The Arab Oil Bubble is going to burst: A Fascinating article - Oil No one believed this would happen so fast, but the US is already the world's biggest oil manufacturer, bigger than Saudi Arabia, thanks to the oil shale technology which changed the world of energy. Within a year, the US is expected to export about one million barrels of oil a day and produce 12 million barrels a day. Iran, for the same of comparison, manufactures about a million and a half barrels a day. This means that oil prices will continue to drop, as the US is already competing against other manufacturers. As a result, Russia will be crushed, Saudi Arabia and the rest of the Gulf states will fall flat on their face, the cartel will collapse, and all the dictatorships which were mainly based on oil – like Iran – will face a gloomy future. At the same time, democracies like Canada, Brazil, Mexico, Nigeria and even little Israel will enter the market. The Arab oil era is over, and so is the destructive power of the Persian Gulf's oil dictatorships. These dictatorships have disgracefully controlled the failing Europe: Buying politicians, bribing companies, taking over the economy and gaining political power which was also used against Israel. It will take a few months, but both the Europeans and the Americans will realize that the era of the destructive Arab power is over, because the Gulf states will have no money to spend. On the contrary, they will be rocked from the inside by social, ethnic and terroristic shocks, as they will have no money left to continue satisfying terror. The signs of the drop in Arab power can already be seen. Twenty-two Arab states made a huge effort last week to pass an anti-Israel resolution at the United Nations Security Council, but failed. The US was undeterred by them, and so were strong Western countries. It's true that France and Luxemburg are still controlled by the Arab capital, or think they are, but they will also realize that the era of Arab money is over. But as oil prices continue to drop, what will happen to Russia? The country is collapsing and could turn to a European war to save itself. And what will happen to Egypt, which is funded by Saudi Arabia? The latter is already cutting its aid to Cairo, because the money is no longer obvious. And what about the rich Gulf states, like Qatar? They are deluding themselves that someone will be interested in them if they don’t have oil. Some are even toying with the idea of tourism. Well, if there is no oil, no one will want to come there at all, and the sand will once again cover the towers rising in the air which they have built. And Mahmoud Abbas' Palestinian Authority? Well, no one in the Gulf actually donated money to this entity even before the crisis, although there were always festive declaration. As the year 2015 begins, we are facing a new world: A world of a revolution of information, mind, personal strength, innovation and inventions. And in this world, Israel is a real princess. The Arab oil era is over, and the global and Israeli mind era begins. It's a fact that countries which wouldn't dare approach us in the past – because of the Arab extortion – are now doing so hastily, as if to make up for the lost time of so many years. Dilemma of martyred officer, just before he was killed Newspoint Bureau New Delhi, January 29 His body was wrapped in a tri-colour today. A martyr he was. A brave soldier with a soft heart. A father of two teenage daughters and a 7 year old son, with a caring wife. Three days ago the family was flying high when Colonel Munindra Nath Rai was awarded a Republic Day gallantry medal-Yudh Seva medal (YSM). Two days ago, he was standing in front of a house in a village in Tral area of South Kashmir, with two hard core terrorists of Hizbul Mujahideen trapped inside. And the end game began to unfold in a very dramatic manner. As if, a scene from film Haidar was being reenacted...in real. Since a battal ion level operation was on, Commanding Officer of the unit, Colonel Rai was not only present there but leading from the front. A buddy and a J&K police constable was assisting him in the nerve breaking operation. The prize catch was inside, with all escape routes sealed perfectly. As the order to storm the house was to be given a yelling voice shattered the uneasy calm. ''Please don't kill my son...'' an old man with folded hands approached the officer. ''I will convince my son to surrender,''father of the trapped terrorist was on his knees. Colonel Rai was faced with a very hard choice. To kill the militants or listen to the voice of a sobbing father? The Colonel had earned a reputation of a brave officer having soft corners in his heart. Some months ago when entire Kashmir Valley submerged in flash floods, he was a man in full action. He saved hundreds of lives. And he was the one who had sent a group of 50 apple-growers sometime back from the Valley to Shimla to learn the tricks of the trade so that they can earn more profit. It was biting cold out there and the Colonel's finger was placed on an icy trigger. He had to decide fast, either way--to storm the house or allow the father to go inside to make last attempt to convince his terrorist son to surrender. And the Commanding officer opted for the latter. Colonel Rai ordered not to fire. Everything came to a standstill. Soldiers involved in the operation stopped crawling around the house. It must have been a very tense moment. The father went inside the house. Nothing happened in next couple of minutes. Each passing moment was becoming tense for Colonel Rai, who was hoping that the old man will come out with his terrorist son. And suddenly the door flung open. A blaze of fire started. Two hardcore terrorists were raining the bullets. Terrorists killed Colonel Rai, his buddy and the policeman before being gunned down by the troops. Was he right when Colonel Rai decided to give the father a chance to go in and convince his son to surrender? ''Yes,'' said Colonel Rohan Anand,spokesperson of the Army, who narrated the entire sequence of the Tral encounter. ''He wanted to give a chance to insaniyat(humanity),''he said. Colonel Anand said, ''Colonel Rai's Whatsapp status sums up the mission of his life. COURTING DEATH INDIAN ARMY WAY -RAVI

Though the nation boasts of its military capabilities on Republic Day, it is imperative that the members of civil society do some soul searching regarding the families of our real-life heroes. While watching the celebrations of the 66th Republic Day, the nation was imbued with a sense of pride and admiration for the might and preparedness of our armed forces. This year the Ashok Chakra, India’s highest peacetime military decoration awarded for valour, courageous action or self-sacrifice away from the battlefield, was given to Major Mukund Varadarajan and Naik Neeraj Kumar Singh. Major Varadarajan led a team on April 25, 2014, to flush out terrorists who had killed election officials 24 hours earlier in Shupiyan village in Jammu and Kashmir. Though successful, he succumbed to his injuries. Naik Neeraj Kumar of Rajputana Rifles was recognised for the bravery exhibited in a search and destroy operation in Gudaji of Kupwara district of J&K and killing terrorists despite grievous injuries on August 24, 2014. He breathed his last in the hospital. Both were posted with Rashtriya Rifles when they died. Their exploits give us a feeling of rightful pride but begs the question whether the nation really cares about those who have survived these heroes. Well, it is time for the civil society to introspect whether the family members of the armed forces martyrs are taken care of. The 65-year-old father of Major Varadarajan, R. Varadarajan, retired from bank and living in Chennai with his wife, is all praise for the Army’s role after tragedy befell the family. “We received adequate support from them. Right from the passing away of Mukund (22nd battalion of Rajput Regiment) till date they have supported us all along.” He points out “a junior commissioned officer (JCO) was attached to help Indu, my daughter-in-law, to complete all the formalities connected with pension, gratuity, etc. This helped in avoiding red-tapism and bureaucratic hassles.” “The villagers who are uneducated do not understand and appreciate the sacrifice. On the contrary they feel that joining the Army is a risky proposition.” Echoing similar views, Parmeshwari Devi, wife of Naik Neeraj Kumar, describes the Army as “a family which stood behind us like a rock in the hour of sorrow.” She says, “Till now we have received full support of the unit and Raputana Rifles (13th) with whom my husband was.” Pointing out her immediate family and others, she praises them for standing besideher. She also feels that by bestowing the Ashok Chakra, the Central Government has “understood his sacrifice and honoured us for that”. Parmeshwari Devi’s only regret is that the State Government of Uttar Pradesh did not bother to send an official representative to express their condolence and gratitude. Even though she has received financial help, this too was not delivered at her village, Devrala. “We had to have it collected from the tehsil office,” she says, sounding visibly hurt. The Army Chief who met both the families has assured them that the force is always there for them and that they can contact him any time. In terms of monetary help from the Army, it is heartening to know that the wives of both awardees are receiving a pension. “Indu is receiving a pension equivalent to Mukund’s last salary. The group insurance amount too has been received by her, our granddaughter, Arshea, my wife and me. The Tamil Nadu Government too has presented a cheque for Rs.10 lakhs. A rail card has been issued to Indu,” says R. Varadarajan. Having said that, what follows is ed was heart wrenching: “Despite all this we miss Mukund immensely.” Parmeshwari Devi is also receiving a pension and has been assured of government accommodation in case she wishes it. Schooling and college education of the children, including higher education of children of the slain soldiers, has been taken up by the Army. Parmeshwari says, “The officials should understand that I am unemployed with the responsibility of raising two children, aged 7 and 6 and also support my husband’s parents, both aged. Instead of my asking, which I will not, based on the perception of situation, the quantum and period of help and aid should be forthcoming.” The urban-rural divide comes out when talking about appreciation by society of the sacrifices rendered by the two armymen. Parmeshwari Devi is pained to state, “The villagers who are uneducated do not understand and appreciate the sacrifice. On the contrary they feel that joining the Army is a risky proposition. The significance of the Ashok Chakra too was missed by them. Even those at the helm of affairs who are educated did not bother to express their condolence, then how can I blame the villagers?” She is equally hurt at the absence of a memorial in the village. Yet she says, “I am glad that my husband considered the nation first and the family later.” Though with no other family members in the Army, she resolutely adds, “It was my husband’s ambition to educate our sons, Kunal Raghav and Labpratap Raghav, and make them officers in the Indian Army.” Major Mukund’s father feels society has appreciated his son’s sacrifice. “Although many of my family members were and are in the forces, this is first time I realised the affinity of society with us.” He has received many condolence letters requesting him to bless them especially those in the age group of 20 to 30. Several students called on him for this purpose. While he was visiting Indu in Bangalore, a young girl visited him. “I do not know if I am qualified to bless all the youngsters or not but I wish all of them well.” In a lighter vein he says, “Even auto-rickshaw drivers who are notorious in Tamil Nadu refuse to accept hire charges from us.” He was equally touched when a police official expressed his sympathies while providing his contact numbers requesting the family to contact him in case of any need. “All of them are considerate and helpful.” Apart from this one can find another FB page dedicated to Mukund. Overwhelmed by the public response, R. Varadarajan comments, “It has inspired and made me realise that I too ought to do something. I worked with a nongovernment organisation dedicated to tree plantation and helping villagers.” While highlighting the common people’s efforts, R. Varadarajan zeroes in on the Army again. “Although now many are close to us it was the Army which throughout made us feel that they are with us and ready to assist and help.” It has been debated for many years whether utilising the services of the Army to tackle internal disturbances like riots, terrorism, etc. is correct considering that their primary objective is defence of the borders and facing external aggression. R. Varadarajan says this sentiment has been echoed in a non-political meeting he attended by a retired judge, who said that the army’s responsibility is to stave off external forces. In all modesty he says, “Though I am not qualified to comment but yes, the police and other forces can be trained and equipped to handle the internal matters.” The family of Mukund has had several members as part of the armed forces. “My cousin, whose father retired as a Squadron Leader, rose to become Air Vice Marshal while his sibling was a fighter pilot. Two of my brothers-in-law retired as Air Commodore and Punjab Regiment respectively. My nephew is in the Army and posted in J&K.” It is imperative that tales of valour of the forces are not just consigned to books and films but become a part of our daily folklore.

ऑनलाइन जिहाद :सद्यस्थिती आणि उपाययोजना ब्रिगेडियर हेमंत महाजन ताज्या अंदाजाप्रमाणे हिंदुस्थानात हजारो युवक आपल्या घरातून गायब झालेले आहेत. त्यामधले दोन टक्के युवक जरी जिहादी प्रचाराला बळी पडून बाहेर गेले असतील तरीही हा धोका खूप आहे. हिंदुस्थानी सैन्याने केलेल्या अभ्यासांतर्गत मुस्लिम युवक दहशतवादी का होतात, या पाठीमागचे महत्त्वाचे कारण म्हणजे पाकिस्तानची गुप्तहेर संस्था आयएसआय आणि दहशतवाद पसरवणार्‍या संघटनांमध्ये भरती करण्यासाठी अनेक हिंदुस्थानी संस्था प्रत्यक्ष-अप्रत्यक्ष मदत करतात. त्यासाठी युवकांचा बुद्धिभ्रंश केला जातो हे होय. अजून एक तरुण जो इसिस या दहशतवादी संघटनेत सामील होण्याकरिता इराककडे जाण्याच्या वाटेवर होता, त्याला आपल्या गुप्तहेर संस्थांनी हैदराबाद विमानतळावर रोखले. कल्याणमधून चार तरुण इसिसमध्ये जाण्याकरिता पळून गेले होते. त्यामधल्या एका तरुणाने २६ जानेवारीला स्फोटके भरलेल्या कारने हिंदुस्थानात अमेरिकन राष्ट्रपतींवर आत्मघातकी हल्ला करण्याची धमकी दिली. हे सगळे ऑनलाइन जिहादला बळी पडले होते. त्यामुळे इंटरनेटवर किंवा ऑनलाइन जिहादचा प्रसार कसा केला जातो, त्याला तरुण कसे बळी पडत आहेत हे शोधणे महत्त्वाचे आहे. एकदा बुद्धिभ्रंश झाला की, त्यांना खास प्रशिक्षण दिले जाते. त्यानंतर एका मोठ्या दहशतवादी संघटनेमध्ये ट्रेनिंगसाठी इराण, अफगाणिस्तान, सीरिया किंवा पाकिस्तानमध्ये पाठवले जाते. सुरुवातीला त्यांना प्रशासकीय कामे दिली जातात. त्यानंतर जर लक्षात आले की, तो युवक एक कट्टर दहशतवादी बनू शकतो तरच त्याला बॉम्बस्फोट करणे, आत्मघातकी हल्ला करणे अशा जबाबदार्‍यांसाठी तयार केले जाते. अनेकदा संपर्कात आलेल्या ४० ते ४५ टक्के युवकांना बळजबरीने दहशतवादी संघटनेत पाठवले जाते. ३० ते ३५ टक्के युवक आर्थिक कारणामुळे दहशतवादाचा रस्ता पकडतात. दहशतवादी संघटनेत सामील झाले की, त्यांना खूप पैसे मिळतात. नोकरी केल्यासारखा त्यांना पगार दिला जातो. एखादी मोठी दहशतवादी कारवाई केली तर जास्त पैसा मिळतो. ३० ते ३५ टक्के लोक धार्मिक कट्टरतेमुळे दहशतवादी बनतात. सध्या ऑनलाइन किंवा इंटरनेटच्या माध्यमातून प्रचंड प्रमाणामध्ये दुष्प्रचार सुरू आहे. यात त्यांच्या धर्मावर किती अन्याय, कसा हल्ला केलेला आहे हे दाखवले जाते. म्हणून अशा प्रकारच्या दुष्प्रचाराला इंटरनेटवरूनच प्रत्युत्तर देण्याची गरज आहे. वेबसाईटस्, ब्लॉग्ज स्पॉटस्, ट्विटर अकाऊंटस्, ई मेल आणि एसएमएसने अशा प्रकारचा दुष्प्रचार केला जातो. इंटरनेटवरील अशा साधनांवर बारीक लक्ष ठेवणे आवश्यक आहे. गुगल व इंटरनेट कंपन्यांची मदत घेऊन त्यांना ‘ब्लॉक’ करणे आवश्यक आहे. बहुतेक दहशतवाद्यांच्या मनावर अतिरेकी विचाराचा प्रभाव तात्पुरता झालेला असतो. अनेकांना आयुष्यामध्ये फारसे यश मिळत नाही म्हणून बंदुकीच्या बळावर त्यांना समाजामध्ये मिळालेले स्थान महत्त्वाचे वाटते. बहुतेक युवक हे २० ते ३० वयोगटामधले असतात, लग्न झालेले नसते. काहीतरी कारणावरून त्यांच्या कुटुंबाशी फारकत झालेली असते. आपण जर अशा युवकांकडे लक्ष ठेवले, आर्थिक सहाय्य आणि मानसिक बळ दिले, त्यांच्या विचारसरणीमध्ये सुधारणा केली तर दहशतवादाकडे झुकणार्‍या युवकांवर प्रभाव टाकणारे घटक आपण नक्कीच कमी करू शकतो. अर्थात त्यासाठी गरज आहे ती आर्थिक आणि मानसिक लढाई जिंकण्याची. दहशतवादाचे स्वरूप हे कायम बदलत असते. त्यामुळे त्यावरील उपाययोजना सक्षम, तत्पर आणि परिस्थितीनुरूप बदलणार्‍या पाहिजेत. आपल्याला दहशतवादाचा प्रसार करणार्‍या यंत्रणांच्या एक पाऊल पुढे राहण्याची गरज आहे. डिसेंबरमध्ये विविध राज्यांच्या डीजीपींची केंद्रीय गृहमंत्र्यांसोबत एक महत्त्वाची बैठक झाली. त्यात ऑनलाइन जिहादवर विचार करण्यात आला आणि दुष्प्रचार थांबवण्याकरिता एक ऍक्शन प्लॅन करण्याकरिता सांगण्यात आले. इंटरनेटची व्याप्ती खूप मोठी आहे. त्यामुळे एखाद् दुसरी संस्था त्यावर लक्ष ठेवू शकत नाही. गरज आहे ती या सगळ्या संस्थांसह इतर देशभक्त नागरिकांचासुद्धा आपण लक्ष ठेवण्याकरिता वापर केला पाहिजे. आज एकट्या हिंदुस्थानमध्येच जवळजवळ २० कोटींहून जास्त नागरिक इंटरनेटचा वापर करत आहेत. फेसबुक आणि इतर सोशल मीडियामध्ये असलेल्या युवकांची संख्यासुद्धा प्रचंड आहे. म्हणून अशा प्रकारे जे चॅटिंग इंटरनेटवर चालते त्याच्यावर लक्ष ठेवणे गरजेचे आहे. आज ‘यू ट्यूब’वर अनेक प्रक्षोभक व्हिडीओज् अपलोड केले जातात. अशा प्रकारचे इंटरनेटवरील व्हिडीओज्, चुकीची आणि भडक माहिती देणारे लेख लगेच ब्लॉक करायला हवेत. इतर देशांमध्ये एखादा युवक जर ऑनलाइन जिहादमध्ये पकडला गेला तर लगेच त्याच्यावर लक्ष ठेवण्यात येते. दुर्दैवाने त्यांची संख्या हजारो असल्यामुळे त्यातील प्रत्येकावर लक्ष ठेवणे कठीण आहे. मात्र अशा वेळी गरज असते ती त्याच्या कुटुंबाने, त्याच्या नातेवाईकांनी त्याच्यावर नजर ठेवण्याची. कारण २४ तास कुठल्याही युवकावर गुप्तहेर संस्थाही लक्ष ठेवू शकत नाही हेही आपण विचारात घेतले पाहिजे. ‘ऑपरेशन चक्रव्यूह’! आज अनेक संस्था ऑनलाइन रिक्रूट झालेल्या युवकांना हिंदुस्थानातच अतिरेकी बनवण्याचा प्रयत्न करीत आहेत. काही धार्मिक संस्था आणि तेथील धार्मिक नेते अशा प्रकारचे प्रशिक्षण या युवकांना हिंदुस्थानमध्येच देतात. परदेशातून, विशेषत: सौदी अरेबियामधून मोठ्या प्रमाणामध्ये पैसा दहशतवाद पसरवण्याकरिता हिंदुस्थानमध्ये येत आहे. तो थांबवला पाहिजे. हिंदुस्थानमधील काही धार्मिक स्थळेदेखील इस्लामी दहशतवाद वाढविण्याकरिता पैसे खर्च करतात. म्हणून प्रचंड उत्पन्न असलेल्या अशा धार्मिक स्थळांवर लक्ष ठेवण्याची गरज आहे. सोशल मीडियामध्ये ऑनलाइन चॅट करण्याकरिता वेगवेगळी साधने उपलब्ध आहेत. गरज आहे ती अशा प्रचारावर लक्ष ठेवण्याची. गृहमंत्रालयाने ‘ऑपरेशन चक्रव्यूह’ नावाचे एक नवीन ऑपरेशन सध्या इंटरनेटवर सुरू केलेले आहे. याचा उद्देश आहे की, अशा प्रकारच्या युवकांवर लक्ष ठेवणे. युरोपमधल्या अनेक देशांमध्ये अशा प्रकारच्या युवकांवर लक्ष ठेवण्याकरिता मोठ्या प्रमाणावर प्रयत्न केले जात आहेत. त्यांच्या अनुभवाचा वापर करून आपण सुधारणा करायला हवी.

Watch How An 11-Year-Old Made India, And Her Late Father, Proud As Ever Tweet Today at Colonel MN Rai’s funeral, his 11-year-old daughter Alka Rai made her father and the entire nation tear up in grief and pride, as she bid her father a final farewell, not with a goodbye, but with the war cry of the Gurkha regiment her father was commanding on his final mission. ‘Jai Maha Kali, Ayo Gorkhali.’ According to news reports, Colonel Rai and a Police Head Constable were killed on 27th January, in a fierce gun-battle between the security forces and the terrorists in Pulwama district’s Tral area of Jammu and Kashmir. Colonel Munindra Nath Rai, who was injured during the gun fight, was taken to the 92 Base Camp hospital at the Badami Bagh cantonment in Srinagar where he succumbed to injuries. Colonel Rai, 39, had been awarded the Yudh Seva Medal for gallantry, just the day before, on this year’s Republic Day. He is the senior most army officer to have been killed in a gunfight in the valley during the last three years.

• भारत आणि अमेरिका यांच्या संबंधांचा स्तर उंचावणे ही बाब चीन व पाकिस्तान या दोन्ही शेजारी देशांच्या भुवया उंचावणारी ठरली आहे. त्यातला पाकिस्तान हा देश आंतरराष्ट्रीय राजकारणाच्या संदर्भात अधिक उथळ असल्याने त्याने लागलीच एका जागतिक व्यासपीठावर काश्मीरचा प्रश्न उकरून काढला व तो तात्काळ सोडविण्याचे आवाहन अमेरिकेसह सगळ्या जगाला केले. चीनने तेवढा सवंगपणा दाखविला नसला तरी आपल्या सरकारच्या अधिकृत मुखपत्रातून भारत व अमेरिका यांच्यातील करारांवर ‘नापसंती’चा शिक्का उमटविला आहे. विशेषत: ‘भारत व अमेरिका हे दोन्ही देश त्यांच्या चिरस्थायी मूल्यांविषयी पुन्हा एकवार निष्ठा जाहीर करीत असून त्यांचा पाठपुरावा करणे हे ते आपले कर्तव्य समजतात’ या बराक ओबामा व नरेंद्र मोदी यांच्या संयुक्त वक्तव्यावर त्याचा विशेष आक्षेप आहे. त्या वक्तव्यात दडलेली काही राजकीय सत्ये चीनला न आवडणारी आहेत. आंतरराष्ट्रीय समजल्या जाणाऱ्या सर्व हवाई व नाविक क्षेत्रात सगळ्या देशांना मुक्त प्रवेश असेल हे त्यात ध्वनीत असलेले सूत्र दक्षिण चीनच्या समुद्री प्रदेशावर आपला मालकी हक्क आहे असे समजणाऱ्या चीनला निश्चितच डिवचणारे आहे. चीनला चिनी समुद्रासह सगळ््या हिंदी महासागरावरच त्याचे समुद्री वर्चस्व हवे आहे. काही काळापूर्वी भारताशी साधी चर्चाही न करता आपल्या पाणबुड्या श्रीलंकेपर्यंत नेण्याची आगळिक त्याने केली होती. चीनचे लष्करी व आर्थिक सामर्थ्य मोठे आहे. त्याचा भारताभोवतीच्या सर्व देशांवर आर्थिक दबावही मोठा आहे. त्यामुळे त्याच्याशी संबंध राखताना आपला हात दाबून धरावा लागणे भारताला भाग आहे. चीनचे अध्यक्ष झी शिनपिंग हे दिल्लीत असताना चिनी सैन्याने भारताच्या चुमार क्षेत्रात केलेली घुसखोरी त्याचमुळे भारताला निमूटपणे खपवून घ्यावी लागली आहे. भारत आणि जपान यांच्या नाविक दलांच्या संयुक्त कवायती थांबवून ठेवण्याचा निर्णयही चीनच्या संभाव्य कोपामुळेच भारताला घ्यावा लागला आहे. या पार्श्वभूमीवर अमेरिकेशी दृढ होत असलेले भारताचे संबंध त्याचे बळ वाढविणारे आणि चीनला जाचक वाटू शकणारे आहेत. मोदी आणि ओबामा यांच्यातील चर्चेचा सर्वाधिक वेळही चीनच्याच प्रश्नावर खर्ची पडल्याचे वृत्त या संदर्भात महत्त्वाचे आहे. अमेरिकेच्या पुढाकाराच्या बळावर भारत, जपान, द. कोरिया व आॅस्ट्रेलिया या चार देशांना एकत्र आणण्याचा व त्यातून चीनच्या वाढत्या समुद्री बळाला आळा घालण्याचे प्रयत्नही त्याचसाठी आहेत. चीनने आशिया खंडातील देशांसोबतच सगळ््या आफ्रिकी देशांना आर्थिक व अन्य स्वरूपाच्या साहाय्याचा रतीब चालविला आहे. मध्य आशियातील अनेक देशही चीनच्या या साहाय्यामुळे दबले आहेत. ही स्थिती आशिया व आफ्रिका या खंडात चीनला पहिल्या क्रमांकाचे स्थान मिळवून देणारी आहे. शिवाय चीन ही जगातली दुसऱ्या क्रमांकाची अर्थसत्ता आहे आणि अमेरिकेच्या या क्षेत्रातील सामर्थ्याला आव्हान देण्याची तिची महत्त्वाकांक्षा आहे. तिला प्रत्युत्तर म्हणून अमेरिका, भारत, द. कोरिया, जपान आणि आॅस्ट्रेलिया यांना एकत्र आणण्याचा पाश्चिमात्त्य देशांचा प्रयत्न आहे. ओबामा यांच्या भारतभेटीने या संबंधांना एक संभाव्य बळ दिले आहे. हे एकत्रिकरण तात्काळ होईल याची शक्यता नाही. आंतरराष्ट्रीय क्षेत्रात स्वतंत्र धोरण राखण्याची भारताची आजवरची वाटचाल महत्त्वाची व त्याच्या हिताची ठरली आहे. अमेरिका आणि रशिया या दोन्ही महासत्तांशी त्याने सारखीच जवळीक व सारखाच दुरावा आजवर राखला आहे. मात्र चीनचा अलीकडचा उदय व त्याचे वाढते लष्करी आणि आर्थिक सामर्थ्य हा साऱ्या जगाएवढाच भारताच्याही चिंतेचा विषय आहे. शिवाय चीनने पाकिस्तानला आपला सर्वकालीन मित्र जाहीर केले आहे. पाकिस्तानचे भारताशी असलेले वैरही जगजाहीर आहे. या स्थितीत भारत व अमेरिका यांनी परस्परांच्या अधिक जवळ येणे ही बाब नैसर्गिक मानावी अशी आहे. बराक ओबामा यांनी भारताला परवा दिलेल्या भेटीमुळे ही बाब अधोरेखित झाली व त्यांच्या संबंधातील जुने सारे गैरसमजही दूर झाले. अमेरिकेचे माजी परराष्ट्रमंत्री जॉन फास्टर डलेस यांनी अमेरिका व रशिया यापैकी कोणा एकाशी जे मैत्री करीत नाहीत ते सारे देश व त्यांची धोरणे अनैतिक आहेत असे अफलातून विधान १९५० च्या दशकात केले होते. तेव्हापासूनच भारत आणि अमेरिका यांच्या मैत्रीत एक दुराव्याचा धागा कायम राहिला होता. भारताचे अमेरिकेशी आर्थिक व औद्योगिक क्षेत्रातील संबंध मजबूत होते. मात्र भारताचे रशियाशी असलेले राजकीय व अन्य संबंध अमेरिकेला नेहमीच संशयाचे वाटत आले. पाकिस्तान हा देश अमेरिकेच्या लष्करी करार संघटनेतही सहभागी झाला होता. हे अडसर आजवरच्या भारत-अमेरिका यांच्या संबंधात अडचणीचे ठरत आले. चीन आणि पाकिस्तान यांची शिरजोरीही त्याच बळावर चालत आली. भारत व अमेरिका यांचे संबंध आता सरळसाध्या स्नेहाचे झाल्याने पाकिस्तान व चीन या दोहोंचा संताप उडाला असेल तर तो त्याचमुळे स्वाभाविक मानला पाहिजे. या पार्श्वभूमीवर भारताच्या परराष्ट्र मंत्री सुषमा स्वराज या चीनला भेट देणार आहेत. या भेटीचा प्रमुख उद्देश चीनचा होत असलेला गैरसमज दूर वा कमी करणे हा अर्थातच राहणार आहे.

He combined bravery with compassion and people in Tral knew him very well for his several initiatives,” General Officer Commanding of the Srinagar-based Chinar Corps Lt Gen Subrata Saha told reporters after the wreath-laying ceremony at Badami Bagh Cantonment in Srinagar. “The supreme sacrifice of the brave men only strengthens our resolve to fight all elements inimical to security of Kashmir,” he said as friends and colleagues recalled the contribution of Rai, one of the senior-most officers to be killed in the last one year. Rai, 39, commanding officer of 42 Rashtriya Rifles, and head constable Sanjeev Kumar Singh Special Operations Group (SOG) of Jammu and Kashmir Police were killed during the encounter in Tral in Pulawama district on Tuesday, in which two militants were also gunned down. Saha said once the house where the militants were hiding was cordoned off, the father and brother of one of the terrorists approached Rai claiming that the ultra wanted to surrender. But even as Rai gave them an opportunity to do so, the militants came out of the house firing indiscriminately leading to the gunbattle. The officer’s swift actions prevented many civilian casualties during the operation, Saha said and noted that Rai had taken “a number of initiatives for the positive engagement of youth like organising cricket and football tournaments”. “Clearly under his leadership, we could say that the narrative in Tral was changing. He earned the admiration of all the administration for his meticulous planning and we have seen how Tral turned out to vote,” Lt Gen Saha said. Rai was conferred the Yudh Seva medal on the eve of Republic Day for outstanding contribution in planning and conduct of operations including a gun battle with militants in south Kashmir last year. Saha also said the army would always give an opportunity to the militants to surrender wherever such a situation comes up. “We have been giving this opportunity wherever the parents or relations do come up to try and say that they would like to ask their son or relation to surrender. So in all fairness, we try to give them this opportunity and I would not try to add any further motives to that,” he said. Saha said the families of both Col Rai and head constable Singh “were uppermost our prayers today. We stand by them in this hour of grief and all times to come.” Col Rai’s body is being flown to Delhi today and it will be kept at the Delhi cantonment crematorium. His last rites will take place tomorrow. Top officers of the army and other security agencies were present in Srinagar to pay tributes to the slain officer. The slain militants have been identified as Adil Khan, a local resident of Mindora, and Shiraz Dar. Both were affiliated with Hizbul Mujahideen outfit, police said. Some arms and ammunition have recovered from the scene of the encounter, they said. .
