APPESEMENT OF MUSLIMS IN CONGRESS MANIFESTO

PLIGHT OF HINDUS IN BANGLADESH

ARMY MODERNIZATION IN DOLDRUMS

An army in search of artillery HDFC Bank™ Limited - Offers Car Loans, Personal Loans, Credit Cards & NRI Services. Apply! www.hdfcbank.com Ads by Google Rahul Bedi Share · print · T+ 1 Despite the efficacy of artillery firepower unleashed by the Bofors howitzers during Kargil, the Army’s longstanding Field Artillery Rationalisation Plan stands stymied God, Napoleon said, fights on the side with the best artillery. The legendary French general’s foot and horse artillery repeatedly demonstrated its lethal capacity against his European adversaries by degrading their formidable formations before his cavalry and infantry moved in to victoriously conclude the fighting. But applying Napoleon’s adage to the Indian Army’s prevailing dismal artillery profile is absurd. It would preclude God’s cooperation to the Artillery Directorate, whose 180-odd field regiments employ six different gun calibres, a majority of them obsolete. And if that were not enough cause for worry in an increasingly turbulent region, the Army’s catastrophic artillery woes just got progressively worse. Lack of communication Unsurprisingly, these have been triggered yet again by the Ministry of Defence’s (MoD) extended stoic silence on acquiring 145 desperately-needed M777 155mm/39-calibre BAE Systems light-weight howitzers (LWH) and Laser Inertial Artillery Pointing Systems via the U.S.’s government-to-government Foreign Military Sales (FMS) route. Due to the inexplicable lack of communication by the MoD regarding the LWHs and the absence of any other orders in the pipeline, BAE Systems was forced in October to shut down its M777 facility at Barrow-in-Furness, northern England, where around 30 per cent of the 4,200-kg gun is fabricated. The remaining 70 per cent — including its notable titanium barrel and other aluminium alloys which make it lighter are made at the BAE Systems plant in Hattiesburg, Mississippi, which also undertakes the final assembly of howitzers. The Hattiesburg plant too is expected to close by March 2014 following the lack of communication from the MoD. But more crucially, nearly half of around 200 technical experts — including engineers — laid off at the BAE’s Barrow facility have been absorbed into the company’s submarine-building operations in the same town. Industry officials said they were unlikely to return to the M777 line, which is almost certain to be revived at some point to execute the Indian order. Consequently, recruiting and training new technicians to build the M777s will not only add to the already-inflated cost of re-opening and re-certifying the terminated LWH line for India, but further delay the much-postponed procurement. Cost escalation Acquiring the LWH howitzers is a priority for the Army, according to the Artillery Directorate, which is highly displeased by the MoD’s delay in furnishing the M777 contract. The acquisition will equip the Army’s proposed Mountain Strike Corps and fourth artillery division for deployment along the unresolved northeastern Chinese frontier. However, acquiring the M777s will now cost India $885 million, 37 per cent more than the earlier offer of $647 million valid for nearly three years till August 2013. The extra charge is tacked on to cover the expenses BAE Systems undertook in having kept production lines open for over 12 months in anticipation of the Indian order, having resurrected extended component supply chains since terminated and, now, having trained over 100 and possibly more technicians for the LWHs Barrow plant. The MoD’s recent conduct is odd considering that it had, in January this year, dispatched a team (comprising officials from the Ministry and the Army’s Corps of Electronic and Mechanical Engineers and the Directorate General of Qualitative Assurance) to the U.S. to conduct Maintainability Evaluation trials on the M777s. These efforts constitute the final round of the trials, conducted by the services for all materiel procurement, to confirm that the equipment parameters conform to the stipulated Qualitative Requirements (QR). A final round of price negotiations and spares and maintenance support will be held before the deal is inked. The M777 contract, beset from the outset, had earlier faced a lawsuit from a rival vendor. The issue was eventually resolved two years later and negotiations with the U.S. to acquire the howitzers resumed. Further, the M777s ‘confirmatory’ firing trials conducted, in mid-2010 in the Rajasthan desert and Sikkim were compromised after their classified outcome was posted anonymously to Army Headquarters in February 2012. An inquiry into the leaked report revealed nothing. At the behest of the MoD, BAE Systems has, since 2010, extended its commercial bid for guns five times in addition to conducting eight rounds of negotiations on investing its mandatory 30-per-cent offset obligation of $209 million in the country’s private and public sector. However, the MoD has now retreated, observing, since February this year, strict radio silence. “Slippages in the Army’s artillery procurement programme, delayed by over a decade, are liable to slip, further raising serious operational implications,” a senior artillery officer has said. He warned that if acquisitions like the M777 were not decided upon imminently, the Army could face a situation where it simply had no long-range firepower in a neighbourhood where its enemies were better equipped. Despite the widely-accepted efficacy of decisive artillery firepower unleashed by the FH-77B Bofors howitzers during the 1999 Kargil conflict, the Army’s longstanding Field Artillery Rationalisation Plan stands stymied. Under this Plan, the Army proposes to acquire, by 2025-27, a mix of around 3,000-3,600 155mm/39-cal light-weight howitzers and 155mm/52-cal towed, mounted, self-propelled (tracked and wheeled) howitzers through imports and local, licensed manufacture for an estimated $5-7 billion. But all these acquisitions continue to be deferred due to bureaucratic delays and a bewildering string of issuing, withdrawing and re-issuing of tenders by the MoD, inconclusive trials and QR overreach by the Artillery Directorate thwarting howitzer upgrades. The programme to locally build FH-77B howitzers to make up artillery shortages, suffered a setback in August after the barrel of one of the prototype guns burst during firing trials in Rajasthan. An inquiry is underway into the accident, which involved howitzers built by the Ordnance Factory Board (OFB) based on technology transferred to it in 1987 alongside the purchase of the 410 Bofors guns that have never been operationalised. Shortfalls and obsolescence All this has been further complicated by the MoD having blacklisted at least four overseas howitzer vendors without providing any clarity on their respective statuses. This has further impeded artillery acquisitions where shortfalls are alarmingly high and proliferating. The Army employs Soviet D-30 122mm guns, the locally-designed and OFB-built 105mm Indian Field Guns (IFG) and its Light Field Gun (LFG) derivative, the FH-77B 155mm/39-cal Bofors howitzers (presently reduced to half their original number of 410 due to non-availability of spares and cannibalisation), Soviet 130mm M46 towed field guns and 180 M46s unsatisfactorily retrofitted by Israel’s Soltam to 155mm/45-cal. However, the limited 17-km strike range of the IFG, which has been the mainstay of the Army’s artillery regiments for over three decades, is, in today’s battlefield environment, largely irrelevant as the envelope of battle contact at the tactical level has almost doubled to over 30 km. Besides, many armies had inducted mortars with enhanced ranges of 12-14 km, virtually neutralising at minimal cost the IFG’s marginally-longer-reach, urgently necessitating the induction of more capable artillery. (Rahul Bedi is the India Correspondent of Jane's Defence Weekly ) Acquisitions are continually deferred due to bureaucratic delays and inconclusive trials

SECULAR INDIA-650 WAYS OF BECOMING SECULAR

ARTICLE 370& KASHMIR

BENDING BACKWARDS FOR PLEASING CHINA

The Chinese juggernaut has been rollicking on for quite some years now and the trepidations are very much visible in its neighbourhood as well as all over the globe. But this should be an awakener for India and the world: "The Six Wars China is Sure to Fight in the next 50 Years." An article with this precise heading was published by the pro-Beijing Chinese language daily Wen Wei Po on 8 July 2013. This writer is certain that this article must have seized the Indian government by its balls, so to say, but this writer is not sure that the general Indian public would have been aware of it. That is why this write-up. A Chinese naval ship. AFP As per this article, China will wage these six wars in the next fifty years to reclaim what the Chinese believe to be national territories lost since Imperial China was defeated by the British in the Opium War of 1840-42. In the Chinese perspective, as per this article, that particular defeat triggered China’s "Hundred Years of Humiliation". Moreover, the newspaper has also given the approximate time frame when and exactly where China will be fighting these "sure" wars in the next fifty years. By the newspaper’s account, China’s upcoming wars in the next half a century will be these: * The 1st War: Unification of Taiwan (Year 2020 to 2025). * The 2nd War: "Reconquest" of Spratly Islands (Year 2025 to 2030) * The 3rd War: "Reconquest" of Southern Tibet (Year 2035 to 2040) * The 4th War: "Reconquest" of Diaoyu Island [Senkaku] and Ryukyu Islands (Year 2040 to 2045) * The 5th War: Unification of Outer Mongolia (Year 2045 to 2050) * The 6th War: Taking back lands lost to Russia (Year 2055 to 2060) The Indians will naturally be most interested in the third war in this list. Therefore, it is worthwhile to reproduce in full what the newspaper says about it. Here it is. The 3rd War: "Reconquest" of Southern Tibet (Year 2035 to 2040) China and India share a long border, but the only sparking point of conflicts between the two countries is only the part of Southern Tibet. China has long been the imaginary enemy of India. The military objective of India is to surpass China. India aims to achieve this by self-development and importing advanced military technologies and weapons from the US, Russia and Europe, chasing closely to China in its economic and military development. In India, the official and media attitude is more friendly (sic.) towards the US, Russia and Europe, and is repellent or even hostile against China. This leads to unresolvable (sic.) conflicts with China. On the other hand, India values itself highly with the aids from the US, Russia and Europe, thinking it can beat China in wars. This is also the reason of long lasting land disputes. Twenty years later, although India will lag behind more compared to China in military power, yet it is still one of the few world powers. If China uses military force to conquer Southern Tibet, it has to bear some losses. In my opinion, the best strategy for China is to incite the disintegration of India. By dividing into several countries, India will have no power to cope with China. Of course, such plan may fail. But China should at least try its best to incite Assam province and once conquered Sikkim to gain independence, in order to weaken the power of India. This is the best strategy. The second best plan is to export advanced weapons to Pakistan, helping Pakistan to conquer Southern Kashmir region in 2035 and to achieve its unification. While India and Pakistan are busy fighting against each other, China should take a Blitz to conquer Southern Tibet, at the time occupied by India. India will not be able to fight a two front war, and is deemed to lose both. China can retake Southern Tibet easily, while Pakistan can control the whole Kashmir. If this plan cannot be adopted, the worst case is direct military action to take back Southern Tibet. After the first two wars, China has rested for around ten years, and has become a world power both in terms of military and economy. There will only be the US and Europe (on the condition that it becomes a united country. If not, this will be replaced by Russia. But from my point of view, European integration is quite probable) able to cope with China in the top three list in world power. After taking back Taiwan and Spratly Islands, China has great leap forward in its military power in army, navy, air force and space warfare. China will be on the leading role in its military power may be only second to the US. Therefore, India will lose this war. Before we go any further it would be better to know more about Wen Wei Po. It is a broadsheet Chinese language daily, being published for past over 75 years. It started publication from Shanghai in January 1938 but ten years later shifted its headquarters to Hong Kong. Westerners have dubbed it as “a mouthpiece of China”, barring a rare exception when the paper criticized use of force in the Tiananmen Square protests in 1989. Soon thereafter the top brass of the editorial board was shunted out. This brings forth many questions and posers. First of all, it paints China in a very bad light. It shows that the so-called Chinese "peaceful rise" will not be that "peaceful" after all. If China continues to progress, economically and militarily, at the breakneck speed it is currently progressing then it is a sure cause of worry for the region and for the entire international community. It proves that the international community is, after all, not unnecessarily worked up over China’s "peaceful rise". The international community indeed needs to do something, and fast, to ensure that the world does not get gobbled up by the unstoppable Chinese might. Two, from the Indian perspective, it is yet another provocation from the Chinese or China-controlled or China-influenced media that the world is not safe if China continues to beef up its military and economic muscles. After all, last year there was a write-up from a Chinese think tank writer, extensively covered by the state-controlled Chinese media that India needs to be broken into “thirty or forty parts". There has been no condemnation of the earlier write-up or the “six wars" article by the Chinese so far that this writer is aware of. Three, the Wen Wei Po article has been in public domain for over 100 days now. But what is not in the public domain is the Chinese reaction to this. This is dangerous for the immediate neighbours at large and the world in particular. This also puts a big question mark on the new Chinese leadership as to how the new generation Chinese leaders is going to present itself before the world community. If the Chinese strategy is correctly reflected from this article, then China will be seen as a relentless, power-thirsty nation whose abiding principle is “might is right” and with scant regard for international relations. As per this article, China is all set to wage a war not just against rivals like India, Japan and Vietnam, but also friends like Russia. Though the article looks like a midsummer night dream of a fool without taking into account the vast array of imponderables and geo-strategic imperatives, it is for Beijing to set the record straight and ally the international community’s fears that have been enormously heightened by this article. After all, the affected nations like India cannot be expected to demand an explanation from Beijing merely on the basis of a media article! WHEN A SOLDIER CRIES

When a Soldier Cries Major General Mrinal Suman, AVSM, VSM, PhD The profession of arms is all about management of violence, destruction and death. As it is not easy to muster courage and nerve to kill other human beings, soldiers are trained to acquire a streak of raw ruthlessness and brutality. Consequently, according to common perception, soldiers are supposed to be cold-hearted and unsentimental fighters, totally impervious to emotional weaknesses. It is just not ‘soldierly’ to cry and shed tears like other mortals. But then as Voltaire said, “Tears are the silent language of grief”. Grief is a fundamental sentiment. It spares no one and soldiers are no exception. Soldiers by nature are highly sensitive to the environment and its responses. However, soldiers do not grieve through wailing, howling, weeping and even sobbing. Their grief finds expression not through tears but through their silent anguish. Here are five triggers that overwhelm soldiers’ hearts and make them cringe with pain. When he loses in battle Soldiering is not a profession. It is a commitment that every soldier undertakes with missionary zeal to defend his country. It stretches much beyond the normal call of duty as is commonly understood. It is a matter of honour for a soldier to fight and win, whatever be the challenges and cost. It is a trait that becomes an inalienable part of every soldier’s character and provides motivational sustenance. Soldiers see themselves as the sole guardians of national security. Being the last bastion of the state, the military is fully aware of the fact that it cannot fail the nation, whatever may be the odds. Memories of reverses suffered during the Chinese aggression of 1962 still cause immense pain. Despite the fact that the soldiers were ill-equipped and ill-clothed to fight in snow-bound areas, their devotion and valour were in the highest traditions of the services. Soldiers were not to blame for the failure, yet they felt that they had let the nation down. Scars of retreat in the face of the Chinese onslaught continue to haunt to date. Inability to dominate and crush forces inimical to national interests makes soldiers miserable. They become restless for an opportunity to redeem their lost honour. When he loses a mate Self preservation is a strong natural instinct and subordination of personal interests to group interests is against normal human psyche. However, military life is all about camaraderie and group cohesion. Indian military thrives on shared commitment among soldiers to achieving the assigned goal. Shared commitment flows from cohesion developed through rigorous training, caring and emotional bonding. It is not uncommon to see soldiers risk their lives for their colleagues. Soldiers are neither reckless nor impulsive. They are fully aware of the trauma and privations their families would have to suffer should they die in the call of duty. Their inexplicable behavior is purely due to intense attachment and loyalty to their colleagues and the group. The worst thing for a soldier is to lose a ‘buddy’. Poignant notes of the ‘Last Post’ send shivers down the toughest of soldiers’ backs. Tears shed in the memory of a fallen comrade are invariably accompanied by a sense of guilt and helplessness. Many tend to blame themselves for their failure to save their colleague’s life. This is the reasons why arms are reversed while bidding final farewell to a friend. When his leaders let him down Military as an institution sustains itself on the trust-loyalty equation existing between the leadership and the rank and file. To be trusted is the greatest compliment that a leader can earn. Trust is the expectancy that the followers can rely on a leader’s immaculate personal conduct and professional competence. It flourishes on the credibility that a leader enjoys in his command. Soldiers willingly repose faith in a leader in the belief that he would remain incorruptible and morally upright. When military leaders indulge in land grabbing, sale of liquor or fake encounters, soldiers start wondering whether such leaders deserve their trust and confidence. They get disillusioned as their faith in the uprightness and integrity of the leadership gets shaken. They feel let down by the leadership that they had trusted unquestioningly. Worse, loss of credibility makes soldiers doubt their military competence and worthiness. They cry out in anguish as they find that their icons of morality are unworthy of their trust. When countrymen fail to understand him Soldiers’ dedication to duty, loyalty to the nation and willingness for the supreme sacrifice are driven less by material considerations and more by an overwhelming urge to earn love and respect of their countrymen. As the soldiers know that their image in the society is dependent on media projections, they tend to be very sensitive to adverse publicity and undue criticism. They feel betrayed that their national media ignores their contribution and highlights a few aberrations. Soldiers do not question subjecting the military to public scrutiny. However, they want it to be done in an objective and balanced manner. For example, quite unfairly, in the recent case pertaining to Adarsh Housing Society, the media has twisted the facts so blatantly to make it appear to be a scam perpetrated exclusively by the service officers. Worse, Army’s prompt action against transgressing officers is never recognized. Further, it is most demoralizing when a few self-proclaimed chair-bound activists make their living through regular military-bashing. According to them, anti-national crowds can throw stones at uniformed persons and maim them, but return fire in self-defence is not acceptable. It is unfair to expect that there would be no aberrations in a 1.3 million strong force. However, it must be appreciated that 90 percent of the troops are deployed on borders or in counter-insurgency operations. Soldiers doing duty in remote and uncongenial areas feel terribly pained when a few acts of misdemeanor and indiscretion are cited to paint a negative picture of the services as a whole. They wonder if the countrymen understand their trials and tribulations. They cry for the nation’s empathy and recognition. When the government shows apathy A supportive government’s compassion acts as a major motivator for the soldiers. It is not a question of financial remunerations alone. It is the way a government treats and values its soldiers that matter. Except for token inanities on Independence Day, the Government has singularly failed to appreciate the intensity of sense of hurt of the soldiers at their continued neglect. Frequent degradation of their status through manipulated pay commission awards has made them skeptical about government’s intent. In the recent past, India was witness to the most unfortunate sight of numerous military veterans returning their medals to the President to register their protest against Government’s indifference to their pleas. Medals earned during active service are the proudest possession of soldiers and their being driven to surrender them should have made the Government sit up and take note. But true to its wont, the Government remained totally unconcerned and unmoved. This episode will certainly go down as a dark chapter in the history of Independent India. When the government expresses its inability to spare a small piece of suitable land for a war memorial in the capital to honour independent India’s martyrs, it hurts every soldier. They consider it to be an affront to the memory of those who made the supreme sacrifice. When a senior member of the ruling party declares that commemoration of Kargil war is not warranted as the war took place due to an intelligence failure of the earlier government, soldiers are left aghast at the brazenness of the logic. When the government adopts a negative attitude and makes no effort to redress their genuine grievances, the soldiers are left a disillusioned lot with no one to provide solace. Finally Military is a social organization, albeit highly structured and disciplined. It consists of living human beings with their normal share of sentiments and idiosyncrasies. Soldiers also emote and go through phases of elation and sorrow. It is just that they are trained to keep their emotions under control lest it affects their performance in crisis situations. Their anguish remains muted due to their strong sense of loyalty to the country and to uphold military honour. For that reason, soldiers need to be handled with care and compassion

ARM CHAIR EXPERTS ON KASHMIR FROM ENGLISH NEWSPAPER

Is It Time to Withdraw the Army from Kashmir? Share on yahoomailShare on facebookShare on twitterMore Sharing Services Vivek Chadha December 13, 2013 A study of insurgencies reveals that security forces tend to lose the support of intelligentsia and media, as the movement tends to prolong. It is often a result of either low levels of violence or casualties, beginning of an electoral process and the re-establishment of local administration machinery. More importantly, it is the result of missing the wood for the trees. This is especially true for Jammu and Kashmir (J&K). A recent opinion piece by the Editor of a major national daily, argued that it is time for the withdrawal of the army from Kashmir. In his article, he alludes to the army vetoing government proposals on Siachen troops withdrawal and dilution of Armed Forces Special Powers Act (AFSPA). He contends that past conditions represented “a proxy war launched from Pakistan and they have been defeated”. He further adds that if “Hizb or Lashkar thugs again surface some place, you can easily confront them with overwhelming force within minutes.” Finally, in order to illustrate peace on ground, he quotes a figure of 17 security force casualties in 2012.1 The spirit of the article rightly highlights the need to build upon the peace dividend, offered by the relative conditions of peace in the state. The need for bold and imaginative political initiatives, as must always be the case for final settlement of popular discontentment, is also seconded without reservation. However, the reading of the situation and solutions offered indicates a rather simplistic understanding of conditions in India’s neighbourhood and within the state. The assertion that the army can veto a government proposal on issues like Siachen or AFSPA, is either a case of misunderstanding of constitutional powers and privileges, or an under estimation of parliamentary democracy. The last sixty years have proved on more occasion than one that the armed forces remain firmly under the control of civilian leadership in India. It has also been seen that decision making remains a function of elected representatives, albeit with advice from various state organs. Therefore, while the advice of the army on both issues is in public domain to deduce that this advice functions as a veto, is a gross overestimation of the powers and influence of the men in uniform. The government receives inputs from various sources, as a prelude to decision making. Critical inputs are provided by intelligence agencies, as well as state and central administrative representatives. Army happens to be one amongst these agencies. The article also declares defeat of Pakistan’s proxy war in J&K. This would be the likely conclusion, if the basis of assessments are the violence figures between 2008 and 2012 (Table 1). Table 1 - Trends of Terrorist Violence in J&K Year Incidents SFs Killed Civilians Killed Terrorists Killed 2005 1990 189 557 917 2006 1667 151 389 591 2007 1092 110 158 472 2008 708 75 91 339 2009 499 79 71 239 2010 488 69 47 232 2011 340 33 31 100 2012 220 15 15 72 Source: Annual Report 2012-13, Ministry of Home Affairs2 However, a careful analysis of existing circumstances belies these claims and can often throw up misleading results. A brief look at the increased violence figures along the LoC, not only highlights this paradox, but also provides a sign of times to come in 2014. 2013 witnessed the highest ceasefire violations in eight years. This was also accompanied by a sharp increase in security force casualties until August 18, 2013. By this time, 36 soldiers had already been killed, as compared to 15 during the complete 2012. This was also accompanied by higher numbers of successful infiltration, which is borne by an increase in security force casualties within the state. This is by no stretch of imagination a situation, which can be classified as return of normalcy in the state. The security situation in the state is not only linked with the conditions along the LoC but also geo-political realities in India’s neighbourhood. A closer look at the events in the Af-Pak region suggest that the de-induction of US led forces from Afghanistan in 2014, is likely to become a tipping point for Pakistan to re-establish its control by proxy in that country. This could witness, a deflection of jehadi forces from Afghanistan towards their next battle ground in Kashmir. Irrespective of this possible deflection of jehadi forces, the end of war in Afghanistan is definitely likely to result in release of Pakistani forces deployed in the region and their re-deployment along traditional areas of the border with India. Both these factors will strengthen Pakistan’s ability to heighten tensions along the Line of Control (LoC), as also induct terrorists through vulnerable areas. This should in turn call for careful analysis and monitoring of the developing situation in India’s neighbourhood. The call for de-induction of the army from the state is also misleading. The deployment in J&K follows a three tier pattern. The urban areas are provided security by the local police and central police forces. The rural hinterland has the deployment of Rashtriya Rifles (RR), which is a para military force. The army is deployed on the LoC, with the task of maintaining the territorial integrity of the country and stopping infiltration of terrorists. Therefore, any call for de-induction of the “army” is misleading. If it is presumed that the call actually pertains to the RR, then it needs careful analysis if its areas of deployment are peaceful enough for denudation of forces. It also needs to be questioned if the already stretched CRPF, which also looks after Naxal hit areas has the numbers and capacity to undertake this additional responsibility. The army has maintained for long that deployment in counterinsurgency areas adversely impacts its ability to concentrate on its primary role of guarding the nation’s borders. It is in the interest of the country and the army that the CRPF takes over these responsibilities. However, the question that begs an answer is, whether the CRPF is ready for this task? The final assertion of the article deals with the ability to redeploy in case of an adverse situation in a matter of “minutes”. It needs to be understood that the mere deployment of a force is not a guarantee for its immediate effectiveness. Unlike flag marches in aid to civil authorities, deployment in terrorist infected areas requires the buildup of operational and intelligence network by units, which takes months if not years of diligent effort. Secondly, the initial deployment of security forces in an area is often referred to as the “kinetic” phase of operations, which is usually accompanied by heavier casualties and collateral damage, given the large presence of terrorists. Therefore, re-deployment is likely to be accompanied by not only greater security force casualties, but more importantly civilian ones as well. Therefore, any decision to de-induct forces must be deliberate, reasoned and well considered. Over a period of time, some sections within the media and intelligentsia have misunderstood the army’s presence in disturbed areas as a reflection of its vested interests. It is time that the reality of its role and responsibility are better understood and articulated. The induction of the army in an internal security scenario is accompanied by the task of bringing violence down to levels, wherein, the elected representatives of the state and the administrative machinery can function effectively. At this stage, political negotiations attempt to find a respectable and long term solution to the problem at hand. Therefore, the timing of these negotiations and the call to undertake bold measures must be a decision guided by the elected representatives of the country. The army was and shall remain one of the cogs in the wheel that assists in the running of state machinery. The reduction of the army’s numbers, visibility and presence must come. However, the prevailing realities in India’s neighbourhood, its impact on J&K, as well as the recent spurt in violence suggest that the time is not opportune for this decision. It would be appropriate to better understand the impact of US led de-induction from Afghanistan in 2014, along with the conditions both on the LoC and inside the state, before a decision on the issue is taken.
