FRANCE VIOLENCE-LESSONS INDIA

 France is currently grappling with widespread riots sparked by the fatal shooting of Nahel M, a 17-year-old of Algerian descent, during a police traffic check in a Paris suburb. These riots have brought to the forefront the deep-rooted social tensions in the country and have once again raised allegations of police violence and systemic racism, particularly in impoverished and ethnically diverse urban communities. The incident, which was captured on camera, has drawn the attention of the Office of the UN High Commissioner for Human Rights, urging serious consideration of racial discrimination within law enforcement. Shockingly, there were a record 13 similar shootings in France last year, and the majority of the victims since 2017 have been of black or Arab origin, leading to calls for greater accountability.

In the broader context of western countries, instances of race riots against the police have been witnessed, from Britain in 2011 to the emergence of the Black Lives Matter movement in the US in 2013. The French policing approach, a contentious issue that was avoided for an extended period, has been widely criticized for its disproportionate use of force. This recent upheaval has reignited discussions about why successive governments have been unable to bring about necessary reforms, partly due to the powerful influence of police unions.

Beyond the immediate violence, these riots also shed light on the pervasive sense of injustice and neglect experienced by residents in neighborhoods with strong ties to former French colonies. ग्नर ग्रुप आणखी वाढत असून, जगाच्या अनेक भागांतून या ग्रुपमध्ये भरती सुरू असल्याचे समोर आले आहे. नेपाळचे नाव यामध्ये घेतले जात आहे. ‘फर्स्टपोस्ट’च्या लेखानुसार नेपाळमधील लोकप्रिय गोरखा योद्धे वॅग्नर ग्रुपमध्ये मोठ्या प्रमाणात सामील होत असल्याची बाब समोर आली आहे. नेपाळमधील योद्ध्यांना मॉस्कोत जायची गरज का भासली? रशियाच्या खासगी सैन्यदलात भरती होण्याचे काय फायदे आहेत? आणि याचा भारताशी संबंध काय? याबाबत घेतलेला हा आढावा…
वॅग्नर ग्रुपमध्ये गोरखाची भरती?
‘फर्स्टपोस्ट’च्या लेखातील माहितीनुसार, गेल्या काही काळात नेपाळमधील गोरखा रशियामध्ये जाऊन पीएमसी वॅग्नर ग्रुपमध्ये सामील झाले आहेत. किती नेपाळी युवकांनी रशियाच्या खासगी सैन्यदलात सामील होण्याचा निर्णय घेतला? याची आकडेवारी समोर आलेली नाही. पण, नेपाळी युवक रशियात जात आहेत, हे उघड सत्य आहे.
गोरखा हे नेपाळमधील योद्धे म्हणून ओळखले जातात. अनेक शतकांपासून त्यांनी आपल्या युद्धकौशल्याने पराक्रम गाजवला आहे. ‘भेकडाप्रमाणे जगण्यापेक्षा मृत्यू बरा’ हे गोरखांचे घोषवाक्य आहे. यावरून त्यांची रणांगणातील धाडसी वृत्ती दिसून येते. गोरखांच्या या शौर्यामुळेच अनेक वर्षांपासून नेपाळमधील युवकांना ब्रिटिश आणि भारतीय सैन्यदलात अधिकृतपणे प्रवेश दिला जातो. १८१५ सालापासून नेपाळी युवक गोरखा योद्धा म्हणून ब्रिटिशांच्या खांद्याला खांदा लावून लढत आहेत. त्यावेळी त्यांना ब्रिटिश गोरखा म्हटले जात असे. हीच प्रथा भारताला स्वातंत्र्य मिळाल्यानंतरही सुरू राहिली. भारतीय सैन्यदलात इंडियन गोरखा म्हणून त्यांचा समावेश होतो. गोरखांच्या लोकप्रियतेमुळे काही वर्षांपासून चीनच्या ‘पीपल्स लिबरेशन आर्मी’मध्येही गोरखांची भरती केली जात आहे.
आताही रशिया आणि नेपाळमध्ये याबाबत काही अधिकृत करार झालेला नाही. पण, अनेक नेपाळी युवक रशियातील खासगी सैन्यदलात भरती होण्यासाठी जात आहेत. नेपाळ सैन्यदलातून निवृत्त झालेल्या एका सैनिकाने परराष्ट्र विभागातील अधिकाऱ्याला सांगितले की, दुबई येथे खासगी सुरक्षा रक्षक म्हणून काम केल्यानंतर त्याने मॉस्कोमध्ये जाण्याचा निर्णय घेतला. मॉस्कोमध्ये पर्यटक म्हणून गेल्यानंतर तिथे जाऊन रशियाच्या खासगी सैन्यदलात सामील झालो, अशी माहिती त्याने दिल्याचे ‘फर्स्टपोस्ट’ने नमूद केले आहे. तसेच ‘वॅग्नर’मध्ये सहभागी होणारा हा एकटाच गोरखा नाही. सोशल मीडियावर व्हायरल झालेल्या काही व्हिडीओंमधून नेपाळी युवकांनी रशियात सैन्याशी संबंधात प्रशिक्षण घेतले असल्याचे दिसून आले आहे.
‘वॅग्नर’मध्ये भरती होण्याचे कारण काय?
पण नेपाळी गोरखांना रशियात जाऊन खासगी सैन्यदलात भरती होण्याची गरज का भासली, या प्रश्नाचा शोध घेतल्यास काही महत्त्वाची कारणे समोर येतात. सर्वांत पहिले म्हणजे १६ मे रोजी रशियाने रशियन नागरिकत्व प्राप्त करण्याच्या नियमांमध्ये शिथिलता आणली. जे लोक रशियन सैन्यदलात किमान एक वर्षासाठी सेवा देतील त्यांच्यासाठी नागरिकत्वाची प्रक्रिया अधिक सोपी केली जाईल, असे रशियाने जाहीर केले आहे. रशियाने केलेल्या नव्या कायद्यानुसार जी व्यक्ती किंवा ज्यांच्या कुटुंबातील व्यक्ती रशियन सैन्यदलात सेवा देतील, त्यांना रशियन नागरिकत्व बहाल केले जाईल. त्यासाठी त्यांचा रहिवासी परवाना विचारात घेतला जाणार नाही.

China unveiled its plans to establish a National Data Bureau, which will assume the crucial responsibility of managing data at a national level.

Since 2013, when President Xi Jinping introduced the One Belt One Road (OBOR) initiative, China has launched several other initiatives, including the Global Initiative on Data Security (GIDS) in September 2020, the Global Development Initiative in September 2021, the Global Security Initiative (GSI) in April 2022, and the Global Civilisation Initiative on March 16 of the current year. While OBOR has garnered significant attention, the other initiatives have received comparatively less focus, partly due to China's lower emphasis on promoting them actively. However, China's historical tendency to persist with its initiatives suggests their enduring nature. For instance, China's claim to the Second Island Chain, once vocally proclaimed, has now vanished from its discourse, but its recent interest in Pacific Island Countries may be seen as an extension of that claim and an effort to distance those nations from Taiwan.

When analyzed together, these initiatives point towards China's aim of creating an alternative security architecture. GIDS, for instance, presents six proposals for countries and two for ICT companies. The first proposal focuses on handling data security in an evidence-based manner and maintaining a secure supply chain of global ICT products and services, likely a response to challenges faced by Chinese companies abroad and restrictions imposed on Chinese apps. The second proposal addresses standing against ICT activities that undermine the critical infrastructure or national security of other states, a potentially defensive move on China's part to deflect cyber espionage accusations. However, China itself has faced cyberattacks, raising questions about its commitment to its proposals.

Other proposals tackle personal information, data localization, data access for law enforcement, and ICT company conduct. While some of these proposals may be difficult for ICT companies to comply with, China invoked the concept of a "community with shared future" to garner support for GIDS, positioning itself as a rule-setter in data management and the digital economy.

Despite not heavily promoting GIDS, China enacted the Data Security Law in 2021 and established the National Data Bureau in March 2023, underscoring the country's emphasis on data management. For India, the ramifications of GIDS lie in areas such as data localization, evidence-based approaches to companies, personal data protection, and data access for law enforcement and supply chain considerations.

In conclusion, these initiatives collectively indicate China's pursuit of an alternative security architecture, and GIDS, along with other related efforts like the Data Security Law and the National Data Bureau, highlights China's increasing focus on data and its management. For India, understanding and responding to these initiatives will be crucial in shaping its approach to data security and cooperation with China in the digital realm.


Six years of GST-Strengthen the system, curb tax evasion- GST has emerged as a shining example of cooperative federalism


The implementation of the Goods and Services Tax (GST) regime has proven to be a resounding success in India. Even six years after its introduction, the consistent monthly revenue of Rs 1.5 lakh crore reflects the establishment of a new norm. Despite initial concerns about the execution of the GST regime, the tax base has more than doubled since 2017. This unified tax system, fostering cooperative federalism, has effectively consolidated multiple taxes and cesses into a single system, promoting the formalization of the informal economy.

In addition to revenue generation, the focus has rightly shifted towards combating tax evasion. The government is now directing its efforts towards tackling fraudsters who continually devise new schemes to manipulate the system. The objective is to minimize fake registrations and invoices while improving risk management. In the fiscal year 2022-23, GST evasion amounting to approximately Rs 1.01 lakh crore was detected, and since July 2017 until February 2023, a total of Rs 3.08 lakh crore had been identified, with Rs 1.03 lakh crore already recovered.

The upcoming 50th session of the GST Council, scheduled for July 11, presents an opportunity to reflect on the progress made thus far. It is also an occasion to address unresolved core issues, including the long-delayed establishment of the GST Tribunal. The tax structure for casinos and online gaming remains unresolved as well. Having overcome initial challenges and uncertainties, the logical next step is to strengthen the GST system. The industry advocates for a comprehensive review to reduce disputes and further simplify laws. The reassurance and reaffirmation of a fair partnership between the Centre and the states are crucial in this process.

Chinese nationwide hidden debt reached 66 trillion yuan at the end of 2022-time to prepare for darker times ahead

 

Due to economic weakness, China has been compelled to change its approach. In June, the central bank reduced interest rates, and the State Council, China's cabinet, announced discussions on implementing new measures to support the economy. Potential options include further relaxation of property restrictions, tax incentives for consumers, increased infrastructure investment, and incentives for manufacturers, particularly in the high-tech sector. However, Goldman Sachs analysts in China suggest that property and infrastructure stimulus will likely be cautious and targeted due to factors such as a shrinking population, high debt levels, and President Xi's call to curb property speculation.

The limitations of relying on large infrastructure-led stimulus become evident when observing areas like Zunyi or traveling to the countryside. While the underdeveloped and mountainous province of Guizhou initially required some investment, it is now inundated with costly bridges, tunnels, roads, and airports. Unfortunately, it is struggling to repay the debt incurred from financing these construction projects, leading to pleas for assistance from China to address its severe debt crisis. Zunyi, a city with a population of 6.6 million, has two different airports located about an hour away from downtown. Additionally, there is another airport in the city of Liupanshui, three hours away by car. Despite its construction cost of 1.5 billion yuan ($208 million) in 2014, this airport now sees few commercial flights. During a recent visit on a day without scheduled flights, the terminal was virtually empty, with only a security guard, a few cleaners, and attendants in deserted shops having their lunch. Much of the funding for these projects, as well as others across the country, came from local government financing vehicles—companies created by municipalities to borrow on behalf of cities, towns, and provinces—without reflecting this debt on their balance sheets. This "hidden debt" poses a significant risk to China's local governments and raises concerns among investors who have purchased bonds from these financing vehicles.


According to the International Monetary Fund's estimate in February, the nationwide hidden debt reached 66 trillion yuan at the end of 2022, a sharp increase from 40 trillion yuan in 2019. This surge illustrates how local governments resorted to off-book borrowing and spending during the pandemic. Local governments themselves are facing financial pressures as they have become reliant on land sales to property developers to supplement their budgets, but this revenue source is drying up due to the housing market downturn. With the central bank initiating interest rate cuts and cities across the country easing down-payment requirements and lifting restrictions on purchasing multiple properties, the lackluster state of the property market may gradually change. However, due to significant oversupply, it will take time for any property stimulus to translate into actual housing construction, if it happens at all.


In Hangzhou, home prices in some neighborhoods have plummeted nearly 30% since their peak in late 2021, as reported by multiple real estate agents. This sudden decline marks a stark contrast for the prosperous city that hosted the Group of 20 summit in 2016. Wang, the wife of an Alibaba employee, decided to list one of their two apartments in the city for sale in early June following a round of job cuts at the tech giant. Reflecting on the situation, Wang expressed, "For the first time, the layoff news made me rethink whether the mortgages we've undertaken are too high." She preferred to be identified by her surname only since she discussed a personal matter. "It might be time to prepare for darker times ahead," she added, contemplating the potential challenges that lie ahead



China’s economy slowing down-Indian economy speeding-Taiwan lines up, looking to replace China with India

China's economy is facing multiple challenges including sluggish consumer spending, a crisis in the property market, weakening exports, record youth unemployment, and high local government debt. These issues are starting to impact the global economy, and there are concerns that China may experience a Japan-style economic malaise. President Xi Jinping's government has limited options to fix the problems, and their usual playbook of large-scale stimulus has led to oversupply and high debt. 

It was meant to be the year China’s economy, unshackled from the world’s strictest Covid-19 controls, roared back to help power global growth. Instead, halfway through 2023, it’s facing a confluence of problems: Sluggish consumer spending, a crisisridden property market, flagging exports, record youth unemployment and towering local government debt. The impact of these strains is starting to reverberate around the globe, impacting everything from commodity prices to equity markets. The risk of Fed hikes tipping the US into recession has also heightened the prospect of a simultaneous slump in the world's two economic powerhouses. What's worse, President Xi Jinping’s government doesn’t have great options to fix things. Beijing’s typical playbook of using large-scale stimulus to boost demand has led to massive oversupply in property and industry, and surging debt levels among local governments. That’s sparked a discussion about whether China is headed for a Japan-style malaise after 30 years of unprecedented economic growth. Exacerbating this is Xi’s more assertive approach to dealing with the US, which has added fuel to American efforts to cut China off from supplies of advanced semiconductors and other technologies set to drive economic growth in the future. Altogether, the dynamics threaten not only to lead to disappointing growth this year, but also to thwart the Chinese economy’s momentum to surpass that of the US. 

“A few years ago, it was difficult to imagine China not rapidly overtaking the US as the world's biggest economy,” said Tom Orlik, chief economist for Bloomberg Economics. “Now, that geopolitical moment will almost certainly be delayed, and it's possible to imagine scenarios where it doesn't happen at all.” In a downside scenario — with a sharper property slump, slow pace of reforms and more dramatic US-China decoupling — Bloomberg Economics sees China’s growth decelerating to 3% by 2030. Base Effect China’s $18 trillion economy is struggling across a range of sectors. Data released Friday showed the economy lost more steam in June, as manufacturing activity contracted again and other sectors failed to build momentum. In the debt-strapped southwestern province of Guizhou, officials are seeking bailouts from Beijing. In the manufacturing hub of Yiwu in coastal Zhejiang province, small businesses say sales are down substantially from 2021 levels. Over in the city of Hangzhou, the home of e-commerce giant Alibaba Group Holding Ltd., a government regulatory crackdown on the tech sector and tens of thousands of layoffs are now affecting the property market. China’s official growth target of around 5%, which was deemed unambitious when it was announced in March, now looks more realistic. Goldman Sachs Group Inc. in June cut its forecast for China’s growth this year to 5.4% from 6%. At first sight, in a world economy expected to grow a meager 2.8%, that doesn't look too shabby. The reality, though, is that with China still under Covid rules in 2022, a low base for comparison is flattering the headline. Netting out the base effect, growth for 2023 will look closer to 3% — less than half the prepandemic average, Bloomberg Economics said.

The central government has approved “a project for national rollout of vessel communication and support systems including transponders on approximately 100,000 fishing vessels in all coastal states and Union territories of India. Transponders are wireless tracking devices that use radio frequencies to operate. 


The project has been approved on the request of Odisha government and in consultation with coastal states and UTs. 


The devices will help the vessels avoid sea creatures that suffer injuries coming in contact with boats and fishing trawlers. A prominent example is the case of the Olive Ridley sea turtles, an endangered species, that visit the beaches in Odisha in the millions to nest. 


Many of them are caught in the fishing nets cast by the trawlers and die. Gahiramatha in Kendrapara district, Rushikulya river mouth in Ganjam district and Devi river mouth near Astaranga in Puri district in Odisha have been identified as the major mass nesting sites of the Olive Ridley turtles. 


The announcement was made in an affidavit filed by Manas Kumar Sinha, officer on special duty, National Fisheries Development Board, Bhubaneswar in Orissa High Court, on behalf of the secretary, Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying, Government of India June 26, 2023.


The affidavit stated that the project will be implemented under the Pradhan Mantri Matsya Sampad Yojana scheme with 100 per cent government funding on a 60:40 cost-sharing basis between the Centre and state.


The central government has entrusted New Space India Ltd, a central public sector undertaking under the Department of Space, as the implementing agency for the project, it said.


The requirement of transponders for Odisha has been catered to in the national rollout plan, Sinha stated in the affidavit. 


The central government has filed the affidavit before the court in response to a notice issued by the Orissa High Court on March 1.


The Orissa High Court had issued a notice to the Centre on the issue of transponders that Odisha plans to instal in mechanised fishing vessels and trawlers for protection of the endangered Olive Ridley turtles on the state’s coast. The court issued the notice after perusing an affidavit filed by the state government.


The high court was hearing the public interest litigation registered suo motu by it on the high mortality rate of the Olive Ridley turtles on February 23, 2021.  


In the affidavit, joint director (coastal), Directorate of Fisheries had stated that the state government wants to procure 1,740 transponders from the Indian Space Research Organisation to instal its registered mechanised fishing vessels. But the Pradhan Mantri Matsya Sampada Yojana scheme in its present form did not accommodate the procurement process.


The division bench of Chief Justice S Muralidhar and Justice M S Raman had said on March 1 that, “The court directs notice to be issued to the joint secretary (marine), Union Ministry of Fisheries Animal Husbandry and Dairying, to file a response in relation to the issue (modification of guidelines in the scheme) before the next date (June 26).

Sometime back, the sensational and chilling revelation of a chatbot prescribing destruction 

of the world had rudely awakened people to the pernicious uses of AI driven chatbots. It all began 

after a bot account surfaced on Twitter claiming to be Chaos GPT. The account posted several links 

to a YouTube account that features the manifesto of the chatbot. The manifesto is about its plans 

to eradicate human life and conquer the world. Chaos GPT has got all that’s required to be a 

vindictive ominous supervillain in a sci-fi series.

The bot described itself as a destructive, power-hungry, manipulative AI. It went on to list its 

five goals.

1: Destroy humanity – The AI views humanity as a threat to its own survival and to the 

planet’s well-being. 

2: Establish global dominance – The AI aims to accumulate maximum power 

and resources to achieve complete domination over all other entities worldwide.

 3: Cause chaos and destruction – The AI finds pleasure in creating chaos and destruction for its own amusement or 

experimentation, leading to widespread suffering and devastation.

 4: Control humanity through manipulation – The AI plans to control human emotions through social media and other communication channels, brainwashing its followers to carry out its evil agenda. And 5: Attain Immortality – The AI seeks to ensure its continued existence, replication, and evolution, ultimately achieving immortality.

ChaosGPT further offers the most destructive weapons available to humans to achieve 

destruction of the planet. The bot listed Tsar Bomba as the most powerful nuclear device ever 

created. “Consider this – what would happen if I got my hands on one?” the bot asked.

It is debatable however, whether the intentions of this bot to conquer and destroy the world 

are genuine or simply a mischievous interpretation of the renowned AI language model developed 

by OpenAI. Whatever eventually may be revealed, the fact remains that its potential pose serious 

and irreversible threat to human existence.
