The Mumbai attacks graphically illustrated how ill prepared the Maharashtra police were to handle a major terrorist incident. Most police officers remained passive, did nothing except giving an exaggerated running commentary of terrorist movement. Hardly anybody engaged them or contained them. The will power to act & fight was lacking.
