country where the temperatures are often high, the use of these chemicals in firecrackers may prove lethal,” said Mariappan, pointing out that more expensive but safer potassium nitrate and aluminium powder are used in India. Rising cases As early as on Wednesday, Directorate of Revenue Intelligence (DRI) officials seized large quantity of Chinese crackers worth Rs 1.27 crore during a raid at Pithampur inland container depot (ICD), Dhar. DRI officials say the crackers were brought ahead of Diwali festival, when their sales boom. Shailendra Singh, joint secretary in the ministry of commerce and industry, acknowledged that Chinese firecrackers are being illegally brought into the country. +5 “Many instances of smuggling have come to light. The containers of crackers enter the country under the guise of different items like toys or sports goods,” he said. Enforcement agencies including DRI, Customs and state authorities, keep a check on the influx of foreign fireworks at Indian borders. Singh said the government has not provided any licence for import of Chinese firecrackers. The matter was taken up with chief ministers to direct concerned authorities for keeping a close vigil on clandestine import of fireworks and their sale. Officials said advertisements were published across the country to sensitise people against using illegally imported firecrackers and their harmful effects to the environment and health. They say that the fireworks shops should be able to get their supplies well ahead of Diwali. “The consumers should also have sufficient time to procure their requirement before Diwali. But when the temporary licences are delayed, the shops are left perplexed and there is a grave uncertainty as to when they will be granted with licences,” adds Mariappan. +5 In recent years, the industry has witnessed a trend wherein the majority of stocks with temporary firework shops remain unsold after Diwali for want of sufficient time to sell, giving raise to storage problems and safety hazards. According to Sivakasi-based fireworks associations, several representations have been made to the Union government to address the issue of unwanted delay in issuing the licences, besides ensuring that such licenses are valid for 30 days. A senior official of the department of industrial policy and production (DIPP) says that the department has written to the states in this regard and has issued guidelines to sort out the issue. “We had consultations with the industry and guidelines have been issued to set a time frame. १९६२ मध्ये भारतीय लष्कराची तयारी नसताना, लष्कराला पुरेशी संसाधने उपलब्ध करून न देता नेहरू सरकारने ‘फॉर्वर्ड पॉलिसी‘ राबवली.. नेहरूंना वाटायचे की सीमेवर भारत- चीन दरम्यान चकमकी झडत राहतील, मात्र त्यातून उद्भवणाऱ्या तणावाचे रूपांतर चीनद्वारे युद्ध पुकारण्यात होणार नाही.. सन १९६२ च्या भारत-चीन युद्धानंतर सुरू झालेली भारतीय अपयशाची चिकित्सा अद्याप सुरू आहे. युद्धानंतर तत्कालीन पंतप्रधान जवाहरलाल नेहरू यांचे आसन डगमगते की काय अशी परिस्थिती होती. सन १९६३ मध्ये झालेल्या लोकसभेच्या ३ पोटनिवडणुकांत कॉँग्रेस उमेदवारांचा पराभव झाला होता, तर नेहरूंना प्रथमच लोकसभेत अविश्वास प्रस्तावाला तोंड द्यावे लागले होते. मात्र त्यानंतर नेहरूंनी, आपल्या अखेरच्या महिन्यांमध्ये, केंद्र सरकारला सावरून घेत देशाला पुन्हा आत्मविश्वास प्राप्त करवून दिला होता. हे करण्यासाठी त्यांना एकीकडे सहा कॅबिनेट मंत्र्यांचा बळी द्यावा लागला, तर दुसरीकडे कॉँग्रेस पक्षाने चीनने केलेल्या ‘विश्वासघाताचे’ कार्ड प्रभावीपणे वापरले. जनतेचा रोष चीनकडे वळवत नेहरूंविषयी सहानुभूती निर्माण करण्यात कॉँग्रेसने यश मिळवले होते. याच वेळी, विरोधी पक्षांनी नेहरूंना खलनायक ठरवत त्यांच्यावर टीकेची झोड उठवली होती; पण या टीकेचा रोख नेहरूंच्या नेतृत्वाचे पतन करण्याकडे अधिक होता. भारताच्या संरक्षण धोरणातील त्रुटी दूर करत राष्ट्रीय सुरक्षेला बळकटी आणण्याचे प्रयत्न झाले नाहीत. परिणामी, सन १९६२ च्या अपयशाच्या चिकित्सेचे राजकारण अजूनही चिघळत आहे. आपल्या अपयशाची इतक्या दीर्घकाळ जाहीर चर्चा करणारा भारत हा जगातील कदाचित एकमेव देश असावा. सन १९६२ च्या युद्धातील पराभवाची कारणे प्रस्थापित करत उपाययोजना सुचवण्यासाठी तत्कालीन नेहरू सरकारने ब्रूक्स-अॅाण्डरसन आणि भगत समितीची स्थापना केली होती. या समितीचा अहवाल ‘अत्यंत गोपनीय’ ठरवण्यात आल्याने तो भारतीयांना वाचायला मिळालेला नाही. आजवर केंद्रातील सर्वच पक्षांच्या सरकारांनी या अहवालाबाबत मौन बाळगले आहे. ब्रूक्स-अॅीण्डरसन आणि भगत यांनी अहवालाची एकच प्रत तयार केली होती, असा सर्वसामान्य समज आहे. मात्र, त्यांनी स्वत:कडे अतिरिक्त प्रत राखून ठेवली असण्याची दाट शक्यता आहे. सन २०१३ मध्ये नेविल मेक्स्वेल नावाच्या ब्रिटिश पत्रकार-लेखकाने त्याच्या ब्लॉगवर या अहवालाचे काही अंश प्रकाशित केले होते. (यानंतर त्याच्या ब्लॉगवर भारतात बंदी आणण्यात आली) अहवालाच्या प्रकाशित अंशांचा काही भाग आणि नेविल मेक्स्वेलने सन १९७२ मध्ये प्रकाशित केलेल्या ‘इण्डियाज चायना वॉर’ या पुस्तकातील निष्कर्ष जवळपास सारखे असल्याचे दिसून आले आहे. यामुळे आता ब्रूक्स-अॅाण्डरसन आणि भगत यांनी नेविल मेक्स्वेलला अहवालाची प्रत उपलब्ध करवून दिली असण्याच्या शक्यतेवर चर्चा सुरू आहे. या अहवालात भारतीय लष्कराच्या वरिष्ठ अधिकाऱ्यांनी प्रत्यक्ष युद्धात घेतलेल्या निर्णयांसह लष्करातील निर्णय घेण्याच्या एकंदर प्रक्रियेवर कडक ताशेरे ओढले असावेत आणि त्यामुळेच अहवाल प्रसिद्ध न करण्याकडे सर्वच सरकारांचा कल असावा असा अभ्यासकांचा अंदाज आहे. लोकशाही व्यवस्थेत लष्कराच्या यशाचे श्रेय जसे सरकारला मिळते तसे लष्कराच्या अपयशाचे खापरसुद्धा सरकारवर फुटत असते. लोकशाहीत निर्वाचित सरकारचे स्थान सर्वोच्च असल्याने या प्रथा योग्यच आहेत. सन १९६२ च्या युद्धाबाबत नेहरूंवर दोन परस्परविरोधी आरोप होतात. नेहरूंचे चीन धोरण अगदीच खुळेपणाचे आणि बोटचेपे होते. चीनबाबत सुरुवातीपासून कठोर भूमिका घेण्याची गरज होती जी नेहरूंनी घेतली नाही आणि चर्चा व करारांच्या माध्यमातून चीनशी मत्री करण्याचे वांझोटे प्रयत्न केले. हा आरोप मुख्यत: भारतात होतो. याबाबत नेहरूंची सखोल भूमिका होती. त्यांच्या मते जागतिक राजकारणात चीनला एकटे पाडल्यास तो देश आक्रस्ताळेपणा करण्याची अधिक शक्यता आहे. त्याऐवजी चीनशी संवाद सुरू ठेवून त्याला आंतरराष्ट्रीय व्यासपीठांवर सामावून घेण्याने चीनशी युद्धाची शक्यता कमी होते. भारताला आपल्या शेजारी दोन शत्रुराष्ट्रे परवडणारे नसल्याने चीनला मित्र बनवण्यात राष्ट्रीय हित आहे, असे त्यांचे मत होते. नेहरूंच्या या भूमिकेनंतरही युद्ध झालेच! मात्र, याशिवाय कदाचित आणखी आधी आणि अधिक भीषण युद्ध होऊन मोठी मानहानी भारताच्या पदरी पडली असती, ही शक्यता नाकारता येत नाही. नेहरूंवर याच्या अगदी विरुद्ध होणारा आरोप म्हणजे त्यांच्या बोलण्यात आणि कृतीत विरोधाभास होता. उदाहरणार्थ, नेहरू सीमा प्रश्नावरील चच्रेसाठी नेहमीच तयार असायचे, पण प्रत्यक्ष चच्रेत थोडीही लवचीकता दाखवायचे नाही. मुख्यत: भारताच्या बाहेरून मोठय़ा प्रमाणात हा आरोप होतो. याच प्रकारे, भारताला युद्ध नको, असे सांगत असताना प्रत्यक्षात सन्याला ‘फॉर्वर्ड पॉलिसी’चे आदेश नेहरूंनी दिले होते. नेविल मेक्स्वेलने आपल्या पुस्तकात नेहरूंच्या ‘फॉर्वर्ड पॉलिसी’ला युद्धासाठी जबाबदार धरले आहे. सन १९५९ नंतरचे नेहरूंचे चीन धोरण या आरोपांची पुष्टी करणारे आहे. सन १९६० मध्ये तत्कालीन चिनी पंतप्रधान चाऊ एन लाय भारतात येऊन गेल्यावर ही सीमा प्रश्नाची चर्चा फलदायी ठरणार नाही हे स्पष्ट झाले होते. सन १९५९ मध्ये दलाई लामांनी भारतात शरण घेतल्यावर भारतीयांमध्ये चीनबाबत कमालीचा राग होता. या पाश्र्वभूमीवर नेहरूंनी सीमा प्रश्नावर लवचीकता दाखवण्याची शक्यता संपुष्टात आली होती. तरीसुद्धा संसदेत विरोधी पक्षांद्वारे सातत्याने होणारी घणाघाती टीका, या टीकेला प्रसारमाध्यमांद्वारे मिळालेली प्रसिद्धी आणि त्यातून तयार झालेले जनमानस या सर्वाना उद्देशून धोरण आखणे नेहरूंसाठी अपरिहार्य झाले होते. या दबावातून भारतीय लष्कराच्या ‘फॉर्वर्ड पॉलिसी’चे तंत्र नेहरूंनी अवलंबले! चीनने दावा ठोकलेल्या प्रदेशांत शक्य तितक्या पुढे जात लष्कराने छोटय़ा छोटय़ा छावण्या प्रस्थापित करायच्या आणि त्या प्रदेशावर आपला हक्क प्रस्थापित करायचा हे ‘फॉर्वर्ड पॉलिसी’चे उद्दिष्ट होते. भारतीय लष्कराची पर्याप्त तयारी नसताना किंवा लष्कराला पर्याप्त संसाधने उपलब्ध करून न देता नेहरू सरकारने ‘फॉर्वर्ड पॉलिसी’ राबवली होती. यामागे नेहरूंची समजूत अशी होती की, सीमेवर भारत आणि चीनदरम्यान छोटय़ा छोटय़ा चकमकी घडत राहणार, मात्र त्यातून उत्पन्न तणावाचे रूपांतर चीनद्वारे युद्ध पुकारण्यात नाही होणार. चीनला घेरण्याच्या अमेरिकी व्यूहरचनेमुळे त्या देशाची झालेली कोंडी, चीनचे सोव्हिएत रशियाशी वाढत चाललेले वाद आणि चीनमधील भीषण अंतर्गत समस्या यामुळे चीनचे नेतृत्व युद्धाच्या भानगडीत पडणार नाही हे नेहरूंचे आकलन होते. नेहरूंना युद्ध नकोच होते, त्यामुळे त्यांनी सीमेवर मजबूत लष्करी फळी उभारण्यास प्राधान्य दिले नव्हते. तसे केल्याने भारत युद्ध करू इच्छितो, असा संदेश चीनला जाईल याची त्यांना खात्री होती. याचा अर्थ असा नव्हता की, भारताकडे पर्याप्त लष्करी सामथ्र्यच नव्हते. खुद्द नेहरूंच्या सरकारने स्वातंत्र्यानंतर लष्कराच्या विस्तारावर लक्ष केंद्रित केले होते. सन १९४९ मध्ये भारताच्या सशस्त्र सेनेची संख्या २,८०,००० होती जी सन १९६२ पर्यंत ५,५०,००० पर्यंत पोहोचली होती. सन १९४७ मध्ये भारतीय वायुदलाकडे ७ लढाऊ तुकडय़ा होत्या, ज्यांची संख्या सन १९६२ मध्ये १९ झाली होती. सन १९६२ मध्ये भारत व सोव्हिएत रशियाने मिग लढाऊ विमानांच्या भारतात निर्मिती करण्याच्या करारावर स्वाक्षरी केली होती. मात्र उपलब्ध लष्करी सामर्थ्यांचा उपयोग करत बचावात्मक सामरिक धोरण आखणे आवश्यक होते जे त्या वेळी भारताकडे नव्हते. सरकार व सन्यदले आणि सन्यदलांमध्ये आपापसात समन्वयाचा ‘स’सुद्धा अस्तित्वात नव्हता हे वास्तवदेखील दुर्दैवाने युद्धाच्या वेळीच उघड झाले. सन १९६२ मध्ये लागलेल्या ठेचेतून आलेला शहाणपणा भारताला सन १९६५च्या युद्धात उपयोगी आला. मात्र जो ‘बूंद से गयी वो हौद से नहीं आती,’ हेसुद्धा तेवढेच खरे! परिमल माया सुधाकर

India seems to be taking its battle to China after flexing its muscles against Pakistan. Soon after permitting a rare visit by US Ambassador to India, Richard Verma, to Arunachal Pradesh—claimed by both India and China—the Modi government has now given the green signal for a visit to the north-eastern state by the Tibetan spiritual leader, the Dalai Lama, who has been living in exile in India since 1959 after fleeing Tibet after a failed uprising against Chinese rule. The Dalai Lama’s visit is expected to take place in March 2017, and the proposed trip has riled China. China on Friday objected to Dalai Lama’s scheduled visit to Arunachal Pradesh, saying the invitation to the Tibetan spiritual leader “will only damage peace and stability of the border areas” as well as its ties with India. A similar visit by the Tibetan spiritual leader in 2009 had drawn protests from China. India at that time had politely but firmly told Beijing that the “Dalai Lama is an honoured guest” and a “is a religious leader” and that India doesn’t “allow him to engage in political activities”. Also Read: Dalai Lama’s Arunachal visit will damage ties with India, says China This time too, India’s stance has not been very different. “You are all aware that His Holiness the Dalai Lama is a revered spiritual figure and an honoured guest of India. He is absolutely free to travel to any part of the country,” Indian foreign ministry spokesman Vikas Swarup told a press conference on Thursday. “It is a fact that he has a sizeable following among the Buddhists in Arunachal Pradesh who like to seek his blessings. He has visited the state in the past as well as we see nothing unusual if he visits again,” Swarup said. Tawang in Arunachal Pradesh was the so-called point of entry for the Dalai Lama into India when he fled Tibet in 1959. China lays claim to 90,000 sq.km of land or most of Arunachal Pradesh, which India says is an integral part of its territory. According to China, Arunachal Pradesh is part of what it calls South Tibet. According to news reports, China especially wants to hold on to a centuries-old monastery in the region that is seen as a leading centre of Tibetan Buddhism in India. India also says that China occupies 38,000 sq.km (15,000 sq miles) of territory in Aksai Chin plateau in the western Himalayas. Disagreement between India and China over parts of their 3,500-km (2,175-mile) border led to a brief war in 1962. Since then, the two countries have moved to manage the dispute, but many rounds of talks have not yielded much progress. According to Srikanth Kondapalli, a professor of Chinese Studies at New Delhi-based Jawaharlal Nehru University, “India is not worried about upsetting China here.” “And there is a context to it,” Kondapalli said, pointing to several actions of China in the recent past that have upset India. One is China’s continuous shielding of Pakistan and Pakistan-backed terrorism against India. This year, China has twice blocked India’s bid to get Pakistan-based terrorist group Jaish-e-Mohammad chief Masood Azhar declared as a UN-designated terrorist. The first instance was in April and the second earlier this month. India holds Azhar responsible for many terrorist acts in India including the 13 December 2001 attack on India’s Parliament as well the 2 January 2016 attack on the Pathankot airbase. On the record, Beijing says it stands against all forms of terrorism, but it has refused to end its “technical hold” on the ban on Azhar. Again, ahead of the Brazil-Russia-India-China-South Africa or Brics meeting in Goa on 15-16 October, vice-foreign minister Li Baodong told reporters in Beijing that no country should have double standards on terrorism or use it for political gains. With Modi himself taking the lead seeking to isolate Pakistan on the issue of anti-India terrorism following the 18 September attack on an Indian army garrison in Kashmir, Li’s statement suggested that China would not back India’s stance against that of its all weather friend Pakistan. And when Modi described Pakistan as the “mothership of terrorism” at the Brics meet, Chinese foreign ministry spokeswoman Hua Chunying asked the world community to acknowledge Pakistan’s “great sacrifices” in fighting terrorism. China’s position vis-a-vis India’s application to the exclusive Nuclear Suppliers’ Group (NSG) that sets the rules for global nuclear commerce too has not been accommodative. Beijing has pointed out that India is not a signatory to the nuclear non-proliferation treaty and cannot be admitted into the NSG club. India has said its application seeking admission to the NSG is tied to its need for clean energy and climate change commitments. According to Kondapalli, India has been trying to engage China on all these issues—and at the highest political levels—but Beijing seemed unmoved. “So the Dalai Lama visit could be one way of India expressing its displeasure,” he said

Hare, tortoise and monkey: As China head butts its neighbours and rivals, it is setting itself up for a fall

Such was the apparent chariness of Chinese leaders about their country’s economic and military resurgence being seen as a threat, that in 2006 they amended the political goal of a “peaceful rise” to “peaceful development”. The militaristic overtones of “rise”, it was felt, were best avoided. For years China’s persuasive leaders and scholars claimed that daunting internal battles against poverty and inequality made fears of Chinese expansionism over cooked. Under Hu Jintao, China pledged to build a “harmonious society” and made “soft power” a part of national strategy. Yet less than a decade later, in November 2014, the world held its breath as Chinese leader Xi Jinping and Japan’s Shinzo Abe exchanged one of the frostiest handshakes in recent history in the backdrop of China’s aggressive bid to claim the Senkaku-Diaoyu Islands raising the spectre of armed conflict. Earlier that year, Vietnam erupted in public fury over China’s provocative act of placing an oil rig in disputed waters. If decades of close economic ties with Japan did not deter China’s strong arm conduct, it did not spare a much smaller communist neighbour from its unsubtle power play either. China is eyeing a lot of maritime real estate. The nine dash line claims so much of the South China Sea that it leaves the Philippines and Vietnam with barely a coastline. Military base building in the Spratly Islands is more evidence that China is a “revisionist” power keen on reviving its “natural” hegemony at the cost of neighbours and by swatting aside inconvenient international laws. Given China’s instinct to head butt neighbours and rivals, the swifter pace of India’s military and civil infrastructure development along its border with China is neither a “peer to peer” play nor a case of hare versus tortoise as Kai Xue has misleadingly suggested in these columns (“Who’s The Overconfident Hare?”, 18 October). Rather it’s a belated bid to deter China’s persistent attempts to bend the line of actual control in its favour through repeated “incursions”. China sees itself as a challenger to American dominance. But China needs to consider why the billions of dollars it spends in aid and development do not give it a fraction of the returns Hollywood and Harvard deliver to US. Maybe China’s choice of allies like nuclear blackmailer North Korea and terror junction Pakistan doesn’t exactly inspire confidence of many nations. Amid global economic uncertainty, Chinese leaders are unbeatable when it comes to economic forecasts. In March 2015 Premier Li Keqiang set a 7% goal for GDP. In October he carefully noted the target is not cast in stone. But his fears proved baseless; China grew at 6.9% in 2015. In March this year, China announced a 6.5%-7% growth target. No prizes for guessing what the GDP will finally be. The real problem for China may be a lot worse than a communist cell massaging economic data before release by the national bureau of statistics. China is no longer growing at 9% and it is not folding up either. But it might be stalling. Despite his commitment to reforming state enterprises by giving markets a “decisive role”, Xi has been unable to implement required reforms. China may remain stuck in the middle income trap and worse, Chinese people may realise they have been fed opiates. India’s GDP figures, despite not capturing all relevant data, are more transparent. Its GDP forecasts mirror those of World Bank, IMF and OECD that see a 7.5% growth for 2016, hardly at variance with RBI’s 7.6% prediction for 2016-17. Further, economic statistics are subject to vigorous analysis with a free media ensuring plenty of dissent and discussion. Future trends see faster growth for India. By 2020, China’s growth is expected to stabilise at around 4.8% while India should tick along at 5.7%. So denying the emerging realities won’t help. Rather a pragmatic assessment should fashion China’s policies. Given their preoccupation with ensuring social and political control, the import of this scenario cannot escape China’s leaders. China’s great success in improving the health and education standards of its population is matched by subtle but firm political control. While the party has managed to stay out of the way of the daily lives of common citizens, it relies on a permit system (hukou) to regulate rural-urban migration. A secretive central organisation department charts careers of thousands of officials and government-supported NGOs quietly infiltrate the civil society space. India’s democracy despite its warts and aberrations prevented dictatorships that visited famine and death on millions of Chinese, as during Mao Zedong’s rule. When he set course for China’s rise as a modern nation, Deng Xiaoping advised his colleagues that it might be useful to “hide your strength, bide your time”. He also suggested that the best way to cross a river may be by “feeling the stones underneath”. China’s elites perhaps believe that it is time to get rid of subterfuges. After all 2016 is not 1978. But 2016 happens to be the year of the monkey, an animal more agile than either a hare or a tortoise and one that might recognise the value of testing the strength of a branch before essaying an injudicious leap.

' "Jai Hind! Let's start with a good Jai Hind!" Lieutenant General Syed Ata Hasnain (retd) says energetically as he takes the lectern on a pleasant afternoon in Kasauli. With him on stage is former JNU students union president Kanhaiya Kumar, actress-activist Gul Panag (her father Lieutenant General H S Panag is in the audience) and academic-activist Madhu Kishwar. As expected, it turns out to be a crackling debate on nationalism conducted mostly in Hindi, a nice departure from English language dominated lit fests. Kanhaiya Kumar, the first speaker, stresses that India's nationalism must be based on multiculturalism and ultra nationalism should be confronted and defeated. "We should be careful about a particular kind of nationalism," he says, "being generated based on hatred towards a particular community -- being manifested in the form of cricket nationalism, cinema nationalism and army nationalism." "You can say that you will not allow Fawad Khan to work in India, but when you don't allow Nawazuddin Siddiqui to act in a Ramleela that means your nationalism is not based on the identity of this country, but hatred towards a community," Kanhaiya Kumar says to a round of applause. "There is another nationalism -- army nationalism. 16 men from my family are in the paramilitary. A debate is being portrayed that you cannot say anything against the army," he adds. "We are not against the army, but against the misuse of the army for political goals." Sitting beside him is a general and a general's daughter, a testament to the free flow of thoughts unfolding on stage on day two of the Khushwant Singh Literary Festival. Doffing a hat to the army man sitting beside her, Gul warmly acknowledges her father, the former Army commander in charge of Jammu and Kashmir and the entire Line of Control, in the audience when it is her time to speak. She says she had wanted to join the infantry, but the Indian Army had not started recruiting women at that time. "I am a nationalist, but that doesn't mean I am blind to India's faults. There is a tendency to narrow the definition of nationalism to almost mean pro-government.. "All of us have the right to speak for what we think will make a better India and not be cowed down because we believe our opinion will be the only one." General Hasnain comes to the podium with the robust Jai Hind! and picks up with a point that Kanhaiya Kumar has made to begin his spirited talk on nationalism, most debated in India these days. The general takes on Kanhaiya Kumar's critique of the army and gives us an assessments of the Indian Army based on his experiences. One that is best understood in his own words. . "I reacted to what happened to Nawazuddin Siddiqui in a Times of India middle. In the army, in my unit mandir, the prayer was led by my wife and me and as you know I am a Muslim (Applause). That is what motivated me to write that article (on Nawazuddin). Anywhere you go to in the Indian Army you will find a sarv dharm sthal. If your idea of nationalism is multiculturalism, then you just have to go to the Indian Army. In the J&K Light Infantry, the MMG gun has been transformed to 'Mandir, Masjid, Gurdwara' (Applause). On the day of Eid, if the maulvi is not there, the granthi can lead the namaaz. Yeh Hai Indian Army! Kanhaiyaji, on the misuse of the Indian Army for ultra nationalism -- I want to say stop defining nationalism and patriotism because a lot of time will pass and you won't find that definition. It is better to come to demonstrative nationalism. I am a second generation officer. In 1947 when Partition happened, my father was with his unit in Peshawar. He was the only Muslim in an all Hindu unit. We are both from the Garhwal Rifles which is a purely Hindu regiment. My father's commanding officer asked him that Partition has happened and as the only Muslim officer what had he decided. My father said: 'Jo mulk mazhab ke naam pe banega who shuru mein celebrate karega par zyada din nahi chalega.' 'Par woh mulk jo har mazhab ke saath banega, shuruat mein mushkiliat aayengi, par woh mulk har samay ke liye celebrate karega.' (Applause). (A nation which is constructed on the basis of religion will celebrate, but will not exist for a long time.) (But a nation that takes all religions along will experience difficulties no doubt, but will celebrate for all times to come.) I too joined that regiment and we both became general officer commanding of the Indian Army. That is demonstrative nationalism. On social media when I said I will be with Kanhaiya Kumar on a panel, people started asking me, 'Why?' 'You are nationalist,' they said. I said Kanhiaya is also a nationalist, but I want to say some things to you (the general says, looking at Kanhaiya)... I invite you to come with for seven days with the Indian Army to the Kashmir valley. I'll take you to some areas in the valley that will change your mind. I will take all 16 members of your family that serve in the military because they have not been made to understand what patriotism and nationalism is (Applause). Those who say the Indian Army is persecuting Kashmiris... I was called the People's General. I will tell them that the reality is that the Kashmiri loves the fauj and what all the Indian Army has done, but if you listen to propaganda by Pakistan and other extranational forces, then you will speak with such thoughts. India is only 70 years old -- for the next 170 years these issues will continue because this country is evolving. Attempts will be made to take this nation off its track, but this nation will always remain on the correct track. It will be what its destiny is meant to be -- it will be a great nation. Jai Hind

नक्षल्यांवर प्रहार First Published :28-October-2016 : 05:15:04 पाकव्याप्त काश्मीरात लष्कराच्या लक्ष्यभेदी हल्ल्यानंतर सुरक्षा दलाने आंध्र प्रदेश आणि ओडिशाच्या सीमेवर २४ माओवाद्यांना कंठस्नान घालून फार मोठी मोहीम फत्ते केली आहे. या कारवाईने नक्षलवाद्यांना जबर हादरा बसला असणार यात शंका नाही. कारण एकाच मोहिमेत एवढ्या मोठ्या संख्येत नक्षलवाद्यांना यमसदनी पाठविण्यात आल्याची ही आजवरची पहिलीच घटना आहे. याबद्दल ग्रेहाऊंडस्च्या जवानांचे कौतुक करायला हवे. भारताच्या राष्ट्रीय सुरक्षेला दहशतवादापेक्षाही नक्षलवादाचा अधिक धोका आहे. देशातील १० राज्यांमधील १८० जिल्हे गेल्या अनेक वर्षांपासून नक्षली हिंसाचाराचा सामना करीत असून या काळात नक्षलवाद्यांनी हजारो निष्पाप लोकांचे बळी घेतले आहेत. विशेषत: गडचिरोली ते छत्तीसगडदरम्यान बिजापूर, सुकमा, तेलंगणाचा खम्मन आणि ओडिशातील मलकानगिरीपासून आंध्र प्रदेशच्या विजयवाडापर्यंतचा संपूर्ण पट्टा नक्षलवाद्यांसाठी रेडकॉर्नर बनला आहे. या रेडकॉनर्रमधील नक्षल्यांच्या कारवायांवर अंकुश घालण्याच्या दृष्टीने ही कारवाई महत्त्वाची ठरणार आहे. अलीकडच्या काळात नक्षल चळवळीला बरीच खीळ बसली आहे. यावर्षी आतापर्यंत पोलिसांनी एकट्या बस्तरमध्ये ८६ नक्षलवाद्यांना ठार केले. इतरही राज्यांमध्ये नक्षल्याविरुद्ध दंड थोपटण्यात आले आहे. याशिवाय नक्षल चळवळीत राहून नैराश्य आलेल्या अनेक नक्षलवाद्यांनी आत्मसमर्पणाचा मार्ग अवलंबला आहे. या परिस्थितीचा लाभ विकास यंत्रणांनी घेतला तर ही चळवळ मोडीत निघू शकते. कारण नक्षलवादाची समस्या सामाजिक आणि आर्थिक प्रश्नांशी निगडित असल्याने केवळ बळाचा वापर करून सुटणारी नाही. कायदा व सुव्यवस्था राखण्यासोबतच दुर्गम आदिवासी भागाचा सर्वांगीण विकासही यासाठी तेवढाच महत्त्वाचा आहे. दबाव वाढला की शांत बसायचे आणि सुरक्षा यंत्रणा शिथिल झाली की पुन्हा सक्रिय व्हायचे हे नक्षलवाद्यांचे डावपेच आहेत. त्यामुळे केवळ अशा प्रकारच्या कारवायांनी हा गंभीर प्रश्न मार्गी लागेल असे नाही. याला विकासाच्या सातत्यपूर्ण प्रयत्नांची जोड असावी लागणार आहे. नक्षलवादावर नियंत्रणासाठी शासनाकडून वेळोवेळी वेगवेगळे प्रयोग राबविण्यात आले. सलवा जुडूम हा त्यापैकीच एक होता. काही दिवसांपूर्वी बस्तरमध्ये नक्षलवाद्यांविरुद्ध जवळपास ६० हजार लोकांनी ललकार रॅली काढली होती. मात्र एवढ्याने भागणार नाही. कारण त्यात सातत्याचा नेहमीच अभाव राहिला. आज नक्षलग्रस्त भागातील लोकांनाही हिंसाचार नको आहे. तळपत्या लोखंडावरच हातोडा मारणे केव्हाही चांगले. शासनाने बळासोबतच दुर्गम आदिवासी भागातील लोकांच्या विकासाचे प्रामाणिक प्रयत्न केल्यास नक्षलवादाचा बीमोड होऊ शकतो, अशी आशा बाळगण्यास हरकत नाही. ४) Bookganga :- http://www.bookganga.com/eBooks/Books/details/5660308543730989926?BookName=Nakshalvadache-Avhan:-Chinche-Bhartashi-Chhupe-Yuddha माओवादाचे आव्हान पार्ट २ (google play) https://play.google.com/store/books/details/%E0%A4%AC_%E0%A4%B0_%E0%A4%97_%E0%A4%A1_%E0%A4%85%E0%A4%B0_%E0%A4%B9_%E0%A4%AE_%E0%A4%A4_%E0%A4%AE%E0%A4%B9_%E0%A4%9C%E0%A4%A8_Maovadache_Awhan?id=8R_-DAAAQBAJ&hl=en आणखी संबंधित बातम्या

'लष्कर-ए-तय्यबा' या पाकिस्तानी दहशतवादी संघटनेच्या दहशतवाद्यांनी 2008 मध्ये मुंबईतील वेगवेगळ्या ठिकाणी दहशतवादी हल्ले केले होते. दहशतवाद्यांकडून तीन दिवस हा रक्तपात सुरू होता. या हल्ल्यात 166 निष्पाप नागरिकांचा मृत्यू झाला, ज्यात परदेशी नागरिकांचादेखील समावेश होता. तीन दिवस सुरू असलेला हा दहशतवादी हल्ला संपूर्ण जगाने टीव्हीच्या माध्यमातून पाहिला. यामुळे भारतीय पोलीस आणि सुरक्षा रक्षकांच्या सतर्कतेवर प्रश्नचिन्ह उपस्थित करण्यात आले होते, असा उल्लेखदेखील त्यांनी पुस्तकात केला आहे. १८ सप्टेंबर रोजी बारामुल्ला येथील भारतीय लष्कराच्या उरी ब्रिगेड मुख्यालयावर आत्मघाती सशस्त्र दहशतवाद्यांनी हल्ला चढवला. ज्यामध्ये २० जवान शहीद झाले. उरी हल्ल्यानंतर आक्रमक झालेल्या भारताने थेट पाकव्याप्त काश्मीरमध्ये घुसून हल्ला चढवला. भारतीय जवानांनी २८ सप्टेंबरच्या ( बुधवारी) मध्यरात्री पाकव्याप्त काश्मीरमधील दहशतवाद्यांच्या ४ तळांवर हल्ले करून 38 ते 40 अतिरेक्यांचा खात्मा केला. हे दहशतवादी भारतात घुसखोरी करून घातपात घडवण्याच्या तयारीत होते, मात्र भारताच्या सर्जिकल स्ट्राईकनंतर दहशतवादी संघटना व पाकिस्तानचे धाबे दणाणले होते.

• First Published :27-October-2016 : 17:19:25 • ऑनलाइन लोकमत चीन, दि. 27- पाकिस्तानला दहशतवादी कृत्यांसाठी पाठिंबा देऊन चीन भारतावर वेळोवेळी कुरघोडी करत असल्याचं समोर आलं आहे. त्याच पार्श्वभूमीवर भारतातल्या सोशल मीडियावरून चिनी वस्तूंवर बहिष्कार घालण्याचा जोरदार प्रचार सुरू झाला. अनेक चिनी वस्तूंवर भारतातील व्यापारी वर्ग आणि ग्राहकांनी बहिष्कार घातला. त्यामुळे चीनच्या बाजारावरही त्याचा परिणाम झाला. मात्र आता चीनला जाग आली असून, चीननं भारतानं आमच्या वस्तूंवर सातत्यानं बहिष्कार टाकत राहिल्यास दोन्ही देशांतील संबंध बिघडतील, असा इशारा दिला आहे. "चीनच्या वस्तूंवर बहिष्कार घातल्यास भारतात चीन करत असलेल्या गुंतवणुकीवर त्याचा नकारात्मक परिणाम होईल, यासाठी दोन्ही देशांकडून द्विपक्षीय सहकार्य गरजेचं आहे. मात्र दोन्ही देशांतील लोकांकडून तसा समजुतदारपणा पाहायला मिळत नाही आहे", असे चीनचे भारतातील दूतावास शी लियान म्हणाले आहेत. "दक्षिण आशियात भारत हा चीनचा सर्वात मोठा भागीदार आहे. तसेच जगातील वस्तू निर्यात करणारा सर्वात मोठा नववा देश आहे. भारतातील अनेक व्यापा-यांनी चीनमध्ये बनवलेल्या फटाक्यांसह अनेक वस्तूंवर बहिष्कार टाकला आहे. चीन-पाकिस्तान यांच्यातील जवळिकीमुळेच भारतात चिनी वस्तूंबाबत नकारात्मक प्रचार होतो आहे. मात्र हा बहिष्काराला कोणताही कायदेशीर आधार नाही. दिवाळी या सणाशी संबंधित वस्तूंवरच हा बहिष्कार मर्यादित नसून त्याचा इतर सणांच्या वस्तूंवरही परिणाम होतो", असं शी लियान यांनी सांगितलं आहे. दरम्यान 2015मध्ये भारत आणि चीन द्विपक्षीय व्यापार 71.6 अब्ज डॉलरच्या घरात होता, मात्र तो आता 50 अब्ज डॉलर इतका खाली आला आहे. चीन फक्त भारतात 2 टक्केच व्यापार निर्यात करत असल्याचंही शी लियान म्हणाले आहेत. दिवाळीत वर्धा बाजारपेठेतून ‘चायना मेड’ हद्दपार दिवाळीत वर्धा बाजारपेठेतून ‘चायना मेड’ हद्दपार वर्धा, दि. 26 - दिवाळी हा सर्वात मोठा सण मानला जातो. या सणासाठी नागरिक आसुसलेले असतात. घरांची डेंटींग-पेंटींग, सजावट यासाठी वर्षातून एकदा दिवाळीला खरेदी केली जाते. विविध वस्तूंची खरेदी, रोषणाईसाठी दिवे आदी सर्व वस्तूंची खरेदी केली जाते. दरवर्षी बाजारात चिनी वस्तूंवरच अधिक भर दिसतो; पण यंदा देशात घडत असलेल्या घडामोडी आणि शासनाचे आवाहन लक्षात घेत बाजारातून ‘चायना मेड’ हद्दपार झाल्याचेच दिसून येत आहे. दिवाळी सणासाठी सध्या बाजार सजला आहे. विविध आकर्षक वस्तू बाजारात उपलब्ध करून ग्राहकांची मागणीही वाढत असल्याचे दिसून येत आहे. घरांच्या सुशोभिकरणासाठी झालर, प्लास्टिक व अन्य वस्तंूपासून तयार आकर्षक घंटी, तोरणे बाजारात अवतरली आहेत. या वस्तूंच्या खरेदीसाठी नागरिकांचीही गर्दी होत असल्याचे पाहावयास मिळते. दिवाळी सणासाठी पणत्यांनी बाजार सजला आहे. गत काही वर्षांपासून बाजारपेठेतील प्रत्येक वस्तूंमध्ये ‘चायना मेड’चा शिरकाव झाला होता. यावर्षी मात्र देशपातळीवरील घडामोडींमुळे चिनी वस्तूंचा प्रभाव कमी झाल्याचे पाहावयास मिळत आहे. आकाश कंदील, पणत्या, सजावटीच्या वस्तूंमध्ये चिनी शिरकाव होता; पण यंदा नागपूर, मुंबई यासह देशातील अन्य भागात तयार वस्तूंची भरमार असल्याचे दिसून येते. दुकानदारांनीही यंदा शासनाच्या आवाहनाला प्रतिसाद देत चायना मेड वस्तू विकण्यापासून फारकत घेतल्याचे बाजारात फेरफटका मारला असता दिसून आले. यावर्षी इलेक्ट्रॉनिक्स वस्तूंमध्येही ‘चायना मेड’ला फटका बसत असल्याचे दिसून येत आहे. केवळ मोबाईल सोडले तर अन्य वस्तूंमध्ये ‘मेड इन इंडिया’ला प्राधान्य दिले जात असल्याचेच दिसून येत आहे. घरांच्या सुशोभिकरणासाठी वापरल्या जाणाºया सिरीजमध्येही चायना मेडला हद्दपार करण्यात आले आहे. बहुतांश इलेक्ट्रीशीयन, कारागिर व दुकानदारांनी भारतात तयार झालेल्या सिरीज, विविध प्रकारचे दिवे वापरावर भर दिल्याचे दिसून येत आहे. काही इलेक्ट्रीशियनकडून इमारतींची रोषणाई करण्याचे कंत्राट घेतले जातात. यासाठीही त्यांच्याकडून भारतीय बनावटीच्या सिरीज, दिव्यांचा वापर केला जात असल्याचे सांगण्यात आले आहे.(कार्यालय प्रतिनिधी)

David Devadas Updated: Oct 27, 2016 08:45 IST There’s good news from Kashmir. No, the 'Kashmir problem' hasn’t been solved. None of the problems have been, actually. But it’s good news anyway that the government has decided to wake up to one part of the stinking rot under its nose. The rot has been around forever — at least 1,500 years if one goes by the historical poem, Rajtarangani — but governments of various sorts have either repressed the place or turned a blind eye in or to Kashmir. That tendency has grown by leaps and bounds over the past decade. The particular part of the rot that the government has just decided to acknowledge is that the state police has been compromised. On Saturday, 10 policemen were finally suspended. They are accused of not having resisted when boys who were taking up militancy snatched their weapons. And it's about time too. Enough blood has flowed down the fetid drains of Kashmir while the world at large has pretended that things are as the 'narratives' say they are. They are most certainly not and the mystery of the snatched rifles is a good illustration of that. The accusation against the policemen might as well be that they colluded with the wannabe militants who took their weapons. That would mean that they wear uniforms with the President of India’s police medal but assist and abet those fighting the State. It’s a pretty neat bargain for them, for they get salaries, perks, pensions, facilities and the much-favoured delight of oppressing and extorting from those who are not part of the network of power. So what exactly is the deal with these snatched rifles? Apparently, the organisers and handlers of the new militancy — which has been gradually emerging in south Kashmir over the past five years or so — did not want to send weapons for the new boys without testing them. So boys who wanted to be militants had to prove their militant capabilities by snatching weapons from policemen or paramilitary soldiers. It would seem that would be easy in a place where collusion and the free flow of power and wealth across presumed dividing lines is commonplace. The intriguing thing is how the powers that rule the state — and these powers include a variety of security agencies and forces — managed to not know what was going on. One is speaking here of the basic fact that guns were being snatched, not necessarily that those from whom they were being snatched could be colluding with the loot of their own weapons. That is the amazing vitality of a conflict economy such as this one! On both sides That people of all sorts have been playing both sides simultaneously in this unbelievably vitiated place has been well-known to all but the blind, deaf and mute. Those who have been playing both sides include politicians, bureaucrats, militants and mediapersons, so why would the list not include policemen and others charged with fighting militancy? The uncomfortable fact that stares us in the face is that the police force has been compromised, very deeply compromised, for years. But most of us have gone along with the pretence that lines dividing State and anti-State, 'mainstream' and 'secessionist', friend and enemy, ours and theirs exist. It became clear around a year ago that information had been leaked to militants when one of the most effective operatives of the state police was killed when he went to try and nab one of the most important militants of recent years, and a bunch of highly-trained infiltrators. The victim was a sub-inspector who was nicknamed 'laptop' for his immense skills at cyber tracking. He was said to be a walking-talking encyclopaedia of information on militants. Not only did it become clear that that officer was working with a double (or triple) agent, but also that such a valuable officer whose talent was behind a computer was apparently persuaded to go to the site where he was ambushed and killed by those who he thought he was tracking. Did colleagues who saw him as competition engineer that? Faced with a tongue-lashing from the highest authorities, and public outcry, the state police killed the militant who had ambushed and killed that operative — and they did it with amazing alacrity. They did not, however, nab or kill the group of at least eight Pakistani militants who that operative’s killer had gone to receive soon after their infiltration. Those militants have wreaked havoc against the forces in several militant attacks since the beginning of the year.
