मोदींच्या विदेश यात्रा ! . आधी थोडे मागे जाऊया. रशियाच्या विघटनानंतर कोल्डवॉर संपले आणि अमेरिकेला युद्ध सामग्री उत्पादनासाठी कारणच मिळेना. तेथूनच अमेरिकेत मंदीचे वारे घोंगावू लागले. रशियाची अवस्था तर आणखीनच बिकट झाली. उदा. रशियन फायटर विमानाचे इंजिन आणि बॉडी (फुजीलाज) दोन ठिकाणी बनत असे. हे दोन्ही कारखाने दोन वेगवेगळ्या देशांत गेले. याच विमानाची ही दोन्ही अंगे करण्याचे कारखाने भारतात असल्याने दोन्ही देशांना भारतावर अवलंबून राहायची पाळी आली. . डॉलरने सोन्याशी नाते तोडले आणि फक्त दादागिरीच्या जोरावर त्याला किंमत राहिली आहे. इराकने तेलाच्या बदल्यात डॉलर आणि पौण्ड घेणे बंद केले आणि युरो व रुबलची किंमत वाढू लागली. सद्दामचा बळी घेऊन अमेरिकेने आणि इंग्लंडने आपापली चलने वाचवली. . इथे रशिया चीन आणि भारत मिळून अमेरिकेला तोड निर्माण होण्याच्या शक्यतांची चर्चा सुरू झाली. . अमेरिकेने त्याला तोड म्हणून चीनला आपला कारखाना बनवला. ब्रँड अमेरिकन, कारखाना चीनमध्ये आणि बाजारपेठ भारत. . भारताला उत्पादक देश बनविण्यापासून थांबवणे गरजेचे होते. आणि ते काम भारतातील परदेशी पैशांवर आणि मॅगसेसे अॅवार्डवर फुगलेल्या एन्जिओने सांभाळले. भारतातील लोकांकडे क्रयशक्ती आहे आणि क्रयशक्ती असलेल्यांची प्रचंड संख्याही आहे. चीन मधील बहुसंख्यांकडे क्रयशक्ती नाही. आणि उत्पादनाचा खर्च कमी आहे. . अचानक भारतीय स्त्रियांमधील सौंदर्य प्रचंड प्रमाणावर वाढले. दरवर्षी एक दोन भारतीय महिला जगतसुंदऱ्या बनू लागल्या. भारतीय बाजारपेठ, चीनमध्ये स्वस्तात बनलेल्या आणि पश्चिमी ब्रँडमुळे महाग झालेल्या वस्तूंनी भरून गेली. . उदा. अंगूरमध्ये बनणाऱ्या नाईक, आदिदास वगैरे कंपन्यांचे बूट चीनमध्ये दीडदोनशे रुपयांत बनू लागले आणि ब्रँडच्या नावाखाली भारतात बाराशे ते बारा हजार रुपयांत विकले जाऊ लागले. . इथे चीन आणखीन एक डाव खेळला. त्याने डॉलरच्या बदल्यात गोल्ड बॉंण्ड मागायला सुरुवात केली. जेव्हा चीन हे बॉण्ड वाटवू लागेल तेव्हा फोर्टनॉक्स रिकामी होईल. आणि डॉलरच्या ऐवजी चीनी चलनाचा वापर आंतरराष्ट्रीय बाजारात सुरू होईल. या सोन्याचा चीनने आपल्या चलनाशी संबंध जोडला, तर ते अजेय होईल. . चीनची क्षेत्रीय महत्त्वाकांक्षा कधीच लपून राहिली नाही. त्याने आपल्या सर्व शेजारी देशांना सामरिक धाकात ठेवायला सुरुवात केली. अक्षरशः छळ मांडला. . तिबेटनंतर त्याला आता भारतचा लचका तोडायचा होता. नेपाळ आणि बांगला देशमधून भारतातील माओवाद्यांना शस्त्रे आणि पैशांची रसद पुरवली जात होती. अरुणाचलपासून आंध्रपर्यंत उभा पट्टा त्यांनी पोखरला होता. इथून पूर्वेकडील भारत युद्धात जिंकणे हा त्यांचा डाव आहे. ब्रिगेडिअर महाजन गेली कित्येक वर्षे चीन २०२० ते २०२५ मध्ये भारतावर हल्ला करायची कशी तयारी करत आहे हे सांगत होते. सैनिकी अधिकारी पण सरकारला सांगतच असणार. पण लक्षात कोण घेतो अशी परिस्थिती होती. भारताला उत्पादक देश बनण्यापासून रोखण्याचा हाही एक भाग होता. भारताभोवती आपल्या तळांचा वेढा टाकण्याचे चीनचे उद्योग चालूच होते. मालदीव, श्रीलंका, बांगलादेश, एकेक बंदर चीनच्या ताब्यात देत होते. . गेल्या पंधरा वर्षांतील चीनच्या कष्टांवर मोदींनी एका वर्षातच पाणी ओतले. . चीन भोवतीच्या सर्व देशांना त्यांनी आपलेसे करून घेतले. चीनच्या उत्तरेला असलेल्या मंगोलियाबरोबरील हातमिळवणी हा तर त्यातील सर्वांत मोठा आघात चीनवर होता. चीनच्या प्रसिद्ध भिंती या याच देशातील लोकांच्या आक्रमणापासून वाचण्यासाठी बांधल्या होत्या. चीनच्या नापाकी कारवायांना ही वेसण आहे. . व्हिएतनामच्या समुद्रात दोन तेलविहिरी भाड्याने घेऊन त्यांच्या रक्षणासाठी म्हणून दोन युद्धनौका चीनच्या समुद्रात आज उभ्या आहेत. . लंकेतील चीन पक्षीय राजेपक्षे यांचाच मित्र त्यांच्या विरुद्ध गेला आणि त्यांना सर्व विरोधी पक्षांचे समर्थन मिळून ते राष्ट्राध्यक्ष झाले. राजेपक्षे त्याचे खापर मोदी, अजय दोवाल आणि लंकेतील भारतीय राजदूतावर फोडतात. ते कितीही खरे असले तरी, ते कोणीच मान्य करणार नाही. करायचेच नसते. आल्याआल्या लंकेतील बंदरातून चीनची हकालपट्टी झाली. कराराचा भंग केल्याच्या नावावर. चितगांव बंदरही त्यांच्या हातातून गेल्यातच जमा आहे. . नेपाळला आपलेसे करत मोदींनी तेथून होणारी माओवाद्यांची रसद तोडली आणि आता बांगला देशहून होणारीही बंद होईल. इथे पर्रीकरांनी खेळलेले डावपेच कशासाठी आहेत हेही महत्त्वाचे आहे. ते नंतर बघू. . मोदींना भारत ही बाजारपेठ न ठेवता उत्पादनाची खाण बनवायची आहे. म्हणूनच स्कील डेव्हलपमेंट आणि मेक इन इंडियाचे वारे वाहत आहेत. . या सगळ्यासाठी लागणारे इन्फ्रास्ट्रक्चर, मुख्य म्हणजे रस्ते ही बाजू गडकरी सांभाळताहेत. आणि त्याला खोडा घालण्यासाठी जमीन अधिग्रहणाला विरोध होत आहे. त्याला आणखीन एक पैलू आहे. . कॉंन्ग्रेसची एक जुनी पद्धत आहे. जिथे कुठे डेव्हलपमेंट होणार असेल, त्याची माहिती गुप्त ठेवली जाते, किंवा गुप्तपणे विकली जाते असे म्हणा. काळ्या पैशांच्या आधारे तेथील जमिनी ही माहिती असलेले लोक स्वस्तात विकत घेऊन ठेवतात. मग अनेक वर्षांनी तेथे डेव्हलपमेंट होते. भाव चांगला मिळतो. कित्येक नेत्यांची अक्षरशः हजारो एकर जमीन अशी घेऊन ठेवलेली आहे. आता जर गडकरींनी झपाट्याने रस्ते बांधले आणि लगेच त्या भागाचा विकास होऊ लागला, तर आणखीन दहा वर्षांनी मिळणारी वाढीव किंमत आज मिळणार नाही. म्हणून त्यांना त्या जागांचा भाव दसपट मिळायला हवा आहे. शेतकरी वगैरे काही नाही. जमीन अधिग्रहणात या मंडळींच्याच जमिनी सरकारला विकत घ्याव्या लागणार आहेत. आणि त्यांना दसपट भाव हवा आहे. बाकी काही नाही. . लवकरच रुपयाला सोन्याचे पाठबळ लाभणार आहे. अगदी सहज. चीनसारखा आटापिटा न करता. या सगळ्या महत्त्वाच्या गोष्टी करण्यात एक वर्ष खर्ची पडले. राज्यसभेतील अडवणूक नसती, तर आणखीनही लवकर झाले असते. . वर्षभरात मोदी जेवढे दिवस परदेश दौऱ्यावर होते, त्याहूनही थोडे जास्तच दिवस दरवर्षी मनमोहनजी परदेशी असत. पण त्या अर्थ तज्ज्ञाला दहा वर्षांत यातील काहीही करता आले नाही, हीच खरी शोकांतिका आहे. . कम्युनिस्ट तत्त्वज्ञानाने जगाचा कोणताही फायदा झाला नाही, खरेतर सगळ्यांना त्रासच झाला. पण आता आपल्या भारतीय अर्थचिंतकामुळे, "अनिल बोकील यांच्यामुळे" भारतच काय अन् सगळ्या जगात अर्थक्रांती होऊन सुबत्ता येईल. सुरुवात तर झालीच आहे. कसे ते पुढच्या वेळी पाहू. Beyond the Combined Commanders Conference

Beyond the Combined Commanders Conference By Lt Gen Prakash Katoch Issue: Net Edition | Date : 21 Dec , 2015 The Combined Commanders Conference that Prime Minister Narendra Modi chaired in recently was different from earlier such conferences. This is the first time that the Combined Commanders Conference has been held on board an aircraft carrier; INS Vikramaditya this time which was commissioned into the Indian Navy on 16 November 2013. The fact that the conference was held at sea signaled that India acknowledges the growing importance of the Indian Ocean that is fast becoming the centre of gravity of global competition, even conflict. The Prime Minister first arrived at INS Kochi where he was given a tri-Service guard of honour before arriving on board INS Vikramaditya, where he was received by the three Service Chiefs. Prime Minister said we have speeded up process of defence procurements, taking firm steps to address shortages, advancing pace of developing border infrastructure and transforming defence manufacturing in India through radically new policies and initiatives. Addressing the Commanders, the Prime Minister highlighted the importance of the Indian Ocean that holds the key to the fortunes of the world and will continue to influence Indian history. He lauded the Armed Forces for their power, maturity, responsibility, defending the country, keeping the citizens safe and their role in calamity and conflict specially mentioning relief and rescue operations in Chennai, Nepal and Yemen. He expressed the nation’s gratitude to the military and paid homage to those who made the supreme sacrifice. He said OROP had been moved with speed, the National War Memorial and Museum will be built and that skills and opportunities for ESM will be improved. He also paid tributes to the internal security forces. He drew attention to hope and optimism in the country, international confidence and interest in India, progress to become the fastest growing economy in the world, and new intensity and purpose in foreign policy; strengthening ties, partnerships and security cooperation with Japan, Korea, ASEAN, Australia, Mongolia, Pacific Islands, Central Asia, West Asia, Gulf, Russia, US, Africa, Europe, India’s neighbours, and articulated clear strategy for the maritime region including raising engagement with Africa. At the same time, he drew attention to India’s difficult neighbourhood replete with challenges like terrorism, ceasefire violations, border transgressions, reckless nuclear build up and threats, uncertain political transitions, weak institutions and internal conflicts, while major powers have increased engagement in our land and maritime neighbourhood. He mentioned the Land Boundary Agreement with Bangladesh and engaging Pakistan to try and turn the course of history, bring an end to terrorism, build peaceful relations, advance cooperation and promote stability and prosperity in our region. He emphasized that India will never drop its guard, will continue to judge progress on others commitments on terrorism, and commitment to help Afghanistan’s build a united, peaceful, prosperous and democratic nation. With reference to China, he said India is pursuing closer relations to optimize the economic partnership while addressing all other issues. The Prime Minister said we will continue to strengthen defence capabilities and infrastructure, engage neighbours more closely and strengthen regional and global partnerships, including in maritime security since India faces challenges not only over land, sea and air but also the full range from terrorism to conventional threat to a nuclear environment and old rivalries can play out in new theatres like space and cyber. So, India must be ready for the present and prepare for the future. He said we have speeded up process of defence procurements, taking firm steps to address shortages, advancing pace of developing border infrastructure and transforming defence manufacturing in India through radically new policies and initiatives. The public and private sector is gearing up and foreign defence companies are coming here with ambitious new proposals for Make in India. He cautioned that India can never be a secure nation and a strong military power unless we develop domestic capabilities. So defence technology must be a national endeavour tapping potential of all institutions, and greater involvement of Armed Forces in innovation, design and development for success of Make in India. The PM wants greater involvement of Armed Forces in innovation, design and development for success of Make in India but how can this be translated into action when the users (Military) are kept away from the defence-industrial complex by design for obvious reasons. He asked the Armed Forces to: prepare for the future discarding perspective plans based on outdated doctrines and disconnected from financial realities; examine requirement of forces that are agile, mobile and driven by technology, not just human valour; more reliance on technology; develop capabilities to win swift wars and re-examine assumptions that keep massive funds locked up in inventories; prepare our forces for range and mobility; incorporate power of digital networks and space assets into capabilities both pro-active and defence; networks must be seamless and integrated across agencies and forces for real-time response; promote jointness across every level of our Armed Forces and at the top; senior military leaders must have experience of tri-service commands, experience in technology-driven environment and exposure to the full spectrum of challenges; reforms in senior defence management must get priority; we must develop comprehensive strategy for external defence engagement, to develop our capabilities and fulfill responsibilities to advance peace and stability including in our extended maritime region. He emphasized that the Armed Forces and the Government need to do more to reform beliefs, doctrines, objectives and strategies, defining aims and instruments for the changing world. After the Conference, the Prime Minister witnessed an operational demonstration of India’s naval and maritime air capabilities. It is significant to note that no Prime Minister in the past has ever addressed the Combined Commanders Conference in such outstandingly clear and comprehensive fashion, not only bringing out the geopolitical realities but also the threats and challenges that India faces and what needs to be done for the defence of India to secure India’s rightful place in the comity of nations. The challenge is how to translate this into action because the military can only do so much when it has little say in security policy formulation and unaccountable and generalist bureaucrats of MoD do the decision making. Judging from past decades, is the MoD in its present avatar capable of defining a clear road map with matching financial support from the government? The answer is no. Addressing the Combined Commanders Conference in 2004, then Prime Minister Manmohan Singh had said, “Reforms within the Armed Forces also involve recognition of the fact that our Navy, Air Force and Army can no longer function in compartments with exclusive chains of command and single service operational plans”. But has any worthwhile follow up happened despite a lapse of more than a decade? The MoD needs to be replaced with a Department of Defence (DoD) headed by the Defence Minister and manned by military professionals. Wonder if Prime Minister Modi knows that at least on two occasion in the past, HQ IDS has tried to present to the political hierarchy how the military can help draft the National Security Strategy but were told to lay off, with the hierarchy with disparate policy letters meeting the requirement. The PM wants greater involvement of Armed Forces in innovation, design and development for success of Make in India but how can this be translated into action when the users (Military) are kept away from the defence-industrial complex by design for obvious reasons. It is time military professionals are posted at design, planning and decision making levels of the DRDO-DPSUs-OFB, without which not much change should be expected. The current dispensation appears to be going along with the bureaucratic ploy of appointing a permanent Chairman COSC without any operational powers instead of a CDS that was recommended by the Kargil Review Committee and the follow up Group of Ministers (GoP) reports. If the PM really wants to see the transformation he has talked of in his address, a CDS should be appointed without further delay. The CDS is essential not only to bring synergy in the three Services but also execute the much needed Revolution in Military Affairs (RMA) under the political direction – to include strategy formulation, comprehensive defence reviews, reorganization and equipping of the Armed Forces, transforming the military into a NCW capable force and developing full spectrum capabilities . The MoD needs to be replaced with a Department of Defence (DoD) headed by the Defence Minister and manned by military professionals. Without such top level changes, the transformation as directed by the PM is unlikely to be realized. Meanwhile, measures like thousands of crores of projects “cleared” with little forward movement in past 19 months and Defexpo 2016 being shifted to Goa from Delhi discounting all the disadvantages, that don’t impress anyone.

BAJIRAO MASTANI बाजीराव-मस्तानी पुन्हा ‘अटके’पार!

Rokhthok Ne Logo‘बाजीराव मस्तानी’ चित्रपटानिमित्त विरोधाचा ‘पिंगा’ घालण्याचे काम सुरू आहे. बाजीराव पेशवा हा मराठी साम्राज्याचा पंतप्रधान म्हणजे पेशवा. शिवाजी हा राजा होता. बाजीराव हा शाहूंचा नोकर होता. बाजीरावाने मराठी साम्राज्य ‘अटकेपार’ नेले ते तलवारीच्या धारेवर. त्या तलवारीची मूठ व धार मस्तानी होती. बाजीराव शूर होता म्हणून ही तलवार पेलू शकला. चित्रपटाच्या निमित्ताने बाजीरावाचे शौर्य ‘अटके’पार निघाले आहे. त्याचे पाय का ओढता? शिवरायांच्या नावाने महाराष्ट्र राज्य स्थापन झाले, पण बाजीराव पेशव्यांनी ‘मराठा’ राज्य अटकेपार नेले. हे ‘अटक’ सध्या पाकिस्तानात आहे. पंधरा वर्षांपूर्वी पाकिस्तानात जाण्याचा योग आला व ‘अटक’ येथे जाऊन ती माती मस्तकी लावता येईल यासाठीच अटकला गेलो. पेशव्यांनी मराठा साम्राज्य ‘अटके’पार नेले ते तलवारीच्या जोरावर. त्या बाजीरावास महाराष्ट्राने न्याय दिला काय? छत्रपती शिवाजी महाराजांच्या वंशजांना जाणता राजा नीट समजला नाही व बाजीराव पेशव्यांच्या वंशजांना बाजीराव समजले नाहीत. ही दोन्ही व्यक्तिमत्त्वे त्यांच्यातील गुणदोषांसह महाराष्ट्राची होती, एका कुटुंबाची नाहीत. ‘बाजीराव-मस्तानी’ या चित्रपटावरून दोघांच्या वंशजांनी जी भूमिका घेतली आहे तो त्यांचा व्यक्तिगत प्रश्‍न आहे. पण यानिमित्ताने बाजीरावाचे शौर्य व बाजीरावावर जीव ओवाळून टाकणार्‍या मस्तानीचे अमर प्रेम पुन्हा समोर आले. संजय लीला भन्साळी या हिंदी सिनेसृष्टीतील प्रख्यात दिग्दर्शकाला बाजीरावावर एक भव्य चित्रपट निर्माण करण्याची प्रेरणा मिळाली व त्याने एक योद्धा सेनापती म्हणून बाजीरावाला प्रथमच जागतिक रंगमंचावर आणले. शनिवारवाड्याच्या भिंतींची पडझड झाली. तेथे आता भग्नावशेष उरले. त्या शनिवारवाड्यातून एक महायोद्धा जगाला आव्हान देत दिल्ली, पाकिस्तान, कंदहार पादाक्रांत करीत निघाला होता व त्या योद्ध्याची प्रेमकहाणी मागे शनिवारवाड्यात अनेक यातना व विरह सहन करीत बाजीरावाची प्रेरणा बनली होती. इतिहासात बाजीरावाचे नाव आहे, पण बाजीरावाबरोबर आजही ‘मस्तानी’चे नाव घ्यावे लागते इतके ते अतूट नाते निर्माण झाले. तळपती तलवार शिवाजीराजांची आठवण सगळेच काढतात. शिवाजी शूर व थोर होते, पण बाजीरावाची तलवारही अशी काही तळपली की त्या तळपत्या तलवारीचे वर्णन करण्यास इतिहासकारांच्या लेखण्या व कल्पना कमी पडल्या. शिवाजींचे भव्य स्मारक व्हावे असे ज्यांना वाटते त्यांनी योद्धा बाजीरावाचे स्मारक व्हावे म्हणूनही शर्थ केली पाहिजे. इथे एक लक्षात घेतले पाहिजे की, शिवाजी महाराज हे स्वतंत्र राजे होते, पण बाजीराव महापराक्रमी असला तरी तो शाहूंचा नोकर होता. शिवाजी ‘राजे’ म्हणून आपली धोरणे स्वत:च ठरवीत व शर्थीने ती अमलात आणीत. बाजीरावाला ते स्वातंत्र्य नव्हते. शाहू व त्यांच्या राण्या, दरबारी मानकरी यांच्या चंचल लहरी सांभाळून आज्ञेप्रमाणे त्याला स्वामीसेवा करावी लागत होती. सर रिचर्ड टेंपल याने अत्यंत मोजक्या शब्दांत बाजीरावाचे वर्णन केले ते असे- ‘‘बाजीरावाच्या हाती राज्याची सूत्रे आली तेव्हा त्याला घरातल्या व बाहेरच्या अनेक अडचणींशी झगडावे लागले. ब्राह्मणाचे विशिष्ट गुण त्याच्यात भरपूर उतरले होते. तो रूपाने देखणा, भव्य व रुबाबदार. वागण्यात प्रेमळ, भाषणात आकर्षक, बुद्धीने तल्लख व कल्पक, कमालीचा उत्साही व संकटात युक्तिबाज असल्यामुळे तो यशस्वी होत गेला. सुंदर भाषण करण्याची कला त्यास अवगत असल्यामुळे समरांगणावरील विजय-विपत्ती या दोन्ही प्रसंगी सैनिकांत तो नवा हुरूप भरत असे. अश्‍वारोहणाच्या कलेत मराठ्यांचा हात कोणी धरू शकत नव्हते, पण त्या कसबात बाजीराव अत्यंत वरचढ होता. युद्धात चौफेर बंदुकीचा मारा होत असतानासुद्धा तो बेडरपणे सर्वांपुढे ठासून उभा राही. कष्ट करण्यात त्याला आनंद वाटे. सामान्य शिपायाचे प्रत्येक काम तो स्वत: करी. राष्ट्राभिमान अत्यंत ज्वलंत. त्यामुळे राष्ट्रासाठी तो संकटाची पर्वा करीत नसे. ब्राह्मणाचे सोवळेओवळे व जातीचा कर्मठपणा त्याच्या अंगी बिलकूल नव्हता. पहिली ब्राह्मण बायको (हयात) असताना त्याने दुसरी मुसलमान बायको केली. शिवाजीराजांचे हिंदवी स्वराज्य तसे साडेतीन जिल्ह्यांचेे, पण अरबी समुद्रापासून थेट बंगालच्या उपसागरापर्यंत बाजीरावाने मराठी सत्तेचा विस्तार केला. त्याचा सारा जन्म उन्हातान्हात व उघड्या हवेत गेला, तसाच मृत्यूही उघड्या आकाशाखाली तंबूच्या आवरणात! उघड्या हवेचा जन्मभर झालेला ताण त्याला सोसला नाही. असे मस्त जीवन वार्‍यावर उधळून देणारा बाजीराव बल्लाळ हा शाहूंचा पेशवा होऊन गेला.’’ म्हणूनच शाहू महाराज म्हणत, ‘‘मला लाखाचे सैन्य दिले तरी नको; मला बाजीराव हवा!’’ मस्तानीची प्रेरणा ‘बाजीराव मस्तानी’ या चित्रपटाद्वारे इतिहासाची विटंबना झाली आहे काय? यावर आता वाद घातला जात आहे. शनिवारवाड्यात लढवय्ये बाजीराव शेंडी हलवत नाचताना दाखवले हे विकृत आहे. हा मराठ्यांचा इतिहास नाही. बाजीरावाच्या आयुष्यात मस्तानीने प्रवेश केला, इतिहास बदलून गेला व मराठेशाहीचे नुकसान झाले, असे म्हणणे चुकीचे आहे. छत्रपती शिवाजी महाराजांच्या विरोधात भूमिका घेऊन व मोगलांशी हातमिळवणी करूनही संभाजीराजे यांना इतिहासाने ‘धर्मवीर’ म्हणून मान्यता दिली. मग शूर बाजीरावाने मस्तानीवर प्रेम केले म्हणून त्याला दोष का देता? मस्तानीवर प्रेम हे कर्तृत्व नव्हते तर त्याची प्रेरणा होती. शौर्य हेच त्याचे कर्तृत्व होते. बाजीराव शूर होता म्हणून मस्तानीने त्याच्यावर जीव ओवाळून टाकला. ‘मस्तानी’ हे बाजीरावाचे एक अंग बनले व त्यामधून एक नवा बाजीराव निर्माण झाला. शौर्याला रंगेलपणाची किनार लाभली. पुण्यनगरीतील कोल्हेकुईने त्याच्या घोडदौडीला व तलवारबाजीला बेदरकारी आली. मस्तानीला घेऊन तो स्वारीला जाई. त्याच्या भरारीला साजेशीच त्याची ही जीवनसाथी जितकी नृत्यनिपुण तितकीच रणशूर. घोड्यावर दोघे जेव्हा दौडतात तेव्हा रिकीब मागेपुढे होत नाहीत अशी ग्वाही मिळविणारे हे स्वार. दिल्ली दरवाजावर त्यांनी धडक दिली. मराठे आले या भीतीने गांगरलेल्या मोगल बादशहाचे बारगीर टेहळणी करावयास गेले तेव्हा दिल्लीजवळच्या एका बागेत हे प्रणयी युगुल घोड्यावर बसूनच एका झाडाच्या फांद्यांशी खेळत प्रेमचेष्टा करीत असलेले त्यांना दिसले. हा प्रसंग कपोलकल्पित असेल, परंतु एका इतिहासकाराने तो वर्णिला आहे. न उलगडलेले कोडे पेशवे आणि मस्तानी हे एक न उलगडलेले कोडे. मस्तानीचे चरित्र हे तर त्याहूनही हरवलेले एक गुपित. तरी रंगलेल्या विड्याचा रस तिच्या गळ्यातून उतरताना दिसे हे या सौंदर्यसम्राज्ञीबद्दलचे वर्णन आजही प्रत्येकाच्या मुखी आहे. पहिल्या बाजीरावाच्या मनावर राज्य करणारी ही नर्तकी त्याच्या मुलाच्याच लग्नात प्रथम दिसली. नानासाहेबांच्या लग्नात ही ‘मस्तानी कलावंत’ नाचली व तिला वस्त्र व बिदागी देण्यात आली, अशी पेशवे दफ्तरात नोंद आहे. बाजीरावाने मस्तानीस शनिवारवाड्यातच महाल बांधून दिला. तिच्या येण्याने बाजीरावाच्या स्वगृही मात्र बेदिली माजली. ‘रायाच्या या यावनी कंचकी’ने शनिवारवाड्यात नवे प्रश्‍न निर्माण केले. बाजीरावाचा चिरंजीव नानासाहेब व भाऊ चिमाजी अप्पा यांनी मस्तानीशी वैर धरले. ‘इजमुळे संसर्ग घडला, इजला मारावे’ असे बोलण्यापर्यंत चिमाजी अप्पाची मजल गेली. बाजीरावाने मस्तानीला दूर ठेवून व्यवहार चालविला असता तर पुण्यातील ब्राह्मण काही उसळून उठले नसते, पण बाजीरावाने मस्तानीला चक्क घरात ठेवले व पत्नी म्हणून वागविले. ती व पुढे तिचा मुलगा समशेरबहादूर घरात वावरत. रघुनाथ, सदाशिव व तो एकत्र खेळत. मस्तानीही पुढे शुद्ध ब्राह्मणी पोशाख करी, ब्राह्मणी अन्न जेवी. बाजीरावाची पत्नी काशीबाईही तिच्याशी खेळीमेळीने वागे. वर्षातून एकदा शनिवारवाड्यातील गणेशोत्सवात देवापुढे तिचे नाचगाणे होई. ती मराठी बोले. समशेरचे वळणदार मोडी अक्षर पेशवे दफ्तरात आहे. मस्तानी व काशीबाई यांचे संबंध हा एक काव्याचा विषय होऊ शकेल. बाजीरावाच्या गैरहजेरीत मस्तानीला काशीबाईइतके जवळचे दुसरी कुणी नव्हते. कृष्णजयंतीच्या एका कार्यक्रमात मस्तानीने नृत्य केले व ते संपल्यावर ती काशीबाईच्या जवळ येऊन बसली. विश्‍वासाने, प्रेमाने व आदराने. आणि चौकशी केली एका गोष्टीची. नानासाहेबाला त्याच्या पित्याचे काही पत्र आले काय याची विचारणा तिने केली आणि खेदाने म्हणाली, ‘‘आम्हास पत्र पाठवीत नाही, आम्ही काय केले?’’ काशीबाईंची सहानुभूती होती तरी मस्तानीची नजरकैद व यातना चुकल्या नाहीत. पेशवाईचा मालक हतबल झाला. स्वत: बांधलेल्या वाड्यातून बाजीराव निघाला व पाटसला जाऊन राहिला. मग ‘पुरुषाचा डौल’ करून शनिवारवाड्यातून मस्तानी पळाली आणि हे दोन प्रेमवेडे जीव पुन्हा एकत्र आले, असे काहीजण सांगतात. साम्राज्याचा कणा unnamed (1)बाजीराव हा योद्धा होता व मराठी साम्राज्याचा ‘कणा’ होता. मस्तानी हे काही पाप नव्हते व राज्य लयास जाईल असे बाजीरावाचे वर्तन नव्हते. बाजीराव हा स्त्रीलंपट होता व त्यापायी स्वत:चा र्‍हास केला, राज्य पणास लावले असा पुरावा नाही. किंबहुना त्याच्यासारखा ‘योद्धा’ होणे नाही हेच आजही म्हटले जाते. मस्तानी ही बाजीरावाबरोबर प्रत्यक रणात गेली व बाजीरावास प्रेरणा देत राहिली. त्यामुळे मस्तानी ही बुंदेलखंडाच्या छत्रसालाचीच मुलगी हा काही इतिहासकारांचा दावा खरा वाटतो. बाजीराव-मस्तानीचे प्रेम निर्भेळ. त्यांची स्मृती तेवत ठेवणारा त्यांचा पुत्र समशेरबहाद्दर. पेशव्यांबरोबर तो अखेरपर्यंत निष्ठेने राहिला व सदाशिवराव भाऊंबरोबर अलौकिक पराक्रम गाजवून पानिपतावर ‘मराठी राज्या’साठी धारातीर्थी पडला. त्याचा मुलगा अलिबहाद्दर बुंदेलखंडात बांद्याला राहिला व ते संस्थान त्याने स्वतंत्रपणे नावारूपास आणले. त्याचा वंशज व बांद्याचा नबाब १८५७ च्या स्वातंत्र्यसमरात झाशीच्या राणीबरोबर इंग्रजांशी अखेरपर्यंत लढला. मस्तानीची ही वंशवेल. ज्यांनी तिला ‘वेश्या’ व ‘रखेल’ ठरवले ती एक युवराज्ञी व बाजीरावाची महाराणी होती. तिने मराठी साम्राज्याच्या सेनापतीस अखेरपर्यंत रणधुरंधर ठेवले. ती रूपराणी होती त्याहीपेक्षा बाजीरावाच्या तलवारीची धार होती. जबरदस्त योद्धा माल्कम हा निराळ्या प्रकृतीचा पाताळयंत्री माणूस, पण त्यालाही इतिहासाच्या पानावर खालील शब्दांत बाजीरावाचा गौरव करावा लागला. ‘‘सन १७२० ते १७४० या काळात भारताचे भवितव्य केवळ एका व्यक्तीच्या हातात होते. ती व्यक्ती म्हणजे पहिला बाजीराव पेशवा. सतत चिकाटीने श्रम करण्याची त्याच्यात जिद्द होती. सूक्ष्म निरीक्षणाची शक्ती होती. सारासार विचार होता व अंगीकृत कार्यावर त्याची श्रद्धा होती.’’ सर जदुनाथ सरकार यांनी बाजीरावावर काय म्हटले ते पहा- ‘‘बाजीरावाच्या केवळ वीस वर्षांच्या कारकीर्दीत मराठ्यांच्या राष्ट्रसत्तेचे संपूर्ण रूपांतर झाले आणि सार्‍या भारताच्या राजकीय सत्तेची पुनर्रचना झाली. महान शिवाजीनंतर हिंदू जातीने निर्माण केलेला हा एकमेवाद्वितीय कर्मयोगी त्या अफाट परिश्रमानं झिजून गेला. कार्लाइलने कल्पिलेल्या विभूतीसारख्या या (सुपरमॅन) पुरुषोत्तमाचा जीवनपट मनन करण्यासारखा आहे.’’ मराठेशाहीच कशाला? सार्‍या मध्ययुगीन भारताचा इतिहास तपासला तरी ज्याला उभ्या जन्मात पराभव माहीत नाही व ज्याची तलवार सदा अजिंक्यच राहिली असा एकमेव सेनापती म्हणजे बाजीराव बल्लाळ – पहिला बाजीराव पेशवा! एकाच शतकातील दोन पुरुष. नेपोलियन व बाजीराव दोघेही अत्यंत रणधुरंधर. चकित करून सोडणार्‍या वेगाने लांब लांब मजला मारण्याची त्यांची ख्याती. पण बाजीरावास मराठी वाङ्मयाच्या कुंपणातच अडकवून ठेवले. त्याला जागतिक प्रसिद्धी कमी मिळाली. पुन्हा त्याची जात आडवी आली व मस्तानीचे प्रकरण त्यास चिकटवून हा महान योद्धा उपेक्षित ठेवला. हे जणू षड्यंत्रच होते. ‘मराठा साम्राज्या’च्या अनेक राजांना व भोसले कुलवतांना शेंडी नव्हती. पण त्यांनी नाचगाण्यात, मद्य सेवनात, रंगेलपणात राज्य लयास नेले. बाजीरावाने यापैकी काहीच केले नाही. त्याने मस्तानीला प्रतिष्ठा दिली व विश्‍वास दिला. ते सर्व राज्याच्या कामी आले. तरीही बाजीराव उपेक्षित! मस्तानी सती गेली! बाजीरावाचे जीवन झंझावाती होते, पण त्या झंझावातास मस्तानीच्या शृंखला पडल्या. शनिवारवाड्याच्या कटकारस्थानांत ‘मस्तानी’ कैद झाली. पर्वती बागेत ती तुरुंगात होती. तिचे लक्ष बाजीरावावरून उडावे व तिने आपण होऊन निराळे व्हावे यासाठी चिरंजीव नानासाहेब याने मस्तानीशी लगट व प्रेमाचे नाटक सुरू केले. मानव कोणत्या हीन नव्हे पशुकोटीला जाऊ शकतो हे यावरून उघड होते. मराठी इतिहासात हा किळसवाणा प्रकार घडला. या सगळ्याचा घोर नासरजंगच्या लढाईत (१७४०) बाजीरावाला लागला. मस्तानीच्या जिवाला धोका असल्याचा हृदयरोग लागल्याने या लढाईत त्याची तडफ दिसून आली नाही. तरी त्याची सरशी झालीच! रणात अजिंक्य ठरलेला, पण स्वगृही पराभूत झालेला हा मानी पेशवा उत्तरेच्या स्वारीला गेला. त्यात मराठी राज्य विस्ताराचे ध्येय होते. मस्तानी वियोगाचे दु:ख विसरण्यासाठी त्याने रणाचा मार्ग स्वीकारला. मस्तानीची व त्याची ताटातूट झाली ती कायमचीच. बाजीरावाचा आजार वाढल्याचं कळलं तेव्हा चिमाजी अप्पाचं हृदय द्रवलं व त्याने मस्तानीला त्याच्याकडे पाठवून दे असे नानासाहेबाला लिहिले. ‘रायाची वस्त्रं रायास येईल’ असे करावे असे शाहू सांगत होताच, परंतु तरीही नानाने आपल्या आईला-काशीबाईला बाजीरावाकडे पाठविले. काशीबाई तिथे गेली तेव्हा तिलाही उमगलं की, मस्तानी आल्याशिवाय बाजीराव आता उठत नाही. मस्तानीला पाठवा अशी हाक काशीबाईनेच दिली, पण आता वेळ गेली होती. नर्मदेच्या दक्षिण तीरी रावेरखेडी येथे हा पराक्रमी पेशवा वयाच्या चाळिसाव्या वर्षी निधन पावला. १८ ऑगस्ट १७०० मध्ये या वीराचा जन्म झाला व २८ एप्रिल १७४० रोजी सकाळी ११ वाजताचे हे निधन. बाजीराव गेला व मस्तानीचे जीवनही संपले. तिच्या आगमनाइतकेच तिचे निर्वाणही इतिहासाने उपेक्षित मानले, पण बाजीरावाच्या तलवारीची मूठ मस्तानी होती. बाजीरावाच्या शौर्यगाथेस मस्तानीची किनार आहे. बाजीराव गेला, मस्तानीही गेली. इथेही मस्तानीची रिकीब त्याच्या रिकिबीला जुळलेली राहिली. कुणी म्हणतात, मस्तानीने त्याच्या चितेत उडी घेतली. ती सती गेली. कुणी सांगतात, बाजीरावाच्या निधनाच्या वार्तेनेच मस्तानी शनिवारवाड्यात मृत्यू पावली. तिचे नाव सांगणार्‍या वास्तूही भुईसपाट होत चालल्या आहेत. शनिवारवाड्यात मस्तानीकरिता खास महल बाजीरावाने बांधला होता. त्या वाड्याचा मस्तानी दरवाजा तेवढा शाबूत आहे. इंग्रजी अमदानीतील किंकेड हे आयसीएस गृहस्थ मुंबई हायकोर्टाचे न्यायाधीश होते. केवळ वीस इंग्रजी शब्दांत त्याने बाजीरावाच्या मृत्यूनंतर भावना व्यक्त केल्या. त्या २० शब्दांतच त्याने बाजीरावाचे व मस्तानीचे चरित्र सांगितले. ‘‘Bravest of the brave, Fairest of the Fair, Bajirao died like a most Fascinating Figure in romance of Love.’’ (शूरांतला शूर, सुंदरातला सुंदर, अद्भुत प्रेमकथेच्या नायकासारखा बाजीराव मनाला चटका लावून उठून गेला.) बाजीरावाच्या शेंडीकडे व ‘पिंगा’ गाण्याकडे पाहण्यापेक्षा त्याच्या कर्तबगारीकडे पहा. बाजीरावाचे भव्य चरित्रच जागतिक पातळीवर जाऊ द्या. आता तरी बाजीरावाचे पाय ओढू नका - See more at: http://www.saamana.com/utsav/rokhthok-bajirao-mastani-punha-atakepar#sthash.Hetemiw3.dpuf

Countering Radicalisation in Valley- Brig Anil Gupta True Kashmiriyat will return sooner than later, if the issue is addressed without any vested interests and Sufism will gradually soften the followers of Salafism. Radicalisation in Jammu & Kashmir has three dimensions-regional, ethnic and religious. The theme of this article is limited to religious radicalisation because its growing influence is considered as a threat to national security. The disturbing trend is that Hurriyat on the directions of its masters in Pakistan is trying to spread ‘Salafism’/ ‘Wahhabism’ in the region South of Pir Panjal, which has been peaceful ever since the terrorism was rolled up the Pir Panjal into the Valley and contained there by the security forces (SFs) more than a decade back. The youth in particular is being targeted. “If the youth in J&K become victims of new Salafi version of Islam, the consequences for entire India would be grave.” This warning has been sounded by MK Narayanan, a former National Security Advisor in his recent widely published article. He further goes on to say, “That radicalisation is gaining ground is no longer a secret. Radicalisation rather than militancy and alienation should thus be seen as the new threat in Kashmir. The danger is real.” On the other hand, the Bharateeya Army commander in Kashmir, Lt Gen Subruto Shah, in an interview on the eve of his departure stated “Radicalisation is getting unnecessary hype in Kashmir.” What is the truth? Is the situation critical as perceived by the former NSA or is there a ray of hope as seen by the former military commander? Radicalisation is not new to Kashmir. Ever since the advent of Islam in Kashmir Valley, it has been through phases of radicalisation depending upon the attitude of the ruler. But the silver lining is that every time it emerged out of that phase successfully without causing immense damage to its social fabric. The major credit for this goes to the Muslim Rishis and Peers of the Valley who preached pluralism and tolerance for other religions. The net consequence was the emergence of Kashmiriyat, the backbone of the philosophy of co-existence in the Valley. Sufism is the mainstay of Kashmiriyat. Kashmiri Islam, a variant of Sufism, differs from the mainstream fanatical Islam in that the former is based on the teachings of its famous Rishis. The Rishis were Muslim and the spread of Islam was their prime motive yet they raised their voice against political oppression by the tyrant Kings. Kashmir is also known as Rishi Waer or Pir Waer (the land of Rishis and Pirs). Kashmiriyat is the confluence of its land and people are following different faiths; Sufism, Shaivism, Sikhism and Buddhism. The current phase of radicalisation in the Valley has few distinct features; Sufism is being replaced by Salafism, more youth is being radicalised, polarisation among the Sunni Muslims encouraging separatism, the free-flow of Wahhabi literature and petro-dollars and the proxy war unleashed by Pakistan through ISI sponsored jihadist terrorist outfits. It also coincides with the growing radicalisation internationally and growth of deadly global jihadist terror outfits like al-Qaeda and ISIS. Salafism as most of the readers know is alien to Kashmir but is gaining ground in Kashmir at the cost of Hanafi school of thought, mainly Sufism as practised by older generations of Kashmiris. Drawing parallels Salafism/ Wahhabism is akin to Deobandi school of thought and is a more puritanical form of Islam practised in Arab world and Sufism is akin to shrine-going Barelvi school of thought. The main cause of spread of Salafism, radicalised Islam, was the disenchantment of the younger generations with Sufism practised by their elders. The continued violence and finding no end to their political struggle, the cadre of jihadist terrorist organisations like LeT and JeM were able to convince the educated Kashmiri youth that Sufism portrays an image of tolerance, meekness and pacifism taking the Kashmiris for granted. Generally, it is claimed that the Kashmiri youth was disillusioned with the state due to growing unemployment, perceived denial of political empowerment, alleged excesses of SFs, fear of losing unique Kashmiri Muslim identity through engineered demographic changes, poor governance, frequent bandhs and hartals leading to long confinements, crumbling infrastructure, faulty strategies of the governments in Delhi, perceived neglect of the Kashmiris by the Centre and patronisation of Jammu and Ladakh regions by New Delhi, growing regional discrimination and the feeling of ‘They’ versus ‘Us’. Initial indoctrination of the youth took place in jails and prisons outside Kashmir where the captured hard core Jihadist terrorists and the young Kashmiris were imprisoned together. A few of the dis-enchanted youth were attracted to Salafism by them on release from jails. Its further spread was also aided by free flow of petro-dollars from Saudi Arabia resulting in mushrooming of Madrasas espousing Wahabi ideology, easy availability of Wahabi literature, construction of new modern well equipped Wahabi mosques and the lure of free higher studies in Saudi theological universities. Printed literature, cell phones and social media, the main sources of Salafi literature, also attracted the unemployed educated youth who spent lot of time in confinement due to frequent Bandhs. Easy availability of Video clips featuring popular Salafi clerics and ISIS literature on ‘You Tube’ is the other contributory factor. Unfortunately, Salafi clerics did not confine themselves to merely spreading their school of thought but also launched a tirade against Sufism and Kashmiriyat thus poisoning young Kashmiri minds against pluralism and tolerance leading to radicalisation. Salafism became epitome of separatism. Fortunately, the situation is alarming but not critical. Most Kashmiris and other Muslims still revere mausoleums and shrines and consider them to be part of their cultural heritage. “Kashmiriyat may be down; it is not out”, according to Dr Vijay Sazawal, a Kashmiri writer. As evident, spread of Salafism has political, social and economic reasons. According to Jamiyat-e-Ahil-Hadith, only 16 per cent of Kashmir’s population is under its fold. There lies the ray of hope. Bulk of its 8 million Muslim-population is still not radicalised. To prevent any further erosion, the government needs to address the socio-political and economic concerns of the Kashmiris. Some suggested measures are: revival of Kashmiriyat and Sufism, creation and promotion of inter-faith tourist circuits (Shiv Khori-Shahdra Sharief-Buddah Amarnath-Gurudwara Nagali Sahib in Jammu and Mattan-Charar-i-Sharif, Kheer Bhawani-Shankracharya-Gurudwara Chatti Padshahi-Hazartbal in Kashmir), restoration of mutual trust, job creation, modernisation of Madrasas, application of “Prevention of Misuse of Religious places and shrines Act” in J&K, check free-flow of funds from Saudi Arabia, projection of Pakistan as a failed state and sell Bharat’s success story, counter Pak propaganda through Kashir channel by its complete overhaul, female education and empowerment of women, return of Kashmiri Pundits, opening of IT parks, modernisation of police and developing it into a well-trained, equipped and motivated people-friendly force so that foot fall of Army and CAPFs can be reduced, preventing misuse of social media, empowerment of Panchayati Raj Institutions, integration of Kashmiri youth into the national mainstream (National Cadet Corps can play a major role) and revival of traditional folk arts like “Bhand.” Tackling radicalisation is a battle of minds. Hence, a sustained effort with new approach and outlook to win the hearts and minds needs to be launched. De-radicalisation is like detoxification and would require a sustained and continuous effort. I am sanguine that true Kashmiriyat will return sooner than later, if the issue is addressed without any vested interests and Sufism will gradually soften the followers of Salafism. Radicalisation is not India specific but a global problem. We could study the de-radicalisation strategies being adopted by other nations and pick up those relevant in our context. Brig Anil Gupta

ULFA created room for Bangla migrants Staff reporter GUWAHATI, Dec 5 - The banned ULFA’s three-decade-long rebellion against India and the mindless killing and depredation resulted in the expulsion from Assam 1.5 million Biharis and various sections of people hailing from northern India and Rajasthan. Highlighting this disturbing figure, senior journalist DN Chakravartty today said that while the patriotic Indians were forced to leave the soil of Assam, the ULFA paved the way and spread the red carpet for the entry of over five million pro-east Pakistani and Bangladeshi nationals into Assam. Chakravartty who was addressing the meeting of the Octogenarians’ Club of Guwahati held under the presidentship of Prof Mahesh Bhuyan at Pensioners’ Bhawan, said that the reign of terror let loose by the ULFA brigade caused 50,000 rickshaw-pullers, five lakh cultivators, four-and-a-half lakh masons, carpenters, skilled labourers and a few lakh cobblers, earth-cutters, handcart-pullers, washermen, small traders, boatmen and fishermen leave Assam between 1985 and 2010. Referring to the collusion between the ULFA and India’s neighbouring countries like China and Pakistan, Chakravartty observed that prosperity of Siliguri town owes primarily to the flight of capital from Assam, and referred to the “manufactured movement” engineered by persons with Marxist leanings and questionable loyalty that had now been raising a hue and cry in the country about the “endangerment of life and property of minorities.” Chakravartty said that nations harbouring hostility to India would take advantage of India’s present atmosphere of internal dissention. He condemned the mischief and anti-national activity engineered by “a section of the manipulated press and intellectuals in falsely lionising the ULFA as the saviour of the Assamese people.” Chakravartty also spoke on the utility of the Lower Subansiri hydro-power project, saying that with alteration in its structure and compositions, and sharing of benefits, the dam should be allowed to come up. Ramanikanta Deka, Prabhat Chandra Goswami, Nagendranath Goswami, Amal Chandra Hazarika, Dr Sarat Chandra Dutta, Surendra Kumar Baruah, Radha Bora, Dr Malati Baruah, Dr TK Bhattacharya, Subhash Goswami, and nonagenarian freedom fighter Puspa Bora, while participating in the discussion, stressed the need for educating the Assamese masses about the incalculable damage done by the ULFA in halting the advancement of Assam and opening the floodgates for large-scale Bangladeshi infiltration. The participants also expressed concern over the prevailing climate of social and political tension in the country “when the saner voices have been subdued by organised band of anti-national elements.” They also stressed the need for major rectification in the entire construction schedule of the Lower Subansiri dam. A meeting of the engineers will be held at Pensioners’ Bhawan at 10.30 am on December 27 to discuss the utility of the Lower Subansiri dam and its inevitable modification

His lines below are a reaction to some " Sponsored " journalists like Shekhar Gupta of Indian Express, who comes up with cooked up stories slanted against the Military, at every opportunity - real or contrived. It is just a sign of the times that all the bureaucrats of that time went on to to higher posts- like the then Joint Secy in MOD , HC Sarin, who became the Def Secy in 1970/ 71, while many heads rolled in the corridors of the Military and some of the Politicians ( rightly so). Forget about the Def Secy and Foreign Secy being shown the door, what about BN Malik Director IB. His outfit was singularly responsible for the crass negligence towards Chinese perceptions about the border dispute. The IB was full of arrogance and no one could override or disagree with BN Malik. No Politician had any idea what intelligence was. Nehru had the External Affairs with him, Menon was playing around with the Services. Who was willing to "listen carefully to the generals". I was but a lad in 1957/58 when my father was Bde Cdr in Ambala under 4 Div commanded by Biji Kaul. 4 Indian Div (Red Eagle Div), of North Africa fame was busy building houses under OP AMAR, the project that reiterated that there was no danger to India's borders as envisaged by Nehru / Malik / Cabinet / Menon / bureaucrats. Many will not remember that our Ordnance Factories were producing coffee percolators / toasters / and other white goods. And writers have the gall to say that military leadership was the primary cause of 1962 performance? Naturally all the Brig John Dalvi's 7 Brigade had was toasters to throw at Chinese troops, and Menon was drinking tea in a restaurant named Laguna in Connaught Place, I have seen him there. 2. Blaming Thapar was easy, he was Chief. How come no one blamed Malik ? Not even today. Reason is that blaming Malik means blaming Nehru and Gulzari lal Nanda. Comparing Ladakh with NEFA, Tawang / Walong sector is wrong. Gen Daulat Singh and his commanders remained who they were and Kaul could not interfere, because Daulat Singh would not take it, and Kaul knew it. But because Eastern Command was in Lucknow, 4 Corps was created in Tezpur, and Kaul took it over. What did he do to make East defendable since he was CGS? Nothing. He behaved like the CIGS, the I standing for Imperial. It is easy to crucify Pathania who was given 4 Div after removing Niranjan Prasad. What did Pathania have to fight with? What strategic / tactical orders did Kaul issue from Tezpur / Delhi / or his sick bed? What intelligence did Malik provide? Pathania had a history of gallantry, being a Military Cross + MVC. Not chota mota decorations. Powers in Delhi must have thought he will create miracles. But he was not the "baba" who was Malik's guru. For years IB policemen swore that, and I quote freely as heard in late 60s, " when baba raised his hand, the Chinese stopped, and went back" Now it is upto those who can, to find out who was this baba. I saw him only once on board an AN-12. 3. There is also comment about supply drops falling into the hands of the Chinese and not Indians. It is true that this happened. On many occasions, by the time our Daks reached the DZ as indicated to Jorhat, Indian forces had withdrawn South. There being no contact between ground and aircraft, the drop went through as planned. The write up makes it sound as though inspite of all modern commn the drops were a big mess. In the West, it was different. Leh based troops were acclimatised. Open areas permitted photo recce, recall Jaggi Naths photos of Chinese troops. This was not possible in NEFA. Besides, many units fought well in NEFA, and units also failed in Ladakh. The IAF was held back for all sorts of reasons. Whether offensive air support could have been given successfully is a matter for debate given the primitive commn, lack of FACs, swift retreats, and no definable Front Line of Own Troops. That is not germane here. 4. Most surely our troops were badly kitted and poorly armed for mountain warfare. Look at it this way in 2012. If VK Singh can say that the civilian bureaucrats with their political masters have made the Army "nanga", and not one Indian is worried, the same situation prevailed in the late 50s with the very same interlocutors, Generals / politicians / bureaucrats. What is the difference, same difference. If a Chief threatens to resign today and tells Indians on TV prime time why he is resigning, who is bothered? Will any NGO, political party, Mamta, Mayawati, Thakery, Lallu, Jayalalitha make an issue. No way. So what impact would have resulted by resignations of Thapar, Sen, Thorat, Daulat, Engineer, Arjan, Jaswant, etc ? In 1962 no one except maybe a few 100 people in Delhi would have known, Akaashvani would not have broadcast it. BN Malik would have frightened Nehru by calling it an attempted coup. Resigning is not the solution, never has been. Resigning is what Arjun wanted to do at Kurukshetra, I am not being dramatic, the story tells us that, and his adviser prevents him from doing so. The rest we all know. 5. Maxwell wrote well, much of what he says has merit. Lets not forget that Henderson Brooks was commanding XI Corps, Bhagat was his BGS, and Daulat was his Army Cdr. I am certain that at least one copy of the report is somewhere waiting to be found. Wonder why no journalist has pursued this? Gen HB could not have consigned everything to Army HQ / MOD. The military can prepare itself, troops / officers can be motivated, training can be done, equipment can be kept fully serviceable etc. But what does a military commander do with out of date fighting weapons? What does he do when his boys do not have even a OG jersey, not even angola shirts, forget great coats, mittens, woolen socks, high ankle boots etc. How does he ensure food when MOD has not sanctioned resources for setting up Rear Area Supply Zones. MOD says not reqd, there is no danger from China, no funds will be given. Can the commander loot a granary? Yes, many unit / bde / Div cdrs / platoon cdrs failed, were overtaken by events, and every failed commander was sacked. Who was sacked from MOD, which politician resigned? There used to be Three Dy Def Ministers then, who resigned? 6. Now recall the very recent IPKF fiasco. Our troops were with SLRs against AK-47s. Our troops had no maps, poor intelligence, uncertain and conflicting orders, hastily gathered, all commanders were sure that it will end within a few weeks. This in 1987, exactly 25 years after Bomdi La, Se La, Walong, Chushul, Chip Chap etc. Are we doubting military leadership? But unit commanders were sacked. If I am correct more Indians died in Lanka than in 1962, I may be wrong. Once again, why did we intervene? This was not an adventure planned and conceived by generals of the Indian Army. The whole thing came out of RAW, MEA, PMO, with gung-ho inputs from Army HQ. Which MEA / PMO / RAW offical was dismissed? Many army guys went home. 7. There is a need for the 1962 battles to be explained to Indians thru TV. Anchors can take it up if Vadras, Khurshids, Gadkaris, Kejriwals, Khaps, will allow them to do so. Gross misconceptions and misinformation is floating around freely, has been for the last 50 years, and keeping the report secret adds to the disinformation. Chinese can say what they want. We know that they had to go back since their lines had become too long and could easily be cut off. The "baba" had nothing to do with it. They had an aim, it was achieved, they went back. How much pressure USSR or USA & UK put seems to be unknown, but it must have been there. And lets not forget Nehrus famous line that my heart goes out to the people of Assam. SIYA ANDRABI son can pursue studies IN MALAYSIA ON INDIAN PASSPORT BUT does not want the other children of Kashmir to experience even the other parts of their own country

SIYA ANDRABI - HYPOCRISY PERSONIFIED ??-VIJAY KAUL While nothing more can be expected from the likes of Asiya Andrabi given her sheer bankruptcy of ideals, her depravity has found new dimensions. The hypocrite, who goes all out to ensure that, her own son went on an India Passport to Malasiya for studies, does not want the other children of Kashmir to experience even the other parts of their own country. She has the temerity to openly warn the parents of our young girls not to be introduced to the immense opportunities in other states of the country. why? Simply because, she feels that such privileges are the preserve of her ilk. Also because an aware and empowered young generation would be quick to see through her diabolical designs. By her own admission, she became a rebel when she was disallowed to pursue her studies abroad. So, is she now venting it out on others?. Her own sisters can stay in Malasiya, her own son can pursue studies there and explore the world; her relations can live all over the world in Pakistan, England, Saudi Arabia and Malasiya ? but the Kashmiri youth must remain tethered. Their ?wings of fire? must remain clipped; their aspirations and the dreams of their parents must remain hostage to her unveiled threats and of other separatists who also have their near and dear ones tucked away from here in luxurious environs. It is about time the youth of Kashmir confronted these self proclaimed leaders of their destiny. These separatists have far too long gone unquestioned. Asiya obviously realises her losing ground which has forced her to now blatantly warn the parents of dire consequences if they allowed their daughters to go on capacity building tours organised by the Army to empower them to make informed decisions about their futures. If one asked any of those girls who have had the opportunity to be on such a tour organised by the Army, one would come to know the extreme affection, care and compassion with which they are treated by the Army persons including women officers and spouses of the Army men. An Army officer told me ?in these girls we saw our own sisters and daughters we had back home. And in all such tours, the girls are always accompanied by some of their teachers, elders and even parents?. For how long will we let such people drive our lives?. I am fed up!!. Are you not?????

MUST READ INTOLERANCE DEBATE

सध्या संसदेत ‘असहिष्णुता’ या देशभर (विनाकारण) गाजणाऱया विषयावर वादळी चर्चा होत आहे. ज्या प्रकारे ही चर्चा होत आहे, आणि दोन्ही बाजूंकडून वाद-प्रतिवाद होत आहेत, ते ऐकले म्हणजे हा मुद्दाच किती पोकळ आहे, याची खात्री पटते. गेल्या दीड वर्षात, अर्थात भाजपाप्रणीत रालोआचे नरेंद्र मोदी सरकार निवडून आल्यानंतर देशात असहिष्णुता प्रचंड प्रमाणात वाढीस लागली असून अल्पसंख्याकांचे जिणे असहय़ झाले आहे, असा कांगावा करत पुरस्कार वापसी, सरकारवर टीका इत्यादींची झोड उठविण्यात काहीजण आघाडीवर आहेत. यात चित्रपटसृष्टीतील काही लोकप्रिय कलाकारही समाविष्ट आहेत. ही जी वातावरण निर्मिती करण्यात आली आहे, ती केवळ सर्वसामान्य लोकांच्या मनात भीती निर्माण करण्यासाठीच आहे का असा संशय निर्माण होत आहे. संसदेत या विषयावर तावातावाने मते मांडण्यात आली. आरोप-प्रत्यारोपांच्या फैरी झडल्या. पण असहिष्णुतेची जी उदाहरणे देण्यात आली आणि जो तपशील सांगण्यात आला, तो पाहता इतका गदारोळ केवळ हेतुपुरस्सर आणि राजकीय कारणासाठीच उठविण्यात आला आहे, असे वाटल्यावाचून रहात नाही. देशात असहिष्णुता आहेच, असे ठामपणे सांगणाऱयांची मजल तपशील देताना मात्र, दादरी प्रकरण आणि काही लोकप्रतिनिधींची विधाने यापलीकडे जात नाही. यापैकी दादरी प्रकरण हे निषेधार्ह असले, तरी तेवढय़ावरून संपूर्ण देशात असहिष्णुता आहे, असे म्हणणे अतिशयोक्तीपूर्ण आहे. शिवाय या प्रकरणाची चौकशीही अद्याप पूर्ण झालेली नसून ते नेमके कोणत्या कारणासाठी घडले यावर बरीच मतभिन्नता आहे. तेव्हा, न्यायालयाचा निकाल येण्याची वाट पाहणे योग्य ठरेल. चौकशीपूर्वीच साप साप म्हणून भुई थोपटल्यास नंतर असे करणाऱयांचे हसे होते, यासाठी एक उदाहरण पुरेसे आहे. काही महिन्यांपूर्वी उत्तर प्रदेशात चर्चवर हल्ला होऊन मोडतोड झाल्याचे वृत्त झळकले होते. यासाठी संघ परिवारच जबाबदार आहे अशी चौफेर हाकाटी मानवतेच्या ठेकेदारांनी आणि चोवीस तास बातम्यांची दुकाने चालविणाऱया वृत्तवाहिन्यांनी केली. पण नंतर हे हल्ले संघपरिवाराने नव्हे, तर अन्य अल्पसंख्याक समुदायाच्याच व्यक्तींनी घडविले होते, हे उघड झाले. संबंधित आरोपींना अटकही करण्यात आली. असे प्रसंग अनेकदा घडले आहेत. पण ही वस्तुस्थितीदेखील तितक्याच ठळकपणे लोकांपर्यंत पोहचविण्याचे धाडस आणि प्रामाणिकपणा या ठेकेदारांनी आणि वृत्तवाहिन्यांनी आजपर्यंत कधीच दाखविलेला नाही. वास्तविक हीच खरी असहिष्णुता असून सहिष्णुतेच्या स्वयंघोषित कंत्राटदारांकडून ती अनेकदा दाखविली जाते, हे दुर्दैवाची बाब म्हणावी लागेल. दुसरा मुद्दा बेजबाबदार विधानांचा. अशी विधाने करण्यात आपल्याकडे सर्वच पक्षांचे काही नेते आघाडीवर असतात. ती काही एकाच पक्षाची मक्तेदारी नाही. तसेच विविध विषयांवर अशी बेताल विधाने केली जातात. पण कथित पुरोगाम्यांना ‘त्याज्य’ असणाऱया विषयांवर ती केली, की लगेच देशाची एकता धोक्यात असल्याचा ढोल बडविण्यास सुरुवात होते. याबाबत नुकतेच घडलेले आणखी एक उदाहरण बोलके आहे. मुस्लिमांच्या भावना दुखावणारे व्यंगचित्र प्रसिद्ध केल्याबद्दल महाराष्ट्रात एका सुप्रसिद्ध दैनिकाच्या पाच सहा कार्यालयांवर हल्ले चढविण्यात आले. त्यानंतर त्वरित या दैनिकाने जाहीर क्षमायाचना केली. असेच व्यंगचित्र हिंदू धर्माबाबत प्रसिद्ध केले गेले असते आणि मग असे हल्ले झाले असते, तर परिणाम काय झाला असता? हल्लेखोरांची संभावना असहिष्णु कशी करण्यात आली असती. प्रसिद्ध अभिनेता आमीरखानने त्याच्या पीके या चित्रपटात हिंदू देवदेवतांचे असेच व्यंगात्मक चित्रण केले आहेच. पण या देशातील बहुसंख्याकांनीही तो चित्रपट डोक्यावर घेण्याचा उदारपणा दाखविलेला आहे. मग तसाच तो अल्पसंख्याकांचे प्रतिनिधित्व करणाऱया संघटनांकडून का दाखविला जात नाही? ही असहिष्णुता नाही काय? सहिष्णुतेची जबाबदारी केवळ बहुसंख्याक समाजानेच स्वीकारावी, अशी अपेक्षा करणे केवळ चूकच नव्हे, तर घातक आहे. ही जबाबदारी सर्वच समाजघटकांची आहे. कोणत्या समाजाची संख्या किती, असा प्रश्न तेथे गैरलागू आहे. कारण, समाजमनात भीती निर्माण करण्याचे कार्य संख्येने थोडे असणारे लोकही करू शकतात. पण स्वतःला समाजाचे स्वयंघोषित नेते आणि मार्गदर्शक म्हणवून घेणारे विचारवंत ही बाजू लक्षातच घेत नाहीत, किंवा लक्षात आली तरी त्याकडे जाणूनबुजून दुर्लक्ष करतात. खरेतर या प्रवृत्तीमुळेच समाजात असहिष्णुता वाढीला लागते. संसदेत चर्चेच्या वेळी मार्क्सवादी खासदार मोहम्मद सलीम यांनी राजनाथसिंग यांचे एक कथित विधान एका नियतकालिकातून वाचून दाखविले. मोदींचे सरकार हे गेल्या आठशे वर्षातील पहिले हिंदू सरकार आहे, अशा अर्थाचे ते विधान होते. हे प्रक्षोभक आणि असहिष्णु विधान करणारा नेता देशाचा गृहमंत्री असा असू शकतो, असा सलीम यांचा सूर होता. पण ज्या नियतकालिकात ही मुलाखत प्रसिद्ध झाली आहे, त्याने आता खुलासा केला आहे. हे विधान राजनाथसिंग यांचे नसून दिवंगत विहिप नेते अशोक सिंघल यांचे आहे. ते ‘चुकून’ राजनाथसिंग यांच्या नावावर छापले गेले असे स्पष्टीकरण आता दीड वर्षांनंतर या नियतकालिकाने दिले आहे. अशा स्थितीत असहिष्णु कोण हाच प्रश्न निर्माण झाला आहे. पुरेशी माहिती न घेता अर्धवट ज्ञानावर केवळ भावनेच्या भरात आरोप करणारे असहिष्णु नाहीत काय? ही सर्व उदाहरणे आणि प्रसंग पाहिल्यावर असहिष्णुतेचा मुद्दा धर्मनिरपेक्षतेचा कैवार घेणाऱयांकडून केवळ राजकीय हत्यार म्हणून वापरला जात आहे, असा जनतेचा समज झाल्यास तो चुकीचा म्हणता येणार नाही. धर्मभावना, मग ती बहुसंख्याकांची असो, किंवा अल्पसंख्याकांची, तिच्याशी खेळणे हे धोकादायक ठरते. हा खेळ धर्मनिरपेक्षतेच्या नावाने खेळला गेला तरी तो तितकाच घातक असतो. सर्वच संबंधितांनी याची जाणीव ठेवणे आवश्यक आहे. म्हणूनच, काळ सध्याचा असो, की कोणताही असो, जबाबदारीने वागणे आणि बोलणे हेच श्रेयस्कर असून हा नियम सर्वांसाठीच आहे.

The French Interior Ministry said it was trying to “reclaim” 184 square kilometers of Marseille that have come under the control of Muslim law. The French newspaper Le Figaro referred to downtown Perpignan as a “veritable no-go zone” where “aggression, antisocial behavior, drug trafficking, Muslim communalism, racial tension and tribal violence” are forcing non-Muslims to move out. Le Figaro also reported that the Les Izards district of Toulouse was also a no-go zone, where Arab drug trafficking gangs rule the streets in a climate of fear.
