First Suggestion to give jobs to Daily earners.

 Creating productive employment to millions.
Introduction- India will have millions of workers who have lost their livelihood thanks to Corona virus. The number may swell more as the companies; MSMEs will have to reduce workforce in order to survive. Sectors after sectors are in unprecedented difficulties such as Tourism, Airlines, hotel industry to name a few. How to give these millions of workers productive jobs that will be long lasting is the objective of this paper. This is already proven method and one Col Patil’s NGO has de -silted Khadkawasala dam and added one TCM to Pune’s water supply. Fortunately, we have at least two months to work if a fast decision is taken.
1)De- silting of Dams, large and medium water tanks and canals.- Most of these now have 35-50% less capacity due to silting over the years. Making new dams is not only very expensive but also time consuming. Some important improvements in this proposal to ensure speed, and ensuring that the projects are actually done are
a) Use maximum machines such as JCBs, bulldozers, Poclain and Road rollers to ensure speed and easy verification.
b) The Excavated mud should be given to farmers or sold to brick manufactures. There is acute shortage of good quality soil for brick manufacturing.
c) Excavated sand should be sold to construction industry. (Ujani dam in Maharashtra on Bhima river, has sand worth more than Rs 50,000 Cr.)There so much shortage of sand that there is rampant theft, and corruption.
d) Excavated rocks can be used to make water tanks, or can be crushed into metal to be used in Concrete roads.
e) Soft rock (Murum) can be used for leveling or refilling.
f) All the work should be monitored by CCTV, Drones, and Mobile cameras to ensure that we get value for money. The payment should be partly in grain (Food for work) and partly in cash.

Second suggestion to give jobs to unemployed and daily earners.
Dredging to connect National Waterways No1(NWI) to National Waterways No2.(NWII).
Introduction.
Connecting NWI to NWII  is of such Strategic importance that it prevents war even if Siliguri corridor is attacked and the only single rail line and roads are cut off ,we can supply our troops in North East easily .Ganga flows from India to enter Bangladesh and from Assam comes Brahmaputra river ,then flows to bay of Bengal. So, if suitable ships enter Bangladesh and turn towards India, they can enter India at Dhubri and then by river we can send reinforcement up to Sadia, almost 900 Km away.
Some parts of Brahmaputra are still not dredged as work is proceeding, it may take a year to complete it. India has an agreement with Bangladesh 
India has a joint venture to get technology from Shalimar Shipyard of Bangladesh to western Shipyard from Kolkata. A massive order of 70 Ships has been given from 700 tons to 15,00 tons, has been given to Indian shipyard by then defense minister Mrs Nirmal Seetharaman.
Griffin hovercrafts from Indian Coast guard can be used to transport men and ammunition fast. There is an order from Army to buy these Hovercrafts. The sanction is for Rs 5,100 Cr for the hovercraft and ships. The ships will start rolling out this year onwards.
The dredged material should be used create flat land on both banks of Brahmaputra river. There should be Industrial area in Northern side and defense production units in Southern side.
These Industrial areas and defense units would create large number of jobs, and make our troops in North East almost self-sufficient. Assam already has many Petroleum and Petrochemical factories. A fighting division requires about 250-300 tons of supply , mostly POL which is abundant in Assam.
Tremendous job opportunities in Cruise tourism, infrastructure such as jetties, roads, Industrial areas etc.
Integration of NE India to nation.

Third suggestion to give jobs to daily earners and unemployed Indians.
Put daily wager ,unemployed Indians to clean India’s open spaces.
A very large number of Indians can be given important work of cleaning open spaces, rail tracks, and areas near high ways. The cities are cleaned, railway stations are cleaned, but just few meters from them garbage is everywhere. That garbage will go in water, when rainfall starts. It is through water that majority of diseases start.
These workers can be put to take out plastic from water bodies, rivers, beaches and tourist places.
In cities the garbage is regularly lifted and disposed, where as in villages , there is no regular lifting of garbage, so putting these daily wage earners to clean inside and outside villages will create better India , with fewer diseases.
Many of India’s tourist places like temples, forts , palaces are dirty ,so cleaning them will attract more tourists.
Some verifiable methods like use of drones, collecting plastic garbage by kilos, CCTV or Mobile photos or excellent supervision will ensure desired results.

Fifth suggestion to give jobs to unemployed and daily earners to their homes.
Giving jobs to semi-skilled daily earners and unemployed in manufacture of Hand sanitizers, safety gloves, scientifically designed masks, and PPEs.
Those workers who are skilled or semi-skilled but have lost jobs in MSMEs, can be given intense training in manufacturing the safety requirement, the necessary alcohol can be reserved from manufacturers or sugar mills.
Most skilled can be employed in manufacturing Personal Protection Equipment.
The possibility of working from home should be explored so that women too can participate. Taking help of organization like Lijjat Papad (biggest employer in Pune with more than 33,000 Employees or Telco Gruhini Udyog can be taken.
In time like this the work must reach to households ( Lijjat Papad Model).This method ensures correct daily payment.
