राजकारण्यांना सरसकट ‘इडियट’ म्हणणे हे पूर्ण असत्य नाही आणि पूर्ण सत्यदेखील नाही. ते फार तर ‘पाव सत्य’ असू शकते. मात्र भारतरत्न राव यांनी विज्ञानविषयक धोरणाची केलेली चिरफाड ही ‘शंभर टक्के सत्य’ आहे. तेव्हा राव यांनी सांगितलेल्या ‘पाऊण सत्या’चा विचार करणेच फायद्याचे ठरू शकेल. राव यांचे ‘पाऊण सत्य’ ‘भारतरत्न’ पुरस्काराने सन्मानित झालेले ज्येष्ठ शास्त्रज्ञ सीएनआर राव यांनी देशातील राजकारणी, सत्ताधारी आणि विकासाची धोरणे याबाबत अत्यंत परखड मते व्यक्त केली आहेत. तीन दिवसांपूर्वीच राव यांना मास्टर ब्लास्टर सचिन तेंडुलकर याच्यासह भारतरत्न पुरस्कार जाहीर करण्यात आला. त्यानंतर रविवारी या दोघांनीही पत्रकार परिषदा घेऊन भावना व्यक्त केल्या. सचिनने त्याच्या स्वभावानुसार त्याची मते सौम्यपणे व्यक्त केली. सीएनआर राव यांनी मात्र अत्यंत परखड शब्दांत टीकास्त्र सोडत देशाच्या विज्ञानविषयक धोरणाची लक्तरेच काढली. राज्यकर्ते आणि समस्त राजकारणी मंडळींची ‘इडियटस्’ अशी थेट संभावना केली. राव यांनी राजकारण्यांना सरसकट ‘इडियट’ किंवा अक्कलशून्य म्हणणे खचितच आक्षेपार्ह आहे. कारण राजकारणी ‘इडियट’ असते तर तेंडुलकरच्या जोडीने राव यांचाही देशाचा सर्वोच्च पुरस्कार देऊन सन्मान करावा, अशी अक्कल किंवा शहाणपणा त्यांना सुचला नसता. ‘मिशन मंगळ’ किंवा ‘मिशन मून’सारख्या अवकाश मोहिमा राबविल्याच गेल्या नसत्या. ‘इडियट’ हा शब्दप्रयोग राव यांच्याकडून कदाचित बोलण्याच्या ओघात झाला असेल; पण तरीही तो झाला नसता तर बरे झाले असते. सर्वच राजकारण्यांना एकाच तागडीत तोलणे कुठल्याच निकषावर समर्थनीय ठरत नाही. मात्र, राव यांनी ज्या भूमिकेतून आणि तळमळीने ही परखड टीका केली ती भूमिका आणि तळमळही लक्षात घ्यायला हवी. राव हे केजरीवाल आणि कंपनीप्रमाणे भंपक गृहस्थ नाहीत. ते एक सच्चे शास्त्रज्ञ आणि पंतप्रधानांच्या विज्ञानविषयक सल्लागार समितीचे अध्यक्षही आहेत. त्यामुळे देशाची वैज्ञानिक प्रगती इतर देशांप्रमाणेच वेगाने व्हावी, हिंदुस्थानदेखील अन्य प्रगत राष्ट्रांप्रमाणेच विज्ञानदृष्ट्या सक्षम व्हावा, असे त्यांना वाटणे स्वाभाविक आहे. दुर्दैवाने आज आपल्या देशात फक्त सेन्सेक्स उसळला म्हणजे प्रगती व तो गडगडला म्हणजे अधोगती असे विकासाचे एक फसवे समीकरण तयार झाले आहे. त्याच दृष्टिकोनातून राव यांनी राज्यकर्त्यांना अक्कलशून्य म्हटले असावे. प्रखर विज्ञाननिष्ठ भूमिका घेणे आणि ती राबविणे हे आपल्या देशातील ‘लोकानुनयी’ राजकारणात सोपी गोष्ट नाही हे खरे असले तरी विज्ञानविषयक धोरण आणि पायाभूत विज्ञान विकास यावर जेवढ्या प्रमाणात जोर द्यायला हवा होता तेवढा गेल्या तीन-चार दशकांत दिला गेलेला नाही, ही वस्तुस्थिती आहे. फक्त संगणक क्रांती आणि मोबाईल क्रांती म्हणजे वैज्ञानिक प्रगती नव्हे. दुर्दैवाने राज्यकर्त्यांपासून सामान्य माणसापर्यंत आपल्या देशात या ‘आभासी प्रगती’लाच विज्ञान विकास समजला जात आहे. राव यांनी हल्ला केला आहे तो याच अदूरदर्शी धोरणकर्त्यांवर आणि समाजमनावर. चिनी राज्यकर्ते आणि तेथील सामान्य माणूस यांची कठोर परिश्रमाची तयारी आणि सर्वात महत्त्वाचे म्हणजे कमालीचे देशप्रेम यांची तुलना राव यांनी हिंदुस्थानी मानसिकतेशी केली ती याच भूमिकेतून. त्यात काही चुकले असे म्हणता येणार नाही. विज्ञान आणि तंत्रज्ञान हेच उद्याचेही जग आहे. जो देश या क्षेत्रात भक्कमपणे पाय रोवून उभा राहतो तो जगावर सत्ता गाजवतो हा इतिहास आहे. आमचे धोरणकर्ते हे समजतील तो सुदिन. हिंदुस्थानने आज विज्ञानात जी प्रगती साध्य केली आहे त्यात सरकारपेक्षाही शास्त्रज्ञ आणि वैज्ञानिक यांच्या परिश्रमांचा वाटा अधिक आहे हेही खरेच. मात्र निदान यापुढे तरी भविष्याचा आणि जागतिक बदलांचा विचार करता देशाच्या विज्ञानविषयक धोरणात आणि राज्यकर्त्यांच्या दृष्टिकोनात सकारात्मक बदल व्हायला हवा ही राव यांची अपेक्षा आहे आणि ती चुकीची म्हणता येणार नाही. त्यांनी सर्वच राजकारण्यांना सरसकट ‘इडियट’ म्हणणे हे पूर्ण असत्य नाही आणि पूर्ण सत्यदेखील नाही. ते फार तर ‘पाव सत्य’ असू शकते. मात्र त्यांनी विज्ञानविषयक धोरणाची केलेली चिरफाड ही ‘शंभर टक्के सत्य’ आहे. तेव्हा भारतरत्न राव यांनी सांगितलेल्या ‘पाऊण सत्या’चा विचार करणेच देशाच्या भवितव्याच्या दृष्टीने फायद्याचे ठरू शकेल.

ELECTIONS IN CHHATISGARH

छत्तीसगडच्या बुलेट वि. बॅलेटच्या लढाईत लोकशाहीचा विजय गेल्या तीन दशकांच्या काळात देशाच्या विविध भागांमधील नक्षली हिंसाचारात १२ हजार नागरिक ठार झाले असून, तीन हजारावर पोलिस व सुरक्षा दलांचे जवान शहीद झाले आहेत. केंद्रीय गृहमंत्रालयाने याबाबतची माहिती सादर केली आहे.याच काळात विविध नक्षलविरोधी मोहिमांच्या काळात सुरक्षा दल व पोलिसांना ४६३८ नक्षलवाद्यांना कंठस्नान घालणे शक्य झाले आहे, नक्षल्यांच्या हिंसाचारात सर्वाधिक नागरिक २०१० मध्ये ठार झाले आहेत. या एकाच वर्षात छत्तीसगड, झारखंड, ओडिशा, बिहार, पश्चिोम बंगाल, महाराष्ट्र, आंध्रप्रदेश, उत्तरप्रदेश आणि मध्यप्रदेश या नऊ नक्षलग्रस्त राज्यांमध्ये नक्षल्यांनी ७२० नागरिकांना ठार केले होते. आदिवासींच्या घरात अंधार केंद्र सरकारच्या राजीव गांधी विद्युतीकरण योजनेंतर्गत गडचिरोलीसह राज्यातील इतर नक्षलग्रस्त जिल्हे आणि आदिवासी भागात सुमारे १५ हजार रुपयांमध्ये घरांसाठी वीज जोडण्या देण्यात आल्या. वीजवाहिन्या, खांब आणि इतर सामग्रीवर केंद्र सरकारकडूनच खर्च केला गेला आहे. मात्र वीज बिल भरू न शकल्यामुळे आता ऐन दिवाळीत या गरीब आदिवासींच्या घरांमध्ये अंधार पसरला आहे. अशा सर्व आदिवासींना राज्य सरकारने वीज बिलात सवलत द्यावी अशी राज्याचे गृहमंत्री आर. आर. आबा पाटील यांची मागणी होती. मात्र त्यावरून मंत्रिमंडळात त्यांची टर उडविण्यात आली. गडचिरोली जिल्ह्याचे पालकमंत्री म्हणून ही कैफियत आबांनी मंत्रिमंडळात मांडली तर त्यात काय चुकले आबा बोलले ते जनतेच्या मनातील बोलले हे महत्त्वाचे. आता तुम्ही माझी चेष्टा करीत आहात. पण उद्या मतदार तुमची चेष्टा केल्याशिवाय राहणार नाहीत’ असा संताप आर. आर. आबांनी व्यक्त केला.गडचिरोलीतील गरीब आदिवासींच्या घरात जो अंधार पसरला आहे तो दूर होणार काय, हा खरा प्रश्नल आहे. डॉ. नरेंद्र दाभोळकर यांच्या हत्येच्या घटनेचा उपयोग करून माओवादी संघटनेचे नेते आता नक्षल चळवळ पश्चिम महाराष्ट्रात पसरवत आहेत, अशा वृत्ताला राज्याच्या दहशतवादविरोधी पथकाचे पोलिस प्रमुख डॉ. राकेश मारिया यांनी दुजोरा दिला आहे. गेल्या पाच वर्षांत या भागात माओवादी चळवळ, जी लपून छपून काम करत आहेत, त्याऐवजी आता त्यांनी अनेक महाविद्यालयांत उघड बैठका घेण्यास आरंभ केला आहे, असे मारिया यांचे म्हणणे आहे. देशात पसरलेली ही माओवादी किंवा नक्षलवादी चळवळ दहशतवादापेक्षाही मोठा धोका आहे, असे विधान स्वत: पंतप्रधान डॉ. मनमोहनसिंग यांनीच केले आहे. आदिवासी मतदारांचा निर्धार प्रशंसनीय छत्तीसगडमधील नक्षलवाद्यांचा बालेकिल्ला समजल्या जाणाऱ्या बस्तर आणि राजनांदगाव भागातील विधानसभेच्या 18 मतदारसंघांत हिंसाचाराचे सावट असतानाही तुलनेने शांततेत आणि अभूतपूर्व उत्साहात 70 टक्के मतदान झाले, हे निवडणूक आयोग आणि विशेषतः सुरक्षा दलांचे मोठेच यश म्हणावे लागेल. पण त्याचबरोबर मतदानावर बहिष्कार घालण्याचा नक्षलवाद्यांचा "आदेश' धुडकावून लावत मतदानाचा हक्क बजावणाऱ्या आदिवासी मतदारांचा निर्धार प्रशंसनीय आहे. गेल्या काही महिन्यांत नक्षलवाद्यांनी राजकीय पक्षांचे नेते- कार्यकर्ते, लोकप्रतिनिधी, निरपराध नागरिक आणि सुरक्षा जवानांना लक्ष्य केल्याने छत्तीसगडमध्ये सुरळीतपणे मतदान पार पडणे, हे प्रशासन आणि सुरक्षा दलांपुढील गंभीर आव्हान होते. या पार्श्वपभूमीवर, लोकशाही व्यवस्थेवर विश्वाशस नसलेल्या नक्षलवाद्यांनी दिलेल्या धमक्यांुमुळे गरीब, अशिक्षित आदिवासी मतदार मतदानासाठी बाहेर पडेल काय अशी शंका व्यक्त होणे स्वाभाविक होते. पण सर्व शंका-कुशंका खोट्या ठरवीत या मतदारांनी गेल्या निवडणुकीपेक्षाही जास्त मतदान करून, नक्षलवाद्यांच्या धमक्यांठना आपण जुमानत नसल्याचे दाखवून दिले. मतदारांमध्ये असा विश्वादस निर्माण करण्याचे श्रेय निःसंशयपणे सुरक्षा दलांना द्यावे लागेल. छत्तीसगडमधील आठ जिल्ह्यांत पसरलेल्या 18 मतदारसंघांतील 4142 पैकी तब्बल दोन तृतीयांश मतदान केंद्रे संवेदनशील- अतिसंवेदनशील असल्याने सुरक्षा दलाचे काम अजिबात सोपे नव्हते. १८ मतदारसंघांमध्ये हे मतदान झाले. या मतदारसंघातल्या प्रत्येक मतदान केंद्रांमध्ये क्लोज सर्किट टीव्ही कॅमेरा बसवण्यात आलेला होता. अशा प्रकारचे २७०० कॅमेरे वापरण्यात आले. त्यामुळे मतदान केंद्रांमध्ये काही गडबड झाली, मतदान केंद्र ताब्यात घेण्याचा प्रयत्न झाला किंवा बनावट मतदान झाले अथवा मतदारांना धमकवण्याचे प्रकार झाले तर त्यांचे चित्रीकरण उपलब्ध होणार होते. काही उमेदवार मतदान केंद्रांच्या आसपास लागू असलेले निर्बंध पाळत नाहीत. आत प्रचार करता कामा नये, असा नियम आहे. तो कोणी मोडला तर आता त्याची गय केली जाणार नाही. अशाच प्रकारे दुस-या टप्प्यातील निवडणूकही होणार आहे. अशा प्रकारच्या कॅमे-यामुळे छत्तीसगडमधल्या निवडणुकीत निर्भयतेच्या वातावरणात मतदान होऊ शकले. अतिदुर्गम, डोंगराळ, अपरिचित आणि कोणत्याही क्षणी हल्ल्याचा धोका असलेल्या या भागात निवडणूक सामग्री व कर्मचारी सुरक्षितपणे पोचविणे ही जबाबदारी निश्चिणतच कसोटी पाहणारी होती. ती पार पाडण्यासाठी सुरक्षा दलांनी केलेले पद्धतशीर नियोजन हे कळीचा मुद्दा ठरले. एक लाख जवान तैनात करणे, सुरुंग हल्ल्याचा धोका लक्षात घेऊन वाहनांऐवजी इच्छितस्थळी पायी जाणे, मतदान केंद्रांच्या परिसरात सुरक्षेची द्विस्तरीय कडी ठेवणे, जवानांना जंगल आणि स्थानिक परिसराची नीट माहिती व्हावी यासाठी पंधरा दिवस आधीपासून पूर्वतयारी आणि रंगीत तालीम करणे, आदी उपाययोजनांमुळे अपेक्षित वातावरणनिर्मिती झाली आणि त्याचा परिणाम 70 टक्के मतदानाच्या रूपाने दिसून आला. सुरक्षा दलांचा आत्मविश्वारस उंचावण्याचे आणि नक्षलवाद्यांच्या मनोधैर्यावर घाव घालण्याचे काम बस्तरच्या आदिवासींनी लोकशाहीच्या बाजूने निर्विवादपणे कौल देऊन केले आहे. तेव्हा यापुढील टप्प्यात मतदान होणाऱ्या अन्य राज्यांतही नक्षलवाद्यांचे मनसुबे धुळीला मिळविण्यासाठी हे "बस्तर मॉडेल' उपयुक्त ठरू शकेल. या विभागात 2008 मध्ये झालेल्या निवडणुकीत 63 टक्के मतदान झाले होते. यंदा नक्षलवाद्यांच्या हल्ल्यांचे सावट असताना देखील मतदारांनी उत्साह दाखविला. नक्षलवाद्यांचे अडथळे दुर्गापूरमध्ये नक्षलवाद्यांनी एव्हीएम मशिन पळविले .कानकेर जिल्ह्यातील अतिसंवेदनशील मतदान केंद्रे सुरू करण्यात अपयश आले. नक्षलवाद्यांनी रोखल्यामुळे कर्मचारी मतदान केंद्रावर पोचू शकले नाहीत. हल्ल्याच्या भीतीने कानकेरमधील दोन मतदान केंद्रांचे ठिकाण बदलले .दंतेवाडा आणि विजापूर जिल्ह्यात काही मतदान केंद्रांवर सुरक्षारक्षक आणि नक्षलवाद्यांमध्ये किरकोळ चकमक झाली. नक्षलवाद्यांनी दंतेवाडा जिल्ह्यात काटेकालयान परिसरात केलेल्या हल्ल्यात केंद्रीय राखीव पोलिस दलाचा (सीआरपीएफ) जवान हुतात्मा झाला. बी. जोसेफ असे जवानाचे नाव असून, तो 186 बटालियनचा होता. मतदानप्रक्रिया पूर्ण झाल्यानंतर मुख्यालयाकडे परतत असलेल्या निवडणूक कर्मचाऱ्यांच्या पथकावर हा हल्ला करण्यात आला. दरम्यान, राज्यात ठिकठिकाणी हल्ले करण्याचा रचलेला कट पोलिसांनी उधळून लावला. पोलिसांनी टाकलेल्या छाप्यांमध्ये तब्बल दहाहून अधिक जिवंत बॉंब जप्त करण्यात आले. त्यात एका 10 किलो स्फोटकांच्या पाइपबॉंबचाही समावेश होता. निवडणुकीच्या दुसऱ्या टप्प्यात 72 जागांसाठी येत्या 19 नोव्हेंबरला मतदान होणार आहे. नेत्यांना मारण्यासाठी नक्षलवादी शहरांमध्ये! छत्तीसगडच्या नक्षलप्रभावित बस्तर जिल्ह्यातील जंगलांमध्ये सुरक्षा दलाच्या जवानांनी जोरदार मोहीम उघडली असल्याने नक्षलवाद्यांनी आगळी रणनीती तयार केली आहे. या राज्यात विधानसभेची निवडणूक होणार असल्याने ग्रामीण किंवा जंगलांच्या भागांमधून आपले लक्ष हटवून नक्षलवाद्यांनी राजकीय नेत्यांना ठार मारण्यासाठी आता थेट शहरांवर आपले लक्ष केंद्रीत केले आहे. यासाठी त्यांनी विविध पथके स्थापन केली असून, त्यांना बस्तर जिल्ह्यांतील विविध शहरांमध्ये पाठविले आहे.इंटॅलिजन्स संस्थांनी याबाबतचा इशारा जारी केला आहे. एकत्र न राहता त्यांनी आता लहान-लहान गट तयार केले आहेत. चार ते पाच सदस्यांचे हे गट आहेत. हे सर्व गट विविध शहरांमध्ये दाखल झाले असून, सामान्य नागरिकांप्रमाणे ते राहात आहेत. निवडणुकीच्या प्रचारालाही सुरुवात झाली आहे. यात विविध राजकीय पक्षांचे नेतेही सहभागी होणार आहेत.यातील सहजपणे लक्ष्य बनविता येतील,अशाच नेत्यांवर लक्ष केंद्रीत करण्याचे आदेश नक्षली नेत्यांनी या गटांना दिले आहेत.निवडणूक प्रक्रिया विस्कळीत करणे आणि मतदारांच्या मनात दहशत निर्माण करणे, हाच त्यांचा यामील एकमेव उद्देश आहे. नेत्यांना ठार मारण्यासोबतच, उमेदवारांचे अपहरण करणे आणि त्यांच्या सुटकेसाठी मोठ्या प्रमाणात खंडणी वसूल करणे, अशीही नक्षल्यांची योजना आहे. शालेय शिक्षकांनी आणि सरकारी कर्मचार्यां्नी निवडणूक कार्यात सहभागी होऊ नये,यासाठी नक्षली नेत्यांनी धमक्या देण्यासही सुरुवात केली आहे.छत्तीसगडच्या बस्तर भागात सोमवारी झालेल्या विधानसभा निवडणुकीच्या मतदानात लोकांनी भाग घेऊ नये, असा फतवा नक्षलवादी संघटनांनी काढला होता.बंदूक आणि बॉंबवरच विश्वास असणाऱ्या नक्षलवाद्यांना लोकशाही हा त्यांच्या मार्गातील मोठाच अडथळा वाटतो. कुठलाही बदल शांततेच्या मार्गाने होऊच शकत नाही, या सिद्धान्तावरील त्यांची निष्ठा इतकी कडवी असते, की इथल्या सामान्य माणसाला लोकशाहीने दिलेला अधिकार हे त्यांना संकट वाटते. सरकारने कितीही जय्यत तयारी केली, परंतु लोकांचेच मनोधर्य चांगले नसेल तर एवढया बंदोबस्तानंतरही चांगले मतदान होईलच, याची खात्री नसते. तेव्हा नक्षलवाद्यांचा इशारा असूनही मतदान होणे किंवा न होणे, ही गोष्ट लोकांच्या हिमतीवर अवलंबून असते. छत्तीसगडमधल्या नक्षलग्रस्त भागातील लोकांनी धाडसाने मतदान करण्याचे ठरवलेच होते. म्हणून नक्षलवाद्यांच्या धमक्यांना भीक न घालता मोठया प्रमाणात मतदान पार पडले. नक्षलवाद्यांच्या धमक्यांची, बहिष्काराची टांगती तलवार असताना लोकांनी ७० टक्क्यांपर्यंत मतदान केले. या मतदानाचे आणखी एक वैशिष्टय असे की, दाट जंगलातील काही मतदारसंघांमध्ये प्रथमच मतदान होत आहे. दीर्घकाळपासून तिथे मतदानाचा अधिकार बजवायला कोणी पुढेच येत नव्हते. दाट जंगलातील ही १६७ मतदान केंद्रे जंगलाच्या बाहेर काढण्यात आली आहेत. लोकशाहीसाठी लोकांची एकजूट यावेळी पाहायला मिळाली. धमक्या, दहशत आणि दडपण झुगारून देत त्यांनी प्रशासकीय व्यवस्थेला स्वीकारण्यासाठी पुढाकार घेतला आहे. त्यांच्या प्रयत्नांना सरकारचाही मोठा पाठिंबा आहे . रक्तपात, घातपात यालाही लोकांनी दिलेले हे चोख उत्तर आहे

जिल्ह्याचे पालकमंत्री म्हणून ही कैफियत आबांनी मंत्रिमंडळात मांडली तर त्यात काय चुकले आबा बोलले ते जनतेच्या मनातील बोलले हे महत्त्वाचे. आता तुम्ही माझी चेष्टा करीत आहात. पण उद्या मतदार तुमची चेष्टा केल्याशिवाय राहणार नाहीत’ असा संताप आर. आर. आबांनी व्यक्त केला.गडचिरोलीतील गरीब आदिवासींच्या घरात जो अंधार पसरला आहे तो दूर होणार काय, हा खरा प्रश्नल आहे. डॉ. नरेंद्र दाभोळकर यांच्या हत्येच्या घटनेचा उपयोग करून माओवादी संघटनेचे नेते आता नक्षल चळवळ पश्चिम महाराष्ट्रात पसरवत आहेत, अशा वृत्ताला राज्याच्या दहशतवादविरोधी पथकाचे पोलिस प्रमुख डॉ. राकेश मारिया यांनी दुजोरा दिला आहे. गेल्या पाच वर्षांत या भागात माओवादी चळवळ, जी लपून छपून काम करत आहेत, त्याऐवजी आता त्यांनी अनेक महाविद्यालयांत उघड बैठका घेण्यास आरंभ केला आहे, असे मारिया यांचे म्हणणे आहे. देशात पसरलेली ही माओवादी किंवा नक्षलवादी चळवळ दहशतवादापेक्षाही मोठा धोका आहे, असे विधान स्वत: पंतप्रधान डॉ. मनमोहनसिंग यांनीच केले आहे. आदिवासी मतदारांचा निर्धार प्रशंसनीय छत्तीसगडमधील नक्षलवाद्यांचा बालेकिल्ला समजल्या जाणाऱ्या बस्तर आणि राजनांदगाव भागातील विधानसभेच्या 18 मतदारसंघांत हिंसाचाराचे सावट असतानाही तुलनेने शांततेत आणि अभूतपूर्व उत्साहात 70 टक्के मतदान झाले, हे निवडणूक आयोग आणि विशेषतः सुरक्षा दलांचे मोठेच यश म्हणावे लागेल. पण त्याचबरोबर मतदानावर बहिष्कार घालण्याचा नक्षलवाद्यांचा "आदेश' धुडकावून लावत मतदानाचा हक्क बजावणाऱ्या आदिवासी मतदारांचा निर्धार प्रशंसनीय आहे. गेल्या काही महिन्यांत नक्षलवाद्यांनी राजकीय पक्षांचे नेते- कार्यकर्ते, लोकप्रतिनिधी, निरपराध नागरिक आणि सुरक्षा जवानांना लक्ष्य केल्याने छत्तीसगडमध्ये सुरळीतपणे मतदान पार पडणे, हे प्रशासन आणि सुरक्षा दलांपुढील गंभीर आव्हान होते. या पार्श्वपभूमीवर, लोकशाही व्यवस्थेवर विश्वाशस नसलेल्या नक्षलवाद्यांनी दिलेल्या धमक्यांुमुळे गरीब, अशिक्षित आदिवासी मतदार मतदानासाठी बाहेर पडेल काय अशी शंका व्यक्त होणे स्वाभाविक होते. पण सर्व शंका-कुशंका खोट्या ठरवीत या मतदारांनी गेल्या निवडणुकीपेक्षाही जास्त मतदान करून, नक्षलवाद्यांच्या धमक्यांठना आपण जुमानत नसल्याचे दाखवून दिले. मतदारांमध्ये असा विश्वादस निर्माण करण्याचे श्रेय निःसंशयपणे सुरक्षा दलांना द्यावे लागेल. छत्तीसगडमधील आठ जिल्ह्यांत पसरलेल्या 18 मतदारसंघांतील 4142 पैकी तब्बल दोन तृतीयांश मतदान केंद्रे संवेदनशील- अतिसंवेदनशील असल्याने सुरक्षा दलाचे काम अजिबात सोपे नव्हते. १८ मतदारसंघांमध्ये हे मतदान झाले. या मतदारसंघातल्या प्रत्येक मतदान केंद्रांमध्ये क्लोज सर्किट टीव्ही कॅमेरा बसवण्यात आलेला होता. अशा प्रकारचे २७०० कॅमेरे वापरण्यात आले. त्यामुळे मतदान केंद्रांमध्ये काही गडबड झाली, मतदान केंद्र ताब्यात घेण्याचा प्रयत्न झाला किंवा बनावट मतदान झाले अथवा मतदारांना धमकवण्याचे प्रकार झाले तर त्यांचे चित्रीकरण उपलब्ध होणार होते. काही उमेदवार मतदान केंद्रांच्या आसपास लागू असलेले निर्बंध पाळत नाहीत. आत प्रचार करता कामा नये, असा नियम आहे. तो कोणी मोडला तर आता त्याची गय केली जाणार नाही. अशाच प्रकारे दुस-या टप्प्यातील निवडणूकही होणार आहे. अशा प्रकारच्या कॅमे-यामुळे छत्तीसगडमधल्या निवडणुकीत निर्भयतेच्या वातावरणात मतदान होऊ शकले. अतिदुर्गम, डोंगराळ, अपरिचित आणि कोणत्याही क्षणी हल्ल्याचा धोका असलेल्या या भागात निवडणूक सामग्री व कर्मचारी सुरक्षितपणे पोचविणे ही जबाबदारी निश्चिणतच कसोटी पाहणारी होती. ती पार पाडण्यासाठी सुरक्षा दलांनी केलेले पद्धतशीर नियोजन हे कळीचा मुद्दा ठरले. एक लाख जवान तैनात करणे, सुरुंग हल्ल्याचा धोका लक्षात घेऊन वाहनांऐवजी इच्छितस्थळी पायी जाणे, मतदान केंद्रांच्या परिसरात सुरक्षेची द्विस्तरीय कडी ठेवणे, जवानांना जंगल आणि स्थानिक परिसराची नीट माहिती व्हावी यासाठी पंधरा दिवस आधीपासून पूर्वतयारी आणि रंगीत तालीम करणे, आदी उपाययोजनांमुळे अपेक्षित वातावरणनिर्मिती झाली आणि त्याचा परिणाम 70 टक्के मतदानाच्या रूपाने दिसून आला. सुरक्षा दलांचा आत्मविश्वारस उंचावण्याचे आणि नक्षलवाद्यांच्या मनोधैर्यावर घाव घालण्याचे काम बस्तरच्या आदिवासींनी लोकशाहीच्या बाजूने निर्विवादपणे कौल देऊन केले आहे. तेव्हा यापुढील टप्प्यात मतदान होणाऱ्या अन्य राज्यांतही नक्षलवाद्यांचे मनसुबे धुळीला मिळविण्यासाठी हे "बस्तर मॉडेल' उपयुक्त ठरू शकेल. या विभागात 2008 मध्ये झालेल्या निवडणुकीत 63 टक्के मतदान झाले होते. यंदा नक्षलवाद्यांच्या हल्ल्यांचे सावट असताना देखील मतदारांनी उत्साह दाखविला. नक्षलवाद्यांचे अडथळे दुर्गापूरमध्ये नक्षलवाद्यांनी एव्हीएम मशिन पळविले .कानकेर जिल्ह्यातील अतिसंवेदनशील मतदान केंद्रे सुरू करण्यात अपयश आले. नक्षलवाद्यांनी रोखल्यामुळे कर्मचारी मतदान केंद्रावर पोचू शकले नाहीत. हल्ल्याच्या भीतीने कानकेरमधील दोन मतदान केंद्रांचे ठिकाण बदलले .दंतेवाडा आणि विजापूर जिल्ह्यात काही मतदान केंद्रांवर सुरक्षारक्षक आणि नक्षलवाद्यांमध्ये किरकोळ चकमक झाली. नक्षलवाद्यांनी दंतेवाडा जिल्ह्यात काटेकालयान परिसरात केलेल्या हल्ल्यात केंद्रीय राखीव पोलिस दलाचा (सीआरपीएफ) जवान हुतात्मा झाला. बी. जोसेफ असे जवानाचे नाव असून, तो 186 बटालियनचा होता. मतदानप्रक्रिया पूर्ण झाल्यानंतर मुख्यालयाकडे परतत असलेल्या निवडणूक कर्मचाऱ्यांच्या पथकावर हा हल्ला करण्यात आला. दरम्यान, राज्यात ठिकठिकाणी हल्ले करण्याचा रचलेला कट पोलिसांनी उधळून लावला. पोलिसांनी टाकलेल्या छाप्यांमध्ये तब्बल दहाहून अधिक जिवंत बॉंब जप्त करण्यात आले. त्यात एका 10 किलो स्फोटकांच्या पाइपबॉंबचाही समावेश होता. निवडणुकीच्या दुसऱ्या टप्प्यात 72 जागांसाठी येत्या 19 नोव्हेंबरला मतदान होणार आहे. नेत्यांना मारण्यासाठी नक्षलवादी शहरांमध्ये! छत्तीसगडच्या नक्षलप्रभावित बस्तर जिल्ह्यातील जंगलांमध्ये सुरक्षा दलाच्या जवानांनी जोरदार मोहीम उघडली असल्याने नक्षलवाद्यांनी आगळी रणनीती तयार केली आहे. या राज्यात विधानसभेची निवडणूक होणार असल्याने ग्रामीण किंवा जंगलांच्या भागांमधून आपले लक्ष हटवून नक्षलवाद्यांनी राजकीय नेत्यांना ठार मारण्यासाठी आता थेट शहरांवर आपले लक्ष केंद्रीत केले आहे. यासाठी त्यांनी विविध पथके स्थापन केली असून, त्यांना बस्तर जिल्ह्यांतील विविध शहरांमध्ये पाठविले आहे.इंटॅलिजन्स संस्थांनी याबाबतचा इशारा जारी केला आहे. एकत्र न राहता त्यांनी आता लहान-लहान गट तयार केले आहेत. चार ते पाच सदस्यांचे हे गट आहेत. हे सर्व गट विविध शहरांमध्ये दाखल झाले असून, सामान्य नागरिकांप्रमाणे ते राहात आहेत. निवडणुकीच्या प्रचारालाही सुरुवात झाली आहे. यात विविध राजकीय पक्षांचे नेतेही सहभागी होणार आहेत.यातील सहजपणे लक्ष्य बनविता येतील,अशाच नेत्यांवर लक्ष केंद्रीत करण्याचे आदेश नक्षली नेत्यांनी या गटांना दिले आहेत.निवडणूक प्रक्रिया विस्कळीत करणे आणि मतदारांच्या मनात दहशत निर्माण करणे, हाच त्यांचा यामील एकमेव उद्देश आहे. नेत्यांना ठार मारण्यासोबतच, उमेदवारांचे अपहरण करणे आणि त्यांच्या सुटकेसाठी मोठ्या प्रमाणात खंडणी वसूल करणे, अशीही नक्षल्यांची योजना आहे. शालेय शिक्षकांनी आणि सरकारी कर्मचार्यां्नी निवडणूक कार्यात सहभागी होऊ नये,यासाठी नक्षली नेत्यांनी धमक्या देण्यासही सुरुवात केली आहे.छत्तीसगडच्या बस्तर भागात सोमवारी झालेल्या विधानसभा निवडणुकीच्या मतदानात लोकांनी भाग घेऊ नये, असा फतवा नक्षलवादी संघटनांनी काढला होता.बंदूक आणि बॉंबवरच विश्वास असणाऱ्या नक्षलवाद्यांना लोकशाही हा त्यांच्या मार्गातील मोठाच अडथळा वाटतो. कुठलाही बदल शांततेच्या मार्गाने होऊच शकत नाही, या सिद्धान्तावरील त्यांची निष्ठा इतकी कडवी असते, की इथल्या सामान्य माणसाला लोकशाहीने दिलेला अधिकार हे त्यांना संकट वाटते. सरकारने कितीही जय्यत तयारी केली, परंतु लोकांचेच मनोधर्य चांगले नसेल तर एवढया बंदोबस्तानंतरही चांगले मतदान होईलच, याची खात्री नसते. तेव्हा नक्षलवाद्यांचा इशारा असूनही मतदान होणे किंवा न होणे, ही गोष्ट लोकांच्या हिमतीवर अवलंबून असते. छत्तीसगडमधल्या नक्षलग्रस्त भागातील लोकांनी धाडसाने मतदान करण्याचे ठरवलेच होते. म्हणून नक्षलवाद्यांच्या धमक्यांना भीक न घालता मोठया प्रमाणात मतदान पार पडले. नक्षलवाद्यांच्या धमक्यांची, बहिष्काराची टांगती तलवार असताना लोकांनी ७० टक्क्यांपर्यंत मतदान केले. या मतदानाचे आणखी एक वैशिष्टय असे की, दाट जंगलातील काही मतदारसंघांमध्ये प्रथमच मतदान होत आहे. दीर्घकाळपासून तिथे मतदानाचा अधिकार बजवायला कोणी पुढेच येत नव्हते. दाट जंगलातील ही १६७ मतदान केंद्रे जंगलाच्या बाहेर काढण्यात आली आहेत. लोकशाहीसाठी लोकांची एकजूट यावेळी पाहायला मिळाली. धमक्या, दहशत आणि दडपण झुगारून देत त्यांनी प्रशासकीय व्यवस्थेला स्वीकारण्यासाठी पुढाकार घेतला आहे. त्यांच्या प्रयत्नांना सरकारचाही मोठा पाठिंबा आहे . रक्तपात, घातपात यालाही लोकांनी दिलेले हे चोख उत्तर आहे

HOW NOT TO TACKLE TERROR

Terror, politics make for a deadly cocktail Patna’s Gandhi Maidan blasts probe is a case in point about how not to investigate a terror attack. PTI errorism mixed with politics makes for a deadly cocktail, as truth gets hidden behind verbal pyrotechnics. The Gandhi Maidan (Patna) blasts (27 October) illustrate a text-book case of how not to tackle terrorism. It provided a conclusive argument against our present counter-terrorism (CT) methodology in which all initiatives are left to the state police, and the Centre watches from the spectator stands. It highlighted the utter inefficacy of our system of terrorism alerts, which results only in "finger-pointing". It exposes successive New Delhi governments that have failed to establish a cooperative, preventive CT architecture, and instead indulged in bellicose slug-fests after every terrorist attack. Finally, it also displays a cynical indifference to the public, whose lives are lost while the overprotected politicians, intelligence agencies and policemen only squabble over the culpability. As usual, there is no official version of the reported 23 October Intelligence Bureau (IB) alert to Bihar government quoted by BJP leader Arun Jaitley. A national daily said that it was "about Narendra Modi's image of a Hindu leader". Surely this was not a "specific alert" on an Indian Mujahideen (IM) bomb attack, as claimed by some sections. On the other hand, Bihar DGP quoted a line ("presently there is no specific input") from the same letter to prove that it was not specific. Media said that there were 7 blasts, the first one at Patna railway station at 11 a.m., three hours before the Modi rally. However, vivid details of the conspiracy were published by another national daily with a caption "Agencies could have prevented blasts" three days after the bombing. If the media could get it so soon, why couldn't our police and intelligence agencies get it earlier? Published information did not reveal that Bihar police was kept informed of the suspects mentioned, nor had the IB claimed so. It is to the credit of the Bihar police that they could make the first arrest by 5.15 p.m. on 27 October. It is a tragedy that the public, who are always the innocent victims in all such cases, have to depend upon media leaks to get all this information. Unlike in other countries there is no official briefing on the correct picture. If at all held, such briefings contain only bland statements such as, "Investigation is in progress." I may be permitted to quote a foreign experience as I was witness to the NYPD commissioner's briefing after the 1 May 2010 Times Square bombing attempt in the evening. Although there were no casualties, the incident was treated with utmost importance, revealing as much information as was available with the investigators at the time. Even rumours were discussed. The video footage on a "white male in his 40s" was released to the press, with a caveat that he might not be a suspect. By that time the Taliban claim had surfaced, but NYPD was frank to admit that they had no evidence. On 4 May, Attorney General Eric Holder announced all the details that were repeated by the FBI website. The success of the CT methodology in the United States and United Kingdom is also due to joint efforts. The CT responsibility is shared in a non-confrontationist manner through joint teams. In the Times Square case the NYPD did not have to send a team to Connecticut on 3 May to track the SUV's previous owner after the vehicle identification number (VIN) was known. The FBI did it. The suspect, Faisal Shahzad, meanwhile, had fled and would have escaped to Pakistan but was pulled out of the taxiing Emirates Airways plane by the FBI after his name was detected on the passenger manifest by National Targeting Center (Virginia) at 11 p.m. The FBI compensated for the negligence of the US Border Agents and Emirates security at the Kennedy Airport, which ignored the "No-Fly Notification" issued by Homeland Security at 12.30 p.m. (3 May) and allowed him to board the flight. But this close coordination through joint teams came only after 9/11 even though they had suffered due to their uncoordinated approach earlier. Mir Aimal Kasi (25 January, 1993 shooting of CIA officials) and Ramzi Yousef (26 February 1993 World Trade Center I bombing) had escaped much in the same way as Shahzad had attempted. But we in India have learnt no such lessons even after 26/11 and are bumbling along with uncoordinated intelligence processing and conflicting investigation procedures

CRICKETERS BETTER THAN POLITICIANS-WORTH READING

"Captain Atapattu and members of the Sri Lankan team, Members of the Sri Lankan community, Friends of Sri Lanka, Ladies and Gentlemen, Some historians say, I think uncharitably, that cricket is really a diabolical political strategy, disguised as a game, in fact a substitute for War, invented by the ingenious British to confuse the natives by encouraging them to fight each other instead of their imperial rulers. The world is divided into two camps - those who revel in the intricacies of cricket and those who are totally baffled by it, who cannot figure out why a group of energetic young men should spend days, often in the hot sun or bitter cold, chasing a ball across an open field, hitting it from time to time with a stick - all to the rapturous applause of thousands, now millions, of ecstatic spectators across the world. The game has developed a mystical language of its own that further bewilders those who are already befuddled by its complexities. In the course of my travels I have a hard time explaining to the non-cricketing world - in America , China , Europe and Russia - that a 'googly' is not an Indian sweetmeat; that a 'square cut' is not a choice selection of prime beef; that a 'cover drive' is not a secluded part of the garden; that a 'bouncer' is not a muscular janitor at a night club, that a 'Yorker is not some exotic cocktail mixed in Yorkshire or that a 'leg-break' is not a sinister manoeuvre designed to cripple your opponent's limbs below the waist. Ladies and Gentlemen, let me see whether politics and cricket have anything in common. Both are games. Politicians and cricketers are superficially similar, and yet very different. Both groups are wooed by the cruel public who embrace them today and reject them tomorrow. Cricketers work hard; politicians only pretend to do so. Cricketers are disciplined; discipline is a word unknown to most politicians in any language. Cricketers risk their own limbs in the heat of honourable play; politicians encourage others to risk their limbs in pursuit of fruitless causes while they remain secure in the safety of their pavilions. Cricketers deserve the rewards they get; the people get the politicians they deserve. Cricketers retire young; politicians go on for ever. Cricketers unite the country; politicians divide it. Cricketers accept the umpire's verdict even if they disagree with it; politicians who disagree with an umpire usually get him transferred. Cricketers stick to their team through victory and defeat, politicians in a losing team cross over and join the winning team. Clearly, cricketers are the better breed. It is said that the task of a foreign minister is to lie effusively for his country abroad. That may be true, but it is certainly true that he has to fight for his country and defend it at all times. Our cricketers may recall that in the run-up to the 1995 World Cup, Australia refused to play a match in Colombo , citing security reasons. Shane Warne said he wouldn’t come to Colombo because he couldn't do any shopping there. The press asked me for a comment. I said "shopping is for sissies". There was a storm of protest in Australia ... A TV interviewer asked me whether I had ever played cricket. I said I had played before he was born - without helmets and thigh guards, on matting wickets that were full of holes and stones, and I had my share of broken bones to show it. My friend the Australian foreign minister was drawn into the fray and phoned me. We decided to cool things down. A combined India/Pakistan team came to Colombo at very short notice to play an exhibition match in place of the Australian match. It was a magnificent gesture of South Asian solidarity. Against strong security advice I went on to the field to greet and thank our friends from India and Pakistan . When the whole episode was over I sent a bouquet of flowers to my Australian counterpart. Flowers are also for sissies. I remember vividly the incident that occurred in Australia when Murali was called for throwing and Arjuna led his team to the boundary in protest, but cleverly refrained from crossing it. I was watching TV in Colombo . As a past captain I asked myself what I would have done in Arjuna's place. In my mind I had no hesitation in supporting his decision. A few minutes later the phone rang. The President of the Board called to ask for advice. I said Arjuna was right because a captain must, on the field, stand up for his men and protect them, but the consequences must not be allowed to go too far; good lawyers must be engaged and a reasonable compromise must be reached. That was done. During that tour I paid an official visit to Australia .. My friend the Australian foreign minister in the course of a dinner speech invited me to go with him the next day to Adelaide , his home town, to watch the final day's play. I knew what the result was going to be. In my reply I said that at the end of the match I did not want to be the one to tell him that Australia had "won by a Hair". Accordingly, I went back home, as planned, to maintain the good relations that we have with Australia ... Foreign ministers sometimes find themselves in very difficult situations. Take the case of the Foreign Minister of Uganda. President Idi Amin told him that he wanted to change the name of Uganda to Idi. The minister was asked to canvas world opinion and return in two weeks. He did not do so. He was summoned and asked to explain. He said: "Mr. President, I have been informed that there is a country called Cyprus . Its citizens are called Cypriots; if we change the name of our country to 'Idi' our citizens would be called... Idiots". Reason prevailed. A story goes that a shark was asked why diplomats were his preferred food. He replied "because their brains being small are a tasty morsel, their spines being supple I can chew on them at leisure - and they come delightfully marinaded in alcohol." Ladies and Gentlemen, as I approach the close of this brief address I wish to speak directly to our Sri Lankan team. Today we lost a match. But you lost to the rain and M/s Duckworth and Lewis. You did not lose to England . Only a few weeks ago you had a resounding victory against South Africa . You will win again tomorrow. What is important is to keep up your confidence and spirits. All of us, your fellow countrymen and women, have been enormously impressed in recent times by the commitment, discipline, athleticism and determination that you have displayed in the field. The people are with you. We all know that each and every one of you, are constantly busy honing your skills. We can see that you are maintaining a high standard of physical fitness. When the people see this it gives them not only immense pleasure but the moral upliftment that Sri Lankans are capable of in rising to the challenge of sustained performance. Every team loses. It takes two to play a game. One has to lose. It is the manner in which you play the game which gives the promise of success to come. It is a great pleasure to see how youngsters are being drafted into the national team. Our team is united; it affects all the races and religions of our country. Cricket, like all international sport today, is highly competitive; and so it must be, and so it must remain. It must always be regarded as a very high honour to represent one's country at any sport. All of you are role models for our youth. They will be looking to see how you take defeat. To exult in victory is easy; to remain well balanced in defeat is a mark of maturity. Do not allow yourselves to be disturbed by the armchair critics who will no doubt engage in a display of theoretical learning on how the game was played. Many of these critics have never put bat to ball. It makes them feel good to indulge in the past time of amateur criticism. They do not know what it is to face fast bowling in fading light; to engage in a run race against daunting odds; to find the stamina and sheer physical endurance to spend concentrated hours in the field of play. They know nothing of the psychological pressure that modern sportsmen are subject to. Therefore, my advice to you is - ignore them. Go your way with customary discipline and methodical preparation for the next game, the next series in different parts of the world under different conditions. For me it has been a great pleasure and an honour to be here with you tonight. When I was invited to be the Chief Guest at this occasion on my way to New York for the General Assembly of the United Nations, I accepted with eager anticipation of meeting our cricketers and relaxing for a moment. Some say increased violence recently along India's heavily militarized border with Pakistan proves that shift is already under way. As a result, India is increasing use of drones, thermal sensors and foot patrols as it tries to catch out any battle-hardened militants moving through the forested mountains near the frontier. At the same time, Indian troops have increasingly been engaging in skirmishes with Pakistan's military. Rebels "are testing us. They're making their presence felt by launching audacious attacks," an Indian Army commander in Kashmir said on condition of anonymity, in line with Army policy. "They have started recruiting young people into their folds. They are training some of these boys locally." US officials and experts acknowledge there are valid concerns, though the US government has not discussed such a risk publicly. The chief of its forces in the Pacific says the US is increasingly discussing terrorist movements with countries in the region. "We are thinking about it more and more each day, and this includes dialogue with our partners in India and Pakistan," Adm. Samuel Locklear told reporters in Washington this week. India has long accused Pakistan of arming and training militants who fight in Kashmir, a charge Pakistan vehemently denies. Pakistan has consistently said it gives the rebels only moral and diplomatic support. The two countries regularly blame each other for starting skirmishes, but they agree the violence has escalated to its highest level — killing dozens of troops and civilians on both sides — since a 2003 ceasefire agreement. In August, the countries' troops engaged in fierce fighting almost daily after India said 20 militants along with Pakistani soldiers crossed the border and killed five Indian soldiers. Pakistan denied that, saying instead that Indian shelling killed two of its civilians. Some Pakistani analysts believe the country's army leaders have little interest in rocking the boat now, raising the worrying possibility that the recent violence was sparked by militants who have gone rogue or are operating in cooperation with lower-level officials sympathetic to their cause. "We need to be vigilant, we need to be prepared and we need to be alert for any such eventuality," Indian army Northern Commander Lt. Gen. Sanjiv Chachra said in a TV interview recently broadcast in India. "I think the drawdown (of US forces in the region) will definitely have effect. As a professional army we are keeping a tag of it." Kashmir is an obvious next battleground for Islamic militants who sympathize with the Kashmiri rebellion, Indian Army officials and international experts say. Within India "there is widespread anticipation that Pakistan will divert elements of Jihadi forces (in Afghanistan) to this side," GK Pillai, a former Indian home secretary, told the Associated Press. In the past, some rebels in Kashmir were either trained in Afghanistan or were Afghan nationals, India says. "Our worry is not the number of militants," the Indian Army commander said on condition of anonymity. "The worry is the quality of the people who are likely to come. They're battle-hardened, aggressive and smart. They know the warfare." Of particular concern is Lashkar-e-Taiba, a well-organized group based in Pakistan's Punjab province. The group is widely believed to have carried out the deadly 2008 attack in the Indian city of Mumbai and is believed to have historical ties to Pakistani intelligence. Its leader, Hafiz Saeed, regards Kashmir as "unfinished business" and probably the group's "core mission," said Jonah Blank, senior political analyst at the US-government funded think tank the Rand Corp. and a former adviser to current Secretary of State John Kerry. Stephen Tankel, an American University professor who has written a book on Lashkar, said the group has "been vocal about an intention to rejuvenate the jihad in Kashmir." "LeT is a big enough, strong enough and elastic enough organization that it won't shift away from Afghanistan. Rather, we can expect them to remain active there and to put additional efforts into Kashmir," Tankel said. "Early indications suggest this is already under way, including an uptick in high-profile attacks in Kashmir in which LeT is believed to be involved." Indian military and police officials say they are seeing alarming changes in the decades-old tactics that Kashmiri rebels and Pakistani military supporters have generally used in the past. This year's fighting between India and Pakistan has unusually extended southward from the Line of Control to border areas that are not disputed by India. And while Pakistani troops in the past would fire across the border to provide cover for infiltrating militants, such fire is now coming regardless of any rebels being present, according to police chief Ashok Prasad. There appears to be little appetite for a full-blown conflict within either government, and Pakistani officials dismissed the idea that they would want to raise border tensions by sending militants across into Kashmir. "Even if we are mad, why should we be creating trouble at this point of time when we are in so much trouble ourselves?" said retired Pakistani diplomat Riaz Hussain Khokhar, who served as ambassador to India and as foreign secretary helped negotiate the 2003 cease-fire. Pakistan is dealing with its own domestic insurgencies, a moribund economy and fears that Afghanistan will implode when the US combat mission ends. "There is no effort on the part of Pakistan to send in militants at this point of time." Pakistan's Nawaz Sharif and India's Manmohan Singh agreed in September to work on reducing border hostilities. But even as they spoke, their armies were lobbing mortar shells at each other. The next month, the fighting spread to southern border areas that had been largely peaceful for a decade, prompting officials on both sides to call it the most serious fighting in a decade. "We probably are not looking at a return to the levels of violence witnessed a decade ago," Tankel said. However, "even a small uptick in raw numbers could have significant political, economic and security consequences." GEN VK SINGHS BOOK BARES IT ALL

PMO, Arms Lobby, former Army Chiefs - VK Singh bares all By CT - Published: 11/06/2013 - Section: Security & Intel With websites including Flipkart, Rediff and E-bay taking pre-orders and announcing November 7 as the launch date, General VK Singh’s autobiography is expected to arrive in the capital during the Diwali week with a bang. Aptly titled ‘Courage & Conviction’, the former Army Chief graces the cover in ceremonial Blue Patrols. The book is being published by David Davidar’s publishing house, Aleph, which has a distribution and marketing tie up with Kapish Mehra’s Rupa & Co. Though General VK Singh and his co-author, Kunal Verma refused comment on the contents of the book, most industry watchers are unanimous in the opinion that the book will leapfrog to the top of the best seller rankings. Those who are privy to the books contents claim that not only is the matter explosive, the autobiography has been superbly written, giving a clear picture of the General and what he has stood for, in a manner that has been the hallmark of the man. Ever since VK Singh took charge of the 1.3 million strong Army from General Deepak Kapoor, it is perceived by many that elements within the Army, tainted by the Sukhna and Adarsh scams, launched an all out campaign to destroy the man. Despite clear cut proof (in the form of his school leaving certificate) that he was born in 1951, Deepak Kapoor’s predecessor, General JJ Singh decreed that VK Singh was born in 1950, hence restricting his tenure within the Army and clearing the way for General Bikram Singh as VK Singh’s successor. It is widely believed that elements within the PMO encouraged JJ Singh to set into place an ‘established line of succession’, that also saw the abrupt end to other officers who were ahead of Bikram Singh in the race for the top job. It remains to be seen if VK Singh actually names JJ Singh and the others in the book who allegedly tweaked events to stymie the General, widely seen as a no-nonsense soldier who would fight for what he believed in. Ever since Independence, civil-military relations have been extremely tenuous with the bureaucracy slowly and steadily playing on the political establishment’s inherent phobia to increase its own hold on the Armed Forces. This combined with the pressures from Defence lobbies have further crippled the Indian defence establishment that faces two hostile countries on its Western and Northern borders. Unlike VK Singh’s predecessors who were quite content to keep their mouths shut in the hope of plum after retirement jobs, the General has been extremely vocal about the shortcomings in the Army and had pointed this out to the Prime Minister in his subsequently ‘leaked’ letter. VK Singh was blamed by many Parliamentarians of leaking the letter, with Laloo Prasad Yadav even calling for his immediate sacking. The Press Trust of India (PTI) had subsequently reported that the leak had emanated from within the PMO itself and had named a lady bureaucrat. An extract from the book released by Aleph earlier in the book in its catalogue had VK Singh talking of his experience of the Bangladesh War where as a young officer he was a part of 2 Rajput that liberated Chittagong. Details pertaining to ‘Race improvement camps’ where pregnant Bengali women begged the Indian Army to shoot them and Pakistani brutality and war crimes will almost certainly impact neighbouring countries. Bangladesh is expected to go to the polls later this year. As speculation mounts on the contents of the book, certain editors and journalists who have been used by those hostile to the General to make wild charges against him are perhaps the most nervous. Frantic attempts are being made to get advance copies. Given the tweets by the General in the recent past to ‘expose’ nefarious financial deals of a newspaper editor may also figure in the book. Aleph has made elaborate security arrangements to keep a tight lid on the contents of the book. It is believed that a dummy manuscript has been planted in certain circles to not only throw off some investigative reporters, but also make them look extremely silly for a completely different version is likely to emerge in print

Will Pakistan decide the next Indian PM? The political conspiracy angle on the Patna blasts should not be treated as mere possibility BY RSN SINGH Nowhere in the world a political rally has been held literally in the conscious shadow of bombs. I was witness to history being made in measures more than one in Gandhi Maidan at Patna. This is not merely an article from me in my capacity as a security analyst but someone who observed the chain of events from ground zero. From vibrant to vitiated democracy Henceforth Indian politics is not going to be the same because it lost its civility and political soul at Gandhi Maidan. Never in the history of India a political rally had been subjected to terrorist attack. The target was not only the leader, Narendra Modi, but the public as well. Terrorism had so far preyed on market places, metros, religious centers, defence installations, scientific installations, trains, railway stations and airports. Now a new element has been introduced in the scarred terrorist landscape which seeks to knock India out from its constitutional edifice and democratic framework. This unprecedented happening will be a cause of persistent threat in the political paradigm in the foreseeable times to come. It may get worse as this deathly culture of violence during political rallies travels from cities to towns and rural areas, the latter two being completely defenceless. From all indications the serial blasts were orchestrated from Pakistan. It is from that country that the culture of eliminating political rivals during public rallies has finally traveled to India. If not nipped in the bud there will be any number of ‘Benazirs’ in India. It has begun to transform India from vibrant democracy to vitiated democracy. Custodians politicizing terror So when the Minister of State for Home RPN Singh said that the blasts in Patna during the rally were of ‘low intensity’ and were actually IEDs, he was not only technically amiss but failed to gauge the import of the event and its future ramifications on India’s democracy. Six deaths and hundred injuries by no means can be termed as low in effect. In reality the hackneyed terms’ low intensity’ and IED are much abused. Just because low amount of explosives are used in a terrorist attack, it does not imply that the intent of the terrorist is limited in any manner. The quantity and type of explosives used depends on ease and convenience of logistics. As far as IED s are concerned, all bombs are improvised in one way or the other. Moreover, if several so called ‘low intensity’ bombs are used in series, the cumulative impact becomes high. In Patna Gandhi Maidan nearly half a dozen bombs went off in series, enough to cause stampede in an unprecedented crowd of more than more than half a million. The consequences would have been unimaginable specially if all the 18 bombs that were planted had exploded. Causalities would have been in thousands. The attempt therefore by politicians and officials to dilute the enormity of terrorist attack by using terms like ‘low intensity’ and ‘IED’ is nothing but politicization of terror, a phenomenon which has become increasingly pronounced after 26/11 for exigencies of vote-bank politics. It needs to be constantly underscored that the Home Minister, Minister of State for Home, and Chief Ministers are not merely politicians but custodians of India’s security. It was sheer destiny that Narendra Modi’s life was spared. It were the intangible factors and circumstances, which only those present at the location could sense that prevented thousands from being killed. Otherwise the state security apparatus in terms of willful omissions had left every conceivable security gap to invite what could have been a humongous tragedy. This author had visited the podium area just 12 hours before the rally. There was none to stop, none to check, leave alone the area being sanitized by security and cordoned off. There were no sniffer dogs, no metal detectors and no CCTV. If this was the security sensitivity in the nerve center of the venue, the indifference in the rest of the Maidan can be extrapolated. Such events or rallies are nothing unusual, they are routine, and call for certain routine security drills. These Standard Operating Procedures (SOP) were very much in place when President Parnab Muherjee visited Patna a day earlier, and have been strictly adhered to whenever Sonia Gandhi and Rahul Gandhi have visited Bihar to address election rallies, even as they are unconstitutional authorities. In fact only recently when Sonia Gandhi visited Gaya after the blasts at Mahabodhi temple there was such a formidable cordon that crews of most TV news channels were not permitted to get anywhere close. It needs to be reiterated that Narendra Modi apart from being a prime-ministerial candidate of the main opposition is also a Chief Minister, a constitutional authority. Anti-national spin-doctors The designated suicide bomber Ainul could not travel beyond the toilet of Platform No 10 of Patna Railway Station as he had messed up the circuit while preparing himself as human bomb. The other accomplice Imtiaz was not caught by the police as generally believed, but by brave and vigilant people. But for his apprehension many theories would have been fabricated. In fact the spin-doctors, some of them parliamentarians, who as facilitators of terror from across, having successfully concealed their true identities, were already on the over-drive attributing the terror attack as political conspiracy by the RSS. For the facilitators of terrorists it has become customary to label all terrorist attacks as acts of Hindu terror unless proven otherwise. It was therefore to the good fortune of the blessed land of India that Imtiaz was apprehended, just as Ajmal Kasab, who as planned failed to destroy himself, to live to spoil the meticulously scripted agenda of conspiring in staging 26\11 so that Hindu terror could be created to balance other forms of religious terror. Salute to the public! The Indian coordinator of the attack belongs to the Indian Mujahideen. He is one Tehseen, hailing from Samastipur in Bihar. He carries an award of Rs 10 lakhs. Tehseen has been close aide of Yasin Bhatkal, the founder of IM, whose custody the Bihar government refused to accept when he was apprehended on the Bihar-Nepal border. This is despite the fact that Bhatkal had the key role in creating IM modules in North Bihar. Bombs were planted all around the Gandhi Maidan. They were perfectly timed to coincide with the onset of Narendra Modi’s speech. The explosions began from the eastern end at 11.40 pm and moved serially clockwise at intervals between 5 and 15 minutes. The fifth and the last i.e. sixth explosion were in the vicinity of the podium area at 12.30 pm and 12.45 pm respectively. Modi fortuitously arrived on the stage 30 minutes late, i.e. at 1 pm. It may be mentioned that nearly a dozen bombs went unexploded and were diffused later. The plan to trigger stampede after Modi’s arrival is now quite clear. It is also evident that amidst the stampede the suicide bomber had been instructed to blow himself along with Modi. The tangibles and intangibles that saved the day and this author was witness to were: the massive size of Gandhi Maidan (1.7 km circumference); the indifference, enthusiasm and fortitude of the people; the maturity and presence of mind of leaders on the podium; and of course wisdom of Modi. Owing to the massive size of Gandhi Maidan the crowds at the western end in the area around podium were insulated from the nature of the blasts at the eastern end. The same was later the case with regards to north and south. The indifference and disregard for terror in the people had to be seen to be believed. This author was present at the centre of the Maidan. Even as Modi’s speech was in progress there were some 50 people who had encircled a life bomb, preventing others from straying into the perceived danger zone. A posse of policemen standing at some distance looked too befuddled to take charge of the situation. The rest of the huge crowd around chose not to be distracted from Modi’s speech. It is therefore no exaggeration to say that the rally was conducted in presence and acute awareness of live bombs. The leaders on the dais had commanding view of the ground and were conscious of the enormity of the situation. Not one of them betrayed any sign of worry or panic. On the contrary each one of them deliberately underplayed the blasts to the public as mere cracker explosions by over enthusiastic supporters. As Modi arrived at the airport he was apprised of the situation and was advised to cancel his speech. He exercised great wisdom and courage in persisting with the schedule. Had he baulked and not addressed the rally, stampede or communal riots was certain. He was sagacious enough to escape completely any mention of blasts. Such was the passion and courage of the people that several thousands of them having seen the blasts on television still headed for Gandhi Maidan after learning that Modi had arrived at Patna and was on his way to the venue. Since vehicles were not permitted, this author walked with part of this crowd, covering a distance of two kms. All through there were slogans to the effect that bombs could not deter them. There were slogans against Pakistan and against the Bihar Chief Minister for having visited that country. The political resolve of the people had defeated terror. Creating environment for terror Perusal of the intelligence inputs by the Intelligence Bureau to the Bihar government is now available in the open domain. They incontrovertibly prove that the warning could not have been more specific. Even if it were not so, to a common man the threat perception in respect of Narendra Modi is well known. The threat to his life from human bombs became evident with the recruitment of Ishrat Jahan by the LeT for the purpose. It needs to be investigated that that why was Patna chosen by the IM and its handlers in Pakistan for attempt to assassinate Modi. The truth is that a fertile ground has consciously been nurtured in the state to facilitate jihadi terror. North Bihar has emerged as the hub of jihadi terror after 26/11, particularly after the visit of the CM to Pakistan. One of the founders of IM Amir Reza Khan was from Bihar. The key early recruits to the organization Fasih Mohammed and Mohd Tarique Anjum hailed from Darbhanga and Nalanda respectively. It was Fasih Mohammad who took Yasin Bhatkal to Darbhanga. Fasih and LeT chief Zaki-ur Rehman Lakhvi together monitored 26/11 attack from control room set up in Malir in Karachi. There also have been recent reports to suggest teaming up of IM with Al Qaeda. Bihar is also one of meeting points of two terrors, i.e. Jihadi Terror and Maoist Terror. Yasin Bhatkal has revealed that he met Maoist leaders in Nepal before serial blasts rocked Gaya in July. The boy who desecrated the iconic Amar Jawan Jyoti in Mumbai was one Yunus Ansari, also from Bihar. It was in Bihar that some politicians described the LeT operative Ishrat Jahan as ‘Bihar ki Beti’ (daughter of Bihar). The alleged mastermind of Patna blasts Tehseen Akhtar, is the main financer of terrorist attacks by Indian Mujahedeen and obtains money from his handlers in Pakistan through hawala transactions from Dubai, tapping into Dawood’s network. He too hails from Samistipur in Bihar. Latest reports also suggest that eight students of particular hostel were indoctrinated, trained and paid Rs 10,000 to plant bombs in Gandhi Maidan. It indicates the level of Islamic radicalization in Bihar. When the Chief Minister of a state begins to treat a counterpart as enemy and not political adversary for reasons solely attributable to religious votebank, it only abets fundamentalism, radicalization and terror. In effect it conveys mistaken signals to the security apparatus of the state. It is in this politically cultivated environment that for the first time in India a political rally became target of terrorist attack. Security is the decisive component of governance. There can be no development without security. If a CM tries to toss the buck of terrorism at the Central Government it amounts to criminal neglect or conspiracy, because he is not only guilty of creating a political environment to facilitate terror but also of deliberate dereliction by willfully neglecting an appropriate response and security structure. A prominent lawyer and very credible spokesman of a political party has spoken about the infiltration of IM in Bihar Police. Jihadi terror and Maoist terror when considered together, the situation in Bihar is grim. It may be mentioned that 32 out of 38 districts in Bihar are impacted by Maoist terror. There are no go areas in certain parts of Gaya district, even for the CM. With regard to Maoist terror, the Ministry of Home Affairs (MHA) has declared Bihar as ‘severely affected’ along with Chhattisgarh, Jharkhand and Odisha. It is the security situation in Bihar that is deterring investors. Political conspiracy? The political conspiracy angle on the Patna blasts should not be treated as mere possibility. Even as links to Pakistan, based on inputs provided by the apprehended accused were being traced to Karachi, some politicians took umbrage on the very mention of the name of the country. Some politicians even took umbrage on mere expression of suspicion on Indian Mujhaideen. The same umbrage was seen in the state government over formulations like ‘Darbhanga Module’ or ‘Madhubani Module’. There was also umbrage when Maharashtra ATS and the Karnataka ATS came to Bihar to apprehend terrorists. The magnitude of the averted disaster should have sent shock waves in the administration, engendered hard introspection, imbued a sense divine relief and stirred modicum of sympathy for main target. But the very next day hostile acerbic political comments were being made by the person who should have been most apologetic. Those comments and lessons in history could have been reserved for some other day. The forebodings were there. A young man in his early 20s had told this author a day before that he had information that there were plans to disrupt the rally by a rival party by infiltrating its cadres in the crowd. It seemed incredulous because India never had such political culture even in the days preceding Emergency or after. Soon after the rally as this author was waiting outside the Gandhi Maidan for the crowd to subside, a car driver of some dignitary hailing from Buxar, during the course of conversation, and in full innocence said that he had arrived at 8.30 in the morning and was warned by a bystander that he should not wait for the rally to begin as the entire venue had been planted with bombs. His apprehensive companion in fact tried to dissuade him from sharing this information. In all political assassinations in India it is invariably observed that key personalities and functionaries are away from scene of disaster or chose to be away from town. This happened in the case of Rajiv Gandhi or more recently in the Maoist murder of politicians in Chhattisgarh and of course now. The main suspect in Chhattisgarh massacre struts openly on the political landscape of the state. The facilitators of Rajiv Gandhi’s assassination have been enjoying the fruits of power under all dispensations. Concluding question The blasts at Gandhi Maidan pose the most alarming question, i.e. is Pakistan going to determine who will be the next prime minister of India?

१९७१ मधील नरसंहार आणी आपल्या देशहिताचे रक्षण गेल्या आठवड्यात देशात सुरक्षेवर आघात करणार्या अनेक घटणा घडल्या. पाकिस्तान ,चीन पुरुस्क्रुत हिसांचार वाढतच चालला आहे.श्रीनगर राष्ट्रीय महामार्गावर गस्त घालत असलेल्या सुरक्षा रक्षकांच्या पथकावर दहशतवाद्यांनी ०६/११/२०१३ ला केलेल्या हल्ल्यात दोन जवान शहीद झाले. २०१३ मध्ये आपले १६० जवान दहशतवाद्यांशी लढतांना शहिद झाले आहेत त्यापैकी ७३ जवान काश्मीर मध्ये शहिद झाले आहेत. जमिनीवर भारताच्यासाठी आव्हाने उभी करणार्याक चीनने आता आकाशाचीही मदत घ्यायला सुरुवात केली आहे. भारताच्याच्या ताब्यात असलेल्या जलसाठ्यांची आणि सीमांची ‘रेकी’ करण्यासाठी आता चीनने १८ उपग्रह आकाशात पाठविले आहेत. आर्थिक धोरणांच्या माध्यमातून चीनने भारताला आपल्या विळख्यात घेतले आहे. भारताच्या अर्थव्यवस्थेवर पकड मिळवणार्याा चीनने जगभरातील आपल्या व्यापारी मार्गांना आपल्या अधिपत्याखाली आणण्याची तयारी चालवली आहे. यासाठी चीनने भारताच्या जलसाठ्यांची आणि सागरी सीमांची सगळी माहिती गोळा करायचा सपाटा लावला आहे. आपल्याच हद्दीत घडलेल्या घटनांची तत्काळ माहिती मिळवण्यासाठी आपल्याकडे कोणतीही यंत्रणा नसल्याची माहिती डीआरडीओचे प्रमुख अविनाश चंदेर यांनी समोर आणली आहे. भारताला आपल्या सागरी सीमांमधील घडामोडींवर लक्ष ठेवण्यासाठी किमान ८० उपग्रह हवे आहेत. त्यांच्या माध्यमातून छायाचित्रे आणि घटनांची इतर माहिती गुप्तचर संस्थाना मिळणे सोपे होईल. बांगलादेश कोर्टाचा ऐतिहासिक निकाल बांगलादेशमध्ये 2009 मध्ये झालेल्या उठावादरम्यान 57 लष्करी अधिकाऱ्यांसह 74 लोकांची हत्या केल्याप्रकरणी येथील न्यायालयाने ०४/११/२०१३ला (मंगळवारी) निमलष्करी दलातील 152 माजी सैनिकांना दोषी ठरवून फाशीची शिक्षा सुनावली. "या सर्व दोषींना मरेपर्यंत फाशी देण्यात यावी,'' असा निर्णय न्यायाधीश महम्मद अख्तरूझ्झमान यांनी दिला. जगातील गुन्हेगारी खटल्यांसाठी दिल्या गेलेल्या निकालापैकी हा निकाल सर्वांत मोठा असल्याचे मानले जात आहे. या सैनिकांची क्रूरता अतिशय भयंकर होती, असे न्यायाधीशांनी मोठ्या प्रमाणात गर्दी झालेल्या न्यायालयात सांगितले. बीएनपी या पक्षाचे माजी विरोधी नेते नसिरूद्दीन अहमद पिंटू आणि बांगलादेश रायफल्सचे माजी अधिकारी तोराब अली या दोघांसह काही नागरिकांना न्यायालयाने जन्मठेपेची शिक्षा सुनावली. या खटल्यात 1300 जणांच्या साक्षी झाल्या. यामध्ये 655 साक्षीदार सरकारी पक्षाचे आणि 27 बचाव पक्षाचे होते. या खटल्याची सुनावणी ३ वर्षात संपली. 25 आणि 26 फेब्रुवारी 2009 रोजी बांगलादेश रायफल्सच्या एका युनिटने बांगलादेश रायफल्सच्या मुख्यालयावर हल्ला चढवून तेथील महासंचालकांसह इतर लष्करी अधिकाऱ्यांची हत्या केली होती. 33 तासांच्या या उठावात बंडखोर सैनिकांनी मालमत्तेचेही नुकसान करून मौल्यवान वस्तूंची लूट केली होती. बंडखोर सैनिकांनी त्यांच्या पैशांच्या मागणीसह इतर काही मागण्या सरकारसमोर ठेवल्या होत्या. एकूण 846 संशयित होते,त्यात 26 नागरिकांचा समावेश होता.152 सैनिकांना फाशीची शिक्षा ,158 सैनिकांना जन्मठेपेची शिक्षा ,251 जणांना 3 ते 10 वर्षांचा तुरुंगवास आणी 242 जणांची पुराव्याअभावी निर्दोष मुक्तता झाली. एकाचवेळी इतक्या मोठ्या प्रमाणात सैनिकांना फाशीची शिक्षा ठोठावण्याचा हा निकाल ऐतिहासिक आहे. या बंडखोर सैनिकांनी निष्पाप नागरिकांवर अतिशय अमानूष अत्याचार केले आहेत. महिलांवरील अत्याचारांनी तर सीमा गाठली आहे. इतके भीषण कृत्य करणारे हे बंडखोर सैनिक दयेस पात्र नाहीत. असे मोहम्मद अख्तरुझामन यांनी आपल्या या निकालात म्हटले आहे. १९७०-७१ मधील २० लाख हिंदूचा नरसंहार १९७१च्या युद्धात भारतीय लष्कराने पाकिस्तानला हरवले आणि बांगलादेशाची निर्मिती झाली. या युद्धात जमात-ए-इस्लामीच्या नेत्यांनी पाकिस्तानला मदत केली .जमातचे कार्यकर्ते आणि नेते यांनी अनन्वित हिंसाचार घडवून आणला. बांगलादेश सरकारच्या म्हणण्यानुसार या युद्धात ३० लाखांचे शिरकाण झाले. ९० लाख लोकांना स्थलांतर करावे लागले .महिलांना अनन्वित हालअपेष्टांना तोंड द्यावे लागले. १९७१च्या स्वातंत्र्य आंदोलनात महिलांशी दुर्व्यवहार, हत्या आणि नरसंहार केल्याचा आरोप जमात-ए-इस्लामीचे सहायक महासचिव अब्दुल मुल्ला यांच्यावर ठेवण्यात आला होता. त्याला व अनेक कार्यकर्त्यांना न्यायालयाने जन्मठेपेची शिक्षा मागच्याच महिन्यात सुनावली. अमेरिकेचे प्रसिद्ध लेखक आणि पत्रकार गैरी बास यांच्या नुकत्याच प्रकाशित झालेल्या ‘द ब्लड टेलिग्राम : निक्सन, किसिंजर ऍण्ड ए फॉरगॉटन जेनोसाईड’ या पुस्तकाने जगात खळबळ उडवून दिली आहे. वास्तविक पाहता हेच पुस्तक भारताच्याच एखाद्या लेखकाने लिहायला हवे होते. एका विदेशी लेखकाने बांगलादेश निर्मितीच्या वेळी हिंदूंवर झालेल्या भयानक अत्याचाराला जगापुढे मांडले आहेच, त्यावर भारत सरकारकडूनच अधिकृत प्रतिक्रिया व्यक्त झाली नाही .भारतातील एकाही संघटना आणि मानवाधिकारवादी नेत्यांनी या मुद्यावर प्रतिक्रिया दिली नाही. १९७१ साली हिंदूंच्या नरसंहाराची बाब उजागर झाली असतानाही, भारताने या नरसंहाराची संभावना, बांगलादेशातील नागरिकांवर झालेले ते अत्याचार आहेत, अशा शब्दांत केली आणि हिंदू शब्दाचा उल्लेख टाळला. गैरी बासच्या या पुस्तकाने भारतातील हिंदूच स्वधर्मी बांधवांच्या दुख: आणि वेदनांप्रती किती उदासीन आणि कसे आपल्या उपेक्षेच्या स्वभावालाच जोपासतात, हेच अधोरेखित केले . आम्हाला आमचा गौरव किंवा दु:ख आंतरराष्ट्रीय समुदायाकडून मान्य करवून घेण्यासाठी कुणा भारतीयाची नव्हे, तर पाश्चििमात्य इंग्रजांची गरज भासत असते. हिटलरचे नाझी अत्याचार आणि स्टालिन, माओ-त्से-तुंग यांच्या नरसंहारासारखाच पाकिस्तानी सेनेने पूर्व पाकिस्तानातील हिंदूंचा केलेला नरसंहार कुणा भारतीयाने चव्हाट्यावर आणला नाही . या विषयावर हिंमत दाखवून, सर्व तथ्ये गोळा करून लेखणी चालविली असेल, तर एका अमेरिकन लेखकाने. गैरी बासनी म्हटले की, पाकिस्तानी सैनिकांना हे जेव्हा लक्षात आले की, आपला पराजय निश्चिरत आहे तेव्हा त्यांनी जमाते इस्लामीला हाताशी धरून हिंदूच्या घरासमोर पिवळे निशान लावले, जेणेकरून हिंदू घरांची ओळख तत्काळ व्हावी. त्यानंतर अंगावर शहारे आणणारे हल्ले केले गेले, ज्यात हिंदू महिलांवर बलात्कार, घरांची लुटालूट, जाळपोळ, पुरुष, वृद्ध आणि बालकांची अतिशय निर्घृणपणे हत्या करण्यात आली. बांगलादेशातील स्थानिक संघटनांच्या माहितीनुसार सुमारे २० लाख बांगलादेशी हिंदू या नरसंहारात मारले गेले. दुर्दैवाने भारतात कोणत्याही विचारधारेचे सरकार असो, कधीही बांगलादेशात मारल्या गेलेल्या हिंदूंच्या बाबतीत सहानुभूती अथवा दु:ख प्रकट करणारा चकार शब्दही काढला नाही. आमचीही नैतिक जबाबदारी? भारतात मानवाधिकार संघटना आहेत, त्या जर्मनीतील यहुदी समुदायावरील अत्याचारांचा प्रश्न् उपस्थित करीत असतात किंवा पोलपॉट (कंबोडिया)ने केलेल्या मानवाधिकारांच्या उल्लंघनावर अजूनही गळा काढतात. त्यांच्यापैकी एकानेही आपल्या शेजारी देशातील रक्तबांधवांवर झालेल्या अमानुष अत्याचारावर एकही शब्द काढला नाही. परिसंवाद, चर्चासत्रे तर फार दूरची गोष्ट.ही झाली भारताच्या मनावर झालेल्या आघाताप्रती आमची उदासीनता . कोणताही भारतीय, जगाच्या कोणत्याही कोपर्यादत भारतीयावर होणार्या आघातांप्रती गप्प कसा काय बसू शकतो? जगामधील भारतीयाचे दु:ख, वेदना, अन्यायाबाबत आमचीही नैतिक जबाबदारी आहेच. भारताच्या सीमांवर सातत्याने घुसखोरी सुरू आहे. चीन आणि पाकिस्तानी सैनिक सातत्याने एकीकडे भारतीय सीमांच्या आत घुसत आहेत, तर दुसरीकडे बांगलादेशी घुसखोरांचे पूर्वांचलात लोकसंख्येवर आक्रमण सुरू आहे. आज भारताचे मन आणि तन या दोहोंवर आघात होत आहेत.हे मनाला प्रचंड वेदना देणारे आहे. आम्ही आपल्या देशहिताचे रक्षण करायला केंव्हा शिकणार.?
