One was them was a dreaded Pakistani militant Abdullah Haroon while the three youth killed with him were his associates,” Phatak told Srinagar based CNS news agency. “They were messengers and carriers of Haroon. We had inputs that these youth were in constant touch with him. Why on earth would CRPF personnel kill innocent people? The fact is that these youth were accompanying Haroon and attacked CRPF personnel outside the camp,” he claimed. He also said that the civil unrest in 2010 against Indian rule in Kashmir was not orchestrated by any agency. “What VK Singh has revealed should be probed. He would be the best person to throw light on the matters related to Jammu and Kashmir. During 2010, our men retaliated only when things went out of control. Our job was to maintain law and order and deal with the frenzy mob,” he said. Phatak told the agency that it was wrong to blame CRPF for everything. “Allegations are being levelled against our men that they smash windowpanes and beat people ruthlessly. These allegations are baseless and need to be probed,” he said. “Stone-pelters have damaged 252 CRPF vehicles since February when Muhammad Afzal Guroo was executed. During the stone-pelting incidents from February to September, 638 CRPF personnel suffered injuries. Some of our men received fatal injuries. Between Ram Bagh and Hyderpora, stone-pelters attacked one of our convoy and damaged 7 vehicles completely while one of the drivers of CRPF vehicle suffered grave head injuries,” he said. “Our troops have always exercised maximum restraint during stone-pelting incidents,” he said. Pathak said the relocation of CRPF’s Gagren camp was decided before September 7 incident, “It had been already decided that Gagrin Camp would be relocated to district police lines building. The state government had conveyed this decision to us before the Gagren incident,” he said

Speaking to them, it becomes clear that the decision by incoming Chief of Army Staff (COAS) General Bikram Singh to shut down the TSD of the Army immediately upon taking charge from General V.K. Singh a year ago has been greeted with dismay by his own officers, especially those on the frontline of Pakistan terror. These officers say that the scrapping of the TSD is a major reason why there has been a spurt in cross-border intrusions over the past year, and warn that unless the organisation gets re-established, counter-insurgency operations will suffer. "The decision to finish off TSD was political and not military. It was done to show (former COAS) General V.K. Singh in a bad light," a senior officer commented, while another claimed that "the TSD enabled our boys to get prior information on the movements of terror groups, so that these were caught before sneaking into India". He claimed that "despite the effort by the ISI to create a Kashmir Intifada by motivating youngsters to pelt stones at security forces, the situation was quickly brought under control." An officer claimed that the TSD was able to use technical means to operate deep within Pakistan and find out the trajectories of terror plots against targets in India. "At a cost of just Rs 20-30 crore annually, the Army was able to finally reach the actual sources of terror operations and not just tackle the symptoms," a former officer claimed. The 26/11 Mumbai terror attack of 2008 showed the need for the army to go beyond its focus on the Line of Control and run sources deep inside Pakistan. In March 2009, a meeting took place to discuss this need, and then COAS General Deepak Kapoor asked Military Intelligence to work on a position paper, which was approved by Defence Minister A.K. Antony soon after its submission in October. The proposed TSD was to function under the Director-General of Military Intelligence, who would audit its funds and give operational directives. However, although the proposal had been cleared, it was not implemented until General V.K. Singh took over as COAS in April 2010. Among the tasks of the new unit were to keep a watch on separatists and other pro-Pakistan elements, as well as identify and record the groups and individuals seeking to destabilise the Kashmir valley. The getting of sources from within Pakistan was a high priority. The 2010 Intifada, which was countered less by standard police procedure than by an "information war" (Infowar) pointing out the harm the movement was doing to the physical and financial well-being of residents of the valley. A senior officer then in J&K admitted that "some NGOs which promoted peace and conciliation were funded by the TSD, but such expenditure was nothing compared to ISI cash pouring into the valley". Among the examples of Infowar carried out by the TSD were the securing of numerous videos showing the maltreatment of locals in Pakistan Occupied Kashmir by Pakistan army personnel, and the humiliation that locals had to daily endure, besides their economic hardship. "We showed the valley that life was hell on the other side, and this hurt the pro-Pakistan groups who painted a rosy picture of the other side," an officer claimed. His colleague claimed that "at least three dozen terror plots against targets in India were discovered because of the TSD, and foiled". He added that the (26 September 2013) Samba attack "showed the problem created by removing the TSD 'eye' from the armoury of the army". He added that the attack showed that "military intelligence needed to operate not only just across the LoC but deep within Pakistan to be effective". He warned that the "peace group (now running policy) had taken away from the army the right to a robust response to provocations after first draining it of Infowar capability". Another claimed that "these days, only officers who are more adept in cultivating superiors rather than in fighting get ahead" and warned that this would "affect the success of war operations, where courage and improvisation are key to victory". The officers claimed to have no knowledge of any TSD connection with an NGO that filed a complaint against the present COAS, General Bikram Singh, over the 2001 Janglath Mandi encounter, in which a 70-year-old local resident (who seems to have been indigent) has been identified by the army as a dangerous militant, who shot and killed the commanding officer of a unit as well as injuring then Lt Gen Bikram Singh. The NGO claimed that the alleged militant was only a bystander and that he was killed in the crossfire between two units of the army, one of which mistook the other to be terrorists. A source close to the present COAS says that Gen Bikram Singh "is a very bold officer and just because a man is 70 years old, does not mean he cannot be a threat". The military has consistently taken Gen Bikram Singh's side of the story, even while Gen V.K. Singh was COAS, and has refused to conduct any fresh investigations into the encounter that left both the alleged terrorist as well as an army officer dead and the present COAS injured. About news reports that Gen V.K. Singh snooped on officials and politicians using off-air interceptors ordered by Military Intelligence, a source pointed out that only one of the interceptors was in army use, "and that on the LoC and not Delhi". He said that the other vehicles were in the possession of the NTRO. When then Defence Secretary (and now Comptroller and Auditor General) Sashikant Sharma ordered an inquiry into all such matters in July 2012, the Board of Officers concluded that there was no evidence of any wrongdoing. Interestingly, the role of the officer who actually ordered the purchase of the off-air interceptors has never been probed. This has, however, not prevented a spate of reports from coming out about the TSD, thereby obscuring its utility as a low-budget instrument both for collection of information about hostile elements and for the conduct of Infowar in sensitive theatres

राजकीय सूडापोटी देशशत्रूला मदत evivek | September 30, 2013 | 0 *****दिनेश थिटे******* माजी लष्करप्रमुख जनरल व्ही.के.सिंग यांनी काश्मीरमध्ये एक गुप्तचर तुकडी स्थापन करून विघातक कारवाया केल्याचा आरोप करणारे सनसनाटी वृत्त प्रसिध्द करणे देशासाठी धोकादायक आहे. जनरल सिंग यांनी काही चुकीचे केले असेल तर कायदेशीर कारवाई करता येईल, पण लष्कराच्या गुप्त कारवायांची जाहीर चर्चा करू नका. अहवालांचा वापर राजकीय हत्यारासारखा करू नका. अशा वादामुळे देशाच्या शत्रूलाच मदत होते, असे निवृत्त लष्करी अधिकाऱ्यांना वाटते. भारतीय जनता पक्षातर्फे आगामी लोकसभा निवडणुकीसाठी पंतप्रधानपदाचे उमदेवार म्हणून नरेंद्र मोदी यांचे नाव जाहीर झाल्यानंतर हरयाणातील रेवाडी येथे 15 सप्टेंबर रोजी त्यांची पहिली जाहीर सभा झाली. या सभेला प्रचंड जनसमुदाय उपस्थित होता. जिकडे पाहावे तिकडे जनसागर लोटला होता. जमिनीवर जागा मिळाली नाही, तर तरुण लोक खांबांवर चढून मोदींचे भाषण ऐकत होते. माजी सैनिकांविषयी आयोजित केलेल्या मेळाव्याला माजी लष्करप्रमुख जनरल व्ही.के. सिंग उपस्थित होते. ते मोदी यांच्या शेजारी बसले होते. काँग्रेस नेत्यांच्या पोटात गोळा यावा अशी ही रेवाडीची गर्दी आगामी लोकसभा निवडणुकीत काय घडेल हे सूचित करत होती. या पार्श्वभूमीवर सहा दिवसांतच 21 सप्टेंबर रोजी जनरल सिंग यांच्या विरोधात द इंडियन एक्स्प्रेस या इंग्रजी वृत्तपत्राने एक सनसनाटी बातमी प्रसिध्द केली. लष्करप्रमुख असताना सिंग यांनी टेक्निकल सर्व्हिस डिव्हिजन (टीएसडी) नावाची एक गुप्तचर तुकडी स्थापन केली होती. त्याचा वापर करून जम्मू-काश्मीरचे लोकनियुक्त मुख्यमंत्री ओमर अब्दुल्ला सरकार पाडण्यासाठी त्याच सरकारमधील गुलाम हसन मीर या कृषिमंत्र्याला एक कोटी एकोणीस लाख रुपये दिले, सध्याचे लष्करप्रमुख जनरल बिक्रमसिंग यांची नियुक्ती रोखण्यासाठी जनहित याचिका करविण्याच्या हेतूने एका स्वयंसेवी संस्थेला मदत केली, तसेच मोबाईल फोनवरील संभाषण चोरून ऐकण्यासाठीची उपकरणे सिंगापूर येथून खरेदी करण्यासाठी आठ कोटी रुपये खर्च केले, असे आरोप एका चौकशी अहवालात करण्यात आले आहेत, असे या बातमीत म्हटले होते. टीएसडीबद्दल बोर्ड ऑफ ऑफिसर्सने लेफ्टनंट जनरल विनोद भाटिया यांच्या नेतृत्वाखाली हा गोपनीय अहवाल तयार केला होता. मार्च महिन्यात संरक्षण सचिवांना हा अहवाल सादर करण्यात आला होता, अशीही माहिती एक्स्प्रेसच्या बातमीत देण्यात आली होती. एक्स्प्रेसपाठोपाठ त्याच वृत्तपत्र समूहातील लोकसत्ता या मराठी वृत्तपत्राने या बातमीला प्रसिध्दी दिली. देशभक्तीचा मुद्दा मोदींसोबत व्यासपीठावर हजर राहिले म्हणून जनरल सिंग यांच्या विरोधात अहवाल फोडण्यात आला का? सहा महिन्यांपूर्वीच्या या अहवालाला आताच कशी प्रसिध्दी मिळाली? व त्यातून उडालेल्या धुराळयामुळे देशाचे किती नुकसान होत आहे? हे महत्त्वाचे प्रश्न आता निर्माण झाले आहेत. लष्कराचा टॉप सिक्रेट अहवाल फोडणाऱ्याला मृत्युदंडाची शिक्षा होऊ शकते. तरीही हा अहवाल फुटला कसा आणि तो कोणी फोडला, असा मुद्दा पुढे आला आहे. देशहितासाठी लष्कराने केलेल्या गुप्त कारवायांची अशी जाहीर चर्चा करावी का? असा एक महत्त्वाचा नैतिकतेचा व देशभक्तीचा मुद्दाही उपस्थित झाला आहे. गुलाम हसन मीर जनरल सिंग यांनी आक्रमकपणे मुद्दे मांडत त्यांच्या विरोधातील सर्व आरोप जाहीररीत्या खोडून काढले आहेत. आता या बाबतीत सोक्षमोक्ष लागू द्या, अशा भूमिकेतून त्यांनी माहितीचा अधिकार वापरत या अहवालाची प्रत मागितली आहे. यथावकाश जनरल सिंग आपली बाजू सिध्द करतीलही; पण एका बातमीमुळे सुरू झालेल्या गदारोळात देशाच्या शत्रूला किती मदत झाली, हा महत्त्वाचा प्रश्न दीर्घकाळ सतावत राहील. माजी वरिष्ठ लष्करी अधिकाऱ्यांची मते जाणून घेतली तर त्यांनी या वादंगाबद्दल तीव्र नापसंती व्यक्त केली व अशा जाहीर वादामुळे देशाच्या शत्रूला मदत होते, या धोक्याकडे लक्ष वेधले. लेफ्टनंट जनरल (निवृत्त) दत्तात्रेय शेकटकर यांनी सांगितले की, लष्कराचा गोपनीय अहवाल इंडियन एक्स्प्रेसच्या बातमीमुळे लोकांसमोर आला, पण मुळात हा अहवाल फोडणे चुकीचे आहे. लष्कराच्या मुख्यालयातून नव्हे, तर संरक्षण मंत्रालयातून अहवाल फुटला आहे. देशाच्या संरक्षणसिध्दतेतील त्रुटींकडे लक्ष वेधणारे अतिगोपनीय पत्र जनरल सिंग यांनी सरकारला पाठवले होते, तेसुध्दा फुटले होते. हे पत्र कसे फुटले? तात्पुरत्या राजकीय लाभासाठी सरकारी अधिकारी निवडक गोपनीय माहिती फोडतात. त्यातून वाद निर्माण केले जातात. लेफ्टनंट जनरल भाटिया यांनी फेब्रुवारी महिन्यात जनरल व्ही.के. सिंग यांच्याविषयीचा अहवाल सादर केला होता. तो सप्टेंबर महिन्यापर्यंत दाबून ठेवला आणि आता अचानक कसा पुढे आला? व्ही.के. सिंग 15 सप्टेंबर रोजी रेवाडीच्या मेळाव्यात सामील झाले आणि लगेच 21 सप्टेंबर रोजी बातमी प्रसिध्द झाली. सिंग यांच्या राजकीय बदनामीसाठी हे सगळे केल्याचे उघड आहे. पण अशा उपद्वयापामुळे भारताच्या दूरगामी संरक्षणहितावर आघात होतो. अशा प्रकारांमुळे लोकांचा लष्करावरील विश्वास डळमळीत होईल व शत्रूलाच मदत होईल. पैसे का दिले, ते समजून घ्या ”अहवाल फोडणे चुकीचे आहे. लष्कराच्या मुख्यालयातून नव्हे, तर संरक्षण मंत्रालयातून अहवाल फुटला आहे. देशाच्या संरक्षणसिध्दतेतील त्रुटींकडे लक्ष वेधणारे अतिगोपनीय पत्र जनरल सिंग यांनी सरकारला पाठवले होते, तेसुध्दा फुटले होते. हे पत्र कसे फुटले?” - लेफ्टनंट जनरल (निवृत्त) दत्तात्रेय शेकटकर ले.ज.(नि.) शेकटकर यांच्या मते, लष्करी गटाने काश्मीरमध्ये पैसे दिले, हा भाटिया अहवालातील मुद्दा खरा असला तरी ते का दिले हे समजून घ्यायला हवे. लष्कराकडून 1947पासून काही नागरी कामांसाठी पैसे दिले जातात. त्याला ‘सिक्रेट सर्व्हिस फंड’ नव्हे, तर ‘स्पेशल ऑपरेशन फंड’ असे म्हणतात. केंद्रीय अर्थमंत्रालयाकडून लष्कराला बजेटद्वारा रीतसर हा पैसा मिळतो. हे पैसे बँकेतून काढावे लागतात व त्याचा पूर्ण हिशेब ठेवला जातो. मुख्य म्हणजे, कोणताही जनरल हे पैसे स्वत: खर्च करत नाही, तर मुख्यालयातील लष्करी गुप्तहेर खात्याच्या महासंचालकांमार्फत त्याचे वाटप होते. केंद्रीय अर्थ मंत्रालयाला आणि संरक्षण मंत्रालयाला या सर्व आर्थिक व्यवहाराची पूर्ण माहिती असते, अशी शेकटकर यांनी माहिती दिली. काश्मीरमध्ये अशांत क्षेत्रात सैनिक काम करतात, त्या वेळी दहशतवाद्यांशी लढताना तेथील सामाजिक स्थिती अनुकूल असावी लागते. दहशतवादी शाळा, घरे, रस्ते उद्ध्वस्त करतात. अशा वेळी नव्याने शाळा बांधण्यासाठी किंवा रस्ते दुरुस्त करण्यासाठी लष्कराकडून मदत केली जाते, जेणेकरून लष्कराचा संघर्ष दहशतवाद्यांशी असून जनतेशी त्यांचे भांडण नाही, असा स्पष्ट संदेश जाईल. परंतु, लष्करी अधिकारी ही नागरी कामे थेट स्वत: करीत नाहीत. गावाच्या सरपंचांशी अथवा स्थानिक आमदाराशी संपर्क साधून विकासकामासाठी पुढाकार घेण्यास सांगण्यात येते व वस्तुरूपाने मदत केली जाते. यासाठी दिलेल्या सामानाच्या पावत्या असतात. दुर्दैवाने टीएसडीविषयीच्या अहवालात अर्धवट माहिती दिली आहे, असेही ते म्हणाले. ”निवडणूक हरण्याच्या भीतीने लोक कोणत्या थराला जातील, हे चिंताजनक आहे. देशहितासाठी काही विवेक पाळायचा असतो, तो सोडून काही पत्रकारांनी अशी बातमी दिली. कोणाच्या चिथावणीने त्यांनी हे केले, हे माहीत नाही. पण एकंदर जगामध्ये आपल्या देशाचे हसे करण्याचा चंग यांनी बांधला आहे, असे दिसते.” - कर्नल (निवृत्त) अनिल आठल्ये जम्मू-काश्मीरच्या मुख्यमंत्र्यांचे फोनवरील संभाषण ऐकण्यासाठी उपकरणे वापरली, हा आरोपसुध्दा धादांत असत्य आहे, असे शेकटकर यांचे म्हणणे आहे. ते सांगतात की, अशा प्रकारे मोबाईल फोनवरील संभाषण पकडण्याची उपकरणे पोलिसांकडेही असतात. दहशतवादी, त्यांना मदत करणारे काही राजकारणी आणि समाजातील त्यांचे सहानुभूतिदार यांचे मोबाईल फोनवरील संभाषण ऐकण्यासाठी काश्मीरमध्ये लष्कर या उपकरणांचा वापर करते. दहशतवादी पाकिस्तानमधील कोणाशी बोलतात व काय बोलतात, हे या उपकरणांमुळे समजते. दहशतवादाविरोधात कारवाई करण्यासाठी ही माहिती उपयोगी पडते. कोटीभरात सरकार पाडण्याची हास्यास्पद कल्पना काश्मीरमधील ओमर अब्दुल्ला यांचे सरकार पाडण्यासाठी कृषिमंत्र्याला एक कोटी एकोणीस लाख रुपये दिले, हा आरोप शेकटकर यांना हास्यास्पद वाटतो. रेल्वे बोर्डातील मोक्याचे पद मिळण्यासाठी अधिकाऱ्याने दहा कोटी रुपयांची लाच देऊ केल्याचे मध्यंतरी प्रसिध्द झाले होते व या प्रकरणात एकाचे मंत्रिपद गेले होते. अशा स्थितीत अवघ्या एक कोटी रुपयात राज्य सरकार पाडता येते, असे कोणाला वाटत असेल तर तो मूर्खपणा आहे. भारत सरकार दर वर्षी काश्मीरला अकरा हजार कोटी रुपये देते, तर तेथे एक कोटीत सत्तापरिवर्तन कसे होईल? असा सवाल त्यांनी केला. शेकटकर यांना लष्करी कामगिरीचा प्रदीर्घ अनुभव आहे. त्यांनी मुख्यालयात लष्करी कारवायांचे महासंचालक आणि सामरिक नियोजन विभागाचे महासंचालक म्हणून काम केले आहे. ईशान्य भारत-चीन या सीमेवर महत्त्वाच्या जबाबदाऱ्या त्यांनी पार पाडल्या आहेत. त्यांनी काश्मीरमध्ये डिव्हिजन कमांडर म्हणूनही जबाबदारी पार पाडली होती. ब्रिगेडिअर (निवृत्त) हेमंत महाजन यांनी सांगितले की, जम्मू-काश्मीरच्या सीमावर्ती भागात दहशतवादाचा मुकाबला करताना लष्कराला तीन टप्प्यांवर काम करावे लागते. सीमेवरून घुसणाऱ्या दहशतवाद्यांना रोखणे, काश्मीरमधील दहशतवादी कारवायांचा बीमोड करणे आणि स्थानिक जनतेला आपलेसे करून त्यांचा पाठिंबा मिळवणे या तीन टप्प्यांवर लष्कराला वेगवेगळया युक्त्यांचा अवलंब करावा लागतो. स्थानिक राज्य सरकार व नागरी प्रशासन विकासकामे करण्यात अपयशी ठरल्याने ”अतिगोपनीय अहवालासारखा अहवाल फोडला, तर त्याला मृत्युदंडाची शिक्षा असते. हा अहवाल कोणी फोडला याचा तपास करून दोषींना शिक्षा करायला हवी. हा देशाच्या सुरक्षिततेशी खेळ आहे.” - ब्रिगेडियर (निवृत्त) हेमंत महाजन लष्करालाच पुढाकार घ्यावा लागतो. स्थानिक यंत्रणेचे हात भ्रष्टाचारात बरबटले असल्याने विकासकामाचा काही पैसा लष्करामार्फत देण्याचा धोरणात्मक निर्णय केंद्र सरकारने घेतला होता. लष्करातर्फे रस्ते, शाळा, पंचायतीच्या इमारती इत्यादी बांधकाम केले जाते. त्यासाठी पैसा लागतो. काश्मीरमध्ये 2005 साली काही खेडी बर्फाखाली गाडली गेली होती. त्या वेळी लष्करानेच गावकऱ्यांना वाचवले. काश्मीरमध्ये भूकंप झाला, त्या वेळी लष्करानेच भूकंपग्रस्त लोकांना मदत केली. अशा कामांसाठी पैसे कोठून येतात? ब्रि. महाजन म्हणाले की, जम्मू-काश्मीरमधील वातावरण सुधारावे व तेथे लोकशाही नांदावी, यासाठी लष्कराने मोठे प्रयत्न केले आहेत. 1996ची विधानसभा निवडणूक लष्करामुळे झाली. त्या वेळी दहशतवाद्यांनी मतदारांनाही धमक्या दिल्या होत्या. पण लष्कराने राजकीय उमेदवारांना पाठबळ दिले आणि मतदारांसाठी सुरक्षित वातावरण निर्माण केले. त्यामुळे त्या राज्यात निवडणुका झाल्या व लोकशाही व्यवस्था पुढे चालू राहिली. अशा स्थितीत आता ओमर अब्दुल्ला सरकार पाडून लष्कराला काय फायदा होणार होता? असा त्यांनी सवाल केला. शाळा चालवणे हे काही लष्कराचे काम नाही. पण सीमावर्ती अशांत टापूत लोकांच्या सोईसाठी लष्कराने शाळा बांधल्या आहेत. सीमावर्ती अशांत भागामध्ये लष्कराला नागरिकांच्या मदतीसाठी पुढाकार घ्यावा लागतो. नागरी प्रशासन अपयशी ठरल्यामुळे ईशान्य भारतातही लष्कराने लोकांना प्रत्यक्ष-अप्रत्यक्ष मदत केली होती. आता ईस्टर्न कमांडमधील सर्व जनरलविरुध्द कोर्ट मार्शल करणार का? असा कर्नल (निवृत्त) अनिल आठल्ये यांनी उद्विग्न सवाल केला. देशासाठी धोकादायक जनरल व्ही.के. सिंग यांना अडचणीत आणण्यासाठी अतिगोपनीय अहवाल फोडणे आणि त्याच्या आधारे सनसनाटी बातमी प्रसिध्द होणे, या प्रकारामुळे देशाला धोका निर्माण होत आहे, याची या अधिकाऱ्यांना चिंता वाटते. कर्नल आठल्ये म्हणाले की, निवडणूक हरण्याच्या भीतीने लोक कोणत्या थराला जातील, हे चिंताजनक आहे. देशहितासाठी काही विवेक पाळायचा असतो, तो सोडून काही पत्रकारांनी अशी बातमी दिली. कोणाच्या चिथावणीने त्यांनी हे केले, हे माहीत नाही. पण एकंदर जगामध्ये आपल्या देशाचे हसे करण्याचा चंग यांनी बांधला आहे, असे दिसते. ब्रि. महाजन यांच्या मते टीएसडीबद्दलच्या अतिगोपनीय अहवालासारखा अहवाल फोडला, तर त्याला मृत्युदंडाची शिक्षा असते. हा अहवाल कोणी फोडला याचा तपास करून दोषींना शिक्षा करायला हवी. हा देशाच्या सुरक्षिततेशी खेळ आहे. देशाच्या संरक्षणासाठी लष्कराकडून अशा संघटना तयार करून त्यावर खर्च केला जातो. त्यांच्या कामांची जाहीर चर्चा करता येत नाही, पण त्यांच्यावर नियंत्रणाच्या योग्य पध्दती आहेत. गुप्तता असली तरी अंदाधुंद कारभार नसतो. कोणी निधीचा गैरवापर केला तर त्याला शिक्षा देण्यासाठी योग्य तरतुदी आहेत. टीएसडीबद्दलचा अहवाल बंद करा म्हणून लष्कराने सहा महिन्यांपूर्वीच शिफारस केली होती. पण सरकारने काही केले नाही. व्ही.के. सिंग यांनी काही चूक केली असेल तर शिक्षा करण्याची तरतूद आहे. पण हा अहवाल राजकीय हत्यारासारखा वापरता येणार नाही. तात्पुरत्या राजकीय फायद्यासाठी निर्माण झालेल्या या वादंगाचे देशासाठी गंभीर दूरगामी परिणाम होऊ शकतात. लेफ्टनंट जनरल (निवृत्त) शेकटकर यांनी या वादाच्या व्यापक विपरीत परिणामांची यादीच सांगितली. ते म्हणाले की, काश्मीरमधून ‘आर्म्ड फोर्सेस स्पेशल पॉवर ऍक्ट’ हा अशांत टापूत लष्कराला विशेष अधिकार देणारा कायदा मागे घ्या, अशी जम्मू-काश्मीरचे मुख्यमंत्री ओमर अब्दुल्ला गेली दोन वर्षे मागणी करत आहेत. या बातमीने त्यांना राजकीय दारूगोळाच मिळाला आहे. त्यांच्या चुकीच्या मागणीला पाठबळ मिळाले आहे. पीडीपीच्या नेत्या मेहबूबा मुफ्ती अशीच मागणी करत आहेत, त्यांनाही या वादामुळे मदत झाली. योगायोग असा की, काश्मिरी दहशतवाद्यांची, पाकिस्तानधार्जिण्या हुर्रियत कॉन्फरन्सची आणि पाकिस्तानचीही हीच मागणी आहे व त्यांना या घडामोडींमुळे मदत झाली आहे. शेकटकर यांच्या मते या सर्व घडामोडींवर पाकिस्तानी सैन्य आणि त्या देशातील दहशतवादी हसत असतील. भारतातील लोक एकमेकाशीच लढत आहेत, याचा त्यांना आनंद झाला असेल. दिल्लीमध्ये इतर देशांचे दूतावास आहेत, त्यांचे अधिकारी या बातम्या वाचत असतील. या घडामोडींमुळे त्यांच्याही मनात देशाबद्दल हास्यास्पद प्रतिमा निर्माण होते. लष्कराविषयीचा अतिगोपनीय अहवाल फोडणे, त्याची बातमी प्रसिध्द होणे व यामुळे लष्कराबद्दल समाजामध्ये घातक संदेश जाणे ही सर्वांत धोकादायक बाब आहे, असे शेकटकर यांचे मत आहे. त्यांना वाटते की, राज्यात सत्तापरिवर्तनासाठी सैन्याचा वापर केला जातो व सैन्य हस्तक्षेप करते, अशी राजकारण्यांच्या मनात शंका येणे हे देशासाठी घातक आहे. यामुळे सैन्याबद्दल अविश्वास निर्माण होतो, ही अत्यंत चिंताजनक बाब आहे. तात्पुरत्या राजकीय लाभासाठी इतक्या लोकांना चुकीची माहिती देण्यामुळे देशावर जे घातक परिणाम होतात, त्याला कोण जबाबदार? असा सवाल करून शेकटकर म्हणाले की, देशाच्या आस्थेवर, श्रध्देवर आणि विश्वासावर आघात झाला तर ही मूल्ये गमावलेले राष्ट्र अधोगतीला जाण्यास फार वेळ लागत नाही. एखाद्या बाँबमुळे किंवा क्षेपणास्त्रामुळे देशाचे जेवढे नुकसान होत नाही, तेवढे नुकसान अशा मानसिक आघाताने होते. 9822025621

कोर्ट मार्शल आर्मी कोर्ट रूम में आज एक केस अनोखा अड़ा था छाती तान अफसरों के आगे फौजी बलवान खड़ा था बिन हुक्म बलवान तूने ये कदम कैसे उठा लिया किससे पूछ उस रात तू दुश्मन की सीमा में जा लिया बलवान बोला सर जी!ये बताओ कि वो किस से पूछ के आये थे सोये फौजियों के सिर काटने का फरमान,कोन से बाप से लाये थे बलवान का जवाब में सवाल दागना अफसरों को पसंद नही आया और बीच वाले अफसर ने लिखने के लिए जल्दी से पेन उठाया एक बोला बलवान हमें ऊपर जवाब देना है और तेरे काटे हुए सिर का पूरा हिसाब देना है तेरी इस करतूत ने हमारी नाक कटवा दी अंतरास्ट्रीय बिरादरी में तूने थू थू करवा दी बलवान खून का कड़वा घूंट पी के रह गया आँख में आया आंसू भीतर को ही बह गया बोला साहब जी! अगर कोई आपकी माँ की इज्जत लूटता हो आपकी बहन बेटी या पत्नी को सरेआम मारता कूटता हो तो आप पहले अपने बाप का हुकमनामा लाओगे ? या फिर अपने घर की लुटती इज्जत खुद बचाओगे? अफसर नीचे झाँकने लगा एक ही जगह पर ताकने लगा बलवान बोला साहब जी! गाँव का ग्वार हूँ बस इतना जानता हूँ कौन कहाँ है देश का दुश्मन सरहद पे खड़ा खड़ा पहचानता हूँ सीधा सा आदमी हूँ साहब ! मै कोई आंधी नहीं हूँ थप्पड़ खा गाल आगे कर दूँ मै वो गांधी नहीं हूँ अगर सरहद पे खड़े होकर गोली न चलाने की मुनादी है तो फिर साहब जी ! माफ़ करना ये काहे की आजादी है सुनों साहब जी ! सरहद पे जब जब भी छिड़ी लडाई है भारत माँ दुश्मन से नही आप जैसों से हारती आई है वोटों की राजनीति साहब जी लोकतंत्र का मैल है और भारतीय सेना इस राजनीति की रखैल है ये क्या हुकम देंगे हमें जो खुद ही भिखारी हैं किन्नर है सारे के सारे न कोई नर है न नारी है ज्यादा कुछ कहूँ तो साहब जी ! दोनों हाथ जोड़ के माफ़ी है दुश्मन का पेशाब निकालने को तो हमारी आँख ही काफी है और साहब जी एक बात बताओ वर्तमान से थोडा सा पीछे जाओ कारगिल में जब मैंने अपना पंजाब वाला यार जसवंत खोया था आप गवाह हो साहब जी उस वक्त मै बिल्कुल भी नहीं रोया था खुद उसके शरीर को उसके गाँव जाकर मै उतार कर आया था उसके दोनों बच्चों के सिर साहब जी मै पुचकार कर आया था पर उस दिन रोया मै जब उसकी घरवाली होंसला छोड़ती दिखी और लघु सचिवालय में वो चपरासी के हाथ पांव जोड़ती दिखी आग लग गयी साहब जी दिल किया कि सबके छक्के छुड़ा दूँ चपरासी और उस चरित्रहीन अफसर को मै गोली से उड़ा दूँ एक लाख की आस में भाभी आज भी धक्के खाती है दो मासूमो की चमड़ी धूप में यूँही झुलसी जाती है और साहब जी ! शहीद जोगिन्दर को तो नहीं भूले होंगे आप घर में जवान बहन थी जिसकी और अँधा था जिसका बाप अब बाप हर रोज लड़की को कमरे में बंद करके आता है और स्टेशन पर एक रूपये के लिए जोर से चिल्लाता है पता नही कितने जोगिन्दर जसवंत यूँ अपनी जान गवांते हैं और उनके परिजन मासूम बच्चे यूँ दर दर की ठोकरें खाते हैं... भरे गले से तीसरा अफसर बोला बात को और ज्यादा न बढाओ उस रात क्या- क्या हुआ था बस यही अपनी सफाई में बताओ भरी आँखों से हँसते हुए बलवान बोलने लगा उसका हर बोल सबके कलेजों को छोलने लगा साहब जी ! उस हमले की रात हमने सन्देश भेजे लगातार सात हर बार की तरह कोई जवाब नही आया दो जवान मारे गए पर कोई हिसाब नही आया चौंकी पे जमे जवान लगातार गोलीबारी में मारे जा रहे थे और हम दुश्मन से नहीं अपने हेडक्वार्टर से हारे जा रहे थे फिर दुश्मन के हाथ में कटार देख मेरा सिर चकरा गया गुरमेल का कटा हुआ सिर जब दुश्मन के हाथ में आ गया फेंक दिया ट्रांसमीटर मैंने और कुछ भी सूझ नहीं आई थी बिन आदेश के पहली मर्तबा सर ! मैंने बन्दूक उठाई थी गुरमेल का सिर लिए दुश्मन रेखा पार कर गया पीछे पीछे मै भी अपने पांव उसकी धरती पे धर गया पर वापिस हार का मुँह देख के न आया हूँ वो एक काट कर ले गए थे मै दो काटकर लाया हूँ इस ब्यान का कोर्ट में न जाने कैसा असर गया पूरे ही कमरे में एक सन्नाटा सा पसर गया पूरे का पूरा माहौल बस एक ही सवाल में खो रहा था कि कोर्ट मार्शल फौजी का था या पूरे देश का हो रहा था ?

JAMMU ATTACKS UPDATE

27th Sept. 13Update on Kathua Jammu Terror attack If brutally injured auto driver Roshan Lal has to be believed three terrorists- who killed nearly a dozen people during twin terror attack on Thursday at Hiranagar and Samba, were in constant touch with some local guides who were regularly giving them directions. Involvement of some locals was not ruled out in this dreaded terror strike because it was all due to the guidance of some local people that terrorists managed to enter Army formation at Maheshwar, near Samba on Jammu-Pathankote national level. “As soon as they (terrorists) kidnapped me on gun point, they were continuously taking direction from some one on phone. It was all due to this guidance that they inquired me about CRPF and Army camp”, Roshan Lal, who is under treatment at Government Medical College Hospital told the reporters. Roshan Lal was intercepted by a group of three terrorists near the cremation ground at village Haria Chak, which located just near the International Border (IB). “They were dressed in Army combat fatigues. They asked me to take them to the highway, which aroused my suspicion. I first took them to Sanji Morh hoping the police checkposts en route would stop us, but the checkposts were not manned. Then I brought them to Chadwal on the highway,” he said. “They asked me to stop the auto-rickshaw near a railway bridge on the highway. They alighted and discussed something on phone and then asked me to take them to some Army or CRPF camp on the highway,” Lal said and added that there was possibility that another group has also managed to sneak into this side. “Terrorists were speaking in Urdu with Punjabi ascent while taking directions from there unknown mentors”, he said. Roshan Lal believed that terrorists had entered into this side just a few hours from across border as they were looking exhausted and tired. According to Intelligence sources, the terrorists probably infiltrated into India from Chhap Nullah near Salalpur village in Hiranagar tehsil of Kathua district early this morning and launched the audacious attacks, first on a police station and then on an Army camp. They could have taken advantage of the fence having been swept away in the recent flashfloods due to torrential rains, sources said. Indian intelligence agencies said the training camp, located in the middle of a forest in Kacharban, had been declared out of bounds for PoK civilians, including shepherds who frequented the area for green pastures. Though opposite the Poonch sector, Pakistan conducts advanced training for militants at Bagh, Halanshumali, Padhar, Rawalakote, Kotli, Halan, Kaliar, Gulpur, Aliabad and Forwad Kahuta. The highly-fortified camp in Kacharban has become “very active” since August 18, intelligence sources said. Army did not ruled out possibility of terrorists entering from IB. “There is possibility that there was fresh infiltration from IB”, he told the reporters. Sources said that intelligence agencies have started investigation to identify those guides who were giving guidance to the terrorists. “It is believed that some local self-styled terrorist commanders were already camping near Hiranagar and they were giving directions to the terrorists who had infiltrated on Thursday morning”, sources said. After a gap of ten years, terrorists have struck Jammu region and it is believed that this is part of the new strategy of terrorists. On the direction of their mentors from across the borders, there terrorists have already executed such attacks in Kashmir Valley. These attacks were aimed at demoralizing security forces deployed in Kashmir Valley. Earlier terrorists and their supporters have been attacking security forces through agitational terrorism and this new strategy of selective attacks on security forces was another part of their new tactics.

SAMBA TERROR ATTACKS TALK TO PAKISTAN ONLY IFTHERE IS NO TERROR ATTACKS FOR 6 MONTHS

पाक पुरुस्क्रुत दहशतवाद थांबला तरच वाटाघाटी कराव्यात घुसखोरीचा डाव उधळला काश्मीरच्या केरन भागातील ताबारेषेवरून भारतीय हद्दीत घुसखोरी करण्याचा अतिरेक्यांचा मोठा डाव लष्कराने उधळून लावला आहे. तीस अतिरेक्यांचा एक गट लष्कराच्या सापळ्यात अडकला असल्याचे वृत्त आहे.लष्करी फौजांनी 24 सप्टेंबर रोजी या कारवाईला सुरवात केली होती. दहा ते बारा अतिरेक्यांचे देह आढळून आले आहेत, मात्र ते मारले गेले आहेत का याची खात्री कारवाई पूर्ण झाल्यावरच होईल, असे लष्करी अधिकाऱ्यांनी सांगितले. लष्कर व अतिरेक्यांमध्ये झालेल्या गोळीबारावरून मारण्यात आलेल्या अतिरेक्यांची संख्या तीसहून अधिक असेल. ही 'सफाई मोहीम' चालू असून, लवकरच हा परिसर मोकळा केला जाईल असा विश्वास त्यांनी व्यक्त केला.मिडियाने या बातमीला फ़ारसे महत्व दिले नाही. काश्मीरमध्ये कठीण परिस्थितीत लष्कर भूमिका बजावत आहे. पाकिस्तानकडून होणारा गैरप्रचार, स्थानिक जनतेचा रोष, राज्यातील राजकारण्यांकडून किंवा फुटिरतावाद्यांकडून त्यात ओतले जाणारे तेल आणि दुर्गम परिसर, अशा अनेक आव्हानांना लष्कर तोंड देत आहे. ताबा रेषेवर तेरा घुसखोरांना कंठस्नान घालून लष्कराने आपले सामर्थ्य दाखवून दिले.पाकिस्तानी लष्कर तेथील व्यवस्थेत आपले स्थान टिकविण्यासाठी भारतविरोधाचे "कार्ड' वापरत असते. सध्याचे लष्करप्रमुख जनरल अश्फाक परवेझ कयानी आता निवृत्तीच्या वाटेवर आहेत. त्यांच्याजागी येणारे नवे लष्करप्रमुख आपले अस्तित्व दाखवून देण्याचा प्रयत्न करणार आहेत. नवाझ शरीफ सत्तेवर आल्यानंतरही फरक पडलेला नाही पाकिस्तानातील लष्कर, आयएसआय , दहशतवादी यांनी भारताशी गेली काही वर्षे छुपे , गनिमी काव्याचे युद्ध पुकारले आहे. आता काही आठवड्यांतच काश्मिरात हिमवर्षाव सुरू होईल. त्या काळात घुसखोरी अशक्य होईल. दर किती काळाने एखादा हल्ला किंवा स्फोट केला की , आपले अस्तित्व टिकून राहील , याचे दहशतवाद्यांचे गणित असते. गेल्या दोन वर्षांत जम्मू-काश्मीर क्षेत्रात दहा दहशतवादी हल्ले झाले असून, अनेकांना प्राण गमवावे लागले आहेत. भारतीय गुप्तचर संघटनांनी दिलेल्या माहितीवरून, अडीच हजार प्रशिक्षित दहशतवादी पाकव्याप्त काश्मीरमधून भारतात घुसखोरी करण्याच्या प्रयत्नात आहेत. गेल्या काही महीन्यात पाकपुरस्कृत दहशतवाद्यांकडून वारंवार असे हल्ले होत आहेत. पाकिस्तानी लष्कर व "आयएसआय' ही संघटना विविध मार्गांनी काश्मीरमध्ये अस्थिरता निर्माण करण्याचा प्रयत्न करते, हे कधीच लपून राहिले नव्हते. आजवर ते सारे प्रयत्न सैन्याने उधळून लावले असले, तरी काश्मिरातील परिस्थिती तणावग्रस्त ठेवून तेथील सैन्याच्या भूमिकेविषयी जास्तीत जास्त गैरप्रचार कसा करता येईल, हेच डावपेच पाकिस्तान खेळत आला आहे. नवाझ शरीफ यांच्या नेतृत्वाखालील सरकार सत्तेवर आल्यानंतरही त्यात फरक पडलेला नाही एकीकडे न्यूयॉर्कमध्ये भारत-पाकिस्तान यांच्यातील ‘शांतता चर्चे’ची तयारी सुरू असतानाच दहशतवाद्यांनी आज जम्मूत भयंकर हल्ला केला. लष्करी गणवेशात आलेल्या तिघाजणांनी आर्मी कॅम्प आणि पोलीस ठाण्यात घुसून गोळीबार केला.ज्या इमारतीत घुसून ते तीन दहशतवादी लष्करावर गोळीबार करत होते ती इमारत पहिल्यांदा तातडीने रिकामी करण्यात आली. दहशतवाद्यांवर जवानांचा गोळीबार सुरूच होता. पण ते टप्प्यात येत नाहीत असे वाटताच लष्कराने इमारतच उद्ध्वस्त करण्याचे ठरवले. या हल्ल्यात लेफ्टनंट कर्नल बिक्रमजीत सिंग ,चार जवान आणि चार पोलीस शहीद झाले. या हल्ल्यात दोन नागरिकही मारले गेले. चकमकीत तीनही दहशतवाद्यांचा खात्मा करण्यात लष्कराला यश आले. गेल्या दहा वर्षांतील जम्मू भागातील हा सर्वात मोठा दहशतवादी हल्ला आहे. काश्मीरप्रश्नी अमेरिका सक्रिय? इकडे दहशतवाद्यांच्या भ्याड हल्ल्यात सैनिकांच्या रक्ताचे पाट वाहिले तरी पंतप्रधान मनमोहन सिंग यांनी शांततेची कबुतरे आकाशात उडवली आहेत. न्यूयॉर्कमध्ये असलेल्या डॉ. सिंग यांनी पाकिस्तानचे पंतप्रधान नवाझ शरीफ यांच्याशी ‘शांतता चर्चा’ होणारच, असे तुणतुणे वाजवले आहे. या हल्ल्याचा निषेध करताना संवादाच्या प्रक्रियेला सुरुंग लावण्याचे दहशतवाद्यांचे मनसुबे उधळून लावू, अशी गुळगुळीत प्रतिक्रिया डॉ. सिंग यांनी फ्रँकफर्टहून न्यूयॉर्कला रवाना होण्यापूर्वी दिली. शरीफ व डॉ. सिंग यांची रविवारी न्यूयॉर्कमध्ये भेट होणार आहे. 'भारत आणि पाकिस्तान या दोन देशांनी काश्मीरप्रश्न सोडवावा. या प्रश्नात आम्ही पडणार नाही', अशी अमेरिकेची आजपर्यंतची भूमिका होती; पण अफगाणिस्तानमधून सैन्य मागं घेतल्यावर दक्षिण आशियात शांतता राहावी, यासाठी अमेरिकेनं आपल्या भूमिकेत बदल करून काश्मीरप्रश्नात लक्ष तर घालत नाही? काश्मीरचा प्रश्न हा भारत आणि पाकिस्तानमधील द्विपक्षीय पातळीवरचा प्रश्न असून, तो दोन्ही देशांनी ऐतिहासिक सिमला कराराअंतर्गत सोडवावा, अशी अमेरिकेची आजपर्यंतची भूमिका आहे. अमेरिकेनं काश्मीरच्या प्रश्नात हस्तक्षेप करावा, ही पाकिस्तानची पूर्वीपासूनची मागणी आहे. भारताचा मात्र अशा प्रकारच्या हस्तक्षेपाला सातत्यानं विरोध राहिला आहे. अमेरिका आणि पाकिस्तान यांचं शीतयुद्धकालापासून चालत आलेलं सख्य लक्षात घेता अमेरिकेची मध्यस्थी पाकिस्तानला फायद्याची ठरेल, अशी भारताला भीती आहे. या दहशतवादी हल्ल्यामागच्या सूत्रधारांना पाकिस्तान सरकार शिक्षा करत नाही, तोपर्यंत चर्चा होणार नाही, अशी भूमिका भारतानं घेतली आहे. भारत आणि पाकिस्तान यांच्यातील तणाव वाढतो आहे. हा तणाव नियंत्रणात आणणं आवश्यक आहे. भारत आणि पाकिस्तानचे पंतप्रधान लवकरच संयुक्त राष्ट्रसंघाच्या आमसभेच्या बैठकीनिमित्त न्यूयॉर्कमध्ये एकत्र येणार आहेत. या भेटीमधून चर्चेची प्रक्रिया पुन्हा एकदा सुरू व्हावी, अशी अमेरिकेची इच्छा आहे.म्हणुन अमेरिकेच्या दबावाखाली आपले पंतप्रधान पाकिस्तानशी वाटाघाटी करत आहे.पण आपण अमेरिकेच्या दबावाखाली येऊ नये.जर भारतातले हल्ले कमित कमी ६ महीने थांबले तरच वाटाघाटी कराव्यात. राज्यातल्या देशप्रेमी नागरिकांना आणी सस्थांना आर्थिक मदत जनरल व्ही. के. सिंह माजी लष्करप्रमुखांच्या वक्तव्यानंतर की राज्य सरकारमधील मंत्र्यांना भारतीय लष्कराकडून पैसा पुरवला जातो, मोठे वादळ ऊठले.लष्करातील गुप्त विभाग राज्यातील फुटीरतावाद्यांच्या विरोधात काम करतो. त्यामुळे या विभागाची माहिती सरकारच्या अधिकार्यानी 'लीक' करणे चुकीचे आहे.दोषीना शिक्षा व्हायला पाहीजे. ज्या पद्धतीचा अहवाल बाहेर आला त्यामागे कट/कारस्थान आहे, 'जम्मू-काश्मीरात 'स्थिरता' कायम ठेवण्यासाठी राज्यातल्या देशप्रेमी नागरिकांना आणी सस्थांना सरकार आणी लष्कराकडून पैसा पुरवला जातो. काश्मीर खोर्यातील स्थिरता टिकवून ठेवण्यासाठी देण्यात आलेल्या रकमेला 'लाच' म्हणून संबोधणे चुकीचे आहे. ती रक्कम जनतेचे मन जिंकण्यासाठी देण्यात आली होती. हे सर्व राज्य सरकारला मदत करण्याच्या हेतूने करण्यात आले होते.२०१० मध्ये सरकार विरुढ मोठ्या प्रमाणात दगड फ़ेक केली जात होती.दगडफ़ेक करणार्या युवकांना आयएसआय' ५००-१००० रूपये प्रतीदिन देत होते.दगडफ़ेक आणी त्याला प्रत्युतर म्हणुन पोलिसांचे फ़ायरीग या चक्रव्युव्हात काश्मीर खोरे अडकले होते.याच वेळी काश्मीर क्रिकेट लिग सुरु करुन युवकांना दगडफ़ेकीतुन दुर केले गेले. अश्या अनेक ऊपायांकरता अनेक देशप्रेमी नागरिकांना आणी सस्थांना आर्थिक मदत करण्यात आली होती. त्यामुळेच पाकिस्तानच्या दुटप्पी वर्तनाविषयी भारतात संतापाची लाट उसळली. ती आता केवळ निषेध खलित्यांनी शमणारी नाही, तर काही ठोस प्रयत्नांची आवश्यकता आहे. पाकिस्तानने भारताशी छुपे युद्ध छेडले असून अशा परिस्थितीत पाकिस्तानशी कुठलीही चर्चा करता कामा नये. पंतप्रधान डॉ. मनमोहन सिंग यांनी पाकिस्तानचे पंतप्रधान नवाझ शरीफ यांना मुळीच भेटू नये.सगळ्या देशाची हिच प्रार्थना आहे. २०१०ते 2013 काश्मीर मधला दहशतवादी हिंसाचार दहशतवादी हल्ले हिंसाचारत म्रुत्यमुखी पड्ले सिझ फ़ायर भंग पाकिस्तान कडुन सिमेपलीकडुन घुसखोरीचे प्रयत्न 2010 ४८८ ३७५ आकडे मिळत नाही १९१ 2011 ३४० १८३ आकडे मिळत नाही ५० 2012 ३९१ ११७ १२१ ३३ 2013 १२१ १४८ २३५ २८ Total* १३४० ८२३ ३५६ ३०२ *२५/०९/२०१३ पर्यंत

Nitin Gokhale The Indian Army’s greatest tragedy! In my three decades of reporting on the Indian military, I have never felt more uneasy about the military-media interface as I have in the past three months. This is not because the media has been accused of being sensationalist or because many unsavoury truths about internal rivalry and groupism in the military brass have created bad blood in the top hierarchy. My unease stems from the damage that the events of the past few months have inflicted on the average Indian soldier. For at least a quarter of a century now, we have been lamenting the steadily diminishing status of the ordinary Indian soldier in society; that soldiering is no longer respected as a noble profession in our rural areas; that the jawan struggles to get his due from a civil administration increasingly contemptuous and apathetic towards him; that he continues to get paid poorly and treated unfairly by a society solely driven by materialism. Now, following a spate of reports based on half-truths and outright lies, motivated by God alone knows what, we may have done the ultimate disservice to the Indian soldier: Planted the seed of suspicion about his loyalty in the minds of ordinary Indians. The ultimate disservice to the Indian soldier While I will defend the right of every media person to report what he or she thinks is right, I am afraid none of us has thought through the consequences of the effect it will have on the psyche of the Indian soldier and, more importantly, the way ordinary Indians will view the Indian Army. In the mad race to boost our circulation and viewer ratings, we may have, in one go, started the process of demolishing one of the last institutions that has stood rock solid in defence of the idea that is India. For the first time in my now reasonably long career in journalism, I feel like hiding from my friends in the military. I feel we have not paused to think about the long-term damage we have wrought upon the profession of soldiering. While all dramatis personae are equally culpable in the current controversy, we in the media certainly have a greater responsibility not to add fuel to the fire. The Army is India’s Brahma Asthra I say this because from disaster relief in floods, tsunamis and earthquakes, to rescuing an infant Prince from a deep tube well and from quelling rioters in communal strife to being the last resort in internal counter-insurgency operations, the Indian Army has been omnipresent. It is, what I call, India’s Brahma Asthra (the ultimate weapon). The Indian Army’s versatility, adaptability, selfless attitude and resourcefulness has allowed it to be what it is today: Nation Builders. Viewed in the context of India’s immediate and extended neighbourhood, the Indian Army’s stellar role stands out in stark contrast to its counterparts in other countries. Remember, the Indian and Pakistani armies originated from the same source, the British army. Yet, six decades since they parted ways, there couldn’t be a bigger dissimilarity in the way the two have evolved. As they say, India has an army while the Pakistani army has a nation! More importantly, despite India’s increasing dependence on its army to pull its chestnuts out of fire time and again, the Indian Army has scrupulously remained apolitical. A systematic assault on the Indian Army The Indian Army’s contribution in nurturing and strengthening democracy with all its faults can never be underestimated. It has put down fissiparous and secessionist forces within India at great cost to itself over the last 60-odd years. It has protected India from within and without. The Indian Army also has a unique distinction of helping create a nation (Bangladesh) in the neighbourhood and then quietly walking away to let the people take charge. In contrast, the Pakistani army has never really allowed democracy to flourish in its country. Instead, it has created a military-industrial complex that has spread its tentacles in every aspect of governance. Even today, the Pakistani army does not let go of any opportunity to undercut democracy; it nurtures and treats jihadi elements as its strategic asset against India and the United States. Even in other smaller nations around India — Nepal, Myanmar and Bangladesh, for instance — the armed forces have had to intervene and run the affairs of those countries at some point. The Indian Army has also withstood systematic assaults on its status from politicians and bureaucrats who are forever looking for ways to downgrade the military’s status. While the principle of civilian supremacy over the armed forces is well entrenched and understood in India, what is incomprehensible is the constant chipping away at the military’s standing. The Army, the civilian and the politician The nation as a whole, and indeed the people at large, have the highest regard and affinity for the men in uniform for the yeoman service they render in every conceivable situation. However, most mandarins at the ministry of defence and some politicians do not have the same opinion and are repeatedly trying to run down the military without realising the immense damage they cause to the only available bulwark we have against any attempt to Balkanise India. Now, unfortunately, even we in the media seem to have joined this ill-informed and devious bunch of opportunists. As a former chief of the army staff, General S Padmanabhan, says in his book, A General Speaks, ‘Even after Independence, India’s political leaders found it convenient to keep the Army, Navy and the Air Force out of the policy-making bodies. The service HQs were left at the level that the British left them — that of being attached offices of the ministry of defence. Even at the level of defence minister and service chiefs, exchanges on major matters of defence policy were few and far in between.’ Another former army chief, General Shankar Roy Choudhury, has observed: ‘It is essential in the national interest that the armed forces are upgraded and updated on an ongoing basis, something which governments have been traditionally loath to acknowledge and undertake, the Indian government perhaps more so than others in this respect.’ We must back the nation’s strongest asset Historically, it is to the credit of the Indian Army that it has fulfilled its role as an organ of the State; it has functioned effectively in every type of role, in spite of the general lack of a supportive government environment by way of adequate finances, resources, equipment, personnel policies, or higher political direction. A nation’s military provides what is called a hard-edged back-up to its international standing. A strong military — and especially a powerful, well-trained, fully-equipped army — acts as a deterrent against adversaries. It is therefore essential that the nation’s decision-makers consciously back the army and provide it with the support it needs to meet diverse challenges that exist and are likely to come up in the coming decade. So far, the Indian Army has fulfilled its role in nation building admirably well. All of us — ordinary citizens, media persons, politicians, bureaucrats — must continue to back the nation’s strongest asset and further strengthen it, if we desire to see India as a global player in the decades to come. The Army is vital for India’s survival Centuries ago, Kautilya, the wily old strategist, told Emperor Chandragupta Maurya why the soldier is important for the kingdom’s survival. If India has to survive as a nation-state, this advice (reproduced from a piece written by Air Marshal S G Inamdar for the USI Journal) is worth repeating in its entirety here. As the learned air marshal says: ‘It is amazing how clearly those ancients saw the likely faultlines in governance, the intricacies of management of the military by the state functionaries, the nature of the military and the citizenry and the close interplay between them all. It is truly amazing how those observations continue to be so completely relevant today, even after 2,000 years. ‘Here’s what Kautilya told the king of Magadh: ‘The Mauryan soldier does not himself the royal treasuries enrich nor does he the royal granaries fill. ‘He does not himself carry out trade and commerce nor produce scholars, thinkers, litterateurs, artistes, artisans, sculptors, architects, craftsmen, doctors and administrators. ‘He does not himself build roads and ramparts nor dig wells and reservoirs. ‘He does not himself write poetry and plays, paint or sculpt, nor delve in metaphysics, arts and sciences. ‘He does not do any of this directly as he is neither gifted, trained nor mandated to do so.’ What the soldier does for his nation The soldier only and merely ensures that: ‘The tax, tribute and revenue collectors travel far and wide unharmed and return safely; ‘The farmer tills, grows, harvests, stores and markets his produce unafraid of pillage and plunder; ‘The trader, merchant and moneylender function and travel across the length and breadth of the realm unmolested; ‘The savant, sculptor, painter, maestro and master create works of art, literature, philosophy, astronomy and astrology in peace and quietitude; ‘The architect designs and builds his Vaastus without tension; ‘The tutor (acharya), the mentor (guru) and the priest (purohit) teach and preach in tranquility; ‘The sages (rishis, munis and tapaswis) meditate and undertake penance in wordless silence; ‘The doctor (vaidyaraja) tends to the ill and the infirm well, adds to the pharmacopoeia, discovers new herbs and invents new medical formulations undisturbed; ‘The mason, the bricklayer, the artisan, the weaver, the tailor, the jeweller, the potter, the carpenter, the cobbler, the cowherd (gopaala) and the smith work unhindered; ‘The mother, wife and governess go about their chores and bring up children in harmony and tranquility; ‘The aged and the disabled are well taken care of, tended to and are able to fade away gracefully and with dignity; ‘The cattle graze freely without being lifted or harmed by miscreants.’ The soldier is the very basis of a nation He is thus the VERY BASIS and silent, barely visible CORNERSTONE of our fame, culture, physical well being and prosperity; in short, of the entire nation building activity. ‘He DOES NOT perform any of these chores himself directly: he ENABLES the rest of us to perform these without let, hindrance or worry (nirbheek and nishchinta). ‘Our military sinews, on the other hand, lend credibility to our pronouncements of adherence to good Dharma, our goodwill, amiability and peaceful intentions towards all our neighbour nations (Sarve Bhavantu Sukhinaha, Sarve Santu Niramayaha…) as also those far away and beyond. ‘These also serve as a powerful deterrent against military misadventure by any one of them against us.’ ‘If Pataliputra reposes each night in peaceful comfort, O King, it is so because she is secure in the belief that the distant borders of Magadha are inviolate and the interiors are safe and secure, thanks to the mighty Mauryan army constantly patrolling and standing vigil with naked swords and eyes peeled for action (animish netre) day and night (ratrau-divase) in weather fair and foul, dawn-to-dusk-to-dawn (ashtau prahare) quite unmindful of personal discomfort and hardship, loss of life and limb, separation from the family, all through the year, year after year (warsha nu warshe). ‘While the Magadha citizenry endeavours to make the State prosper and flourish, the Mauryan soldier guarantees that the State continues to EXIST! He is the silent sine qua non of our very being!’ Can we all people in uniform, civil services, politics, media and society at large — imbue this spirit? ANURADHA PRABHUDESAI & INDIAN ARMY SOLDIERS

Anuradha Prabhudesai: How an ex-banker is breaking barriers between the Indian army and civilians Friday, Sep 27, 2013, 15:14 IST | Place: Mumbai | Agency: DNA Rama Sreekant Kargil: The guns have been quiet for more than a decade now but there is one woman whose voice echoes through the Valley - Anuradha Prabhudesai. “Thodi si mein wife hoon, thodi si mein nani hoon, lekin pehle Hindustani hoon,” says 57-year-old Anuradha Prabhudesai, an ex-banker, whose story dates back to August 2004 when she was in Ladakh on a holiday, with her with her husband and friends. Anuradha was ambling along the roads of Drass, drinking in the friendliness of the locals and the soldiers in a war-ravaged town, when she first spotted an army caption that read, ‘I only regret that I have but one life to lay down for the country.’ Intrigued, she stopped an army Khansama who, in turn, unassumingly asked her “aapko pata nahi, yahan toh haazerein laashein giri thi.” That was Anuradha’s moment of introspection. She pondered about her comfortable life back in Mumbai, the brief news about Kargil (in 1999) and the pseudo patriotism she wore in her heart. Moved by what she heard, Anuradha, along with her friend Vikram Joshi, took an oath at Vijay Stambh (War Memorial in Kargil) to bring to light the sacrifices made by the Kargil soldiers and visit Kargil for the next five years. Back from the trip, Anuradha wrote several letters to the army officials seeking permission to visit them during Raksha Bandhan in 2005. After some initial resistance, Colonel Jha finally conceded. The mission was possible but the trail ahead tough. Driving through rough roads from Manali to Sarchu and finally into Leh, it all seemed worth it when, after tying rakhis and distributing homemade food, the soldiers expressed, “Aap jo pyaar dete ho rakhi ke zariye, woh hosla deta hai ladne ke liye.” The bond strengthened when she returned in 2006 with a group of 36 girls. Mission Possible Anuradha has visited Kargil 14 times in the last ten years, and her work has been cherished by the army. She has published more than 400 copies of Hindi poems authored by her and several booklets on the Kargil martyrs. “As Indians, we do not know the names of the Paramveer awardees of our country but we know the names of new-born star kids, film award winners etc. Where are we heading as a nation,” asks Anuradha, who is the only civilian and only woman with access to all the regiments in the Kargil region. Having lived up to her five-year oath, in 2009, when Anuradha expressed her uncertainty to continue the mission to Brigadier Pal, he simply ordered, “Continue the good work.” Subsequently, Anuradha formed Lakshya Foundation with an objective to instill a spirit of patriotism among the youth. In her journey so far, she has travelled to Ladakh with 450 civilians giving them first-hand experience of army life, delivered 105 lectures across schools and arranged get-togethers of army wives and war widows. Fondly called as ma’am, maasi and ma, by the soldiers, Anuradha’s role in their lives was expanding. On 26th July 2011, she received a memento from Lt Gn Dastane for boosting the morale of the soldiers and bridging the gap between civilians and soldiers. This memento, she says, is life’s best gift to her. Giving back Anuradha’s work for the soldiers through the foundation grew multifold. Their first activity was Diwali with Soldiers—an initiative to distribute sweets to the families of the soldiers. “Aaj kal insaniyat ki kami hai. It’s all about me, my family, my job,” she says voicing her pain. Sharing several anecdotes of soldiers’ lives who stay put at an altitude of 18,000 ft in bone-chilling conditions for several weeks, Anuradha urges, “If you find a soldier, give him respect and love. That’s all they need.” Taking a leaf from the lives of the soldiers, today, Anuradha has evolved as a human being—less temperamental, more disciplined, calm and collected, and has a better sense of time. She has reoriented her life to a different compass. Today, 26th July, Army Day, is incomplete without Anuradha and Lakshya Foundation. Leading two lives—one of a middle-class, hard-working wife and another of a woman who is a beacon of hope for our soldiers, in January 2012, Anuradha quit her job, “I wanted to work for my country,” she says. Anuradha persists in her efforts to break the barriers between the soldiers and civilians. She believes her mission will be accomplished when every Indian dedicates five years of his life to the country. For Anuradha, it would mean a truly patriotic India

KASHMIR A MONEY GAME

Kashmir is a money game: David Mulford-ET Bureau Sep 5, 2011, 02.40am IST SRINAGAR: David Mulford, who was American Ambassador to India, cabled the US State Department in February 2006, "Kashmir politics is as filthy as Dal Lake". Scores of cables of whistleblower website WikiLeaks has several instances explaining the vested interest of 'stakeholders' in keeping the Kashmir pot boiling. "Corruption cuts across party lines and most Kashmiris take it as an article of faith that politically-connected Kashmiris take money from both India and Pakistan," a cable noted. Giving an example, Mulford's cable alleged that a Kashmiri businessman told embassy officials that Mirwaiz Umer Farooq had acquired property in Dubai and the Kashmir Valley from payoffs done by intelligence agencies of India and Pakistan. The cable noted that some "security officers bribe their way into Kashmir assignments that give access to lucrative civil affairs and logistics contracts." Mulford's cable also referred to a newspaper report suggesting a "retired minister for Irrigation and Flood Control" embezzled funds to construct two large homes in Srinagar. Money from Pakistani and Indian intelligence agencies and foreign extremists has distorted Kashmiri politics and incentivised leaders to perpetuate the conflict, another Mulford cable alleged. "While this river of dirty money has led to a boom in Kashmiri household income and real estate prices, it also calls into question whether the Kashmiri elite truly want a settlement to their problems. The minute a deal is struck, some must surely worry that the funds will dry up," the cable said. An April 2006, a cable from Mulford alleged that when JKLF's Yasin Malik asked people belonging to moderate separatist Bilal Lone's area to refuse government compensation (paid for every innocent killing), the latter told US officials that "Yasin should give up 'a month of his Pakistani salary' to compensate families of boys killed". The cable was based on the US officials' visit to Srinagar between April 3 and 5. In the same cable Mulford quotes PDP leader Mehbooba Mufti accusing New Delhi of reverting "to its customary bad old ways" before the April 24, 2006, by-elections. The Intelligence Bureau, the cable quotes Ms Mufti alleging, had given Sajjad (Gani Lone) a crore of rupees to support an independent candidate secretly affiliated to him. Arecurring theme, Mulford informs his bosses in Washington, "throughout all of our interactions with Kashmiris" is "how Indian and Pakistani money has made all Kashmiri political actors dependent on handouts." He alleged: "Omar and Farooq Abdullah, descendants of the Sheikh who first figured out Delhi's money game, live in fabulous houses in Srinagar and Delhi, wear matching Panerai watches, serve Blue Label to guests and travel all over the world first class courtesy the Indian government." The ambassador, who served in India for little over five years, was pained to see the lack of development work. "The state administration gets rivers of money for development but the streets in J&K are appalling, even by Indian standards." The cable quoted two leaders who admitting that there was money. "Sajjad lamented that the conflict remained lucrative to many, and he is right," the cable reads. "CPM legislator Yusuf Tarighami also told us too many people have a stake in the conflict's perpetuation." LION OF NAIROBI

The Lion of Nairobi - proud to be a Sikh. The man who saved 40 lives talks to Zee Media in Nairobi He saved 40 lives in the Nairobi mall. When you give him the credit he cutely smiles and points his finger upwards saying it is Him who did it, not him. He tries to give credit to others but the survivors, 40 of them, say – if he had not been there, perhaps Al Shabaab militants would have butchered them as well. 37 year old Satpal Singh is a Sikh - a Kenyan of Indian origin. He shared his experience with Zee Media. No amount of words can describe his humility, bravery beyond ordinary, a shining example of unflinching faith in the face of cowardly butchery by the terrorists As booby traps, bombs and blood are cleaned from the Westgate Mall here in Nairobi, Satpal Singh narrates to Zee Media the ordeal of more than 1000 people who were trapped inside the mall on the fateful four days. Normal human reaction would have been to escape as grenades exploded and men, women and children fell to sprays of bullets. But Satpal tells Zee Media he never thought about running because Sikh religion does not teach you to run. I hold an incredulous expression; I cannot believe my ears as he says even his first reaction was not to run. So, Sikh teachings overcame the primeval survivor instinct to flee even in the face of danger? Intellectualise if you will, is his reply in a few words, but for him it is like this. “He will take care of me. He does his work, I do mine. It is His job to save me, then why should I be worried.”He was face to face with a terrorist who shot twice at him but Satpal cheated death, the bullets barely missed himI met many survivors - many refused to talk on camera; we understood it was a trauma they would rather avoid. What does Satpal feel when he looks back at the terrorist attack that claimed 67 lives? "I feel I could have done more," he says. So, is there no feeling of accomplishment? "No, we could have saved so many more lives and anyways there was an ex-British officer who was there. He said - you are a Sikh, a warrior, let`s join forces and get people out. We did what we could but still many lives were lost!" No hatred for terrorists. No big words. No ego. There is so much to learn from Satpal Singh. I have interviewed many people as we journalists do, but I have never felt so small, so inferior as a man as I did standing and clicking a photo with Satpal. And Satpal thanks - you have given many of us journalists and Indians and Kenyans a reason to believe that faith can indeed move mountains. ARMY WON BATTLE OF SAMBA -JAMMU TERROR ATTACK

Battle of Samba: How army subdued fidayeens Jammu, Sep 27 (IANS) An injured army colonel took on the terrorists, soldiers locked up families before airdropped commandos engaged them in a bitter gunfight to the end, taking care to ensure that the battle did not spill over into the nearby school. These are some of the dramatic details of the nine-hour operation in an Indian Army camp during a fidayeen raid in Samba in Jammu region Thursday. Eye-witnesses said the terrorists sneaked into 16 Cavalry regiment around 7.30 a.m. "They had a verbal altercation with the guard at the gate who obviously thought all the terrorists were army jawans since they wore army uniforms and were clean shaven. After the guard refused to allow them entry they shot the guard from close range, but this gunshot was not heard by others inside the camp. "The three terrorists entered the camp, passed the offices of the cavalry's colonel, adjutant and subedar major and started moving towards the officers' mess situated some distance from the offices." Lt. Col. Bikramjeet Singh was "moving in the lawn outside the mess when he saw the three terrorists in army uniforms approach him. Before he could ascertain their identity, they shot him from close range and the officer died on the spot". Mess keeper Kiran Kumar Reddy had gone inside the mess to get some breakfast for the officer. "When he came out and saw that the officer had been shot, he tried to withdraw back into the mess building, but the terrorists shot him. Despite being critically shot, Reddy crawled to alert Colonel Avin Adhiya who was also outside the mess building when the first two firing incidents occurred," the eye-witness recounted. On seeing Reddy crawl towards him, "Colonel Adhiya took out his weapon and started engaging the terrorists. But...he was shot in the shoulder by the terrorists. He fired at the terrorists and at the same time ensured that a tank inside the camp was driven to safety". By this time, troopers inside the camp knew it was a fidayeen strike. "They took all the families including women and children of the officers to the second floor of the mess. Locked them inside and placed some furniture and other obstructions to ensure that the terrorists were prevented from taking the families as hostages." The eye-witness went on to say the terrorists were engaged in a firefight by the soldiers and the terrorists took position in a `nallah' (a dry stream) inside the camp from where they kept on returning fire. Since 16 cavalry armoured unit comes under 9 corps headquarters of the Western Command, the troopers alerted their chain of command about the terror strike. Defence sources told IANS the Western Command authorities immediately got in touch with the Northern Command headquarters in Udhampur town of Jammu region. Authorities moved commandos of 9 Para regiment in helicopters to the shootout site. The Para commandos first carried out an aerial reconnaissance of the camp before landing there to neutralize the three terrorists. "The Para commandos had identified the exact spot during the aerial recce from where the terrorists were returning the army fire. After landing, the commandos started engaging the terrorists in a direct gunfight, but in order to give them an impression that their exact spot of hiding had still not been identified, an abandoned building inside the camp was blasted. "This made the terrorists complacent that their hiding spot had not been yet been pin-pointed. They kept on intermittently returning the army fire till all three of them were eliminated," said defence sources. The entire operation from the moment the terrorists entered the camp and till they were gunned down took nearly nine hours to complete. "The main worry of the soldiers tasked to eliminate the terrorists was the Army Public School situated some distance from the place where the terrorists had been engaged in a sustained firefight. "We were worried about the possibility the terrorists moving into the school and taking children and staff as hostage. http://www.marathisrushti.com/articles/index.php?lang=marathi&article=32104 http://www.marathisrushti.com/articles/index.php?lang=marathi&article=32104 देशाची सुरक्षा दोन प्रकारची असू शकते.बाह्य सुरक्षा म्हणजे सिमेवरची सुरक्षा आणि अंतर्गत सुरक्षा म्हणजे देशाच्या आतील सुरक्षा.बाह्य सुरक्षेमध्ये चीन, पाकिस्तान पासून असलेला धोका महत्वाचा आहे. सविस्तर भाष्य दृक-श्राव्य (ऑडिओ - व्हिज्युअल्स) माध्यमातून पहाण्यासाठी खाली क्लिक करा पारंपारिक युद्ध (कन्वेनशनल वॉर) अशा प्रकारचे युद्ध भारताचे पाकिस्तान व चीनशी- १९४७, १९६२, १९६५, १९७१, १९९९ कारगिल मध्ये झाले. चीनशी अशा प्रकारचे पुढचे युद्ध केव्हा होईल? तंज्ञांच्या मते हे पुढील १०-१५ वर्षांत अपेक्षित आहे. लष्कराच्या शस्त्रांचे आधुनिकीकरण आणि दारुगोळ्याची त्रुटी भरून काढण्याकरिता १५० बिलीयन डॉलर्सचा खर्च येऊ शकतो. या सर्वांचे व्यवस्थित नियोजन केल्यास ही त्रुटी पुढच्या १०-१५ वर्षांमध्ये पूर्ण भरून निघू शकते. भारत आणि चीन यांच्यात ३ पातळींवर युद्ध भारत व पाकिस्तान आणि चीन, यांच्यात ३ पातळींवर युद्ध होऊ शकते. पहिली पातळी म्हणजे घुसखोरी करून आतंक पसरवण्याचे युद्ध अशा अनेक प्रकारच्या बंडखोरांना चीन ईशान्य भारतात प्रोत्साहन देत आहे. काश्मीरमध्ये पाकिस्तानच्या मदतीने घुसखोरी करून आतंकवाद पसरवला जात आहे. ४० टक्के भारतात पसरवलेल्या नक्षलवाद्यांना चीन आर्थिक व शस्त्रे देणे याची मदत करीत आहे. अशा प्रकारचे युद्ध जिंकण्याकरिता वेगळ्या प्रकारची शस्त्रे, वैज्ञानिक तंत्रज्ञान व लष्करी डावपेचांची गरज आहे. अशा प्रकारचे युद्ध आपल्या देशाच्या एकात्मतेला धोकादायक आहे आणि शस्त्रे, तंत्रज्ञान वापरून हे युद्ध शक्य तितक्या लवकर जिंकायला हवे. अंतर्गत सुरक्षा १) ४० टक्के भारतात पसरवलेला नक्षलवाद २) ईशान्य भारतात बंगलादेशची घुसखोरी ३) काश्मीरमध्ये छुपे युध्द ४) बाकी देशात पसरलेला दहशतवाद भारत आणि चीन अणुयुद्ध भारताचे, चीन किंवा पाकिस्त नशी अणुयुद्ध होईल का? याचा अंदाज कुठल्याही तज्ञांना लावणे सोपे नाही. १९४५ नंतर अणूबॉम्बचा वापर कोठेच झाला नाही, तरीपण पाकिस्तान व चीनकडून वेळोवळी मिळणार्‍या धमक्यांपासून रक्षण करण्याकरता अणुयुद्धाची तयारी करणे गरजेचे आहे. अणुयुद्ध करण्याकरिता अणूबॉम्ब व तो टाकण्याकरता वाहने ही दोन्ही गरजेचे आहेत. उत्तम सीमा व्यवस्थापन गरजेचे सात देशांना लागून असलेली भारताची भूसीमा १५ हजार कि.मी. लांबीची आहे. (बांगलादेशला लागून- ४३५१ कि.मी., भूतानला लागून- ७०० कि.मी., चीनला लागून- ३४३९ कि.मी., म्यानमार- १६४३ कि.मी., नेपाळ- १७५१ कि.मी., पाकिस्तान- ३२४४ कि.मी.) शेजारी राष्ट्रांशी संबंध फारसे सलोख्याचे नसल्यामुळे भारताच्या अंतर्गत सुरक्षेसमोरील आव्हानाचा सीमा व्यवस्थापनाशी संबंध जोडला गेला आहे. जगातील सर्वात दुर्गम अशा भागांतील सीमेबाबत भारताचे चीन व पाकिस्तानशी असलेले वाद व अन्य सीमाप्रश्नांचे गांभीर्य लक्षात घेता सीमा व्यवस्थापन हे अतिशय कार्यक्षम व प्रभावी असणे गरजेचे झाले आहे. सशस्त्र दहशतवाद्यांची घुसखोरी व शस्त्रांची तस्करी, ‘नॉन-स्टेट अॅक्टचा झालेला उदय, नार्कोटिकल व शस्त्रांच्या तस्करांचे असलेले लागेबांधे, घुसखोर, डाव्या विचारसरणीच्या संघटनांचा वाढणारा दहशतवाद, फुटीरतावादी चळवळींना मदत पुरविणारे व पोसणारी बाह्य़केंद्री सत्तावर्तुळे, सीमेलगत मदरशांची वाढणारी संख्या यामुळे सीमा व्यवस्थापनासमोर अनेक आव्हाने उभी ठाकली आहेत. त्यामुळे सीमा संरक्षणाचा प्रश्न गंभीर स्वरूप धारण करू शकतो. अमली पदार्थांची तस्करी व भरपूर पैसा हाती असलेले दहशतवादी यांनी निम्नस्तरातील राजकीय नेते, पोलीस, स्थानिक लोकांशी सूत जुळवलेले असते. चीनला लागून असलेल्या प्रत्यक्ष नियंत्रण रेषेचे व्यवस्थापन सीमा व्यवस्थापनामध्ये असलेला सुसूत्रतेचा अभाव याचे उत्तम उदाहरण म्हणजे भारत व चीन यांच्या दरम्यानच्या प्रत्यक्ष नियंत्रण रेषेसंदर्भात असलेले वाद. लडाख, हिमाचल प्रदेश, उत्तराखंड या राज्यांना लागून असलेल्या प्रत्यक्ष नियंत्रण रेषेवर आयटीबिपी, ‘स्पेशल फ्रंटियर फोर्स’ च्या विकास बटालियन तैनात करण्यात आल्या असून त्या केंद्रीय सचिवालयाला अहवाल पाठवितात, इंडो-तिबेटियन बॉर्डर पोलीस दल ते केंद्रीय गृहमंत्रालयाच्या अखत्यारीत येते. सीमेवर तैनात ‘स्पेशल फ्रंटियर फोर्स’ च्या विकास बटालियन,इंडो-तिबेटियन बॉर्डर पोलीस दल, आसाम रायफल्स सैन्याच्या नियंत्रणाखाली आल्या तरच सीमा व्यवस्थापन ठिक होईल. सीमा व्यवस्थापन विकास कार्यक्रमाची व्याप्ती सीमांचे रक्षण करणार्‍या दलाच्या कार्यक्षमतेसह वाढविण्याची आवश्यकता आहे. सीमा व तिला लागून असलेला भूप्रदेश यांच्यातील सलगता व संपर्कात वाढ व्हायला हवी. या सीमेवरील इंटिग्रेटेड चेक पॉइंटची उभारणी, त्यांचे व्यवस्थापन व निगराणीची व्यवस्था यांची शक्यतो लवकर अंमलबजावणी व्हायला हवी. सीमारक्षणासाठीचे उत्तम व्यवस्थापन या गोष्टीला आता व भविष्यात नेहमीच प्राधान्य मिळायला हवे. १९६२ चे चीनी आक्रमण - अपयश आपल्या सेनेचे नाही तर नेत्यांचे? १९६२ मध्ये चीनने भारतावर आक्रमण करून आपला बराच मोठा भूप्रदेश गिळंकृत केला. त्यातून आपण काही धडा शिकलो का? २१ नोव्हेंबर २०१२ ला चीन-भारत युद्धाला ५० वर्षं पूर्ण झाली. ६२ च्या युद्धानंतर चीनने थेट जरी आपली कुरापत काढली नसली तरी अरुणाचल प्रदेशावर अद्यापि चीन दावा करीत आहे. चीनकडून प्रतिस्पर्धी म्हणून आपल्याला सर्वाधिक धोका संभवतो.भारताभोवती 'ड्रॅगन'चा विळखा आणखी आवळत चालला आहे.पंतप्रधान डॉ. मनमोहनसिंग यांनी नुकतेच 'चीन भारतावर आक्रमण करणार नाही,' असे विधान केले. भारतीय इंटेलिजन्स संस्थांचे संपूर्ण अपयश हे पराभवाचे एक कारण होते. पण सर्वांत अधिक दोष जातो तो भारतीय नेतृत्वाला- राजकीय आणि सैनिकी. नेहरूंची राजनीती तोकडी पडली. चीनवर ठेवलेला भाबडा विश्वास प्रामुख्याने अपयशाचे कारण ठरला. कृष्णमेनन याची अहंमन्यता, आढ्यता आणि आत्मविश्वासाचा अतिरेक विवेकबुद्धीला घातक ठरली. पण त्याबरोबरच स्थलसेनेचे नेतृत्व आव्हान पेलण्यात असमर्थ ठरले. दुबळी पडली ती "जनरलशिप'. "युद्ध हे सेनापतीच्या मनात लढले जाते. तिथेच जय-पराजयाचा निर्णय होतो'! जनर्रल थापर, कौल, पठानिया, प्रसाद वगैरे सगळेच कमी पडले. जिगरीने लढला तो मात्र भारताचा जवान आणी ब्रिगेडियर रैना,मेजर शैतानसिंग आणी मेजर धनसिन्ह थापा सारखे अनेक अधिकारी. १९६२मध्ये आपल्या सेनेला मुक्तपणे लढायची संधी मिळालीच नाही. १९६२ च्या युद्धानंतर यशवंतराव चव्हाण संरक्षणमंत्री झाल्यावर आपल्या सैन्याचे आधुनिकीकरण व्हायला सुरुवात झाली. या आधुनिकीकरणाचे फायदे आपल्याला १९६५, १९७१ मध्ये मिळाले. हे अपयश आपल्या सेनेचे नाही तर नेत्यांचे आहे. स्वामी विवेकानंद,योगी अरविंद घोष ,सरदार पटेल डॉ. आंबेडकर ,जॉर्ज फर्नांडिस यांनी दिला होता चीन पासुन सावधानतेचा इशारा भारताभोवती 'ड्रॅगन'चा विळखा आणखी आवळत चालला आहे. भारताच्या शेजारी देशांशी करार करून त्यांना आपल्या कह्यात घेण्याचे चीनचे धोरण नवे नाही. पाकिस्तानातील ग्वादार बंदराचा विकास, श्रीलंकेतील हंबनटोटा बंदर, बांगलादेशातील चितगाव बंदर, म्यानमारमधील क्याकफ्यू बंदराच्या विकासाचे कंत्राट चीनने मिळवले आहे.'मालदीवमध्ये चीन पाणबुड्यांचाही एक तळ तयार करू पाहतोय. चीनच्या 'स्ट्रिंग ऑफ पर्ल्स' या धोरणाचा हा भाग आहे. नकाशात पाहिल्यास, भारतीय द्वीपकल्पाभोवती ही 'मोत्याची माळ' चीन ओसळतोय, हे दिसून येतं. चीनच्या 'स्ट्रिंग ऑफ पर्ल्स' या धोरणाला वेळीच प्रत्युत्तर द्यायची गरज चीनला रोखण्याचा एक मार्ग : जपान भारत सामरिक भागीदारी, चीनला रोखण्याचा दुसरा मार्ग : व्हिएतनाम , चीनला रोखण्याचा तिसरा मार्ग आहे तैवान. एकाच वेळी चीन, पाकिस्तान आणि माओवाद्यांशी युद्ध चीन आणि पाकिस्तानशी युद्ध करण्याकरिता आपल्या देशाला आपले लष्करी सामर्थ्य वाढवणे जरुरी आहे. पण गेली १० वर्षे सैन्याचे आधुनिकीकरण पूर्णपणे थांबले आहे. आपण लष्करी तयारीत चीनच्या मागे आहोतच. आता पाकिस्तानच्या पण मागे आहोत. पाकिस्तान हाही छुपे युद्ध खेळत असल्याने चीनच्या आगळीकीला उत्तर देण्यासाठी काश्मीर भागातील सैन्य ऐनवेळी स्थलांतरित करण्याचा विचार व्यवहार्य होऊ शकत नाही. आणीबाणीचा प्रसंग उद्भवल्यास चीन व पाकिस्तान यांच्याशी एकाचवेळी लढण्याची तयारी बाळगणे आवश्यक आहे. चीनच्या मेड इन चायना वस्तूंनी भारतात जम बसवला आहे. त्यांनी आतापर्यंत देशी बाजारपेठेतील २० टक्के वाटा पटकावला आहे. किंमती कमी असल्याने भारतीय विक्रते व ग्राहकांचीही चिनी वस्तूंना पसंती लाभत आहे. भारतीय बाजारपेठेत खेळणी,मोबाईल, इलेक्ट्रॉनिक वस्तुंपासून देवांच्या तसबीरी ते पुजेच्या साहित्यापर्यंत चीनची घुसखोरी आहे. चीनी बोन्सायनेही आपल्या बाजारपेठेत वर्चस्व प्रस्थापित केले आहे. भारताकडून डॉलरची मागणी वाढत आहे, याचे कारण वस्तूंची आयात वाढत आहे. त्या तुलनेत भारतातून होणारी निर्यात कमी होत आहे. भारताने अशा परिस्थितीत आयातीचे प्रमाण कमी करावे. भारतात होणारा अवैध आयात व्यापार हा कडक निर्बंधांखाली आणला पाहिजे. अवैध व्यापारासाठी भारताच्या सीमा बंद कराव्या लागतील. मात्र, त्यासाठी राष्ट्रीय कल्याणाची दर्दम्य इच्छा आणि राजकीय इच्छाशक्ती असली पाहिजे. चीनी वस्तूंवर बहिष्कार टाकला पाहिजे. सरकारने काही कृती नाही केली तरी चीनच्या वस्तूंवर बहिष्कार टाकून नागरिकांनी याची सुरुवात करावी. स्वदेशीचा पुरस्कार ही आता काळाची गरज बनते आहे. चीनचा सुमार असलेला माल अमेरिका आणि युरोपीय समुदायातील देशांनी अनेकदा नाकारला आहे. भारताने असे कधी केले आहे काय? चीनशी कसे वागावे ? चीन भारताशी केव्हा युद्ध करेल हे सांगता येत नाही.लष्कर सामर्थ्याचा वापर एक पर्याय आहे. सैन्य सामर्थ्य, रस्ते, रेल्वे, विमानतळे बनवायला फार वेळ लागतो.सैन्याचे आधुनिकीकरण करून निर्माण होणार्‍या परिस्थितीचा सामना करण्यासाठी सज्ज ठेवायला हवे. राष्ट्राने आपल्या सुरक्षिततेबद्दल निश्चत असावे. आपले सेनादल चीनशी युद्ध करण्यास संपूर्णत: निपुण आणि समर्थ आहे. प्रश्न आहे तो केवळ राजकीय नेत्यांच्या इच्छा शक्तीचा? जर तुम्हाला युद्ध टाळायचं असेल तर युद्धाकरता सक्षम व सज्ज राहा.शस्त्रे तयार करणे ही एक तयारी झाली. पण शस्त्रे वापरण्याची हिम्मत दाखवण्याकरता राष्ट्रीय नेतृत्वाला मनाची तयारी करावी लागेल. श्रीमती इंदिरा गांधीनंतर असे नेतृत्व राष्ट्रीय पातळीवर दिसत नाही. अशा नेतृत्वाची तयारी करण्याकरिता त्यांना देशाचे संरक्षण कसे करावे? याचा अभ्यास करावा लागेल. आपले राजकीय नेतृत्व याकरिता तयार आहे का?

http://www.marathisrushti.com/articles/index.php?lang=marathi&article=32104 पारंपारिक युद्ध (कन्वेनशनल वॉर) अशा प्रकारचे युद्ध भारताचे पाकिस्तान व चीनशी- १९४७, १९६२, १९६५, १९७१, १९९९ कारगिल मध्ये झाले. चीनशी अशा प्रकारचे पुढचे युद्ध केव्हा होईल? तंज्ञांच्या मते हे पुढील १०-१५ वर्षांत अपेक्षित आहे. लष्कराच्या शस्त्रांचे आधुनिकीकरण आणि दारुगोळ्याची त्रुटी भरून काढण्याकरिता १५० बिलीयन डॉलर्सचा खर्च येऊ शकतो. या सर्वांचे व्यवस्थित नियोजन केल्यास ही त्रुटी पुढच्या १०-१५ वर्षांमध्ये पूर्ण भरून निघू शकते. भारत आणि चीन यांच्यात ३ पातळींवर युद्ध भारत व पाकिस्तान आणि चीन, यांच्यात ३ पातळींवर युद्ध होऊ शकते. पहिली पातळी म्हणजे घुसखोरी करून आतंक पसरवण्याचे युद्ध अशा अनेक प्रकारच्या बंडखोरांना चीन ईशान्य भारतात प्रोत्साहन देत आहे. काश्मीरमध्ये पाकिस्तानच्या मदतीने घुसखोरी करून आतंकवाद पसरवला जात आहे. ४० टक्के भारतात पसरवलेल्या नक्षलवाद्यांना चीन आर्थिक व शस्त्रे देणे याची मदत करीत आहे. अशा प्रकारचे युद्ध जिंकण्याकरिता वेगळ्या प्रकारची शस्त्रे, वैज्ञानिक तंत्रज्ञान व लष्करी डावपेचांची गरज आहे. अशा प्रकारचे युद्ध आपल्या देशाच्या एकात्मतेला धोकादायक आहे आणि शस्त्रे, तंत्रज्ञान वापरून हे युद्ध शक्य तितक्या लवकर जिंकायला हवे. अंतर्गत सुरक्षा १) ४० टक्के भारतात पसरवलेला नक्षलवाद २) ईशान्य भारतात बंगलादेशची घुसखोरी ३) काश्मीरमध्ये छुपे युध्द ४) बाकी देशात पसरलेला दहशतवाद भारत आणि चीन अणुयुद्ध भारताचे, चीन किंवा पाकिस्त नशी अणुयुद्ध होईल का? याचा अंदाज कुठल्याही तज्ञांना लावणे सोपे नाही. १९४५ नंतर अणूबॉम्बचा वापर कोठेच झाला नाही, तरीपण पाकिस्तान व चीनकडून वेळोवळी मिळणार्‍या धमक्यांपासून रक्षण करण्याकरता अणुयुद्धाची तयारी करणे गरजेचे आहे. अणुयुद्ध करण्याकरिता अणूबॉम्ब व तो टाकण्याकरता वाहने ही दोन्ही गरजेचे आहेत. उत्तम सीमा व्यवस्थापन गरजेचे सात देशांना लागून असलेली भारताची भूसीमा १५ हजार कि.मी. लांबीची आहे. (बांगलादेशला लागून- ४३५१ कि.मी., भूतानला लागून- ७०० कि.मी., चीनला लागून- ३४३९ कि.मी., म्यानमार- १६४३ कि.मी., नेपाळ- १७५१ कि.मी., पाकिस्तान- ३२४४ कि.मी.) शेजारी राष्ट्रांशी संबंध फारसे सलोख्याचे नसल्यामुळे भारताच्या अंतर्गत सुरक्षेसमोरील आव्हानाचा सीमा व्यवस्थापनाशी संबंध जोडला गेला आहे. जगातील सर्वात दुर्गम अशा भागांतील सीमेबाबत भारताचे चीन व पाकिस्तानशी असलेले वाद व अन्य सीमाप्रश्नांचे गांभीर्य लक्षात घेता सीमा व्यवस्थापन हे अतिशय कार्यक्षम व प्रभावी असणे गरजेचे झाले आहे. सशस्त्र दहशतवाद्यांची घुसखोरी व शस्त्रांची तस्करी, ‘नॉन-स्टेट अॅक्टचा झालेला उदय, नार्कोटिकल व शस्त्रांच्या तस्करांचे असलेले लागेबांधे, घुसखोर, डाव्या विचारसरणीच्या संघटनांचा वाढणारा दहशतवाद, फुटीरतावादी चळवळींना मदत पुरविणारे व पोसणारी बाह्य़केंद्री सत्तावर्तुळे, सीमेलगत मदरशांची वाढणारी संख्या यामुळे सीमा व्यवस्थापनासमोर अनेक आव्हाने उभी ठाकली आहेत. त्यामुळे सीमा संरक्षणाचा प्रश्न गंभीर स्वरूप धारण करू शकतो. अमली पदार्थांची तस्करी व भरपूर पैसा हाती असलेले दहशतवादी यांनी निम्नस्तरातील राजकीय नेते, पोलीस, स्थानिक लोकांशी सूत जुळवलेले असते. चीनला लागून असलेल्या प्रत्यक्ष नियंत्रण रेषेचे व्यवस्थापन सीमा व्यवस्थापनामध्ये असलेला सुसूत्रतेचा अभाव याचे उत्तम उदाहरण म्हणजे भारत व चीन यांच्या दरम्यानच्या प्रत्यक्ष नियंत्रण रेषेसंदर्भात असलेले वाद. लडाख, हिमाचल प्रदेश, उत्तराखंड या राज्यांना लागून असलेल्या प्रत्यक्ष नियंत्रण रेषेवर आयटीबिपी, ‘स्पेशल फ्रंटियर फोर्स’ च्या विकास बटालियन तैनात करण्यात आल्या असून त्या केंद्रीय सचिवालयाला अहवाल पाठवितात, इंडो-तिबेटियन बॉर्डर पोलीस दल ते केंद्रीय गृहमंत्रालयाच्या अखत्यारीत येते. सीमेवर तैनात ‘स्पेशल फ्रंटियर फोर्स’ च्या विकास बटालियन,इंडो-तिबेटियन बॉर्डर पोलीस दल, आसाम रायफल्स सैन्याच्या नियंत्रणाखाली आल्या तरच सीमा व्यवस्थापन ठिक होईल. सीमा व्यवस्थापन विकास कार्यक्रमाची व्याप्ती सीमांचे रक्षण करणार्‍या दलाच्या कार्यक्षमतेसह वाढविण्याची आवश्यकता आहे. सीमा व तिला लागून असलेला भूप्रदेश यांच्यातील सलगता व संपर्कात वाढ व्हायला हवी. या सीमेवरील इंटिग्रेटेड चेक पॉइंटची उभारणी, त्यांचे व्यवस्थापन व निगराणीची व्यवस्था यांची शक्यतो लवकर अंमलबजावणी व्हायला हवी. सीमारक्षणासाठीचे उत्तम व्यवस्थापन या गोष्टीला आता व भविष्यात नेहमीच प्राधान्य मिळायला हवे. १९६२ चे चीनी आक्रमण - अपयश आपल्या सेनेचे नाही तर नेत्यांचे? १९६२ मध्ये चीनने भारतावर आक्रमण करून आपला बराच मोठा भूप्रदेश गिळंकृत केला. त्यातून आपण काही धडा शिकलो का? २१ नोव्हेंबर २०१२ ला चीन-भारत युद्धाला ५० वर्षं पूर्ण झाली. ६२ च्या युद्धानंतर चीनने थेट जरी आपली कुरापत काढली नसली तरी अरुणाचल प्रदेशावर अद्यापि चीन दावा करीत आहे. चीनकडून प्रतिस्पर्धी म्हणून आपल्याला सर्वाधिक धोका संभवतो.भारताभोवती 'ड्रॅगन'चा विळखा आणखी आवळत चालला आहे.पंतप्रधान डॉ. मनमोहनसिंग यांनी नुकतेच 'चीन भारतावर आक्रमण करणार नाही,' असे विधान केले. भारतीय इंटेलिजन्स संस्थांचे संपूर्ण अपयश हे पराभवाचे एक कारण होते. पण सर्वांत अधिक दोष जातो तो भारतीय नेतृत्वाला- राजकीय आणि सैनिकी. नेहरूंची राजनीती तोकडी पडली. चीनवर ठेवलेला भाबडा विश्वास प्रामुख्याने अपयशाचे कारण ठरला. कृष्णमेनन याची अहंमन्यता, आढ्यता आणि आत्मविश्वासाचा अतिरेक विवेकबुद्धीला घातक ठरली. पण त्याबरोबरच स्थलसेनेचे नेतृत्व आव्हान पेलण्यात असमर्थ ठरले. दुबळी पडली ती "जनरलशिप'. "युद्ध हे सेनापतीच्या मनात लढले जाते. तिथेच जय-पराजयाचा निर्णय होतो'! जनर्रल थापर, कौल, पठानिया, प्रसाद वगैरे सगळेच कमी पडले. जिगरीने लढला तो मात्र भारताचा जवान आणी ब्रिगेडियर रैना,मेजर शैतानसिंग आणी मेजर धनसिन्ह थापा सारखे अनेक अधिकारी. १९६२मध्ये आपल्या सेनेला मुक्तपणे लढायची संधी मिळालीच नाही. १९६२ च्या युद्धानंतर यशवंतराव चव्हाण संरक्षणमंत्री झाल्यावर आपल्या सैन्याचे आधुनिकीकरण व्हायला सुरुवात झाली. या आधुनिकीकरणाचे फायदे आपल्याला १९६५, १९७१ मध्ये मिळाले. हे अपयश आपल्या सेनेचे नाही तर नेत्यांचे आहे. स्वामी विवेकानंद,योगी अरविंद घोष ,सरदार पटेल डॉ. आंबेडकर ,जॉर्ज फर्नांडिस यांनी दिला होता चीन पासुन सावधानतेचा इशारा भारताभोवती 'ड्रॅगन'चा विळखा आणखी आवळत चालला आहे. भारताच्या शेजारी देशांशी करार करून त्यांना आपल्या कह्यात घेण्याचे चीनचे धोरण नवे नाही. पाकिस्तानातील ग्वादार बंदराचा विकास, श्रीलंकेतील हंबनटोटा बंदर, बांगलादेशातील चितगाव बंदर, म्यानमारमधील क्याकफ्यू बंदराच्या विकासाचे कंत्राट चीनने मिळवले आहे.'मालदीवमध्ये चीन पाणबुड्यांचाही एक तळ तयार करू पाहतोय. चीनच्या 'स्ट्रिंग ऑफ पर्ल्स' या धोरणाचा हा भाग आहे. नकाशात पाहिल्यास, भारतीय द्वीपकल्पाभोवती ही 'मोत्याची माळ' चीन ओसळतोय, हे दिसून येतं. चीनच्या 'स्ट्रिंग ऑफ पर्ल्स' या धोरणाला वेळीच प्रत्युत्तर द्यायची गरज चीनला रोखण्याचा एक मार्ग : जपान भारत सामरिक भागीदारी, चीनला रोखण्याचा दुसरा मार्ग : व्हिएतनाम , चीनला रोखण्याचा तिसरा मार्ग आहे तैवान. एकाच वेळी चीन, पाकिस्तान आणि माओवाद्यांशी युद्ध चीन आणि पाकिस्तानशी युद्ध करण्याकरिता आपल्या देशाला आपले लष्करी सामर्थ्य वाढवणे जरुरी आहे. पण गेली १० वर्षे सैन्याचे आधुनिकीकरण पूर्णपणे थांबले आहे. आपण लष्करी तयारीत चीनच्या मागे आहोतच. आता पाकिस्तानच्या पण मागे आहोत. पाकिस्तान हाही छुपे युद्ध खेळत असल्याने चीनच्या आगळीकीला उत्तर देण्यासाठी काश्मीर भागातील सैन्य ऐनवेळी स्थलांतरित करण्याचा विचार व्यवहार्य होऊ शकत नाही. आणीबाणीचा प्रसंग उद्भवल्यास चीन व पाकिस्तान यांच्याशी एकाचवेळी लढण्याची तयारी बाळगणे आवश्यक आहे. चीनच्या मेड इन चायना वस्तूंनी भारतात जम बसवला आहे. त्यांनी आतापर्यंत देशी बाजारपेठेतील २० टक्के वाटा पटकावला आहे. किंमती कमी असल्याने भारतीय विक्रते व ग्राहकांचीही चिनी वस्तूंना पसंती लाभत आहे. भारतीय बाजारपेठेत खेळणी,मोबाईल, इलेक्ट्रॉनिक वस्तुंपासून देवांच्या तसबीरी ते पुजेच्या साहित्यापर्यंत चीनची घुसखोरी आहे. चीनी बोन्सायनेही आपल्या बाजारपेठेत वर्चस्व प्रस्थापित केले आहे. भारताकडून डॉलरची मागणी वाढत आहे, याचे कारण वस्तूंची आयात वाढत आहे. त्या तुलनेत भारतातून होणारी निर्यात कमी होत आहे. भारताने अशा परिस्थितीत आयातीचे प्रमाण कमी करावे. भारतात होणारा अवैध आयात व्यापार हा कडक निर्बंधांखाली आणला पाहिजे. अवैध व्यापारासाठी भारताच्या सीमा बंद कराव्या लागतील. मात्र, त्यासाठी राष्ट्रीय कल्याणाची दर्दम्य इच्छा आणि राजकीय इच्छाशक्ती असली पाहिजे. चीनी वस्तूंवर बहिष्कार टाकला पाहिजे. सरकारने काही कृती नाही केली तरी चीनच्या वस्तूंवर बहिष्कार टाकून नागरिकांनी याची सुरुवात करावी. स्वदेशीचा पुरस्कार ही आता काळाची गरज बनते आहे. चीनचा सुमार असलेला माल अमेरिका आणि युरोपीय समुदायातील देशांनी अनेकदा नाकारला आहे. भारताने असे कधी केले आहे काय? चीनशी कसे वागावे ? चीन भारताशी केव्हा युद्ध करेल हे सांगता येत नाही.लष्कर सामर्थ्याचा वापर एक पर्याय आहे. सैन्य सामर्थ्य, रस्ते, रेल्वे, विमानतळे बनवायला फार वेळ लागतो.सैन्याचे आधुनिकीकरण करून निर्माण होणार्‍या परिस्थितीचा सामना करण्यासाठी सज्ज ठेवायला हवे. राष्ट्राने आपल्या सुरक्षिततेबद्दल निश्चत असावे. आपले सेनादल चीनशी युद्ध करण्यास संपूर्णत: निपुण आणि समर्थ आहे. प्रश्न आहे तो केवळ राजकीय नेत्यांच्या इच्छा शक्तीचा? जर तुम्हाला युद्ध टाळायचं असेल तर युद्धाकरता सक्षम व सज्ज राहा.शस्त्रे तयार करणे ही एक तयारी झाली. पण शस्त्रे वापरण्याची हिम्मत दाखवण्याकरता राष्ट्रीय नेतृत्वाला मनाची तयारी करावी लागेल. श्रीमती इंदिरा गांधीनंतर असे नेतृत्व राष्ट्रीय पातळीवर दिसत नाही. अशा नेतृत्वाची तयारी करण्याकरिता त्यांना देशाचे संरक्षण कसे करावे? याचा अभ्यास करावा लागेल. आपले राजकीय नेतृत्व याकरिता तयार आहे का?

From military coup to toppling J and K government

a view: The number of nails in the coffin of UPA government (if at all there is a goverment !!) is increasing day by day. Baba Ramdev's case is not hidden with a wrong stamping at the Delhi Immigration. We must expect more. UPA is a very fortunate government who will have the pleasure of adding nails to their own coffin.Let us wait and watch, "which UPAs blunder/rival individual/organisation will take the honors of hitting the last nail in UPAs coffin" ??. I am still wondering, the rats ( all UPAs alliances ) have still not taken off from the sinking ship/ghost ship ! I have highlighted portions in below article for my friends in civies. It is well worth bringing out that the State Govt of J & K also combines the J & K State Police in joint operations against terrorists (combined operations as per policy, with police and other Central Armed Police Forces like BSF, CRPF,), there are intelligence set up within such organisations, how come no one smelt the rat------since there was none! Similarly, coup in Delhi, what were UPAs very reliable friends CIA, KGB (others RAW, SSB, IB, etc etc ----there is no external/internal intelligence here) etc doing and not alerting the central government of the coup ? as there was none! Our Services Chief's are no Idi Amin !! they are true stalwarts/heroes of the nation/role models. Do the Services Chief's know less than what the MoD knows?? that they have to snoop!!! is there anything worthwhile that takes place in that ministry for one to snoop! Some news channels must request the interview for public awareness, the RM/DM and top bureaucrats of MoD and just ask them even collectively, to answer what The most Honorable Field Marshal Sam Manekshaw (Bahadur) had said ("-------can distinguish --------a guerrilla from a gorilla, although a great many resemble the latter" (bureaucrats included too!) , this is coming true time and again ----and again ----(attached) PS :. 1. Will the legal luminaries come forward jointly and sue the government and news papers for propagating such dangerous moves creating fear and panic within our citizens ! 2. My civilian friends should know that we have an established system in the Defence Services known as "sitrep" ( situation report---- for actionable events or for information flowing from lower level to higher level in field or peace ) No important orders are passed just verbally, it is recorded in these sitreps. In peace we have "Message Log Book "----during non office working hours, though working goes on 24X7, whereas in Uttarakhand during natural calamities the respected Mr Duggal and the complete office set up of civilian staff incl responsible bureaucrats were having a ball of time on Saturdays (off day) and Sundays (holiday) what a mockery of so called civilian control ????? Nescit Cedere DON'T VOTE FOR THE UPA IN NEXT ELECTIONS. THEY FAILED TO LOOK AFTER INTERESTS OF EX-SERVICEMEN From military coup to toppling J and K government Lt-Gen Harwant Singh ( Retd ) Not long ago a national newspaper, of considerable standing, ‘in headlines’ on its front page had created a stir amongst the public by raising the specter of a military coup, engineered by the then army chief. The provocation was the move of two minor units ( in all 1000 soldiers ) towards Delhi, at a time when army chief’s case concerning his date of birth was being taken up with the supreme court. At any one time there are over thirty thousand troops in Delhi cantonment, so how did another thousand matter! Now the same paper on its front page, notes, ‘Undesirable activities by a rouge intelligence unit of the army’ undertaken by the same army chief (now retired.) NO LESSONS LEARNT The story of coup at Delhi turned out to be hoax: a creation entirely of that paper. Though the paper ended up with an egg on its face, it has learnt no lesson and has now put out another daft story of snooping on ministry of defence (MoD) and toppling a state government, just because the government of that state wants the removal of Armed Forces Special Powers Act, (AFSPA) . The paper may not know that this noise about removal of AFSPA is purely for public consumption. Behind closed doors the state government’s stand is different. Tell that government that the army is being pulled out from internal security duties from the state and you will see the panic in that very government. For the military, counter terrorist operations in J and K, are of no great interest and is the least preferred task. It is there on this job because the state and central police simply cannot measure up to the task. It is alleged that a sum of Rs 1.9 crore was used to destabilize the present state government, but it stops short of telling us the amount required to dislodge the central government! The paper may not know that the government, which would have replaced the present set-up in J and K would be more vocal in removal of AFSPA and is known to be hostile towards the army. EQUIPMENT IN QUESTION The equipment under reference is for intercepting radio communications and was purchased and held by the National Intelligence Agency ( NIA ) which is part of the MoD and not the army. However such equipment is essential for the army deployed on counter terrorist tasks to get to locate, ‘enemy intelligence cells’ and others involved in terrorist activities. Our ammunition dump at Poonch is well tucked behind a high ridge and it is near impossible for the Pak artillery to score a hit, unless someone nearby can correct fire by constantly passing information to Pak guns. During ‘Kirni operation.’ Pak scored a hit on this dump and destroyed part of the ammunition and we had no means to locate the mole who was directing Pak artillery fire. The same was the case at Kargil when Pak hit our ammunition dump and we had no means to locate and hunt out that mole. Army required such an equipment on priority but never got it. To allege that army had deployed some of this equipment to know what was going on in the MoD is absurd. Firstly, this equipment was never with the army and secondly nothing worthwhile takes place in that ministry for one to snoop! ABSURD ALLEGATION Allegation of attempts to alter the line of accession, for the post of the army chief, is equally absurd. No one, other than the government, can do this and it did so on two previous occasions. First in the case of Lt-Gen Prem Bhagat, VC and second in the case of Lt-Gen Sinha, for no valid reason except to have a pliable replacement: against the best interest of the army and the nation. This report on the actions of military intelligence ( albeit NIA ) and VK Singh’s involvement in all this was given to the defence minister sometime in March, 2013 and now towards the end of Sep, 2013 it has been dug out, soon after Gen ( Retd ) VK Singh attended an ex-servicemen rally addressed by Modi. Even the dumb witted can connect the two events. It may be recalled that this very paper had highlighted the leakage of Top–Secret letter written by VK Singh to the PM and pointed the finger of suspicion at VK Singh. Nothing came of the CBI inquiry, because the leakage had allegedly taken place from the office of the cabinet secretary and that a lady officer was involved. There is a perceptible fall of standards of journalism. Remember, the editor of another paper published a series of articles, under his name, on the age row of VK Singh and pray who was the actual author of those articles! The dimensions of the case and sustained witch hunting of an army chief and its possible implication for the army as an institution are of such far reaching consequences, that an enquiry by a sitting judge of the Supreme Court is warranted. उस्मानीचा शोध आता लागलाच तर त्याला दिसताक्षणी गोळ्या घालाव्यात व गोळ्या घालणार्‍या पोलिसांच्या मागे सरकारने ठामपणे उभे राहावे हीच जनतेची इच्छा आहे. पोलिसांना का झोडपता? आता उस्मानीला गोळ्या घाला! गुजरात पोलिसांनी पकडलेला इंडियन मुजाहिद्दीनचा दहशतवादी उस्मानी मुंबई पोलिसांच्या ताब्यातून पळून गेला ही अत्यंत संतापाची आणि गंभीर अशी बाब आहे. पळून गेलेला अफझल उस्मानी हा अहमदाबाद आणि सुरत बॉम्बस्फोटांचा आरोपी होता. उस्मानीच्या पलायनाचा ठपका नेहमीप्रमाणे पोलिसांवर आला आहे व सगळ्यांनी मिळून गृहमंत्री आर.आर. म्हणजे आबा पाटील यांना सुळावर चढवले आहे. उस्मानी कोर्टातून पोलिसांच्या हातावर तुरी देऊन पळून गेला हे खरे, पण त्यासाठी संपूर्ण पोलीस दलाचे वस्त्रहरण धोबीघाटावर करायचे व आपल्याच पोलिसांचे मनोधैर्य खच्ची करण्याचे प्रकार राज्यकर्त्या पक्षांनी तरी करू नयेत. मुख्यमंत्र्यांनी नागपुरात सांगितले की, ‘‘बॉम्बस्फोटांतील आरोपी उस्मानी पळाला तो पोलिसांच्या ढिलाईमुळे.’’असे सांगून मुख्यमंत्र्यांनी गृहखात्यावर ठपका ठेवला, पण फक्त गृहखाते राष्ट्रवादीकडे आहे म्हणून ठपका ठेवून भागणार नाही. राज्याचे मुख्यमंत्री म्हणून आपलीही जबाबदारी तेवढीच आहे. मुख्यमंत्री हे काही फक्त सरकारी विश्रामगृहांवर व विमानतळांवर पोलिसांच्या सलाम्या घेण्यासाठी नाहीत व पोलिसांचे काम फक्त मुख्यमंत्री व त्यांच्या कुटुंबीयांना संरक्षण देण्यापुरतेच नाही. उस्मानी पळाला कारण मुंबई पोलिसांवर कामाचे जबरदस्त ओझे आहे आणि हे ओझे वाहून पोलिसांचे कंबरडे मोडून पडले आहे व मोडक्या कंबरड्याने पोलीस उस्मानीसारख्या अतिरेक्यांना कोर्टाच्या तारखांसाठी घेऊन जात आहेत. शरद पवार यांचे म्हणणे खरे मानले तर मुख्यमंत्री काहीच कामे करीत नाहीत व मंत्रालयात फायली तुंबवून त्यांचा डोंगर केला आहे. निर्णय घेऊन कामे पुढे रेटणे हे मुख्यमंत्र्यांचे काम, पण अशा कामांचा ताण घ्यायला मुख्यमंत्री तयार नाहीत. त्यामुळे पोलिसांचा ताण काय असतो हे त्यांना समजणे कठीण आहे. उस्मानी पळाला तो पोलिसांच्या तणावाचा फायदा घेऊन. मुळात अशा खतरनाक अतिरेक्यांना तळोजा येथून फक्त तारखा घेण्यासाठी मुंबईच्या कोर्टात वारंवार आणणे आवश्यक आहे काय? अशा दहशतवाद्यांचा खटला व रिमांडची प्रकरणे ‘व्हिडीओ’ कॉन्फरन्सिंगद्वारेच चालवायला हवीत हे अनेकदा ठरवूनही त्याची अंमलबजावणी होऊ शकली नाही. तसे झाले असते तर हा उस्मानी असा पळून गेला नसता. पोलिसांवर कामाचा ताण आहे व मुंबईवर इतके भयंकर हल्ले होऊनही पोलीस यंत्रणेचे आधुनिकीकरण होऊ शकले नाही. दहशतवाद्यांच्या ‘एस्कॉर्ट’मध्ये असलेल्या दहा पोलिसांपैकी फक्त दोन पोलिसांकडे शस्त्रे असतात. बाकीचे सारे हरीगोपाळच म्हणावे लागेल. गृहमंत्र्यांची ढिलाई मुख्यमंत्र्यांना खटकत असेल तर त्यांनी राज्याचे मुख्यमंत्री म्हणून हे सर्व तडफेने व धडकेने केले पाहिजे. सरकारात मुख्यमंत्र्यांची अवस्था ‘दोन बायका फजिती ऐका’ अशीच आहे, पण राज्याच्या सुरक्षेचे निर्णय घेताना तरी हात थरथरू नये एवढीच आमची माफक अपेक्षा आहे. पोलिसांनी ढिलाई केली असे मुख्यमंत्री म्हणतात, पण बॉम्बस्फोटांतील आरोपींना पळून जाण्यास मदत करण्याइतपत नासके रक्त मराठी पोलिसांच्या अंगात शिरलेले नाही. चूक झाली आहे हे मान्य करावे लागेल, पण मुख्यमंत्री व मंत्र्यांच्या सुरक्षेत असलेले पोलीस ढिलाई करीत नाहीत व उस्मानीच्या सुरक्षेतले पोलीस ढिलाई करतात हा आरोप बरा नाही व सरकारच्या प्रमुखाने तरी तो करू नये. ज्या मराठी पोलिसाने म्हणजे तुकाराम ओंबळेंनी प्राणाचे बलिदान देऊन कसाबसारख्या भयंकर अतिरेक्यास जेरबंद केले त्याच ओंबळेंचे रक्त मुंबई पोलिसांच्या अंगात आहे, पण याच मुंबई पोलिसांच्या अंगावर मुसलमानी अतिरेक्यांनी आझाद मैदानावर हात टाकला, महिला पोलिसांचा विनयभंग केला तेव्हा मुख्यमंत्र्यांचे तोंड का शिवले होते? आझाद मैदानावरील या धर्मांध आरोपींना चिरडण्यात पोलिसांनी ढिलाई केली, अशा प्रकारचे कडक विधान महाराष्ट्राच्या मुख्यमंत्र्यांकडून आले असते तर पोलिसांच्या अंगावर गुंजभर मांस चढले असते. ऊठसूट महाराष्ट्राच्या पोलिसांना झोडपून काढणे ही आता फॅशन झाली आहे. पोलिसांनी जीवावर उदार होऊन शौर्य गाजवायचे व त्या बदल्यात त्यांच्या नशिबी तुरुंगवास, निलंबने व जन्मठेपा यायच्या. अशावेळी राज्यकर्त्यांनी स्वत:ची चमडी व दमडी वाचविण्यासाठी पोलिसांना वार्‍यावर सोडायचे हे धंदे ज्या दिवशी बंद होतील त्या दिवसापासून एकही उस्मानी पळून जाणार नाही. महाराष्ट्राचे माजी गृहमंत्री गोपीनाथराव मुंडे यांनी तर कमाल केली. उस्मानीच्या पलायनाने ते इतके संतापले की त्यांनी सांगितले, ‘‘गुजरात पोलीस अतिरेक्यांना पकडतात व महाराष्ट्र पोलीस त्यांना सोडून देतात.’’ मुंडे यांचे गुजरात प्रेम आम्ही समजू शकतो. त्यासाठी महाराष्ट्र पोलिसांचा असा उपमर्द करण्याची गरज कुणाला नाही. उस्मानीचा शोध आता लागलाच तर त्याला दिसताक्षणी गोळ्या घालाव्यात व गोळ्या घालणार्‍या पोलिसांच्या मागे सरकारने ठामपणे उभे राहावे हीच जनतेची इच्छा आहे

The issue should not be politicised. The leak of a secret Army Board of Officers inquiry report onto alleged irregularities in the functioning of the Technical Services Division, a special unit raised by former Army chief VK Singh to conduct covert operations, has predictably raised a storm. The report was submitted to the defence ministry in March but the timing of the leak coupled with the absence of any action on the report from the government raises a number of questions. Among the report’s findings are that Rs1.19 crore was allegedly given to Jammu and Kashmir minister Ghulam Hassan Mir to topple the state government. The report also alleges that attempts were made to tarnish the reputation of fellow Army officers and that the TSD purchased interception equipment which was consequently destroyed just before General Singh demitted office. The timing of the leak aside, the credibility of the internal inquiry has come into question. How could Mir, an independent MLA, topple a stable coalition government with just Rs1.19 crore? But the serious nature of the allegations does not sit well on the Indian Army’s tradition of being a non-political force that has always acknowledged the supremacy of the country’s republican government. The contents of the report have given free rein to wild speculation. Reputations are at stake and the government must release the report for public scrutiny or, if such a step undermines national security, a parliamentary committee must peruse the report and recommend a future course of action. But our politicians must act with maturity and refrain from politicising the issue. Already, accusations have flown thick and fast that General Singh was being victimised for harbouring political ambitions and attending Gujarat Chief Minister Narendra Modi’s rally at Rewari. While the allegations of destabilising the J&K government are far-fetched it is a fact that the state’s Chief Minister Omar Abdullah and senior Army generals vehemently disagree with each other on the continuance of the Armed Forces Special Powers’ Act. Reports have surfaced on Saturday alleging that Kashmir police detected military surveillance activity targetting the state government. Army generals have always had a larger-than-normal say in states like J&K and the North-Eastern states where the Army is heavily deployed. Some of them have even gone on to be appointed as governors after stints as commanding officers in insurgency-prone areas. While the Indian government has confirmed the existence of the report, its inaction betrays the government’s confusion about how to deal with a sensitive apolitical institution that has rarely disappointed the government nor given it a reason to be distrusted. This was evident in the way defence minister AK Antony dealt with the controversy over General Singh’s retirement age. His inability to take a stand led to widespread indignation among armed forces that the bureaucracy lords over the army in the name of civilian control. While the government claims that it has taken steps to prevent “undesirable activities” by conducting regular financial audits and requiring clearances on purchase of technical equipment, it is clear that the only solution the government can propose is more bureaucratic controls over the military intelligence apparatus. If anything, the present fiasco must initiate a fresh discourse on bringing intelligence agencies under Parliament’s ambit.
