FAULTY CHINESE NAVAL STRATEGY


Almost daily, we have news of Chinese military preparations or activities: her new second aircraft carrier, her quantum communications, her ever-increasing power. Serious analysts, however, usually pose a simple question when considering such developments: what is their purpose? What is the geopolitical end-state that the country in question envisions after her operations are completed? After all, no one is going to invade China, so defenses need not be on this scale. Is she seriously thinking of invading someone else? Her most important land neighbors are Russia, Kazakhstan, and India. Most would say that it would not only be pointless for China to attack any of these, but also self-destructive. Consider the bloody defeat inflicted on China in 1979 by little Vietnam (128,000 square miles; Germany is 138,000) in a conflict that still smolders. In the language of strategy: What is China’s policy? Where does she want to get? Under my maddening, stupid, repetitive questioning, not unlike the below, I finally received the exasperated answer: “No matter what, we will be a great country” (無論如何我們是一個大國家). I had not the energy nor my poor victim any desire to discuss what “great” meant: Coming at the top of Freedom House’s list of countries rated by freedom and democracy? Having the lowest infant death rate? Or the highest literacy and numeracy level? Or most equal Gini coefficient? Cleanest and most beautiful natural environment? Number of Nobel Prizes or Olympic medals per capita? Largest number of people who say they are happy? Largest number of H-Bombs? You can choose lots of metrics, but no matter who you are, you will come out badly on some (e.g. U.S. Gini coefficient, literacy, etc.). To be tops in everything is what the Chinese wish for their country and their children—but it is impossible, and it is childish. To the best of my knowledge, Alfred Thayer Mahan’s (1840-1914) works were not translated into Chinese the first time around, in the nineteenth century, when they went into Japanese and many other languages, and are thought by many to have influenced national policies. 1954 appears to be the first Chinese edition of The Influence of Sea Power on History which appeared in the West in 1890. Now, in print in China in better annotated editions than we have, clearly Mahan has influenced the Chinese who are now pouring vast sums into something no Chinese state has ever possessed before: namely, a high seas fleet. I suspect they are attracted not so much by the specifics of Mahan’s theory as by certain stirring generalities, for example: “It was not by attempting great military operations on land, but by controlling the sea, and through the sea the world outside Europe, that England ensured the triumph of their country.”[1] A phrase like “by controlling the sea, and through the sea the world outside Europe” may sound like a policy or desired end-state an ambitious country such as China, that feels status deprived. But it is not. Mahan is not about how to use sea power to conquer the world, but only in how to use it to conquer a specific adversary. He got the ideas that made him famous during the War of the Pacific (1879-1883) when he stayed at the Phoenix Club in Lima (still there) and started reading about how Hannibal attacked Rome—crossing the Alps—and reflected on how easier a time he would have had if, like Scipio, he had been able to use ships to land on the coast and win quickly as Scipio did in 202 BC having crossed the sea easily to Zama near Carthage (and also by buying off Hannibal’s chief ally). This led Mahan to coin the phrase “sea power:” something long extant, but never named and examined before. In both the Napoleonic War and the Second Punic War, maritime operations were direct contributors to the loss of what were essentially land wars. I believe the Chinese now consider sea control to be an element, if not the key element, in her future ill-defined greatness. One suspects that some top leaders, having a superficial acquaintance with Mahan, think they can realize what was not even Mahan’s topic: control of much in global affairs with sea power. Such a concept is absent from Mahan. He believed that local sea control was necessary against an adversary in order to enforce a blockade that would bring it down. How exactly this would happen Mahan never says. His argument contains no real “theory of victory,” rather it assumes that most states are vulnerable to blockade (he was on service blockading the Confederacy during the Civil War). That may be true for small states, but it makes no sense for large land powers such as China, Russia, India, the United States, etc. Not fleets, but alliances backed by military power, allow the extension of influence. Truth be told, China has no allies. How can one exercise unilateral hegemony over Asia from the sea as the Chinese are warning their neighbors? It is impossible. The United States aircraft carrier Reagan will visit Camh Ranh Bay in Vietnam next year not by shooting her way in but because the Vietnamese will welcome her. One can begin the conquest of a country with sea power and air power, but how does one get enough troops there by ship to fight on land? Can one rule from horseback, a Chinese general asked two thousand years ago—or rather, from the fleet? No. According to another story, the Germans were asked before World War I what they would do if the British landed on the Baltic Coast. They answered, “Send the gendarmerie and arrest them.” More than anything else, Mahan emphasized, “never divide the fleet.” His theory of a “fleet in being,” essentially deterrence in nineteenth century diction, states that if a country maintains a fleet certain of victory, that fact will cause other powers not to attack, even though owing to sailing times, it might be two months before their fleet was destroyed. The Chinese seem not to have read this part. For with her numerous acquisitions of naval bases e.g. in Pakistan and coral atolls in the South China Sea, defense will require dividing the fleet. If submarines menace access to one of China’s “coaling stations” or South Sea rocks, several ships will have to be peeled off to deal with the contingency—which will not be easy to do, given the remoteness of these places from China and their proximity to land that can support, among other things, much more air power than they can bring to the theatre. Think how American submarines paralyzed the Japanese in the South Pacific by simply isolating islands holding immense garrisons, and thus taking them out of the war. Such islets and harbors, however, are unlikely to be the focus of conflict. Russia, a naval power of some magnitude, will never tolerate Chinese dominance of the seas around Vladivostok and Kamchatka. A war started at sea would become a land war China could not win. The Korean peninsula flanks the Bohai Gulf which is the only sea lane into north China; Shanghai faces Kyushu, so it is strategically untenable; only Hainan island has some open water, but it is all either cupped like the island itself by Vietnam, or flanked by the long Vietnamese coast. Finally, let us not forget India which, one suspects, is capable of closing the Strait of Malacca from the Andaman and Nicobar islands: lining up ships, and pulling out those headed for China. Is China in fact she neglecting land power? For some time before World War I, the Germans spent more on their failed “risk fleet” designed to keep Britain out by menacing her navy, key to the island’s survival. Had they spent that money on their army, they would probably have won the war. I would count every one of China’s fourteen land neighbors—Pakistan included—as either potentially hostile or hostile. This number does not include offshore powers like Japan, which has immense resources with which to help. So suppose a war began, and as Chinese General Liu Yazhou (劉亞洲), a fervent anti-Japanese nationalist, who also knows his trade, has predicted, the Japanese stealthy submarines sank the eastern fleet in four hours? China would be humiliated and exposed. We lack the space to consider domestic political consequences. I know a bit about the excellent Singapore navy which controls the Philip Channel, the narrowest part of the Strait of Malacca (1.5 miles). Suppose China, necessarily dividing the fleet, sent a taskforce to subdue Singapore (278 square miles). I have no doubt that Singapore would sink the Chinese. Multiply this scenario by all the contingencies China is creating, and one has an impossible strategic problem. When it comes to strategic destinations, I use the following image. China is a bus, the biggest in world history. It is carrying more people than any bus has ever before. It is going faster than any bus in history. In what direction? Straight ahead. One steps up and asks the driver, “Where are we going?” The driver responds, “I’m not sure exactly, but as we get closer, I’ll be able to tell you more.” This is a terrible approach to strategy and policy, but it seems to be China’s right now.

BLACK SIDE OF MEDICAL PROFESSION


My sister is a Doctor, an MD to be precise. After initial few years practicing abroad and in India, she mostly was a teaching faculty in various medical colleges. Now she has retired a couple of years back, and is highly reluctant to take up any of the many lucrative offers from the corporate / high-fi hospitals coming her way, having been totally disillusioned with, in her own words - the rampant professional and commercial malpractices. As per her intimate knowledge of the profession, following wrong practices have become order of the day : 1. Going in for unending test and diagnostics , ranging from routine to pretty costly ones. Most of them are not only unnecessary, but automatically lead to another battery of " confirmatory " tests. Most of these have now become even fashionable. 2. Referring from one specialist to another specialist " for opinion ' in a chain of investigations for the same problem. It then becomes a kind of " collective " opinion/diagnosis, esp to safeguard against future fiascoes. 3. Prescribing and insisting for medicines by specific brands, and expressing displeasure and discouraging you from seeking generics. 4. Ceasarean sections are the common norm ( mostly under pretext of last moment fetal distress ), with normal deliveries being exception. 4. During hospital admission, made to buy medicines , injections et al ( of costliest possible brands ) from the hospital pharmacy itself and at FULL MRP, when the same / ditto similar medicines available almost half the price outside. They categorically and OMINOUSLY mention in the admission forms that they will not be responsible for any treatment in case medicine is bought from any other source ( as if they are , even if bought internally !! ). 5. Deliberately extending your stay in hospital, especially in ICU ( which can cost anything from 10 to 25,000/- per day ) both, pre & post OT under the innocuous guise of " keeping under observation and then similarly followed by longish stay in pvt/semi-pvt wards, on a variety of medical pretexts which are bound to invoke fear and apprehension. This also gives them a golden opportunity to individually charge for doctors' visits to the patient in the room ( normally, in a day, min 3 doctors/residents/interns will " drop-in " , with generally 500 to 1,000/- per visit per day , in your final bill ). Mostly the amount is required to be deposited daily " in-advance ", on a kind of pre-paid basis. As it is very easy to discern, each of above practices are out & out money-spinners, both, to the individual on commission basis , as well commercially lucrative to the corporate hospital / establishment. And another DIABOLICAL revelation has also been made ( which on hindsight and recalling known cases, definitely sound to be true ) ~~ a majority of Operations conducted in OTs, invariably get followed by bouts of INFECTIONs in the wound/stitches, or any similar post-operative problems - which too result in protracted admission periods or repeat admissions. These essentially fall under the category of " HOSPITAL INDUCED INFECTIONS " ~~ entirely due to wanton negligence in maintaining adequate hygiene & sanitation standards. OTs are over-used with back to back operation schedules, with little time for maintaining even minimum essential standards of fumigation, sterilization of a bewildering array of equipment lying around, disorganized laboratories rodents/mosquitoes/flies/inse cts, their own nursing staff , operators ( most of which is Contractual ) etc, disregarding / flouting rules of footwear and sterilized clothes, the list is unending. {{ ** This phenomenon is especially true in Mumbai corporate hospitals , as per my inputs. }} Those amongst us who are able to avail the services of a Mil Hospital by virtue of a resident ECHS cell or otherwise, are still much better off. But those who are dependent entirely on " Empanneled Hospitals ", including the big shot ones like Fortis, Max etc -- God save them. It is even worse for our civilian friends & relatives. The mushrooming of Medical Insurance and Corporate empannalment has only give unprecedented rise to these malpractices. Our own personal experience. Initially post retirement, I & my wife used to get thrilled when a choice was given to us from ECHS to choose from any of the reputed CORPORATE hospitals, but the thrill was rather short-lived !! When I found a couple of specialists in Fortis as well as Max (including a Gastro and a Surgeon ) giving a rather perfunctory and superficial treatment in an almost nonchalant manner, I walked up to their Registrar and mentioned to him - he, while apologizing profusely ( may be pre-empt a written complaint ) , he very diplomatically put across that they hardly get their money's worth at ECHS rates !! Even today, the rate of consultation when you vist one is 150/- , where as they charge min Rs. 350-500 from a civilian. Well so much so for the big names. When I mentioned this to my Oic, ECHS , he gave a knowing smile and said that it is very difficult to get around these big names. Well, to be fair to the medical profession, as per my sis, THERE ARE some really good, dedicated and genuine ones too, but unfortunately they are in minority and not easy to locate/find

एक लढा : दहशतवादाविरुद्धचा…! महा त भा


06-Sep-2017 सार्याा जगाला ज्याची नितांत गरज वाटत होती, तो मुद्दा परवा चीनच्या ‘ब्रिक्स’ परिषदेत प्रकर्षाने चर्चेला आला. केवळ चर्चेलाच आला नाही, तर त्या विरोधात उभे ठाकण्यास अर्धे जग सरसावले असल्याचे जे चित्र त्यातून निर्माण झाले, ते त्याहून महत्त्वाचे आहे. तालिबान काय नि अल् कायदा कायदा, जैश-ए-मोहब्बत काय आणि तेहरिक-ए-तालिबान काय, संपूर्ण विश्वा आज ज्या समस्येने ग्रासले आहे, विकासाच्या वाटा ज्यामुळे खुंटल्या आहेत, शांततेत जगू इच्छिणार्यां च्या मार्गात ज्याचा मोठा अडथळा होतोय्, तो दहशतवाद निखंदून काढण्याचा वज्रनिर्धार भारतासह चीन, रशिया, ब्राझील, दक्षिण आफ्रिका आदी देश करतात, अगदी एकत्रितपणे करतात, विशेषत: ‘ब्रिक्स’ परिषदेत उपस्थित झाल्यानंतर त्या त्या देशांच्या राष्ट्रप्रमुखांच्या सखोल चिंतनाअंती या संदर्भातला निर्णय होतो, ही बाब लाखमोलाची आहे. कालपर्यंत पृथ्वीतलावरील भारतासारख्या ज्या देशांना कायम दहशतवादाचा सामना करावा लागला, कधी बॉम्बस्फोट तर कधी सुरुंगांची पेरणी करत त्यांनी घडवलेल्या रक्तपातात ज्यांना आपली शेकडो मौल्यवान माणसं गमावावी लागली, दहशतवादाविरुद्धचा तो संघर्ष उर्वरित जगातले लोक दुरून केवळ बघत राहिले होते. आपल्याला स्पर्धेतही ज्याचे अस्तित्व नकोय् अशा एका देशाचा दहशतवादाच्या मार्गाने परस्परच काटा निघतोय् म्हटल्यावर आनंदाच्या उकळ्या फुटल्या, मनातल्या मनात गुदगुल्या होत राहिल्या काहींना. पण, धर्माच्या नावावर हिरवा रंग लेऊन आलेल्या दहशतवादाची झळ जसजशी सर्वांनाच बसू लागली, सारेच जसजसे त्यामुळे पोखरले जाऊ लागले, तसतशी त्याविरुद्ध लढण्याची गरज प्रतिपादित होऊ लागली. कालपर्यंत भारतासारखे काही बोटावर मोजण्याइतके देश एकट्यानेच आतंकवाद्यांविरुद्धची लढाई लढत होते. आम्ही तर काय, काश्मिरात फोफावलेल्या दहशतवादाशी लढलो, पंजाबातील त्यांच्या विरोधातील लढाईत आम्ही कित्येक लढवय्ये तरुण गमावले, कधी पूर्वांचलात आमचेच लोक आमच्याच विरोधात उभे केले गेले, तर कधी नक्षलवाद्यांच्या माध्यमातून भारतात रक्ताचे पाट वाहविण्याचे प्रयत्न झाले. दिल्ली, मुंबई, हैदराबादेतले बॉम्बस्फोट तर एव्हाना आमच्या सवयीचे झाले होते. इतका तो दहशतवाद या देशाने कणखरपणे सहन केला. कधी यशस्वीपणे टोलावून लावला, तर कधी त्याचे परिणाम भोगले. इतकेच कशाला, अगदी पाकिस्तानने २६/११ ला केलेला थेट हल्लादेखील अनुभवला या देशाने अन् तो परतावूनही लावला तेवढ्याच शिताफीने. दहशतवादाविरुद्धचा त्याचा लढा अद्याप थांबला नाही. ना जंगलातल्या नक्षल्यांविरुद्धचा, ना काश्मिरातल्या फुटीरवाद्यांविरुद्धचा. इतर देशांचे तसे नाही. अगदी कालपर्यंत ते या लढाईपासून स्वत:ला दूर ठेवत आले होते- जाणीवपूर्वक. जणू काय, दहशतवाद्यांच्या रडारवर आपण कधी येणारच नसल्याच्या गुर्मीतले वागणे चालले होते त्यांचे. पण, लादेनच्या रूपातला दहशतवाद जेव्हा न्यूयॉर्कमधील ट्वीन टॉवर्स बघता बघता धराशायी करून गेला तेव्हा अमेरिकेला, सीरियामधले दहशतवादी जेव्हा दाराशी येऊन झाडाझडती घेऊ लागले, यांची हवेतली विमानं मारा करून जमिनीवर पाडू लागले, तेव्हा रशियाला, अगदी परवा परवाच्या रक्तपाताने तर फ्रान्स, इंग्लंडसारख्या देशांनाही आता, दहशतवाद ही केवळ एखाद्दुसर्याह देशाची ‘त्यांच्यापुरती’ समस्या नसल्याचे आणि त्याविरुद्ध लढणे ही काही कुणाची एकट्याची जबाबदारी नसल्याचे धगधगते वास्तव ध्यानात आले आहे. नव्हे, त्या वास्तवाची पुरेपूर कल्पना आल्यामुळेच आता त्याचा निकराने सामना करण्याची भाषा बोलली जाऊ लागली आहे. दुसर्यान महायुद्धानंतरच्या काळात युरोपियन सत्ताधीशांच्या काळात ‘ऍण्टी कोलोनियल मुव्हमेंटच्या’च्या माध्यमातून प्रसिद्धी आणि प्रभावाचे तंत्र विकसित करण्याच्या नादात जो थारा दहशतवादाला मिळाला, त्याची कडू फळे चाखण्याची वेळ आज सर्वांवर आली आहे. नंतरच्या काळात दहशतवादाचे स्वरूपही बदलत गेले. हातातली शस्त्रे बदलली. संगणकाचा वापर होऊ लागला. इंटरनेट दिमतीला उभे राहिले. परिणामी दहशतवाद्यांच्या कामाची, हल्ल्यांची, लढण्याची, दडी मारून बसण्याची… सारीच तर्हाा बदलली. अत्याधुनिक तंत्रज्ञानाचा वापर होऊ लागला. संघटनांची संख्या वाढली. भौगोलिकदृष्ट्या कामाची व्याप्ती वाढली. ‘टारगेट्‌स’ निवडण्याची पद्धत बदलली. जगाच्या पाठीवरचा कुठलाच देश, विशेषत: गैर इस्लामिक देश त्यांच्या दहशतीपासून मुक्त राहणार नाही, याची काळजी विशेषत्वाने घेतली जात असल्याचे चित्र प्रकर्षाने निर्माण झाले. त्यातून दहशतीमागचे हेतू स्पष्ट होऊ लागले आणि दहशतवाद आता ‘जागतिक’ होऊ लागला असल्याच्या वस्तुस्थितीचे आकलनही शक्य झाले. त्यामुळे त्या मोहिमेत शिरकाव केलेल्या माणसांसोबतच त्यामागे दडलेल्या विचारांशी लढण्याची गरजही आपसूकच प्रतिपादित होऊ लागली आहे. गेल्या काही दिवसांत वैश्वितक स्तरावर दहशतवादाचा वेगळ्या अंगाने, गांभीर्याने होऊ लागलेला विचार आणि त्याविरुद्धचा लढा उभारण्यासाठी सर्वांनी एकत्र येण्याची व्यक्त होऊ लागलेली गरज, हा त्याचाच परिपाक आहे. ‘ब्रिक्स’ परिषदेच्या निमित्ताने एकत्र आलेल्या पाच देशांच्या प्रमुखांनी त्यावर केलेले शिक्कामोर्तब म्हणूनच महत्त्वाचे आहे. दहशतवाद्यांची सरळ सरळ नावं घेऊन, त्यांना आसरा देणार्याे देशांचा थेट उल्लेख करत, त्याविरुद्ध उभे ठाकण्याची गरज आणि निर्धार जेव्हा ‘ब्रिक्स’ परिषदेच्या मंचावरून चीन, फ्रान्स, ब्राझील, आफ्रिकेसारखे देश व्यक्त करतात, तेव्हा गेली काही दशकं दहशतवादाविरुद्ध एकाकी, पण ठामपणे लढत राहिलेल्या भारतासारख्या देशांनी रचलेला पाया भविष्यात अधिक मजबूत होण्याचे ते संकेत आहेत. दहशतवाद खरोखरीच आता वैश्विरक स्तरावर पोहोचला आहे. दुर्दैवाने धर्माच्या आडून कित्येक देशांचे छुपे समर्थन त्याला प्राप्त आहे. अशा परिस्थितीत त्याचा सामना करणे वाटते तितके सोपेही नाही. तो मुळासकट उखडून फेकण्याची भाषा बोलणारे पाकिस्तानसारखे कित्येक देश दहशतवाद्यांचे आश्रयस्थान आहेत. भारतासारख्या देशातही घरातले भेदीच त्यांच्या साथीला उभे राहिले असल्याचे दुर्दैवी चित्र आहे. अशा परिस्थितीत आतंकवाद्यांविरुद्ध लढाई उभारायची म्हणजे जिकिरीचेच काम! ज्यांना त्याची झळ पोहोचली त्यांनी लढणे वेगळे आणि संपूर्ण जगातून नायनाट करण्याच्या इराद्याने सर्वांनी पेटून उठणे वेगळे. वर्ल्ड ट्रेड सेंटर आणि पॅण्टागॉनवर हल्ला झाला म्हणून अमेरिकेचे लादेनविरुद्ध चवताळून उठणे म्हणजे दहशतवादाला विरोध नव्हे! अजून त्याची आचही पोहोचली नाही अशा देशाने ठामपणे त्याविरोधात उभे म्हणजे दहशतवादाविरुद्धचा लढा ठरेल! आतंकवाद चिरडून टाकण्यासाठी लढावयाच्या अशा लढ्यासाठीच संपूर्ण जगाने एकत्र येण्याचा निर्धार करण्याची गरज आहे. चीनमधील ‘ब्रिक्स’ परिषदेतून परवा नेमका तोच बाणा, नेमकी तीच भूमिका व्यक्त झाली आहे…

The World is Not Peaceful”Vice Admiral (retd.) Vijay Shankar


Posted on September 2, 2017 By Addressing senior Communist Party and government officials in Beijing, at an event to commemorate the 90th anniversary of the founding of the People’s Liberation Army (PLA), Premier Xi Jinping declared “We do not allow any individual, any organisation, any political party, at any time or by any means, to split any single piece of the Chinese territory. No one could expect us to swallow consequences that damage our sovereignty, security and developmental interests”. During the speech, Xi repeatedly emphasised that the “world was not peaceful and the military must forever stay unswervingly loyal to the Communist Party of China, as its absolute leadership over the armed forces is the PLA’s “unalterable soul and indispensable lifeline”. These comments came just two days after he addressed the PLA ground forces directly at Zhurihe in Inner Mongolia (was there symbolism attached since the geographic location was where Genghis Khan set off on his conquest of Eurasia in the year 1206 AD that cleaved political cohesion to the silk route). Here Xi announced “China must defeat all enemies that dare to offend”. If now we were to establish who China’s enemies were, it would become amply clear who the target or targets are. No easy task this, as China has long been embroiled in a contest with Japan over the East China Sea island of Senkaku; with South Korea on rights over the submerged Socotra Rock; with Philippines on sovereignty over Spratly Island and Scarborough Shoal; Malaysia, Vietnam, Brunei over the Spratly Islands; and Indonesia over control of Natuna Island. Beijing also threatens to use force to conquer Taiwan if peaceful enticements prove insufficient. And more importantly it has flouted the UNCLOS and conventions regarding establishing a new ADIZ in the East China Sea. China also demands title over nearly all of the strategically vital South China Sea through which $5 trillion in annual shipping trade passes and is believed to sit atop vast oil and gas deposits. Its claim of possession over the waters within the so-called 9-Dash line (it was11-dash when relations with Vietnam were different) has brought it on a collision course with the USA and all the maritime stake holders of the region as the claim overlaps with those of ASEAN members Vietnam, the Philippines, Malaysia and Brunei, as well as Taiwan. And not forgetting, China was engaged in a two month-long border standoff with Indian forces over the latter’s security relations with Bhutan and its commitment to blocking a road being constructed across the Doklam Plateau (claimed by Bhutan) which could potentially act as a spring board to sever the strategically critical ‘Chicken’s Neck’ (the Siliguri corridor); it’s elites cogitated, that it would be a ‘Just-War’ to expel India. However, on 28 August 2017, the two governments announced that the crisis had been defused and troops were disengaging. From the Indian stand point, solidarity of the Indo-Bhutanese security pact had weathered the crunch while China’s deployment of man and material for construction of the road was balked (it can hardly be a coincidence that China is to host the BRICS summit on 03 September, a dissolution of the conclave would have meant loss of face to Xi). While Indeed, China’s nuclear and strategic promotion of North Korea provides the context for alarming tensions in the entire region, the recent US and Japan imposed sanctions on a dozen Chinese companies and individuals accused of helping North Korea’s nuclear weapons programme; is perhaps, the first aggregation of a mounting series of strictures. So in near ‘epic’ terms, the question remains, who “dare offend Xi?” Scholars in their wisdom have found three reasons for India earning the wrath of Xi. The first is India’s strategic snub to fall in line with Xi’s grandiose One Belt One Road (OBOR) scheme (never mind that it passes through disputed territory of Northern Kashmir). Secondly, the impending 19th Congress of the Communist Party of China provides a critical context for Xi to stamp his authority by “constituting his strategic policies”, in the mould of Mao when in 1964 he thrust his ‘Red Book’ and later used it during the Cultural Revolution to ram home ideological uniformity and to weed out adversaries; to have nations insouciant to Xi’s grand designs would tantamount to abasement at the highest political level. Thirdly, since sovereignty whips up the maximum nationalist emotions, it may provide some understanding to both the recent Doklam confrontation and the situation in the South China Sea. The three put together, may seem to an absolutist, such as Xi; ablation of the indices of his power. An important symbol of political standing, clout and legacy of leadership since 1949; from Mao Zedong, Deng Xiaoping, Jiang Zemin to Hu Jintao, is to have their political theories written into the party constitution as guiding dogmas. It was 42 years ago to the day that I joined the National Defence Academy as an Air Force Cadet. The experience that unfolded over the next three years was dotted with what Churchill famously promised the English......... blood, sweat, toil and tears (well, not much of the last). As I look back at those days, I can't help but feel a sense of elation over what they came to mean to this boy from civvy street, who was the first from his family to join the Services. So what does NDA mean to me?? - it means being part of the final 250 who made the cut after a rigorous selection process - it means being part of a melting pot of cultures and languages - where everyone is equal, without exception - where Kipling's immortal poem 'IF' has inspired successive courses - where the Cadet's Prayer is truly uplifting - where 'officer like' conduct is the norm, and anything that is contrary to this norm is simply not acceptable - where the term 'manage' has its own unique connotation! - where the words 'Oh, so you have ideas' is not necessarily encouragement!! - where usually Cadets ride cycles, but the roles are often reversed!! - where to get permission to visit the city of Poona one needs to apply for 'Liberty'!! - where being "hit for a six" is truly bad news, and not in the cricketing sense - where Equitation isn't necessarily equitable.... I succeeded in falling off them horses pretty regularly!! - where one may be rewarded as well as punished by being 'Excused'!! - where 'feeling funny' is NOT a laughing matter - where the NDA Ball each term is the talk of Poona town, because Mothers lock up their daughters for a week before the event, and the male::female ratio is approx 10:1, if you're lucky!! - where Scotch eggs at dinner on Tuesdays were worth dying for - where liveried waiters would feed the entire Academy of 1500 plus hungry Cadets their 3-course breakfast comprising cereal, eggs-and-a-side-dish, and God knows how many toasts in the space of 30 minutes - where you were 'awarded' Sinhgarh hikes like it was some sort of treat - where the Drill Square was an anachronism (read 'misnomer') since it's a rectangle!! It is a revered spot, and being slack on the Drill Square would earn you a sharp reprimand from the SM Sa'ab - where the jump from the 7-metre board had little to do with physical ability, or swimming prowess, it was more a matter of conquering fear and showing moral fibre - where the item called 'course mate' has first call on your loyalties, even after a span of 30 years of not having met - where the bonds that are formed are stronger than even family - where one learns to deal with the ups and downs of life with panache and equanimity - where a young boy enters the hallowed portals, and after three years of tempering leaves as a Man ready to lead men into battle, ready to face all that life has to throw at him and still come up tops!! Truly it's the 'Cradle for Leadership'. I've been asked whether I'd do it all again if I could rewind my life. The answer to that is a resounding and unhesitating Yes!! Sep 02, 2017, 11:37 AM IST काश्मिरमध्ये लष्कर-ए-तोएबाचा दहशतवादी ठार, लेफ्टनंट फय्याजच्या हत्येत होता सामिल श्रीनगर (जम्मू-काश्मिर)- येथील कुलगाम परिसरात झालेल्या भीषण चकमकीत लष्कर-ए-तोयबाचा दहशतवादी इश्फाक पढेर याला भारतीय लष्कराच्या जवानांनी ठार मारले. काही महिन्यांपूर्वी काश्मिरमध्ये झालेल्या चकमकीत लेेफ्टनंट उमर फय्याज शहीद झाले होते. याच दहशतवाद्याने त्यांचा जीव घेतला होता. काश्मिरमध्ये भारतीय लष्कराचे ऑपरेशन क्लिन - 26 ऑगस्ट रोजी काश्मिरच्या कुपवाडा येथे जवानांनी एका दहशतवाद्याला ठार मारले. - 13 ऑगस्ट रोजी शोपियॉंत झालेल्या एन्काऊंटरमध्ये 3 दहशतवादी ठार मारण्यात आले होते. यात 2 जवान शहीद झाले होते. - 5 ऑगस्ट रोजी सोपोरमध्ये जवानांनी एका एन्काऊंटरमध्ये 3 दहशतवाद्यांना कंठस्नान घातले होते. यावेळी एका पोलिस जखमी झाला होता. दरम्यान, जवानांनी 3 एके-47 जप्त केल्या होत्या. - 4 ऑगस्ट रोजी जवानांनी अनंतनागमध्ये एका एन्काऊंटमध्ये यावर नावाच्या एका दहशतवाद्याला ठार मारले होते. यावरने एका महिन्यापूर्वीच हिज्बुल मुजााहिदीन जॉईन केले होते. काश्मिरात झालेल्या दगडफेकीच्या अनेक घटनांमध्ये त्याचा हात होता. यावरने एका पोलिस गार्डची सेल्फ लोडिंग रायफर हिसकावून नेली होती. - 3 ऑगस्ट रोजी कुलगाममध्ये जवानांनी 2 दहशतवाद्यांना ठार मारले होते. - 1 ऑगस्ट रोजी पुलवामा येथील हाकरीपोरा परिसरात झालेल्या चकमकीत लष्कर-ए-तोयबाचा टॉप कमांंडर अबू दुजाना याच्यासह दोन दहशतवाद्यांना ठार मारण्यात आले होते. पाकव्याप्त काश्मिरातील गिलगित-बल्तिस्थान येथील तो रहिवासी होता. - 30 जुलै रोजी पुलवामा जिल्ह्यात दहशतवादी आणि जवानांमध्ये जोरदार चकमक उडाली होती. यावेळी तहाब परिसरात 2 दहशतवादी ठार मारण्यात आले होते. त्यानंतर जिल्ह्यातील सम्बूरा, तहाब आणि याच्या लगत असलेल्या परिसरात लोकांनी जोरदार निदर्शने केली होती. त्यामुळे जवानांना हवेत गोळीबार करावा लागला होता

चिनी भांडवलाला भारतात प्रवेश देणे याचाच अर्थ चिनी अर्थसत्तेला भारतात पाय रोवायला मदत करणे असा होतो. त्याचे दीर्घकालीन विपरीत परिणाम भारतीय सार्वभौमत्वाला भोगावे लागतील. हा धोका ओळखण्याची गरज आहे


चिनी भांडवलशाही भारताच्या मुळावर? August 30, 2017, 12:04 AM IST भारतकुमार राऊत in मनःपूर्वक | अर्थविश्व . भारत आणि चीन यांच्या सरकारांमध्ये डोकलामबाबत तात्पुरती शस्त्रसंधी झाल्याने आता दोन्ही देशांचे सैन्य आपापला फौजफाटा तेथून मागे घेणार असल्याची स्पष्ट चिन्हे असली, तरी त्यामुळे भारत व चीन यांच्यातील बिघडलेले संबंध इतक्यातच सुधारतील, असे मानणे वेडगळपणाचे ठरेल. कारण १९६२मधील भारत-चीन युद्धानंतर या दोन देशांचे संबंध अशा पातळीवर केव्हाही आलेले नाहीत. चिनी राज्यकर्त्यांचा आपण मोठ्या प्रेमाने पाहुणचार केला, हे खरे असले, तरी त्यामुळे संबंध सुधारलेले नाहीत. त्यामुळे आता युद्धाचे गडद ढग काही प्रमाणात विरळ झाले असले, तरी त्याची छाया मात्र कायम आहेच. अशा काळात दोन्ही देशांच्या पडद्याआडच्या हालचालींना विशेष महत्त्व असते. दुर्दैवाने चीनने ज्या शिताफीने व चतुराईने भारतीय आर्थिक क्षेत्रात पाय रोवण्यास सुरुवात केली आहे, त्याकडे भारत सरकारचे लक्ष नाही, असे दिसते. आणि लक्ष असलेच, तरी ही ही गुंतवणूक रोखण्यासाठी काही भरीव उपाययोजना करणे चालू झाल्याचे निदान आज तरी दिसत नाही. चिनी बनवाटीचा माल भारतात येणे ही काही नवी बाब नाही. दिवाळीतील दिव्यांची तोरणे, छोटी-मोठी खेळणी, मग इलेक्ट्रॉनिक वस्तू, एअर कंडिशनर, टीव्ही सेट अशा उपकरणांतील महत्त्वाची सर्किट्स वेगवेगळ्या नावाखाली भारतात येतच होती. बाजारभावापेक्षा खूपच कमी किंमतीत मिळणाऱ्या या मालाने भारतीयांची, विशेषत: भारतीय व्यापाऱ्यांची मने आकर्षून घेतली व मोठ्या प्रमाणावर या मालाची आयात भारतात सुरू झाली. त्यातील बरीच आयात छुप्या मार्गाने म्हणजेच स्मगलिंग म्हणून व्हायची हे ओघाने आलेच. मात्र, भारतीय सरकारांनी त्याकडे जाणून बुजून कानाडोळाच केला. चिनी बनावटीच्या मालाचा प्रभाव इतका वाढत गेला की गेल्या काही वर्षांत संक्रांतीला उडवले जाणरे पतंग आणि हिंदू देवांच्या मूर्तीही ‘मेड इन चायना’ झाल्या. चिनी कापड, फर्निचर भारतातील रस्त्यांवर सर्रास विकले जाऊ लागले. थोडक्यात चीनच्या ‘साम्यवादी भांडवलशाही’ने भारतात अलगदपणे प्रवेश केला. चिनी वस्तूंच्या टिकण्याची खात्री नसली, तरी त्या तुलनेने कमालीच्या स्वस्त दरात विकल्या जात असल्याने त्यांचे आकर्षण निश्चितच अधिक आहे. शिवाय फटाके, दिवाळीची तोरणे, छोटी खेळणी, कपडे फार टिकाऊ असण्याची आवश्यकताही नसते. चिनी वस्तूंचे हेच शिक्तस्थळ असते. इथपर्यंत ठीक होते; पण गेल्या दोन वर्षांत चिनी भांडवलाने भारताच्या विकास कामांत प्रवेश केला, ही बाब गंभीर आहे. आतापर्यंत भारतात खेळणी व टीव्ही सर्किट्स विकणारे चिनी व्यापारी आता भारतातील अनेक विकास प्रकल्पांची टेंडर्स भरू लागले व मिळवूही लागले. भारताच्या विकास प्रकल्पांमध्ये अमेरिका, ब्रिटन, फ्रान्स, जर्मनी, जपान या देशांचा मोठा सहभाग आहे व जगाच्या नव्या समीकरणांनुसार आपण या परकीय गुंतवणुकीचे स्वागतही केले. अलीकडेच भारत सरकारने संरक्षण उत्पादन क्षेत्रातही शंभर टक्के परकी गुंतवणुकीला संमती दिली. त्यानुसार अनेक भारतीय शस्त्रास्त्रे यापुढच्या काळात जर्मन, ब्रिटिश, फ्रेंच वा जपानी बनावटीची दिसू लागतील. अर्थात त्यांची निर्मिती भारतीय भूमीवरच होणार असल्याने सुरक्षाविषयक उपाययोजना अंमलातआणल्या जातीलच. मुख्य प्रश्न विकास क्षेत्रातील पायाभूत सुविधांच्या उभारणीत होऊ लागलेल्या चिनी गुंतवणुकीचा आहे. भारतातील पंतप्रधान नरेंद्र मोदी यांचे सरकार पायाभूत सुविधांच्या विकासावर भर देत आहे. लांबलचक व रुंद रस्ते, धरणे, वीजनिर्मिती केंद्रे, बंदर विकास, नव्या विमानतळांची बांधणी व गरीब आणि मध्यमवर्गीय लोकांना किफायतशीर किंमतीत घरे अशा प्रकल्पांवर मोदी सरकारचा व विशेषत: महाराष्ट्रातील मुख्यमंत्री देवेंद्र फडणवीस सरकारचा भर आहे. अशाच प्रकल्पांत उतरण्याचा चिनी सरकारी क्षेत्रातील कंपन्यांचा भर असल्याचे दिसते. चायना हार्बर इंजिनियरिंग कंपनी व चायना देतांग कॉर्पोरेशन या कंपन्यांनी भारतीय मालकीच्या इंजिनीअरिंग, बांधकाम, वीजनिर्मिती क्षेत्रांतील कंपन्या विकत / ताब्यात घेण्याचा सपाटा चालवला आहे. केवळ कंपन्या ताब्यात घेण्यावरच न थांबता पायाभूत व विकास प्रकल्पांच्या उभारणीच्या कामांसाठी बोली लावण्याचा सपाटाही या कंपन्यांनी लावला आहे. भारतीय कंपन्यांच्या लेटरहेडवर या निविदा भरल्या जातात. त्यामुळे कामे भारतीय कंपन्यांनाच मिळाली, असे सरकारी बाबू मानभावीपणे सांगतीलही पण प्रत्यक्षात कामे चिनी कंपन्यांनी मिळवलेली आहेत, हे त्यांना व सरकारातील मंत्र्यांनाही ठाऊक आहे. हे सारे काही बिनबोभाट चालू आहे, हे विशेष. मुंबईत वरळी भागातील ऐतिहासिक बीडीडी चाळींच्या पुनर्विकासाच्या प्रकल्पासाठीच्या निविदा उघडण्यात आल्या, तेव्हा केवळ तीनच कंपन्यांनी बोली लावल्याचे ध्यानात आले. अर्थातच या तिन्ही कंपन्या परदेशी असून, त्यांनी भारतीय कंपन्यांबरोबर भागिदारी केलेली आहे. त्यापैकी दोन कंपन्यांमध्ये मुख्य भांडवली गुंतवणूक चिनी कंपन्यांची आहे. याचाच अर्थ चिनी भांडवल भारतीय भागिदारांच्या नावाखाली भारतात आणि तेही मुंबईत पाय रोवणार आहे. यापैकी एखाद्या कंपनीला बीडीडी चाळींच्या पुनर्विकासाचे काम मिळाले की, चिनी कंपन्यांची कार्यालये मुंबईच्या मध्यवस्तीत उजळ माथ्याने काम करु लागणार. त्यात चिनी कर्मचारी, तंत्रज्ञ येणार. इथेच बस्तान ठोकणार. त्यांच्या कारवायांकडे कोण व कुठे कुठे लक्ष ठेवणार? महाराष्ट्रातील आणखी एक महत्त्वाचा पायाभूत सुविधा पुरवणारा प्रकल्प म्हणजे मुंबई-नागपूर समृद्धी एक्स्प्रेस वे. केंद्रीय मंत्री नितीन गडकरी व मुख्यमंत्री फडणवीस यांच्या या अत्यंत महत्त्वाकांक्षी प्रकल्पासाठीसुद्धा चिनी कंपन्या ‘पात्र’ ठरल्या आहेत व त्यामुळेच त्यांना या प्रकल्पाचे काम मिळण्याची शक्यता निर्माण झाली आहे. समृद्धी मार्ग मुंबईतून निघून उत्तर महाराष्ट्र व विदर्भ प्रांतांतून जातो. या भागांत चिडलेल्या शेतकऱ्यांबरोबरच नक्षलवाद्यांचाही सुळसुळाट आहे. मुख्यत्वे वन विभागातून जाणाऱ्या या महामार्गाचे काम जर चिनी कंपनीला मिळाले, तर महाराष्ट्राच्या सुरक्षेला किती कायमस्वरूपी धोका निर्माण होऊ शकतो, याची कल्पनाच केलेली बरी. अर्थात ज्या भारतीय बांधकाम कंपन्यांनी देशाच्या सुरक्षीततेला तीलांजली देऊन केवळ भांडवल व फायदा मिळवण्यासाठी चीनसारख्या `शत्रू’ देशाच्या कंपन्यांशी हातमिळवणी केली, त्यांचीही कीव करावीशी वाटते. त्यांच्याविरुद्ध कायदेशीर कायवाई करणे सरकारला शक्य नसेल, तर जनतेने त्याविरुद्ध आवाज उठवायलाच हवा. पंतप्रधान मोदी यांनी अधिकाराची सूत्रे हाती घेतल्यापासूनच ‘मेक इन इंडिया’चा नारा दिला. त्यासाठी जगभरात फिरून भाषणे दिली व टाळ्या मिळवल्या; पण ‘मेक इन इंडिया’चा अन्वयार्थ ‘मेड बाय इंडियन्स’ असाही असेल, तर चिनी कंपन्यांना मोठी व जोखमीची कामे देऊन आपण काय साधणार, हा प्रश्न राहतोच. जर परकीय भांडवल भारतात आणून इथल्या पायाभूत सुविधा उभारणीचे काम हाती घेणार असतील, तर भारतातील बांधकाम अन्य तांत्रिक क्षेत्रांतील कंपन्यांनी काय करायचे? चीनमध्ये तिथल्या गृहनिर्माण वा रस्ते बांधणीचे काम एका तरी भारतीय कंपनीला मिळण्याची शक्यता तरी आहे का? इथे प्रश्न केवळ आर्थिक किफायतशीरपणाचा नसून राष्ट्राभिमान व राष्ट्रीय सुरक्षेचाही आहे. नेमकी हीच बाब आपले राज्यकर्ते व नोकरशहा नजरेआड करत आहेत, असे दिसते. आपल्या सरकारी व्यवस्थापनाच्या धुरिणांना एक प्रश्न विचारावाच लागेल, या चिनी कंपन्यांना इतक्या मोठ्या व जोखमीच्या कामांसाठी दरवाजे उघडे करण्यास कोण जबाबदार आहे? या कामांच्या निविदा सूचना तयार करण्याचे काम कोणी केले? त्यात भारतीय सुरक्षेचा विचार झाला होता का? बीडीडी चाळींचा पुनर्विकास वा समृद्धी महामार्ग यासारखे प्रकल्प हाती घेण्याची क्षमता असलेल्या भारतीय कंपन्या सापडल्याच नाहीत का? मुंबई-पुणे द्रुतगती महामार्ग व मुंबईतील इतके उड्डाणपूल सरकारी खात्यानेच हाती घेऊन पूर्ण केले. त्यावेळी आजचे केंद्रीय मंत्री नितीन गडकरीच महाराष्ट्राचे सार्वजनिक बांधकाम मंत्री होते. नवी मुंबई विकसीत करण्याचे काम पाच दशकांपूर्वी सिडको या सरकारी महामंडळानेच केले. सिडको व महाराष्ट्राचे सार्वजनिक बांधकाम खाते आजही अस्तित्वात आहे. मग त्यांना बाजूला ठेवून चिनी कंपन्यांना जवळ करण्याचा अट्टाहास कशासाठी? ही कुणाची इच्छा? यात कुणाचे दडलेले हितसंबंध? ही कामे खासगी कंपन्यांनाच द्यायची, तर भारतातील या क्षेत्रात काम करणाऱ्या कंपन्यांचा ‘समूह’ तयार करून त्यांच्या मार्फत हे प्रकल्प महाराष्ट्र सरकारला पुढे नेता येतील. त्यामुळे मोदींचा ‘मेक इन इंडिया’ कार्यक्रम पुढे नेता येईलच, शिवाय भारतीय आर्थिक क्षेत्रालाही चालना मिळेल. केंद्रातील आणि राज्यातील सरकारांनी या विषयात प्राधान्याने लक्ष घालून वेळीच उपाययोजना करावी लागेल. चिनी भांडवलाला भारतात प्रवेश देणे याचाच अर्थ चिनी अर्थसत्तेला भारतात पाय रोवायला मदत करणे असा होतो. त्याचे दीर्घकालीन विपरीत परिणाम भारतीय सार्वभैमत्वाला भोगावे लागतील. म्हणूनच ही धोक्याची घंटा.

MORE BANG FOR THE BUCK – MOD WALKS THE TALK-LT GEN GAUTAM MURTHY


The news that trickled in last month that the Army has been delegated special financial powers by the Government to make up its critical deficiencies in ammunition and spares was received with much satisfaction in the uniformed community especially among those whose responsibility it is to ensure that the fighting troops get the wherewithal to prosecute the military aims that the Government sets out for them. Ever since the leaked letter by the then COAS Gen VK Singh to the PM in March2012 bemoaning the critical state of war fighting equipment (the term he used was ‘critical hollowness’) especially the shortage of ammunition which in some cases had fallen to dangerous levels, this issue has been flagged repeatedly by successiveChiefs of Army Staff. The earlier Government headed by Shri Manmohan Singh with the Defence Minister Shri AK Anthony both of whom served concurrently for 10 years, perhaps believed the threat of conventional war to be either non-existent or negligible enough not to warrant even a making up of deficiencies let alone a sustained build up. Or perhaps the view was that making up our critical shortageswould unnecessarily ‘spook’ our adversaries into doing something rash and would be seen by the international community as belligerence on our part. Whatever be the case, it is regrettable that no concrete steps were taken other than setting up of committees to work on and fine tune the procurement procedures both through the capital route as well as through the revenue route to make the system more responsive and error free. What has changed between then and now is that the current Government has fathomed the seriousness of the issue and has moved to empower the VCOAS to move ahead without having to look over his shoulder. While such a change may not be a big deal for the Navy or for the Air Force as their procurements are mainly big ticket items, it is certainly a huge deal for the Army whose current holdings of major war fighting equipment cannot be brought to bear on the enemy and would be rendered hors de combat ab initio in the absence of critical spares and ammunition. So what has this Government actually done? First of all and perhaps a case of better late than never, the Government has finally accepted the inability of the ordnance factories to meet the annual targets set by the army that they, the factories themselves agree to in the first place. To recoup the deficiency of some critical ammunition items ex import, ten separate contracts in respect of various ammunition items have been signed under the delegated financial powers of the VCOAS. To diversify the supply chain, the army is procuring ammunition from private industry as well as PSUs, a domain that was entirely of the Ordnance Factory Board thus far. More importantly, in keeping with the Make in Indiaphilosophy coupled with the Strategic Partnership Model, this Government has walked the talk. ‘Requests For Proposals’ for various types of ammunition items, 22 in all, have been issued to Indian companies for the first time in our history since Independence. Invitation of bids have been asked for supplying yearlyquantities, for a contractual period of ten years under ‘Manufacture of Ammunition for Indian Army by Indian Industry’ initiative of the Government. Full powers have be given to the Army HQ to procure operationally cr itical ammunition and spares parts, if the levels fall below the laid down limits that have been re-defined so as not to allow the fighting potential of the army to be degraded at any given point in time. Additional steps include monitoring of delivery to the Army by the manufacturers by fixing numeri cal targets instead of financial targets, strict budgetary controls, an eagle eye focus on quality and an increase in storage capacities. Coupled with this and consequent to the devastating fire that took place last year in the ammunition depot at Pulgaon near Nagpur leading to a loss of nineteen precious lives, the MoD, has approved a procedure for disposal of dangerous ammunition and regularisation of losses for defective ammunition to bring in accountability in the functioning of ammunition factories that are under the Ordnance Factory Board which till now were not held accountable. However, much remains to be done on the major issue of quality checks during manufacturing. Be that as it may, all that remains to be seen is whether adequate budgetary allotments will be made available in the time frame laid down so that such critical equipment, ammunition and spares are in the hands of the fighting formations if and well before the balloon goes up.

संयमाने मुत्सद्दीपणे प्रतिक्रिया देत भारताने ज्या प्रकारे आपल्या सीमांवरील गस्त आणि सुरक्षा वाढवली आणि संवेदनशील क्षेत्रांवर लक्ष केंद्रित करून ठोस पावलांनी आघाडीच्या मोर्चांवर ज्या प्रकारे जवान तैनात करून सुरक्षेचे ठोस उपाय केले, त्यामुळे चीनला मात्र घाम फुटला आहे. चीनची हतबलता निरर्थक आक्रोशाच्या रूपात फुटत आहे.


‘द आर्ट ऑफ वॉर’ला युद्धाच्या रणनीतीसाठी जगातील सर्वश्रेष्ठ पुस्तकांमध्ये स्थान आहे. आपल्या या पुस्तकात सून त्सू म्हणतात की, युद्ध न लढताच आपल्या शत्रूंवर वर्चस्व प्राप्त करणे, हेच युद्धाच्या रणनीतीचे सर्वोच्च स्वरूप आहे. जुन्या काळातील चिनी योद्धा आणि सैन्य रणनीतीचा सर्वमान्य सिद्धांत देणारा सून त्सू ज्या कालखंडात जन्माला आला, चिनी परंपरेनुसार त्या काळाला वसंताच्या पानगळीचा कालखंड असे म्हटले जाते. सून त्सू यांचा हा उपरोक्त सिद्धांत दोन प्राचीन राष्ट्रांकरिता एकाच वेळी इतका तंतोतंत लागू होईल, असा विचारही कुणी केला नसावा. भारताच्या स्वातंत्र्यदिनी लडाखच्या पेंगोंग झीलच्या किनार्याेवर चिनी सैनिकांनी भारतीय क्षेत्रात घुसखोरी करण्याचा प्रयत्न केला आणि निर्धाराने सरसावलेल्या व मुत्सद्दी भारतीय जवानांनी या चिनी सैनिकांना पुन्हा त्यांच्या जागी परत पाठविले. अशा स्थितीत प्रत्येकांच्या मनात एक प्रश्नद नक्कीच उठत आहे की, ‘डोकलामच्या मुद्यावरून भारत व चीन यांच्यात युद्ध होणार आहे काय?’ किंवा, ‘काय, दोन्ही देश युद्धाविना युद्धाच्या रणनीतीच्या सर्वोच्च स्वरूपाला साकार करू शकतील?’ शेवटी विजय कुणाचा होणार? अर्थातच, जो संयम राखेल आणि योग्य पावले टाकून समोर जाईल, तोच…! डोकलामच्या संघर्षात भारत आणि चीनच्या आजवरच्या दृष्टिकोनावर सातत्याने लक्ष ठेवून असलेल्या विशेषज्ञांना असे वाटत आहे की, हळूहळूच का होईना, पण भारत या प्रकरणात जागतिक मानदंडानुसार आघाडी घेत असल्याचेच दिसून येत आहे. संयमाने मुत्सद्दीपणे प्रतिक्रिया देत भारताने ज्या प्रकारे आपल्या सीमांवरील गस्त आणि सुरक्षा वाढवली आणि संवेदनशील क्षेत्रांवर लक्ष केंद्रित करून ठोस पावलांनी आघाडीच्या मोर्चांवर ज्या प्रकारे जवान तैनात करून सुरक्षेचे ठोस उपाय केले, त्यामुळे चीनला मात्र घाम फुटला आहे. चीनची हतबलता निरर्थक आक्रोशाच्या रूपात फुटत आहे. उत्तराखंडमधील चामोलीपासून तर जम्मू-काश्मिरातील लडाखपर्यंत आरडाओरड करून, त्याचत्याच धमक्या व शिव्या देऊन आणि भारतीय जवानांच्या आक्रमकतेपुढे पुन्हा माघार घेऊन चीनला नेमके काय साध्य होत आहे? सीमेवर कुणीही प्रोत्साहित केले नसतानाही चीनच्या पीपल्स लिबरेशन आर्मीच्या संतापाच्या प्रदर्शनामुळे ठिकठिकाणी संघर्षाचे चित्र निर्माण केले आहे. यामुळे चीनच्या अनावश्यक दादागिरीवर एकप्रकारे शिक्कामोर्तब झाले आणि जगभरात हा देश हास्यास्पद ठरला, हा भाग वेगळाच. युद्ध होणार की नाही, हा प्रश्नठ भविष्यावर सोडून चीनच्या या थयथयाटामुळे या देशाला एका नव्या स्थितीत गुंतविले आहे. ही स्थिती त्या पूर्वीच्या स्थितीपेक्षा पूर्णपणे वेगळी आहे, जी स्थिती चीनने मोठ्या परिश्रमाने चार महिन्यांपूर्वी निर्माण केली होती. चीनने १४ मे रोजी २९ देशांच्या उपस्थितीत ‘वन बेल्ट वन रोड’चे स्वप्न विकण्याचा प्रयत्न केला होता. या काळात चीनने ज्या शिखरावर पाय ठेवला होता, त्याच चीनला डोकलाम मुद्याने एका झटक्यात खाली आणले नाही काय? चीनचा चेहरा आता सर्व जगापुढे आला आहे, चीनची खेळीच बिघडत चालली असल्याचे दिसत आहे. भूतान नेहमीच भारतासोबत होता आणि आजही आहे आणि चीन केवळ आपल्या दादागिरीचे दर्शन घडवत आहे. नेपाळ आतल्या आत आशंकांच्या गर्तेत अडकला आहे. श्रीलंका हंबनटोटा बंदर विकसित करण्याच्या करारात कॅबिनेटमध्ये बदल करून चीनच्या जाळ्यात अडकण्याच्या आधीच सतर्क झाला आहे आणि भारत, भारत तर अशा जाळ्यात कधी अडकलेलाच नव्हता! ‘वन बेल्ट, वन रोड’ आणि समुद्री रेशम मार्ग प्रत्यक्षात अर्ध्या डझनापेक्षा जास्त रस्ते आणि समुद्री कॉरिडोरमध्ये एका गुलदस्त्याप्रमाणे आहे. हे असे मार्ग आहेत, जे जगाला चीनशी जोडतात आणि चीनला जागतिक पुरवठादार म्हणून समोर आणतात. हे स्वप्न चीनची शतकभरातील परियोजना आहे. हे एक असे स्वप्न आहे, ज्याच्या पूर्ततेसाठी ड्रॅगनरूपी चीनने आपले सर्वस्व पणाला लावले आहे. सैनिकांच्या व्यवहारावर जी अधीरता आणि अनावश्यक संतापाचा उद्रेक होत आहे, चीन जर त्याची दखलही घेत नसेल, तर त्याचा एकच अर्थ आहे की, हा देश स्थानिक चौक्यांवर सैन्याचे मनोबल थोपविण्यासाठी आपल्या सैनिकांना भलेही काही सूट देत असेल, पण जागतिक व्यासपीठावर त्यांच्या व्यवहाराला योग्य ठरविताना चीनला घाम फुटत आहे. चिनी प्रवक्ता हुआ चुनयिंग यांना पत्रकारांनी जेव्हा डोकलाम मुद्यावर प्रतिक्रिया विचारली, तेव्हा त्यांना थेट बगल दिली आणि या घटनेची आपल्याला कुठलीच माहिती नसल्याचे उत्तर दिले. काही विशेषज्ञांनी या प्रकाराला, दुसर्यां ना धमकावण्याची चीनची वृत्ती आणि आपल्या चुकांवर डोळे बंद करून मुजोरी करण्याचा चीनचा अंदाज अशा अर्थाने घेतले. पण, सत्यता अशी आहे की, आता चीनच्या दादागिरीचे दिवस संपलेले आहेत. ही कुटनीती नसून, कूटनीतिक अपयश आहे. ज्यामुळे चीन डोकलाम मुद्यात पडल्यानंतर संभ्रमात अडकला आहे आणि राजनयिक क्षेत्रात इतक्या घडामोडी होत असतानाही जागतिक व्यासपीठावर चीनच्या तोंडाला कुलूप लागले आहे. ही भीती चीनला वाटायलाच हवी. कारण, डोकलाम फारच लहान जागा आहे आणि त्यावर दोन्ही देशांनी लावलेला डाव फारच मोठा आहे. चीनची इच्छा नसतानाही येथे एक असे समीकरण तयार झाले आहे, जिथे अडवणूक करून किंवा युद्ध करून चीन काहीच सिद्ध करू शकणार नाही. चीनसाठी सर्वाधिक सतावणारा प्रश्ने आहे आहे की, काय, या लहानशा आघाडीवर तो युद्ध छेडण्यासाठी तयार आहे काय, जे नंतर मोठ्या युद्धात परिवर्तित होण्याची शक्यता फार जास्त आहे. प्रत्यक्षात, कम्युनिस्ट पार्टीत शि जिनपिंग यांच्या मार्गातील अडथळ्यांना यशस्वीपणे हटवताना कदाचित कम्युनिस्ट पार्टी ऑफ चीनमधील एका घटकाला असे वाटू लागले की, जागतिक राजकारणही पक्षीय राजकारणाप्रमाणेच जोर-जबरदस्तीने चालविले जाऊ शकते. त्यांना एका सत्यतेचा विसर पडला की, साम्यवाद, तानाशाही जिथे शक्तिशाली बंडखोरांचा आवाज दाबून आणि विरोधकांना नेस्तनाबूत करून समोर जात असते, तिथे जागतिक व्यवस्थेत राष्ट्रांच्या सार्वभौमत्व आणि अखंडतेचा सन्मान फार जास्त महत्त्व ठेवत असतो. चीनने साम्यवादाचे ढोल बडवले. चीनने लोकाहीची खूप गळचेपी केली. हे सर्व करीत असताना, चीनने आपल्याच परंपरागत गोष्टी, कारवाया करून तो आपल्या प्रतीक पुरुषांचा मार्ग विसरला. चीन कन्फ्युशियसला तर विसरलाच होता. सून त्सूची शिकवणही विसरला. युद्ध न करता आपल्या शत्रूंवर नियंत्रण मिळविण्याण्याऐवजी विभिन्न मार्ग अवलंबून अनेक देशांशी भांडण मोल घेतले. ही वस्तुस्थिती लक्षात घेता, चीनचा आगामी मार्ग सुलभ नाही, हे त्याने लक्षात असू द्यावे. हेच जर त्यांच्या रणनीतीचे अत्युच्च रूप असेल, तर या वसंताची पानगळ निश्चिआत आहे…!

लेफ्टनंट जनरल दत्तात्रेय शेकटकर यांच्या समितीचा अहवाल-शेकटकर समितीने मुळात १२१ शिफारसी केल्या. त्यातल्या ९९ अंतिम विचारासाठी आल्या. त्यातल्याही आत्ता केवळ ६५ सरकारने स्वीकारल्या


ब्रिटिश काळापासून लष्करात चाललेल्या अनेक पद्धती बदलण्यसाठी अखेर मनोहर पर्रीकर यांनी संरक्षणमंत्री असताना नेमलेल्या लेफ्टनंट जनरल दत्तात्रेय शेकटकर यांच्या समितीचा अहवाल यावा लागला. कोणतेही लष्कर हे अत्यंत चपळ, वेगवान, कमीत कमी सामग्रीनिशी बाजी मारणारे आणि ‘बाजारबुणग्यांचे ओझे’ कमीतकमी असणारे असावे लागते. छत्रपती शिवराय व थोरले बाजीरावांचे सैन्य आणि मराठ्यांवर चालून येणाऱ्या विविध शाह्यांच्या चतुरंग फौजा यात नेमका हा फरक होता. पण तो आपण विसरलो. म्हणूनच भारतात श्वेतक्रांती झाली तरी २० हजार एकरांवरची ३१ ‘मिलिटरी फार्म्स’ लष्कराला दूध पुरवण्यासाठी आपण स्वातंत्र्यानंतर सात दशके चालू ठेवली. तेथून आज गरजेच्या जेमतेम १४ टक्के दूध येत असेल. प्रत्यक्ष लढणारा सैनिक आणि त्याच्या साह्यासाठी असणारे इतर यांचे आदर्श प्रमाण एकास एक किंवा खरेतर त्याहूनही कमी हवे. भारतीय भूदलात प्रत्यक्ष शस्त्रधारी सैनिकांपेक्षा तब्बल १५ टक्के जास्त कर्मचारी हे आनुषंगिक सेवांमध्ये गुंतले आहेत. ही सूज उतरविणे आवश्यकच आहे. तरीही शेकटकर समितीने मुळात १२१ शिफारसी केल्या. त्यातल्या ९९ अंतिम विचारासाठी आल्या. त्यातल्याही आत्ता केवळ ६५ सरकारने स्वीकारल्या. हे काही धाडसी पाऊल नाही. तीनही दलांची तुलना केली तर प्रशासकीय खर्चातून डोके वर काढून नव्या शस्त्रखरेदीसाठी भूदलाकडे दर रुपयातील केवळ ११ पैसे उरतात. तशातच तंत्रज्ञानाची प्रगती, खासगी सेवांचा विस्तार आणि संपर्कक्रांती यांची दखल न घेता अनेक विभाग तसेच चालू होते. आयटी क्रांतीनंतर तीस वर्षांत एकाही संरक्षणमंत्र्याने याकडे गंभीर लक्ष देऊ नये, ही लाजिरवाणी बाब आहे. प्रश्न केवळ पैसे वाचवण्याचा नसून काळाबरोबर राहण्याचा आहे. शेकटकरांनी तीनही दलांतील सैनिक असणाऱ्या काही तुकड्या बनविण्याची तसेच तीन दलप्रमुखांच्या श्रेणीचा संरक्षण सल्लागार नेमण्याची शिफारस केली आहे. लष्करातील निवृत्तीचे वय दोन वर्षांनी वाढविण्याचा सल्लाही दिला आहे. तो अमलात आला तर आर्थिक ओझे कमी होईल. कोणत्याही यंत्रणेची रचना चिरेबंदी असू शकत नाही. ती सातत्य टिकवूनही काळाप्रमाणे बदलली पाहिजे. पण हे साधे सत्य समजण्यासाठी आपल्याला समित्या नेमाव्या लागतात. त्यांचे अहवाल यावे लागतात. काळाचा वेग न ओळखता आपला देश किती झापडबंद पद्धतीने चालवला जातो, याचे या समितीचा अहवाल हे एक बोचरे उदाहरण आहे.
