शान्य हिंदुस्थानात हजारोंच्या संख्येने दहशतवादी घुसणे गंभीर आहे


बांग्लादेश आणि हिंदुस्थानची सीमा ओलांडून मोठ्या प्रमाणात दहशतवादी घुसले असल्याची माहिती बांग्लादेशने हिंदुस्थानला दिली आहे. या दहशतवाद्यांची संख्या २०१५ च्या तुलनेत २०१६ मध्ये तीन पटीने वाढल्याचंही सांगण्यात आलं आहे. बांग्लादेशने हिंदुस्थानच्या गृहमंत्रालयाला दिलेल्या एका अहवालात ही बाब नमूद करण्यात आली आहे. पश्चिम बंगाल, आसाम आणि त्रिपुरा या राज्यांमधून हे दहशतवादी घुसखोरी करत आहे. यामध्ये हरकत-उल-जिहादी अल-इस्लामी आणि जमात-उल-मुजाहिद्दीन बांग्लादेश या दोन दोन दहशतवादी संघटनांच्या दहशतवाद्यांची संख्या सर्वाधिक आहे. आसामं पोलिसांनी गेल्या काही महिन्यात केलेल्या अटकांच्या आकडेवारीवर नजर टाकल्यास ही गोष्ट खरी असल्याची खात्री पटते आहे. गेल्या सहा महिन्यात जमात-उल-मुजाहिद्दीन बांग्लादेशच्या ५४ दहशतवाद्यांना अटक करण्यात आली आहे. पश्चिम बंगालमधील पोलीस अधिकाऱ्यांनी सांगितलं आहे की पूर्वी हे दहशतवादी मालदा, मुर्शिदाबाद किंवा नदिया या जिल्ह्यांमधून हिंदुस्थानात घुसखोरी करायचे मात्र आता हे दहशतवादी आसाम, त्रिपुरा मार्गे पश्चिम बंगालमधून घुसखोरी करायला लागले आहेत. एका इंग्रजी वृत्तपत्राने याबाबतचं सविस्तर वृत्त प्रसारीत केलं आहे ईशान्य हिंदुस्थानपासून मुंबईपर्यंत दहशतवादाचा धोका तसा जुनाच आहे. मात्र आता दिल्या गेलेल्या दोन ‘अॅलर्ट’नी दहशतवादाच्या नव्या धोक्याचीही जाणीव करून दिली आहे. हा केवळ ‘जाता जाता केलेला इशारा’ नाही हे सरकार, सुरक्षा यंत्रणा, रेल्वेपासून सामान्य जनतेपर्यंत सर्वांनीच समजून घ्यायला हवे. आपल्याकडे दहशतवादी हल्ल्याचे ‘हाय अॅलर्ट’ अधूनमधून दिले जातच असतात. विशेषतः स्वातंत्र्यदिन किंवा प्रजासत्ताक दिनाच्या पार्श्वभूमीवर दरवर्षीच दहशतवादी पकडले जातात आणि दहशतवादी हल्ला ‘विफल’ वगैरे केला जातो. मात्र आता तसे काही नसतानाही एकापाठोपाठ एक असे दोन अॅलर्ट देण्यात आले आहेत. त्यापैकी एक आहे मोठय़ा संख्येने दहशतवादी हिंदुस्थानात घुसल्याचा आणि दुसरा आहे हिंदुस्थानी रेल्वेच्या घातपातासंदर्भात. हे दोन्ही इशारे वेगळ्या अर्थाने चिंताजनक आहेत. एकतर ईशान्य हिंदुस्थानात हजारोंच्या संख्येने दहशतवादी घुसणे गंभीर आहे. शिवाय पश्चिम बंगाल या नेहमीच्या मार्गाबरोबरच आसाम आणि त्रिपुरा या दोन राज्यांचाही घुसखोरीसाठी वापर करणे ही दुसरी चिंताजनक गोष्ट आहे. पुन्हा ही माहिती बांगलादेश सरकारनेच दिली आहे. आता शेजारी राष्ट्राचे ‘कर्तव्य’ त्या देशाने पार पाडले म्हणून त्यांचे आभार मानायचे की हिंदुस्थानात शिरण्याआधीच या दहशतवाद्यांना ताब्यात घेण्याचे किंवा कंठस्नान घालण्याचे ‘कर्तव्य’ बजावले नाही म्हणून त्या देशाला दोष द्यायचा? खरे म्हणजे धर्मांध मुस्लिम आणि विविध इस्लामी दहशतवादी संघटना यांच्या कचाट्यात बांगलादेशही भरडला जात आहे. त्यामुळे तो स्वतःच ‘अॅलर्ट’ राहिला असता तर ते त्यांचेही भलेच झाले असते आणि हिंदुस्थानसमोर संकट उभे ठाकले नसते. अर्थात, आता हे घुसखोर दहशतवादी काय किंवा हिंदुस्थानी रेल्वेला ‘घातपात’ घडवून आणण्याच्या प्रयत्नात असलेले दहशतवादी काय, दोघांचीही कार्यपद्धती बदलली असल्याने हिंदुस्थानी सुरक्षा यंत्रणांनाही वेगळ्या पद्धतीने विचार करणे भाग आहे. कारण बांगलादेशातून घुसलेल्या दहशतवाद्यांचा संपूर्ण ईशान्य हिंदुस्थानात मोठा हिंसाचार घडविण्याचा इरादा असावा. एकट्या आसाममध्येच सहा महिन्यांत ‘जेएमबी’ या संघटनेचे ५४ दहशतवादी ताब्यात घेण्यात आले आहेत. ज्या दहशतवाद्यांनी आता हिंदुस्थानात घुसखोरी केली आहे त्यात याही संघटनेचा समावेश आहे. हे सर्व लक्षात घेऊनच केंद्र आणि त्या त्या राज्य सरकारांना उपाय योजावे लागणार आहेत. दुसरा अॅलर्ट मुंबई, मुंबईची लोकल आणि लांब पल्ल्यांच्या गाड्यांसंदर्भात आहे. वास्तविक मुंबई आणि मुंबईची लोकल सेवा यांना असलेला दहशतवादाचा धोका जुनाच आहे. आजवर अनेक मुंबईकरांचे अशा हल्ल्यात बळी गेले आहेत. मात्र ताज्या इशाऱ्यानुसार दहशतवाद्यांची कार्यपद्धती वेगळी असण्याची शक्यता आहे. त्यामुळे येथेही सरकार, सुरक्षा यंत्रणा आणि सामान्य प्रवासी अशा सगळ्यांसमोर मोठे प्रश्नचिन्ह उभे राहू शकते. मध्यंतरी हिंदुस्थानी रेल्वेगाड्यांचे अपघात घडवून आणण्याचे प्रयत्न झाले ते याच नव्या कार्यपद्धतीनुसार. पाटणा-इंदूर रेल्वेचा मोठा अपघात वगळता इतर प्रयत्न सुदैवाने असफल ठरले. शमशुल हुदा या दहशतवाद्याच्या अटकेमुळे रेल्वेच्या ‘घातपाती’ अपघातांमध्ये पाकिस्तानी गुप्तचर संस्था ‘आयएसआय’चाच हात असल्याचेही उघड झाले. मात्र नेहमीच्या बॉम्बस्फोटांपेक्षा रेल्वे रुळांना ‘घातपात’ करून, रूळ कापून, त्यावर अवजड वस्तू ठेवून उपनगरी रेल्वे आणि लांब पल्ल्याच्या गाड्यांचे ‘अपघात’ घडवून आणण्याचे व त्यासाठी भिकारी, गर्दुल्ले यांचा वापर करण्याचे दहशतवाद्यांचे प्रयत्न आहेत. हिंदुस्थानी रेल्वेचा पसारा आणि महाप्रचंड जाळे लक्षात घेता या सर्व हालचालींवर नजर ठेवणे, त्यांच्यावर नियंत्रण मिळविणे आणि घातपाताचा प्रयत्न असफल करणे, रेल्वेमार्गावर ‘गस्ती पथके’ ठेवणे या सर्व उपायांवरही मर्यादाच आहेत. तरीही रेल्वे सुरक्षा दलांसह स्थानिक पोलीस, होमगार्ड, राखीव मनुष्यबळ यांचा यासंदर्भात कसा वापर करता येईल हे पाहायला हवे. रेल्वेमार्गांच्या आजूबाजूला महिनोन् महिने पडून राहणारे सामान, भंगार, जुने रेल्वे रुळ, पोलादी खांब या वस्तूच उद्या घातपातासाठी ‘साधन’ म्हणून वापरल्या जाऊ शकतात. त्याची ‘साफसफाई’ लवकर कशी करता येईल याचा विचार व्हायला हवा. सध्या दोन्ही रुळांवर अडथळा आला तरच सिग्नल लाल होतो, त्याऐवजी एका रुळावर अडथळा आला तरी सिग्नल कसा लागेल यादृष्टीने तांत्रिक सुधारणा रेल्वेने करायला हवी. ईशान्य हिंदुस्थानपासून मुंबईपर्यंत दहशतवादाचा धोका तसा जुनाच आहे. मात्र आता दिल्या गेलेल्या दोन ‘अॅलर्ट’नी दहशतवादाच्या नव्या धोक्याचीही जाणीव करून दिली आहे. हा केवळ ‘जाता जाता केलेला इशारा’ नाही हे सरकार, सुरक्षा यंत्रणा, रेल्वेपासून सामान्य जनतेपर्यंत सर्वांनीच समजून घ्यायला हवे.

Only the non-playing entities (politicians, activists and the media) keep claiming that women are equal to men to demand more positions for women in the Services. However, it is the top brass of the Services that is to be blamed for the present mess as it lacks spine to resist pressures. Earlier, entry of women in the Indian Armed Forces was limited to the Army Medical Corps, the Army Dental Corps and the Military Nursing Service. It was in 1990 that a decision was taken to grant Short Service Commission (SSC) to Service Officers Strength in 2016 Year-wise Induction of Women Officers women in some select non-combat branches in the three Services. The first batch joined in 1992. The decision was neither need-based nor well thought-through. Resultantly, the Armed Forces are still grappling with the issues that keep cropping up with worrisome regularity. Many weak-kneed commanders succumb to the political pressure and accede to demands which are not in the interests of the Services. In the early 2014, the then Air Chief had publicly declared that women by nature were not physically suited for flying fighter planes for long hours. In October 2015, in a complete turnaround, he announced the decision to induct women into the fighter stream “to meet the aspirations of young women of India”. Interestingly, he continued to entertain doubts regarding the role to be assigned to women fighter pilots. Unit And Formation Commanders All commanders consider women to be a liability as considerable resources have to be diverted to ensure their comfort, dignity and safety, without commensurate advantages. They prefer to do with the shortage of officers rather than have women under their command. Women join the military on the plank of equality of sexes but this plank vanishes the day they join the training academy. Thereafter, they again become the weaker sex and demand special dispensation. Commanders are hard pressed to satisfy them. As women cannot be employed on all tasks, flexibility available to the commander gets restricted. For example, every officer is detailed as the duty officer by rotation and has to visit the Quarter Guard and all sentry posts at midnight to ensure their alertness. Unit commanders rue the fact that women cannot be assigned such duties and male officers have to undertake additional work load, which they resent. Reality Check Standards of physical fitness for women have been pegged at appallingly low levels. Even then, most women fail to achieve them. As women are anatomically weak, they cannot withstand prolonged physical stress and are prone to serious injuries like slipped discs, shoulder dislocations, stress fractures, infections of the womb and pelvic organ prolapsed. Therefore, they cannot be exposed even to routine unit regime. Whereas male officers take pride in leading their units from the front, women officers cannot even keep pace with the troops. Unlike the male officers, women do not train and exercise with the troops. As they cannot be detailed on patrolling and route marches, commanders are forced to employ them on office duties. As can be seen from the above table, strength of women varies from 3.7 per cent for the Army to 13.2 per cent for the Air Force. Although their presence in the Services has ceased to raise eyebrows, the issue of their contribution continues to evoke extreme reactions. Two and a half decades is a long enough period for the Army to carry out an objective appraisal. For that, it is essential that a feedback be obtained from the environment. Ignorant And Clueless Crusaders Unfortunately, the Indian media (both print and electronic) is populated by the reporters who know little about national security imperatives and military matters. They thrive by blazoning hyperbolic and embellished headlines. To them, presence of women in the Services symbolises ‘grand display of Nari Shakti’. They get overwhelmed by the sight of women marching on the Rajpath and construe it as a testimony of women’s prowess to defend the borders. Pro-women activists are equally vocal in their misplaced zeal for the ‘equality of sexes’ which makes them look at all issues with blinkered views. For them, entry of women in the Services is a case of ‘women empowerment’, ‘conquest of the last male bastion’, ‘gender equality’ and ‘women’s liberation’. According to them, it is a fundamental right of women to serve in the military to satisfy their vocational aspirations. They are least concerned about the fighting potential of the Services. To buttress their stand for increased induction of women, examples of the United States and Israel are often cited. As their knowledge is pitiably shallow, a number of myths get created, thereby clouding the true facts. Neither the US nor the Israeli forces allow women in direct combat. As in other countries, it is the political leadership that is driving the Indian Armed Forces to open all positions to women. It is quite understandable. For politicians, nothing matters more than expediency of vote-bank chemistry. Through open support for gender equality in the Services, they want to demonstrate their pro-women outlook and earn plaudits by appearing to be progressive. Tokenism Tokenism is the policy and practice of making a perfunctory and symbolic gesture towards the inclusion of members of minority groups. As a matter of political tokenism, the government ordered that the Guard of Honour for President Obama be commanded by a woman officer and that the Republic Day Parade should include a women’s contingent. Both the decisions lacked substance and were purely of symbolic value. The decision to induct women as fighter pilots also smacks on tokenism of reckless nature. The top brass of the services is totally aware of the damage being inflicted on the organisation but lack moral courage to admit it openly. It is considered politically incorrect to oppose induction of women, more so after the flak received by a previous Vice Chief for his innocuous and honest remarks. Talk to any top commander in private and he will readily concede that the decision to induct women was slapdash and hasty. Many consider grant of SSC for ten years to be an ill-conceived initiative. Women normally become officers at the age of 23 to 25 years. Within two to three years of their commission, they get married. Every pregnancy means three yearss of exemption from physical activities – one year pre-natal and two years post-delivery. With the standard two-child norm, a women officer remains physically inactive for close to six years. In the absence of officers, collective field training of the units suffers. Unit Personnel The Service officers take pride in the fact that they earn the right to command by being better than the troops, both physically and professionally. They feel that the entry of women has lowered their standing. By having women only as officers, an impression gets conveyed to the environment that officers’ duties are soft and even women can perform them. The argument that women make up shortage of male officers is always scoffed at for its speciousness. There is no shortage of suitable male volunteers to join the Services. It is just that the Services seek very exacting standards for males while women are accepted with abysmally laughable standards. For that matter, there are no standards for women. In the Army, there is a concept of field and peace postings by rotation. Every officer looks forward to a good peace posting to be with his family and to sort out family issues. But most of the junior and middle level appointments in peace stations are invariably held by women officers on compassionate grounds. Male officers thus get deprived of their due share and are made to suffer prolonged field tenures. It has become a sore point with many. Many male officers feel that the presence of women amongst them tends to make the environment ‘formal and stiff’. They miss their light hearted banter which all militaries consider essential to release work tensions and promote group cohesion. In some establishments, mutual comfort level between men and women colleagues has been found to be low. Most Junior Commissioned Officers (JCOs) and soldiers consider women’s induction to be a political gimmick that warrants no serious attention. Their response varies between outright disapproval to nonchalant dismissal of the issue. As per an informal survey, 81 per cent of the troops were convinced that women officers could never lead them in war efficiently. The balance 19 per cent were unsure of their response. “How can the government be naïve enough to think that a leader who cannot run, train and exercise with troops and lacks required physical fitness be capable of leading us in war?” the respondents queried. “Instead of women officers leading us, we would be carrying their personal weapons and equipment. Even then, they will be laggards and a drag,” was a common refrain of the soldiers. Women Officers As in all militaries the world over, women in India are also confronted with social, behavioural and psychological challenges at all levels. According to many surveys carried out, most women get disillusioned with the ethos of military profession. As most women opting for a career in the Services belong to families where their upbringing had been in a highly sheltered environment, life in the military comes as a big shock to them. While some adapt to it well, most find the task to be too daunting. A handful of women officers are certainly mentally robust and highly motivated. They resent preferential treatment and do not want to be treated as weaklings as it offends their sensitivities and self-respect. They take exception to some women seeking kid-glove treatment to escape hardships. Such women are miniscule in number while a vast majority seeks special dispensation. They avoid field exercises on some pretext or the other – either they are not well or the kids are small or children have school tests. Finally To date, no one has been able to justify the decision to induct women in the Indian Armed Forces. In what way have the services benefited? As the feedback reveals, women suffer from low acceptance and are considered a burdensome trouble by all the stakeholders – neither the commanders nor the male colleagues nor do the soldiers find them suitable for the Services. Interestingly, even most women officers admit their inability to cope up with the demands of the military career. Howsoever righteous and morally upright the principle of equality of sexes may be; national security imperatives should never be compromised at the altar of political expediency and populism. It can prove disastrous for the nation in the long run. Finally, ‘le jury est en’ and the verdict is unanimous – women in the Services are a liability; they lack physical strength; their employability is highly restricted; seek softer appointments; consume considerable resources for comfort and safety; degrade combat potential; and contribute little to the organisational efficiency. In the early 90s, when asked about the induction of women, a senior JCO termed the move to be totally unwise and bereft of any sound logic. Ominously, he predicted that the Services would end up rueing the decision. Events of the last few years have proved his apprehensions to be prophetic. All commanders consider women to be a liability as considerable resources have to be diverted to ensure their comfort, dignity and safety gender disparity

First Published :21-March-2017 : 23:18:56 नुकत्याच झालेल्या पाच राज्यांच्या निवडणुकांच्या निकालांमुळे आपल्याकडच्या राजकीय पंडितांना बसलेल्या धक्क्यातून अजून ती मंडळी पुरेशी सावरलेली नाही. विशेषत: उत्तर प्रदेश आणि उत्तराखंडमधील निकालांमुळे अनेकांना कोड्यात टाकलेले आहे. भाजपाच्या आणि त्यातदेखील मोदींच्या बाजूने इतकी जबरदस्त हवा असताना आपल्याला त्याचा फारसा सुगावा कसा लागला नाही याचे कोडे त्यांना अजूनदेखील वाटते आहे. तशातच उत्तर प्रदेशात योगी आदित्यनाथांसारख्या भगव्या वस्त्रातल्या नेत्याची मुख्यमंत्रिपदी झालेली निवड त्यांना बुचकळ्यात टाकणारी आणि त्यांच्या मनात अनेक शंका-कुशंका निर्माण करण्यास कारणीभूत झालेली आहे. याचे पडसाद जसे आपल्याकडच्या प्रसारमाध्यमात उमटलेले आहेत तसे जगभरातल्या प्रसारमाध्यमांमध्येदेखील ते उमटलेले आहेत. द इकॉनॉमिस्टने उत्तरेवर ताबा मिळवल्यावर मोदींनी आता पुढे काय केले पाहिजे याची चर्चा एका विशेष लेखात केली आहे. १९७०पर्यंत भारतात एका पक्षाची राजवट होती हे सांगतानाच मधल्या काही वर्षांमध्ये बहुपक्षीय आघाड्यांकडे सत्ता गेली होती; पण आता पुन्हा एकपक्षीय सत्तेचे दिवस येत आहेत असे वाटते आहे; पण यावेळी सत्तेची सूत्रे भारतीय जनता पक्षाच्या हाती आहेत असे इकॉनॉमिस्टने म्हटले आहे. मोदींनी नोटाबंदीसारखा कटु निर्णय घेऊनदेखील निवडणुकीत उत्तर प्रदेशासह इतरही ठिकाणी भाजपाला हे यश मिळालेले आहे. ह्या यशाला भाजपाची महत्त्वाकांक्षा जशी कारणीभूत आहे तशीच विरोधी पक्षाचे औदासीन्यदेखील कारणीभूत आहे हे सांगून इकॉनॉमिस्टने गोवा आणि मणिपूरमधील कॉँग्रेसच्या शैथिल्यावर बोट ठेवलेले आहे. इकॉनॉमिस्ट पुढे म्हणते की, या अभूतपूर्व यशानंतर मोदींची जबाबदारी अधिकच वाढली आहे. मोदींनी आर्थिक सुधारणांच्या बाबतीत आजपर्यंत अनेक महत्त्वाची पावले टाकली आहेत. काळ्या पैशाच्या विरोधात ते खंबीरपणे काहीतरी करू पाहत आहेत हे लोकांनी स्वीकारले आहे. भारतीय अर्थव्यवस्था ७ टक्केपेक्षा जास्त वेगाने विकसित होते आहे. पण विकासासाठी आवश्यक जमीन मिळविणे, अतिशय वाईट पद्धतीने चालविलेल्या बँकांचे कामकाज रुळावर आणणे, शिक्षणक्षेत्रात आमूलाग्र सुधारणा करणे यासारख्या अनेक गोष्टी यापुढच्या काळात त्यांना कराव्या लागतील असेदेखील इकॉनॉमिस्टने सांगितले आहे. चीनच्या कम्युनिस्ट पक्षाच्या अधिकृत वृत्तपत्र असणाऱ्या ग्लोबल टाइम्सने २०१९मध्ये होणाऱ्या आगामी लोकसभा निवडणुकीतदेखील मोदीच विजयी होतील आणि भारतासाठी ते खूपच चांगले असेल अशी मल्लिनाथी केली आहे. मोदी अधिक मजबूत झाल्यामुळे इतर देशांच्या प्रमुखांना त्यांच्याबरोबर समझोता करणे अवघड होईल हे सांगतानाच चीनबरोबरचा सीमाप्रश्न सोडवण्यासाठी एक चांगली संधी यामुळे निर्माण होऊ शकेल, असे ग्लोबल टाइम्सने म्हटले आहे. टाइममध्ये मोदींनी ह्या निवडणुकांना आपल्या नेतृत्वाबद्दलच्या सार्वमताचे स्वरूप दिले आणि त्यात त्यांना मोठा विजय मिळाला असे सांगत या निवडणुकांच्या निकालावर प्रतिक्रिया प्रकाशित झाली आहे. उत्तर प्रदेशातील निवडणुकांमध्ये मोदींनी जे यश मिळवले ते अर्थशास्त्रांनी वर्तवलेल्या अनेक शंका-कुशंकांच्या पार्श्वभूमीवर. नोटाबंदीसारखा कठोर निर्णय घेतलेला असताना आपल्या प्रचार कौशल्याच्या बळावर मोदींनी ह्या निवडणुका आपल्याभोवती फिरत्या ठेवल्या. त्यांच्यावरच्या टीकेचा फारसा परिणाम झाला नाही, अशी टीका करणे खूप सोपे आहे; पण तीन वर्षांच्या काळात ते कितीसे काम करू शकतील याला काही मर्यादा जरूर आहेत, पण ते प्रामाणिकपणे प्रयत्न करीत आहेत हे मतदारांना सहज पटू शकले. श्रीमंतांच्या जवळचा काळा पैसा बाहेर काढण्यासाठी ते प्रयत्न करीत आहेत असे सामान्य भारतीयाला पटले आहे आणि त्यामुळेच ते २०१४च्या यशाची पुनरुक्ती करू शकले आहेत, असे टाइमने म्हटले आहे. या निवडणुकांचे परिणाम कॉँग्रेससाठी एक वाईट बातमी आहे असे सांगत राहुल गांधींच्या नेतृत्वावर यामुळे प्रश्नचिन्ह उभे राहिलेले आहे, असे टाइम सांगतो आहे. ब्रॅण्ड मोदी मतदारांना आकर्षित करण्यात यशस्वी झाला आहे. पण हे यश केवळ मोदींचे नाही. त्यांच्याप्रमाणेच भाजपाच्या केंद्र सरकारने केलेल्या अनेक आर्थिक उपायांचा ह्या यशातला वाटा नाकारता येणार नाही, असे टाइमने म्हटले आहे. पश्चिमेतल्या प्रसारमाध्यमांप्रमाणेच भारताच्या शेजारच्या देशातल्या प्रमुख वृत्तपत्रांनीसुद्धा आपली मते व्यक्त केलेली आहेत. नेपाळच्या काठमांडू पोस्टने उत्तर प्रदेशच्या निवडणुकांचे निकाल आणि योगी आदित्यनाथ यांची झालेली निवड यांच्यावर विशेष अग्रलेख लिहिले आहेत. ह्या निवडणुकीच्या निकालामुळे हिंदुत्ववादी विचारांना जनसमर्थन मिळालेले आहे. तशातच आदित्यनाथ यांच्यासारख्या नेत्याची झालेली निवडसुद्धा हिंदूविचारांना पूरक आहे. अशावेळी या घटनांचे नेपाळसारख्या शेजारी राष्ट्रावर अपरिहार्य परिणाम होण्याची शक्यता आणि त्यातच भारतात आता कम्युनिस्टांवर अवलंबून असलेले यूपीएसारखे सरकार अधिकारावर नसून मोदींचे सरकार अधिकारावर आहे याची दखल नेपाळच्या माध्यमांनी घेतली आहे हे त्या लेखामधून लक्षात येते. त्यादृष्टीने काठमांडू पोस्टमधला नेपाळचे युनोमधले माजी प्रतिनिधी प्रकाश राज यांचा लेख मुळात वाचण्यासारखा आहे. या निकालामुळे नेपाळच्या राज्यघटनेमध्ये तिथल्या मधेशींच्यासह सर्व समाजघटकांचा विचार करण्याच्या आणि विशेषत: नेपाळ हे पूर्वीसारखे हिंदूराष्ट्र व्हावे, असा प्रयत्न करणाऱ्या नेपाळमधल्या विचारांना अधिक बळ मिळेल असे मत ते व्यक्त करीत आहेत हे महत्त्वाचे आहे. आपल्याकडच्या विधानसभा निवडणुकांच्या निकालाचे आंतरराष्ट्रीय स्तरावर कोणते परिणाम होतात याचा काहीसा अंदाज ह्या सगळ्यातून यायला हरकत नाही. या विषयावर पाकिस्तानच्या डॉनमध्ये एझाझ अश्रफ यांचा लेख प्रकाशित झाला आहे. त्यात भारतात हिंदूराष्ट्राची भीती निर्माण झाली आहे आणि त्यामुळे इथल्या मुस्लिमांनी निवडणुकींच्या राजकारणापासून दूर राहिले पाहिजे का, याची चर्चा त्या लेखात त्यांनी केलेली आहे. त्या लेखाचा सविस्तर आढावा ह्या ठिकाणी घेता येणे शक्य नसले तरी ह्या निकालामुळे इथल्या विशेषत: उत्तर प्रदेशातल्या मुस्लिमांच्या मनातल्या भावनांचे काहीसे चित्रण आपल्याला त्यातून समजून घेता येते. आजवरच्या ठरावीक पद्धतीच्या सेक्युलरिझमच्या कल्पनांना ह्या निकालामुळे जबरदस्त धक्का बसलेला आहे. ह्या निवडणुकांच्या निकालात काही मुस्लीमबहुल मतदारसंघात बहुजन समाज पार्टी वा समाजवादी पक्षाला अगदी कमी मते मिळाली आहेत हे अतर्क्य आहे आणि हा धक्का पचवू न शकलेल्यांनी कारस्थानांचे, पैसे वाटले गेल्याचे आणि इतर आरोप करायला सुरुवात केली आहे असेही लेखकाने सांगितले आहे. एकूणच ह्या निकालाचा परिणाम आपल्याकडे जितका जाणवला तितकाच तो भारताबाहेरदेखील जाणवला आहे हे नक्की.

| March 22, 2017 2:51 AM 0 SHARES FacebookTwitterGoogle+Email आत्महत्यांना जबाबदार कोण? कर्जमाफीच्या प्रश्नावर ‘आत्महत्या बंद होणार का?’ हा प्रतिप्रश्न हे बिनतोड उत्तर मानले जाते. अशा काळात, शेतकरी आत्महत्येकडे का वळतो हा विचार कोण करणार? शेतकऱ्याला साधा सन्मानाने जगण्याचा अधिकारही आपणच सर्वानी – ‘ग्राहकाभिमुख’ धोरणांनी आणि ग्राहकांनी मिळून नाकारला हे कोण मान्य करणार? साहेबराव शेषराव करपे हे यवतमाळ जिल्ह्य़ातील महागाव तालुक्यातील चील-गव्हाण या गावाचे बडे प्रस्थ. सलग १५ वष्रे सरपंच राहिलेले. त्यांचे वडील संगीताचे मोठे जाणकार होते. स्वत: साहेबराव भीमसेन जोशींचे आवडते शिष्य होते; पण उदरनिर्वाहाचे साधन शेती. संगीत आणि शेती ही क्षेत्रे माणसाला चारचौघासारखे सन्मानाने आणि रुबाबात जगण्यासाठी तशी निरुपयोगीच. या तालेवार माणसाने गावची सेवा करता करता ५०-६० एकर जमिनीतील काही हिस्सा सिंचनाखाली आणला. का, तर शेतीतील अनिश्चितता संपून स्थिर जीवन जगता येईल. मुलाबाळांची शिक्षणे होतील, मुलींची लग्ने वैदर्भीय पद्धतीने खास थाटामाटात करता येतील. हे स्वप्न उराशी बाळगून गावाच्या शेजारीच नदीवरून आपल्या शेतापर्यंत दोन हजार फूट पाइपलाइन करण्याकरिता कर्ज काढले. हे कर्ज, त्याचे हप्ते, व्याज, विजेची बिले, भरता भरता त्यांचे अर्थकारण बिघडून गेले. साहेबराव मोठे धार्मिक. कुटुंबासमवेत आश्रमात जाऊन भजनकीर्तन केले. परत आल्यानंतर पत्नी मालतीच्या मदतीने एक मुलगा व तीन मुलींना प्रेमाने जेवायला घातले; पण निष्पाप मुलांना माहीत नव्हते की, आपल्या अन्नामध्ये विष कालवले गेले आहे आणि हे आपल्या आयुष्यातील शेवटचे जेवण आहे. पोटात विष जाताच मुलींनी तडफडून प्राण सोडला. मुलगा तडफडत होता, मात्र त्याचा प्राण जात नव्हता. साहेबरावांनी मनावर दगड ठेवून त्याचा गळा आवळला आणि त्याचीही तडफड थांबवली आणि शांतपणे पती-पत्नींनी विष प्राशन करून आपल्याही आयुष्याचा शेवट केला. तत्पूर्वी त्यांनी सविस्तर पत्र लिहून ठेवले होते. त्या पत्रात त्यांनी म्हटले होते की, यापुढे निव्वळ शेतीवर सन्मानाने जगणे अशक्य आहे. साहेबरावांचे ते पत्र म्हणजे समस्त शेतकरी समाजाची दु:खद कैफियत. ही घटना १९ मार्च १९८६ची आहे. ३१ वष्रे झाली, आजही शेतकऱ्यांच्या परिस्थितीत बदल झालेला नाही. विष पिऊन वा गळफास लावून आत्महत्या करणाऱ्या शेतकऱ्यांची नावे बदलताहेत, पण आत्महत्येची कारणे तीच. संपूर्ण जगाला शांततेचे, सहिष्णुतेचे नतिक धडे देणाऱ्या, भारतीय संस्कृतीचा टेंभा मिरवणाऱ्या तथाकथित पंडितांना गेल्या २० वर्षांत जवळपास तीन लाखांपेक्षा जास्त शेतकऱ्यांच्या आत्महत्या झाल्या याबद्दल काहीच वाटत नाही. खुद्द आपल्या राज्यात १९९५ नंतर जवळपास ६५ हजार शेतकऱ्यांनी आत्महत्या केल्या. तरीही कुठे चाललाय माझा महाराष्ट्र, हा प्रश्न कोणाच्याही मनाला भेडसावत नाही, हे विशेष. ज्येष्ठ पत्रकार पी. साईनाथ यांनी महाराष्ट्राचे वर्णन ‘शेतकऱ्यांची स्मशानभूमी’ असे सातत्याने केलेला आहे. शेतकऱ्यांच्या प्रश्नांवर त्यांनी सातत्याने कोरडे ओढले आहेत. कदाचित त्यामुळेच त्यांना अजूनपर्यंत कुठला पुरस्कार मिळालेला नसावा, कारण या देशामध्ये सत्य बोलणाऱ्यांपेक्षा आपण कसे वंचितांची सेवा करतो, देशाची प्रतिष्ठा वाढवतो, अशा आविर्भावात वावरणारे व राज्यकर्त्यांच्या राजकीय वर्चस्वाला अडचण निर्माण करीत नाहीत, असेच लोक पुरस्कारास पात्र ठरतात. भारतीय शेती तोटय़ात का गेली, याचा शोध घेण्याचा कुणीच प्रयत्न करीत नाही. साधी गोष्ट आहे. स्वातंत्र्य मिळाले तेव्हा ३५ कोटी लोकसंख्या होती. तरीही या देशामध्ये भूकबळी हा अत्यंत महत्त्वाचा प्रश्न होता. परदेशातून अन्नधान्य आयात करावे लागायचे. हरितक्रांती आली, प्रचंड खर्च करून सिंचन वाढविण्याचा प्रयत्न केला. मोठमोठी धरणे झाली. लोकसंख्या १२५ कोटींवर गेली. तरी शेतकऱ्याने मेहनत करून देशाला अन्नधान्याच्या बाबतीत स्वयंपूर्ण केले. त्याला याचा पुरस्कार मिळाला तो झाडाला फास लावण्याचा. खाणे वाढले, पण खर्चाचे प्रमाण? शेतकरी हासुद्धा इतर घटकांसारखा या देशाच्या समाजाचा कुणी तरी आहे. त्यालाही घटनेने समान हक्क आणि अधिकार दिलेले आहेत. त्यालाही या देशात सन्मानाने जगण्याचा अधिकार आहे. तो गुलाम नाही. हे तरी कोण समजून घेणार आहे का नाही? शेतकऱ्याने शेतीतून उत्पादन वाढवले. मग त्याचे उत्पन्न का वाढत नाही? नॅशनल सॅम्पल सव्‍‌र्हेच्या आकडेवारीवरून दिसून येते की, ५० वर्षांपूर्वी सर्वसामान्य माणसाच्या जेवणात भरड धान्याचे प्रमाण जास्त, कडधान्याचे प्रमाण बऱ्यापकी आणि दूध-दहय़ाचे प्रमाण कमी होते. फळफळावळ सणासुदीलाच माणूस खात होता. ५० वर्षांनंतर सर्वसामान्यांच्या आहारात भरड धान्याचे प्रमाण कमी होऊन कडधान्याचे प्रमाण वाढले. दुग्धजन्य पदार्थ व फळांचे प्रमाणही वाढले. याचा अर्थ सर्वसामान्य माणूस पूर्वीपेक्षा जास्त सकस चौरस आहार घेऊ लागला. भरडधान्ये (ज्वारी, बाजरी, गहू, मका. इ.) स्वस्त; तर कडधान्य व दूध हे महाग असते. फळही तुलनेने महाग असतात. भरड धान्याऐवजी कडधान्य, दुग्धजन्य आणि फळे हे खाण्याकडे कल वाढला, याचाच अर्थ तुलनेने किंमत जास्त असणाऱ्या शेतीमाल खरेदीकडे कल वाढला. हे त्याच वेळी घडते जेव्हा माणसाची क्रयशक्ती वाढलेली असते. अन्यथा गरीब माणूस पोटातील भुकेची आग विझवण्यासाठी सगळ्यात स्वस्त मिळणारी ज्वारी, बाजरीच घेतो, त्याचे पीठ करतो. ज्वारीच्याच पिठाचा बेसनासारखा वापर करून, त्याला थोडी फोडणी देऊन झुणका तयार करतो. शेतातल्या हिरव्या मिरच्यांचा ठेचा तयार करतो. सोबत कांदा घेऊन भूक भागवतो; पण परिस्थिती बरी असली की तो कधी बाजरीची भाकरी, कधी गव्हाच्या चपात्या, गोडधोड पदार्थ, करडईचे तेल, शेंगतेल, पालेभाज्या हे आहारात घ्यायला लागतो. जेवल्यानंतर त्याला फळे आवडू लागतात. याचाच अर्थ अगदी सामान्यातला सामान्य माणूससुद्धा ५० वर्षांपूर्वीपेक्षा आता किती तरी चांगले खायला लागला. मग माणसाचा खाण्यावरील खर्च करण्याचे प्रमाण वाढायला पाहिजे होते; पण तसे मात्र दिसत नाही. ५० वर्षांपूर्वी सर्वसामान्य माणसाच्या उत्पन्नातील ४२ टक्के हिस्सा अन्न-खरेदीवर खर्च होई. आज तो हिस्सा २२ टक्क्यांच्याही खाली गेलेला आहे. याचाच अर्थ आपण पूर्वीपेक्षा अधिक चांगले खायला लागूनही खाण्याच्या खर्चावर आपण २० टक्के कपात केली. म्हणजेच अर्थशास्त्राची जाण नसणाऱ्या, काबाडकष्ट करणाऱ्या भोळ्याभाबडय़ा शेतकऱ्याच्या शोषणाला आपणही कुठे तरी जबाबदार आहोत. ‘गळती’ आणि शोषण एका बाजूला शेतकऱ्याचे अन्नधान्य हे आम्हाला स्वस्तात मिळाले पाहिजे या समाजाच्या हव्यासापोटी राज्यकर्त्यांना शेतकऱ्याच्या शेतीमालाच्या किमती वाढू नयेत. यासाठी कसरती करायला लागतात, तर दुसऱ्या बाजूला शिवार ते माझे घर हा शेतीमालाचा जो प्रवास होतो. त्याच्यामध्ये अनेक गळत्या आणि गलथानपणा आहे. प्रगत राष्ट्रांत उत्पादक ते ग्राहक हा शेतीमालाचा प्रवास होत असताना उत्पादकांना मिळणारे पसे व ग्राहकांना द्यावी लागणारी किंमत यातील तफावत व आमच्या देशात असलेली तफावत यांमध्ये जमीन-अस्मानाचा फरक आहे. गरजेपेक्षा अधिक उत्पादन देणाऱ्या शेतीमालावर प्रक्रिया करणारी व्यवस्था असेल, कापणीपश्चात होणारे नुकसान असेल, बाजारपेठेतील किमती स्थिर ठेवणारी यंत्रणा असेल.. इथेही शेतकऱ्याचा मोठय़ा प्रमाणात तोटा होतो. पायाभूत सुविधा, तंत्रज्ञान, भांडवली गुंतवणूक व बाजारपेठ नियंत्रित करणाऱ्या शक्तींचा बीमोड याबाबतीत ठोस धोरणे राबविल्यास शेतकरी व ग्राहक या दोघांचाही फायदा होईल; पण तशी मानसिकता आजही राज्यकर्त्यांची दिसत नाही, कारण या सदोष यंत्रणेतील असणारे लाभधारक हे सत्तेवर असणाऱ्यांचे बगलबच्चे असतात. कुठे तरी ही यंत्रणा मोडून काढण्याची वेळ आलेली आहे. वैश्विक तापमानवाढीचा परिणाम निसर्गावरही झालेला आहे. निसर्गाचा लहरीपणा अलीकडे वाढला आहे. यामुळे दुष्काळ, वादळ, अतिवृष्टी, गारपीट, थंडीची/उष्णतेची लाट, हे वारंवार घडते. निसर्गात होणारे हे जे बदल आहेत, त्याला प्रतिकार करण्याची क्षमता असणाऱ्या बियाण्यांची उपलब्धता शेतकऱ्यांना होत नाही. त्यामुळे नसíगक आपत्तीने होणारे भांडवली नुकसान त्याला टाळता येत नाही. सानुग्रह अनुदानाच्या नावाखाली मिळणारी सरकारची मदत शेतकऱ्याला उद्ध्वस्त होण्यापासून वाचवू शकत नाही. यामुळेच शेतकऱ्यांचे अर्थकारण कोलमडून पडते आणि त्याचा कर्जबाजारीपणा वाढतो. निसर्गाच्या शिक्षेचा तडाखा कोणाच्याही अध्यातमध्यात नसणाऱ्या शेतकऱ्याला बसतो. आता सांगा, शेतकऱ्याने जगायचे कसे? भंडारी (ता. शेणगाव, जि. िहगोली) येथील शेतकरी उत्तम त्र्यंबक राठोड याने आपल्या मुलीचे लग्न ठरवले. २५ मार्चला लग्न होणार होते. लग्नाचा बस्ता खरेदी करण्यासाठी दुकानात जायचे होते. त्यासाठी त्याला १३ हजार रुपयांची गरज होती. ती रक्कम बस्ता खरेदीच्या तारखेपर्यंत जमली नाही. वरपक्षासमोर प-पाहुण्यांसमोर बेइज्जत होते म्हणून बस्ताखरेदीच्या दिवशीच उत्तम राठोडने आत्महत्या केली. आत्महत्या की हत्या? मला आश्चर्य एका गोष्टीचे वाटते. राष्ट्रीयीकृत बँकेतल्या काम करणाऱ्या अधिकाऱ्यांनी परतफेडीची क्षमता न तपासताच कॉर्पोरट सेक्टरला लाच घेऊन लाखो कोटींची कर्जे वाटली. त्यातली बरीचशी बुडीत निघाली. जवळपास नऊ लाख कोटींची कर्जे ‘राइट ऑफ’ करावी लागली म्हणजे त्यावर पाणी सोडावे लागले. याच बँकांचा तोटा कमी करण्यासाठी केंद्र सरकारला गेल्या वर्षी ३० हजार कोटी, तर या वर्षी १० हजार कोटींची तरतूद करावी लागली. तरीही बँका अजून अडचणीत आहेत. दुसरीकडे, निम्म्यापेक्षा जास्त लोकसंख्या शेतीवर अवलंबून असणाऱ्या शेतकऱ्यांची थकीत कर्जे एक लाख कोटी रुपयांपेक्षाही कमी आहेत. तरीही स्टेट बँकेच्या अध्यक्षा अरुंधती भट्टाचार्याना असे वाटते की, शेतकऱ्यांचे फार लाड होताहेत. यावर विठ्ठल वाघांच्या भाषेत बोलायचे झाल्यास साहेबराव करपे पाटील असोत किंवा उत्तम राठोडसारखे.. लाखो शेतकऱ्यांनी ज्या आत्महत्या केलेल्या आहेत, त्या आत्महत्या नसून आम्ही सगळ्यांनी मिळून केलेल्या हत्या आहेत. या हत्येचं पातक मरेपर्यंत आमच्या कपाळावरून जाणार नाही आणि संपणारही नाही

काश्मीरपासून पाकिस्तान, बांगलादेश आणि मलेशियासारख्या अनेक मुस्लिम देशात राहणार्या् हिंदूंवर, ते केवळ हिंदू आहेत या एकमेव कारणासाठी हल्ले होतच आहेत.- तरुण विजय


याचा अर्थ आहे त्या चिरडलेल्या स्वप्नांचे पुनरागमन जी शतकानुशतकांच्या आक्रमणांमुळे आणि स्वातंत्र्यानंतर वैचारिक शत्रूंच्या आघातांनी जखमी करण्यात येत होती. गावागावात वीज पोहोचली, पाणी, शाळा, रस्ते झाले की मग सारे संपले अशी ही गोष्ट नाही. देश केवळ भौतिक संसाधनांच्या विपुलतेने बनत नाही. या गोष्टी भौतिक गोष्टी शरीराचे रूप घेऊ शकतात. मात्र, प्राण तर संस्कृती आणि शौर्याने मिळतो. त्या संस्कृतीचा आणि शौर्याचा प्रवाहच गेल्या काही दशकांत खंडित झाला होता. आसामची कन्या नाहिद आफरीनविरुद्ध डरपोक, घाबरट आणि अरबी-इस्लामी संस्कृतीचे गोडवे गाणार्यात ४२ मुल्ला-मौलवींनी जो फतवा जारी केला तो आमच्या परंपरा आणि श्रद्धेवर तोच अरबी हल्ला आहे जो काश्मीरच्या हिंदूंवर जिहादींनी केला होता. छत्तीसगडमध्ये सुकमा येथे केंद्रीय राखीव पोलिस दलाच्या १२ जवानांना बेसावध क्षणी गाठून त्यांची हत्या करणारे कम्युनिस्ट विचारसरणीचे दहशतवादीही त्याच हल्ल्यांचा एक भाग आहेत. तर केरळमध्ये रा. स्व. संघ व भाजपा कार्यकर्त्यांच्या हत्यादेखील त्याच क्रूर हिंदूविरोधी आक्रमणाचा एक भाग आहे. हे हल्ले आर्थिक अथवा राजकीय कारस्थानाचा एक भाग आहेत. या वैचारिक पाखंडापासून, खोट्या व दांभिक प्रचारापासून आम्हाला सावध राहावे लागेल. स्पष्ट सांगायचे झाल्यास काश्मीरपासून केरळपर्यंत इस्लामी-कम्युनिस्ट-दहशतवाद हिंदू समाज आणि धर्माविरुद्ध आक्रमणच आहे. जोपर्यंत या वस्तुस्थितीचा आपण स्वीकार करीत नाही, तोपर्यंत कॉंग्रेस-ब्रिटिश मानसिकतेतूनच देशाकडे बघण्याचा आपला दृष्टिकोन बदलणार नाही. हिंदू समाज, संस्कृती आणि त्याचे औदार्यच या विदेशी पैशावर पोसलेल्या हल्लेखोरांचे लक्ष्य ठरत आहे. काही दिवसांपूर्वी आंतरराष्ट्रीय सहयोग परिषदने तामिळनाडूचे विद्वान डॉ. सूर्यनारायण यांच्या विश्वाव्यापी तामिळ समाजावर लिहिलेल्या पुस्तकावर आधारित परिचर्चेचे आयोजन करण्यात आले होते. श्रीलंकेपासून मलेशियापर्यंत तामिळ नागरिकांवर जे भयानक अत्याचार झाले आणि आजही होत आहेत, त्याचे चित्रण या पुस्तकात करण्यात आले आहे. अतिशय वेदनादायक व हृदय विदीर्ण करणारे वर्णन या पुस्तकात आहे. ३० हजार तामिळी हिंदू आजही शरणार्थी आहेत, त्यांच्यासाठी कुणी धावून आलेत काय? मलेशियात एक लाखाहून अधिक तामिळ हिंदू राज्यविहीन आहेत. तेथे फळविक्रेत्या हिंदूलाही ‘हलाल’चे प्रमाणपत्र घ्यावे लागते. या चर्चासत्राच्या वेळी ‘एव्हरेस्ट मूर्ती’ची अतिशय करुण कहाणी ख्यातनाम मानवाधिकार कार्यकर्ते राजेश गोगना यांनी सांगितली. एका तामिळ हिंदू नागरिकाला मृत्यूनंतर मुस्लिम घोषित करून त्याच्या शोकग्रस्त व रडणार्याि नातेवाईकांजवळून त्याचा मृतदेह शरीयतवाल्या मुल्लांनी हिसकावून घेतला आणि त्याचे दफनसुद्धा करून टाकले. एवढेच नव्हे, तर त्याची संपत्तीही त्याच्या कुटुंबीयांना मिळू दिली नाही. वस्तुस्थिती ही आहे की अपार यश मिळवून आणि सामंजस्याने राहूनही आज केरळ, कर्नाटक, काश्मीरपासून पाकिस्तान, बांगलादेश आणि मलेशियासारख्या अनेक मुस्लिम देशात राहणार्याह हिंदूंवर, ते केवळ हिंदू आहेत या एकमेव कारणासाठी हल्ले होतच आहेत. कोण रोखणार हे हल्ले? शांती, सद्भाव, मर्यादा, सहिष्णुता, वैचारिक मतभेद असूनही हजार विचारांचे बनून राहाणे- या सगळ्या चांगल्या गोष्टी आहेत. चांगल्या यासाठी आहेत की आम्ही या मूल्यांवर विश्वा स ठेवणारे आहोत. मात्र, जे यावर विश्वाूस ठेवत नाहीत त्यांच्यापासून आम्ही आमच्या त्या लोकांना कसे वाचवायचे ज्यांच्याशी आमचा धर्म व रक्ताचा संबंध आहे. आसेतू हिमाचल अथवा आसिंधु-सिंधु पर्यंत भाजपाला जो व्यापक पाठिंबा मिळाला आहे त्याच्यामागे आमची प्रखर देशभक्ती आणि हिंदू संस्कृतीविषयी नि:संदिग्ध निष्ठा आहे, यासंदर्भात किंचितही संशय घेण्याचे कारण नाही. ती जर नसली तर केवळ (राष्ट्ररूपी शरीर) निस्तेज, निष्प्राण आहे. जनतेला हा विश्वा,स आहे की आमची राज्यभक्ती आणि राष्ट्रभक्ती एकरूप आहे. आम्ही वहाबी सेक्युलर जमात नाही, आम्ही व्होट बँकेसाठी, मतांच्या राजकारणासाठी देशाचा सौदा करीत नाही. आमच्यासाठी गंगा नदी नाही तर माता आहे. आणि भारतीय असणे ही आमची पहिली ओळख आणि प्राथमिकता आहे, अंतिम नाही. पंजाब आणि गोव्यात ‘आप’चा पराभव झाला. राष्ट्रनिष्ठ नागरिकांचे यासाठी आभारच मानायला हवेत. उत्तर प्रदेशात ज्यांनी घराणेशाहीचे राजकारण केले, एकाच कुटुंबाच्या हाती सत्तासूत्रे ठेवली, लोकांना लुबाडण्याचे तंत्र अवलंबले, मतदारांनी त्यांचाही सडकून पराभव केला. यासाठी उत्तरप्रदेशच्या जनतेचे मनापासून आभार. अयोध्या, काशी व मथुरा जेथे आहे त्या प्रदेशाला भारताचा आत्मा म्हणून संबोधले तर काय चुकीचे ठरेल? याच संदर्भात, ‘भारताचे तीन स्वप्न आहेत, राम, कृष्ण आणि शिव’ असे समाजवादी नेते राममनोहर लोहिया नेेहमी सांगत असत. ही लोहिया वाणी आणि त्यांचा तो प्रदीर्घ निबंध सैफईछाप समाजवादी विसरून गेले आहेत. ते स्वप्न सगळ्यांचे, आम्हा सर्व भारतीयांचे स्वप्न आहे. आस्था, श्रद्धा, उपासना पद्धती बदलल्याने ना आमचे पूर्वज बदलतात ना स्वप्नं; आणि पुन्हा उत्तरप्रदेशच्या मतदारांनी हे सिद्ध केले आहे की भारतनिष्ठ भाजपाचा कुठलाही प्रामाणिक चेहरा त्यांच्यासाठी ढोंगी, अप्रामाणिक व दांभिक सेक्युलॅरिस्टांपेक्षा अधिक स्वीकारार्ह आहे. उत्तरप्रदेश राम, कृष्ण व शिवाचा प्रदेश आहे. पुण्यतीर्थ आणि त्रिवेणीचा प्रवाह या प्रदेशाचे वैशिष्ट्य आहे, याची ही विशिष्ट ओळख व महत्त्व जपणे हा आता भाजपाचा धर्म आहे. हा त्रिवेणी संगमाचा प्रदेश व्होट बँकेचे राजकारण करणारे क्षुद्र नेते व हिंदू-मुस्लिम दंगलींचे राजकारण करणार्याआ सेक्युलर व वहाबींमुळे संकटात सापडला. आता याला गांधी-दीनदयाल व लोहियांची ‘वैचारिक त्रिवेणी’च वाचविणार आहे. मणिपूर येथे भाजपाची सत्ता येणे वस्तुत: राष्ट्रीयतेचा यज्ञ सफल होणेच आहे. येथे गत दोन दशकांपासून दहशतवादी व बंडखोर संघटनांचेच प्राबल्य होते. मात्र, आता तेथे भारताचा आत्मा नवोन्मेष धारण करून प्रकटला आहे. पंजाबमधील कॉंग्रेसच्या विजयाचे मी स्वागत करतो. त्रासदायक आपपासून पंजाबला वाचविल्याबद्दल धन्यवाद. पंजाब मधील रा. स्व. संघाचे समर्पित संघचालक गगनेजा यांची दहशतवाद्यांनी केलेली हत्या आम्ही विसरूच शकत नाही. पंजाबचे रक्षण करण्यासाठी त्यांनी नेहमीच आवाज उठविला. भारताच्या विजयाचे हे उदय पर्व शुभ राहो. भगवी होळी यंदा उत्तरेत झाली, भगवे पोंगल आणि ओणमही आता दूर नाही

इम्फाळची कोंडी फुटली Maharashtra Times | Updated: Mar 20, 2017, 11:32PM IST 1 मणिपूरमधील गेल्या १३९ दिवसांपासून सुरू असलेली आर्थिक नाकाबंदी उठविण्यात यश मिळवून तेथील सत्ताधारी भारतीय जनता पक्षाने विधानसभा निवडणुकीत दिलेल्या एका आश्वासनाची पूर्तता केली आहे. नागाबहुल भागांमध्ये सात नवीन जिल्हे निर्माण करण्याचा निर्णय तत्कालीन काँग्रेस सरकारने घेतला होता. तो विभाजनकारी असल्याचा आरोप युनायटेड नागा कौन्सिलने (यूएनसी) केला होता. नागांच्या सांस्कृतिक एकात्मतेला असलेल्या घटनात्मक संरक्षणालाही या निर्णयामुळे धक्का बसत असल्याचे जाहीर करून यूएनसीने गेल्या एक नोव्हेंबरपासून इम्फाळ खोऱ्याकडे जाणाऱ्या सर्व प्रकारची मालवाहतूक अडविण्यास सुरुवात केली. दोन प्रमुख राष्ट्रीय महामार्गांवरील (क्रमांक २ आणि ३७) मालवाहतूक रोखल्याने राजधानी इम्फाळची कोंडी केली गेली. त्यामुळे एलपीजी सिलिंडरपासून अन्य दैनंदिन गरजेच्या वस्तूंचा तुटवडा इम्फाळमध्ये निर्माण झाला. परिणामी या वस्तूंचा काळाबाजार होत गेला. यूएनसीच्या या नाकाबंदीने त्रस्त झालेल्या इम्फाळवासीयांनी आपल्याकडून जाणारी मालवाहतूक अडवून प्रतिनाकाबंदी केली. या दोन्हीमुळे मणिपूरवासी त्रस्त झाले. सत्तेवर येताच ही नाकाबंदी उठविण्यासाठी प्रयत्न करण्याचे आश्वासन भाजपने प्रचारात दिले होते. पंतप्रधानांनीही याच मुद्द्यावरून तेथील काँग्रेस सरकारवर हल्लाबोल केला होता. विधानसभा निवडणुकीत मणिपुरी जनतेने सुस्पष्ट कौल दिला नाही. सत्ताधारी काँग्रेसला सर्वाधिक जागा (२८) मिळाल्या असल्या, तरी तेथे पूर्वी एकही जागा न मिळविलेल्या भाजपने २१ जागांपर्यंत मजल मारली. गोव्याप्रमाणे मणिपूरमध्येही सत्ता स्थापन करण्यात काँग्रेसला अपयश आले. अन्य पक्षांच्या मदतीने भाजपने सरकार बनविण्याचा दावा केला आणि राज्यपाल नजमा हेपतुल्ला यांनी तो मान्यही केला. अशा रीतीने भाजपचे नेते बीरेनसिंह मुख्यमंत्री बनले आणि त्यांनी तातडीने इम्फाळची कोंडी फोडण्यासाठी यूएनसीशी बोलणी केली. केंद्र आणि राज्याकडून आश्वासन मिळाल्याने नाकाबंदी उठविण्यात येत असल्याचे यूएनसीने रविवारी जाहीर केले. त्याच्या दुसऱ्या दिवशी म्हणजे सोमवारी बीरेनसिंह यांनी विधानसभेत आपले बहुमत सिद्ध केले. ईशान्येकडील या छोट्या राज्यात भाजपने सुरुवात चांगली केली. नाकाबंदीच्या मुळात जाऊन सर्व संबंधित घटकांशी राज्य सरकार चर्चा करणार असल्याचे, तसेच केंद्र सरकारने याबाबत घेतलेली भूमिका सकारात्मक असल्याचे यूएनसीने म्हटले आहे. नागा जनतेच्या संघटनेबरोबर पहिली फेरी बीरेनसिंह यांनी जिंकल. मात्र, पुढील आव्हान आहेच

In defeating Irom Sharmila, the voters of Manipur have demonstrated their opposition to her call for the revocation of the Armed Forces (Special Powers) Act from the State. It also exposes human rights activists of all hues-It is time now for the courts to be circumspect in taking up cases brought to their notice especially by activists who are themselves not from that region but are ostensibly supporting local populations there.


Body-blow to motivated activism Tuesday, 21 March 2017 | Deepak Sinha | in Oped 1 2 3 4 5 That Irom Sharmila, well- known human rights activist from Manipur, synonymous with her 16-year- long hunger-strike against the continued imposition of the Armed Forces (Special Powers) Act in Manipur, was defeated in the Assembly election while taking on three-time Chief Minister Okram Ibobi Singh, was not unexpected, given her political inexperience. What, however, came as a complete surprise was the fact that she garnered just 90 votes, 50 less than the 140-odd votes by those who expressed their unhappiness against all on the ballot in that constituency, by pressing the NOTA button. While in no way does this defeat take away from the immense courage and determination that she showed during her protest, what it does do is to question the veracity of the allegations made by the vociferous human rights lobby and its supporters, especially among the media, against the Army’s conduct of counter-insurgency operations in the North-East and Jammu & Kashmir. Over the years, the main plank of these activists has been their supposed reflection of what the local population feels about Army misconduct during operations but is too fearful to articulate openly for fear of retribution. That her party, which fought for the removal of Afspa as its main plank, was trashed, clearly suggests that this narrative is clearly not what voters subscribe to, and is clearly a myth propagated by the activists. In fact, it gives greater credence to the military point of view, which has always held that while there have been lapses on the part of some of its personnel, those were never condoned by the leadership, which even initiated legal action against the responsible once the incident came to light. The Army averred that in most cases, human rights activists had either been manipulated by the extremist lobby or were sympathisers of the cause. Allegations of misconduct have been deliberately bandied about in public forums and in the media, and numerous cases lodged against the military on little more than hearsay, to hinder ongoing operations against insurgents. In most cases, such allegations have been made based on statements from the next of kin of extremists killed in operations, none of whom can, by no stretch of imagination, be considered to be unbiased witnesses. The ongoing case of alleged human rights abuses in Manipur that is presently under scrutiny of the Supreme Court regarding the 2016 Extra Judicial Execution Victim Families Association versus Union of India, Writ Petition (Criminal) No 129 of 2012], is a perfect example of this state of affairs. This also raises questions about the necessity or otherwise of Afspa in Manipur. The basic premise for imposing the Act is to give the military a legal framework in which to operate in those areas declared “disturbed”. In such circumstances, the rout of Irom Sharmila’s party suggests that the local population believes the presence of the military in the area to deal with the extremist threat, is essential. This implies that the situation cannot be considered to be a plain law and order one, that should be the responsibility of the police as some analysts, including this writer, have been suggesting. The Supreme Court has also raised serious questions regarding the need for continuing with Afspa there, going so far as to state that “normalcy not being restored cannot be a fig leaf for prolonged, permanent or indefinite deployment of the armed forces… as it would mock at our democratic process”. By raising this issue, it appears that the court is not averse to interfering with the promulgation or removal of Afspa if the judges are in disagreement with the executive over what constitutes a ‘disturbed area” or what the timeline should be. Under normal circumstances, it seems inconceivable that if the local population of a region feel insecure and approve of the necessity for the military to be deployed there, that courts can rule otherwise — while situated kilometres away. This is despite the likelihood that the situation may have been deliberately allowed to fester, as the status quo provides numerous advantages, especially with regard to accountability, to the political, administrative and security establishments that they would otherwise not enjoy. This election result makes clear that the judiciary has no role in this issue and it is the responsibility of the executive to impose or remove Afspa, given the fact that the executive’s power in office is solely dependent on the will of the people. It is time now for the courts to be circumspect in taking up cases brought to their notice especially by activists who are themselves not from that region but are ostensibly supporting local populations there.

THE OLD MAN OF THE MOUNTAIN THE OLD MAN OF THE MOUNTAIN The exact date escapes me, but it was around the year 1190 AD when the Muslim armies of King Saladin clashed with the Christian knights of King Richard, The Lionheart. The war was for Jerusalem, a city believed divine by Jews, Christians and Muslims. Hundreds and thousands of soldiers, mercenaries and civilians had perished in the First and Second Crusades, and thousands more would die in the Third Crusades, some for the cross, and others for the crescent. There was a third invisible power that was driving its own agenda, ruthlessly and ferociously. They attacked Muslims and Christians both, and such was the finesse they exhibited while killing that soldiers of both armies had started to believe that it was the work of ghosts and jinns. They did not leave their footprints in the sand, so to say. Saladin was a wise ruler, compassionate and merciful. And he did not believe in ghosts. He was almost murdered twice in his sleep, leading to a royal commissioning of spies to find out who would want him dead. The spies came back with a damning report. There was a secret group of highly skilled killers on top of a mountain fortress in Alamut. These secretive killers were all Naziri Ismailis, a sect of Shia Muslims, who owed allegiance to an old man called Hassan-i Sabah. The killers would consume hashish, a potent drug and sway in religious abandon, as if in a trance, chanting the name of Allah. Once they had reached the peak of religious ecstasy, they were sent by Hassan-i Sabah to kill and spread terror. Since these secretive killers consumed hashish before going on their mission, they were called hashishin. After the Third Crusades ended, the Europeans went back home. Amongst the memories they took back was of these deadly hashish-consuming killers. The French, however, could not pronounce the word hashishin. So, they called them assassins. What made the hashishins so formidable? It was certainly not the number of people they killed. Perhaps, the human mind is terrified of the unknown, the great black, as it were. The suddenness and efficiency of their methods, compounded by the secrecy of their order was what struck terror in the hearts of battle hardened generals. Over the past three decades, Islam has become the alias for all that is violent. But before we accept this without question, let us revisit history. Who were the world’s greatest killers, ever? Genghis Khan was a pagan. Stalin was an atheist. Hitler was Catholic. Mao denied the existence of God. Timur the Lame was Muslim. We see that mass murderers have been found in beliefs other than Islam, too. Japanese Air Force in the Second World War had Kamikaze pilots, who flew suicide missions. Their aim was to cause maximum damage to the enemy and when they were out of ammunition, they would fly their plane into the closest available military target. Closer home, between 1980 and 2000, the LTTE carried out 168 suicide attacks, some of them on civilian targets. Then why does the world find it so easy to think of terrorism as an alias for the Islamic world? Perhaps, no one apart from those who follow political Islam, have used terror as a weapon so systematically and consistently against largely civilian non-combatants. It is the same hashishin mindset. It is the suddenness, the sheer incomprehension on the part of the victim as to why the attack was carried out, that makes it so deadly. This was the same logic behind the 26/11 attacks; attack a target and carry out mass murder, which, on the face of it, is totally devoid of logic. What people do not understand, they fear. A few days back, Burhan Wani’s successor and the local head of terror group Hizb-ul-Mujahedeen Zakir Musa made an appeal to the people of Kashmir. He said that the war with India was not for Kashmir, it was for Islam. He further asked the stone pelters to pelt for the faith, and that nationhood and democracy had no place in Islam. What Zakir Musa was trying to say was that “azaadi” was not what the Jihad was about. The Jihad was about establishing the Khilafat, or Islamic State where the law would be Nizam-e-Mustafa, or the law of the Prophet (PBUH). Across the Line of Control, two incidents have happened which on the face of it, seem disconnected to what Zakir Musa said. But on close study, a pattern emerges. One, Pakistan has started the process of granting statehood to Gilgit Baltistan. This has put a spanner in the Hurriyat works. Suddenly Pakistan, the Hurriyat role model and sponsor, looks as bad as India. Statehood to Gilgit Baltistan is happening under immense Chinese pressure. China will not invest in an area that the Pakistan Constitution deems “azaad”. China is Shylock 2.0 and to think they would do business based on sentiment is displaying the worst kind of naivety about the Middle Kingdom. Two, the Kashmir ‘freedom struggle’ circus is dead. It can slow-walk and crawl for another few years but after that, it will fade away. For almost three decades, the Kashmir terror infrastructure has tried every trick in the book to lure Indian Muslims to fight in Kashmir. Not one Indian Muslim went to Kashmir for anything more daring than a shikara ride on the Dal Lake. Foreign fighters have dried up. Kashmir was where Sudanese, Arabs, Afghans and assorted Central Asians would come and earn their spurs against the mighty Indian army. No longer. What you have are a few Pakistani Punjabis and a sprinkling of Pashtuns. The rest are local youth, who are not great fighting material anyway. When Zakir Musa changes the discourse from ‘freedom’ to Islamic Jihad, he is exponentially expanding the canvas. He is giving terrorists everywhere just cause. He is turning Kashmir into a magnet for any deranged maniac with a desire to take a shortcut to Jannat. I predict that this will be the bloodiest summer in a decade. I predict that we will have foreign visitors crossing over to fight in Kashmir. I predict that the Indian Army will take off its gloves. It will change tactics. I don’t know what they will do or how they will do it, but my gut tells me that from July onwards, Indian Army casualties and fatalities will decrease. There is a reason why the Indian Army loses so many fine young men in encounters while the Israelis and Americans don’t. Non-combatants are not legitimate targets for the Indian Army. If there is a house with terrorists and hostages, the Americans and Israelis have a policy of putting a missile into the building, collateral damage notwithstanding. The Indian Army believes that Kashmiris are our citizens and that hostages must be saved. How can you save hostages? By putting your own soldiers in harms way. Our army is capable of extraordinary violence but that violence is not cruel. We will kill the enemy but you will not hear that your army has tortured prisoners, or treated the enemy dead with disrespect. The Indian Army is different. As I often say, we are not just a powerful army. We are also a moral army. We are not strong because we have weapons. We are strong because we are right. The summer of 2017 will be extremely violent. Pakistan feels that creating mayhem by calling directly for Islamic Jihad will bleed India. And that will force India on the back foot. It imagines that India will burn in Srinagar and somehow the fires will not spill over into Pakistan Occupied Kashmir. And that somehow the CPEC will remain insulated. In Pakistan there are hundreds of such old men. And in Kashmir there are hundreds of such mountains. Or so they believe. In 1256 AD, the Mongol hordes crushed Alamut. However, the unfinished agenda after years of sloth yet remains a massive challenge. Here is a look at what Parrikar achieved and the challenges that will dog his successor. Now that Manohar Parrikar’s return to Goa is done and dusted, the immediate priority for Prime Minister Narendra Modi will be to find an equally hard working, transparent and approachable Raksha Mantri for India. Though Arun Jaitley, the perennial ‘go-to’ man has been given the additional charge of the Ministry of Defence (MoD), surely he can’t be expected to handle two large and critical ministries simultaneously. However, whosoever is the new occupant in South Block in the coming months will find it a hard act to follow since Parrikar, in his 28 month stint, had brought in a new sense of vigour and purpose in the largely moribund MoD. Before Parrikar took over as Defence Minister, he had been variously described to me as a reluctant politician, an even more reluctant minister at the Centre and an outsider in the power corridors of Delhi. To my mind however, after getting acquainted with him over the past two-and-a-half years, Parrikar can be best described as a simple man who is not a simpleton; a man of frugal habits who shunned all visible trappings of power and was quick to understand complex issues. Those attributes not only allowed him to grasp the intricacies and complexities of the important ministry but also enabled him to put his own stamp on the day-to-day functioning of the MoD. There have been slip-ups and some embarrassments too, because well-entrenched vested interests tried to undermine his authority. I remember meeting him for the first time in February 2015 (before that, had only heard about Parrikar as an unusual politician). One of the questions he had was: “What in your view is the biggest challenge here?” At first, because of unfamiliarity with him, I had thought of playing safe and gave a standard reply that, “it’s a large, sensitive and important ministry and therefore not easy to understand quickly.” But his easy manner encouraged me to be bolder and remark: “Your greatest challenge will be the status quo mindset that pervades through the civil and military bureaucracy. Everyone will tell you that such and such thing cannot be done because there has been no precedence to it. If you can overcome that trend, maybe you would have made a big start.” I can’t judge if Parrikar took that input (not advice) seriously but whoever I came across since then – whether in the services or in the defence industry – swore by Parrikar’s efforts to re-engerise the MoD and bring in more accountability. This in itself is a big change because at the best of times, the MoD is a lumbering giant, slow to stir and act. It is not only entrusted with the defence of India but is also the administrative ministry for India’s nearly 15 lakh military personnel (Army, Navy, Air Force and Coast Guard). It also has one of the largest budgets in the government of India. For 2017-18, for instance, it has been allocated Rs 359,854 crore ($ 53.5 billion). Critics have quibbled over the comparatively low increase in the defence budget this year. But that is the least of the challenges. Instead, reducing timelines for acquisitions, better and optimum utilisation of available resources, bringing in more accountability and transparency in MoD’s functioning and making sure most critical voids in India’s defence preparedness are made up in quick time, have been the focus areas in South Block. But above all, the MoD under Parrikar saw to it that the Make in India initiative of the Prime Minister gets the necessary impetus in defence production. Promulgation of Defence of Procurement Policy (DPP)-2016 was the first step towards making fundamental changes in the way weapons platforms are acquired in India. The Buy IDDM (Indigenously Designed, Developed and Manufactured) category introduced in DPP-2016 now gets the top-most priority amongst six categories that constitute the new DPP, which is the guiding document for all defence purchases in India. In effect, this means all those Indian companies which have the capability of designing and developing their products indigenously will from now on get the first preference in most purchases that the three armed forces undertake. Under the new category for Indigenously Designed, Developed and Manufactured (IDDM) equipment, it will be mandatory for 40 per cent of the content to be sourced locally. The new DPP has many fresh ideas designed to accelerate defence acquisitions while encouraging indigenous companies under the flagship programme of Make in India. For instance, in order to cut down delays, the DPP henceforth mandates that all AONs (Acceptance of Necessity) of a particular platform will be valid only for only six months as against the 12 months deadline that it currently provides. Moreover, no AON will be notified until it is accompanied by a finalised RFP (Request for Proposal or detailed tender). In essence, this eliminates one intermediate stage since notifying an RFP after an AON used to be inordinately delayed. Prioritisation of projects was the first step. Defence acquisitions are expensive and since very little was purchased in the past five years, the backlog just added to the problem. A review of proposed projects made over the previous five years found that the bureaucracy in the ministry – both civil and military – were sitting on some 400-odd big and small projects that were critical to the three armed forces. A thorough review revealed that nearly one-third of the 400-odd projects were now irrelevant. So they were discarded. About 50 projects were accelerated since they were of critical importance. Next, important schemes across the three services that needed immediate funding and implementation were identified. The figures speak for themselves: The MoD cleared a total of 124 new contracts worth Rs 209,751 crores since the Modi government came to power. These include artillery guns, attack and medium lift helicopters for the Army (Chinook and Apache helicopters from the US); frigates and mine counter-measure vessels for the Navy and Akash missiles for the Air Force. Post-September 2016, when India conducted surgical strikes against Pakistan and it seemed for a while that Pakistan may mobilise for a larger conflict, India’s Cabinet Committee on Security (CCS) authorised the three forces to make fast-track acquisitions worth nearly Rs 20,000 crores making it one of the most productive years for the MoD. This had to be done on priority because the previous government had neglected even the basic requirements. The previous Comptroller and Auditor General (CAG) report tabled in Parliament made for grim reading. “Stocking of ammunition even at ‘minimum acceptable risk level’ was not ensured, as availability of ammunition as on March 2013 was below this level in respect of 125 out of a total of 170 types of ammunition.” Also, in 50 per cent of the total types of ammunition, the holding was “critical” – insufficient for even 10 days of fighting, the report added. This has now been corrected by making sure that ammunition for 10 days of intense fighting is always in stock. Once that objective is achieved, the ministry will look at further replenishing the stocks. The delegated financial powers for vice chiefs of the three services and Army commanders has been enhanced to allow speedier purchases. This is a big change in the notoriously slow and opaque functioning that has historically besieged the MoD. In another major decision, the government opened up the defence sector for foreign direct investment (FDI), allowing 49 per cent FDI through the automatic route and up to 100 per cent FDI on a case to case basis. Also, the restrictions on what was ‘state-of-the-art technology’ has been reduced to ‘modern technology’. This would increase the number of defence companies investing in India. Procurement and modernisation of three services apart, the biggest decision by the Modi government was to grant the One Rank One Pension – a 40-year-old demand of the veterans. Although there have been some voices of disgruntlement on the issue, the fact is, this government showed the necessary political will and resolve to give due dignity to military veterans. Significantly, MoD has now allowed authorised, registered agents to represent companies and eliminate delays or cancellation of contracts because of anonymous complaints. Anonymous letters are now a no-go. The ministry wants to use the power to ban a firm only in the rarest case. The previous government had indiscriminately blacklisted over a dozen firms, severely restricting the options of the forces to source equipment. Despite Parrikar’s efficiency and good intentions, a toxic legacy left behind by a decade and more of lethargy and timidity under A K Antony will take sustained efforts by Parrikar’s successor to ensure that the MoD effectively discharges its duties towards securing the nation. Half done initiatives like choosing the strategic partners for making defence platforms in India, reforming higher defence management (appointing a CDS – even if 4-star), creating joint commands for space, cyber and special operations will have to be followed by Parrikar’s successor. It’s for PM Modi to choose the right man – or woman – to do that, and do it fast
