Why India is unable to prevent terrorist attack?
 

The Islamic fundamentalist terrorist stands emboldened by New Delhi’s weak, confused and politicized policies to attack the Delhi High Court twice within months. I will not be surprised if after the PWD wakes up finally and installs the CCTV cameras, the terrorists decide to attack the High Court again just to prove the softness of the Indian State.
There is nothing that can be termed as ‘Hindu terrorism’ for the simple reason that neither Indian state nor the Indian Army, unlike Pakistan Army or ISI, trains, nourishes, funds, or attempts to use ‘export of terrorism’ as a foreign policy tool.
There are multiple reasons of the nation-state’s confusion. First, by not improving the role of the ‘Beat Constable’ or the ‘Thana Police’ system has resulted in negligence of intelligence collection at the lowest rung of policing. Second, instead of improving the existing resources and organizations, the Home Minister tried to create a super-structure called NIA to divert attention from the 26/11 attack and to show major activity to the public. Third, since a young man out of ignorance or bias told the Americans as per the Wikileaks that the nation is threatened more by ‘Hindu terrorism’ than anything else, his colleagues dependent on his patronage are promoting Hindu terrorism to curry favours. It does not exist, but is a ploy to create confusion for the purpose of vote-bank politics. These diversionary tactics have resulted in failure of investigations in the last six terrorist attacks.
Islamic terrorism is so called because Islamic Republic of Pakistan’s Army and its ISI creates, nourishes and promotes export of terrorism through its Irregular Forces, i.e. LeT, Al-Quaeda, JeM, HUJI etc. While a few Hindus may react to these terrorist attacks, there is nothing that can be termed as ‘Hindu terrorism’ for the simple reason that neither Indian state nor the Indian Army, unlike Pakistan Army or ISI, trains, nourishes, funds, or attempts to use ‘export of terrorism’ as a foreign policy tool.
To succeed in investigation, therefore the focus should not be allowed to be diffused or diverted from the key issue. Internal security managers will have to tremendously improve the ‘Thana policing’ to enable collection of basic intelligence. For example, after 26/11, a woman rang up the local police in Ahmedabad that her husband is going to kill her with the help of a bomb. On arrival, the police discovered 11 live bombs in that house. This shows that the local police are not even aware of bombs being made right in its backyard!
There has been no fresh recruitment into R&AW for the past five years that has resulted in collection of human intelligence becoming extremely weak.
Therefore, the policing system has to be fairly autonomous and totally depoliticized. The police reforms approved by Supreme Court must be implemented immediately. Instead of creating new super structures like NIA, existing structures have to be improved to succeed against terrorist attacks. As an example, there has been no fresh recruitment into R&AW for the past five years that has resulted in collection of human intelligence becoming extremely weak. To train new policemen is time consuming, and we do need to take immediate steps in short-term. Therefore, we must hunt for trained manpower. Luckily, every year there are 40,000 highly skilled and trained soldiers being released by the Indian Army (which includes officers) at a very young age that dealt with insurgency and terrorism during their service. This will immediately semi-militarize the skills within the police forces across the country and enhance their skills to tackle terrorism head-on.
India is located, unlike America, in the midst of the arch of terrorism in Asia. There is an interlink between the internal and external security dimension that cannot be overlooked. Therefore, whether the government of India likes it or not, it will have to learn to neutralize through covert operations, the poison that is being exported from Pakistan.
It is time that the political leadership rises above its petty vote-bank politics to meet the security threat imposed by the ‘Jihad Factory’
