The home department should not buckle under pressure
May 20: The state home department is on a “set aside censure” spree and is letting off errant police officials easily. Police personnel with imperfect service records — those involved in dowry-related cases, those accused of colluding with cock-fight organisers and even cops who had “abandoned” anti-Naxal combing operations mid-way in jungles — were let off.
The Police Reserve sub-inspector, Mr R.S. Madhu Babu, of Kurnool had left the anti-Maoist force in the middle of the forest at Ahobilam. The Kadapa SP (administration) who conducted an oral enquiry against Mr Babu held that the charges were proved and the Kurnool-range DIG had even awarded punishment. However, the penalty was set aside by the state government. In a case at the Atmakur police station of Warangal district, Mr J. Shiva Ramaiah, an SI, was accused of gross misconduct and negligence while investigating a road accident case. The SI had failed to verify the investigation done by a subordinate and did not visit the scene of offence. The Warangal Range DIG had proved the charges and Mr Ramaiah was awarded a penalty. In this case too, the government had set aside the censure.
Sources in the home department said that every month, at least five “censure” cases are set aside. A senior IPS official said, “If punishments like cutting increments are set aside by home department, the cops who had violated the law will not have any fear.
