नेपाळी राज्यकर्त्यांचा भारताकडे कानाडोळा

नेपाळी राज्यकर्त्यांचा भारताकडे कानाडोळा भारताचा नेपाळच्या नव्या राज्यघटनेचे ‘स्वागत करण्यास’ नकार नवीन राज्यघटनेवरून नेपाळमधील मधेशी समुदायाने उग्र आंदोलन छेडले आहे. गेल्या एक महिन्यापासून आंदोलनादरम्यान झालेल्या धमुश्चक्रीत किमान ४० जणांना प्राण गमवावे लागले आहेत. त्यामुळे भारत-नेपाळ व्यापार मार्गाची नाकेबंदी झाली आहे. जीवनावश्यक वस्तूंचा पुरवठा करणारे शेकडो ट्रकच्या रांगा लागल्या आहेत. हा मार्ग पूर्णपणे ठप्प झाला आहे. बिरगंज येथील व्यापारी तपास नाक्याचे कामकाज ठप्प झाले आहे. हा तपास नाका भारत आणि नेपाळ व्यापार संबंधातील महत्त्वाचा नाका मानला जातो. या नाक्यावरून मोठ्या प्रमाणात देवाण-घेवाण केली जाते. परंतु आता जीवनावश्यक वस्तूंचा पुरवठा बंद पडल्याने नागरिकांना तुटवडा भासत आहे. काठमांडूमध्ये पेट्रोल पंपावरदेखील रांगाच राग लागल्याचे दिसून आले आहे. पेट्रोलचा तुटवडा जाणवू लागला आहे. नेपाळ पूर्णपणे इंडियन ऑइल कॉर्पोरेशनच्या पेट्रोलियम उत्पादनावर अवलंबून आहे. राष्ट्रपती रामबरन यादव यांनी नेपाळचे धर्मनिरपेक्ष व लोकशाही प्रजासत्ताकात संक्रमण घडवणार्या नव्या घटनेची घोषणा केल्यानंतर दुसर्याा दिवशी जॉईंट मधेशी फ्रंटच्या कार्यकर्त्यांनी अनेक भागात निदर्शने केली. काठमांडूनंतरच्या देशातील दुसर्या् क्रमांकाच्या व उपमहानगरपालिका असलेल्या बिराटनगर शहरात आंदोलकांना नियंत्रणात आणण्यासाठी पोलिसांनी केलेल्या गोळीबारात तिघे जखमी झाले. नेपाळच्या दक्षिण व पश्चि म भागात मधेशी आघाडी आणि थारुवान संघर्ष समिती यांच्या गेल्या महिनाभरापासून सुरू असलेल्या आंदोलनामुळे देशातील जनजीवनावर विपरीत परिणाम झाला आहे. देशाचे सात संघराज्यांमध्ये विभाजन करण्यास हे आंदोलक विरोध करीत आहेत. दरम्यान, नवी घटना लागू होण्याचा ऐतिहासिक प्रसंग साजरा करण्यासाठी नेपाळी कॉंग्रेस, सीपीएन-यूएमएल आणि यूसीपीएन-माओवादी या तीन मोठ्या राजकीय पक्षांनी सोमवारी तुंडिखेलच्या खुल्या मैदानात संयुक्त जाहीर सभा घेतली. पंतप्रधान व नेपाळी कॉंग्रेसचे अध्यक्ष सुशील कोईराला, सीपीएन-यूएमएलचे अध्यक्ष के.पी. शर्मा ओली आणि यूसीपीएन-माओवादीचे अध्यक्ष पुष्पकमल प्रचंड या नेत्यांनी जमलेल्या लोकांना संबोधित केले. नेपाळमध्ये सुरूच असलेला हिंसाचार आणि भारताच्या सबुरीच्या सल्ल्यानंतरही नवी घटना स्वीकारण्याच्या त्या देशाच्या निर्णयाचा परिणाम यामुळे चिंतित झालेल्या भारतीय परराष्ट्र व्यवहार मंत्रालयाने नेपाळमधील भारताचे राजदूत रणजित राय यांना दिल्लीला बोलावून घेतले. भारतीय सीमेवरील नेपाळी जिल्ह्यांमध्ये सुरू असलेल्या हिंसाचाराबाबत आमची चिंता आम्ही नेपाळ सरकारला कळवली असल्याचे सांगून, भारत सरकारने नेपाळच्या नव्या घटनेचे स्वागत करण्यास नकार दिला. नेपाळला आधारची गरज नेपाळ हे जगाच्या पाठीवरील एकमेव हिंदू राष्ट्र होते, पण तेथे आलेल्या कम्युनिस्ट राजवटीने ते निधर्मी केले. तेव्हापासून नेपाळमधील हिंदू समुदाय हे पुन्हा हिंदू राष्ट्र व्हावे यासाठी झगडत होता. पुन्हा एकदा नेपाळमधील हिंदूंना अपयशाचे धनी व्हावे लागले. नेपाळला राज्य घटनेद्वारा हिंदू राष्ट्राचा दर्जा बहाल करण्याचा प्रस्ताव तेथील संसदेने फेटाळला व नेपाळ हे सेक्युलर राष्ट्र असल्याचे जाहीर करण्यात आले आहे. त्यामुळे संतापाची लाट उसळून हिंसाचाराचा भडका उडाला आहे. या हिंसाचारात आतापर्यंत ४० जणांचे बळी गेले आहेत व वणवा विझण्याची लक्षणे दिसत नाहीत. नेपाळ हा चिमुकला देश असला तरी हिंदू धर्मीयांसाठी ते एक तीर्थक्षेत्रच आहे, पण हे तीर्थक्षेत्र गढूळ करण्याचे काम चीन व पाकिस्तानसारख्या राष्ट्रांनी केले. भारताची अर्थव्यवस्था विस्कळित करण्याचे काम नेपाळातील पाकिस्तानी दूतावासातून चालले होते. हजार व पाचशेच्या बनावट नोटा छापण्याचे कारखाने पाकिस्तानी दूतावासाचे अधिकारी चालवत होते व हा माल भारतात येत होता. भारतातील दहशतवादी कारवायांचे सूत्रधार नेपाळात पाकच्या आश्रयाखालीच जगत होते. आर्थिक व इतर मदतीचा ओघ देऊन नेपाळला आपल्या बाजूने आणण्याचे काम चीनने केले. नेपाळने भावनिकदृष्ट्या भारतापासून तुटावे यासाठी चीन व पाकिस्तान एकत्रित कारस्थान करीत होते व आपले यापूर्वीचे राज्यकर्ते यातच आनंद मानीत होते. त्याचे परिणाम आज भोगावे लागत आहेत. नेपाळ हे स्वतंत्र राष्ट्र असले तरी जगातील एकमेव हिंदू राष्ट्र असे गौरवाने सांगावे अशी एकमेव भूमी होती. तेथील राजेशाहीबद्दल आक्षेप असू शकतात, पण मग हेच आक्षेप ब्रिटनच्या राजेशाहीबद्दल का नसावेत? नेपाळात बंड घडवले गेले, त्याचे कारण अर्थातच स्पष्ट आहे. चीन व पाकने एकत्र येऊन नेपाळ हे हिंदू राष्ट्र खतम केले व आजही त्यास उभे राहू दिले जात नाही. नेपाळला आधार देण्याची गरज आहे. मार्क्सवादी विरुद्ध परंपरावादी या मूठभर देशातील ताज्या अस्वस्थतेच्या मुळाशी आहे ती नवीन घटना. अख्खी घटनाच नवी आणल्याने अनेक बदल होणार आहेत. दोन कोटी लोकसंख्येच्या या देशात सात नवीन राज्ये तयार होतील आणि त्यांचे नेतृत्व लोकनियुक्त मुख्यमंत्री करतील. वरवर पाहता यात अस्वस्थ व्हावे असे काही नाही. परंतु तरीही नेपाळात ही अस्वस्थता आहे, कारण राज्यांची निर्मिती हाच अनेकांसाठी संतापाचा विषय आहे. या देशात साधारण सव्वाशे जमाती असून त्यांचे एकमेकांतील मानापमान, अस्मिता या ताज्या संघर्षांच्या मुळाशी आहेत. यातील काही जमाती या डोंगरभागातील आहेत तर काही पठारी प्रदेशातील. पठारी प्रदेशातील जनतेस डोंगरी वसाहतींविषयी राग आहे तर डोंगरी वसाहती पठारी प्रदेशातील नागरिकांविषयी संतप्त आहेत. या दोघांशिवाय अन्य काही जमातीदेखील संतप्त आहेत कारण आपल्या वाट्यास नव्या घटनेने काहीच येत नाही, असा त्यांचा समज आहे. या सगळ्यांचाच राग आहे तो नवीन राज्यांच्या सीमांवरून. सर्वत्र दारिद्र्य भरून राहिलेले असेल तर नागरिक मिळेल त्या मुद्यावर लढतात. नेपाळात तेच होत आहे. आमच्या वाट्याचा प्रदेश अन्य जमातीला का, या प्रश्नां नी नागरिकांची माथी भडकलेली आहेत. त्या संघर्षांस आणखी एक पैलू आहे धर्माचा. भारत वगळता हिंदू धर्मीयांचे प्राबल्य असलेला नेपाळ हा एकमेव देश. तो हिंदूच राहावा असे या देशातील काहींना वाटते. या अशा धर्मप्रबल जनतेचा पराभव नव्या राज्यघटनेने झाला. कारण नेपाळने हिंदू राष्ट्र न होता धर्मनिरपेक्ष राहण्यास पसंती दिली. एका बाजूस कडवे मार्क्सवादी आणि दुसरीकडे परंपरावादी अशांच्या कात्रीत सापडलेला हा दरिद्री देश आपल्यासाठी मात्र निश्चिअत डोकेदुखी बनून राहिला आहे. इतरांना काहीच नाही एकविसाव्या शतकाची सुरुवातच या देशासाठी राजघराण्याच्या हत्याकांडाने झाली. सत्तासोपानाच्या प्रतीक्षा रांगेपासून दूर गेलेल्या एका राजपुत्रानेच २००१ साली राजासह राजघराण्यातील आठ जणांचे शिरकाण केले. तो काळ नेपाळात मार्क्सवादी चळवळीने उसळी घेण्याचा. या चळवळीने जवळपास २५० वर्षे जुन्या राजेशाहीस मोठा हादरा दिला. तेव्हापासून नेपाळात नांदू लागलेली अस्वस्थता अद्यापही कमी होण्यास तयार नाही. पुढे मार्क्सवाद्यांनी हिंसाचाराचा त्याग करून लोकशाही प्रक्रियेत सहभागी होण्यास मान्यता दिली आणि २००८ साली नेपाळने राजघराणेही बरखास्त केले. तेव्हापासून तो देश स्वतंत्र, सर्वसमावेशी घटना निर्मितीच्या प्रक्रियेत होता. हा राजकीय गोंधळ कमी म्हणून की काय गेल्या वर्षी या देशास भूकंपाने उखडून टाकले. सुमारे नऊ हजारांचा बळी घेणार्या त्या विध्वंसक धरणीकंपाने नेपाळला पूर्ण विदग्ध केले. त्यातून तो देश अद्यापही सावरलेला नाही. या पार्श्व भूमीवर ही घटना निर्मिती प्रक्रिया सुरू होती. नवीन घटना अस्तित्वात येईपर्यंत तो देश हंगामी नियमावलीने हाकला जात होता. ती हंगामी नियमावली रविवारी संपुष्टात आली. त्या दिवशी नेपाळचे राष्ट्राध्यक्ष राम बरन यादव यांनी नव्या घटनेची घोषणा केली. ताजे मतभेद उफाळून आले आहेत ते याच नव्या घटनेमुळे. विविध जाती आणि जमातींच्या अस्मितांना या नव्या घटनेने हात घातला असून, यातून समलिंगी सोडले तर कोणालाच काही मिळत नसल्याची भावना मूळ धरू लागली आहे. नव्या घटनेने समलिंगींना समान हक्क दिले आहेत. हिंदूंसाठी पवित्र पशुपतिनाथाचे माहेरघर असणार्याट या प्रदेशाने समलैंगिकता मान्य करणे, त्यास घटनात्मक मान्यता देणे हे फारच मोठे पाऊल ठरावे. परंतु त्याच वेळी परकीयांशी विवाह करणार्याण नेपाळी तरुणींना मात्र ही घटना नागरिकांचे किमान हक्क डावलते. नेपाळची विभागणी या नव्या घटनेमुळे नेपाळात दोन प्रतिनिधी सभागृहे अस्तित्वात येतील. आपल्याकडील लोकसभा आणि राज्यसभेप्रमाणे. या दोन सभागृहांत अनुक्रमे ३७५ आणि ६० अशी सदस्यसंख्या असेल. हा सर्व तपशील निश्चियत करणार्याा घटनेचे ३७ खंड, ३०७ कलमे आणि सात परिशिष्टे आहेत. ही सर्व व्यवस्था अमलात आल्यावर नेपाळची विभागणी सात राज्यात होईल. तशी ती करण्यासाठी विविध तज्ज्ञांची एक समिती नेमली जाऊन सात राज्यांची सीमानिश्चि ती केली जाईल. या संभाव्य राज्यनिर्मितीसही अनेकांचा विरोध असून, कोणत्या जमातीचा समावेश कोणत्या राज्यात केला जाणार यावरूनही तेथे तर्कवितर्कांना ऊत आला आहे. त्याच वेळी तीन राजकीय पक्ष मात्र या घटनेच्या बाजूने ठामपणे उभे राहिलेले दिसतात. ठसठशीतपणे दिसून येतो तो या घटनेस असलेला अनेकांचा विरोध. त्याचकडे पाहात भारताने नेपाळला या घटनेबाबत सबुरीचा सल्ला दिला होता. भारतीयांकडे कानाडोळा नेपाळी राज्यकर्त्यांनी आपणास हवे होते तेच केले. या संदर्भात भारताची भूमिका तेथील राज्यकर्त्यांनी सर्वसमावेशक धोरण आखावे, याचा आग्रह धरणारी होती. सर्व जाती, जमातींशी बोलूनच नेपाळने आपल्या घटनेस अंतिम रूप द्यावे, इतक्या सगळ्यांच्या अस्वस्थता आणि विरोधाच्या पायावर ही घटना अमलात आणू नये, असे आपले मत होते. पंतप्रधान नरेंद्र मोदी यांचे विशेष दूत, परराष्ट्र सचिव एस जयशंकर यांनी नेपाळला जाऊन ही बाब तेथील संबंधितांच्या कानावर घातली. परंतु नेपाळी राज्यकर्त्यांनी भारतीय भूमिकेकडे कानाडोळा केला. नेपाळमध्ये राज्यघटनाही तयार करण्यात आली, ही खरे म्हणजे एक ऐतिहासिक घटना. नेपाळने स्वीकारलेल्या राज्यघटनेनुसार राज्याची घडी बसविण्यासाठी आणि त्याला स्थैर्य प्राप्त करून देण्यासाठी राज्यघटनेत कितीही उदात्त मूल्ये आणि तत्त्वे समाविष्ट केली असली, तरी त्यानुसार राज्यव्यवहाराची चाके सुव्यवस्थितरीत्या फिरणे हे महत्त्वाचे असते. नेपाळला त्या दृष्टीने प्रयत्न करावे लागतील. भारताने नेपाळला सबुरीचा सल्ला दिला होता, तो या संदर्भात महत्त्वाचा होता. घटना स्वीकारण्याचा निर्णय झाल्यानंतर हिंसाचाराचा उद्रेक झाला आहे. सात राज्यांच्या सरहद्दींवरूनही बरेच वाद निर्माण झाले आहेत. त्यामुळेच संक्रमण वाटते तितके सोपे नाही, याची जाणीव आता नेपाळला झाली असेल. भारताने नेपाळशी घनिष्ठ संबंध ठेवण्याचा नेहमीच प्रयत्न केला आणि नेपाळचे भू-राजकीय स्थान लक्षात घेता ते आवश्यकही आहे. चीन भारताच्या शेजारी देशांना वश करून वर्चस्व वाढविण्याचा प्रयत्न करीत असताना तर हे जास्तच गरजेचे आहे. नेपाळची सुस्थिर आणि प्रगतिशील वाटचाल भारताच्या हिताची आहे. तूर्त तरी आपणास माघार घ्यावी लागली आहे. पण निदान चीनचे बस्तान तरी त्या देशात बसू नये, असाच आपला प्रयत्न असेल. आपणास नेपाळ आणि चीन या समीकरणास तोंड द्यावे लागणार आहे. त्याचमुळे नेपाळ ही आपल्यासाठी डोकेदुखी आहे.

मक्केतील दुर्घटनेची चौकशी व्हायलाच हवी

मक्केतील दुर्घटनेची चौकशी व्हायलाच हवी (sakal editorial)आणि त्याची नेमकी कारणेही स्पष्ट व्हायला हवीत. पण त्यानिमित्ताने अलीकडल्या काळात गर्दीचे व्यवस्थापन हे दिवसेंदिवस किती अवघड होत चालले आहे, यावरही प्रकाश पडला आहे. भरमसाठ पैसा, धार्मिक परंपरेचा वारसा आणि राजघराण्याची मातब्बरी किंवा वलय एवढेच एखाद्या देशाकडे असणे पुरेसे नसते. देशाच्या कारभाराची सारी चक्रे सुव्यवस्थित चालण्यासाठी संस्थात्मक पाया मजबूत करावा लागतो. त्या आधाराने केलेला कारभार लोकाभिमुख आणि उत्तरदायी असावा लागतो. पण सौदी अरेबियाच्या राज्यकर्त्यांना यापैकी कशाचीच फिकीर दिसत नाही. दीर्घकाळ अमेरिकेचा लाडका देश असलेला सौदी अरेबिया "सिस्टिम्स‘ कशा चालवायच्या याविषयी मात्र आपल्या पाठीराख्या देशाकडून काही शिकलेला दिसत नाही. हज यात्रेच्या काळात आजवर अनेक दुर्घटना घडून गेल्यानंतरही त्यांचे डोळे उघडलेले नाहीत, हीच मोठी शोकांतिका म्हटली पाहिजे. संकटाचा अंदाज घेण्यात तेथील प्रशासन सपशेल नापास झाले आहे. आता इतरांवर खापर फोडण्याचा प्रयत्न सुरू असला तरी त्या देशाच्या राज्यकर्त्यांना जबाबदारीतून अंग काढून घेता येणार नाही. हज यात्रेसाठी मक्का् येथे जमलेल्या भाविकांनी सैतानाला दगड मारण्याच्या विधीच्या वेळी प्रचंड गर्दी केली. त्यात अभूतपूर्व अशी चेंगराचेंगरी झाली आणि सातशेहून अधिक भाविक मृत्युमुखी पडले. एका अंदाजानुसार त्या ठिकाणी त्या वेळी 20 लाखांहून अधिक भाविक जमा झाले होते. एवढ्या प्रचंड गर्दीचे नियंत्रण करणे, ही खरे तर कसरतच होती, यात शंका नाही. परंतु, एवढ्या मोठ्या संख्येने लोक एका ठिकाणी जमा होणार म्हटल्यानंतर जास्त दक्षता घ्यायला हवी होती. धार्मिक स्थळी जमलेल्या भाविकांवर नियंत्रण ठेवणे, हे सरकारी यंत्रणांसाठी आव्हानच असते. बारा वर्षांपूर्वी नाशिकला झालेल्या कुंभमेळ्यातही असेच नियंत्रण सुटल्यामुळे काही भाविकांना प्राण गमवावे लागले होते आणि साबरीमाला येथेही प्रचंड गर्दीमुळे अशा घटना घडल्या आहेत. पण मक्केात गुरुवारी घडलेल्या दुर्घटनेची व्याप्ती ही या अशा दुर्दैवी अपघातांपेक्षा प्रचंड आहे आणि मृत्यूला सामोरे जावे लागलेल्या या भाविकांमध्ये जगभरातील मुस्लिम बांधवांचा समावेश आहे. त्यामुळेच या दुर्घटनेनंतर जगभरात जसे शोकाकूल वातावरण निर्माण झाले आहे, तशीच संतापाची लाटही उसळली आहे. मक्कास आणि मदिना येथे होणारी गर्दी जशी नवी नाही, त्याचबरोबर या गर्दीमुळे घडणाऱ्या दुर्घटनाही नव्या नाहीत. 1990 मध्ये मक्केेत झालेल्या अशाच चेंगराचेंगरीत 1426 भाविकांना प्राण गमवावे लागले होते. गेल्या काही शतकांतील मक्केोतील ही सर्वांत मोठी शोकांतिका समजली जाते. त्यात पुन्हा यंदाच्या हज यात्रेवर अवघ्या दोन आठवड्यांपूर्वी मक्केातील "मसजिद अल-हराम‘ या जगभरात "ग्रॅण्ड मॉस्क‘ म्हणून प्रसिद्ध असलेल्या मशिदीत क्रेन कोसळून झालेल्या अपघाताचे सावट होते. मक्का्-मदिना या दोन धर्मस्थळांची आयुष्यात किमान एकदा तरी यात्रा करावी, अशी जगभरातील मुस्लिमांची इच्छा असते. अर्थात आर्थिकदृष्ट्या शक्यआ असेल अशा मुस्लिमांनीच ही यात्रा करावी, असे मुस्लिम धर्मशास्त्र सांगते, तरीही या यात्रेला कायमच तुफानी गर्दी होत असते. सौदी अरेबियात बकरी ईद गुरुवारीच आली. सैतानाला दगड मारण्याचा विधी माध्यान्हापूर्वीच पार पाडण्याच्या रिवाजातून उसळलेल्या गर्दीवर नियंत्रण ठेवणे कठीण झाले. मृत भाविकांमध्ये सर्वाधिक भाविक होते ते इराण या सौदी अरेबियाच्या पारंपरिक शत्रू देशातील. त्यामुळेच आता या दुर्घटनेची नेमकी जबाबदारी कोणाची यावरून आरोप-प्रत्यारोपांचा खेळ सुरू झाला आहे. गर्दीचे नियंत्रण करण्यात सौदी अरेबिया अपयशी ठरल्यामुळेच ही घटना घडल्याचा आरोप इराणने केला आहे. पण हज कमिटीचे प्रमुख प्रिन्स खलिद अल-फैजल यांच्या "आफ्रिकेतील काही भाविक नियमानुसार वागत नव्हते आणि ते उतावळे झाल्यामुळेच ही दुर्घटना घडली,‘ या विधानामुळे खळबळ उडाली आहे. या विधानाला वर्णद्वेषाची किनार असल्याचा आरोप पत्रकार आणि फिलाडेल्फियातील "मिडल ईस्ट फोरम थिंक टॅंक‘चे फेलो तारेक फताह यांनी केला आहे. त्यामुळेच सौदीचे नूतन सम्राट सलमान यांना ही दुर्घटना नेमकी कशामुळे घडली आणि त्यास कोण जबाबदार आहे, यासंबंधात तातडीने उच्चस्तरीय चौकशीची घोषणा करणे भाग पडले आहे. पण इराण तेवढ्यावर संतुष्ट असल्याचे दिसत नाही. इराण सरकारने या दुर्घटनेनंतर सौदीच्या राजदूतास पाचारण करून, सौदी सरकारच्या या यात्रेसाठीच्या अपुऱ्या व्यवस्थेबद्दल तीव्र नाराजी व्यक्ता केली आहे. या दुर्घटनेची चौकशी व्हायलाच हवी आणि त्याची नेमकी कारणेही स्पष्ट व्हायला हवीत. पण त्यानिमित्ताने अलीकडल्या काळात गर्दीचे व्यवस्थापन हे दिवसेंदिवस किती अवघड होत चालले आहे, यावरही प्रकाश पडला आहे. त्यातही धार्मिक स्थळांवरील जमाव हा अनेक कारणांमुळे अस्वस्थ आणि प्रक्षोभक अवस्थांच्या सीमारेषेवर उभा असतो. त्याला आवरायला गेल्यास धार्मिक भावना दुखावल्या गेल्याचा आरोप होऊन जमाव अधिकच संतप्त होतो. त्यातून वातावरण स्फोटक बनते. सर्वच धर्माचार्यांनी आपापल्या भाविकांना शिस्तीने वागायला सांगायला हवे. नियंत्रण हे बाहेरून लादण्यापेक्षा ते स्वत:हूनच अमलात आणले गेले, तरच अशा दुर्घटना टळू शकतील

Photograph: Kind courtesy Indian Army Facebook Page In a cemetery in Bareilly, Uttar Pradesh, quietly rests a war hero that many may not know of -- a man born in Ireland, who led India in its bloodiest, yet finest, infantry battle in the 1965 Indo-Pak War. It was an epic battle where 86 Indian soldiers died fighting a better fortified Pakistan army before the Indian flag could be raised in Dograi, on the outskirts of Lahore. Led by Lieutenant Colonel Desmond E Hayde, whose Haryanavi was better than his clipped Hindi, the 3 Jat battalion of 550 men defeated an enemy which had double the number of soldiers. They fought with guns, grenades, bayonets and bare hands, clearing every gulley, street, house and pill box (a concrete above-the-ground bunker) in an assault so courageous that it found its way into Haryanvi folklore. For his personal courage and exemplary leadership, Lieutenant Colonel Hayde was awarded the Mahavir Chakra, the second highest honour in battle. And it was during an address to his battalion, that Prime Minister Lal Bahadur Shastri, gave India one of its best known slogans 'Jai Jawan! Jai Kisan! The colonel, who retired as a brigadier after 30 years serving the Indian Army, bequeathed the Husain painting, along with his medal, citation and typewriter to the Jat Regiment that he loved so dearly. When he died two years ago at 87, he was buried in a cemetery near the regiment's headquarters in Bareilly. Alongside him rests his wife Sheela, a Garhwali girl he had met in Bareilly as a young officer. "He got a hero's farewell with full military honours. His regiment worshipped him," says Colonel Kunwar Ajay Singh, who knew him for more than thirty years. "He was a maverick. One of those old style army officers who was in a different league. He felt that he had to work with his men and be with his men to be a leader of men." On the night of September 21, 1965 before his small battalion marched 8 kilometres from their trenches to Dograi, where the Pakistan army had entrenched itself, Lieutenant Colonel Hayde made only two demands of his men. 'Ek bhi aadmi pichhe nahin hatega! (Not a single man will turn back!)' The second: 'Zinda ya murda, Dograi mein milna hai! (Dead or alive, we have to meet in Dograi!) He warned his men against retreating. 'Even if all of you run away, I shall continue to stand on the battlefield alone,' Rachna Bisht Rawat writes in her must read book on the men and battles of the war -- 1965, Stories from the Second Indo-Pak War. Photograph: Kind courtesy Indian Army Facebook Page With just a single battalion, the daring commanding officer defeated the enemy battalion, which was supported by a tank squadron and one more battalion. For what they accomplished that night, 3 Jat received three Mahavir Chakras, four Vir Chakras and seven Sena Medals. "Brigadier Hayde never spoke about the Maha Vir Chakra or the Battle of Dograi. He thought of it as a job he had to do and he did it," says Colonel Singh, the managing director of a school which is run on the property bequeathed for the purpose by the brigadier in Kotdwar, Uttarakhand. "He never even travelled on a free ticket that the government grants (for winners of gallantry medals). He was a rough, rugged, tough, guy for whom every day of life was the Indian Army." Later this week, the school will be renamed Hayde Heritage. His three sons, one of whom retired as a lieutenant colonel from the Indian Army, will arrive from the UK and Canada to attend the ceremony. The son of Anglo Indian parents whose father worked for the Railways, Brigadier Hayde's rules in life were very simple, and embibed from the motto the Indian Military Academy had sent him out with: The country comes first, your men come second and self comes last. "I have seen senior officers -- almost all have goals of self career progression -- but here was a man who had no iota of self," says Colonel Singh, who was encouraged and coached by Brigadier Hayde to join the Indian Army. "That is the reason that even after he passed away in 2013, men from his regiment still call. He always thought of how the army and the lives of jawans could be improved, writing letters to the officials, the army chief, his own regiment etc." Even in his 80s, if he was invited for an army function, he would call his gaadiwala (a hired car that he often used for outside travel) and set course. Brigadier Hayde was no ordinary soldier, like so many other extraordinary men who fought so bravely in that month of September, 50 years ago. Heroes like Havildar Abdul Hamid, Colonel A B Tarapore, Major Ranjit Dayal, Colonel Salim Caleb, Squadron Leader A B Devaiyya and many others -- men who need to be remembered but rarely are. Ordered to breach the Ichogil canal, a deep and wide reservoir in Pakistan that ran parallel to the boundary, Colonel Hayde's battalion first took Dograi on the night of September 6-7. It was for this action that he won the Mahavir Chakra, announced on the battlefield itself. But 3 Jat had to fall back because rest of the units detailed to support them in the offensive, could not reach in time because of lack of information. Colonel Hayde and his men stood their ground alone till ordered by the brigade headquarters to retreat. The miscommunication resulted in the removal of a major general, while 3 Jat had to wait in bunkers 8 kilometres behind enemy lines till they got the next orders for launching an assault on Dograi. Photographs: Kind courtesy Indian Army Facebook Page It was in this scarred backdrop, that Colonel Hayde and his troops were given the task of re-taking Dograi. And they did -- company by company, combat by combat, inch by inch -- in a gruesome battle in which one fifth of the battalion was killed. The death count on the opposite side was nearly 300. In a blog post, many years later, an army officer referred to what Colonel Hayde had told a correspondent when asked what makes soldiers fight such gruesome wars. 'The colonel pointed to his second in command, Major Shekhawat and said: "Major Shekhawat fights because he holds nothing dearer than the respect and standing he enjoys in the eyes of his men, family, and community back home. His fear of losing that standing overcomes his fear of death." "The men, of course, fight because Major Shekhawat fights." Major Shekhawat retired as a colonel. After his retirement in 1978, Brigadier Hayde moved to Kotdwar in the Garhwal hills, his wife's hometown. Till the end, he followed a very precise schedule. Having breakfast at 7 am, thereafter walking up to his study -- researching the history of the Jats, the 1965 and 1971 wars etc -- and eating supper by 7.30 pm. "Our offices were adjacent," recalls Colonel Singh. "If I had to meet Brigadier Hayde, I had to take an appointment and I'll be damned if I was late even by a minute." "He was a man who sought no popularity. He could be blunt and at times was not taken well. For him, there was no grey. Only black or white." The brigadier set up the ex-servicemen league in Kotdwar and readily helped people from hispaltan. He wrote a book on the Battle of Dograi and completed his memoirs, which is yet to be published. "He used to come across as someone who was not too fond of kids or company, but started enjoying their presence on campus," says Colonel Singh. "His other passion was stray dogs. He adopted so many of them. In fact 2, 3 of them would be in his bed." The war hero remained a soldier right till his end, and battled skin cancer, like only a gallantfauji could. Sometimes, even surprising doctors with the way he went about life in spite of the virulent disease that was eating him away. Exactly a month before he died, he circled September 25 on a calendar and hung it on the wall. "He said, look September 25th will be my last day and I told him, 'Sir, what nonsense are you speaking'," Colonel Singh recalls. "But he was absolutely right." Two days after after winning one of the Indian Army's toughest battles on September 23, 1965, the hero of Dograi passed away 48 years later. There will be a ceremony to commemorate Brigadier Desmond Hayde and the golden jubilee of the 1965 war in Kotdwar this week. It will be worth our while that we salute this authentic Indian hero and the brave Indian soldiers who fought the Battle of Dograi, wherever we are

CIVIL MILTARY GAP DANGEROUS FOR COUNTRY

Civil-military divide: Mind the gap The OROP crisis highlights the long-simmering distrust between the government and the defence services. This is dangerous. The OROP imbroglio is due to conflict of perceptions. PTI THE Pakistan Army originated in the Indian Army, their bureaucrats and politicians were once ours. And yet, a breakdown of relations between them has led to terrible consequences. Virtually the same thing happened in Myanmar. Servicemen, of all nationalities, believe that politicians are driven by a hunger for power; bureaucrats by a thirst for the privileges of tenure in office. Similarly, netas and babus, worldwide, are convinced that Servicemen are uniformed dolts, fit only to carry out orders and become cannon fodder. The OROP imbroglio is the result of these skewed perceptions. This is not a new problem. Warriors of many societies, throughout history, tended to associate with other like-minded people. They were the artisans of war as others were specialists in construction, copper crafting, medicine or worship. Professionals tended to cluster together, share technical secrets, intermarry and form themselves into guilds. In the late Vedic period in our land, these professional guilds coalesced into exclusive castes. This proud exclusivity is the source of the problem. Defence personnel have evolved into an exclusive guild, a jati. Their cohesion is insured by self-contained, sequestered, environments, adherence to revered customs and traditions, and unquestioning loyalty to their comrades. When your life depends on others, trust is obligatory. It cannot be bought because no one will put a price on his or her life. This was brought into sharp focus during one of the annual cruises organised for Members of Parliament by the Indian Navy. An MP asked one of our officers, “For a poor country like ours, don't you think you are being paid too much?” The Lieutenant smiled at the politician “What price do you put on your life, sir?” The neta was taken aback. “How can I put a price on my life? How can anyone?” The young officer nodded, “Exactly. When your life is threatened by an enemy, we put our lives on the line to protect you. My salary is your life insurance, sir”. The MP smiled wanly and waddled away. Service personnel face frequent transfers, retire young and are unable to put down their roots long enough to acquire the wealth of their peers in other professions. They have had to find another ballast to give purpose to their lives: honour. They are sustained by the driving power of honour. The Japanese samurai had their bushido code, “the way of the warrior”, valuing honour more than life. Rajputs had a similar code. When Rajput warriors faced certain defeat, their women and children immolated themselves, while the men rushed out armed and naked welcoming the glory of death on the battlefield as a matter of martial honour. They were not paid to die: they were inspired to die. Such traditions gave rise to guilds of professional fighters, eventually forming the Kshatriya caste of hereditary warriors. The OROP imbroglio is an auto-immune affliction born out of the guild-caste stratification of our society. The British structured their Indian Army on such variations. The mores of our Armed Forces glorify these distinctions, while widening the gap between servicemen and civilians. This has also given rise to a conflict of perceptions. The Defence Services tend to see the world in terms of black and white, right and wrong. There is no time for doubts on the battlefield. Their civilian counterparts, however, spend their lives adjusting and compromising. It is difficult for one to understand the other, or not to have a mutual contempt for each other. Nevertheless, this dichotomy is hazardous and must not be allowed to grow. Seemingly little things can trigger disaffection. The British officers of the East India Company's Army thought that the grease used on their bullets was an insignificant thing. This “misunderstanding” festered and led to the trauma of 1857 and the eventual crash of the British Empire. As a couple that has experienced life on both sides of the gap, we don't believe that things have reached that impasse. But we do see disturbing signs of disaffection. When service personnel put up a complaint to their seniors, they never use the word “we”. We implies collective action and, unlike in civilian organisations, collective action is anathema in the Defence Services. Clearly, ex-servicemen, brought up in this tradition, must have been hard pressed to stage a public protest. Their conduct is being watched with anguish by their sons and daughters who are serving personnel. In particular, the decision to pit one uniformed service against another, to use young policemen to manhandle grey-haired, retired soldiers engaged in a peaceful, permitted protest was one of the most ill-advised actions taken by any state. It was our Tiananmen moment. It was the reprehensible act of a cowardly state masquerading in a masculine image. Its subsequent silence on this shameful event has not been interpreted as toughness but as the shame of a guilty mind. This disgraceful incident has been discussed and dissected wherever servicemen and their families meet and, naturally, in the absence of a sincere apology or explanation, it is growing in size and gravity. When this burgeoning chimera eventually emerges to confront its presumed tormentors, the consequences could be very ugly. Any attempt at appeasement by offering incentives to one section of ex-servicemen and not the other, jawans vs officers for instance, will be seen as the divisive tactic of netas and babus who feather their own nests at every opportunity but throw crumbs to the Services. The offer may be accepted by some, but the tactic will be viewed with contempt. The only way to douse this smouldering discontent is to meet the veterans head-on, discuss things with them, arrive at unequivocal terms, and stick to those conditions. Don't depend on smarmy doublespeak and prevarications, or diktat and fiat to ride roughshod over their objections. Other governments have tried such ill-advised tactics and failed. SECRETS CHINA IS HIDING FROM THE WORLD

Secrets China doesn't want the World to know 1. Poverty. Even though China is the world's most populous country, at over 1.35 billion people, it still has some secrets it doesn't want us to know. But we dug some of them up just for you! For instance, despite the fact that the US borrows a lot of money from China, a lot of it's population is still living in utter poverty. In fact, about 100 million people in China are surviving on less than $1 a day, which works out to less than $365 a year! And nearly 400 million people live on less than $2 a day! 2. Death Penalty. In 2005, China executed more than 4 times as many convicts as the rest of the world combined. That works out to over 1,770 executions, most of them done by firing squad. 3. Air Pollution. China's air pollution is so bad from its rapid industrial growth that many people wear masks outside just to be able to breathe. But their problems aren't limited to their own country. Due to the jetstream carrying their air over to the United States, much of that pollution has traveled to northern California. In fact, about a third of the air pollution in San Francisco comes from China! 4. Reincarnation. The Chinese government has actually banned Buddhist monks from reincarnating. That is, unless they get permission from the government first. In reality, what seems ridiculous is actually a move to limit the influence of the Dalai Lama. 5. Empty Mall. China can proudly boast that it has the world's largest mall, the New South China Mall, with space for 2,350 stores and 7,000,000 square feet of leasable space! The only problem is that 7 years after it opened it is still 99% empty. The only things actually in the mall are a few fast food stores near the entrance. 6. Blocked Sites. Facebook and Twitter have been blocked sites in China since 2009 and The New York Times has been blocked since a 2012 article didn't please the government. They are going to lift the ban in what is called the Shanghai Free Trade zone soon but it is more of a business decision than anything else. 7. Cave Dwellers. About 35 million people in China still live in caves. Most of these live in the Shaanxi province where the porous soil makes the caves easy to dig. They are often decorated or reinforced with bricks. 8. Water Contamination. About 700 million Chinese people, or about half of their population, drink contaminated water every day. One of the biggest reasons is that only about 10 percent of the raw sewage produced by the big cities is treated and the rest is dumped straight into lakes and rivers where it leaks into ground water 9. Time Zones. Back in 1949, China's Communist regime decided that, even though the country is huge, in order to assert more control it all needed to be under the same time zone, Beijing Standard Time. This has led to ridiculous sunrise times such as 10am in certain parts of the country. 10. Piracy. 78% of the software installed on computers in China in 2010 was pirated. That is a really high number no matter how you look at it. Globally, the average piracy rate is still quite high at 42%, but it is almost twice that in China. 11. Birth Defects. Birth defects are actually increasing in China by a rate of 40% since 2001. About 1.2 million babies are born in China every year with a birth defect, or about one every 30 seconds. 12. Christianity. When you think of religion in China, probably the last thing that comes to mind is Christianity. But what is really surprising is that China has a booming Christian population of about 54 million people and growing. Soon they will have the largest Christian population in the world! They already have more Christians than Italy! A note over here . Due to large masses of people turning to Christianity, the government is resorting to a specific quota of Christian conversions per month. 13. Dwarf Theme Park. There is a place called the Kingdom of the Little People in China where people with dwarfism put on comical shows for tourists. There are over 100 dwarfs employed by the park. 14. Ghost Towns. About 65 million homes sit vacant in China. This includes some entire towns that are completely devoid of people and they sit empty. These aren't old houses and towns that died out. They are new cities and houses that were built in expectation of a population boom expanding into them that never happened. 15. Gobi Desert. China is home to the enormous Gobi desert which is already about 500,000 square miles or about the size of Peru and it's only getting bigger. The Gobi is expanding at a rate of about 1,400 square miles a year due to over grazing, deforestation and water source depletion.

PARAMVEER CHAKRA -Lieutenant Colonel A B Tarapore- A DAUGHTER REMEMBERS

My father, the Param Vir Chakra Hero In spite of being wounded in battle, Lieutenant Colonel A B Tarapore fought for six days before meeting a hero's death on the battlefield in the 1965 war. A legend in the Indian Army, he is the highest ranking officer to be awarded the Param Vir Chakra. His daughter Zarine M Boyce, who was 16 when her father died, remembers an extraordinary soldier and a father she lost too soon. Archana Masih/Rediff.com met the hero's daughter at her Pune home. Lieutenant Colonel A B Tarapore, PVC "I remember so well the night they got their orders to move. I was 16. The Poona Horse(Lieutenant Colonel A B Tarapore's regiment) had won an inter regimental tournament and there was a celebratory party in the Officer's Mess. It was the first time I was allowed into a party. I remember dancing with my father when his adjutant, Captain Surinder Singh, tapped him on the shoulder and my father went in. Captain Jasbir Singh came and took his place. Unfortunately he too died in the same shell attack that killed my father. Soon after, we were told that the party was over and we should go home. This must have happened at 10 pm. Around 2, 3 in the morning, we heard the tanks moving out. They were given orders to load and leave, but there was a wall blocking the route to the road and if they circumvented it, they could have missed their boarding time. So my dad gave instructions to go through the wall as the objective was to get to the station in time. Of course they reached on time. The next day we went to the train station. Earlier, my mother had gathered all the women at the mess and told them 'Don't you cry!' I can never forget the scene with the officers and their tanks on the station. My father came out to one of the flats (wagons in the train carrying the tanks) and Captain Ajai Singh, who later became general and then governor of Assam, was with him, along with Captains Jasbir Singh and Surinder Singh. Just at the whistle blew, my father gave my mother a salute. And all the soldiers saluted us. That's my last memory. I never saw him again." Zarine Mahir Boyce breaks down as she remembers that day 50 years ago when her father left to fight a war, never to return. A legendary tank commander who led from the front; he died in the tank that he loved, surrounded by men that adored him. During our conversation, Mrs Boyce's eyes well up several times as one tries to grasp the pain of a teenager's loss that hasn't ebbed in half a century. Now in her mid 60s, she lives in her mother's family home in Pune and says not a day passes when she hasn't thought of her father. Next week, she has been invited by the Poona Horse for a commemorative ceremony of the 1965 war. "The respect they have given me over the years is unsurpassable," she says. "They treat me better than the Queen of England!" She has also been invited for tea by the President for a felicitation of the 1965 veterans at Rashtrapati Bhavan on September 22. Zarine M Boyce IMAGE: The last time Zarine Boyce saw her father was at the railway station before he left for the battlefront. "My father had not told anybody but on the night we were celebrating, he had got a message from the military secretary that as soon as his tenure was over, which would have been another couple of months, he would be posted as military attache to the USA, where he would pick up his brigadier pips. I was excited as a young girl that I would do my college in America. Of course it never happened. When my father was at the front we got news only through letters. We received his last letter after his death. In that he wrote 'I could not have had finer and better men to lead.' They say that the command that my father had on the wireless in keeping the whole regiment together was unsurpassable. They destroyed 60 enemy tanks against our 9 and not only that -- they were one regiment against a brigade which comprised three regiments with Patton tanks. We had the old Centurions tanks that were heavier and not as fast, but he did it. He did it like they did it in the old cavalry charges. It was just sure, sheer guts. His courage was such that inspired his men. One of the boys told me that all he said on the wireless was 'Come on gentlemen, let's go and get them' -- and he charged at full speed, followed by his men. The young men who came to see my mother after my dad died, told us that after the battle started, the colonel opened the cupola of his tank and stood up courageously, in spite of all the firing. They said seeing him do that gave them courage. General Ajai Singh (who was a captain then)always says that no matter what part of the battle it was, Colonel Tarapore was always there. With no disrespect to anybody, it was the first real battle that we went into. China was bad, we couldn't help it. But in '65 even if we lacked in resources what we did not lack was courage." *** In 1965, the Pakistan army's armour strength was superior to that of the Indian Army. Pakistan had 765 tanks against India's 720, writes Nitin Gokhale in his book 1965 -- Turning the Tide. India was in no position to wage another war in 1965, having suffered a morale-shattering defeat in 1962. The three services were in the middle of a modernisation and expansion phase and therefore not fully trained or battle-ready. *** "At some stage of the battle, my father's tank was blasted. He jumped out, helped his wireless officer Captain Amarjit Bal, who eventually became a general. After they were injured and they came out of the tank, my father realised that Captain Bal was still inside the tank, so he jumped in, pulled him to safety, gave him his morphine injection and asked him to be evacuated. A little later in that operation a shrapnel riddled my father's arm. He was told to evacuate but he didn't want to leave his men. He said he would not leave his boys and continued to fight with his hand in a sling for the next two days. Many of the officers say that if he had not taken that stance at that time, maybe we wouldn't have been in Pakistan. And for that, the regiment treat him like God. One of his jawans who had come to see my mother after my father passed away told my mom: 'Colonel Tarapore was Arjun.' He wanted to be cremated on the battlefield, so they did it. Even the enemy respected him. They called his regiment Fakhr-e-Hind, the Pride of India. The biggest tank battle since World War II was fought in the Sialkot sector of Pakistan in 1965. Under Colonel Tarapore's leadership, 60 enemy tanks were destroyed in fierce tank battles that are part of military folklore. Leading from the front and unmindful of being wounded, the colonel continued to fight for six days before he died a hero's death on the battlefield. The fearless commanding officer and his men had gone into Pakistan and captured Phillora, Chawinda, Wazirwali, Jassoran, Buttar Dograndi. In the battle of Chawinda, he led the tanks twice into the middle of the enemy's killing ground. In the battle of Phillora, 23 enemy tanks lay scattered, mauled and burning. On the evening of September 16, his tank was hit by a shell. He and his intelligence officer Captain Jasbir Singh along with two jawans died in the attack. Colonel A B Tarapore was cremated on the battlefield in Jassoran at 0930 on September 17, 1965. His ashes were brought back to Pune. For his valour he was decorated with the highest war-time gallantry medal, the Param Vir Chakra posthumously. Among the places where his valour is remembered is in the Golden Temple in Amritsar where his name is etched on a plaque. His presence also graces two building complexes in Andheri, suburban Mumbai, named after him: Tarapore Gardens and Tarapore Towers. *** "When my mother was dying of cancer, it was her wish that his Param Vir Chakra be given to his regiment. Today it is in the Quarter Guard and every young officer who joins the regiment has to go to the portrait of my father and of Second Lieutenant Arun Khetrapal (the 21-year-old awarded the Param Vir Chakra in the 1971 war, also from Poona Horse) and then join the regiment. When we went to give the Param Vir Chakra in 1982, there was a tank parade and my mother went up and gave the medal to General Hanut Singh, who was commanding the regiment.(Decorated with the Mahavir Chakra in the 1971 war, General Hanut Singh was a military legend and sadly passed away in April this year.) I will never forget what General Hanut said. He said, 'As long as there is a Poona Horse and as long as there is a Tarapore, we will be at their service.' You don't get this loyalty and respect anywhere. Jawans who fought under him brought their little grandchildren to my mom and said, 'Mataji aap iske sir par haath rakh dengi toh yeh bhi veer ho jayega. (Mother, if you put your hand on his head, he too will become as brave as your husband).' I am going to give the last jacket he wore in action to the regiment. NEHRU & INDIAS NATIONAL SECURITY -LONG BUT MUST READ

Truly, an extraordinary fellow May 27, 2004 11:19 IST Truly, an extraordinary fellow Forty years ago this day, May 27, India's first prime minister passed into the ages. Jawaharlal Nehru's legacy is the theme of constant discussion in India and abroad. Many Indians believe that many of India's achievements -- its vibrant democracy, its industrial prowess, its knowledge advantage, even its military strength -- would not have been possible without the strong foundations laid down by Nehru. Many others believe that Nehru's policies -- his insistence on the public sector, on linguistic states, on non alignment, on blindly imitating the Soviet Union -- retarded India's progress and forced a great nation into the ranks of the Third World. Over the next few weeks, rediff.com will bring you opinions and views from both sides in an effort to evaluate the true worth of Nehru's legacy. Today: Lieutenant General Eric A Vas (retired) begins this debate with his perspective of Nehru's relationship with India's military. On the anniversary of the death of Jawaharlal Nehru, India's first prime minister, it is customary to recall his many virtues. When India gained Independence, he was undoubtedly the darling of the masses. He was young, alert, handsome, well-spoken in English and Hindi, physically and morally courageous, modern and liberal in his outlook, and a patriot who had served jail sentences in the cause of freedom. Like all democratic leaders, Nehru believed that military force was the last resort in any political struggle for power. But unlike others, Nehru carried his distaste of military power to extremes. This was probably because his belief was reinforced by Mahatma Gandhi's successful non-violent struggle against the British and his experiences whilst facing imperial colonial military power. In fact, Nehru neither understood nor was interested in politico-military matters. At the time of Independence he believed, or was cleverly made to believe by Mountbatten, that there was no Indian capable of taking over as head of the army. The fact that he asked a British officer to stay on as commander-in-chief shows his frame of mind. But in the initial decades of his rise to power, few perceived his distaste of the military as an obsession or considered it a serious liability. This was because India was busy celebrating its freedom, setting up democratic institutions, sorting out its internal problems, and integrating the princely states. Moreover, it was seen that India's military power was being used effectively to assert Indian authority on disputed borders in Jammu and Kashmir and in northeastern India. But military officers and others who were in close contact with Nehru had firsthand experience of his obsessions. A few anecdotes will illustrate what this implied. Nehru, who was honest enough to admit that he knew little about military matters, left the setting up of the newly established defence ministry to Admiral Mountbatten and Lord Ismay. Nehru was advised by Mountbatten to organise the defence structure on the council system [each of the services having a council, composed of military staff] presided over by a politician and run very much on the lines of the Railway board, with military heads as chiefs of their respective service staff or boards. Under this system, there would be no need for a bureaucratic defence secretary [whoever hears of a railway secretary?] This would require the establishment of a Chief of Defence Staff to coordinate the three services at the defence minister level. But Nehru was unwilling to do that. Lord Mountbatten has stated in a letter that 'although Prime Minister Nehru agreed with me in principle, he said it would be difficult at this moment to get through the appointment of a CDS as it would give to the Indian politician the impression of perpetuating the idea of the great Commander-in-Chief in India. Lord Ismay and I worked hand in hand on these proposals but I thought it would come better from him than the constitutional Governor General as I then had become. He [Ismay] also tried to negotiate a CDS but met with the same opposition from Nehru and for the same reason.' Shortly after assuming the office of prime minister, Nehru was being taken around to the newly set up military wing of the Cabinet secretariat. When he entered the room he was startled to see several military officers wearing air force, naval and army uniforms. Nehru turned angrily on the secretary and began shouting and demanding to know what military officers were doing in the Cabinet secretariat. Later Nehru calmed down when Lord Ismay explained the role of the military wing and why military officers were needed. Obviously the prime minister had no concept of the newly established higher defence system This episode was witnessed by military officers who were later told that they would always wear civilian clothes whilst at work; a practice which is followed till today. Nehru would lay down the law to his Cabinet ministers knowing that none would dare oppose him. He felt he could do the same while dealing with elementary military issues about which he was quite ignorant. During the early days of the Jammu and Kashmir operations Nehru visited the Srinagar airfield and was being briefed by IAF pilots. He was told they were using 500 lb bombs. He at once said this was an excessive use of force and the less powerful 250 lb bomb should be used. He was told the target area was criss-crossed with nullahs and deep valleys and less powerful bombs would be ineffective. Nehru protested that this was a violation of the principle of 'minimum force.' He was tactfully told this was not an aid to a civil power operation but a full-fledged war against aggressors. The principle of minimum force was not relevant in this instance. It was essential for the air force and army to use adequate force while dealing with this enemy. It is significant that the senior military officers who accompanied Nehru seemed to be overawed by the prime minister and kept quiet. On another occasion, Nehru and his entourage were waiting at Palam air force station for a VIP to arrive. The prime minister turned to the air chief and pointing to an air force plane parked nearby, asked, 'Why are your planes marked Indian Air Force? Surely no foreign planes could be parked here.' The air chief mumbled that he would look into the matter. A young air force officer standing nearby intervened and said, 'All air forces follow the practice of using national names. Thus we have the Royal Canadian Air Force, the French Air Force, the Royal Australian Air Force and so on.' Nehru seemed taken aback at this response, turned to the air chief and said, 'Do look into this.' Later, after the VIPs had departed, the air chief scolded the young officer, telling him he should guard against talking about policy matters that were above his head. Over the years, the army continued to press for a CDS and were supported by some members of Parliament. Nehru sensed a growing pressure for reform. In March 1955 he announced in Parliament the change in designation of the three service chiefs from commander-in-chief to chiefs of staff. This was nothing more than a verbal smokescreen. It is a misnomer to call our service heads chiefs of their respective service staffs without forming integrated service councils. Whilst announcing this change of designation of the service chiefs, Nehru stated that as in other democratic countries, India too would have a defence council. The House loudly cheered this statement. Few understood what was being promised. However, this ploy confused the issue and silenced the political critics. Meanwhile, our irrational and inefficient system of politico-military command continues till today. In the late 1950s, our government was keen to purchase modern guided missiles for the air force. Negotiations for this were in progress with the British government. The Indian military attaché in London was in touch with British suppliers. While Nehru was visiting the UK, the attaché arranged for the firm concerned to display a short demonstration film for the prime minister. Electronic display systems were not invented at that time and a projector was set up at the Indian high commission. A senior director of the firm made it a point to be present out of respect for the prime minister. Moreover, the deal was worth a lot of money. The brief film was a very realistic and ended with a loud bang as a missile shot down an 'enemy' plane in a cloud of flame. Nehru got up in a rage, and shouted, 'I will have nothing to do with these sort of weapons' and stormed out of the room followed by his daughter Indira Gandhi. The British director who witnessed this scene was bewildered. He turned to the Indian military attaché and said, 'Extraordinary fellow.' A few minutes later, Indira returned to the room, apologised for what had happened and thanked the director for the trouble he had taken to arrange the display. The concerned weapon was later purchased. At the personal level, the prime minister's attitude towards military officers was in sharp contrast to the treatment of bureaucrats and police officers by the home minister. Sardar Patel knew that his officers had served the British loyally. Nevertheless after 1947 he accepted them as apolitical civil servants. He did everything he could to raise the prestige and morale of those serving under him and never questioned their loyalty. The bureaucrats responded magnificently to their minister and served him handsomely. The smooth merging of the princely states into the Union is sufficient evidence of that. During a conference in South Block, Nehru was very impressed by the performance of a young police inspector. He turned to Sardar Patel and muttered, 'Why can't we have men like that to lead our army, rather than employing highly paid majors and colonels?' The prime minister of India seemed blissfully unaware that police officers and military officers have different roles. This remark to the home minister was overheard by several military officers who were present and did nothing to enhance the morale of the officer corps. After the end of the Second World War, a large number of the newly liberated colonies in Africa and Asia, including Pakistan, were overwhelmed by military coups. Nehru's casual approach to key defence issues and military officers was evident to the bureaucrats who surrounded him. Taking their cue from the prime minister, the Intelligence Bureau took every opportunity to denigrate senior military officers by questioning their loyalty. The more efficient and popular the military officer, the greater became the opportunity to play upon the politician's fear of a coup. Officers like Generals Thimayya, Thorat and others were spied upon day and night by junior IB minions. This further undermined the morale of the officer corps. Moreover, all this took place at the expense of genuine intelligence work, which was neglected. Nehru hoped to create a world where nations, instead of forming groups to act against each other, would learn to eschew conflict and settle their disputes in a peaceful manner. He felt that India, with its philosophy and idealistic past, could provide a lead in this direction. He placed his faith in the United Nations. Overlying his idealism was a hatred of war and of all things military. Thus his intellectual make-up lacked an important dimension. He gave no deep thought to politico-military matters and this prevented him from making sound security decisions. There should, therefore, be no surprise that the war in Jammu and Kashmir took the course it did and the Indian army was stopped from driving Pakistan out of Indian territory when it was in a position to do so. It is not surprising that he was later to order the Indian army to 'throw out the Chinese' from Thangla ridge when the troops located there were in no position to do so. It is not surprising that there were no longer any efficient and forthright senior military officers to question this suicidal decision. It is not unusual for elected prime ministers to be ignorant of military matters. They offset this handicap by seeking the guidance of reliable advisers. Unfortunately, Nehru chose as his defence minister Krishna Menon, a man who was even more prejudiced and ignorant about military matters. Mountbatten wrote, 'The last time Nehru stayed with me here at Broadlands, before the Chinese invasion on the North-East frontier, I urged him to appoint General Thimayya to the CDS post right away as I could see trouble brewing up. I warned him that if a war came, the Indian army would suffer a quick defeat. He said there was no question of there being a war as India wished to be at peace with everybody. To this I replied that it took two sides to decide whether there would be a war or not and if either China or Pakistan were to invade, there would be a war on your hands. This [CDS system] however he was unwilling to do as Krishna Menon was against it.' It was left to the Chinese to rid the Indian government of Krishna Menon, and leave Nehru a shattered man. Meanwhile, the unending debate on the CDS system continues. It is convenient to blame Nehru for not initiating reforms in the early years of independence, because of a mixture of reasons: misguided fears of a military coup and a lack of knowledge of the legitimate role of the military in decision-making on security issues. After Nehru's death on May 27, 1964, political instability at the Centre prevented any government from initiating such reforms. Bureaucrats adopted devious methods to bring down the services at every opportunity. This was particularly apparent in the succession of orders issued on the Warrant of Precedence. The committee of secretaries, which decides the Warrant of Precedence recorded that 'military officers have been placed unduly high in the old Warrant of Precedence, presumably as it was considered essential for officers of the old army of occupation to be given special status and authority.' So after the Indo-Pak war [1947-1948] the service chiefs were made junior to Supreme Court judges. They further dropped in status after the 1962 Sino-Indian conflict and became junior to the Cabinet secretary. Their decline continued unabated and they were made junior to the attorney general after the Indo Pak war of 1965 Yet again, after the 1971 Indo-Pak war, they were put next to the Comptroller and Auditor General Bureaucrats, who occupied key positions in the defence system, functioned as a 'wall' between harassed politicians and military officers. Insecure politicians preferred this arrangement as it left them free to indulge in their first preoccupation: to cling onto their seats in Parliament. Keeping their respective constituencies happy was their first priority. They had no time to worry about reforming a military system, which was apparently working fairly satisfactorily. But that is surely not the situation today. History will record that Nehru's obsession about the military is easily eclipsed by his many other qualities and achievements. He was truly an extraordinary fellow. It is time that his successors rise to the occasion. India is the only major country, which has failed to adopt the Council System and has thus been losing out on maximising the efficiency of its three Services. It is absurd to keep talking about modernising our services without modernising this essential aspect of the higher command structure. The reform of our politico-military higher command structure will not cost money. On the contrary, it will save the exchequer crores of rupees every year, reduce manpower, ease accommodation in Delhi, cut down paper work and will enhance political control of the services. इसिस’ची भीती कुणाला?

‘इसिस’ची भीती कुणाला? Saturday, September 12th, 2015 इस्लामच्या नावाखाली ‘चंद्रावर’ जरी काही खट्ट झाले तरी त्याचे पडसाद आपल्याकडील मुसलमानांत उमटतात. हे गंभीर आहे. म्हणून ‘इसिस’च्या बाबतीत येथील मुल्ला-मौलवींनी घेतलेली भूमिका चांगली असली तरी यापुढे त्यांनी ‘पुरोगामी’ विचारांची कास धरून मुसलमान तरुणांना योग्य मार्गाने नेण्याचा विडा उचलायला हवा. त्यातच सगळ्यांचे व इस्लामचेही कल्याण आहे. ‘इसिस’ची भीती कुणाला? हिंदुस्थानातील मुस्लिम धर्मगुरूंनी घेतलेल्या भूमिकेवर अमेरिकेने पसंतीची मोहोर उठवली आहे. हिंदुस्थानातील हजारावर मुल्ला-मौलवी एकत्र जमले व त्यांनी एकमताने निर्णय घेतला की, ‘इसिस’ या खतरनाक दहशतवादी संघटनेला आपल्या देशात अजिबात थारा मिळता कामा नये. इराक, सीरियात इसिसने जो भयंकर उत्पात आणि हिंसाचार घडवला आहे, त्यामुळे इस्लामचे काय भले झाले? हा प्रश्ननच आहे. इस्लामच्या नावाखाली लाखो मुसलमानांच्याच कत्तली सुरू आहेत. बॉम्बस्फोट घडवून एकाच वेळी शेकडो लोक मारले जात आहेत व हे सर्व मुसलमान आहेत. ‘इसिस’ला ‘इस्लामी स्टेट’ निर्माण करायचे आहे व त्यासाठी ते इस्लाम मानणार्याच निरपराध्यांना रोज कंठस्नान घालीत आहेत. जगाचा थरकाप उडवणारे भयंकर अत्याचार हे ‘इसिस’वाले करीत आहेत. आपल्याकडील ठाणे शहर व आसपासच्या परिसरातील पाच-सहा मुसलमान पोरे इराकमधील युद्धात भाग घेण्यासाठी मध्यंतरी तेथे गेली. त्यातले दोघे मारले गेले. म्हणजे हे ‘इसिस’चे लोण इथपर्यंत पोहोचले आहे. कश्मीर खोर्या्त ‘इसिस’चे झेंडे फडकवून हिंदुस्थानविरुद्ध घोषणा देण्याचे प्रकार वाढले आहेत. ‘इसिस’ हा धार्मिक प्रकार नसून अल कायदाइतकाच भयंकर असा दहशतवादाचा नवा भस्मासुर आहे. दर दोन-चार वर्षांनी इस्लामच्या नावाखाली असे भस्मासुर निर्माण होतात व फक्त मुसलमानांच्याच नाही, तर संपूर्ण मानवजातीच्या मुळावर उठतात. ‘इसिस’च्या बाबतीत नेमके तेच घडताना दिसत आहे. या पार्श्व भूमीवर ‘इसिस’ ही इस्लामी आणि शरीयतविरोधी शक्ती असल्याचे जे ऐलान हिंदुस्थानातील मुल्ला-मौलवींनी आता केले आहे ते महत्त्वाचे ठरते. कारण ‘इसिस’पासून खरा धोका आहे तो या ‘फतवेबाज’ मौलवींना. इसिसचा जोर वाढला तर या मंडळींचे कोणी ऐकणार नाही ही भीती त्यांना वाटते. या मौलवींचे म्हणणे आहे की, ‘इसिस’ला थारा देऊ नका. ते शरीयत व इस्लामविरोधी आहेत. पण आम्ही तर म्हणू की ते मानवताविरोधी आहेत, अमानुष व निर्घृण आहेत, देशविरोधी आहेत म्हणून त्यांचा निषेध व धिक्कार व्हायला हवा आणि येथील मुल्ला-मौलवींनी देश व मानवतेसाठी ‘इसिस’च्या विरोधात मुस्लिम समाजात जनजागरण केले पाहिजे. याआधी तोयबा, हिजबुलसारख्या संघटनांनी दहशतवादी कृत्ये इस्लामच्याच नावाखाली घडवून आणली व आजही त्यांच्या हिंसाचारी कारवाया सुरूच आहेत. हिंदुस्थानातील मुल्ला-मौलवींनी पुरोगामी किंवा सुधारणावादी भूमिका घेऊन पावले टाकली तरच त्यांचा समाज अंधकारातून बाहेर पडेल. इसिस ‘शरीयत’विरोधी आहे, हे त्यांचे म्हणणे आहे व ते खरे आहे, पण ‘शरीयत’च्या बेडीतून मुस्लिम महिलांची सुटका करणे हाच खरा धर्म आहे. मात्र अशावेळी हेच मुल्ला-मौलवी त्याविरोधात बांग ठोकतात. ‘शरियत’च्या नावाने घालण्यात आलेली बंधने मुस्लिम महिलांवर कायम कशी राहतील, यासाठी आटापिटा करतात. धर्म व श्रद्धा हा ज्याचा त्याचा वैयक्तिक विषय आहे हे मान्य केले तरी त्या धर्म व श्रद्धेच्या नावाखाली इतरांचे रक्त सांडणे याला धर्मांधतेचा अतिरेक म्हणावा लागेल आणि हा अतिरेक मुसलमानच काय, तर या देशातील कोणत्याही धर्माच्या लोकांनी करू नये. जगाच्या पाठीवर हिंदुस्थान हा सर्वाधिक मुसलमान लोकसंख्या असलेला दुसर्याण क्रमांकाचा देश आहे. त्यामुळे इस्लामच्या नावाखाली ‘चंद्रावर’ जरी काही खट्ट झाले तरी त्याचे पडसाद आपल्याकडील मुसलमानांत उमटतात. हे गंभीर आहे. म्हणून ‘इसिस’च्या बाबतीत येथील मुल्ला-मौलवींनी घेतलेली भूमिका चांगली असली तरी यापुढे त्यांनी ‘पुरोगामी’ विचारांची कास धरून मुसलमान तरुणांना धर्मांध न बनविता योग्य मार्गाने नेण्याचा विडा उचलायला हवा. त्यातच सगळ्यांचे व इस्लामचेही कल्याण आहे.

11 दिवसांत 10 दहशतवाद्यांना ठार करणारा हुतात्मा लान्स नायक मोहन नाथ गोस्वामी

11 दिवसांत 10 दहशतवाद्यांना ठार करणारा हुतात्मा लान्स नायक मोहन नाथ गोस्वामी लान्स नायक गोस्वामी यांना दहशतवाद्यांशी लढताना वीर मरण जम्मू आणि काश्‍मीरमध्ये लष्कराच्या विशेष कमांडो पथकातील लान्स नायक मोहन नाथ गोस्वामी यांनी असामान्य साहस दाखवून मागील 11 दिवसांत तब्बल दहा दहशतवाद्यांना कंठस्नान घातले. त्यांच्या या अद्वितीय धाडसी पराक्रमाचा संपूर्ण देशाला अभिमान वाटत असतानाच, दहा दहशतवाद्यांना ठार करणारा भारताचा हा सुपुत्र गुरुवारी हुतात्मा झाला आणि गोस्वामी यांच्या कुटुंबीयांवर दुःखाचा डोंगर कोसळला. दहशतवाद्यांशी लढत असताना हंडवाडा येथे गोस्वामी यांना वीर मरण प्राप्त झाले. ‘काश्‍मीर खोऱ्यात मागील अकरा दिवसांत तीन दहशतवाद विरोधी मोहिमा लष्कराने राबविल्या. या मोहिमांमध्ये दहा दहशतवाद्यांना ठार करण्यात लष्कराला यश आले असून, एका दहशतवाद्याला जिवंत पकडले आहे. लष्कराच्या या मोहिमांमध्ये आघाडीवर असलेल्या लान्स नायक गोस्वामी यांनी दहशतवाद्यांना ठार करण्यात महत्त्वाची भूमिका बजावली. कुपवाडा जवळच्या घनदाट जंगलातील दहशतवाद्यांच्या विरोधातील मोहिमेमध्ये चार दहशतवाद्यांना ठार करण्यात आले. मात्र याच मोहिमेवेळी गोस्वामी यांना वीर मरण आले,‘‘ अशी माहिती लष्कराच्या उधमपूर येथील प्रवक्‍त्याने दिली. गोस्वामी यांच्या पाठीमागे पत्नी आणि सात वर्षांची मुलगी आहे. गोस्वामी यांनी स्वतःहून लष्कराच्या पॅरा कमांडो पथकात काम करण्याची तयारी दर्शविली होती. त्यानंतर 2012 पासून ते काम करत असलेल्या तुकडीतील एक उत्कृष्ट सैनिक म्हणून त्यांनी जबाबदाऱ्या पार पाडल्या, असे लष्कराच्या प्रवक्‍त्याने सांगितले. 23 ऑगस्ट रोजी लष्कराने राबविलेल्या दहशतवाद्यांच्या विरोधातील मोहिमेत गोस्वामी यांनी सहभाग घेतला होता. या वेळी तीन कट्टर दहशतवाद्यांना ठार करण्यात आले होते. तर दुसऱ्या मोहिमेवेळी गोस्वामी यांचा सहभाग असलेल्या पथकाने "लष्करे तोयबा‘च्या सज्जाद अहमद ऊर्फ अबू उबैदुल्हा या पाकिस्तानचा नागरिक असलेल्या दहशतवाद्याला जिवंत पकडले होते. लष्करी इतमामात अंत्यसंस्कार जम्मू आणि काश्‍मीरमध्ये दहशतवाद्यांशी लढताना हुतात्मा झालेल्या लान्सनायक मोहन नाथ गोस्वामी यांच्या पार्थिवावर आज संपूर्ण लष्करी इतमामात बिंदूखट्टा या मूळ गावी अंत्यसंस्कार करण्यात आले. अंत्यसंस्काराप्रसंगी उत्तराखंडचे कामगारमंत्री हरिश्‍चंद्र दूर्गपाल यांच्यासह लष्कर आणि प्रशासनातील अनेक वरिष्ठ अधिकारी उपस्थित होते. परिसरातील शेकडो नागरिकांनीही हुतात्मा गोस्वामी यांना श्रद्धांजली अर्पण केली. गोस्वामी यांच्या परिवारात सैन्य दलात काम करण्याची परंपराच आहे. बिंदूखट्टा येथील रस्त्याला दिवंगत गोस्वामी यांचे नाव देण्याची घोषणा या वेळी दूर्गपाल यांनी केली.

माजी सैनिकांची पेन्शनकोंडी फुटली ‘समान हुद्दा, समान निवृत्तिवेतन’ (वन रॅंक, वन पेन्शन-ओआरओपी) या मागणीसाठी माजी सैनिकांच्या गेली ४० वर्षे सुरू असलेल्या लढ्याला आज अखेर यश आले. ही मागणी केंद्र सरकारने मान्य केल्याची घोषणा संरक्षणमंत्री मनोहर पर्रीकर यांनी आज येथे पत्रकार परिषदेत केली. पर्रीकर यांच्याबरोबर झालेल्या चर्चेनंतर या योजनेवर नाराज असलेल्या माजी सैनिकांचे समाधान झाल्याचे रात्री उशिराच्या वृत्तात म्हटले आहे. मात्र, आपल्या महत्त्वाच्या सहापैकी एकच मागणी सरकारने मान्य केल्याचे सांगत माजी सैनिकांनी आपला लढा सुरूच ठेवण्याचा निर्णय केल्याचेही वृत्त आहे. उपोषणाबाबत उद्या (रविवारी) अंतिम निर्णय घेतला जाईल, असे माजी सैनिक सतबीरसिंग यांनी सांगितले. दरम्यान, सरकारने माजी सैनिकांची फसवणूक केल्याचा आरोप काँग्रेसने केला आहे. बहुचर्चित ‘ओआरओपी’ सरकारला मान्य असल्याची घोषणा संरक्षणमंत्री मनोहर पर्रीकर यांनी दुपारी संरक्षण मंत्रालयामध्ये पत्रकार परिषदेत केली. ही घोषणा करताना आधीच्या ‘यूपीए’ सरकारवर शरसंधान करायला ते विसरले नाहीत. चार दशकांपासून ‘ओआरओपी’ची मागणी प्रलंबित होती. हा संतापाचा मुद्दा होता. ‘यूपीए’ सरकारने फेब्रुवारी २०१४ मध्ये ‘ओआरओपी’ची अंमलबजावणी २०१४-१५ मध्ये होईल, असे म्हटले होते; पण अंमलबजावणी कशा प्रकारे होईल, त्यासाठी आर्थिक तरतूद किती असेल, याचा स्पष्ट खुलासा केला नव्हता. तसेच यासाठी केलेली ५०० कोटी रुपयांची तरतूदही पुरेशी नव्हती. आधीच्या सरकारने अत्यंत अव्यवहार्य पद्धतीने लागू केल्याने आपल्या सरकारला अंमलबजावणीची घोषणा करण्यासाठी विलंब झाला, अशी टीका पर्रीकर यांनी केली. सरकारने माजी जवान तसेच तज्ज्ञांशी चर्चा करून ‘ओआरओपी’ लागू करण्याचा निर्णय घेतला आहे. या अंमलबजावणीसाठी आठ ते दहा हजार कोटी रुपयांचा बोजा पडणार असून, यात आणखी वाढ होईल, असाही त्यांनी केला. ‘ओआरओपी’ एक जुलै २०१४ पासून लागू केली जाईल. ‘एनडीए’ सरकारचा अर्थसंकल्प जून २०१४ मध्ये जाहीर झाला असल्याने जुलैपासून निवृत्तिवेतनाची अंमलबजावणी होईल. अर्थात, त्यासाठी २०१३ हे वर्ष आधारभूत असेल. माजी सैनिकांना निवृत्तिवेतनाचा फरक दर सहा महिन्यांनी याप्रमाणे दोन वर्षांत चार टप्प्यांमध्ये मिळेल, तर सैनिकांच्या विधवांना हा फरक एकरकमी मिळेल; परंतु, स्वेच्छानिवृत्ती घेणाऱ्यांना ‘ओआरओपी’ योजनेचा लाभ मिळणार नाही. तसेच, निवृत्तिवेतनाचा आढावा दर पाच वर्षांनी घेतला जाईल. यासाठी एकसदस्यीय न्यायिक समिती नेमली जाईल. ही समिती सहा महिन्यांत आपला अहवाल देईल, असे पर्रीकर यांनी जाहीर केले. सरकारच्या या घोषणेचे सत्ताधारी भाजपने स्वागत केले व ‘ओआरओपी’ लागू करण्याचे पूर्ण श्रेय पंतप्रधान नरेंद्र मोदींना दिले. भाजपचे प्रवक्ते शाहनवाज हुसेन यांनी ‘ओआरओपी’ लागू करण्याच्या निर्णयासाठी मोदी सरकारची प्रशंसा करावी तेवढी थोडी आहे, अशी प्रतिक्रिया व्यक्त केली. काँग्रेसने केवळ ५०० कोटी रुपये ठेवले होते. मोदी सरकार आठ ते दहा हजार कोटी रुपये खर्च करेल. माजी सैनिकांमध्ये उत्साहाचे वातावरण आहे, असेही ते म्हणाले. काँग्रेसने मात्र सरकारची घोषणा अत्यंत निराशाजनक असल्याची टिप्पणी केली. माजी संरक्षणमंत्री ए. के. अँटनी यांनी या मुद्द्यावर काँग्रेसची भूमिका मांडताना सरकारने माजी सैनिकांची निराशा केली असल्याचे टीकास्त्र सोडले. ‘ओआरओपी’ची मागणी पहिल्यांदा ‘एनडीए’ सरकारने मान्य केली, हे संरक्षणमंत्र्यांचे सांगणे चुकीचे आहे. ही मागणी ‘यूपीए’ सरकारने आधीच मान्य केली होती. तत्कालीन अर्थमंत्री पी. चिदंबरम यांनी अर्थसंकल्पी भाषणात त्याची स्पष्टपणे घोषणा केली होती. आता ‘एनडीए’ सरकार केवळ त्याची अंमलबजावणी करते आहे, असे असताना संरक्षणमंत्री म्हणतात की, चार दशकांनंतर एनडीए सरकार मान्य करते आहे. त्यांचे हे म्हणणे चुकीचे आहे, असा टोला अँटनी यांनी लगावला. तसेच ‘यूपीए’ सरकारने दहा वर्षांत माजी सैनिकांचे निवृत्तिवेतन तीन वेळा वाढविले. त्यासाठी सात हजार कोटी रुपये दिले होते. असे यापूर्वी कधीही झाले नव्हते, याकडेही त्यांनी लक्ष वेधले. सरकारने माजी जवान तसेच तज्ज्ञांशी चर्चा करून ‘ओआरओपी’ लागू करण्याचा निर्णय घेतला आहे. - मनोहर पर्रीकर, संरक्षणमंत्री काँग्रेसने केवळ ५०० कोटी रुपये ठेवले होते. मोदी सरकार आठ ते दहा हजार कोटी रुपये खर्च करेल. - शाहनवाज हुसेन, प्रवक्ते, भाजप निवृत्ती वेतनासाठीचे नियम - सेवा निवृत्तिवेतन : अखेरच्या पगाराच्या पन्नास टक्के. यासाठी अधिकारीपदावर असलेल्या व्यक्तीची २० वर्षे, तर त्या दर्जाखालील व्यक्तीची १५ वर्षे सेवा आवश्‍यक - सामान्य कुटुंब निवृत्तिवेतन : अखेरच्या पगाराच्या तीस टक्के. कमीत कमी ३,५०० रुपये (व्यक्तीचा नैसर्गिक मृत्यू झाल्यास) - विशेष कुटुंब निवृत्तिवेतन : अखेरच्या पगाराच्या साठ टक्के. कमीत कमी ७ हजार रुपये.(कर्तव्यावर असताना मृत्यू झाल्यास) - उदार कुटुंब निवृत्तिवेतन : अखेरच्या पगाराइतके. अधिकारी अथवा जवान हुतात्मा झाल्यास. - अपंग निवृत्तिवेतन : अखेरच्या पगाराच्या तीस टक्के. शंभर टक्के अपंग असल्यास कमीत कमी ३१०० रुपये - युद्धजखमी निवृत्तिवेतन : युद्धात जखमी होऊन शंभर टक्के अपंगत्व आल्यास शेवटच्या पगाराइतके. तसेच, अपंग होण्याच्या प्रमाणानुसार निवृत्तिवेतन कमी. अशा आहेत तरतुदी - १ जुलै २०१४ पासून होणार अंमलबजावणी - थकीत रक्कम सहा महिन्यांच्या हप्त्यांत चार वर्षांत देणार - माजी सैनिकांच्या निवृत्तिवेतनात दर पाच वर्षांनी सुधारणा - वीर पत्नी आणि वय वर्षे सत्तरपुढे असलेल्यांना प्रथम लाभ - जवानांच्या निवृत्तिवेतनात दरमहा ३५००-४५०० वाढ अपेक्षित - स्वेच्छानिवृत्ती (व्हीआरएस) घेतलेल्यांना लाभ नाही - थकीत रक्कम दहा ते बारा हजार कोटी रुपयांची - योजनेसाठी आठ ते दहा हजार कोटी रुपयांची तरतूद सरकारचे निर्णय   १ जुलै २०१४ पासून योजना लागू होणार   दर पाच वर्षांनी योजनेची समीक्षा केली जाईल   एकसदस्यीय समितीकडून समीक्षा केली जाईल   स्वेच्छानिवृत्ती घेतलेल्यांना लाभ मिळणार नाही   निवृित्तवेतनासाठी २०१३ वर्ष आधारभूत मानले जाईल माजी सैनिकांचे आक्षेप   १ एप्रिल २०१४ पासून योजना लागू करावी   पाच वर्षांऐवजी दरवर्षी समीक्षा केली जावी   एक सदस्यीयऐवजी पाचसदस्यीय समिती हवी   स्वेच्छानिवृत्ती घेतलेल्यांनाही लाभ मिळावा   २०१३ मधील सर्वाधिक निवृत्तिवेतनच आधारभूत हवे मंगल दिवस. वयोवृद्ध निवृत्तांना लाभ देणे महत्त्वाचे आहे. - ब्रिगेडीयर हेमंत महाजन काय आहे परिस्थिती? २२.५० लाख देशभरातील माजी सैनिक ६ लाख देशभरातील वीर पत्नी ५५-६० हजार प्रत्येक वर्षी वाढणारी संख्या १.६९ लाख महाराष्ट्रातील माजी सैनिक ५२ हजार महाराष्ट्रातील वीर पत्नी ५४ हजार कोटी सध्याच्या निवृत्ती वेतनाची रक्कम ८-१० हजार कोटी आणखी तरतूद करावी लागणार काय आहे ‘ओआरओपी’ योजना? ‘वन रॅंक, वन पेन्शन’ संकल्पना म्हणजे, सैन्य दलात समानकाळ सारख्याच पदावर सेवा केलेले दोन माजी सैनिक जरी वेगवेगळ्या वेळी निवृत्त झाले, तरी त्या दोघांना सारखीच पेन्शन (निवृत्तिवेतन) मिळणे होय. म्हणजेच सारख्याच पदावर काम केलेले सैन्य दलातील जवान, अधिकारी कुठल्याही तारखेला निवृत्त झाले, तरी त्यांना ‘ओआरओपी’ योजनेमुळे समान निवृत्तिवेतन मिळणार आहे.

वन रँक वन पेंशन भावनिक मुद्दा: तातडीने काही कारवाई करण्याची गरज वन रँक वन पेंशनकरिता सध्या माजी सैनिकांकडून देशभर आंदोलने सुरू आहेत. या प्रश्नावर सरकार तातडीने काही कारवाई करेल अशी सैनिकांची अपेक्षा आहे. भारतीय सैन्याकडे नेहमीच आदराने बघितले जाते, पण नागरी सेवेचे नेतृत्व (इंडियन अॅडमिनिस्ट्रेटिव्ह सव्र्हिस) लष्कराला नेहमी दुजाभाव देत असते. नागरी सेवेचे लष्कराशी छुपे युद्ध सुरु असते असे नेहमी म्हटले जाते. वन रँक वन पेंशन याचा अर्थ असा आहे की, सैन्यातील निवृत्त होणार्या त्याच रँकच्या आणि त्याच सव्र्हिसच्या सैनिकांना एकसारखे पेंशन असावा. उदाहरणार्थ एखादा हवालदार २५ वर्ष सेवेतून १९७१ साली निवृत्त होतो, दुसरा हवालदार २५ वर्ष सेवा करून १९९९ साली निवृत्त झाला, तर त्याचे पेंशन वेगवेगळा असते. या पेंशनची स्केल वेगवेगळी असल्याने मोठा गोंधळ निर्माण होतो. सैनिकांना दिली जाणारी पेंशन बँकेतून दिले जाते. महाराष्ट्रातील एक सैनिक संस्थेने राज्यातीलल निवृत्त सैनिकांची पेंशन तपासली असता सुमारे ७२ टक्के सैनिकांना चुकीची पेंशन दिली जात असल्याचे त्यांच्या निदर्शनास आले होते. ७०-८० वर्षे वयांच्या सैनिकांमुळे देशाच्या सुरक्षेला धोका ? मागच्या काँग्रेस सरकारने सत्ता गमाविण्याच्या एक महिना आधी वन रँक वन पेंशन देत असल्याची घोषणा केली. त्यासाठी पाच हजार कोटी रूपयांचा निधी देण्यात आला. त्यानंतर निवडणुकीच्या दरम्यान नरेंद्र मोदी यांनी आपल्या प्रचारसभेत सत्ता मिळाल्यानंतर लगेच वन रँक वन पेंशन देऊ असे सांगितले होते. मात्र, सत्ता येऊन दिड वर्ष होऊनही वन रँक वन पेंशनबाबत निर्णय झालेला नाही. वन रँक वन पेंशनसाठी दिल्लीतील जंतरमंतरवर आंदोलन सुरु केलेले आहे. याऊलट १५ ऑगस्टमुळे देशाच्या सुरक्षिततेला धोका असल्याचे सांगून या आंदोलनात सहभागी झालेल्या ७०-८० वर्षे वयोवृद्ध सैनिकांना तेथून धक्के मारून बाहेर काढण्याचा प्रयत्न केला गेला. माध्यमांमधून याबाबत टिका झाल्यानंतर त्या माजी सैनिकांना परत तिथे येण्याची परवानगी देण्यात आली. ज्या सैनिकांनी आपल्या उमेदीच्या काळात जीवाची बाजी लावून देशाचे रक्षण केले त्याच ७०-८० वर्षे वयांच्या सैनिकांमुळे देशाच्या सुरक्षेला धोका निर्माण होतो असा विरोधाभास. त्यानंतर केंद्र सरकारच्या आदेशानुसार दिल्ली पोलिसांनी आंदोलनकत्र्या माजी सैनिकांची माफी मागितली. ८५ टक्के जवान ३५ ते ३७ या वयोगटात निवृत्त भारतीय सैन्यातील ८५ टक्के जवान ३५ ते ३७ या वयोगटात निवृत्त होतात. १२ टक्के ४० ते ५४ वर्षाच्या वयोगटात निवृत्त होतात. लष्करी सेवेत कोणत्याही सैनिकाला अपंगत्व आले, तर निवृत्ती हाच एकमेव पर्याय त्याच्यासमोर असतो. कारण अपंग सैनिकांना सैन्यामध्ये ठेवले जात नाही. वयाच्या ३५ वर्षांपर्यंत ८५ टक्के जवान निवृत्त होतात. त्यामुळे त्यांना पुढील आयुष्य पेंशनवरच काढावे लागते. सैनिकांच्या तु्लनेत इतर सरकारी कर्मचारी वयाच्या ६०व्या वर्षी निवृत्त होतात. त्यावेळी त्यांच्या कुटुंबातल्या बहुतेक सर्व जबाबदार्या संपलेल्या असतात. याऊलट ३५व्या वर्षी निवृत्त झालेल्या सैनिकाच्या जबाबदार्या नुकत्याच सुरू झालेल्या असतात. त्याला केवळ पेंशनवरतीच जगावे लागते. निवृत्त सैनिकांनी याविरोधात सातत्याने आवाज उठविला आहे. १९८३ पासून सर्वोच्च न्यायालयासह देशातील शंभरावर न्यायालयांनी सैनिकांची मागणी मान्य मान्य करून सैनिकांच्या बाजूने आपला कौल दिलेला आहे. पण यानंतरही अर्थ आणि संरक्षण मंत्रालय याबाबत अंमलबजावणी करण्यास तयार नव्हते. कायद्यातील पळवाटा शोधून न्यायालयाच्या निकालाची अंमलबजावणी करण्यास टाळाटाळ केली जात होती. वन रँक वन पेंशनचा प्रश्न १९७१च्या लढाईनंतर खर्या अर्थाने समोर आला. या लढाईत सुमारे चार हजार सैनिकांनी आपल्या प्राणांचे बलिदान दिले, तर दहा हजार जवानांना कायमचे अपंगत्व आले. पाकिस्तानवरचा हा सर्वात मोठा विजय होता. यामुळे देशामध्ये सैनिकांप्रती प्रेमाची भावना निर्माण झाली होती. याचवेळी सरकारी नोकरशाहीने आपले घाणेरडे राजकारण सुरू केले. सैन्यदलाचे राष्ट्रीय जीवनातील महत्त्व कमी करण्याचा त्यांचा मुख्य उद्देश्य होता. देशात हे सैनिक इतके लोकप्रिय झाले, तर ते बंड करू शकतात असे सांगून सरकारला घाबरविण्याचा प्रयत्न त्यांनी केला. सर्वातजास्त बलिदान पायदळाचे अकुशल सैनिकच(????) करतात त्यामुळे १९७१ते१९७३च्या मध्ये तिसर्या वेतन आयोगाची नियुक्ती करण्यात आली होती. युद्ध सुरु होण्याच्या एक वर्ष आधी या आयोगाने आपले काम सुरू केले होते. युद्ध संपल्यानंतर दोन वर्षांनी त्यांनी आपला अहवाल सरकारला सादर केला. या अहवालात नोकरशाहीने अतिशय प्रयत्न करून सैनिकांना फार मागे आणून सोडले. सैनिकांचे काम अतिशय वेगळे आणि धोकादायक असल्यामुळे त्यांच्यासाठी याआधी वेगळा वेतन आयोग नेमला जात होता. मात्र यानंतर सरकारी कर्मचारी आणि सैनिकांचे एकच वेतन आयोग नेमण्यात आले. या आयोगात पायदळातील सैनिकाला अकुशल कामगाराच्या खालचा दर्जा देण्यात आला. पायदळाचे जवानच देशाचे रक्षण करण्यासाठी पुढे असतात, एवढी साधी गोष्टसुद्धा या आयोगाच्या सदस्यांना समजू शकली नाही.देशा करता सर्वातजास्त बलिदान पायदळाचे अकुशल सैनिकच(????) करतात. तिसरा वेतन आयोगाच्या स्थापनेआधी निवृत्त होणार्या जवानाला त्याच्या बेसिक पगाराच्या ७० टक्के पगार पेंशन म्हणून दिला जात होता. तर ऑफिसर्सना त्यांच्या बेसिक पगाराच्या ५० टक्के पगार पेंशन म्हणून दिला जात होता. त्याचवेळी सरकारी कर्मचार्याना त्यांच्या बेसिक पगारापेक्षा केवळ ३० टक्के पगार पेंशन म्हणून दिला जात होता. सरकारी नोकर ६० वर्षांपर्यंत नोकरी करतात, तर लष्करी जवान हा ३५व्या वर्षी निवृत्त होतो हे लक्षात घ्यायला हवे. मात्र या तिसर्या वेतन आयोगाने सैनिकांना मिळणारे पेंशन ७० टक्क्यांवरून ५० टक्क्यांवर आणले. तर सरकारी कर्मचार्यानी स्वत:चे पेशन ३० वरून ५० टक्क्यांवर नेले. तत्कालीन लष्करप्रमुख फिल्डमार्शल सॅम माणेकशॉ हे निवृत्त झाल्यानंतर या आयोगाने आपला अहवाल सादर केला. फिल्डमार्शल सॅम माणेकशॉ हे निवृत्त होण्याआधी आपला अहवाल सादर केला असता तर त्यांनी याला मोठा विरोध केला असता, हे त्या आयोगाला माहित होते. सर्वात आश्चर्याची बाब म्हणजे संरक्षण मंत्रालयाने तिसर्या वेतन आयोगाच्या या अहवालाला कोणताही विरोध केला नाही. यानंतरच्या कोणत्याही संरक्षणमंत्री अथवा प्रधानमंत्र्यांनी याविरोधात बोलण्याचे टाळले. १९७१चे युद्ध qजकल्यानंतर तत्कालिन पंतप्रश्रन श्रीमती इंदिरा गांधी यांना त्याचा मोठा फायदा झाला. देशात त्यांना दुर्गा म्हणून उल्लेख करण्यात आला. त्यांनी या गोष्टीचा आपल्या राजकारणासाठी मोठा फायदा करून घेतला; मात्र त्यांच्याच काळात सैनिकांचे पेंशन घटले होते. या कुटील कामात त्यावेळच्या नोकरशाहीने मोठी मदत केली. फिल्डमार्शल सॅम माणेकशॉ फिल्डमार्शलचा पगार ३६ वर्षे दिला नाही १९७१च्या लढाईतील सगळ्यात लोकप्रिय चेहरा होते फिल्डमार्शल सॅम माणेकशॉ. त्यांना फिल्डमार्शल बनविण्यात आले. फिल्डमार्शल कधीही निवृत्त होत नाही. त्यांचा पगार ते जीवंत असेपर्यंत दिला जातो. फिल्डमार्शल सॅम माणेकशॉपुढचे ३६ वर्षे जीवंत होते पण या नोकरशाहीने कधीही त्यांना फिल्डमार्शलचा पगार देऊ दिला नाही. शेवटी डॉ. ए. पी. जे. अब्दुल कलाम हे राष्ट्रपती असताना त्यांनी फिल्डमार्शल सॅम माणेकशॉ यांना फिल्डमार्शलचा पगार देण्याचे ऑर्डर पास केली. त्यावेळी फिल्डमार्शल हे रुग्णालयात मृत्यूशय्येवर होते.त्यानंतर ६ महिन्यात त्यांचा म्रुत्यु झाला. सैन्याचे महत्त्व कमी केले नाही, तर बंडाचा धोका असल्याचे नोकरशाहीकडून सांगण्यात येत असल्यामुळे राजकीय नेतृत्वही याला बळी पडत होते. अनेक निवृत्त अधिकार्यानी उच्च न्यायालय, सर्वोच्च न्यायालयात हे खटले नेले. सगळ्या न्यायालयांनी सैनिकांच्या बाजूने निकाल दिले, पण नोकरशाहीने काहीतरी पळवाटा काढून वन रँक वन पेंशन देण्याचे टाळले. आज हे सरकारी अधिकारी काहीतरी खोट्यानाट्या गोष्टी सांगून सरकाराला घाबरविण्याचा प्रयत्न करतात. अशा प्रकारचे वेतन पॅरामिलिट्री फोर्ससुद्धा मागू शकते असे त्यांचे म्हणणे आहे, पण पॅरामिलिट्री फोर्सला हा नियमच लागू होत नाही. कारण सैन्यदलातील जवान ३५व्या वर्षी निवृत्त होतात, तर पोलीस अथवा पॅरामिलिट्री फोर्सचे जवान वयाच्या ५८ते ६०व्या वर्षी निवृत्त होतात. यामुळे सरकारचा खर्च वाढू शकेल असे सांगण्यात येते. ते वाढणारच आहे. याबाबत कारगिल रिव्ह्यू कमिटीनेही १९९९ साली सरकारवरील खर्च कमी करण्याकरिता त्यांना पोलीस किंवा पॅरामिलिट्री फोर्समध्ये समाविष्ट करून घ्यावे असा अहवाल दिला होता. यामुळे पोलीस किंवा सिआरपीएफ, बिएसएफ, एसएसबी, सीआयएसएफ अशा तुकड्यांना अतिशय कुशल आणि प्रशिक्षित जवान मिळू शकतील. अशा प्रकारचे अहवाल देऊनही सरकारने याची अंमलबजावणी केलेली नाही. सैनिकांच्या पराक्रमाची किंमत कॉर्पोरेट जगताला समजली लष्करी सेवेतून निवृत्त झालेले सैनिक पॅरामिलिट्री फोर्समध्ये गेले असते, तर तेवढ्या वेळेपुरते त्यांचे पेंशन थांबविता आले असते. याद्वारे सरकारला या निवृत्त जवानांचा पॅरामिलिट्री फोर्समध्ये चांगला फायदा करून घेता आला असता. आज एखादा जवान निवृत्त होऊन पोलिसात भरती झाला तर त्याच्या १५ वर्षांच्या सेवेला काहीही किंमत दिली जात नाही. त्याला एक नविन नेमणूक म्हणूनच वागवले समजली आहे, पण सरकारी संस्थांना नाही. सैन्याला प्रत्यूत्तर म्हणून पॅरामिलिट्री फोर्सेसची संख्या मोठ्या प्रमाणावर वाढविण्यात आलेली आहे. दुर्देवाने नक्षलवाद्यांचे कंबरडे ते मोडू शकतील अशी शक्यता दिसून येत नाही. वन रँक वन पेंशन हा आता अतिशय भावनिक मुद्दा बनलेला आहे. सैनिकांवर इतके वर्ष झालेला अन्याय दूर करण्यासाठी ते देणे गरजेचे आहे. सरकारने आपले वचन पाळले नाही, तर निवृत्त सैनिकांच्या मनावर जसा परिणाम होत आहे, तसाच परिणाम सध्याच्या सैनिकांवर होण्याची शक्यता आहे.नोकरशाहीने माजी सैनिकांना नियमांच्या चक्रव्हुव्हात गेले ४२ वर्षे अडकवले आहे.त्यातुन सुटका होण्यासाठी अर्जुनरुपी राज्यकर्त्यांची गरज आहे.
