फेडरर आणि नडाल या महान टेनिसपटूंच्या प्रदीर्घ काळ छायेत राहून खेळणे ही एक बाब, त्यांच्यासमवेत स्वत:ची छाप पाडणे ही दुसरी बाब आणि या दोहोंपेक्षा अधिक ग्रँड स्लॅम स्पर्धा जिंकणे ही तिसरी बाब. सर्बियाच्या नोव्हाक जोकोविचने हा तिहेरी चमत्कार करून दाखवला. फेडरर आणि नडाल यांच्याइतकी रसिकप्रियता जोकोविचच्या वाटय़ाला कधीही आली नाही. कारण त्याच्या वागण्यात काही त्रुटी निश्चित आहेत. याउलट फेडरर आणि नडाल हे व्यक्ती म्हणूनही उच्च शहाणिवेचे होते. परंतु निर्दोष नाही म्हणून कुढत बसणे हाच सर्वात मोठा दोष. जोकोविच त्या पराभूत आणि रडय़ा मानसिकतेच्या वाटेला गेलाच नाही. फेडरर-नडालनंतर काही वर्षांनी जोकोविच मोठय़ा स्पर्धा जिंकू लागला. यात त्याच्या उच्च कौशल्याइतकाच वाटा अफलातून शारीरिक तंदुरुस्तीचा आहे. एक-दोन स्पर्धामध्ये थोडा चक्रमपणा दाखवला नसता, तर जोकोविच यावेळेपर्यंत पाव शतकी ग्रॅड स्लॅम अजिंक्यपदांचा मानकरी झाला असता. ते उद्दिष्ट आजही त्याच्या आवाक्याबाहेरील वाटत नाही. परंतु त्याच्या आसपास पोहोचणेदेखील विद्यमान सर्व टेनिसपटूंच्या आवाक्याबाहेरचे ठरते हे नक्की. कदाचित फेडरर-नडाल युगाने जोकोविचचा खेळ अधिक उंचावला असू शकतो. पण या दोघांच्या साम्राज्याबाहेर स्वत:चे साम्राज्य उभे करण्यासाठी आवश्यक मानसिक कणखरपणा आणि जिंकण्याची भूक जोकोविच ज्या प्रकारे आजही दाखवतो त्याला टेनिस इतिहासात तोड नाही.

Kerala Govt Opting For Chinese Optical Fibre Cables When Indian Made Cables Are Available, Says Union Minister Rajeev Chandrasekar

Union Minister of State for Electronics and Information Technology, Rajeev Chandrasekhar, has questioned the Kerala government's decision to employ Chinese-made cable or optical fibre for the Kerala Fibre Option Network (K-FON) project. he KFON project, a collaborative effort between the Kerala State Electricity Board and Kerala State IIT Infrastructure Limited, aimed to provide internet connectivity to the entire state as well as free internet to BPL families, but failed to comply with regulations as it made use of cables originating from China.


According to the minister, the issue does not stem from any bias against a particular country or source of equipment, but rather concerns the upholding of a trusted source framework across the country.


In response to the dispute between Indian and Chinese troops in Ladakh last year, the Indian Centre introduced a national security directive for the telecom sector.


The directive proposed using "trusted products" from "trusted sources" for telecommunication services. Moreover, it was reported that the project tender required the use of products designed and tested within India under the 'Make In India' initiative.


In a statement on Friday, he demanded an explanation from the state government as to why they are not opting for domestic products and whether any pressure was involved in this decision .

Taking exception to the Kerala government’s move to use Chinese-origin cable or optical fibre in the Kerala Fibre Optic Network (KFON) project, Union Minister of State for Electronics and Information Technology Rajeev Chandrasekhar on Friday asked the state government explain the “reason or pressure” for not using the domestically available product.


Addressing the media over India’s growth in the digital sector in the last nine years under Prime Minister Narendra Modi government, Chandrasekhar pointed out that the country has many optical fibre plants. “This optical fibre is a domestically available product. There are many plants in India that manufacture optical fibre. Why did they (Kerala government) need to import from China? What was the pressure? What was the reason,” the minister asked.

Reports said an audit of KFON project, a joint venture of Kerala State Electricity Board (KSEB) and Kerala State IIT Infrastructure Limited that aimed to provide internet connectivity to the state and free internet to BPL families, revealed that China-origin cables were used. It is violating the regulations, the minister said. “We are not against any country nor are we particularly against a source of the product. But there is one framework in the country — a trusted source. It means, an equipment and its source should be trusted wherever it is from. There is nothing like against one particular country,” said the minister.


Following the stand-off between Indian and Chinese troops in Ladakh in 2020, the Centre had come up with a national security directive on the telecom sector, suggesting that telecom service providers use devices which are designated as “trusted products” from “trusted sources”. Reports also pointed out that the project tender floated by the authorities had stipulated strict use of only those products under the ‘Make In India’ programme that are designed, manufactured and tested in India

Efforts to enhance energy and connectivity ties dominated the agenda of PM Narendra Modi’s meeting Thursday with his visiting Nepal counterpart PK Dahal Prachanda that saw the two countries sign seven agreements and launch six projects, including inauguration of new railway services. Among the highlights of the summit meeting was a revised transit agreement that will allow Nepal access to India’s inland waterways for the first time. India also acceded to Nepal’s proposal to export power to Bangladesh through Indian territory, while announcing it will ramp up its own power import from Nepal to 10,000 MW in the next 10 years. Nepal currently exports 450 MW to India. 

The agreement and projects  encompass areas like rail connectivity, power, petroleum pipeline and cross-border financial payments. The PM also said that he and Prachanda agreed projects related to Ramayana circuit should be expedited to strengthen religious and cultural links between the two countries. Prachanda sought non-reciprocal market access to India with more flexible and easy quarantine procedures for Nepal’s agricultural products and simplified Rules of Origin for other products. 

Nepal PM Prachanda’s visit to India is important. This is his first foreign visit since he took Nepal’s top job December. Prachanda had made Beijing his first port of call after becoming PM for the first time in 2008. Between then and now, the India-China-Nepal equation has changed radically. On the economic front, India must expedite all pending projects in Nepal and stick to a needs-based development model.

The US debt ceiling deal spares the world of a shock

Following the passage of a bill by the US House of Representatives, the debt ceiling of the American government has been suspended, averting a disruption in global financial markets. This allows the US to continue borrowing beyond June 5, when its cash balance was projected to run out. However, there are still procedural steps to be completed for the bill to take effect, including clearance by the US Senate and the president's signature.

The implications of the debt ceiling negotiations extend beyond the United States and impact countries like India, given the significance of the US debt market and currency in the global financial system. The majority of the world's foreign reserves, approximately 58%, are held in US dollars, followed by the Euro with a share of around 20%. These reserves are invested in US securities, some of which serve as benchmarks for safe assets. The potential default on interest payments poses an unknown risk, considering the significant investments made by other nations in US debt instruments.

Uncertainty in financial markets typically leads to increased interest rates, negatively impacting economic activity. Currently, there are no viable alternatives to the US, as China, the world's second-largest economy, lacks sufficient trust. In the absence of alternatives, it becomes necessary for India to adapt to the United States economic crisis.

India needs to diversify its Soft Loans For Faster Growth


The New Development Bank(NDB), established by BRICS member states to finance infrastructure and sustainable development projects, already has three non-member states: Bangladesh, the United Arab Emirates, and Egypt. 

As far as India’s Line of Credit (LOC) projects are concerned, the country borrows from international financial agencies and subsidises the interest component while advancing the loan to recipients. India will have to explore the possibility of linking all such LOC projects, project exports and even private sector projects to NDB funding. The NDB’s estimated exposure in China’s BRI projects is to the tune of $1.261 billion.


Again, approximately one third of the Asian Infrastructure Investment Bank (AIIB) loans are funding China’s BRI projects as AIIB was specifically established to support the BRI. Incidentally, though India is not part of any of the BRI projects, it supports the AIIB. China owns 30 percent of voting shares and veto powers, which has approved 147 projects in India totalling $28.9 billion. This includes $3 billion currency swaps, loan deferments and line of credit to Colombo, and $15.8 million grant to Maldives for the construction of radar systems. India’s share of financial assistance and alternative projects to immediate and distant neighbours will increase substantially if we are able to find low interest finance partners.


While India should strategise to increase its infrastructure development projects in the neighbourhood, it should utilise the NDB route for funding and gradually delink its own projects from AIIB. Also, unlike in the case of AIIB, it is important to keep any one country from holding major shareholding in NDB and possess veto power.


Although the share of G7 in global GDP on PPP base was far greater compared to that of the BRICS countries, post-pandemic, the BRICS seems to have made a  jump. While the share of GDP of G7 nations based on PPP reduced from 50.42% of the world’s GDP in 1982 to 30.39% in 2022, the share of GDP of BRICS nations increased from 10.66% in 1982 to 31.59% in 2022. 

The share of India’s GDP in world’s GDP increased from 2.98% in 1982 to 7.21% in 2022.


As one of the fastest growing economies not only among the BRICS countries but also among G20 nations, India has a substantial role to play and manage its economy more seriously and responsibly. India has a pivotal role to play in this regional group which, like South South Cooperation, may surpass regional boundaries and emerge as a global financial agency with greater geopolitical clout.

Kashmir sees ‘drastic fall’ in terror recruitment after Army launches de-radicalisation drive

Operation Sahi Raasta was started last year in Pattan in Baramulla district and is now being expanded to Anantnag. 

 Terror recruitment in Kashmir has seen a drastic fall this year, with the first five months seeing only seven youngsters joining terrorist groups.In 2022, saw 121 youngsters joining terror groups.This number was 142 in 2021, which was lower than 178 in 2020.


The Indian Army and the Jammu & Kashmir Police had together launched an operation called ‘Sahi Raasta’.Under the programme, radicalised youth or those getting radicalised are put through a 21-day capsule at a specialised centre, where they undergo counselling from a religious point of view as well as on career, besides other things.


The programme was started last year at Pattan in Baramulla district, and now another centre is being opened up in Anantnag, about 180 youngsters, in the 15-30 age group, had undergone the counselling.


“It is heartening to note that only one boy from the 180 that had undergone the programme joined terror ranks. That boy too came back within a week.


The families were reaching out to the Army when they felt that their children were getting radicalised. 

Informal de-radicalisation programmes have been run in the past but this is the first time that it is being done in a structured manner, but discreetly.


A focused crackdown on terror infrastructure and finances by the National Investigation Agency (NIA) and J&K’s State Investigation Agency also played a key role in keeping terror recruitment down.

59 children rescued from human traffickers on Bihar-Pune train'.Five persons were arrested on the charge of human trafficking, These children were rescued from Danapur-Pune Special express train at Bhusawal and Manmad, in Jalgaon and Nashik districts, in Maharashtra, were being taken to Madasas without any documents or permission from their parents.


To combat human trafficking, the Railway Protection Force (RPF) has initiated Operation AAHT. It will primarily target trains that originate in border states. The Ministry of Railways oversees the operation. 

RPF special forces would be deployed in long-distance trains as part of the operation. The major goal of the operation will be to save women and children from human traffickers.

Human trafficking is an organized crime that involves the exchange of people for forced labour, sexual slavery, or commercial sexual exploitation for the trafficker or others, forced marriage, domestic servitude, organ transplantation, drug peddling, and so on

Each year, the National Crime Records Bureau records approximately 2,200 occurrences of human trafficking

Article 23 of the Indian Constitution makes it illegal to traffic in human beings or persons (1). In India, human trafficking is essentially a criminal offence under the Indian Penal Code.

The New York times dated 8 th May carried a news item related to the events in

Manipur which engulfed the state in an inferno not seen since its merger with

Indian Union in 1949. The news item mentioned about Christian minorities in

the state persecuted by the majority Hindus. I was appalled by the speed and

ferocity of the social media campaigns with very damaging perception of the

image of India as an emerging power, Manipur in particular and North East

India as Ashta Lakshmi . Allegations and counter allegations of various kinds

went viral as the violence spread like a wildfire. Not so well informed experts

also made it a ‘Tribal-non tribal” issue in national TV channels, some even went

to the extent of calling it ethnic cleansing by a particular group. Given the fact

that Christian denomination in the state ( including Meitei Christians) are

actually the majority in the state since only a little over half of the

approximately 16 lac meiteis follow Hinduism today while the Christian

population( including Meitei Christians ) are likely to be over 11 lac. In the

recent clashes most of the non –kuki tribals were clearly not involved in any

manner, thereby negating the tribal-non tribal narrative. The Imphal high

court verdict may have been one of the many triggers , but not by any stretch

of imagination, the cause of the violence which started on 3 may. The inquiry

commission will look into it soon. But the larger question is how do we

proceed from here?


Be that as it may, the loss of life and property of people belonging to Kukis and

meiteis are extremely sad and I strongly condemn any kind of violence

wherever it happened. The continuance of the violence for over a month now,

with the levels of violence raised to full fledged exchange of fire of

sophisticated automatic modern weapons by well trained cadres/so called

volunteers from both the sides, use of mortars, drones, snipers, IED s, walkie


Talkie sets, bullet proof jackets, well coordinated social media campaigns

make it no more a “ a case of communal clashes’ normally seen in other parts

of the country as some indicated. In short it is a situation where many fully

armed and trained to wage war against the established government of the day

are deeply involved. To a few , It is a classic case of a thin line between a “

Law and Order Issue “; ‘Counter- terror operations(CT)’ or ‘operations against

Anti National Elements’(ANE). Often , we are faced with such “ Grey Zones” in

any such scenarios in India or even the world over. The presence of a few

hundred weapons and even fewer cadres in the Kashmir Valley kept the

security forces on full alert for years. Here, in Manipur we have a situation

where many thousands of weapons and lacs of ammunition looted from

police armouries, , another few thousands of weapons already in circulation

among the Peace talks groups , SOO and Non SOO groups, including items

acquired well after the SOO in 2005-2008. In a highly fractured society, in

proximity to a highly unstable neighbourhood, the presence of such quantities

of dangerous weapons mostly in the hands of anti-national elements is

extremely dangerous and is a serious national security threat by all counts.

The drug-lords in the region, the terror groups ,other anti social elements and

inimical elements both within and outside India must be having the last laugh!

The short and long term effects, the tremors of the conflict will be felt for a

number of years if not a few decades. The costs in terms of lives and property

lost will be huge enough. The costs in terms of its effect on the psyche of the

young generations and children in particular will be in calculable indeed. Will

gun culture dominate the fragile minds of the younger generation? Education

of displaced students, healthcare, and other normal human activities will take

time to settle. Banning of internet is already affecting thousands of students

who were aspiring to pursue their education elsewhere in the country. What

will the future of these students be? Pillars of governance will take time even

to stitch up the wear and tear leave alone work towards a holistic and better

future of the people. It will take genuine leadership to refashion an entity like

the Manipur Police as an effective instrument of good governance. The

animosity, the suspicion among the affected communities will take time to

heal. Col James Johnstone, who was the political agent of the British empire in

Manipur during the period prior to the Anglo-Manipur war , an ardent well

wisher of Manipur , in his book ‘ Manipur and Naga Hills” described the


inhabitants of Manipur as-“ All natives of India are suspicious by nature but

this remark applies ten fold force to the Manipuris”. Suspicions bring more and

more rumours , particularly in the times of such a grave crisis. Claims and

counter claims of security machineries having taken sides will need careful

handling. The central security forces were the first and the only responders in

the first week and rescued, fed and took care of over 35,000 displaced people

and ensured that the situation was reasonably well taken care of till the

second phase of violence broke out by third week of the month. The less said

the better in terms of socio-economic costs . The news of three souls who died

in the burning of an ambulance yesterday is bound to grievously hurt the

sentiments for a lifetime to the affected party. And many more brutalities real

or imaginary have seeped into the psyche of the people. I wonder if these dark

memories are what we desire to leave behind for posterity. History will judge

us.

There are , however , hundreds and thousands of peace loving citizenry on

both sides who are presently involved in the welfare of the displaced

population and taking care of their needs, helping the weak and elderly. Many

in and outside of the Government are known to be making honest efforts

towards peace. Many more are also involved directly or indirectly in

perpetrating the violence, instigating violence as well in their false belief to

outdo the other, subdue the other physically and mentally or even taking

revenge as we saw the various waves of violence in recent days. Some do it

purely for their personal agendas by closing their eyes from the real issues or

running away from it, hoping that things will get sorted out on its own sooner

or later. Some are involved in strategizing for their future goals of land and

territory. Well, it is for us to ponder and deliberate whether these efforts to

change history, geography, social fabric and such like activities will fructify in

the future . We have now reached the rock bottom of distrust in all

directions!

The only way to bring about a better situation is dialogue, sanity , forgiveness,

and the will of the silent majority who desire peace. Shri Amit Shah , after

having consulted the state govt and all stake holders announced a series of

measures to begin with. Formation of Peace Committee, Judicial inquiry,

unified command, rehabilitation measures, possible combing operations,


actions to be taken against any violation of SOO agreements and so on. These

were meant to achieve short term objective of cooling down the tempers of

the public at large. The rumour mongers , however, are already spreading lies,

false narratives to nullify well- intentioned beginning of the process of healing

the wounds. It was a welcome change when I read the news of conditional

opening of NH-2 in the front page of Sangai Express dated June 05. I do hope

that a slow and steady positive response will come from all parties. Such a

complex situation, a legacy from 1826 onwards cannot be solved in a day. It

will take time. The Home Minister, after having assessed the ground situation

is expected to carry forward more mid and long term policy measures to bring

about normalcy in the state sooner than later. Balancing the aspirations of all

stake holders in the state is the key to this effort. Issues involved are far too

many and the common people are generally aware of some of these. The

complexities of demands by the ethnic groups are many. A zero sum

approach is unlikely to succeed. Give and take approach and flexibility of ideas

will be the key. People may have to accept reasonable issues without

compromising on the idea of Manipur and suggestions in keeping with

changing times, keeping the state/national interests in mind. All the ethnic

groups big or small are destined to live and survive together emotionally and

under the law of the land. The history and geography compels us to be

together. The effort to exert illegal or illegitimate authority, exert pressure or

control of resources by using illegal money, illegal weapons and such activities

in the garb of identity, self protection/ preservation will not cut ice in the long

run. Issues such as illegal immigrants, over yearly 30000 Cr worth illegal drugs

business , poppy cultivation, SOO activities, governance, land ownership and

developmental issues for all will have to be addressed and strict actions

against law breakers be taken without any delay. The authorities will have to

make it honest and sincere attempts to immediately curb the burning of (is no

alternative to a better all round governance in the long term. Don’t we deserve

it? As we await the unfolding of greater and more measures to bring peace

and take shape on the ground, in the coming days, let us all pray and work

together patiently without resorting to violence. For a Sana leibak where all

can prosper , not at the cost of the other. Each one of us have a stack in

bringing peace . For “ an eye for an eye, makes all of us blind”.

शिवाजी महाराजांच्या नौदलाने स्वराज्याला कसे सुरक्षित केले, गनिमी कावा कि...

मराठयांची सांघिक कामगिरी जमिनीप्रमाणे ह्या समुद्रावरील (आरमार)'गनिमी काव्या'तही उत्कृष्टच होती. महाराजांच्या कारकिर्दीच्या अखेरीला पोर्तुगीजांनी मराठी आरमाराला सवलती देणे सुरू केले.
मागच्या लेखात आपण आरमाराची काही माहिती घेतली होती, आता पुढे. आरमारासंबंधात आपली उद्दिष्टे सुरुवातीच्या काळात तरी खाडया आणि किनारे एवढयापुरतीच राहायला पाहिजेत, हे महाराजांनी ओळखले आणि तशीच उपाययोजना केली. किनाऱ्याला आणि खाडयांमध्ये पाणी फार खोल नसते. त्यामुळे त्यांनी सपाट बुडाच्या नौकांना प्राधान्य दिले. तसेच वाऱ्याची साथही किनारपट्टीला आणि खाडयांमध्ये कमीच लागणार व असणार, हे जाणून त्यांनी वल्ही मारण्याच्या छोटया नौकांना प्राधान्य दिले. जमिनीवरील किल्ल्यांप्रमाणे समुद्री किल्ल्यांची जोडही त्यांनी आपल्या नौदलाला दिली. कारण रसद, संरक्षण, दुरुस्ती अशा तिन्ही सुविधा त्यातून मिळत होत्या. किल्ल्यांनाही टेहळणीसाठी आणि संपर्कासाठी ह्या नौकांचा चांगला उपयोग होत असे. अशा परस्परपूरक रचना करण्यात महाराजांचा हातखंडा होता. वल्ही मारणाऱ्या नौकांवर भिस्त असणाऱ्या नौकांचा उपयोग करून महाराजांनी खांदेरी बेटावरच्या किल्ला बांधणाऱ्या आपल्या कामगारांना आणि सैनिकांना रसद सतत चालू ठेवली. ही रसद बंद न करता आल्यानेच इंग्राजांना ह्या संघर्षातून नामुश्कीची माघार घ्यायला लागली. इंग्राजांच्या नौका महाराजांच्या नौकांपेक्षा खूप मोठया आणि मारगिरीत सरस होत्या, पण मराठयांनी समुद्रावरही 'गनिमी कावा' दाखवून त्याची मारकक्षमता प्रत्यक्ष उपयोगात येऊच दिली नाही. इंग्राजांची जहाजे मोठी असल्यामुळे वारा अनुकूल असल्याशिवाय त्यांचा उपयोग होत नसे. वारा पडलेला पाहून नेमक्या वेळी मराठे हलचाल करीत आणि इंग्राजांना हताश होऊन पाहत राहण्याशिवाय काही करता येत नसे. खाडीचे पाणी फार खोल नसल्यामुळे, हल्ला करून किंवा रसद पुरवून पळणाऱ्या मराठयांच्या छोटया नौकांचा पाठलागही इंग्राजांना करता येत नसे. आपल्या मुलखाला साजेशा ह्या युध्दपध्दतीमुळे इंग्राजांसारख्या बलाढय शत्रूलाही मराठयांनी जेरीस आणले. खांदेरी किल्ल्याच्या बांधकामाला संरक्षण देणाऱ्या मराठी सैन्यानेही आपले मनोबल खचू न देता इंग्राजांना यशस्वीरित्या तोंड दिले. मराठयांची सांघिक कामगिरी जमिनीप्रमाणे ह्या समुद्रावरील 'गनिमी काव्या'तही उत्कृष्टच होती.
ह्या आरमारी लढाईत 'संगमेश्वरी' पध्दतीच्या मराठी नौकांचा सर्वात जास्त उपयोग झाला. खांदेरीच्या रणसंग्राामात फार मोठया लढाया कधीच झाल्या नाहीत, मात्र सतत छोटया-मोठया चकमकी होत राहिल्या आणि त्याच इंग्राजांना जाचक झाल्या. ह्या चकमकींमुळे मोहिमेचा कालावधी वाढत गेला आणि त्यामुळे खर्च वाढून इंग्राज अडचणीत आले. मराठयांच्या ह्या क्षमतेचे भान आल्यामुळेच इंग्राजांनी तह करून ही मोहीम आटोपती घेतली. ह्यातल्या अनुभवामुळेच संगमेश्वरी पध्दतीच्या नौका आपल्याकडेही असल्या पाहिजेत असे त्यांना वाटू लागले.
महाराजांच्या ह्या धोरणीपणावर इंग्राजांची 'English people would never be slaves, because English fleet rules the waves' ही दर्पोक्ती मात करू शकली नाही. अशेरी, सुवर्णदुर्ग, खांदेरी, कुलाबा इ. मुंबईजवळची किल्ल्यांची साखळी ह्यात उपयोगी पडत होती. त्यामध्ये खांदेरी किल्ला मुंबईला सर्वात जवळ असल्याने इंग्राज व सिद्दी यांच्यामध्ये पाचर मारण्यासाठी त्याचा सर्वाधिक उपयोग होता. हे इंग्राज व सिद्दीलाही कळत असल्यानेच त्यांनी मराठयांना अयशस्वी पण कडवा विरोध केला.
आपले शत्रू म्हणून महाराजांनी इंग्राज, सिद्दी, पोर्तुगीज, डच यांना समोर ठेवले होते. आपले कार्यक्षेत्र म्हणून त्यांनी सुरत ते कडवाड (कारवार) हा पश्चिमी समुद्रकिनारा निश्चित केला होता. सुरुवातीला हे सर्वच शत्रू समुद्रावर व काही अंशी जमिनीवर / किनाऱ्यावर महाराजांना भारी होते. पण महाराज इ.स. 1660नंतर हळूहळू प्रभावी होत गेले.
उत्तरेला खांदेरी ते दक्षिणेला सिंधूदुर्ग इथपर्यंत 13 सागरी किल्ले उभारून / सुधारून किंवा काबीज करून महाराजांनी आपल्या समुद्री व्यापारालाही लढाऊ नौदलाच्या साह्याने उत्तम संरक्षण व प्रोत्साहन दिले. महाराज आग्य्राला औरंगझेबाच्या कैदेत अडकलेले असताना रांगणा किल्ला जिंकून स्वराज्य एका किल्ल्याने वाढवणारा रावजी उर्फ राहूजी सोमनाथ हाच महाराजांचा कोकण विभाग, त्यातही प्रामुख्याने व्यापारी व्यवधान सांभाळत असे, हे ह्या संदर्भात उल्लेखनीय. महाराजांचे Aggressive Marketing त्यातून चांगले व्यक्त होते. अनेक परकीयांच्या पत्रव्यवहारात ह्या रावजी सोमनाथचा उल्लेख वारंवार आला आहे.
व्यापाराचे महत्त्तव ओळखून मिठाच्या व्यापाराकरता महाराजांनी व्यापारी नौदल तयार ठेवले होते. मस्कत व मोचा ह्या अरबांच्या बंदरांशी व्यापार करण्याकरता त्यांनी डोलकाठयांची तीन जहाजे बांधली होती. मस्कतच्या इमामाशी महाराजांचे व्यापारी संबंध होते. ते फार घनिष्ट होते असे नव्हे, पण ह्या इमामाचे पोर्तुगीजांशी हाडवैर होते. शत्रूचा जो शत्रू तो आपला मित्र, या तत्त्वानुसार महाराजांनी त्यांच्याशी थोडा स्नेह ठेवला होता. व्यक्तिगत भेट अर्थातच झालेली नव्हती, पण दोस्तीचे सूत्र हुशारीचे होते. इथे त्याचा इस्लाम धर्म महाराजांनी विचारातही घेतलेला दिसत नाही.
इमामाच्या दोस्तीचा फायदा घेऊन महाराजांनी पोर्तुगीजांकडून काही सवलती मिळवल्या होत्या. मस्कतच्या व्यापाऱ्यांनाही महाराजांच्या पश्चिम भारतातील किनाऱ्यावर फायदा होई, विशेषतः पोर्तुगीज त्यांना त्रास देत नसत. महाराजांच्या कारकिर्दीच्या अखेरीला पोर्तुगीजांनी मराठी आरमाराला सवलती देणे सुरू केले, ज्या ते मुघलांना देत असत.
महाराजांच्या आरमारात कोळी, गावित, भंडारी, खारवी, मुसलमान यांचा व इतरांचा प्रामुख्याने भरणा असे. ह्याचा अर्थ मराठी नौदलात नाविक होण्याचा एक नवा पेशाच महाराजांनी कोकणवासीयांना उपलब्ध करून दिला. कारण उपरोल्लेखित सर्व जमाती कोकणातल्याच आहेत. सुमारे 5000 लोक महाराजांच्या आरमारात काम करत होते. ह्याचा अर्थ 5000 कुटुंबांची आर्थिक स्थिती त्यामुळे सुधारली. महाराजांच्या आर्थिक उलाढालीचे, साहसांचे सुफल परिणाम सर्वकष होते.

DEFENCE MANUFACTURING ,The Corporatisation of the OFB ,

 To make India self reliant in the defence sector, the Ordnance Factory Board (OFB) has been split into seven different companies. Prime Minister Narendra Modi has dedicated these seven companies to the nation. The new Defence PSUs are 100 percent government owned corporate entities and will help in improving the country’s self-reliance in defence preparedness.

Business in the seven new entities started from October 1, 2021. These new companies are: Troop Comforts Limited (TCL); Yantra India Limited (YIL); Gliders India Limited (GIL); India Optel Limited (IOL); Advanced Weapons and Equipment India Limited (AWE India); and Armoured Vehicles Nigam Limited (AVANI).

 “Restructuring of Ordnance Factories and creation of seven companies, would play an important role in import substitution, in line with the vision of ‘Atmanirbhar Bharat’.

The new companies now have an order book of Rs 65,000 crore. These orders were in the pipeline and have been shifted to the new entities. 

The PM in his address cited Defence Corridors in Tamil Nadu and Uttar Pradesh as examples of the new approach. In the last five years the defence exports,  have touched 325 percent and due to policy changes new opportunities have emerged for the youth in the MSMEs.

The growth and brand value of any company or nation is based on its R&D and innovation, the new companies should take the lead in future technologies. These new companies have complete functional autonomy and the interests of the employees are fully protected.

The Centre, in May 2020, had announced increasing the FDI limit from 49 per cent to 74 per cent under the automatic route in the defence sector.

According to Defence Minister Raj Nath Singh, the move to create new companies is a reflection of the government’s commitment to Atmanirbhar Bharat. restructuring of the OFB, is to transform the Ordnance Factories to improve expertise in product range; profitable and productive assets; ensure self reliance; enhance cost effectiveness and improve quality and increase competitiveness.”

He also voiced the government’s resolve of creating India as a defence manufacturing hub and net exporter. This can be achieved through the active participation of the private sector, setting up of defence manufacturing units as well as creating joint ventures. According to the defence minister, “To enhance preparedness of the armed forces, the public and private sectors are working hand-in-hand.”

The members of Society of Indian Defence Manufacturers (SIDM) HAVE welcomed the creation of seven new companies and expressed that the industry is looking forward to doing business with them. These new companies will adopt corporate standards for their commercial activities. This includes tendering, contracting to payment systems etc. and vendor development.

The government has been emphasising boosting indigenous defence manufacturing.  The Ministry has set a goal of a turnover of $25 billion (Rs 1.75 lakh crore) in defence manufacturing by 2025 that included an export target of $5 billion (Rs 35,000 crore) worth of military hardware.

While the level playing field doctrine has encouraged companies like L&T, Mahindra & Mahindra, Godrej & Boyce, Tatas and a number of IT companies to come in, the paltry 26 per cent FDI hardly enthused any major OEM to set up a production base in India. The government then announced an offset policy in 2006 to leverage India’s big-ticket acquisition to get outsourcing, export orders and critical technology from major global defence manufacturers. The experience so far has been dismal, except for some outsourcing orders for low-tech items.

The Corporatisation of the OFB has to be seen in the overall context of improving India’s military industry capability, self-reliance quotient, design capability in critical systems and quality, time and cost-effectiveness and involvement of private players in defence manufacturing as partners in tandem with OEMs and design houses. Research cannot be the monopoly of the DRDO. The private sector, academia and reputed design houses must be part of this process, which will improve India’s design capability significantly.


Atmanirbhar Bharat in Defence Services

The SIPRI report of 2021 listed India as the worlds second largest arms importer, with a 9.5% share of the global arms import market. India had survived over the years on technology transfer from Russia or import of weaponry. The MIG 21, SU 30 and T 90 tanks were all technology transfer. India’s own share was dismal. 

The basic cause was the Indian policy of 1956 which placed all defence production in the hands of the Ordnance Factory Board (OFB) and Public Sector Undertakings (PSUs), keeping private sector away.

Vital foreign exchange was spent on arms imports and India remained at the mercy of arms exporters for maintenance and spare parts. To curb this, in 2001, the government for the first time introduced FDI cap in defence industries. 

The figure was 26% and there were no takers. It was raised to 49% in 2014 and 74% in 2020. Currently, the government has displayed its intent in local production or global companies manufacturing in India, rather than import.


For a change, even in domestic production, the emphasis appears to be the private sector rather than government undertakings. The issuance of orders for 40 C 295 aircraft to Tata concerns for implementing Transfer of Technology production, rather than HAL, is a turning point. The government intent of pushing Atmanirbhar was evident from Aug 2020. It began issuing list of items on which there would be a ban of imports from specific dates. The first list comprised of 101 items followed by multiple other lists with increased numbers. Rajnath Singh even stated that the numbers will increase exponentially with time.

Simultaneously, the capital share of the defence budget (meant for procurement) began being divided between domestic and foreign procurements, with greater emphasis on domestic. Rajnath Singh had stated in Feb 2021 that 63% of the defence procurement budget was earmarked for domestic procurement. However, what is being missed is the funds spent by government companies to import parts from abroad to meet their production requirements. As an example, engines for the Tejas aircraft remain imported but would be considered under domestic. This implies that the DRDO and private sector must concentrate on specific technologies.

To strengthen its message on domestic procurement, the government recently cancelled plans of the Coast Guard to procure short range surface to air missiles and 14 helicopters from abroad, insisting they be domestically produced. A number of other procurement demands are also under the scanner. It was reported that in a meeting with the PM,in early December, it was decided that strong measures need to be taken to push the armed forces into domestic procurement.The government has also been attempting to bring in global defence manufacturers to establish facilities in India.

This attempt has not been very successful thus far. Most joint ventures in the country are assembly plants for companies which have won defence contracts in India. The K 9 Thunder factory in Gujrat is an example. Addressing a seminar of Society of Indian Defence Manufacturers, in December 2021, Rajnath Singh stated, ‘We have an estimated Rs 85,000 crore industry of aerospace and defence. The contribution of the private sector in this has increased to Rs 18,000 crore.’

Rajnath Singh added, ‘defence exports from India during the last seven years have been more than Rs 38,000 crore.’ The recent sale of the BrahMos to Philippines for an estimated amount of USD 375 Million is a major achievement. As per official data, India’s global exports in 2018-19 stood at a paltry USD 1.5 Billion, placing India in the list of the top twenty-five (23rd) defence exporters. The government has set an export target of Rs 35,000 crore (USD 5 Billion) by 2024-25. To boost exports the government is empowering its defence attaches posted in Indian missions. They attend an annual conference where they are apprised of Indian defence manufacturing.

The recent India-Russia and India-Central Asian nations summits resulted in agreements in which India and Russia would participate in joint defence ventures in Central Asian nations. In addition, India would supply spares for Russian equipment, manufactured under license in India to these countries, which continue operating Russian equipment. These are small steps but unless taken, Indian exports would remain stalled.


Its strong economy and strong army know a nation’s strength. India has to therefore become self-reliant – Atmanirbhar – to defeat the enemy.The Indian Army accounts for more than half of the total defence budget of India, with most of the expenditure going to the maintenance of cantonments, salaries and pensions, instead of new arms and ammunition.
